Zambia Metal Recycling Association forms taskforce

The Zambia Metal Recycling Association has formulated a task force to govern the operations of scrap metal dealers in the country.

ZMRA has instituted the task force to also help tackle the various challenges being faced in the scrap metal business especially issues that deal with vandalism.

Association President Jimmy Luo revealed this at a scrap metal stakeholders meeting held at Universal Mining and Chemicals Industrial Limited in Kafue district yesterday.

Mr. Luo noted that there has been a rise in vandalism, owing to the shortage of scrap metal on the market, necessitated by lack of coordination by the companies that generate metals and buyers.

Mr. Luo said that there were too many lapses in the scrap metal business with too many stolen goods being reported.

Mr. Luo said that there has been a spike in vandalism at Zambia railways, ZESCO, ZAMTEL and many mining companies and utility companies in the country.

He said the formulation of the task force will ensure the proper certifications and procedures on both the seller and buyers are formalized.

Mr. Luo said that the inspections by the task force would commence in October.

And speaking at the same event ZESCO Southern Regional Manager Victor Chisangwa said that the company has lost K168,000 worth of goods due to vandalism in Lusaka only.

He said that the formulation of the task force will help bring sanity
in the country.

And Universal Mining and Chemicals Industrial limited Executive Technical Director Julius Kaoma who spoke on behalf of metal buyers, said that there was an influx of stolen metals on the market.

He said that there were no rules and regulations made on the control of scrap metal on the market.

And that companies like his have no way of knowing where the metal they were buying was coming from weather stolen or not.

He said that the task force would help make sure that only certified metals were traded.

Over the last few hours social media activity has been in frenzy reminiscent of Brownian motion.

Feverish discussions in cyber space and elsewhere have been agitated by Mr Chibamba Kanyama’s alarming tweet to the effect that the International Monetary Fund (IMF) has “withdrawn” its representative in Zambia, and “does not plan to have a replacement anytime soon”. He went on to paint a gloomy picture putting Zambia in the same category with countries that were in dire economic straits.

Given his academic background and professional standing, Mr Kanyama’s tweet was taken by many in the cyber public and elsewhere, as the infallible gospel truth. As it turns out, our brother is flesh and blood and is consequently prone to error from time to time; by design or by default.

Mr Kanyama is a man of considerable letters- at first degree level having double Majors in Economics and Mass Communication and other respectable post graduate qualifications and Masters Degrees.
He is also immensely experienced in handling corporate affairs having held various top level portfolios in the private and quasi-government sectors as well the IMF.

It is therefore baffling that a man of such a renowned pedigree would make such rudimentary errors and be the vector of such contagious and grievous hearsay laced with a subtle tinge of malevolence. The sad irony is that the contagion has the potential to harm Chibamba’s credibility more than anybody else. One cannot help but question the whys and wherefores of his rashness.

It is good that he has retracted his earlier position but his mild “retraction” is not commensurate with the extent of the malignant nature of the malady.

His indiscretion comes barely hours after the Central Bank Governor Dr Denny Kalyalya cautioned the opposition and economic doomsayers against issuing reckless remarks that have the potential to misrepresent the status-quo and discourage investment in Zambia, consequently harming the economy.

We all need to practice responsible patriotism which says ZAMBIA FIRST!

Aristotle said something like” A citizen is a citizen because he has a certain duty to undertake in society and that constitutes his right to be a citizen”

We need to be Patriotic. Being in opposition doesn’t entail opposing everything and anything including those things that benefit the ordinary man and are good for posterity.

Being in opposition also doesn’t mean wishing ill for the country with the intent of making the ruling party look bad.

Our Head of State His Excellency President Edgar Chagwa Lungu is President for all; he has noble intentions. He is on the right path and ought to be supported by all.
There must be no reverse patriotism. The opposition is a vital necessity for the proposition of alternative ideas besides providing checks and balances.

We may not always agree, but we always need to stand as one under the green, red, black and orange flag with the eagle flying high.

Patriotism is love of country. You cannot love your country by wishing ill of those the people have chosen to put at the wheel.

Their fate is your fate. We don’t always have to agree, but we must find the common ground, we must build bridges across our differences to pursue the common good.

You cannot be patriotic without a conscience. When we lose our conscience; we lose our souls and then we lose our nation.

