We have enough condoms to see us through the festive season, acting Livingstone district coordination advisor Melvin Kalumba has said.

In an interview yesterday, Mr Kalumba disclosed that his officer working together with other stakeholders in the district had mobilised over 800,000 condoms to be distributed within the district specifically for the festive season.

He said 34 condom dispensers were strategically placed in selected areas in each of the 17 wards in Livingstone.

“We are aware that the festive season comes with a lot of sexual activities and as a district we are equal to the task and that is the more reason why we have mobilised enough condoms specifically for this period.

“We don’t want people more especially youths to engage themselves in unprotected sex and so over 800,000 condoms are in stock and ready to be distributed to all corners of Livingstone using our cooperating partners and NGOs,”Mr Kalumba said.

He called on members of the public to join the district Aids taskforce in sensitising communities on the dangers of unprotected sex during the festive season.

“Livingstone being a tourist capital will be a hive of activities during this festive season and members of the public should play a very pivotal role in helping to reduce HIV infections by speaking against unprotected sex,”he said.

He said the district had between June and September this year distributed 254,407 male and 18,238 female condoms.

“During this period, the district accelerated and intensified prevention in order to reduce the annual rate of new HIV infections.

“Livingstone is a transit to three countries which see a lot of mobile and migrant labour in the district. This too has proved to boost commercial sex, needless to mention that this proximity has exposed locals to cheap alcohol which has led to a lot of unprotected sex,”he said.

New Congress Party president Peter Chanda has advised UPND leader Hakainde Hichilema to adhere to advice given to him by the Commonwealth Secretary General Patricia Scotland and former Nigerian President Olesegun Obasanjo to accept and forget about the 2016 elections.

Pastor Chanda says the two had confirmed that Mr. Hichilema had agreed in their presence to accept and forget about the 2016 polls.

He has told ZNBC News that it is however surprising to hear the UPND leader still insisting that he had won last year’s elections when he appeared on ZNBC’s’ Sunday Interview programme on Sunday.

Pastor Chanda has observed that Mr. Hichilema must realise that the courts of law cannot make a president and that it is only through an election that one can become Head of State.

He said Mr. Hichilema should instead focus and look forward to the 2021 elections and build his party to a level where the UPND will go for a convention and have intra party elections.

Opposition leader Hakainde Hichilema says the decision by the Zambia Police to rescind the move to recruit Chinese police reserves is a victory for Zambians against tyranny and arrogance

Mr Hichilema said in a statement that he would like to wholeheartedly thank the people of Zambia for the vigilance and unity demonstrated during the attempt to appoint Chinese nationals into the Zambia Police Service, a key pillar of the nation’s security.

He said Zambians have demonstrated the old spirit that they can unite as a country and stand up against that which runs against reason.

“By standing together in unity as one people regardless of our political affiliations, we have shown the power of the populace. We can and will shape our destiny against those who make policy contrary to our national interest, and continue to pressure policy makers to act responsibly,” Mr Hichilema said.

He added, “So far, almost all key state institutions, properties, government contracts and other assets are being given to foreign nationals, when the majority of our people have limited opportunities. While we do not discriminate against anyone and encourage investment, we believe this should primarily benefit local people.”

“For us, we are sincere when we say we want a culture where foreign nationals can come and partner with our people in key sectors, as a way to empower our citizens and encourage technological advancement and the transfer of skills. Once more thank you fellow citizens for your vigilance,” Mr Hichilema said.

Zambia-Zimbabwe friendly cancelled

The Zimbabwe-Zambia friendly scheduled for this weekend has been called off.

Zambia was due to play Zimbabwe away on December 23 at National Sports Stadium in Harare.

Chipolopolo were set to field their domestic team that is currently camped in Lusaka preparing for the 2018 CHAN tournament that Morocco is hosting from January 13 to February 4.

“The Football Association of Zambia wishes to inform members of the general public and the football family that the planned friendly match between Zambia and Zimbabwe has been cancelled,” FAZ spokesperson Desmond Katongo said.

“This was after the host nation through the Zimbabwe Football Association told FAZ that they were unable to host the match after FIFA informed them that the match was not going to be accorded international friendly status.

“However, the Football Association of Zambia will continue with preparations for the CHAN with the team in the second week of camping in Lusaka.”

Zambia is in Group B at The CHAN finals alongside Uganda, Cote d’Ivoire and Namibia.

Chipolopolo will kickoff their campaign on January 14 against Uganda.

