Fintech company, ProBASE, makes donation to Jedidiah leaning steps school as part of its corporate social responsibility

Children at Jedidiah Community school excited about their new desks

Leading Financial technology (Fintech) company, ProBASE ltd took time to spread some christmas cheer by donating various items to Jedidiah leaning steps community School in Lusaka’s Makeni Konga area. The items donated included 30 class room desks , text books for both primary and secondary grades.

Jedidiah learning steps is a non – profit making school. It was founded in 2008 by Sifelani Mwanza who saw a need for educating children whose parents could not afford to send them to school. She opened up the doors and started to educate the children at no fee at all. The school started with only 25 learners on its first day and grew to 168 pupils by 2010. It later closed down that same year due to infrastructure setbacks. Thankfully the school was later reopened in 2014 and has since grown to more than 300 learners in 2017.

Speaking at the occasion ProBASE Chief Operations Officer, Mr Chola Bwalya thanked Jedidiah leaning steps director Mrs Sifelani Mwanza and the teachers for the work they are doing to educate the children in the community. He said as ProBASE they were happy to contribute where they can. As the saying goes it takes a village to bring up a child, so everybody must play their part in what ever way the can. He assured Mrs Mwanza and her team that this is only the beginning and that ProBASE will continue to provide support in the future. Echoing the sentiments, ProBASE Chief Executive Officer, Mr Roy Muyelu,  mentioned that everyone can contribute in a little way to lift up the welfare of the children. He went on to say that children are the future he hope to see amongst the group future managers, engineers , entrepreneurs. Founder and director of Jedidiah leaning steps, said she was overwhelmed with the gesture. She thanked ProBASE for the gesture, mentioning that the children love their new desks and cant wait for the new school year (2018) to use them. She went on to say that the donation will go a long way in providing quality eduction to the children in the community.

ProBASE staff and management took time to interact with the energetic children, singing songs , reciting bible verses ,and playing various games and later sharing a meal with the excited children.

President Lungu blames selfish Politicians for the referendum failure

President Edgar Lungu is saddened that inconsistencies by politicians caused the failure of the referendum on the Bill of Rights.

President Lungu says it is sad that politicians have continued contradicting themselves by calling for human rights which they refused to give to Zambians by de-campaigning the Referendum on the bill of rights.

President Lungu has however indicated that government will undertake another referendum when funds allow.

Speaking when he met Human Rights Commissioners at State House in Lusaka today, President Lungu noted with concern the selfishness of some politicians who do not see beyond personal desires.

And President Lungu has revealed that the Ministry of Justice has made progress in amending the Public Order Act.

He also said that the executive does not guide the police on application of the Public Order Act provided that people requesting to protest or hold a rally meet all the conditions.

The Head of State further noted the need to start educating the media and police to freely do their jobs without any fear provided that all procedures are followed, and stories are not false.

And Human Rights Commissioner Chairperson Mudford Mwandenga also expressed sadness that the Bill of Rights did not go through in the referendum because it would have given people the much-needed rights.

Mr. Mwandenga has also called for increased funding to the commission for operations and setting up of new offices across the country.

He has also appealed to President Lungu to consider appointing a seventh commissioner for effective operations which the Head of State assured him saying it was an oversight.

The Establishment of Fast track courts to deal with Gender Based Violence-GBV- related cases has made Zambia to receive continental recognition as one of the Countries in Africa that has made positive strides in fighting Gender Based Violence-GBV-.

Speaking when she presented a Report on GBV in Africa, Chairperson of the Bureau of the Second Specialized Technical Committee meeting on Gender and Women Empowerment in Addis Ababa, Ethiopia, Dr Jean Kalilani pointed out the establishment of fast track courts to deal with GBV related cases by Zambia was a positive measure aimed at eliminating the vice.

She said that the fast track courts would encourage victims of GBV to report such cases .

And Minister of Gender Victoria Kalima expressed happiness that Zambia’s efforts to mainstream Gender in National Development and fight Gender based Violence were being recognised at continental level.

She said President Edgar Lungu who is the African Union Champion against Child marriages on the continent had been instrumental in the fight against GBV.

Ms Kalima said this could be seen by government’s efforts to come up with policies that promote equality between men and women.

She said her ministry has been meeting with Traditional leaders in order to abolish some of the traditional norms that encourage violence against women and girls.

Ms Kalima said the First Lady Esther LUNGU has also complimented government’s efforts to end GBV by holding meetings with spouses to chiefs in order to discourage traditional norms that perpetrated GBV.

