Minister of Agriculture Dora Siliya has said that “the maize and mealie meal ban still stands until the Country is food secure.”

Ms Siliya was responding to a delegation from the Democratic Republic of Congo (DRC) led by Minister of Agriculture also Acting Minister of Fisheries and Livestock Mr Jean-Marie Bulambo Kilosho who is in the Country to have talks with government on various issues surrounding the Two countries especially people living near the boarder area.

She said the country stores about a million metric tonnes in it’s reserves to sustain the country but that the country has less and given the prevailing challenges of Army Worms and Red locusts attacking most Maize fields in the country, Government has to make sure enough is stored as this year’s harvest might be affected.

Ms Siliya explained that as a country, it was necessary to place an embargo on the export of maize and mealie meal as government has to ensure the country is food secure.

“Yes we applaud the Zambian business community and as government, we can not suppress them as they contribute to the country’s economic growth but were we stand, we understand that the country has about 700,000 – 800,000 metric tonnes of maize but most of it is seating with the private entity who are also responsible for supplying the commodity to the Zambian people. And if the ban is lifted, the Zambian people will feel the pressure as the commodity will become expensive and not enough will be reserved,” Ms Siliya said.

The Minister further said that as the Ministry of Agriculture, there is need to consult the Head of State if the export of the requested 20,000 metric tonnes of the commodity should be exported as this can only be done in a government to government request.

In the Zambian delegation was Presidential Affairs Minister Hon Freedom Sikazwe, Livestock Minister Hon Micheal Katamba, Zambia National Service (ZNS) Deputy Commandant Major General Alick Kamiji, Permanent Secretaries from Ministry of Agriculture and Livestock and other government officials.

Speaking earlier Mr Kilosho said his delegation was hoping that the meeting will bring about solutions to combat the challenges and also strengthen the relationship between the two Countries.

Mr Kilosho who gave a brief history of Zambia and the Democratic Republic of Congo and alluded that the DRC would like to see this relationship grow stronger.

Meanwhile Mr Kilosho said the main reason of the visit was to address the Maize and Mealie Meal embargo that has been placed making it difficulty for Congo to access food from Zambia.

The Congolese Minister requested the Zambian government to allow 20,000 metric tonnes of maize be exported as it was a signed Agreement between a local supplier from Zambia and the Congolese government and further requested an extra 30,000 metric tonnes export of the commodity to Congo.

The duo were speaking at a press briefing held at the Vice President’s Disaster Management and Mitigation Unit (DMMU), Mr Kilosha also said the government of Congo is hoping that the deliberations will bring about coorperation between the two governments especially from the Zambian side to allow Maize and Mealie Meal be exported to the Congo.

The Zambian government says it will not reverse its decision to award 60% shares of the national broadcaster, ZNBC to Chinese digital television provider TopStar despite a huge public outcry.
ZNBC has entered into a joint venture with TopStar television which will see the rolling out of decoders for digital television under the TopStar brand as Zambia migrates to digital television.
According to the deal for the next 25 years, TopStar will be collecting all ZNBC advertising revenues and tower rental fees.

The money will go towards the servicing of a US$273 million loan that the Zambian government has contracted from the Export-Import Bank of China for the investment in the digital broadcasting network and the building of provincial studios.

However, the decision has resulted in a public backlash with stakeholders, including opposition parties, claiming it was bad for both ZNBC and the country.

Opposition United Progressive People’s (UPP) party president Saviour Chishimba said the deal will not benefit Zambians and ZNBC.

“Technically, ZNBC has been privatised. We were not consulted as stakeholders before the decision was made because we pay TV levy. In the next few weeks, our party will file a complaint against the deal because we want answers,” said Dr Chishimba.

However, Information and Broadcasting Services Minister Kampamba Mulenga said the decision is final.

“Yes, the government has partnered with Star Times to help with the provision of digital television under TopStar Communications. This decision is final and we will not reverse it as it is for the benefit of the country,” Mulenga told Journalists during a news briefing.

She said the move to enter into a joint venture with TopStar does not amount to privatisation of ZNBC.

And Top Star Zambia General Manager Cliff Sichone dispelled fears that the move will disadvantage ZNBC.

Mr Sichone said the deal is a win-win for all the parties involved.

He said the deal will offer Zambians a chance to buy a decoder for only K200 and enjoy the widest range of local and international channels.

Govt lifts ban on maize movement in Mushindamo district in Northwestern province

Government has lifted the ban on the movement of maize and maize products into Mushindamo district which was effected a few weeks ago.

 

 

This follows stringent measures government has put in place to help curb the smuggling which was rampant in the district.