We give our brother Chibamba the benefit of the doubt as we doubt that he would wish economic ruin upon his country.

Let this be a learning curve for him. As he tries to share his knowledge and expertise, we call upon him to always exercise the social and economic wisdom he has become famous for. Let him be reminded Knowledge without wisdom can tarnish the reputation of even the most eminent just as it can unwittingly turn patriots into dogmatists.

To whom much is given; much is expected.

Stuttering Power Dynamos take top 4 chase to Nchanga

Power Dynamos are seeking redemption on Saturday as they trek to Chingola to face Nchanga Rangers as Nchanga Stadium.

Power have lost their last two FAZ Super Division matches prior to visiting second bottom Nchanga.

Coach Kelvin Kaindu’s injury-hit side must beat Nchanga to start reviving their chances of finishing in the top four.

Power are sixth on the table with 48 points, four points away from the top four, after 29 matches played.

Nchanga are placed 19th with 21 points from 29 matches played.

Brave are coming from a 2-0 loss at Lusaka Dynamos in a midweek rescheduled match.

In the other game, Kitwe United host Buildcon at Garden Park Stadium in Kitwe.

Seventh placed Buildcon have a chance to move one place up the table should they beat Kitwe and Power drop points at Nchanga.

JICA President commends Zambia for being a peaceful nation and a shining example of free and fair elections

JICA President Mr Shinichi Kitaoka has commended Zambia for being a peaceful nation and a shining example of free and fair elections across the continent and beyond .

Mr Kitaoka stated that Zambia was one of the few nation’s that had recorded peaceful transition during elections and that this was commendable and needed to be emulated by other nations.

Mr Kitaoka said this when he paid a courtesy call on the Head of State, His Excellency, President Edgar Chagwa Lungu at State House this morning.

He stated that the cooperation between Zambia and Japan in several arenas spanned over 50 years and that it was the desire of his organisation to have further cooperation with the Zambian government in various disciplines.

And President Edgar Lungu thanked the JICA President for his visit and stated that Japan had been of great help to Zambia in the feilds of health as well as in the education sector. He cited the School of Vetenary Medicine at the University of Zambia as one such example of the great collaboration between Japan and Zambia.

And President Lungu stated that it was his responsibility to ensure that Zambia had a conducive environment which would attract foreign investment. He further stated that the stable political environment in the nation was very important because everyone was affected by politics in one way or the other.

He expressed confidence that the visit of the JICA leader whose last visit to Zambia was 21 years ago would yeild positive results.

Over 800 displaced farmers by an investor complain of police harassment

The Over 800 displaced farmers in Ndola’s Chichele area have appealed to government through the area Member of Parliament, Jonas Chanda to tell the Police to stop tear gassing them whenever they try to seek audience with Golden Lay Limited, an investor that purchased the piece of land they possessed for many years.

They wondered why they are allegedly being harassed when instead, they are the ones who are supposed to be protected and helped to have their land back.

ZANIS reports that the farmers said they are peaceful people who are only fighting for that which belongs to them which has been unlawfully grabed from them.

And speaking through their representative Abraham Manda, the families have vowed not to relent on the matter until justice prevails.

Mr. Manda said the farmers have suffered a lot and have called for quick intervention from government, stating that, it is heartbreaking to see Zambians suffering at the expense of foreign investors.

Meanwhile, Dr. Chanda has urged the affected farmers to remain calm and trust government in the matter.

He said the families should equally understand that police officers are only deployed to maintain law and order where unruly behavior immerges adding that, they should not take the law in their hands.

The Bwana Mkubwa Parliamentarian said he will soon write to the Vice President, Inonge Wina to consider relocating the farmers through the resettlement scheme programme.

He added that, he is upbeat that the Vice President’s Office will quickly look into the plight of the people who he said have the right to own land just like many other Zambians.

The families are sitting on a 2964 hectares of land which was later sold to a foreign investor, Golden Lay Limited without their consent.

And Golden Lay Limited General Manager, Stephan Feinberg acknowledged purchasing the named piece of land by Golden Lay.

ZAF Aircraft in near accident

There was a near Aircraft accident yesterday at Mongu Airport when the Zambia Air Force (ZAF) plane failed to land properly.

According to sources at the airport, the 221 AF ZAF Aircraft lost control when it just touched the ground and went off the run way and headed to the west.

The incidence caused panic among the staff and some residents in the nearby villages.