She disclosed that aside from the two fast track courts in Lusaka an Kabwe, government would next year open four others in Chipata, Mongu, Livingstone and Ndola.

Ms.Kalima said this would encourage more victims of violence to report such cases as they could be heard unlike in the past were some GBV cases too months to be heard.

The Second Specialized Technical Committee (STC)on Gender and Women Empowerment was developing an African Union-AU- Gender Strategy which provides a vision for the African Continent, and proposes specific actions for the remaining 5 years of the 10 years implementation plan of Agenda 2063.

High court quashes decision to have High Court Judge Sunday Nkonde suspended by President Edgar Lungu

The High court has quashed the Judicial Complaints Commission’s decision to have High Court Judge Sunday Nkonde suspended by President Edgar Lungu.

This was after the Attorney General and Judge Nkonde’s lawyer Jonas Zimba entered a consent order in a matter where the commission had found a prima facie case against Judge Nkonde following a complaint by former Post Newspapers proprietor Fred M’membe.

But Judge Nkonde applied for judicial review over the commissioners’ recommendation for the President to suspend him as he was not given an opportunity to be heard.

Judge Nkonde also obtained a stay that prevented President Edgar Lungu from suspending him as recommended by the Commission.

The Consent order entered into by the two parties quashes the matter in court as well as the recommendation of the commission.

On February 21, an application was made asking Judge Nkonde to rescue himself from handling the case aimed at winding up the Post Newspaper in Liquidation.

During the same period Dr. M’membe had lodged a complaint against the Judge to the Judicial Complaints Commission.

Chikwanda describes Constitution Court Ruling on Ministers vacating office as Draconian

The justices are rewriting the law, making a presumption on the wishes of the parliament or establishing some strange interchangeability with parliament. In my humble view, this is impropriety and illegitimacy.

The decisions of the constitutional court should be legally and morally unassailable-regrettably not so the case.

The judiciary in Zambia has been a big plus for the country and a credible institution on the wider governance horizon. The judiciary comprises of men and women who naturally have their share of human frailties so there are instances of a few rogues but very much more the exception other than the rule. It is therefore an inescapable imperative that all stakeholders in and out of the judiciary take stock and indulge in deep and honest introspection to ensure that slippages in the adminstration of justice are arrested at the earliest opportunity.

Let me, without hesitation; address the particular draconian ruling by the constitutional court on Ministers vacating office. In section 116 of the constitution of Zambia (amendment) act number 2 of 2016, the cases for office of the Ministers becoming vacant are clearly set leaving no room or leeway for speculation, supposition, inference, or indeed extrapolation.

Section 116(3) of the constitution states:

The office of the Minister becomes vacant if-

(a) the Minister is removed from the office by the president;
(b) the Minister resigns, by notice in writing to the president;
(c) in the case of a nominated member of parliament, the nomination is revoked;
(d) the Minister dies;
(e) another person assumes office of the president;
Or
(f) the Minister has a mental or physical disability that makes the Minister incapable of performing the functions of that office

The inference that Ministers are members of parliament and when parliament is dissolved, Ministers must ipso facto vacate their offices may be not too illogical a projection but that is not stated in the pertinent section of the law which is totally without ambiguity. The justices are rewriting the law, making a presumption on the wishes of the parliament or establishing some strange interchangeability with parliament. In my humble view, this is impropriety and illegitimacy.

There are profound lessons about constitution making in Zambia. The powers that be stall when there is ample time to consult and dialogue; then with the passage of time inordinate pressures pile up and matters are rushed to parliament with rather indecent haste ending up with outcomes that constitute monstrosities in the process, not pondering the severe cost implications.

Any further amendments to the constitution should be anchored on deeper reflection apart from more honest elaborate consultation. Constitution making in Zambia from the inception, when some of us were in the unip government, has been a big disaster. There is some ingrained bad habit passed to subsequent administrations. This is that various stakeholders in the government in power, opposition political parties when they have existed, civil society and all, we have shown the inclination to write our short-term interest in the constitution. In the process, we have not come up with realistic constitutions that can stand the litmus test of time by addressing the subtle interests of generations to come, also known as posterity.