 

 

Northwestern province minister Richard Kapita says government will only allow a total of 1,000 bags of maize and mealie meal to be transported into Mushindamo district per week .

 

 

Mr Kaputa said no further movements will be allowed once the total number of bags are exhausted.

 

 

He said no individual will be allowed to transport all the 1,000 bags in one week and that residents in the area will be allowed to procure up to five bags of maize or mealie meal for consumption without a permit.

 

 

Transport permits will be signed by the Provincial Agricultural Coordinator’s office, Mushindamo district council and the Zambia National Service (ZNS), he said.

 

 

“The Provincial Joint Operations Committee will carry out a comprehensive assessment to determine the right quantities that should be sent to Mushindamo and adjustments will  bemade accordingly,”  he said.

 

 

Mr Kapita was speaking in Solwezi  in a statement read for him by Provincial Permanent Secretary Ephraim Mateyo during a press briefing.

 

 

Recently , government banned the movement of maize and maize products following increased reports of smuggling of the staple food into neighbouring Democratic Republic of Congo.

 

ZEMA expresses concern over quality of  EA  documents

The Zambia Environmental Management Agency (ZEMA) says the quality of Environmental Assessment ( EA ) documents being submitted for review is a source of concern.

 

The Agency says the poor quality of the EA documents is making its work more laborious and consequently delaying the efficiency of the review process.

 

ZANIS reports that ZEMA has further pointed out that the poor quality of EAs has further been echoed by complaints from developers, other authorizing agencies and the general public.

 

 

ZEMA Corporate Affairs Manager, Irene Chipili said in a statement that to address the concerns, the Agency has invited individuals and firms undertaking or intending to undertake EA consultancy to submit their profiles.

 

The profiles in question includes among other things Qualifications, areas of expertise, years of experience, previous EA consultancies undertaken, and certification from relevant professional bodies.

 

 

Environment Impact Assessment is a systematic investigation of conditions within the environment of the proposed development or project followed by an assessment of the impacts that the development or project will have on the environment in its totality.

 

 

The EA reports are produced by independent individuals or firms as consultants for the developer or proponent.

Works on Luangwa/Feira D145 main road commences

Repair works on the damaged portion of the Luangwa/Feira D145 main road have commenced.

 

Contractor China Geo who confirmed the development , today, says the works will not disturb the movement of the travelling public and goods.
Speaking when Acting Luangwa District Commissioner, Ngoni Moyo visited the site yesterday, Site Engineer, Wang Xiteng said all the required equipment was on site.

 

Mr Xiteng said the works might take fifteen to twenty days but he assured the District Commissioner that the works will go on smoothly as a deviation along the Luangwa river has been done to allow the travelling public to connect to their destinations.

 

Meanwhile commuters have commended government for providing an alternative for them to travel to and from Luangwa District.

 

Rodrick Lungu a trader said the initiative by government to provide banana boats to ferry people coming from outside the District and those going out was a commendable job as it has not affected their businesses.

 
Mr Lungu said the provision of two banana boats on the Luangwa river which are ferrying people free of charge was a welcome move as they were not incurring additional expenses.

 
In another development, the District Administration has postponed the commemoration of the Kavalamanja/ Kakaro involvement in the liberation war of Zimbabwe which was to take place on the 4th March, 2017 to a later date within the month of March.

The organization committee resolved to postpone the commemoration because of the road work repairs on the Luangwa/Feria main road as it has been closed to motorists apart from essential vehicles such as those from Ministry of Health, Security wings and others that bring services to the District.
Mr Moyo, however said even if the road has been closed to other motorists the District was safe in terms of food stuffs and fuel for ZESCO to supply power until the works are finished adding that even boarding schools had enough rations to last for the period.

 

Government sets target to reduce Road Accidents by 50 % in three years time

Government says it is hopeful it will reduce the number of Road Traffic Accidents (RTAs) by half by the year 2020. Minister of Transport and Communication Brian Mushimba told parliament in his ministerial statement that government is for this reason working closely with the Road Transport and Safety Agency (RTSA) to achieve this.

He disclosed that there was an increase of 93 RTAs between 2015 and 2016 translating four percent adding that in 2015, the country recorded a total of 2,113 RTAs while in 2016, 2,206 RTAs were recorded.

He attributed the causes of accidents to poor road and vehicle conditions, unregulated road systems, undesignated road services, lack of driving skills and training among the drivers.

Mr. Mushimba also bemoaned that training of drivers is not mandatory in the country yet other countries are offering that course/service.

The Minister told the parliament that he will soon be presenting the 2016 RTAs Report for the benefit the Zambian people.