Meanwhile, Western Province Permanent Secretary (PS), Sibanze Simuchoba who confirmed the incidence to ZANIS today said failure by the plane to land properly was caused by bad weather conditions.

Mr. Sibanze said the incidence which happened around 08:00 hours had no casualties recorded.

The PS said the aircraft crew together with the staff at the airport managed to toll the plane back to the run way.

Mr. Sibanze also stated that the plane is in good condition and is ready to fly back to Lusaka later in the day.

Take interest to know how much Tax mines are remitting-EITI

The Extractive Industries Transparency Initiative (EITI) has urged people living in areas around extractive industries to take interest in accessing information on how much taxes mines are paying to local authorities.

EITI said the public should also hold councils accountable on how they spend revenue which is collected from mines.

EITI Project Administrative Officer, Kaonga Mazaba said this during a training on access to mining tax data and its utilisation which was organized by the Centre for Trade Policy and Development (CTPD) in Solwezi.

ZANIS reports that Mr. Mazaba said if communities around extractive industries such as mines take part in issues related to tax which is paid by mines, they will be able to make recommendations on how the money should be used for their benefit.

He said people in North-Western Province should take time to know how much mining companies in the area are spending on Corporate Social Responsibility.

“As EITI, we are urging people of North-Western Province especially those in mining areas to find out how much money the mines are giving back to the community so that they can evaluate if it is enough compared to what these companies are making,” he said.

Mr. Mazaba added that, the media and other stakeholders also play a key role in ensuring that councils do not use the revenue collected from mines for personal emoluments.

He encouraged all councils, central government and mines in the region to attend a public fora held to discuss issues affecting the extractive industry in order for them to be able to take up recommendations from the public.

Zambian startup Mangwee launches payments platform

Zambian fintech startup Mangwee has launched its payments platform, which allows users to easily make domestic money transfers and will soon move into international remittances.

Launched in May after being issued with a designation licence by the Bank of Zambia, Mangwee provides a range of services including online payment gateways, bill payments, and mobile money services.

The early-stage startup will also soon allow digital termination of international money transfers and cross-border remittances after finalising strategic partnerships with other companies operating in different African countries.

Co-founder and chief technology officer (CTO) Bwalya Kampamba said Mangwee – which was formed as a company last year – was operating in a country where over 40 per cent of Zambians were excluded from the formal financial sector.

“Mangwee was developed for the unbanked to provide them with a quality payment system that is secure and affordable,” he said.

Zambia already has a number of players in the payments space, including Zoona, Airtel Money and MTN Money, but Kampamba said they had their limitations.

“Today, mobile money transfer services are growing at a faster rate, but not in a way we believe to be the most convenient for users in the long term. Most money transfer services are difficult to use and expensive,” he said.

Mangwee promotes the use of user-to-user transfers, which it hopes will increase the adoption of mobile money in Zambia.

The startup is currently self-funded, but is seeking investment to finance its expansion, which includes growing its agent network and user base.

“We are very happy with the response received so far from the general public. In less than three months, we have registered over 1,500 users on the platform, recruited 36 agents who are operating countrywide, and our social media following has attracted over 2,000 users in just a few months,” Mr. Kampamba said.

Mangwee charges a fee for each transaction processed on its system.

“Agents earn a commissions for every transaction they successfully process on our platform. We are not generating much revenue at the moment as users are still making enquiries and trying to develop confidence and trust in our service. Most contacts we have had with clients are enquiries about the service and charges,” said Mr. Kampamba.

The startup is confident it will see uptake, however, and though currently only active in Zambia for now it has further expansion in mind.

“We have plans to expand to other territories in Africa during the first quarter of 2019. Targeted markets include West Africa and Southern and Eastern Africa,” Mr. Kampamba said.

Speeding fine refunds will only apply to Airport road in Lusaka-Siliya

Chief Government Spokesperson, Dora Siliya has said that the waiver on the speed fines will only apply to motorists that were captured on Airport road in Lusaka because the road had no signage.

Ms Siliya said that RTSA is expected to refund the Motorists that were captured by the speed camera on Airport road.

Ms Siliya who is Information Minister told Journalists at a media briefing that Government is in full support of the roll out of the intelligent traffic management system.

The Minister says RTSA has indicated that they have also started putting signage on Airport road.

