STATE House has advised civil society organisations calling for the revocation of a threatened state of public emergency under Article 31 of the Constitution against trivialising matters of national security.

Special assistant to the President for press and public relations Amos Chanda says the invocation of Article 31 should not be politicised because it was done to protect life and property.

He said this on Monday night in reaction to an appeal by a consortium of civil society organisations for Government to consider revoking the threatened state of public emergency.

“The petition [for the revocation of Article 31] is obviously misplaced. The decisions on national security are evaluated on the basis of what the President thinks is suitable for protection of civil liberties and life and property,” Mr Chanda said.

He said President Lungu’s decision to invoke Article 31 of the Constitution was done to protect life and property and not to harass citizens.

“Who is complaining that security services have been able to stop politically motivated acts of arson that were rampant? No law-abiding citizen today has been arrested or imprisoned because of the invocation of Article 31,” Mr Chanda said.

He said President Lungu will only revoke the threatend state of public emergency at an appropriate time.

“The President will revoke Article 31 when it has run its course. If Parliament does not vote for its extension, then it will stand revoked,” he said.

Mr Chanda said President Lungu is daily assessing the country’s security situation through law enforcement agencies.

And Mr Chanda dismissed United Party for National Development president Hakainde Hichilema’s claims that President Lungu was using State institutions to intimidate political opponents.

“Mr Hichilema was arrested by the police, so that’s a debate he can have with them,” he said.

The 2017 Barclays Cup kicks off on Wednesday with a double-header of pre-quarterfinals involving Division One teams at Nkoloma Stadium in Lusaka.

Debutantes Kitwe United and New Monze Swallows will get the tournament underway when they clash in the 13h00 kick off match.

National Assembly faces Kabwe Youth Soccer Academy at 15h00 to complete the Nkoloma double-header.

Winners between Monze Swallows and Kitwe United will play Zesco United in the quarter finals while victors between National Assembly and Kabwe Academy will compete against Lusaka Dynamos.

In the other quarterfinals, Zanaco will face Power Dynamos with Napsa Stars confronting Green Buffaloes.

The quarterfinals will be played on September 23rd and 24th.

Zambia creep up on Nigeria

Zambia moved within ear- shot of Group B leaders Nigeria on Tuesday after a stunning 1-0 away win over Algeria in Constantine in a 2018 FIFA World Cup Group B qualifier.

The win was historic in every sense of the word that saw Zambia collet its first away victory in Algeria from three previous visits there in exactly 40 years.

Furthermore,the result saw Zambia extend its unbeaten run under Wedson Nyirenda as he marks his first year in charge this month to seven games with just one draw since losing 3-1 to Zimbabwe on July 9.

Patson Daka Scored the decisive goal in the 65th minute to end Algeria’s interest in the qualifiers.

However,the star of the show on the night was Zambia captain goalkeeper Kennedy Mweene who made critical decisive saves in the 90 minutes in a match they missed Brian Mwila who scored a brace in 3-1 first leg win but missed the away match due to injury.

Mweene initially saved Riyad Mahrez’s 16th minute penalty after Youceff Atal went down easily in the box.

The Zambia captain later kept out sure chances from Faouzi Ghoulam,Yacine Brahimi and Salhi Abdulkadir in the 56th,59th and 62nd minutes respectively.

That Algerian flurry came after Augustine Mulenga failed to punish Algeria the 52nd minute when he chose power over common sense from point-blank-range with only goalkeeper Salhi Kadir to beat after he fired his shot high and over.

Zambia have an opportunity to move within three points of leaders Nigeria in Group B of the 2018 FIFA World Cup qualifiers if they beat Algeria away in Constantine on Tuesday night.

Bottom of Group B side Algeria (1 point from three games) will hosts 2nd placed Zambia in a 21h30 kickoff in a match both sides must win to stay in contention.

THE ministry of health has said that over 65 000 boys and men countrywide have been circumcised in its on going August/September Voluntary Medical Male Circumcision (VMMC) campaign started early last month.

The campaign which was launched in Lusaka towards the end of July was aimed at circumcising over 160 000 boys and men within the period of two months.

Ministry of health Permanent Secretary Kennedy Malama said in an interview Lusaka yesterday that the latest statistics shown that since August 1 this year over 65 000 people were captured.