And Mr. Mushimba has stated that the Statutory Instrument 76 of 2016 on night ban for public service vehicles (PSVs) is still enforce.

The Minister hinted that eventually, all vehicles in the country would have speed limits as a ‘major’ measure to curb RTAs on Zambian roads.

He said government is focused on policing aspect instead of training drivers as well as garages working on vehicles.

The statement was received with mixed feelings from amongst parliamentarians.

Government says Mobile Health Services are meant to decongest referral hospitals and reduce the backlog on treatment of patients seeking medical attention.

In an interview with ZANIS in Lusaka yesterday Ministry of Health Spokesperson Kennedy Malama said it is the Ministry’s wish to ensure that mobile Health vans are not necessarily packed at one point.

Dr. Malama said referrals usually contribute to the congesting of hospitals because there are some cases that can be dealt with at primary health care level.

The mobile service, whose main focus is to take health services as close to the people as possible, is currently operational throughout the country except for the newly created Muchinga Province.

The spokesperson said people wishing to access specialized health services with mobile vans should visit the nearest District Health Office to find out which areas the vans will be stationed on a particular day.

He has since advised District Health Directors to ensure that they come up with a schedule that will make it easy for the general public to follow.

Dr. Malama said the roll out of the mobile health services is meant to ensure that more people are treated effectively and that no one is left out of the plan.

He said right now the vans are station at specific areas and are servicing people in peri-urban areas because of fuel and logistical challenges.

PRESIDENT Lungu says he will not undo the decisions made by his predecessors and has urged Zambians to learn to abide by the choices made by past Presidents to develop the country.
The President said he will not change what his predecessors did but will instead build on them.

“I will not undo what my predecessors did simply because I am a new President as doing so would make the country fail to move forward,” Mr Lungu said.

He said this in Livingstone yesterday when he addressed stakeholders in the tourism industry and heads of government departments.

The President was reacting to Livingstone Tourism Association representative Pater Jones who expressed concern about the relocation of the provincial capital from Livingstone to Choma.

Mr Jones said while moving the provincial capital from Livingstone to Choma makes sense to the province, it has not helped the city of Livingstone.

The President wondered whether Livingstone is currently a ghost town following the relocation of Provincial capital to Choma.

“Let’s learn to abide by decisions of predecessors and move forward. We have to live with certain decisions, let’s build Choma and rebuild Livingstone,” President Lungu said.

He said he will not blame his predecessors but focus on developing the country.

Commenting on the energy deficit, President Lungu said there is need to explore alternative sources of energy to sustain the supply of power and mitigate the impact of climate change that has hit the country.

“I am excited to hear that our dams are picking up now but that won’t stop us from going into solar and other alternative sources of energy,” President Lungu said.

He said sustained economic growth and constant power supply at reasonable prices throughout the year can only be guaranteed if Zambia adopts alternative sources of energy

Mr Lungu is also concerned about the growing trend among some people who are always waiting for the President or Government to do something for them.

“We believe the private sector will drive the economy and the role of the government will be to provide a favourable environment for the private sector to thrive,” he said.

He said the Patriotic Front (PF) promised to lower taxes and put more money in people’s pockets but money will have to come from the private sector and not Government.

He urged the private sector to work with the government to make money and create jobs.

Earlier, Mr Jones proposed the creation of a bypass road in Livingstone to avoid destruction of roads in the central business district by heavy-duty vehicles.

And in a vote of thanks, Minister of Tourism and Arts Charles Banda commended President Lungu for planning to elevate his ministry to an economic one.

Mr Banda said the tourism sector contributes four percent to the gross domestic product (GDP) but that there is potential to do more.

“Let’s target to solve most problems by 2030 and make Zambia one of the top tourism destinations globally,” he said.

MINISTER of Information and Broadcasting Services Kampamba Mulenga says the seizure of a printing machine for The Mast newspaper which is believed to belong to the Post Newspapers Limited (in liquidation) must not be politicised because it has nothing to do with Government but the liquidators.

Ms Mulenga said the matter surrounding The Mast has nothing to do with freedom of the press as it is purely a legal matter.

“Everyone knows the issues surrounding this issue and I do not want to comment any further because it is before the courts,” Ms Mulenga said.

The minister was responding to a question during a press briefing in Lusaka yesterday.

Ms Mulenga said Government will continue promoting press freedom in both public and private media institutions.

She said Government is not undermining the freedom of the press as perceived by some sections of society, hence its decision to give licences to radio and television stations.

Ms Mulenga said Government values the press and its work but will not protect those bent on destroying the nation.

“The media must give positive and factual information to help build the nation and not destroy it,” Ms Mulenga said.