Zambia Development Agency and EMCO Energy sign $1 billion investment agreement

The Zambia Development Agency has signed an investment protection and promotion agreement (IPPA) worth over US$1 billion with EMCO Energy Zambia Limited for the construction of a 340 Megawatts thermal power plant in Sinazongwe district.

ZDA Board Chairperson Mary Ncube says the pledged investment by EMCO will result in the creation of over 4, 000 jobs during the construction phase and operation of the power plant.

Mrs. Ncube says the Energy sector is one of Zambia’s priority sectors in addition to tourism, agriculture, manufacturing, construction and infrastructure development.

Speaking during the signing ceremony, Mrs. Ncube says the investment in thermal power generation will improve Zambia’s energy source diversity, thereby reducing electricity supply risks associated with climate change.

Mrs. Ncube has emphasized that the 340 Megawatts coal fired power plant will contribute towards meeting the national energy and system peak demand, whose forecast is currently in deficit.

Speaking earlier, EMCO Energy Zambia Limited Chief Executive Officer Ajit Kumar Mishra says the power generated by power plant will be supplied to ZESCO.

Mr. Mishra says the project will benefit the local people in Sinazongwe.

He has also disclosed that the company has signed relocation agreements with the affected families, adding that the compensation package committed to the affected families is going to be one of the best compensation packages offered by any foreign investor in Zambia.

Mr Mishra adds that apart from offering cash compensation for the land and households; EMCO has also offered some skill based employment to one member of each of the affected families.

Government increase salaries for all council workers

GOVERNMENT has increased salaries for all council workers ranging 15.7 percent for the least paid in division four and 3.0 percent for the highest paid.

The Zambia United Local Authorities’ Workers Union (ZULAWU) General Secretary (GS) Kingsley Zulu disclosed this following the signing of the 2018 collective agreement, 10 days after negotiations came to a close.

And Local Government Permanent Secretary Amos Malupenga confirmed the development to the Daily Nation in an interview yesterday.

“It is true that salaries for councils workers have been increased by 15.7 percent for the least paid in division four and 3.0 percent for the highest paid, we signed a collective agreement with ZULAWU last Friday,” Mr Malupenga said.

Meanwhile, Mr. Zulu said the union opted to settle for the percentages in question in the spirit of give and take.

He said this would help cushion local government service workers from current hash economic realities.

He said in the 2018 collective agreement, government was offering better conditions of service which included migrating workers on the decentralised payroll and revisiting the annual performance appraisal system.

“Council workers are the least paid in the country but we opted to settle for these percentages because government currently has no capacity to go beyond what it had offered.

He said the union would not rest but ensure that councils in the country improved on levy collections.

Mr. Zulu pointed out that the problem in local authorities was that salaries were largely dependent on the local government equalisation fund.

He also said the union had advised government to embark on centralised printing of receipts to be used by councils countrywide.

This, move, he stated would ensure transparency and avoid leakages in terms of money collected by the councils.

Meanwhile Zulawu has appealed to the Local Government Service Commission (LGSC) to immediately halt the transfers of council officials in councils countrywide.

Mr. Zulu said in the last three months since the exercise kicked off, officers who had been transferred to various councils had been paid subsistence and settling allowances by their previous stations.

He complained that the situation had resulted in local authorities being indebted which in turn hampered service delivery.

“Let the service commission cease effecting transfers as councils sill have old debt to settle for our members. Indebtedness of councils has increased as a result of the transfers. Let them allow council have breathing space until they liquidate the what is owed to their employees. Transfers effected in the past three months have really destabilised councils in terms of revenue,” Mr Zulu said.

Government will next year unbundle the University of Zambia(UNZA)into university colleges in order to improve the smooth running of the learning institution.

Ministry of Higher Education, Nkandu Luo says the University colleges will have the Vice-Chancellors, who will be reporting to the vice-chancellor of the University.

Professor Luo explained that the reforms are aimed at finding alternative financing for institutions of higher learning, adding that government will allocate the 2019 budget to the University of Zambia through the university colleges that will be formulated.

Speaking at the 47th graduation ceremony in Lusaka today, Prof.Luo urged the research department at the university to put across robust research activities that will help in the easy running of the institution.

Prof.Luo pointed out that government will by 31st January next year commence the dismantling of debt owed to the retires of the University of Zambia.

Meanwhile, University of Zambia Vice Chancellor Luke Mumba said the demand for high education has increased at the country’s highest learning institution.

Professor Mumba affirmed that the number of females students graduating this year has increased to 54% compared to the 46% of male students that graduated.

