Grade 7 and 9 Cut off Point System is a Tragedy, a Crime Against Children-Laura Miti

61

Human Rights activist Laura Miti is opposed to the current system of setting cut off points for Grade seven and Grade Nine.

Ms. Miti said the cut off mark system is tragedy and robs children from under privileged background access to education.

In a series of Tweets, Ms. Miti appealed to education authorities to consider scrapping off the cutoff point system.

“So a child sitting 120 in a class in a broken school must attain the same mark as the one attending a well-resourced functional private school in order to get a place in a higher grade. So the poorer children are inordinately disadvantaged,” she wrote.

“53 years of nationhood and we cannot provide a desk, chair and teacher to every child who passes exams. We use cut-off marks to throw the majority of children out of the education system and somehow do not recognise this as a crime against them,” Ms. Miti remarked.

She added, “I abhor the cut-off system we have institutionalised in Zambia to determine which children progress to grades 7 and 10. It is an abuse of children’s rights to education because it is based on available places not on passing of the exam.”

“As things stand, Ministry of Education statistics tell us that only just over 30% of kids who enter grade 1 make it to grade 12 simply coz we have no places. No guesses who is making it through to grade 12 – when was the last time you heard if a mayadi child (child from rich child) who stopped school in Grade 7?”

She said, “Overall, I would like us to manage our resources so that we can abolish Grade 7 and 9 Exams as selections based on places.
Every child who enters Grade 1 should make it to Grade 12 repeating only if they are academically unable to cope with material in next grade,” she said

“I also think that rather than have a mark differential that favours girls over boys, we should have one that favours disadvantaged schools over private. Why should a girl from Lake Road have a lower pass cut-off point than the boy at Chawama?”

She further wrote, “As a country, we have agreed with ourselves to educationally punish children for being poor. No I am not suggesting fancy gadgets and swimming pools at Kanyama Primary. Just 40 to a class, books, trained dedicated teacher everyday so the exam is not an exercise in educational apartheid”

“Simple fact is a Kanyama primary Gr 7 child who manages 700 marks has to be super gifted and studious. But they won’t get a place at St Mary’s (forget the fees for a moment) or a scholarship to Mpelembe because it goes to a much less naturally gifted Nkhwazi primary child with 800,” she tweeted.

PF has not failed the people of Zambia in Kabwe-Sunday Chanda

PRESS STATEMENT FOR IMMEDIATE RELEASE

Lusaka, Zambia, 27th December 2017 – Patriotic Front wishes to assure that Kabwe, like other parts of Zambia, falls heir to the development goals of the 2016-2021 election manifesto. The ruling Party will fulfil its electoral assurances to the ten (10) provinces without leaving any place, including Kabwe, behind. It is also a malicious misrepresentation that the ruling Party would arrest an elected representative for putting cross their views, no matter how inaccurate those might be.

The PF’s delivery infrastructure includes elected officials such as Members of Parliament, Council Chairpersons, Councillors and Central Government. Elected representative’s collective and individual interface with Central Government must focus on raising solutions and fast tracking the pace at which campaign promises are realized on behalf of the electorate. Elected officials must therefore be mindful that in their attempt to disassociate themselves and apportion selected blame on the ruling party, they are as a matter of consequence prosecuting their own performance as elected representatives of the people and the extent to which they have offered solutions to local challenges in their areas of jurisdiction. Representatives of the people understand that solutions to the challenges their constituencies face are not found disparaging a Party they belong to on TV but through focusing on the “how” future-search conversations with Central Government and other stakeholders, including the people.

The intention behind the e-Voucher system cannot be reproached because it seeks to improve on efficiency and seal the loopholes that existed under FISP. The unfortunate slippages in the implementation of the e-Voucher must and will be resolved. These slippages have been exacerbated by cartels of dishonest extension Officers in the farming input distribution system who had previously exploited and abused the FISP to their advantage. These cartels in many cases have conspired with some co-operatives in frustrating the e-Voucher system for government reintroduce the FISP, a system they exploited, disadvantaging farmers. There is no doubt however that once successfully implemented e-Voucher will drastically reduce theft of farming inputs and eliminate ghost farmers. The ruling Party has therefore called on the responsible Ministry to speed up registering the affected farmers across the country. This clarion call is in line with the objectives on agriculture of our 2016-2021 manifesto which assures food security and a rewarding environment for hardworking farmers.

