President Lungu expected in Ndola to watch Zambia Cameroun game

President Edgar Lungu is tomorrow expected in Ndola to join other spectators at Levy Mwanawasa stadium and watch the Zambia National Soccer Team play against Cameroon in the final 2018 Russia World Cup qualifier match.

According to a tentative programme released by the office of acting provincial permanent secretary Joyce Nsamba, President Lungu is scheduled to arrive at Simon Mwansa Kapwepwe airport at about 09:30 hours.

Ms Nsamba said the Head of State will later in the afternoon proceed to Levy Mwanawasa stadium to watch the game between Zambia and Cameroon.

Zambia hosts Cameroun in a formality fixture of the final group match of the 2018 Russia World Cup.

Nigeria qualified from the group after beating Zambia last month by a lone goal.

President Lungu is expected to return to Lusaka soon after the game.

Lusaka High Court Judge allows a Lusaka woman to change her gender

The Lusaka High Court has granted a Lusaka woman an application in which she wanted to be allowed to be addressed as a man.

Judge Betty Majula-Mung’omba’s in her judgment has since ordered the Registrar General of Births and Deaths to change her birth records from female to male after medical tests proved she was in fact a man.

Hellen Sibanda of Lusaka had applied to the Court to change her gender as determined by medical experts and scientific evidence.

She was also granted her application to change to the male name of Rick Sindaba Nkuba and the court advised Hellen to file a deed pole by lodging documents and paying the prescribed fees in accordance with statutory instrument number 40 of 2014 of the births and deaths registration.

She argued that her parents and doctors were mistaken by her gender due to her phenotypically female features in terms of the external structure.

Medical tests showed that Hellen had testicles trapped underneath the stomach and what appeared externally as a vagina was in fact a blunt which was unconnected to any reproductive organ, whilst what she thought was a clitoris was in fact a micro penis which is capable of ejaculation.

The tests further revealed that Hellen had no ovaries or womb or other female reproductive organs.

“The applicant in this matter has for several years now labored under the belief that she is female. This is as a result of the fact that she was born with a defect known as disorder of sex development (DSD). As a result of this, all her records such as the birth record, certificates, driving license and educational certificates bear her as being that of a female,” read the judgment.

“Growing up in her community and indeed in her household, she was always treated as such female. In her later years, like every girl her age, she awaited the onset of puberty and the attendant consequences thereof.

To her disappointment, she experienced no such physiological developments. This left her and her parents wondering what was amiss, prompting her to seek medical assistance from Dr Brown Kamanga who advised her to undergo a blood test to determine the structure of her genetic makeup. She obliged and following the test, it was revealed to her that her genetic makeup is, what in biological terms referred to as 46XY chromosomes, signifying that she is a male.”

Judge Mung’omba also ordered the Examinations Council of Zambia and all schools which Hellen had attended to change her certificates to reflect that of a male.

Debutant Chilufya relishing Cameroon test

Midfielder Edward Chilufya says that greater things can only come for Chipolopolo if they slay the Indomitable Lions Cameroon in Saturday’s formality 2018 FIFA World Cup Group B qualifier.

The junior international star is set for his senior debut this weekend after missing the last three Chipolopolo games due to a visa hitch prior to turning 18-years-old in late October.

“We are taking this game seriously because we believe with a good result this weekend good things are coming our way despite being out of the qualifiers,”Chilfuya said.

Chilufya is set to be the latest 2017 U20 AFCON winning stars to be rolled-out by Wedson Nyirenda into the senior team joining Enoch Mwepu and Fashion Sakala over the last two months.

Patson Daka and Emmanuel Banda on the other hand have showed they have made greater strides following the duos recall thanks to their Under-20 exploits over the last twelve months.

Meanwhile, the match will be Zambia’s last scheduled engagement in 2017 and are desperate to end it on a high especially after losing 1-0 away to Nigeria in their penultimate Group B qualifier on October that ended their road to Moscow hopes.

Furthermore, Zambia have jumped 19 places on the FIFA Rankings since their September 3-1 home and 1-0 away wins over Algeria to sit at number 77 heading into this weekend’s date with the African champions.

A favourable result against Cameroon will see Zambia maintain its climb and cement an honourable runners-up finish in Group B.