5,951 students graduated at this year’s 47th graduation ceremony compared to 5,242 that graduated last years.

Roan Member of Parliament Chishimba Kambwili says Zambia is now in a serious state of confusion.

Mr Kambwili was commenting on the decision by the Zambia Police Service to reverse its decision to recruit eight police offices into its reserve wing.

Mr Kambwili said the PF government must stop subjecting the country to mockery and ridicule.

“Oh weh it looks like there will be major refunds to those Chinese who just 24 hours ago became police reserves. Hand over if you don’t know how to run a country, stop subjecting our country to mockery and ridicule, we were once a beacon of peace and hope in Africa but today we are merely a nation being torn apart by greedy people,” Mr Kambwili said.

“Lesa ngalefwaya ukumweneshamo umuntu ninshi kumulowa ichilafi. Most Zambians are going into the new year hoping for 2018 to speed up so that they can come and make a proper decision,” Mr Kambwili said.

“What we are seeing now is total confusion, it’s clear to see that people have moved away from service delivery and gone into self delivery. Oh what a shame!”

He added, “Chipante pante government is in full swing kicking policies all over the place.”

Cabinet approves Zambia Airways rebirth as it sets aside US$30 million for the airline

Transport and Communications Minister Brian Mushimba has revealed that Cabinet on Monday approved the project to relaunch the defunct Zambia Airways.

Mr Mushimba told Journalists in Lusaka that the project will be run under a a Joint Venture model with Ethiopian Airlines.

He said Cabinet has since agreed to set aside US$30 million in 2018 for the project.

Mr Mushimba said his Ministry is optimistic that Zambia Airways will return to the skies next year with October 24th as the date for the launch flight.

He said President Edgar Lungu will be in the inaugural flight, accompanied by senior government officials and Journalists to a destination yet to be identified.

Mr Mushimba said his Technical Task Force appointed by his Ministry decided to adopt the Joint Venture route in order to spare the already stretched national treasury.

He said the business case presented by the Technical Committee of partnering with Ethiopian Airlines is the best model.

Mr Mushimba said the launch of the national carrier will allow Zambia to partake in the US$1.5 billion Zambian aviation market.

THE UPND will not allow any member to challenge its leader, Hakainde Hichilema for the presidency during their national convention, party national chairperson Mutale Nalumango has declared.

Ms Nalumango said this at the weekend’s card renewal exercise in Solwezi.

She maintained that the party will not give chance to anyone to challenge their leader.

“Our sole candidate for 2021 is HH and that is why we are not going to allow anyone to challenge him during the convention,” Ms Nalumango said.

And the UPND reshuffles effected last week and its scheduled congress have been described as a sham which offered nothing new because it still has the same leadership.

Zambia Republican Party leader Wright Musoma has charged that the UPND’s agenda was well known to the Zambian people and that they wanted to get power by any means that frustrated the country, noting the reshuffles were merely to blindfold the people to think that the party had changed.

He said not every Zambian could be deceived by such a move and that as long as its leader, Mr Hichilema remained, the party should forget about being in power. Mr Musoma said the reason that the party had never accepted its wrongs was the reason why the people of Zambia had lost hope, noting that at this moment of time, no party could unseat the ruling PF.

“The trouble with the UPND leadership is that it is too pompous and think all is well with them based on satisfying their agenda best known to themselves.

And these reshuffles are a rubber stamp because some of the members are a threat to HH and no Zambian can be deceived,” Mr Musoma said.

Mr Musoma charged that the UPND had already decampaigned itself and that the Zambian people had lost hope, looking at the type of the leadership it was portraying publicly.

“There is nothing new that can be expected from the UPND, truth be told and they should not forget that the people are watching, and the party’s behaviour will remain the same,” he said.

Mr Musoma reiterated that those vying for senior positions should remain humble and leave the rest to God, saying whether the UPND liked it or not, they should respect the presidency as the starting point, which was a cause of conflict in Zambia.

Judicial Commission structure questioned

A Lusaka Prominent lawyer Jonas Zimba has questioned the composition of the Judicial Service Commission.

Mr. Zimba says it is wrong for lawyers to be handling matters involving the Judges.

He told ZNBC News that just like the Law Association of Zambia, former judges and practicing judges should be allowed to deal with complaints on matters involving judges.

Mr. Zimba said former Judges are better placed to deal with complaints from the public regarding the conduct of judges because they have once held that office.

Meanwhile, Mr. Zimba has observed that Judicial Complaints Commission does not have powers to adjudicate matters but only to investigate a case.

