Government approves Solid Waste Regulation and Management Bill

Cabinet at its 19th meeting on Wednesday approved the publication and introduction of The Bill, entitled, “Solid Waste Regulation and Management Bill, 2018” in Parliament during the current sitting.

The objectives of this Bill, are to provide for the sustainable regulation and management of solid waste, general and self-service solid waste services, the incorporation of solid waste management companies and define their statutory functions, the licensing of solid waste service providers, operators and self-service solid waste providers and provide for their functions and the regulation, operation, maintenance and construction of landfills and other disposal facilities.

The Bill will also provide for the setting and approval of tariffs for management of solid waste and provision of solid waste services.

Chief Government spokesperson Dora Siliya said the management of Solid Waste has over the years been a challenge for the towns and cities in the country mainly due to increased population and economic activities, which have led to increased generation of waste.

She said if left unchanged, this would become a bigger challenge as the population increases adding that the increased generation of waste has posed a burden on the municipal budget due to the high costs associated to its management.

“Local Authorities are often characterized by dysfunctional waste management systems, with much of the waste in the streets, roadside, drainages and open areas remaining uncollected. Generally, only a small portion of the waste generated through different socio-economic activities is collected and transported for safe disposal”, she said.

She said this inevitably compromises the environmental quality of many urban areas, a situation that has contributed to poor public health.

Ms. Siliya said there is need, therefore, to strengthen the solid waste management sector and create an enabling environment for the private sector to create more opportunities.

She said this can only be enhanced by creating a business dimension of service provision coupled with good corporate governance principles to ensure transparency in its operation.

“In view of the importance Government attaches to the issue of waste management, the Ministry of Local Government in conjunction with the Millennium Challenge Account, Zambia, conducted a study on the state of solid waste management. The study results have necessitated the proposal to establish an autonomous Solid Waste Management Utility so as to address solid waste management challenges in the country”, She added.

Ms. Siliya said Cabinet is optimistic that the introduction of a comprehensive legislation on Solid Waste Regulation and Management will provide for sustainable regulation and effective management of solid waste in the country.

She said the Bill, when enacted, will further streamline the role of local authorities in solid waste management as provided for by the Constitution.

State House has nothing to do with Summoning of HH-Amos Chanda

State House has described as utter nonsense assertions that it has directed the Zambia Police to stop opposition political parties from enjoying their freedom to assemble.

Special Assistant to the President for Press and Public Relations, Amos Chanda says such assertions are only silly allegations being made by silly opposition leaders.

Mr. Chanda says the Zambia Police have no instructions from State House to stop any riotous behavior which some opposition political parties have been seeking permission to engage in.

In an interview with QTV News by telephone, Mr. Chanda, however, says in an event the Police do not stop a riot, the President as Commander in-Chief of the Armed Forces will command them to do so.

And Mr. Chanda says State House has nothing to do with the summoning of UPND leader Hakainde Hichilema by the Police in Ndola over allegations of inciting the recent riots in Kitwe.

He however, says that if the Police do not found it to be a problem for a citizen to go on radio and incite people to commit a crime, State House can remind the Police to stop the criminality.

Mr Chanda says State House has full confidence in the Zambia Police Service’s capabilities to detect crime and prosecute criminals.

There is nothing wrong with government listing ZAFFICO

National Democratic Congress Consultant Chishimba Kambwili says there is nothing wrong with government listing ZAFFICO or any other company on the Lusaka Securities Exchange.

And Mr. Kambwili who said he is not aware that ZAFFICO has been sold says listing a company on the stock market is the only sure way of raising capital.

He says it will be wrong for anyone to reverse the listing of the company on the stock market describing such threats as retrogressive.

“That is absolutely retrogressive. there is nothing wrong with government listing any company on the stock market”, Mr. Kambwili said when he featured on the breakfast show on Hot FM.

Mr. Kambwili however said that government must ensure that the intererest of the local people is protected and not foreigners whether Chinese or South Africans when the Company is listed on the stock market.

And Mr. Kambwili said he is not clinging on to the PF but wants to prevent the creation of a by election which will be created once the seat is nullified.