Expeditious dispensation of justice will increasingly be hampered by inadequate space and infrastructure, even at the lofty levels of high  and supreme courts. Going forward, we must pay urgent attention to remedying this situation. There will be a compelling need to avoid proliferation of courts. With hindsight, constitutional issues are a rarity; the best and most cost effective action would have been to constitute constitutional court sessions from the supreme court where you have experience, maturity and track records. We cannot ordain wisdom and requisite experience by bureaucratic fiats, no matter how elaborate myth making may be.

We need deep thinking in the nation. The justices have the highest levels of intellect shrouded in the ingrained habits to search widely so that they do not interchange facts with value judgements and opinions – this is why they are called learned. Respectability of the judiciary must be anchored on propriety and decisions which are totally above board and beyond reproach.

It is my considered hope and prayer that at all levels of justice, decisions which are emotion and sentiment- driven can be avoided for these decisions inevitably have little or no rationality content. The erosion of confidence and trust resultant from these slippages are inexorable and irreversible.

Shameful Kitwe fans boo Zambia U20

Shameful Kitwe fans turned against the Zambia Under-20 after the defending 2017 COSAFA U20 Cup champions and hosts 0-0 draw with Malawi on Friday night in their penultimate Group A match at Arthur Davies Stadium in Kitwe.

The result left Zambia on the brink of a group stage elimination from the tournament it is hosting in Kitwe from December 6-16 on the Copperbelt.

Given little time and elevated from the Under-17 to the Under-20 job barely a month before the tournament kicked off, Mumamba Numba is feeling the pressure of delivering instant results at Under-20 level after his predecessors won the Cosafa U20 Cup in South Africa last December and U20 AFCON as hosts in March.

Furthermore, Zambia came into the match against Malawi bruised after they were humiliated 2-0 in their opening Group A match at the same venue by Uganda on December 6.

But Zambia were a improved side after the lessons of the Uganda defeat and curtailed an ambitious Malawi throughout the match from playing their fiery football that saw them beat Swaziland 3-2 last Wednesday.

Zambia even had the ball behind the net the in the 47th minute when Francisco Mwepu headed in Edward Chilufya cross.

But the disallowed goal for an offside that never was and did not win Zambia any sympathy from the crowd.

And as the last 20 minutes of the match approached, the Kitwe fans turned their backs on the host side and instead cheered every move Malawi made and booed Zambia when they touched the ball.

Fans even accused Numba of fielding players from his club Zanaco in his team when none were even in the starting XI or even on the bench.

The Kitwe fans also described Zambia as a Lusaka select side when the starting lineup has five players from Copperbelt sides Nkana, Nchanga Rangers, Konkola Blades, Gomes, and Chambishi Metals.

There was also a player each from Nchanga and Chambishi on the bench while Green Buffaloes had two, Red Arrows and Napsa Stars had one each from the other Super Division call-ups.

And not even the presence and contribution of U20 AFCON and 2016 COSAFA U20 Cup winner Edwardc Chilufya went recognised despite carrying the team’s burden throughout.

Meanwhile, Zambia now have a slim chance of making the best runners-up slots for the semi-finals when they face Swaziland on Monday in their final Group A match at Nkana stadium.

Zambia are bottom of Group A on 1 point and tied with 3rd placed Swaziland.

Malawi and Uganda have 4 points each and face each other on Monday for a place in the semifinals in a simultaneous kickoff at Arthur Davies.

Ministry of health allegedly collecting blood samples from children without parental consent in Kabwe

Residents in Kabwe’s Makululu settlement in Central province are dismayed that the Ministry of Health is collecting blood samples from children without parental consent.

Kabwe is the world’s most toxic town, according to pollution experts, where mass lead poisoning has almost certainly damaged the brains and other organs of generations of children – and where children continue to be poisoned every day.The real impact on Kabwe’s people is unknown and, while the first steps towards a clean-up have begun, new dangers are emerging as desperately poor people scavenge in the vast slag heap known as Black Mountain.

Speaking with radio Musi O Tunya’s Michael Himusa Jr in Kabwe said residents are dismayed that the ministry is collecting blood samples from children without parental consent. He said residents have appealed to the Ministry of Health to seriously embark on community sensitization on the dangers caused by lead poisoning being illegally mined in the area.Residents fear that the mineral has become a hazard to children that are often playing in open spaces.The dust is highly contaminated with lead, which is extremely toxic.

Some children are continually coughing and bleeding from the nose after inhaling lead Poison Class 5, and their parents have called for community education on the dangers and for government to quickly put preventive measures in curbing the vice; saying the situation may become worse during the rainy season.