She however said that the roll out of the Intelligent Traffic Management System is part of the UN Decade of Action to reduce road fatalities by half by 2020.

Earlier in the week Government directed the Road Transport and Safety Agency (RTSA) to waive traffic fines slapped on motorists captured on the speed cameras placed on roads without proper speed signage and refund those who already paid.

Minister of Transport and Communication, Brian Mushimba said in an interview that he had engaged RTSA following a public outcry on the traffic fines that had been slapped on speeding motorists captured on roads without proper signage.

Mr Mushimba said that it was unfair for the RTSA to charge motorists for speeding offences when the speed limits were not clear.

The minister revealed that he had instructed the RTSA to waive fines on motorists who were captured on roads without proper signage and refund those who had already cleared their fines.

“In as much as we fully support initiatives by RTSA to ensure road safety, it is just not fair that they should charge motorists even on roads where signage is not clear. For example, Airport Road has no proper signage, so how do you fine motorists on such a road?” he questioned.

Mr Mushimba reiterated that the government was concerned about the increase in traffic accidents but that the Road Safety Management System should be rolled out fairly.

And Commuters Rights Association of Zambia (CRAZ) president, Aaron Kamuti advised the RTSA to separate its function of saving lives from its endeavours to increase its revenue base. Mr Kamuti said that RTSA should differentiate its life saving programmes from its revenue collection mandate.

He expressed concern that the money RTSA had raised from the road safety law enforcement using road side cameras within a short period of time was too alarming.

Mr Kamuti pointed out that RTSA was supposed to bank about K13.5 million from the 45, 000 traffic violations recorded in the first three weeks of implementing the road side camera programme.

He reiterated that the road safety management system should not be aimed at milking motorists of their hard earned money but to reduce traffic accidents and save lives.

Mr Kamuti commended Mr Mushimba for listening to the cries of motorists by ensuring that questionable fines were done away with.

Mighty hunt for Barclays Cup glory

Mighty Mufulira Wanderers are in action as the 2018 Barclays Cup starts on Saturday with quarterfinal playoff matches involving Division One teams at Nkoloma Stadium in Lusaka.

Wanderers tackle Real Nakonde in the 15h15 kick off match – fighting to set up a quarterfinal clash against two-times champions Power Dynamos.

“The team has higher expectations and will treat the game with the seriousness it deserves,” Wanderers coach Justin Chinama said.

Mighty are currently leading Division One Zone Two with a seven point gap with nine rounds of matches remaining before the season closes.

Earlier at 13h00, Manchester Zambia Academy will face Young Buffaloes at the same venue.

Winners between Manchester United Zambia Academy and Young Buffaloes will face defending champions Zanaco in the quarterfinal.

The quarterfinals are scheduled for the weekend of September 29-30.

The semi-finals are set for October 20 while the finals will be played on November 10.

Sven hands exiles Chipolopolo lifelines

Sven Vandenbroek has described the return of the Chipolopolo exiles as year zero in his books ahead of the 2019 AFCON qualifier against Namibia and friendly against Gabon.

Zambia plays Namibia in a Group K qualifier on September 8 and two days later travel to Libreville to face Gabon in a friendly.

“What happened in the past I cannot judge. They are rumours and people are telling me things but I cannot judge so everyone starts from zero. The door is open for everyone to play for the national team,” Vandenbroek said.

“I have said it in the past everyone is welcome who is performing at their clubs.”

The Belgium named five exiles led by former Chipolopolo captain Rainford Kalaba is one of four of whom were banished under his predecessor Wedson Nyirenda.

Kalaba returns for match day two in Group K after playing in and captaining Zambia in the 2019 opener on June 10, 2017 in Ndola that Chipolopolo lost 1-0.

His subsequent one match official suspension for accruing two yellow cards was cue for his exile under Nyirenda and returns to redeem himself for that Group K loss under new management.

His TP Mazembe club mate Nathan Sinkala and midfield Lubambo Musonda of Armenian club Gandzasar also return since the Mozambique defeat.
Also back to try and stake a claim are Israel-based defender Emmanuel Mbola and Red Arrows midfielder Bruce Musakanya who return after a three year hiatus.

Meanwhile, striker Lazarus Kambole and defender Solomon Sakala are the two call-ups from defending champions Zesco United in a 26-member team that comprises of 11 home-based players.

