Speaking to South African Broadcast (SABC News) earlier yesterday Mr Mwamba stated that Mr Hichilema raised concern after he made derogatory remarks against the Zambian Judiciary, the past elections and the rule of law when he was hosted by the South African Opposition leader of the Democratic Alliance Party – Mr Mmusi Maimane.
“We thought that this was not the picture of Zambia, it is an alien picture of Zambia. Zambia is a celebrated democratic state for the last 53 years, it is well known for its peace and stability. The last elections we held in August 2016 are no different from the other elections that we have held over the last 50 years.” Said Mr Mwamba.
Mr Mwamba, like many other people both in Zambia and Internationally, advised Mr Hichilema to accept that he lost the elections and move on.
“Mr Hichilema lost the election and the duty of a loser is to accept defeat and celebrate the winner move on and prepare for the next election.” He said.
He also made it clear that Zambia practices the rule of law and those who break the law are prosecuted before the courts of law regardless of their Political status or affiliation. He said any actions to the countrary would tarnish the image of the country – Zambia.
Further, Mr Mwamba clarified that the evidence against Mr Hichilema regarding the treason charge has not been tried because the Director of Public Prosecution – (DPP) dropped the case by a Nolle Prosequi – but that does not mean there was no evidence.
“So the evidence has not been delivered yet, we don’t know what the police had. But what I can state is that the Police had legitimate reason to charge and arrest him.” Mr Mwamba said.
THE ROAD map for the reconstruction of Kapalala market which got burnt down on August 30th, 2017 has been put in place.
Announcing the Development Copperbelt Province Permanent Secretary Elias Kamanga said the rebuilding of the Kapalala market will be supervised and headed by Honor The Vice President of Zambia Inonge Wina under the ‘Build Back Market’ campaign.
Mr. Kamanga who inspected the charred site and later addressed affected traders at Masala Secondary School told the marketeers that the registration process to capture the demographics of the victims would commence tomorrow.
Mr. Kamanga who was in the company of Ndola City Council Town Clerk Mr. Wisdom Bwalya, Ndola District Commissioner Geoffrey Chisulo, the Disaster Management and Mitigation Unit team as well as Ndola City Council planners said authorities were taking immediate action observing that President Edgar Chagwa Lungu wanted to have the new market reconstructed with immediate effect.
The demographic registration compilation has been structured to ensure that the previous traders are not pushed out of the new market by chancers or swindlers.
Additionally, the information captured will be used to know the losses incurred and pave way for compensations.
The new market is poised to be resilient as well as larger to capture a total of about 5000 traders owing to the increasing population of Zambia.
Flattening of the grounds for the reconstruction of the market has already begun and excavators are on site whilst fire tenders are still on site trying to cool the ground.
Meanwhile, Ndola City Council has identified Mushili grounds as the temporal resettlement for the traders.
The Council has advised traders who had started personal reconstructions at the Kapalala market to desist reconstructions using planks popularly known as ‘makopa’ noting that the place was currently inhabitable as it is disaster prone.
The Local Authority has also noted that they will like to put in place a modern facility taking into consideration risk management.
Ndola City Council Town Clerk Mr. Bwalya says a proposal to use fire resistant materials has also been proposed as well as other risk factors considered.
Mr. Bwalya has urged traders to temporarily use the relocated area which is being built by Zambia National Service and allow the professionals to reconstruct a proper resilient modern.

Kasama, September 04, 2017, ZANIS—Seven people have perished while thirty-seven others are admitted to Kasama General Hospital after being involved in a road traffic accident in Mungwi district in Northern Province.
Northern Province Permanent Secretary Jobbicks Kalumba confirmed the indent to ZANIS in Kasama, shortly after visiting the accident victims at Kasama general hospital today.
Dr. Kalumba said the accident happened last evening along the NSELUKA- KAYAMBI road in Mungwi district.
He explained that the victims met their fate after a light canter truck they were in lost control and overturned, with six of them dying on the spot.