“As long as the people of Roan Constituency do not ask me to leave, i will remain Member of Parliament and continue protecting the seat. No one can push me out of the PF as long as i dont want to leave, actually i have already left”, He said.

Meanwhile, Mr. Kambwili said he has no reason to work with President Edgar Lungu due to the rampant corruption going on in his government.

“Even when am offered the position of Vice President i can’t go back to PF unless PF comes to the NDC, i cant work with them”, He said.

Unlawful possession of a Leopard skin lands man in Jail for 5 years

The Lundazi Subordinate Court has sentenced a 44-year-old man to five years imprisonment with hard labour for unlawful possession of a Leopard skin.

Ministry of Tourism and Arts Public Relations Officer, Sakabilo Kalembwe confirmed the development in a press statement issued to ZANIS in Lusaka today.

Mr. Kalembwe said Derrick Nyirenda was charged with unlawful possession of the prescribed trophy contrary to section 130(2) (a) of the ZWA No. 14 of 2015, after he was arrested in September this year by officers from the Department of National Parks and Wildlife (DNPW).

He said Zambia is among few countries that have viable populations of leopards which are being depleted at an alarming rate due to illegal poaching and trafficking.

Mr. Kalembwe further disclosed that according to the International Union for Conservation of Nature – IUCN Red List, global leopard populations have declined by 50 percent over the past 20 years.

He said it is important that wildlife criminals are sternly punished for depriving future generations of Zambia from enjoying the cultural, environmental and economic development opportunities presented by wildlife.

President Edgar Lungu has launched the 2018-2019 planting season with a call on farmers to embrace and adopt good agricultural practices in order to achieve increased production in the wake of changes in the climatic conditions.

President Lungu said this is because the performance of the agricultural sector is dependent on a number of factors some of which are natural occupancies such as changing climatic conditions as was the case during the last farming season.

He said this is why there is need for farmers across the country to adopt good agricultural practices such as conservation farming methods and agro forestry.

ZANIS reports that the Head of State was speaking in Mwinilunga district yesterday, during the launch of the 2018-2019 farming season which was held at the farm of Chief Chibwika of the Lunda speaking people.

“Climate change is a phenomenon which we will continue to grapple with however, regardless of the unfavourable effects, government is working tirelessly to ensure that farmers are encouraged to practice and adopt good agricultural practices,” the President said.

President Lungu added that, government is also accelerating different agricultural policies aimed at developing the agriculture sector as it is one of the economy’s priority sector.

“To propel this sector, we have put in place favourable policies and implementing various programs across its sub sectors among them crops, livestock and fisheries,” he noted.

President Lungu explained that Zambia is fortunate as it has three agro ecological regions with low, medium and high rainfall patterns adding that, North-Western happens to be within the high rainfall zone with an average of 1200 milimetre annually.

He further urged the people of North-Western Province to utilise the good natural resources to increase their agricultural production.

Meanwhile, President Lungu has called on traditional leaders in the country to embrace both local and foreigners investors who may be interested in investing in agricultural production as this will steer the province to another level in agricultural production.

He expressed confidence that North-Western Province is poised to be the new Copperbelt of Zambia with massive new mining investment in Lumwana and Kalumbila.

The Head of State added that, government will continue to facilitate the growth of the agricultural sectors by devising conducive policies intended at promoting investment and increased production and value addition.

“We are aware that the district is well known for pineapple production. Therefore, in the spirit of diversification, I implore our farmers to scale up production of pineapples and other crops which are widely grown in various parts of the province,” the President stated

President Lungu also added that, government is committed to putting in place infrastructure such as feeder roads, irrigation facilities and storage sheds to support the growth of the sector.

And Zambia National Farmers Union (ZNFU) President, Jervis Zimba echoed President Lungu’s remarks and called on the need to prioritize the agricultural sector among others because of the role it plays in enhancing food security.

Mr. Zimba also advised farmers to seek information from reliable sources on seed varieties.

He further thanked government for creating an enabling environment for the players in the agricultural sector.