Elected representatives must therefore resist the temptation of playing to the gallery for temporal heroism but instead focus on bringing forth the fruits of our election manifesto 2016-2021. Collective responsibility also entails that elected representatives must avoid falling for the Opposition’s narrative of derailing PF’s development implementation agenda characterised by smear campaigns, false alarms and unsubstantiated allegations.

German business agency renews business ties with Zambia

2

Zambia stands in a stronger path of attracting millions of dollars in FDI compared to other countries in the southern region due to its tested history of peace and political stability, an influential German business association has said.

During a courtesy call paid on Ambassador Anthony Mukwita’s offices on Axel -Springer-Strasse in Berlin, Mr. Christoph Kannengiersser, CEO and Director General of the German-African Business Association (GABA) known by its local name of V Afrika-Verein said all Zambia has to do now is to continue using its good name abroad to woo investors to pump money into the southern African country.

“You can count on your good international reputation as a peaceful and politically stable country to help boost investment which in turn will help create jobs and reduce poverty,” said Mr. Kannengiesser.

The business stalwart was accompanied by Ms. Peggy Shulz, the GABA Manager for Southern Africa and veteran member Ambassador Egon Kochanke who has served Germany diligently in Tanzania and Namibia in the past.

Mr. Kanneniesser said German investors feel that Zambia is ripe for investment in the area of agriculture, energy and tourism, “and our organization will ensure it drives traffic towards those areas that are profitable for both Zambia and German investors…Zambia is a good destination.”

GABA is a national association established more than 50 years ago and boasts of a total membership of some 550 companies across various sectors some of which are already operating in Africa and/or are carrying out feasibility studies to invest in countries such as Zambia.

Ambassador Mukwita thanked the Kannengiesser led entourage and assured them that, “on our watch we shall ensure that the economic relations we have enjoyed perhaps rise as we start a new year in 2018.”

The top Zambian diplomat in Deutschland said he hoped the number of trade road shows will spike upwards in the years to come as Zambia under President Edgar Lungu opens up further and creates an environment of fair trade.

“The sector attracting and begging for investment right now is energy and agriculture in our view,” Ambassador Mukwita said, “this is especially so after President Lungu became the first Zambian President since independence to systematically remove subsidies on electricity that kept tariffs low and uncompetitive in the past.”

The Ambassador said with other countries in the region suffering devastating effects of climate change, Zambia also stood a better chance to quickly diversify and improve the agriculture sector.

Zambia has demonstrated through two last bumper harvests that it could be a regional grain basket.

GABA CEO Kannengiesser said his association has lined up a number of events to promote business where Zambia will be expected to participate and exploit partnerships with German business in 2018.

The Zambian diplomat reminded the association CEO that investing in Zambia was advantageous for any German company because of its ‘land linked’ nature and the fact that it belongs to a family of more than 300 million citizens of SADC and COMESA.

This is one of the several times investment organisations have tapped Zambia as a preferred country of investment.

Both Ambassador Kochanke and Mr. Kannengiesser have personal business knowledge of Zambia having travelled there more than once on business.

Ambassador Mukwita told the entourage that Zambia under President Lungu is determined now more than ever to create jobs, diversify and reduce poverty through economic diplomacy.

Kitwe business boom cheers chamber of commerce

12

The removal of streets vendors in Central business area in Kitwe has seen free movement of people and free packing space for vehicles.

Kitwe Chamber of Commerce President Nathan Nyirenda has described the year 2017 as positive in terms of business.

Speaking in an interview with ZANIS in Kitwe yesterday, Mr Nyirenda said there has been an increase in business volumes between the Chamber of Commerce members and the mining companies due to the good Government policies that created a favourable environment for the growth of most businesses.

Mr Nyirenda said the good government fiscal policies were also coupled with the significant improvement in the price of Copper which led to a rise in the mines production thereby raising demand for mining materials from suppliers.

He however noted that the business community was choked by the high bank interest rates which limited the members’ capacity to borrow for expansion of their businesses.

And Mr Nyirenda appealed on government to find means of compelling banks to adjust their interest rates to ensure that they are in tandem with the policy rate.

He observed that banks were borrowing from the bank of Zambia at about 9 per cent interest rate but were lending out at over 27 per cent which he said was unfair.

He said businesses run on borrowed money and if they are not able to borrow, they cannot grow.

He noted that high interest rates slow down the economy as businesses cannot borrow and their growth is hindered.