The PS however said another victim also died upon arrival at Kasama general hospital.
Dr. Kalumba added that the deceased persons who were all females have since been deposited in Kasama general hospital mortuary awaiting postmodern and burial.
Meanwhile Dr. Kalumba has described the condition of the other accident victims currently admitted to Kasama general hospital as stable.
He has since thanked the health workers for their quick response and care.
Dr. Kalumba described the incident as unfortunate, adding that the victims, believed to be choir members of Saint Ann Catholic Church in Kasama district, were returning from a church function that took place in Mungwi district.
COMESA director for trade customs and monetary affairs Francis Mangeni
THE Common Market for Eastern and Southern Africa (COMESA) plans to engage the Food and Agriculture Organisation (FAO) and the Zambian government to discuss and look at ways to unlock barriers that restrict Kenya from exporting milk and milk products to Zambia due to a conflict over standards.
Zambia has rejected Kenya’s milk, saying it has a high level of bacteria that is beyond the country’s required standards, which allows total bacteria count (TBC) of 200 000 while Kenya follows the international benchmark of 1 million TBC.
COMESA director for trade customs and monetary affairs Francis Mangeni said experts from FAO the ministries of Commerce, Trade and Industry, and also Agriculture are expected to meet to sort out the issue.
Dr Mangeni told journalists on Friday during the fourth CCC regional sensitisation workshop for business reporters’on provisions and application on COMESA competition regulations and trade developments within the common market.
“It’s about time the issue was finally resolved as it has been on-going for the past 13 years.
“Out of 200 bilateral conflicts under the Free Trade Area agreement that COMESA has been handling, only four have not been resolved of which the Kenya and Zambia issue is among them. As COMESA, we plan to engage international experts to meet with the Zambian government to find possible ways to resolve the conflicts that blocked Kenya export milk and milk products to Zambia,” he said.
Dr Mangeni urged the Zambian government to request for a safeguard if the country wants to protect the local milk industry.
Under Article 61 of the COMESA Treaty, safeguard measures can be taken for domestic industries to protect them against international competition until they become mature and stable.
He said there is also need to extremely assess some of the bilateral agreements before putting them into effect, as they are a threat to local industries, thereby affecting revenue collection and job creation.
“If Zambia does not want to import milk and milk products from Kenya, the Zambian government is free to ask for a safeguard from COMESA to protect and limit the importation of the commodities to ensure that the local milk producers and suppliers are not suppressed,” Dr Mangeni said.
Zambia have an opportunity to move within three points of leaders Nigeria in Group B of the 2018 FIFA World Cup qualifiers if they beat Algeria away in Constantine on Tuesday night.
Bottom of Group B side Algeria (1 point from three games) will hosts 2nd placed Zambia in a 21h30 kickoff in a match both sides must win to stay in contention.

Napsa Stars have sent coach Tennant Chilumba on forced leave following a run of poor results.
Napsa have lost their last six league matches and prior to that collected three successive draws since they beat Kabwe Warriors 1-0 on July 15 at home in Lusaka.
Sunday’s 1-0 away loss at Green Buffaloes left Chilumba’s one-year, four month reign at Napsa looking very bleak.
“The Executive Committee of Napsa Stars Football Club has requested head coach Tenant Chilumba to proceed on a four-week leave with immediate effect,” Napsa media officer Gwen Chipasula said in a statement.
“Assistant coach Linos Makwaza will take charge of the team while the head coach is away.”
Napsa are currently 8th on 37 points, ten points behind the team that sealed Chilumba’s fate Buffaloes.
Chilumba joined Napsa in May, 2016 following his dismissal at Power Dynamos where he spent three season.

Vice President Mrs Inonge WinaActing President Inonge Wina says Government will this year start erecting communication towers in rural areas to ease communication for people living there.
Mrs. Wina says government is aware of the many challenges that people living in rural areas face to connect with their families residing in urban areas.
The Acting President says setting up of the towers will also give confidence to Teachers and Health workers working in remote areas.