Meanwhile St. John Don Bosco Parish Priest in Kabwe’s Makululu, has expressed concern with stakeholder’s slow action to dressing lead poisoning issues in the area.

Fr. Micheal Wzietek added that despite Kabwe being rated among the world’s polluted places, relevant authorities seem not to be interested in dealing with the issue.

Fr. Wzietek, a Salesian Missionary working in Zambia for over 27 years now, further noted that Makululu’s pollution has come about because of illegal mining activities in Kabwe.

The Salesian of St. John Don Bosco parish priest, explained that the Parish has since started distributing free sachets of milk to Makululu residents to help neutralize the poison.

UPND should start preparing for another humiliating defeat in the 2021 General Elections-Mwila

Davies Mwila about to address the media this morningPatriotic Front Secretary General Davies Mwila says the opposition UPND should start preparing for another humiliating defeat in the 2021 General Elections.

The PF Chief Executive Officer said this when he received over 320 defectors from the opposition UPND in Chavuma District of North Western Province among them ten Head men.

Mr. Mwila said the ruling party will not abandon its developmental agenda including in areas where the ruling party received low votes.

He also said the PF was still popular because of its developmental agenda of transforming the nation. He further said the Party was the only democratic political organization as evidenced by the space it accords it’s membership to express views and opinions.

He said as witnessed by Chavuma residents being connected to national grid as well as upgrading some schools into secondary schools.

Speaking at the same event, North Western Province Chairman Jackson Kungo says the party in the province is behind the PF Secretary General because he has done so much in terms of uniting and mobilizing the party.

Mr. Kungo said it was because of the current Party leadership under His Excellency President Edgar Lungu that the party was able to win off members from the UPND.

And UPND Chavuma District Chairman Nelson Kainga, who led the defectors, said he had been in the UPND for over 15 years and he has seen that the UPND lacks vision and that was why they have decided to join the ruling PF

Mr. Kainga said he had seen the massive development the PF government had taken to the district since assuming office in 2011 saying the people in the area made a mistake to give massive votes to the opposition UPND.

And PF Member of the Central Committee Kebby Mbewe said the ruling party has made steady progress in penetrating into Southern Province which was perceived to be a strong hold of the opposition UPND.

Mr. Mbewe, who is based in Choma District of Southern Province, said this was because the PF Government had done so much in Southern Province despite receiving low votes as compared to the votes received by the opposition UPND.

He said this will make it difficult for the opposition UPND to campaign in 2021 because the PF Governments has developed the province.

Mr. Mbewe said contrary to claims by the opposition, the PF government has done a remarkable thing of transforming the province.

Mr. Mbewe said under the 650 health posts, the province has received a reasonable number of the posts.

The PF Central Committee Member was confident that the PF will get more votes in 2021 because of it’s developmental agenda.

Ndola City Council disowns “ugly” sculptures

The Ndola City Council has disassociated itself from the animal sculptures placed in the city which have become a subject of ridicule and mockery on social media.

Photos showing a few animal sculptures have been circulating on social media with some Zambians calling on the Council to remove them for being ugly and making the city dirty.

A blogger Ndela Sichizya described the artwork as ugly.

“What animals are these??? While we may be inclined towards supporting local talent, let’s also be their critics when they do mediocre works. These sculptures are ugly and extremely below what should be acceptable for display in a big city like Ndola. Even if the council got them for free, they reserve the right to say No until the sculptor raises his bar. Bene Zambia let us be averse to mediocrity at levels and in all things,” Mr Sichizya posted on his Facebook page.

But Ndola City Council Spokesperson Tiljenyi Mwanza said in a statement that the Council had nothing to do with the sculptures.

Ms. Mwanza said stated that at no time did management commission, erect, or subcontract any company or individual to put up the statues or sculptures.

She revealed that the sculptures were put up by a local businessman as a philanthropic act who purchased the artworks from young learner artists as a way of empowering and promoting their work.

She however said the Ndola City Council will endeavour to pay attention to concerns raised by well meaning people and that management will consider engaging the private businessman behind these sculptures to take note of the public’s concerns.

NDOLA City Council has noted the sculptures that are currently a subject of debate especially on social media and allegedly put up by Ndola City Council were actually put up by a private businessman over three years ago.

The businessman choose to donate them to the city as a philanthropic gesture.

We therefore wish to state and advise that at no time did management commission, erect, or subcontract any company or individual to put up the statues or sculptures as the public is being mislead to believe.