The Kitwe Chamber of Commerce president also expressed happiness with the stability in the exchange rate which he said was good in terms of business operations and forecasting.

And Mr Nyirenda described the proliferation of shopping malls in the country as a demonstration of the good economic environment

He however said that there was need to promote the growth of manufacturing industries as this will increase the number of jobs created in the country.

He was optimistic that business will be more favourable in the New Year as government puts into effect fiscal policies that are in the 2018 national budget.

The state has asked the Lusaka High court to convict Chilanga law maker Keith Mukata for murder. This is because the state feels it has proved its case beyond any reasonable doubt.

In this matter Mr. Mukata and his co- accused Charmian Musonda are accused of having killed a security guard Namakambwa Kalilakwenda.

The state has argued that Mr. Mukata was in possession of a gun showing that he might have shot the suspect.

High court Judge Susan Wanjelani has also been told that circummultiple evidence show that Mr. Mukata might have committed the offence.

The state further argued that both Mr. Mukata and his co-accused were at the crime scene and some witness testified that they head the gun shots at the accused Law Firm.

On Mr. Mukata’s co- accused Musonda , the state urged the judge to use the evidence before the court since she opted to remain silent.

This is accroding to the written submission filed in the Lusaka High court.

On the other hand Mr. Mukata has argued that he should be freed because the state has failed to prove the allegation beyond any reasonable doubt.

Firing of Lucky Mulusa was inevitable after he refused to resign-Sinkamba

Green Party President Peter Sinkamba says the firing of former Minister of Planning Lucky Mulusa is not startling. He says it was inevitable considering that he had been asked by President Edgar Lungu to resign but he elected not do so.

In an exclusive interview yesterday, the Green Party leader said for two months, the writing was on the wall that he would inevitably be relieved of his duties. He said it was just a matter of time.

“You remember, two months ago, news leaked from State House that Lucky was asked by the President to resign following his comments on $42 million fire tenders. I spoke to him at the time. He told me it would not be in the best interest of the nation if he resigned. He said in national interest, he was prepared to take the political risk regardless his fallout.

“No doubt about it, Lucky was very close to the President. I must say, he was one of the President Edgar Lungu’s confidantes. However, the $42 million fire tenders appears to have rattled the feathers. I think it brought to the fore personal identity issues and the clash of principles.

“But as Denis Waitley once said, there are two primary choices in life to take: the first is to accept conditions as they exist. The second is to accept the responsibility for changing them.

“I will add the third choice: to accept responsibility for attempting to change them. This is the choice Lucky must make. He was not so lucky to change the conditions in this instance.

“In life sometimes you win, and sometimes you lose. I hope he accepts responsibility for the attempt. I think it was a risk worth the run. But we leave it to posterity to hand down judgment one day,” Sinkamba said.

The Green Party leader advised the two to remain friends even if they part political company. He said in life, there comes time when friends may choose to go separate ways. However, all is well that ends well.

“You see, Lucky and I have been family friends for over 30 years. He is not a type that engages in politics of hate and vengeance. I have not known him for that and will counsel him not to indulge in such politics,” Sinkamba added.

And Governance Activist Macdonald Chipenzi has charged that President Edgar Lungu’s decision to fire National Planning Minister Lucky Mulusa was done in bad faith.

Mr Chipenzi said Mr Mulusa is one of the few ministers who believes in straight talk beyond the veil of collective responsibility.
He said it was unfortunate that Mr Mulusa was serving in government that cherishes pretense, dishonest and insincerity.

“For a long time now, presidents, ministers and government officials have been looting public resources and supporting bad policies that injure majority citizens under the veil and guise of collective responsibility,” Mr Chipenzi said.

He said Mr Mulusa believes in a transparent, accountable and efficient government system in the management and administration of government, national and public affairs and resources.

“This has earned him a boot from his job as Cabinet minister perhaps even as nominated member of parliament. His firing is a clear testimony that President Edgar Chagwa Lungu is allergic to and abhors accountability, transparency and efficient government and management of public and national resources and affairs,” he said.

He added, “Instead of firing those ministers who have been accused of having been involved in corrupt and bribery infested activities, or at least, institute investigations in allegations of corruption and bribery being raised against these ministers, the President goes for the job of a person who is frank and could help him fight leaky pipes in his government, state and Cabinet. Instead, he has protected dearly and jealously such ministers accused of corruption and bribery just because they have adopted a policy of boot-licking. Shame for Zambia.”