Mrs. Wina said this when she called on Chief Chiundaponde of the BISA speaking people in the newly created Lavushimanda District.
And Chief Chiundaponde has thanked Government for the various development projects lined up to be implemented in his chiefdom.
He said he is happy that for the first time his chiefdom has received a Clinic.
The Traditional Leader has appealed to the Acting President to consider sending more health workers and teachers to improve the Health and Education Sectors.
The World Trade Center Los Angeles (WTCLA) and the Los Angeles County Economic Development Corporation (LAEDC) have pledged to help Zambian companies to explore markets in the United States of America.
WTCLA International Trade Manager Michael Smith says the LAEDC is determined to provide business assistance through market research to Zambian businesses wishing to locate or expand operations in Los Angeles County.
“The LAEDC stands ready to help Zambian companies build capacity to allow them to tap into the U.S market in sectors such as agriculture, manufacturing, construction, and technology skills transfer,” he said.
The Corporation is the largest County economy in the U.S. with the Gross Domestic Product (GDP) of over 640 billion United States Dollars.
To this end, the USA Firm based in the US of California State says it is planning to visit Zambia next year to explore areas of investment in the country.
He further urged the Embassy of Zambia in Washington D.C to avail WTCLA with detailed specifics of projects seeking investment in various sectors in order to position Zambia as a choice of investment destination.
WTCLA is an affiliate of the LAEDC and is Los Angeles County’s leading promoter and facilitator of global connections and inbound foreign direct investment.
Mr. Smith said this during a trade discussion meeting with Zambia’s Honorary Consul and Chief of Post in California Robert Sichinga Jnr, Embassy of Zambia in Washington D.C First Secretary Trade Charity Zulu and her Tourism counterpart Marsha Chipasha Holdway in Los Angeles.
And Mr. Sichinga also called on the LAEDC to identify companies in Los Angeles that will help Zambian companies add value to most of its products to increase on exports.
He observed that Los Angeles County is leading in sectors similar to those that Zambia has targeted as part of its growth of non-traditional exports and its Job Creation and Industrialization Strategy.
He further called for the expertise of the LAEDC to help package Zambia in a way that appeals to the Los Angeles based investor.
And Ms. Zulu said Zambia has launched the seventh national development plan that has outlined key areas of investment in the country.
“Zambia’s manufacturing sector has considerable investment potential, as the country is relatively well endowed with raw materials and as such value addition, as well as technology transfer, is key,” she added.
She further added that Zambia among other interventions is also exploring ways of the use of alternative and renewable energy to meet the country’s energy deficit.
Meanwhile, Mrs. Holdway also urged the (WTCLA) to help identify companies in the film and digital industry to partner with film makers in Zambia to raise the country’s tourism profile.
Minister of Finance Felix MutatiThe Zambian Government and the Western Water and Sewerage Company have signed a Forty-Two Point Two Million Dollars [US$42.2 million] ON-LENDING AND GRANT AGREEMENT, of which Thirty-Five Point Three Million Dollars [US$35.3 million] is a loan and Six Point Nine Million Dollars [US$6.9 million] a GRANT, for Water and Sanitation Programmes in MONGU, SESHEKE, SENANGA, AND KAOMA Districts of Zambia’s Western Province.
The Integrated Small Towns Water Supply and Sanitation Program, under which the agreement has been signed, aims to increase sustainable access to quality water supply and sanitation services in the four districts, by efficiently managing and operating the utilities on commercial basis.
The agreement was signed in Lusaka by MINISTER OF FINANCE FELIX MUTATI and WESTERN WATER AND SEWERAGE COMPANY MANAGING DIRECTOR Mr. WAMUWI CHANGANI.
Commenting on the agreement, Mr. Mutati affirmed that the government, under the leadership of President Edgar Chagwa Lungu, is keen to resolve the water and sanitation challenges faced by citizens and residents in towns which are currently experiencing rapid growth in order to speed up the country-wide economic transformation, industrialization, growth, and job-creation agenda.