She said Government will continue protecting journalists against any form of harassment as they are cardinal to national development.

Government grants a South African firm the rights to supply affordable solar energy

Government has granted a South African firm the rights to supply affordable solar energy to farm blocks in Zambia worth US$30 million to meet the electricity demand.

The project will be initially, implemented in Nansanga, Luena, Manshya and Lusiwasi farm blocks.

Gridbow Engineers will partner with Government to supply power to the farm blocks through the Ministry of Agriculture to supply affordable solar energy to the farm blocks.

Company chief operations officer Evans Chabata said the US$ 30 million project will involve the supply of electricity to the farm blocks using containerised solutions, generating and storing electricity from solar energy.

“To support Government’s efforts to diversify the economy, the project will offer various economic benefits in the energy sector by meeting the country’s growing energy needs and contribute to the diversification of the economy though the provision of reliable power supply to the agricultural sector through the established farm blocks.

“Agriculture can be a positive driver of food security, environmental sustainability and economic opportunity. It is the only sectoral investment that addresses these three pressing issues simultaneously,” Mr Chabata said in a statement availed to the Daily Mail on Monday.

To this effect, every province is proposed or already has one productive farm block.

He said Zambia has the potential to expand its agricultural production through the project, considering the vast resource endowment despite the farm blocks currently not serviced by Zesco Limited.

Mr Chabata said the project, being funded by Gridbow Engineers through financiers from Hong Kong, is expected to benefit surrounding rural households and Government institutions such as schools and clinics.

“The technology is working in countries such as South Africa and as such, Gridbow Engineers has invited officials from the Ministry of Agriculture to visit some farms in South Africa where the technology has been installed,” he said.

THE Law Association of Zambia has been joined to the proceedings in a case in which four leaders of the opposition are seeking the Constitutional Court’s interpretation on whether President Edgar Lungu is eligible to contest the 2021 presidential elections.

Constitutional Court Judge Margarate Munalula yesterday adjourned the hearing of the petition to February 27, 2017 to allow more interested parties to file formal applications if they were interested to join the proceedings.

LAZ had stated that it was an interested party and, as such, it should be allowed to join to the petition where the president of the Christian Democratic Party Dan Pule, president of the Zambia Republican Party, Wright Musoma, Peter Chanda of the News Congress Party and Citizen Democratic Party leader Robert Mwanza want the Constitutional Court to interpret the law on whether Mr Lungu is eligible to stand for the 2021 presidential elections.

According to the affidavit filed by LAZ lawyer John Sangwa, of Simeza, Sangwa and Associates, LAZ submitted that under Section 4 of the Act, one of the statutory mandates of LAZ was to seek the advancement of the rule of law and the rights and liberties of an individual.

Mr Sangwa said it was for this reason that LAZ was interested to be joined to the proceedings and that the court would benefit from its input during the proceedings.

He stated in his submission that LAZ was seeking to know whether Mr Lungu’s election of January 20, 2015, which expired on August 11, 2016 did not constitute a term of office pursuant to Article 106 (b) of the Constitution of Zambia Amendment Act number 2 of 2016.

Mr Sangwa said the court should also determine if Mr Lungu was eligible to stand as a candidate in the presidential election of 2021 or other future elections.

Heritage Party President Godfrey Miyanda and United Party for National Development (UPND) have so far applied to be joined to the proceedings.

Mr Miyanda has also applied to be joined to the proceedings telling the court that he will be objecting to the matter that Mr Lungu is eligible to contest the 2021 presidential election.

He argued in his affidavit in support of an application for joinder that he had sufficient interest in the petition and was asking to be joined in opposition to the originating summons as an interested party.

Mr Miyanda also submitted that the four opposition leaders had not indicated to the court that President Lungu had delegated them to file their application on his behalf as a prospective nominee in 2021.

UPND secretary general Steven Katuka has asked the court to join him to the proceedings, arguing that Mr Lungu was not eligible to contest the 2021 presidential election.

Mr Katuka has stated that UPND is an interested party and should be joined to the proceedings.

The four Opposition political party leaders petitioned the Constitutional Court seeking a declaration that President Edgar Lungu is eligible to contest the 2021 Presidential election.

The petitioners stated that there had risen a political debate of the tenure of office of President Edgar Lungu and his eligibility to stand as presidential candidate in the 2021 General Election.

They affirmed that President Lungu’s election of January 20th, 2015 as President when he ruled for one year and six months did not constitute a full term of office as per article 106 section 6 sub section B of the amended constitution of Zambia Act number of 2016.

The petitioners said that that President Lungu’s election of August 11th, 2016 for a term of five years was his first full term as President of Zambia.