Patriotic Front Secretary General Davies Mwila says President Edgar Lungu remains the party’s presidential candidate in the 2021 elections.

Mr Mwila has since dispelled media reports suggesting that President Lungu will not stand on the PF ticket during the 2021 general election.

President Lungu is quoted to have made a surprise announcement at the Zambia Association of Manufacturers’ meet the president seminar that he is only going to be in office until 2021, when his term of office comes to end.

But Mr. Mwila has told journalists in Lusaka that contrary to such reports, the PF presidential candidate remains President Lungu as ratified by the Central Committee.

He says President Lungu’s candidature is a non negotiable matter.

Earlier, Roan PF Member of Parliament Chishimba Kambwili commended President Edgar Lungu after he announced that he will only rule up up 2021.

During an address at the Zambia Assiciation of Manufacturers “Meet the President Dialogue” at Radisson Blu Hotel on Thursday, Presideng Lungu declared that he will only be in the office until 2021.

The declaration is hoped will put the rest a raging debate about President Lungu’s eligibility to stand.

Commenting on the development, Mr Kambwili said President Lungu should be commended for “coming to his senses”.

“Can all of those political leaders that were told by Davies Mwila to shelve their ambitions for 2021 please un-shelve them,” Mr Kambwili said.

“I would like to commend President Lungu for coming to his senses and not listening to his stooge of an SG or that media director who is a liability,” he said.

“This is as it should be, the people of Zambia well done for putting pressure and advising the president that this 3rd term stuff does not run well in our country. Now to all of those that have been singing and endorsing President Lungu for 2021 your selfishness has been exposed, your motives have been undone and you have been put to shame,” he said.

He added, “Busy in the forefront endorsing someone who is not eligible to stand and demonising those who are able to. Well the tables have certainly turned now we will see where those Lungu 2021 bootlickers will go.”

President Lungu stated that whoever will take over from him in 2021, should continue engaging the Manufactures.

“The economy knows no politics, whoever will be President will have to carry on with engaging you because you are not politicians, you are economic players and you will always be there. Government just makes it conducive for you to succeed,” said President Lungu.

“Together, we can achieve industrialisation with unity of purpose. We can transform Zambia into an industrialisation hub. So let us all rise to the occasion and ensure that industrialisation becomes a reality in our lifetime, or in my term of office. and by the way I am only going up to 2021.”

Ndola wife kills husband by stabbing

A 30-year-old man of Ndola has been killed by his wife after a domestic dispute.

Acting Police Spokesperson Danny Mwale says the deceased, identified as Francis Kabayi of house number 4093, New Mushili in Ndola was stabbed by his wife and sustained a deep cut on his left shoulder.

He says a knife is alleged to have been used in the act.

Mr. Mwake says the incident occurred on Thursday, November 9, 2017 at around 15:30 hours.

He says the body of the deceased is lying in Ndola Teaching Hospital Mortuary awaiting postmortem, while the suspect identified as Prisca Njimpi aged 24 is in police custody and will appear in court soon.

President Edgar Lungu says there can be no meaningful development without a strong military to promote peace and security.

And President Lungu has re-affirmed government’s commitment to continued investment in the defence force for protection of the country.

The President said this in Livingstone today when he commissioned the Zambia Air Force – ZAF – course 43 and 44 pass-out parade.

And President Lungu has challenged military personnel to utilise their ingenuity to help develop the country.

President Lungu says some of the most successful economies in the world have done so by harnessing the discipline and capable military human resource for economic development.

Inonge Wina comments on HH being name in the Paradise Papers

Vice President Inonge Wina has said that Zambians that judge for themselves on the moral stance of opposition United Party for National Development(UPND) leader Hakainde Hichilema, who was named in the Paradise Papers which reveal wealthy people stashing money in countries deemed tax havens.

Responding to a question in parliament today by Kaputa Member of Parliament Maxas Ng’onga who wanted to find out government’s stance on the matter where UPND Leader Hakainde Hichilema is named and linked to various companies abroad which have been buying shares in Zambian companies, the Vice President said that investing in offshore accounts is usually synonymous with illicit acts.