CBU Medical Courses to remain suspended

The Health Professions Council of Zambia and the Higher Education Authority have announced that the medical courses at the Copperbelt University will remain suspended.

In a joint statement, the two institutions say the decision was arrived at after consultations with the Attorney Generals Chambers.

Higher Education Authority Acting Director General Mrs Elizabeth Hamvumba and Health Professions Council of Zambia stated that the two institutions have both agreed that the three medical courses at CBU have deficiencies.

They said CBU has since been asked to develop an improvement plan which will address the deficiencies that were observed by both parties.

They both agreed that the withdrawal of the courses by HPCZ was done within the law.

The two bodies have also asked CBU to work expeditiously and ensure that the medical courses are reinstated.

Zambia has not sold or mortgaged any of its assets to any lenders be they bilaterial, multilateral or commercial partners.

I wish to emphasize that none of the State-Owned enterprises has been sold to any foreign entity. We intend to progressively list them on the stock market to make them more viable and more transparently run.

Listing on the open market is highly recommended by both the WorldBank and the IMF.

Yes, Zambia has debt challenges in respect of spending on debt servicing as a ratio to spending on social protection and social services. But hear it from me, we are not in distress. Zambia has never defaulted on its dues and we remain committed not to fall into that situation.

We are taking measures towards a situation where only concessional and very low interest loans will be acceptable as additional sources of financing when our local resources are not available. We shall borrow when we need to, but only for investment into absolutely needy areas.

My government will continue to create an enabling business environment to promote more Foreign Direct Investment into the country.

So, those we owe money through euro bonds can be assured that their money is safe with us; those we owe money through bilateral arrangements can be rest assured that we are a credible partner with a long established record in that regard.

No matter how hard evil tries, it can never quite match up to the power of Good, because evil is ultimately self-destructive.

Toxic people may set out to corrupt others with their ill-will, cynicism, and falsehoods, but in the process their malice corrupts and short circuits itself.

Although it is generally perceived that conflict in life is between good and evil; it could be said that the real conflict is between truths and lies.

Thankfully, the truth always prevails over lies just like a ray of light from even the smallest candle prevails over the gloom and darkness of a thousand nights.

The incandescence of multiple rays of the unstoppable light of truth is shining through the darkness of the fake news and misinformation fabricated by the Habitual Hoax.

There are multiple positive tidings emanating from within the country as well as outside the country that reflect the real status-quo and trajectory of the Zambian economy.

Zambia a few days ago won the “Best State Strategy In Africa” award   at the Africa Investment Forum and Awards ceremony recently held in Paris, France. This was in recognition of the Patriotic Front Government of President Edgar Chagwa Lungu’s Efforts in improving the business environment and attracting domestic and foreign direct investment.

It is also not a coincidence that the 2018 edition of the  World Bank  Doing Business Report named Zambia as one of the best 10 performers in the world, ranking 85 out of 180 and fourth in sub-Saharan region in business reforms and efforts to reduce the cost of doing business.

All of this is on top of the fact that organisations as varied as the United Nations Industrial Development Organisation (UNIDO), African Union, Food and Agriculture Organisation, UN Economic Commission for Africa and the African Development Bank last September jointly conferred a medal of recognition on our Head of State, as a champion of the Third Industrial Development Decade for Africa (IDDA3). This speaks volumes of President Edgar Chagwa Lungu’s recognition as an astute leader working to improve the lives of Zambian Citizens.

Zambia’s hosting of the on-going World Bank International Development Association [IDA] 18 high-level mid-term review is also a huge statement of confidence by the World and the international community in Zambia’s progress.
That the IDA 19th Replenishment Process where forty-five billion United States Dollars is being committed to Africa’s development over a three-year period, has been launched on Zambian soil is an appropriate portent of our nations prospects.

As clearly illustrated by the fore-going, the Patriotic Front Government under the leadership of His Excellency President Edgar Chagwa Lungu is on course as it continues to lead Zambia on a path of peace and prosperity for all citizens.