In his undertaking, the private businessman was motivated to purchase the artworks from young learner artists as a way of empowering and promoting their work.

However, Ndola City Council will endeavour to pay attention to concerns raised by well meaning people.

Additionally, Ndola City Council management will consider engaging the private businessman behind these sculptures to take note of the public’s concerns.

Meanwhile, the Council will not be derailed by some malicious individuals who have gone to the extent of photoshoping and forming graphic designs such as the sculpture of a lion and zebra depicting them to be existing in the City of Ndola when such do not exist in Ndola.

Although the Council is preoccupied with matters regarding the provision of services such sanitation, garbage collection, maintainance of city infrastructure related to its mandate to ensure that the city is healthy we will always endeavour to address matters that are of a public concern and brought about without malice.

We remain steadfast to serve the people of Ndola and ensuring that the city remains clean as one of our key mandated priorities.

As management of Ndola City Council we remain committed to ensuring that there is sanity in the City of Ndola.

Health insurance bill presented to Parliament

Health Minister Chitalu Chilufya has presented to Parliament the National Health Insurance Bill.

Dr Chilufya says the bill aimed at providing for sound financing of the national health system and universal access to quality insured healthcare services.Dr Chitalu Chilufya
He says the bill is also to provide the national health insurance management authority and provide for its functions and powers.

Dr Chilufya adds that the bill will further provide for the establishment of the national health insurance scheme, and provide for its systems, procedures and operation.

The bill which has since passed first reading has been referred to the committee on health, community development and social services which is required to submit its report on the bill to the house.

First Quantum Minerals Limited (FQM),has applauded the Government’s decision to lift the ban on freight and goods vehicles driving at night.

The mining firm, which is the country’s largest copper producer and taxpayer, stresses that one of the key elements in making Zambia an attractive investment destination is ensuring the economic competitiveness of its mining sector.

FQM country manager General Kingsley Chinkuli says the Government’s decision to revise Statutory Instrument (SI) 76 of 2017 by giving mining industry freight vehicles the exemption they require to move around the clock is hugely welcome.

General Chinkuli explains that the ban on the night-time movement of freight and goods vehicles had severely hampered the mining company’s operations.

He says the firm produces around half of the country’s copper and between its Kansanshi and Sentinel mines; some 40-50 truckloads of copper concentrate and at least 30 truckloads of finished copper travel on the Solwezi-Chingola road every day.

General Chinkuli says they believe when transport systems are safe and efficient, they provide economic and social opportunities and benefits that result in positive multiplier effects, such as better accessibility to markets, employment and additional investments.

General Chinkuli adds that the US$5.7 billion investment the Company has made in its Sentinel and Kansanshi mines and the smelter demonstrates the importance of the mining sector to the Zambia’s economy.

We have not seen judgement ordering Ministers to pay back-Wina

Vice President Inonge Wina has disclosed that Government has not seen the judgement from the Constitutional Court ordering Ministers to pay back money they received during their illegal stay in office.

Mrs. Wina told Parliament this morning during the Vice President’s Question and Answer session that the Constitutional Court is yet to serve the judgement on the Attorney General.She said Government is still waiting to the Constitutional Court to serve the document on the Attorney General’s Chambers to decide the next course of action.

On the issue of whether government will pay the money on behalf of the affected individuals, Mrs. Wina said the judgement affects more than 60 former Ministries and their Deputies and that statements issued by one person affected by the judgement cannot represent the entire group.

She said government will not base its decision on one statement issued by one of the affected individuals.Mrs. Wina said once received, the judgement will be subjected to further consultations within the ranks of Ministries.

Last month, the Constitutional Court maintained that the 64 ministers who stayed on in office after the dissolution of Parliament in 2016 must pay back the money they received during the period they illegally occupied their positions.

The court also dismissed Attorney General Likando Kalaluka’s application in which he wanted the court to revisit it’s ruling that the former PF ministers must pay back the money they obtained during the time they were found to have occupied their offices illegally.

But the ministers, through Attorney General Kalaluka, applied to re-open and review the judgment, and vacate the portion where it directed that they refund the emoluments they got.

A panel of five Constitutional Court Judges made the ruling which was delivered by Judge Margaret Munalula and dismissed Kalaluka’s application saying it was against public interest that he was seeking to represent the ministers.

The court said the status had changed after it was found that the ministers occupied their offices illegally and therefore, Kalaluka could not represent them as it was now a private matter.