Zambia remains concerned over the spreading of Ebola in neighboring DRC-Health Minister

Zambia remains concerned over the perpetuating Ebola outbreak that has since spread to other parts of the provinces in the Democratic Republic of Congo including Mangina Health area in Mabalako Health Zone.

Health Minister Chitalu Chilufya says the latest report indicates that as of August 21, 2018, there are a cumulative 103 cases since the start of the outbreak out of which 75 are confirmed with 32 dead.

Dr. Chilufya added that the development indicates a high case fatality rate of 43 percent, and another 27 probable cases whose death is associated with the ebola virus bringing the total death toll to 59.

The Minister noted that the disease has seen a total of 13 cases among health workers of which 12 are confirmed and one has died.

He however stated that the DRC has put in measures to mitigate a further spread of the disease including vaccination of up to 96 people so far.

And Dr. Chilufya says government has put in all relevant measures to prevent and control considering the close proximity of the ebola outbreak to provinces in the Northern part of Zambia, Luapula and Northern provinces specifically.

He said a team of experts led and coordinated by the Zambia National Public Health Institute (ZNPHI) has since been constituted to urgently address the concerns of the country as Zambia shares a long border with DRC among others.

Dr. Chilufya told journalists today in Lusaka at a press briefing.

IMF has NOT withdrawn from Zambia-Dora SIliya

Chief Government Spokesperson, Dora Siliya has refuted social media reports circulating that the International Monetary Fund -IMF- has withdrawn from Zambia.

Ms Siliya says contrary to the reports, the IMF has not withdrawn, and its team is still in the country for various programmes.

She however explained that the IMF has just withdrawn the Resident Representative in Zambia, Alfredo Baldini, adding that the IMF will soon send a replacement.

Ms Siliya, who is also Information Minister, has added that Finance Minister, Margaret Mwanakatwe will issue a detailed statement on the matter this week-end.

IMF RESIDENT OFFICE IN ZAMBIA REMAINS OPEN

A statement was this morning issued to Bloomberg News by the OUTGOING IMF RESIDENT REPRESENTATIVE IN ZAMBIA, Dr. ALFREDO BALDINI. Following the same, the Ministry of Finance has received numerous calls from members of the general public and the business community seeking clarification on the status of the country’s relationship with the IMF.

First and foremost, our relationship with the FUND IS HEALTHY AND INTACT and the IMF Resident Office in Zambia will remain operational beyond the tour of duty of Dr. Baldini, who has been recalled by the IMF in Washington for redeployment. His departure at the end of the month [August 2018], DOES NOT entail the closure of the Resident Office. To clarify this, the Fund has communicated to the Ministry that a new IMF Resident Representative will be sent to Zambia for duty.

As Government, we feel duty bound to restate that our country is a shareholder and, therefore, a member of the IMF. To this extent, an IMF Staff Mission will be coming in the third quarter for ARTICLE 4 Consultations.

Besides this, the Government of Zambia is taking measures to strengthen the implementation of the Medium Term Debt Management Strategy. The prior actions required to facilitate the recommencement of discussions for an IMF Supported Programme are duly being attended as we simultaneously continue with our country initiated austerity, stabilisation, and growth measures.

We take this opportunity to state that we are receiving a lot of support and encouragement from Cooperating Partners, many of whom have pledged support for both the Economic Stabilisation and Growth Programme and the Seventh National Development Plan. We are grateful to them as we are to the people of Zambia who have taken the reforms in their stride.

In conclusion, we thank Dr. Baldini for his service in Zambia, especially for supporting and facilitating training programme for economists in the Ministry of Finance and the Bank of Zambia. We wish him the best in his future endeavours.

Minister in charge of Lusaka province Hon Bowman Lusambo says his continued impromptu visits of critical institutions is meant to offer his office a genuine understanding of the state of service delivery in Lusaka province.

And Hon Lusambo says his tours in the institutions are also a response to, “the calls by our people for us in leadership to be more in touch with the issues affecting them.”

Meanwhile, Hon Lusambo says from his unannounced tour of Chilenje Level 1 and the University Teaching Hospitals (UTH), strategies and mechanisms to address some of the challenges in the health sector will be implemented.

Speaking after the tour of both Chilenje Level 1 and the UTH, Hon Lusambo noted that government has made tremendous investments in the health sector and it was important for Zambians to get the best level of care in the health sector.