While the cynical ilk of the Habitual Hoax is fixated on deriving satisfaction from scheming chaos and calamity and pushing other people’s buttons with their fake news, misinformation and toxic talk; President Lungu and the PF Government are firmly focussed on delivering human-centred development driven by economic and social infrastructure development in conformity with  the Seventh National Development Plan with the view to developing Zambia into a prosperous middle-income nation by 2030.

Gender Minister condemns social media video of man harassing his wife for allegedly committing adultery

Government has strongly condemned a video circulating on social media depicting a man harassing his wife for allegedly committing adultery.

Minister of Gender Elizabeth Phiri said Gender Based Violence is a violation of human rights which should not be condoned irrespective of the offence committed and the relationship of the parties.

In a press statement issued to ZANIS in Lusaka today by the ministry’s Media Liaison Officer Mwape Mwenya, the Minister has also condemned people who are in the habit of taking pictures and recording similar instances rather than helping vulnerable victims who are unable to defend themselves.

Mrs Phiri has urged the police to take necessary action against the perpetrator as there are better channels to air grievances than resorting to violence and breaking the law with impunity.

The Minister has further asked the woman in the video to take necessary steps and ensure that her husband is answerable to the law for his unruly behaviour.

She said government will roll out sensitisation programmes in communities on the dangers and repercussions of GBV beginning November 25th to December 10th when the country joins the rest of the World in commemorating the 16 days of activism against gender based violence.

Mrs Phiri pointed out that Zambia has been recognized globally as a champion for the elimination of all forms of Sexual and Gender Based Violence, and it is incumbent upon citizens to work with government on eliminating the vice.

The minister stated that government with support from the United Nations agencies has set up four fast track courts aimed at hastening the judicial process in GBV matters.

She cited Lusaka, Kabwe, Choma, and Mongu as some of the districts where the fast track courts are currently operational and that since inception of the courts, more than 700 cases have successfully been disposed of.

Mrs Phiri has urged victims of GBV not to suffer in silence but report all forms of violence to relevant institutions in order to allow the law take its course.

She warned that anyone found conniving with perpetrators of violence risks facing the law as well.

The Ministry of National Development Planning has called on the private sector to partner with government to provide sustainable, alternative and innovative financing for the implementation of the Seventh National Development Plan (7NDP).

Ministry of National Development Planning Permanent Secretary in charge of Development Planning and Administration, Chola Chabala made the call during a recent meeting where he received submissions on alternative financing for the 7NDP from the private sector representatives.

Mr. Chabala assured the private sector that the Minister of National Development Planning Alexander Chiteme will meet them to discuss their submissions.

He urged other private sector entities, which were not represented but have concrete ideas on alternative financing for the 7NDP to come on board.

Mr. Chabala said the private sector’s consolidated submissions would be submitted to a follow up meeting scheduled to be held later this month.

He said the successful implementation of the 7NDP will depend to a large extent on the availability of financing for the Plan.

“In the integrated and multi-sectorial spirit espoused for the implementation of the 7NDP, the Ministry of National Development Planning decided to invite all private sector associations as well as individuals to help formulate alternative financing models or solutions for the implementation of the 7NDP, hence the hosting of this meeting,” he said.

The institutions present included Securities and Exchange Commission (SEC), Bankers Association of Zambia (BAZ), Credit Reference Bureau, Lusaka Securities Exchange (LuSE), Insurer’s Association of Zambia (IAZ), Zambia Association of Chambers of Commerce and Industry (ZACCI), Zambia Association of Manufacturers, Luano Rail/Stravena, Impact Capital Africa, as well as the Development Bank of Zambia (DBZ) and Zambia Development Agency (ZDA).

The Private sector’s submissions were in response to a call by the Secretary to the Cabinet Roland Msiska, during the last session of the National Development Coordinating Committee (NDCC) for the private sector to provide government with programmes they were implementing that will contribute to the attainment of the aspirations of the 7NDP.

This is contained in a statement made available to ZANIS today by Ministry of National Development Planning Spokesperson Chibaula Silwamba.

Lusambo concerned over the large number of school going children in Zambia who suffer from dental cavities

Lusaka Province Minister Bowman Lusambo has raised concern over the large number of school going children in Zambia who suffer from dental cavities.