Dr. Malama pointed out the number was impressive, adding that by the end of exercise the ministry would be able to meet its target.

He said the ministry had chosen August and September because it was the period that school boys were on recess.

”I can confirm that so far the we have managed to circumcise about 65 000 boys in this campaign of August and September.

”Statistics are that Copperbelt and Lusaka provinces are topping and this is because, these are the regions that have higher population, compared to others,” he said.

Dr Malama further disclosed that the ministry had since distributed more logistics and other supplies to all districts to ensure that they could step up the campaign before it comes to an end on September 30.

”As the ministry we are working hard in support all districts and provinces to ensure that they step up the campaigns. for example a few days ago the ministry had helped all districts with logistics to ensure continue the campaign,” Dr Malama said.

He also called on district heads to work closely with all various stakeholders for them to have that campaign a success.

UNIP slams Minor Group Hotels for retrenching over 25 employees

The United Independence Party (UNIP) in Southern province has slammed Minor Group Hotels Zambia, a company managing Avani Victoria Falls and Royal Livingstone hotels for retrenching over 25 employees from both hotels in Livingstone.

On Friday last week, the hotel owners handed retrenchment letters to 26 employees citing loss of business.

Minor Hotels Group Zambia commercial manager Robert Cohen defended the retrenchments, claiming the decision arose from economic challenges.

UNIP provincial chairman Robert Mukengami has since demanded that the affected employees be called back for work with immediate effect.

In an interview yesterday, Mr Mukengami said the laying off of workers at one of the biggest hotels in the country was going to negatively affect the growth if tourism in the country.

He said the reasons put across by the hotel owners citing economic challenges were baseless claiming that the two hotels were recording huge profit margins from the time they took over from Sun International.

He warned the hotel owners against bringing politics into the running of the hotels and subjecting innocent souls to poverty.

“Minor hotels are major employers, employing over 600 workers and any job cut by a major employer is a blow to the lives of many families in Livingstone. As a party, we demand that the workers are recalled back for work and a better solution found.

“If they want to fire people, they should fire all the so called expatriates whom they have brought into the country doing jobs meant for Zambians, ”Mr Mukengami said.

Mr Mukengami also slammed the Livingstone Tourism Association (LTA) and the Hotel Catering, Tourism and Allied Workers Union of Zambia (HCTAWUZ) for failing to stand up against what he termed as acts of injustice in the hospitality and tourism sector.

The provincial chairman called on the Minister of Labour and Social Security Joyce Simukoko together with her counterpart from the Ministry of Tourism and Arts Charles Banda to urgently arrest the situation before more jobs are lost.

“We appeal to the two ministers to urgently intervene in this matter before the situation deteriorates further because it seems those tasked to represent the workers in the hospitality industry have lamentably failed,” he said.

President Edgar Lungu has said that the Patriotic Front administration is committed to equipping the defence forces with modern equipment to enable them address new security challenges.

President Lungu said that the need for modern defence systems cannot be overemphasized in view of Zambia’s growing economy coupled with huge investments from local and foreign investors.

The Head of State was speaking when he officially opened the L 15 Simulator Training Centre at the Zambia Airforce – ZAF- in Lusaka. President Lungu launched the effective, safe and yet realistic training methods on highly computerized and technologically advanced L-15 fighter ground attack aircraft.

President Lungu commended China National Aero Technology Import and Export Corporation – CATIC for facilitating the state of the art technology.

He hailed the Chinese firm for being a committed partner to Government in modernising the security and defence wings.

President Lungu said the acquisition of the smart technology and assets which guarantee operational capability without compromising standards, is in line with the Zambia air force’s vision of creating “a lean, well equipped, well trained, professional and efficient tactical air force, capable of responding to the air power needs of the 21st century Zambia.”

“It is gratifying to note that systems in the simulator centre are capable of monitoring the aircraft from the ground and making it possible for ground crew to easily detect faults and rectify them,” President Lungu said.

“I also note that training can be done on the ground without taking to the air, hence saving on fuel.”

President Lungu noted that the world was becoming more technologically advanced bringing with it new security risks.

“With Zambia’s growing economy coupled with huge investments from local and foreign investors, the need for modern defence systems cannot be overemphasised,”

And ZAF Commander, Eric Chimese said opening of the Simulator Training Centre redefines and opens a new chapter in flying training of fighter pilots in the Airforce.