“From the onset, these impromptu tours are meant to offer my office a better appreciation of the service delivery landscape… and they are also a response to the calls by our people for us in leadership to be more in touch with the issues affecting our people.

I visited Chilenje Level 1 and the University Teaching Hospitals. The tour offered me an opportunity to interact with the hospital administration, the staff and most importantly, the patients seeking care at these facilities,” said Hon Lusambo.

“What is also important is to realize that our people deserve the best quality of care when visiting our health facilities.”

And a Lusaka resident Derrick Chalusa has expressed concern on the attitude of the Chilenje Level 1 hospital Health Workers. He wonders why it should take the whole day for the hospital staff to attend to a single patient.

“With Chilenje Level 1 hospital, I don’t understand whether it is the issue of man power or that the hospital staff are overwhelmed with work cause when it is morning say 07:00hrs and you have gone to seek medical attention, you will leave that place maybe around 16:00hrs. Something has to be done about the operations of that institutions,” stated Chalusa.

Meanwhile, another Lusaka resident Arthur Phiri has joined calls on the minister to take time and equally inspect the operations at Lusaka’s Ng’ombe Clinic while Mabvuto Joseph Bili, Andre Chosen Kongwa, Mwenda Simpungwe, Debra Mutale, Lawrence Banda among others have applauded Hon Lusambo for his action orientated leadership.

“Please keep it up Honourable, people we appreciating your efforts. Visit Ng’ombe clinic also.

“Wake them up Honourable. This is what we have been looking forward to… Keep it up Sir. We need more of your kind… Uwafitala akaimwena, I love the route you have taken Hon Lusambo,” they have separately written on the minister’s active facebook account.

“Please extend your impromptu visits to the private sector; the Security Companies, manufacturing industries, the Chain Stores, Lebanese Shops and assess the labour conditions. Please visit the private Clinics, architectural companies, parastatals and the Media Institutions.”

ZEMA takes Lusaka City Council to Court over Uncollected Garbage

Lusaka City Council has been charged for failing to remove waste and restore garbage dumping areas in some parts of Kanyama and Misisi compounds. The council has been slapped with two counts for managing garbage in a manner which creates significant risk of an adverse effect and other two counts of failure to restore sites, where garbage had been illegally dumped.

The charges are in accordance with Section 54 and Section 60 of the Zambia Environmental Management Agency (ZEMA) Act. ZEMA has also charged Lusaka Town Clerk, Alex Mwansa and Council Director of Public Health, Edgar Mulwanda, in their official capacities in the local authority.

ZEMA Corporate Affairs Manager, Irene Chipili says the council will be prosecuted for the four counts, and this relates to a Site Restoration Order, issued on August 1, 2018.

LUSAKA, 24TH AUGUST, 2018- ZEMA CHARGES LUSAKA CITY COUNCIL

The Zambia Environmental Management Agency (ZEMA) has charged Lusaka City Council (LCC) for failure to fully comply with Site Restoration Orders issued on 1st August, 2018. Pursuant to Section 60 of the Environmental Management Act No. 12 of 2011 (“EMA”), LCC was ordered to remove waste in parts of Garden, Kanyama and Misisi townships and the Town Centre and restore the sites to a condition satisfactory to ZEMA. The Council was also ordered to take action that would prevent the continuation of disposal of waste at the stated sites.

The Agency carried out compliance inspections of the stated sites and found that LCC did not fully comply with the Orders. In view of the above, LCC will be prosecuted on four counts for:

  1. Two counts for the offence of Managing waste in a manner that results in an adverse effect or creates a significant risk of an adverse effect occurring in respect of the two sites in Misisi and Kanyama respectively contrary to Section 54 of the EMA; and

  2. Two counts for the offence of failure to comply with Site Restoration Orders issued in respect of Misisi and Kanyama sites respectively contrary to Section 60 subsections (3) and (4) of the EMA.

In addition, pursuant to Section 126 of the EMA, Mr. Alex Mwansa and Mr. Edgar Mulwanda have been charged in their official capacities as Town Clerk and Director of Public Health at the LCC respectively. To this end, the two stand charged together with LCC with four counts as above.

The offences were committed on dates unknown but between 1st day of January, 2018 and 11th August, 2018 in Lusaka District. The matter will come up for allocation and possible plea before the Lusaka Magistrate court on 30th August, 2018.