Concerning the water and sanitation challenges in the targeted districts of Western Province, “the infrastructure will be rehabilitated and expanded to facilitate human consumption, create a favorable environment for economic stabilisation, and grow industries and other economic sector related ventures in the target areas,” stated the Minister.
Mr. Mutati further clarified that “the agreement will enable construction and rehabilitation of climate resilience water and sanitation infrastructure, including expansion into peri-urban and low-cost settlements,” adding that the programme “will also build the capacity of water utilities, regulators, and train communities involved in the program including creating economic opportunities for women and youth.”
“The intervention in the four provinces will also result in up to ONE MILLION residents in the targeted towns gaining better health from increased access to safe and reliable drinking water and improved sanitation services,” assured the Minister.
The principal loan was obtained by the Government from the AFRICAN DEVELOPMENT BANK. Director of Public Prosecution Fulata Lillian Shawa Siyuni
The Director of Public Prosecution has entered a nolle prosequi in the case involving UPND President Hakainde Hichilema’s Deputy Press Secretary Brian Mwiinga and 9 others.
And Magistrate Fides Hamaundu has since discontinued the matter in which the 10 were arrested for allegedly obstructing the police from arresting the UPND president on 10th April, 2017.
The matter which was due to commence for trial this morning could not do so following fresh instructions in accordance with section 81 of the CPC.
Magistrate Faidess Hamaundu has since discontinued the matter and has set the accused free.
But Magistrate Fides Hamaundu has directed that the accused be given back all their items which police confiscated from them during the arrest at Mr Hichilema’s residence.
She directed that if state police will not do so, the accused must begin criminal proceedings against individual officers.
Brian Mwiinga, William Banda, Gilbert Liswaniso, Dean Mweetwa, Jed Kaliminwa, David Mwanza, John Zulu, Rashid Masumba, John Lungu, and Michael Tembo were arrested have all been set free.
Ntimbwe Mpamba is an HIV/AIDS activist who has lived with the virus for 34 years. He was born with HIV but was only diagnosed in 2005. (Read more Ntimbwe’s story HERE). He publicly disclosed his status in 2010.
“I first disclosed my status publicly whilst I was attending a group session which had more 100 attendants. I was asked to set the record straight of “Always being the ever happy and joyful young man”. Standing in front of 100+people with all eyes and ears on me was scary because I felt like a thief standing on trial for a crime.
After learning more about the HIV virus and how it works, I got to understand the value of one day and what it meant to live a life on borrowed time. My eyes, mind, body and soul had to learn how to utilize each day as though it was the last day on earth. That has opened my life to a point where I always enjoy sharing my HIV remarkable story wherever and whenever I get the opportunity to do so.”
What made you want to become an AIDS activist?
“ From the time I was diagnosed in 2005 having to go through challenges and hurdles that were so severe that nearly took to the grave, made realize that my reason for being alive was bigger than myself. When I sat and thought hard about how and why I was still alive, it made me want to stand up for those that needed a leader or a soldier who would tell the story of hope and assurance because he was living proof of the story that he got to tell and is telling even until today. The message I forever spread is that the HIV Virus is not a death sentence and is manageable because I am living of that and still going at 34 years and still as healthy as an OX”
Zambia recently introduced mandatory HIV testing in all health centers in response to Government’s aim of ending HIV by 2030. President Lungu made the landmark announcement at the inaugural HIV Testing Counseling and Treatment Day commemoration under the theme “Test and Treat: Towards Ending AIDS”
“Honestly, I was excited on the move done by the Zambian Government. I am 100% behind the idea. Someone once told me that “what I didn’t know wouldn’t kill me”. After finding out that I was born with HIV, it made me understand that what you do not know WILL indeed kill you! Knowing your status is not crime and living with HIV is not a jail sentence. Here I am at 34 years approaching 35 and believe me I am living a great life. Zambia has managed to curb the malaria through mandatory testing so why not HIV?”