Lieutenant General Chimese explained that computer based ground training systems in Aviation have played a major role in building pilots’ skills and confidence by providing cost effective ways of training.

Meanwhile, CATIC Regional President, Li Houding said the L 15 Simulator Training Centre is the most advanced in Africa and will enable ZAF build up a cohort of well-trained pilots.

SOTAMBE Documentary Film and Arts Festival is back again !

SOTAMBE Documentary Film and Arts Festival (SOTAMBE DFAF) is an event held annually in the month of September with the main aim to educate and raise awareness on social issues through film and arts.

SOTAMBE Documentary Film and Arts Festival conducts several activities throughout each year, always in accordance with the theme of the festival. Examples of such programmes include the celebration of the International Day of Albinism in 2016, Filmmaking Workshops in 2015 and 2016, Art workshop for Children in 2016, Art Exhibitions and the more intensive workshops such as the 4 Days Filmmaking Boot Camp in April 2017.

SOTAMBE DFAF powered by MultiChoice is the 4th installment of the festival and it will be held in the period 26th – 30th September 2017 at the Kitwe Little Theatre under the theme “The Future Belongs to Us”. The theme highlights the involvement of young people in the development of the country, their active participation in decision making and the interest of youths in current affairs.

“We are very grateful to MultiChoice for partnering with us, as we share a common goal that is to contribute to the growth of the film industry in Zambia,” said Daniel Mwale, SOTAMBE DFAF Director.

Apart from the screenings and panel discussions, which are core to the festival, SOTAMBE DFAF offers great educational, skills training and entertaining additional programmes such as Art workshop for children (26 August 2017), a tree planting exercise at various schools (2 September 2017), “Business of Filmmaking in Zambia” – an entrepreneurship conference at Nkana Golf Club (29 September 2017) and an Outdoor Screening: The Best of 2016 held at the Mukuba Mall in the period 14 – 16 September 2017.

SOTAMBE DFAF is a community event that serves as a platform to promote social awareness and change and also provides educational themes through film and arts. It is therefore free of charge. United Party for National Development (UPND) spokesperson Charles Kakoma has vowed that neither Hakainde Hichilema nor the party will apologise for speaking against Zambia in South Africa.

Many prominent opposition and civic leaders have condemned Mr Hichilema’s scathing attacks on the country at a press briefing in South Africa last week.

Most have described his attacks as a betrayal of his homeland and the people that he seeks to lead.

Among them, is former UPND vice-president for politics, Dr Canisius Banda who described Mr Hichilema’s actions as that of an enemy of the people.

Mr Kakoma said there was no reason why Mr Hichilema should be demonised or apologise for merely speaking the truth because his members of Parliament were suspended and there was a breakdown in the rule of law.

In an interview with the Daily Nation, Mr Kakoma said everything that Mr Hichilema said in South Africa was true, hence there was no need to apologise.

“There is nothing that HH said in South Africa that is not happening in Zambia. There is a breakdown in the rule of law and that is a fact.

“We have had situations where even if the court issues an order, the State disobeys that court order. You know that in Lusaka here, we had a court order that we go ahead with a rally in Kanyama and the police went ahead to surround the place, is that not a breakdown in the rule of law?” Mr Kakoma asked.

He said the UPND had a court order that HH be kept at Lusaka Central Correctional Facility and the police disobeyed and took him to Mukobeko Maximum Correctional Facility.

“So, if he says there is a breakdown in the rule of law what is not factual about that? Why should he apologise for stating the truth?” he said.

Mr Kakoma, who also defended Mr Hichilema’s claims that the Zambian Parliament was shutdown, said Parliament could only function properly when all members of Parliament were free to participate in its affairs.

“You are aware that 47 members of the UPND were suspended from Parliament and as a party, we could not have effective representation.

“So, when he complains about the legislature, he is basically saying there is something wrong in the way we are conducting affairs at Parliament. Malema’s political party walked out during Zuma’s question time in Parliament but they were not suspended,” Mr Kakoma said.

He said walking out of Parliament was not an offence warranting suspension as it was a Commonwealth practice.