Mr. Lusambo said oral health diseases are higher among the poor and the disadvantaged population groups.

He cited unhealthy diet and poor hygiene as some the risk factors for oral diseases.

Mr. Lusambo said this in a speech read on his behalf by Lusaka Province Health Office Acting Clinical Care Specialist Sophia Msiska during the launch of the National Oral Health month in Chongwe District today.

“It is worrying to note that most people seek oral and health attention from Oral Health Providers late, which tends to be very costly to treat,” he said.

He urged the Zambia Dental Association to emphasize on oral health prevention and promotions in order to enhance the general wellness.

Mr. Lusambo further pointed out that government will continue to allocate resources in the national budget for oral health services.

Meanwhile, Zambia Dental Association President Christopher Kapeshi said at least 3.9 billion people globally suffer from oral diseases.

Dr. Kapeshi said the patient Oral health Doctor ratio stands at 1 to 151,000 patients which calls for the need to increase the number of officers.

He called on the general citizenry to go for routine Oral health checkup.

This year’s national Oral Health month is being commemorated under the theme: “Delivering Quality Oral Health through Universal Coverage”.

Farmers urged to venture in Coffee growing

A Coffee Farmer in Mungwi district has appealed to farmers to venture into growing coffee if they are to derive benefits from the agriculture sector.

In an interview with ZANIS in Mungwi, Joseph Kayula, who is Farm Manager for Kansato Farms, said coffee farming is a lucrative sector which when promoted to the fullest can easily earn the country the much needed foreign exchange and help grow the agriculture industry.

He bemoaned the low number of farmers engaged in coffee production in the country, saying local entrepreneurs should take a leaf from some East African countries that are amassing huge revenues from their export of coffee on the international market.

Mr. Kayula said the production of coffee is a profitable undertaking as there is always ready market worldwide for the product especially in Europe where the price of the commodity sometimes even surpasses that of Copper.

He said the participation of many players in coffee production will help to revive the coffee industry in Zambia.

Mr. Kayula, however, said it is saddening that very few farmers have bothered to invest in growing coffee mainly due to the financial implications involved in the sector.

He appealed to government and other financial institutions to create an enabling environment by devising attractive conditions that will lure young entrepreneurs to obtain credit facilities that will enable them to undertake coffee farming.

Mr. Kayula said Northern Province has huge potential for coffee growing due to the region’s good rainfall, massive water bodies and favorable climatic conditions.

President Edgar Lungu says Mwinilunga district in North-Western Province, possess massive potential to be the food basket of the region and the country as a whole due to its fertile soils.

The Head of State said Mwinilunga is a sleeping giant that must be woken up by investing more in the agriculture production.

President Lungu said his government has identified Mwinilunga as a potential agricultural hub in the country and that more will be done to exploit the riches that lie in the district.

President Lungu said this when he called on Chief Chibwika of Mwinilunga at his palace today.

Meanwhile, Chief Chibwika has praised President Lunga for his visionary leadership of taking development to all parts of the Country.

The traditional leader said President Lungu has shown exemplary leadership and commitment to develop all corners of the Country including North-Western Province despite the region not having voted for him in past elections.

Chief Chibwika assured the President that his chiefdom will give him total support in order for him to successfully implement government’s development agenda for Mwinilunga and North-Western Province as a whole.

The traditional leader also installed President Lungu as Headman Kanyanda of Chibwika Chiefdom as a way of honouring the Head of State for his demonstrated commitment to transform the fortunes of the province.

Chief Chibwika disclosed that President Lungu had become the first Head of State since 1971 to visit the Chibwika Chiefdom noting that the move come as a pleasant surprise to the people in the area.

Other traditional leaders present at the courtesy call included Senior Chief Sailunga and Chief Kanyama both of Mwinilunga district.

President Lungu was in Mwinilunga to flag off the 2018/2019 National Planting season.

The Head of State was accompanied by Minister of Agriculture, Micheal Katambo, Presdential Affairs Minister, Freedom Sikazwe, North-Western Province Minister, Nathaneal Mubwakwanu and other Senior Government Officials.