Stigmatization of people living with HIV is still a big problem in Zambia, which prevents people from sharing their HIV status with their partners.
“Stigma is something that I cannot shy away from, I went through it first hand and the only way I had to rise above it was to understand the fact I had to stand up and accept my status and believe that I had a reason to live. I understood that I would have to deal with the HIV virus on a daily-basis and stigma would become something irrelevant knowing that that I had bigger things to deal with than receiving negative vibes from those who saw my HIV status as taboo or a death sentence.”
Ntimbwe was asked what he sees as crucial to overcoming HIV/AIDS in the future and if it possible to get to zero new infections in Africa?
“There are millions of people living with HIV and most of them lack the proper knowledge of HIV and the treatment, thus, tend to live with the DDS Syndrome (DISCLOSURE, DENIAL and STIGMA syndrome) which affects the majority of those living with HIV.
Those living with HIV in whichever sector of life should realize that being HIV positive doesn’t end or begin with them but they are a generation that has to create better life for the upcoming generation. The ARV’s only responds to the HIV and have no ties with the immune system. Healthy food, exercise and positive attitude towards life are what build the immune system. An auditor for the Auditor General’s office was murdered in cold blood in a village outside Kalomo on Saturday night. The Late Mapalo Chanda was 27 years old. He had travelled for business in Kalomo on Friday.His body was found dumped in a pit latrine.
His elder brothers Honorable Dr.Jonas Chanda,Bwana Mukuba Constituency MP and Mr.Sunday Chanda, PF media director made the announcement on social media. The police have since arrested a suspect Talent Munkombwe.

MMD Die Hard Youths Coordinator Gerald Chiluba has advised the PF to stop arm twisting the Republican President Edgar Lungu with their demands to have Finance Minister Felix Mutati dropped.
Mr Chiluba who was speaking when featured on MUVI TV’s breakfast show said the President has been on record telling the nation that PF is working with MMD hence the demands by the PF would only make the President contradict himself.
He said PF Secretary General Davies Mwila should not have used such strong language but instead should havel engaged his counter part from MMD.
“As MMD Die Hard Youth wing we want to urge our alliance partners to stop arm twisting President Edgar Lungu as there is no concrete reason to protest against Hon. Felix Mutati.
“There was no need for the PF Secretary General to use such strong language when he could easily have engaged his counter part from our party especially that the president has on several occasions mentioned that the MMD are in a working relationship with the PF.
“Just recently in Mansa there was a defection ceremony led by the deputy Secretary General of PF where 70 people defected to PF and among them were members from the MMD. As MMD we did not say anything but when it is vice versa people decide to talk which is unfair,” he said.
He further called on the PF not feel threatened by the fact that MMD is mobilising itself but instead concentrate on their mobilisation.
“Our alliance partners should never feel threatened by the fact that the MMD is mobilising itself neither should MMD feel the same because every political party as the moral obligation to mobilise and install competent structures that will help the party to thrive and this is simply what MMD is doing.
“We also want to take this opportunity to appeal to His Excellence the President of the republic of Zambia to intervene in this misunderstanding and categorically explain the spirit of the alliance between the two parties so as to sustainably settle the dust,” he said.
Chilanga UPND member of parliament Keith Mukata and his co accused Charmaine Musonda have pleaded not guilty to a charge of murder.
Mr Mukata and Ms. Musonda are accused of murdering a security guard, Namakambwa Kwenda, on May 6, 2017.
When the matter came up today, the duo denied the charge before High Court judge Susan Wanjelani.
The case has since been adjourned to September 7 and 8 for trial.
Allegations in this matter are that the duo killed Mr. Kwenda at Mr. Mukata’ s law firm, AKM legal practitioners in Lusaka’s Rhodes Park area Alex Masala close.
Mr. Kwenda 63, who was working for Men in Black security company was stationed at the law firm.
The duo is being represented by Lawyers Eric Silwamba, Lubinda Linyama and Willis Muhanga while a Mrs Mwanza is appearing on behalf of the people.