“Hakainde Hichilema has a right to complain about how his MPs were treated, so we see no reason why he should be demonised or made to apologise for merely speaking the truth because his MPs were suspended,” he said.

Meanwhile, Mr Kakoma said there was nothing wrong for Mr Hichilema to have gone to foreigners because it was a global village.

He said Mr Hichilema had been complaining locally about issues in Zambia and that people had been calling for dialogue but it only took foreigners to start a process of dialogue.

Mr Kakoma wondered why it could be seen to be wrong to complain to foreigners when they were the ones who facilitated the process to start dialogue.

He said foreigners were part of Zambia as they had an interest of ensuring that there was democracy in Zambia and that human rights were respected.

Governance Elections, Advocacy Research Services (GEARS) Initiative Zambia says it is concerned with the recently organised protests by some patriotic Front cadres and party structures demanding for the dismissal or resignation of Minister of Finance, Mr. Felix Mutati.

McDonald Chipenzi who is Executive Director of GEARS Initiative said his organisation is of the view that the stage-managed protests are very unfortunate, retrogressive and unproductive.

The former FODEP Executive Director was quick to note that the protests are seemingly being done with the blessings of the top ruling party leadership.

“We find the allegations, that Mr. Mutati who is leading another faction of the Movement for Multiparty Democracy (MMD) has been mobilising membership for his party using his government portfolio, can be best described as baseless and against the spirit and letter of interparty co-existence and tolerance and against their political working relationship fostered into during the 2016 General Elections.

“Surprisingly, there has been some deliberate silence from the top leadership of the ruling party, in the likes of the Party President, Vice-President and the National Chairperson, who could probably be very privy to the signed Memorandum of partnership with Mr. Mutati and his group and its terms which the protesting cadres and structures may not be in the know,”

He said the ignorance of the hired cadres was a danger to the partnership of the two parties.

“Not knowing the contents of the political partnership entered into between Mr. Mutati and the PF, it would be wrong to expect that Mr. Mutati surrendered his political rights to the PF.

“GEARS Initiative feels that the calls by some PF structures should not have been entertained by the PF top leadership because it is an act of dishonest and betrayal and consequently might have a far-reaching negative consequences to the formation of credible and trusted future political alliances and partnership in the country and further have national ramifications economically, “he said.

He urged the look at what the positive contribution since his appointment as opposed to politicking.

“Before asking for his resignation or dismissal, PF should have reflected on the positive performances of Mr. Mutati as Finance Minister. Based on the stabilisation of the national economy since Mr. Mutati was appointed finance minister and from a layman’s viewpoint, Mr. Mutati is trying to make the country’s economic performance display signs of recovery and would be erroneously wrong to dismiss him now.

“Reflectively, at the time Mr. Mutati was appointed minister, there existed slow economic expansion, skyrocketing inflation rate at 21% with the national budget deficit at 10%. This was coupled by poor international credit ratings and a weakened Kwacha.

“However, Mr. Mutati seems to have reversed the economic downturn as can be seen by reduced inflation rates to a single digit, stabilised Kwacha, improved credit ratings, retention of investor confidence and projected positive economic outlook among other positives.,” he said.

He adds “in this regard, it will be against the interest of the common and greater good of the Zambian populace for PF top leadership to entertain political hooliganism, bullying and harassment of Mr. Mutati. President Edgar Chagwa Lungu has a political and national duty to exercise transparent and accountable leadership towards his alliance partners and to the nation than displaying pretentious attitude towards the goings-on.

“GEARS Initiative finds it politically unfair for President Lungu, as a result of pressure from his party cadres and structures, to decide to recall Mr. Mutati or make him resign, instead, President Lungu must be firm and tell off the bullies within his party that he cherishes national interest as opposed to sectional, party and personal interests.”

We are writing this mail with pain in our hearts at how qualified Zambian intellects, qualified and experienced Zambians are being abused and undermined by unqualified and underqualified job seekers in the name of expatriates at the mining giant FQMO-Mining Division in solwezi and Kalumbila.

What buffles us is to know that credible but ineffective institutions like the Enginneering institute of Zambia issues out certificates and they can see that nothing qualifies this person to be an expatriate but these are unleashed onto the majority qualifed Zambians to be their HODs, HOS and supervisors and they go home with not less than K75,000 while the Zambians working and doing the donkey works go home with less than K6,800. Where is the Justice? We have the evidence to prove all this.