Mr Chipenzi said the development means that President Lungu does not want to see progress in the fight against corruption, bribery, mismanagement of resources and also promotion of transparency and accountability in his government.

“He cherishes bootlickers, who tomorrow, would leave him and bootlick another person who will hold the influence of power. For you Mulusa, you have fought your battle. I admired you and now the public should display serious solidarity for your sacrifice and frankness. You are the only Minister who called the so called fire-tender trucks as wheelbarrows that term that has come to stay,” he said.

“You are a true patriot not those lipstick patriots. Even when everyone and bootlickers ran away from RB when he lost the presidency, you, Lucky Mulusa, remained true to the old man to date. I thought those were the people President Lungu would have cherished and consider true friends. Where is divergent views in a democracy in Zambia, even Jacob Zuma is doing fine,” he said

The European Union delegation in Zambia and Medical Stores Limited have signed a grant agreement worth EUR 4.8 million (approximately K58, 000, 000) to support the establishment of a central warehouse for processing medicines that meet international quality standards.

Speaking during the signature ceremony, EU Ambassador to Zambia Alessandro Mariani said that the grant would significantly enhance MSL capacity and efficiency to store and distribute medicines and assist MSL and the Ministry of Health to improve effectiveness and cost-efficiency of the pharmaceutical supply management system, which will ultimately benefit the health needs of the Zambian people.

Mr. Mariani implored upon MSL the importance of matching this investment with effective policy and institutional reforms, adequate management and governance systems as well as with enhanced staff capacity and skills transfers, ingredients to ensure that the results are sustainable beyond the lifetime of the HSS Programme.

“It is crucial that this important investment contributes in a sustainable manner towards the improvement in availability and correct use of quality assured medicines,” stated Mr. Mariani.

“With EU financing under the 18 million Euros funded Health Systems Strengthening Programme, we are supporting the Second Phase of the MSL Masterplan for Extension of the Central Warehouse. We expect that our support will contribute to a fully-fledged and operational storage and distribution system at the central warehouse,” stated Mr. Mariani.

Besides the construction of the warehouse, the two-years project will support the establishment of a storage space for hazardous goods, the renovation of existing stores and surroundings as well as the construction of the much needed infrastructures of the warehouse support units.

Medical Stores Managing Director Chikuta Mbewe said the grant agreement was a major milestone for the institution as they had waited for the opportunity since 2013.

Mr. Mbewe said that the grant agreement is an investment that belonged to the people of Zambia while also contributing towards the national development of the country.

“We recognise this huge investment for MSL as we have been grappling with managing the supplies on a daily basis in the midst of the risks associated with wastage and diversion as we operate in scattered offices and warehouses. As such, through this investment, we can expand our current storage facility threefold in terms of capacity which will optimise our opportunity in running MSL in the most productive manner,” said Mr. Mbewe.

He said the signing of this agreement is will contribute towards improving the quality of lives of the Zambian people across the country as medicines are special for the quality of life of the population.

Tutwa has vindicated us on PF Lies and incompetence in the Agro sector-UPND

28
Secretary General Stephen Katuka
Secretary General Stephen Katuka

The opposition UPND says it feels vindicated by sentiments from PF Kabwe Central MP Tutwa Ngulube who said that the PF has managed the agriculture sector.

UPND Secretary General Stephen Katuka said the party has always said the PF and the entire leadership is composed of crooks and incompetent leaders, yet some citizens have not taken them seriously.

Mr Katuka said the revelation by Mr. Ngulube that the agriculture sector has collapsed is spot on adding that it is also vindicating the UPNDs’ initial position on failure by the PF not to only come up with clear economic policies, but to lie to the millions of Zambians on their capacity to deliver.

He said it is clear that the PF has never had an agenda for this country.

“Infact Mr Tutwa Ngulube should be reminded that the PF has no clear policies on agriculture. It is evident on their failure to deliver agro inputs on time and their failure to administer the e-voucher system. The PF agenda is only to steal public funds through the purchase of fertiliser, ambulances and fire tenders at unreasonable prices,” he said.

“By now many Zambians know that the PF agenda for the nation is theft of Public Resources not development. Mr Tutwa Ngulube must be commended for echoing our earlier submission. We call upon all those PF MPs who mean well for the electorate to emulate Tutwa Ngulube,” he said.

Mr. Katuka said this is what the UPND has been talking about that there is need for all parliamentarians to represent the aspirations of the people not their personal aggrandizement.