He also said the Judicial Service Commission does not have power to overturn the court’s decisions.

Lightning strikes Luwingu man to death

 A 22 year old man of Lupili compound in Luwingu district has died after lightning struck him at the weekend.

Northern Province Deputy Police Commissioner Edwin Bwanga confirmed the development to Zambia News and Information Service in Luwingu today saying the incident happened on Saturday in the afternoon.

Mr. Bwanga named the deceased as Shame Mwape 22 who was struck by lightning in Maiteneke compound where he was working as a casual work of Freshino’s company Limited engaged by China Henan Construction Company to construct drainages on the township roads.

It is alleged that Mwape was drawing rain water pouring from the roof of the building before he met his fate on Saturday afternoon around 15:00 hours.

He sustained serious burns from his left side of the body and died on the spot.

The body is lying at the district hospital mortuary waiting for burial arrangements.

Chipata in more Tobacco factory establishment

Imperial African tobacco limited (IATCO) will next year 2018 construct a Hundred and Fifty Million Dollar tobacco processing factory in Chipata District in Eastern Province.

IATCO, Chairman David Ngoma said Chipata District was selected for the construction of a plant due to its central location to the target markets in Malawi and Mozambique.

This is contained in a statement issued to ZANIS by Mr. Ngoma in Lusaka today.

Mr. Ngoma said that the company would manufacture cigarettes mainly for export market.

He further said that the tobacco industry had drifted from high income to low income countries giving advantage to tobacco producing countries in developing world particularly in Africa.

Govt scouting for strategic partner to work with Indeni Oil

Government says it is looking for a strategic partner to improve productivity at INDENI Petroleum Oil Refinery in Ndola whose production capacity currently stands at 650 metric tonnes per annum.

Energy Minister David Mabumba said about US$6 million United States dollars is needed to reinvest in INDENI to help improve production at the refinery.

Mr. Mabumba added that about US$575 million United States dollars is required to change the pipe lines from eight to twelve inch capacity which will improve operations at Tanzania Zambia Mafuta (TAZAMA) Pipe lines.

ZANIS reports that Mr. Mabumba said this when he addressed INDENI workers on the future of the Refinery in Ndola today.

The Energy Minister explained that the money that TAZAMA pipe lines will get will be a loan which the company itself will pay back from its revenue.

He further said the strategic partner will finance the improving of infrastructure and production at INDENI oil refinery.

Mr. Mabumba assured the workers that their jobs will be protected as government has learnt bitter lessons from the past with some of the partners it had.

He added that once the refinery production is improved the Refinery will have additional jobs from the current 345 workers.

And Board Chairperson for INDENI Refinery Yanfwa Mukanga assured the workers that by 1st January 2018, the Refinery will have a new Managing Director (MD) as the process of appointing a new MD has been concluded.

The Inspector General of Police Kakoma Kanganja has rescinded the appointment of Chinese nationals as Police Reserve Officers.

Police Spokeswoman Charity Katongo said the decision was made after making wide consultations following public outcry which came after the engagement of eight Chinese nationals in to the Zambia Police Reserve Wing yesterday.

“However, members of the public should be aware that the appointments were not done outside the Law but within the provisions of the Zambia Police Reserve Act, Chapter 117 of the Laws of Zambia,” Ms Katongo said.

Yesterday, Mrs. Katongo maintained that recruiting Chinese as Police Reservists is backed by law.

“These are police reserves. The Police Reserves are backed by cap 117 of the Laws of Zambia known as the Zambia Police Reserve Act. The reserves are there to assist the Zambia Police in maintaining Law and order. They are also vital in Community Policing. The Law does not segregate on race. Police reserves put on police uniforms,” Mrs Katongo clarified.

She said, ‘Section 4 of the Police reserve Act states that ” the Reserve shall consist of such persons, resident in Zambia who, having attained the age of 18 years, volunteer for Service in the Reserve and are considered to be suitable for enrollment”.

Mrs. Katongo also revealed that the Police Reservists are usually monitored and according to section 7 of the Act, they make a declaration. We have always had police reserves and they have proved to be helpful in community policing.

“They work under the supervision of regular police officers. These are usually screened. We understand security concerns better than those who are not in the system and whatever measures put in place are from the informed point of view. We had Indians who were Police Reserves and people were okay with it. Why should the Chinese be discriminated on race? We are using the Police Reserve Act which does not segregate on race. When it comes to the marriage our Standing orders are clear. We do not use emotions but the Law,” she said.