They also wanted the Court to declare that President Lungu is eligible to stand in the 2021 general election as Presidential candidate, where once elected it will be his second and final term of office.

The petitioners want the court to declare that President LUNGU’s first term of office commenced on September 13th, 2016 when he was sworn in as President for a term of five years.

President Lungu warns those refusing to acknowledge him as Republican President

President Edgar Lungu says any citizen who continues to refuse acknowledging him as Republican President risk facing severe consequences.

Mr. Lungu said ( although ) those in denial about his Presidency thought they were playing games, the consequences could be bad for them.

Speaking on arrival at Harry Mwaanga Nkumbula International Airport in Livingstone today, President Lungu said he was President for all Zambians even those who did not vote for him in the previous General Election.

President Lungu who was received by Southern Province Minister Dr Edify Hamukale, Provincial Permanent Secretary Sibanze Simuchoba, senior government and PF party officials, is in Livingstone ahead of a visit by his Moroccan counterpart, his Majesty King Mohammed VI.

“Some of you might be wondering what I am doing in Livingstone. This is the tourist capital and if you do not accept me as President, then accept me as a tourist,” he said.

President Lungu further said he was free to visit any place in the country as Zambia was his constituency.

“I am free to go to any place in Zambia because the country is my constituency. Thus, am responsible for all Zambians including those who did not vote for me; I am responsible for their health, education and all that government is obligated to do,” he said.

Mr. Lungu said even those who did not acknowledge him as President were welcome to benefit from his services.

He however, said he would not force anyone to work with him and added that those who refused to recognize him as President should not complain when he ignored them.

Meanwhile, President Lungu bemoaned that Zambia was lagging behind in terms of development due to politics.

“Some people want to politicize everything. We are one Zambia, one nation and we have one vision which unites us and improves the lives of the people,” he said.

Earlier, Dr Hamukale reiterated that the PF in Southern Province endorsed President Lungu as the sole candidate for the 2021 General Election.

“We have one PF in Southern Province and we have made a decision your excellency that we don’t want any other person come 2021, as our man and preferred candidate is Edgar Chagwa Lungu,” he said.

And on tourism, Dr Hamukale said he believed Zambia’s economy could improve through tourism.

He said Livingstone had numerous opportunities and so much to offer in terms of exports to neighbouring Namibia, Zimbabwe and Botswana.

“We believe in your leadership, Government and know that whatever we bring to your attention, you respond with action,” he said.

While in Livingstone, President Lungu is expected to meet operators in the tourism industry and heads of government departments.

Blades give coach Silwimba vote of confidence

Konkola Blades have backed promotion winning coach Enos Silwimba ahead of the 2017 FAZ Super Division campaign.

Recently unconfirmed reports from Chililabombwe suggested that Konkola were seeking to replace Silwimba with another coach.

But club secretary Kennedy Chota said Konkola are maintaining Silwimba.

Clubs have a tendency of replacing promotion winning coaches as evidenced by City of Lusaka’s decision to demote Davy Musole to the role of assistant after hiring Elijah Chikwanda as head coach.

“We are happy with the coach who made us win promotion and that is Enos Silwimba. Even players are happy with him,” Chota said.

Silwimba, a former Konkola keeper, is assisted by his ex-team mate Lewingtone Mujembe.

Chota also spoke about Konkola’s preparedness for the new season.

“The preparations are moving on well. The morale among players is high and we are ready for the season,” he said.

Konkola last week announced the signing of striker Emmanuel Phiri from Napsa Stars, forward Tapson Kaseba from Green Eagles and Kitwe United defender Andrew Tembo.

Egypt on Monday beat Kenya 3-2 in Cairo their final warm-up game before heading to the 2017 U20 AFCON in Lusaka.

Al Ahly striker Karim Nedved put the four-time champions ahead from the penalty spot in the 20th minute before his clubmate and midfielder Ahmed Hamdy added the second ten minutes later.

El Dakhleya striker Mostafa Mohamed then ensured the hosts went 3-0 into the break.

Kariobangi Sharks striker Ovellah Ochieng then fired in a brace for Kenya in the 50th and 84th minutes.

In-between Ochieng’s brace, Egypt were reduced to ten men after Petrojet midfielder Ahmed Mostafa was sent-off after a second booking in the 58th minute.

It was Egypt’s third straight pre-tournament victory after beating Morocco 2-0 on January 17 and 1-0 on January 20 in Cairo.

Egypt now head to Zambia on Wednesday ahead of their opening Group A match against Mali on February 26 at National Heroes Stadium in Lusaka in an 18h00 kickoff.

Zambia and Guinea are Egypt’s other opponents in Group A.