The Vice President noted that some opposition leaders have been under declaring their net worth leaving out assets abroad which are denying the country the much-needed tax.

And the Vice President has advised Roan MP Chishimba Kambwili to be conducting proper investigations instead of making allegations. This was after Mr. Kambwili asked about reports that Swaziland King Mswati who was recently in Zambia on a private visit had come to conclude a deal for the setting up of a fourth mobile service company.

Mrs. Wina said she is not aware of such a matter because King Mswati’s visit was meant to strengthen bilateral relations with Zambia and promote the tourism industry.

She however noted that the setting up of a mobile service company is vital for competition and that all investors are welcome.

Ministry of Health comments on the alleged purchase of 50 ambulances at the cost of $288, 000 each

The Ministry of Health has clarified that it is not procuring the much talked about ambulances at a cost of US$288, 000 each as claimed by some stakeholders.

Ministry of Health Spokesperson Dr. Maximillian Bweupe has told journalists that in fact the Ministry has not even finished paying for the said 50 units.

Dr. Bweupe has explained that in 2015, the ministry paid an initial 10 percent with a further 15% in 2016 , while the remaining 15 percent is yet to be settled.

He says the whole package will cost the ministry a total of US$11.5 million because the ambulances have advanced equipment as they are purpose built ambulances.

Dr. Bweupe says the procurement of the 50 ambulances was done in a transparent manner as the ZPPA was engaged before awarding the contract to Savenda Limited.

He has also clarified the units are not Toyota made as claimed in some sections of the media, but are Mercedes Benz.

Dr. Bweupe says because they are purpose built, there is an additional of US$4 million service charge.

The ministry of General Education says it has embarked on a countrywide validation programme on teachers countrywide.

Ministry of General Education Permanent Secretary (PS), Henry Tukombe says this is following the revelation of 500 unqualified teachers in the country who are on payroll.

ZANIS reports that Mr Tukombe was speaking at Kabwe Trust in Central Province when he officiated at the ongoing national teachers recruitment programme yesterday.

The validation programme will soon be done throughout the country to check on the validity documents of teachers, the Permanent Secretary said.

Meanwhile, Ministry of General Education Permanent Secretary (PS) Henry Tukombe says the government is concerned with the leaking of confidential information to the social media.

Mr Tukombe says the leaking of confidential information is a serious breach of the professional code of ethics and warned erring officers of stern action.

The Permanent Secretary raised the concern when he addressed Provincial Education Officers (PEOs), College Principals, members of the Teaching Service Commission (TSC) and the Teaching Council of Zambia (TCZ) among others at the ongoing national teachers recruitment programme at Kabwe Trust in Central Province yesterday.

Mr Tukombe advised the teacher recruitment team to uphold confidentiality and avoid leaking premature information to the public until the final compilation.

He said the 2017 teacher recruitment was aimed at bridging the gap in rural and remote parts of the emphasizing that only candidates meeting the criteria in the guidelines are selected.

The PS said the recruitment, placement and deployment of teachers in schools will mark a milestone in achieving the ministry’s intentions of ensuring that service delivery in hard to reach schools across the country.

Government invests $8 million to construct Dams

Bishop Eddy Chomba has revealed that Government has invested $8 million in the construction of 10 dams in six provinces from last year to date to boost irrigation and wildlife preservation.

Government through the Ministry of Water Development plans to construct 15 more dams at the cost of $15 million throughout the country.

Speaking in an interview Ministry of Water Development Permanent Secretary in charge of Water Supply Bishop Eddy CHOMBA said that so far 10 dams have been constructed in Southern, Luapula, Copperbelt, Western, North-Western and Eastern Provinces.

He further said that most of the dams constructed were in Southern province and the Ministry hoped that these dams would help beef up the Livestock sector in the province.

“Majority of the dams have been constructed in Southern province, to cater for the people that are into animal husbandry. There is need for the country to improve on livestock rearing so that the country can start exporting part of the beef,” Bishop Chomba said.

Bishop Chomba also explained that the dams that were being built were all demand-driven and meant specifically for dry parts of the country.

Bishop Chomba was pleased that the Government had constructed dams in almost every part of the country except for Lusaka province. He was however quick to point out that the province would also receive it’s fair share once the $50 million loan was cleared by the World Bank.