In this matter, the Law Association of Zambia and the opposition UPND sued former Justice Minister Ngosa Simbyakula and 63 others for illegally serving in the government after Parliament was dissolved.

The Constitutional Court on August 8th 2016 declared that Ministers occupied their positions illegally after Parliament was dissolved and ordered them to pay back the money and vacate their positions immediately.

The Auditor Generals Report Should Move The President To Take Action-MMD

MMD National Secretary Raphael Nakacinda says it is incumbent up on the PF to a lead the way in fostering dialogue towards the safe gaurding of peace and unity in the country but that politicians from other political parties should also “behave themselves” because the country is bigger than any political party.

Speaking when he featured on Diamond TV’s Night Live talk show, Nakacinda said politicians should behave themselves and ensure that they put the country above their narrow partisan interests.

He advised those in ruling party to act like parents in fostering dialogue to unity the country.

“Let the UPND behave themselves they are not bigger than Zambia. Let the Patriotic Front behave themselves because some of the pronouncements which were coming from some of those in government are unfortunate and some of them are Ministers just to dramatize this all arrangement.

“We expect those who are government to lead the way in terms of wanting to foster dialogue. You cannot have those who are in government to be the ones protesting, they are the parents. It is permissible for those who are in opposition to be childish about issues and whatever but for those in government must be on top of things,” he said.

And on Corruption the MMD CEO noted that political rhetoric on the issue has outweighed the efforts to fight the scourge.

He noted that there has not been practical demonstrations to fight corruption citing the continued increase in the cases of misappropriation of government funds as a good example where those in government needs to show political will to fight corruption

“There hasn’t been practical demonstration from government to fight corruption. There have been loud mouths condemning and the rhetoric from government to say we are anti corrupt activities but the ugly head of corruption keeps imaging, just look at the auditor generals report for 2016 and look at the level of misapplication and appropriation of funds.

“We have witnessed in other jurisdictions Tanzania, Uganda and Ghana they have put mechanisms to ensure that those liable for misappropriation or indeed misapplying funds account for that. In Zambia the system is that before the auditor generals report is presented to parliament it is first of all presented to the President or the Presidency and it has to be accented to be scrutinised at parliament, it is expected that the President obviously will go through it and these Gray areas and very saddening development or exposures in the report should be able to move the President to take some kind of action around some of these revelations and we can’t have a situation were people always excuse themselves, there is no body held responsible.

“In Tanzania and Uganda if it were found that there is misappropriation of funds in a particular Ministry the ones that are held responsible first are the heads of that Ministry starting from the Minister going down because it is expected that the minister who is in charge of the Ministry the controlling officers and everybody are really paying attention to the details of how resources are being utilized,” he said.

On the 2021 elections Mr Nakacinda said his party would not engage into the destructive topic of the 2021 elections because they had so much to do as regards reorganizing the once mighty MMD.

He added that the issue of whether they will field a candidate would only be answered by the membership as his party will be going to a convention before the elections as per their constitution which demands that a convention is held every after five years.

13 unplanned settlements to be upgraded in Kabwe

Kabwe Municipal Council has embarked on the upgrading of 13 unplanned settlements as a way of improving service delivery in the district.

Kabwe Municipal Council Public Relations Officer, Kabaenda Makwele, says the upgrading, that will include residential and commercial buildings, will encompass proper road network, schools, health facilities, water and sanitation among other social amenities.

Ms Makwele says residents are required to fill in forms from the housing department and start applying now for the occupancy licenses.

ZANIS reports in that Ms Makwele said land owners are required to pay K635 for them to be given the occupancy license by the council valid for 30 years.

She explained that the land owners will have to part away with K75 for registration, K250 for surveying works, K60 for ground rates and another K250 for the issuance of occupancy license.

She, however, said residents with valid land records will only pay K95 in respect of occupancy licenses instead of k250.

Ms Makwele named the settlements that will be upgraded and get numbers as Makululu, Maipambe, Kawama, Katondo, Shamabanse, Nakoli, Kamushanga and Kamuchanga.

She said the rest are Makwati, Kakumbi, Kaputula, Waya and C-Gate.

Ms Makwele observed the obtaining of the occupancy licenses will give the people security and sense of ownership while helping in addressing the issue of land encroachment.

She urged the people in the affected areas to take heed and comply to avoid seasonal calamities association with poor planning and substandard structures.

She disclosed that the local authority has devised a cluster plan starting with Waya and C-Gate of upgrading into planned settlement and advised the residents to visit the council to commence the process.