Minister of Home Affairs Stephen Kampyongo says opposition political parties have not been banned from campaigning in Mangango Constituency.

Mr. Kampyongo said the Patriotic Front Government remains keen to upholding the tenants of democracy in the country.

He explained that the Zambia Police are performing their mandate of maintaining law and order in Mangango Constituency in line with the Public Order Act.

The Home Affairs Minister stated that the Mangango campaigns have been peaceful, as witnessed by the Inspector General of Police’s visit yesterday.

He was speaking in parliament today during the Oral Answer Session when he was responding to a question from Kabompo Area Member of Parliament Lwiji Lufuma.

Mr. Lufuma wanted to know whether Government is aware that the police have banned all opposition political parties from conducting any election campaigns in Mangango Parliamentary Constituency from 14th to 19th November, 2018; if so, why the ban has been effected; under what legal authority the police is acting; and whether the ban will not disadvantage the opposition political parties.

In his response, the Home Affairs Minister said NO opposition political parties will be disadvantaged as the campaigns are going on well.

12 year old Mwangala Maunga wins The Buttercup Award (Science and Tech Inventor) at Power Puff Girl Awards

Judges have had a tough time going through more than 3 000 entries for The Power Puff Girl Awards which were launched in August with the aim to celebrate and empower young African girls between the ages of 9 and 14, wanting to make a difference in their community.

Winners were chosen from finalists in each of the categories, and voted in by representatives from Turner, MultiChoice and international NGO, Save the Children. Not only were the standards very high, but the selection panel was tremendously impressed to witness the work done by so many young girls to change and improve their respective communities. Three little girls from South Africa, Nigeria and Zambia were selected as overall winners in the Social Helper, Science and Tech Inventor, and Artistic Creator categories respectively.

The three winners received their award at the Turner Upfront Event held on Tuesday, 13 November in Johannesburg. Each winner, from each of the three categories, received a cash prize to help bring their award-winning entry to life with the help of a dedicated mentor.

Inspired by the prevalence of waterborne diseases that exist in most African countries, Mwangala uses a clever combination of wooden or metal sheet enclosures, black paint for insulation, heat absorbent black trays, reflective materials, sheets of glass, glue and  catch troughs to create her purifiers.

President and presenter of Little Miss Intellect Zambia, Mwangala uses her superpowers to work together with other girls from the ages of six to 14-years-old to contribute to the development of her country and she hopes that with the $1 500 scholarship, she can work towards seeing the water purifiers available in other African countries – now that is a superhero for you!

Super-cute, super-fierce 10-year-old Uviwe Bubu from Cape Town, South Africa started her Mini Sparkles sanitary towels project in collaboration with her mother and aunt.

Motivated by the knowledge that millions of girls in South Africa miss up to a week of school every month because of the lack of proper sanitary care, and her desire to decrease absenteeism for young girls in school, Uviwe enlisted the help of friends and family to donate funds and sanitary towels to help bring her project to life.

Through this, she was able to collect enough sanitary towels to donate to disadvantaged girls in grades five to seven at Dunoon Primary School as well as the grade 10’s at Inkwenkezi High School in the Danoon Township this month. Uviwe and her team aim to supply enough sanitary products for a full year and to create jobs for their community in the supply of sanitary products.

Award winning 11-year-old Daniella Soje, a young artist from Nigeria who uses toothpicks, matchsticks, beads and other household materials to create artistic designs, has set out to inspire young people in her community to embrace art as a tool for wealth creation and effective waste management.

Daniella has championed the conversion of turning every day trash into beautiful works of art and through her project, Trash to Art, and is set to empower over 100 kids and teenagers in Lagos Mainland by equipping them with the skills that will enable them to become financially independent, while motivating them to care for their environment.

To ensure continuity and sustainability, participants of Daniella’s two-week summer art classes, participants will become members of the Daniella Art Studio Club, offering them a platform that provides networking opportunities and exchange of resources and ideas among kid art entrepreneurs.

Besides juggling school, homework and art classes, Daniella will definitely help save the world before bedtime by raising an army of young art and environment ambassadors.