The Permanent Secretary also said that it was the Ministry’s plan to build 100 small and medium size dams dotted around the whole country.

“We need to construct more water storage space. Our plan is to build 100 small and medium size dams throughout the country by 2030,” he said.

Bishop Chomba emphasized the need to build these dams saying that they would also act as reservoirs for water harvesting purposes in times of drought to cater for power generation.

Bishop Chomba bemoaned the current situation were Zambia receives 160 billion cubic metres of water yet only retains about 60 billion cubic metres with the rest being lost into the Indian Ocean.

Two suspected ‘ Wizards ‘ arrested in Shibuyunji District

Police in Shibuyunji district in Lusaka province have arrested two suspected criminals for allegedly stealing goods from shops at Nampundwe Council Market using alleged witchcraft.

Both suspects are security guards at Nampundwe market.

The duo were arrested on Wednesday around 23:00 hours by the members of the market committee who were patrolling the market.

The suspects were later taken to Shibuyunji Police Station where they were formally arrested and detained for investigations.

And yesterday Shibuyunji police , with the market committee’s support, swung into action and recovered assorted goods worth thousands of Kwacha from the houses of the two suspects.

FAZ upholds Power ruling, Kitwe Utd and Kansanshi battle goes back to FAZ

Power Dynamos are breathing a huge sigh of relief after the FAZ Appeals Committee upheld an earlier ruling against Lusaka Dynamos’ use of an ineligible player against their opponents.

Dynamos fielded DR Congo-born player Tresor Kanyinda on April 9 in a match that ended 3-3 against Power in Lusaka and who had not been cleared through FIFA from his ex DRC club.

The FAZ Disciplinary Committee earlier found Dynamos guilty and awarded Power the 2-0 win and three points but the former appealed against the verdict that has dragged until November 9.

Power stay 6th despite the verdict on 54 points, two behind Lusaka Dynamos who drop one place to 5th on goal difference with number three team Nkana on the FAZ Super League table.

Zesco United, Zanaco and Green Buffaloes are 1st, 2nd and 3rd on 63, 61 and 60 points respectively with five matches left to play.

Elsewhere, FAZ has postponed the respective final round promotion decider fixtures involving Kitwe United and Kansanshi to resolve a player status dispute.

Kansanshi last week won a case against Indeni who fielded an ineligible player in a Division 1 Zone 2 game in May.

The judgement saw Kansanshi jump into 1st place displacing Kitwe United to 2nd position on 60 and 59 points respectively heading into this weekend’s final round deciders.

But Kitwe also contested that they had also filed a complaint against Indeni’s use of the same ineligible player but their case was never heard.

“As you are aware, a decision was made by the disciplinary committee on 28 October, 2017 wherein it was decided that Kansanshi Dynamos FC be awarded 3 points for the use of an illegible player by Indeni FC. You may also be aware that Kitwe United have since raised issue and made a complaint received by the association,” FAZ general secretary Ponga Liwewe said.

“In view of the need to ensure fair play and in the interest of justice, the final league matches between Kansanshi Dynamos FC and Ndola United, and Zesco Luapula and Kitwe United, have been postponed to allow for the matter to be heard and determined prior to the conclusion of the season to ensure that the promotion of either club is as a result of their performance on the pitch.”

My office was on the second floor of NAMBOARD in the huge Kwacha House on the Northern end of Cairo Road in Lusaka. I walked into the chikwepe, lift or elevator because it was opening as I walked through the front entrance. As soon as I walked in the 2 men already in the chikwepe seemed to continue an on-going conversation they must have started earlier before I entered the elevator.

“….Nambodi is very difficult” the man in a brown jacket and red tie said. “All these Bembas and Ngonis and Easterners are dominating.”
“…..Yes, the Tongas and Lozi have no chance of getting any of the top positions…” the other man responded. “I don’t know what one can do to be promoted…..”