This is typical of major characterictics of racism. Boers from South Africa are major culprits at this mine. They have formed strong cartels and are working in connection with some disgruntled immigration officials and some few corrupt Zamiba employees at the same mine to flaut immigration laws at the peril of our fellow citizens.

How can one be renewing his/her permit for 10,8,6,5,4years continuously without any hustle when their permit is only less than 2yrs? How do you allow operators of dozers,Graders and excavators for 8years as expatriates when we have plenty Zambian operators. Don’t be fooled that some are marrying our women because when these guys are fired because they fall out of grace from their cartels, they leave our women behind looking lost. They even lie that they are coming as investors and are given investor pemits but are just job seekers.These guys know nothing at all when they come on site, our guys on the ground teach them what they know today yet are never promoted. The cartels use these same so called experts to identify the most promising and vocal ones and are sorted out, frustrated in every angle and eventually give up, resign or are fired based on trumped up charges.

Our people are suffering in their on country. Almost every department is 100% headed by these dumb experts, stores/commercial, crushers,washbay, enginnering, production, maintenance, optimisation,roads department, processing, instrumentation, IT and Human resource, Yes Human resource!

When government officials come to the mines, they put up fake structures using Zambians and they even lie in the face of our president of fake positions and the president goes back smiling. ohh! we are so hurt! When Zambians request for departmental transfer for growth, these powerful cartels relegate them to lower position and places of work such as the wash bay just to frustrate them.
Get hold of Unoins officials, interview miners themselves and you will get the truth on the ground. Don’t go to the country manager or the public relations manager for information, they are sold out big time. In The Kitchen with Kanta: Ultimate BLT Sandwich

A BLT is a classic sandwich filled with Bacon, Lettuce and Tomato. It is simple, yet effective; perfect for any occasion and any time of the day, particularly lunch. It is filling and absolutely delicious. So the next time you are packing lunch for the kids, surprise them with this sandwich, which packs a lot of flavour and is sure to leave them wanting more. To jazz it up a bit you can add a fried egg, or chicken, and try it with an extra layer of mayonnaise.

Serves: 4

Ingredients

  • 6 garlic cloves, peeled
  • 12 slices thick-cut bacon
  • 1 medium avocado
  • 50g mayonnaise
  • 2 tsps coarsely ground black pepper
  • 8 slices of bread (white or brown)
  • 1 large lettuce, leaves peeled and cut in half
  • 2 medium  tomatoes, sliced
  • 125g Cheddar cheese

Method

Place the garlic in a microwaveable baking tray and top it with six slices of the bacon. Cover them with grease proof paper, or cling film and microwave for 5 minutes. Carefully remove the bacon from the microwave and separate the bacon. Cover the bacon again, and microwave for another 2-3 minutes or until the bacon is crispy.

Transfer the bacon and garlic to a plate lined with paper towel, to allow the oil to drain. Repeat the entire process with the remaining bacon. Alternatively you can cook the bacon in the grill until it is crispy.

Finely chop the garlic; peel and remove the pit from the avocado. Combine garlic, avocado, mayonnaise and black pepper in a small mixing bowl and mix well.

Toast the bread slightly and assemble the sandwiches; cut the bacon in half, spread the avocado mixture evenly over the bread slices; top them with bacon, lettuce, tomato slices, cheese and the remaining bread.

Serving

Serve with a side of fries and or coleslaw. Enjoy!!

President Lungu at Swaziland’s Umhlanga Reed Dance in Pictures

President Edgar Lungu and his entourage were guest of King Mswati at The Umhlanga Reed Dance is a traditional dance and ceremony this year.

The ceromony is where up to 40 000 Swazi maidens gather and dance for the Queen Mother. This Swazi cultural event is performed as a tribute to the Royal Family and dates back centuries in time.

Taking place over a week, normally the last in August, it is largely private, however its final two public days (normally a Sunday and Monday) are a spectacle that is unrivalled in Africa today.

Thousands upon thousands of maidens dress up in brightly coloured attire and sing, dance together as they deliver the reed or umlanga to the Royal Residence. The ceremony of is used as an opportunity of bonding with girls of similar ages from across the country.