“We demand that Agriculture Minister Dora Siliya becomes more responsive to the cries of the farmers in the country. She has been an absentee minister for a long time. But it not surprising because she was appointed by an absentee president. It is regrettable that farmers have suffered a lot under Edgar Lungu and his PF,” he said.

The UPND Secretary General alleged that President Edgar Lungu does not mean well for the farmers.

“He started by destroying the agricultural sector when he reduced the floor price of maize to K 60 without considering the cost of producing maize. This is what happens when you assume leadership through a stolen election. You end up going into government without a vision.”

Lusaka CBD floods, vendors set to envelope Hilton Lusaka as it nears grand opening

Some Lusaka residents are fearing that the perennial floods in the Central Business District of the capital city will significantly affect the flow of business at the posh Hilton Garden City Inn which is set to open in March.

Hilton Worldwide will open its first hotel in Lusaka in March 2017 under the Hilton Garden Inn brand.

The Hilton Garden Inn has 148 rooms and will feature a business centre, free Internet access, an outdoor pool, fitness centre and garden lounge and bar.

The Hotel is located specifically on the corner of Cairo Road and Chiparamba Road at the Society Business Park, an iconic 20-story building.

But some residents interviewed on Monday feared that the floods which usually engulf areas in the CBD such as Cairo Road where the new hotel is situated will frustrate business at the new facility.

The said coupled with traffic and human congestion caused mainly by street vending, the hotel will find it difficult to attract a certain kind of clientele.

Peter Banda, a student at ZCAS said most businesses are deserting the CBD due to issues of floods and congestion and wondered how Hilton Hotel will change that trend.

Another resident, Mary Mofya felt the investors could have could have been picked a different location adding that town centre is filthy.
Ndela Sichizya posted on Facebook that “My concern is the surroundings of this beautiful investment. Cairo road and its walk ways are filthy and all disordeliness in full force.

We will have international travellers book into this hotel only to be greeted by such scenes. While our brothers need jobs, can we do it in a more orderly and sustainable way that can complement investments like this and help us sell our country better.”
Collins Chiti, a Taxi driver who operates from Inter City also observed that the location of the Hotel which is 35-minute drive from the Kenneth Kaunda International Airport is another drawback.

“Most travellers especially international travelers will miss their flights due to failure to negotiate their way out of the traffic from CBD. Look at Protea Cairo Road, nothing happens there, the place is almost dead and now you want to bring Hilton, it won’t work,” he said.

But Adrian Kurre, Global Head of the Hilton Garden Inn brand, said: “the introduction of Hilton Garden Inn in Zambia marks a new chapter in the brand’s evolving global portfolio. We are delighted to help meet the growing local demand for affordable, quality accommodation in Zambia’s capital city.”

Mr Kurre said Hilton Garden Inn Lusaka City Centre will form part of an integrated, mixed-use development alongside corporate and government offices in the heart of the central business district.

He said the new hotel will be joining the Hilton Portfolio of brand but is not yet accepting reservations.

Chipolopolo switch CHAN camp to Mongu

5

Zambia on Wednesday switched their pre-2018 CHAN training base to Mongu on the same day FAZ announced some changes to the bench.

Team Manager Chris Chibuye has been axed together with equipment manager Gerald Sakala barely a year after they joined coach Wednesday Nyirenda’s backroom staff.

“Chris Chibuye has been dropped as team manager together with equipment manager Gerald Sakala,” FAZ spokesperson Desmond Katongo said.

Katongo said Zambia Under-20 team manager Hastings Ndovi takes Chibuye’s position while Goodson Mbozi returns as equipment manager to replace his successor.

Meanwhile, a 29-member Zambia team has left for a weeklong training camp in Monday after three weeks of preparations in Lusaka that started on December 11.

This will be Zambia’s final phase of their local camp before their tentative departure for the tournament in Morocco on January 6.

“The team has left for Mongu on Wednesday morning and will be there until l January 2.The coach feels that Mongu has the right environment for the team to blend and gel and focus on preparing for the CHAN,” Katongo said.

Also in the travelling party is the Zanaco duo of goalkeeper Toaster Nsabata and midfielder Augustine Mulenga.

Both have been recently been linked with moves abroad that would have seen them ineligible to feature at CHAN.

Zambia are in Group B where they will face Uganda, Cote d’Ivoire and Namibia at the tournament Morocco will host from January 12 to February 4.

Chipolopolo will face Uganda in their opening Group B match on January 14.