The elevator stopped and I had to get off. The door closed again as the two continued to go up. I was stunned as I walked slowly along the long corridor toward my office while I digested with alarm what I had just heard. I could not walk immediately to the office where there was a pool of about 11office work mates in the Training Office of the Personnel Division. Instead I walked into the toilet to collect my thoughts. My life and events were moving very fast since I met the chipeshamano or chiphadzuwa; the luscious Linda Jitanda the Kaonde woman from Northwestern Province. Tribalism at NAMBOARD? Now I had to deal with so many things at the same time. After graduating from UNZA three months before, is this what real life was about?

The tribalism being rampart at NAMBOARD statement was not really a bomb shell to me. I was expecting it. Although I was momentarily stunned to hear tribalism being talked about openly, I had heard about it so much from older relatives, my parents, in the news, from President Kaunda political speeches, UNIP party officials often vowed to get rid of tribalism in virtually all public speeches, national and party policies. I had even written about tribalism in Zambia and newly independent countries in Africa in my Introduction to Political Science papers during my undergraduate degree at University of Zambia from 1972 to 1976.

As I was finishing my business in the toilet washing my hands, I decided there and then that I was determined to fight, fight, and fight to try to be with my beauty Linda Jitanda. I was not going to leave any stone unturned. I was going to start with my boss at the office. Then talk to Mr. Mbewe the Office Orderly. Next I was going to Kingstons Bookstore to do something special. Then I would try to talk to relatives and ask friends for advice.

As soon as I opened the door and walked into the large office, there was a loud uproar from every one of the eleven people.
“Ye-e-e-e-e-s Ba Tembo!!!! Mwabwerako !!!!” (You have come back!!)
“How was Mongu??”

“How was Western Province??” Hamoonga asked.
“I did not want to come back!!!” I replied. They all laughed as I shook everyone’s hand.
“Ba Tembo,” Mrs. Lungu interjected and I knew it was coming. “Did you bring Zambezi dry bream for everybody in the office?”
“No, because………” before I could finish everyone was protesting, feigning complaining and whining.
“No, Ba Tembo you should have carried 11 dry Zambezi bream fish in your bag for us,” said Mrs Lungu emphatically.
“No,” I protested. “Zambia Airways would not have allowed me to bring 11 fish in the plane. The plane is small. My bag would have been so heavy the plane would not have taken off from Mongu small airstrip.”
Everyone laughed.

“But Ba Tembo, you are funny,” Hamoonga said. “Ati the plane would not have been able to fly.”
“Bane (friends)” I said loudly. “Next time when I go to Mongu again I will arrange for the Zambezi bream dry fish to be sent by road to all employees in the Training Office at NAMBOARD here in Lusaka.”

“But Ba Tembo,” Mrs. Lungu held up the front page of Times of Zambia. “Don’t be as selfish as this man Joshua Nkomo. Imwe shuwa you couldn’t buy us fish! Look at this headline “Nkomo Rejects Peace Offers”. He keeps rejecting peace offers from Ian Smith, Bishop Abel Muzorewa, Mugabe. Even our President Kaunda has offered him a peace plan, he keeps rejecting. Look at his big stomach! Why can’t he accept peace so that all these ZeZulus in Marrapodi compound can go home to Zimbabwe. Bativuta!(They are troubling us.) Bayende chabe! (They should all go home).” Mrs. Zulu said as she motioned waving dismissively and flicking her palm away.

Everyone had a different opinion. The conversation was about liberation in Zimbabwe.
After everyone had commented on my trip to Western province and Zimbabwean liberation politics, the office settled down to work with everyone sitting at their desk. I immediately sat down at my desk looking at the Pending, In and Out trays which were already piled high and over flowing since I was out of the office for more than a week.

After quickly sifting through the piles of papers to sort out the most urgent work cases to attend to, I was to meet my boss Mrs. Robinson; a Zambian white woman in her mid-fifties. She was in the corner office cubicle. I was going to give her a brief oral report pending my more elaborate written comprehensive report with more figures and details about NAMBOARD in Western Province. This was something that I would not have done three weeks before; ask my boss some hard frank questions about my future at NAMBOARD. My life was now different. After falling deeply in love with Linda Jitanda, I was now going to follow the Tumbuka saying that my mother always used when as a child if I said I was too shy or afraid to ask my father or my teacher for something. My mother always said always ask: Kambeba kasoni kakfwila ku khululu.(A shy mouse died in the hole).
