Truck drivers protest over continued alleged harassment by Congolese Nationals

Truck drivers at the Mukambo border post in Mufurila District have protested over continued alleged harassment by Congolese Nationals. Scores of unhappy drivers alleged that some unscrupulous Congolese have been attacking and killing truck drivers whenever they fail to pay the demanded amount at the checkpoint in the Democratic Republic Of Congo (DRC). One of the victims has told LusakaTime News that for a long time now, attacks have been reported but authorities from that country are unresponsive yet international truck drivers are the cornerstone of its thriving economy.

He adds that the move taken is in response to the latest attacks that have not only infuriated Zambians but other drivers from as far as Zimbabwe, Malawi and Tanzanian among others. According to the drivers, the alleged attacks have been happening for some years now and the situation has become worse leading to drivers being killed nearly every month. As a result truck drivers have decided not to enter into the neighbouring DRC until security measures are put in place to protect them.

Saturday morning social media was flooding with images of truck drivers who were shutting down the Mukambo border post. The drivers are appealing to the UPND Government to intervene in this matter and ensure that the challenges being faced by truck drivers are addressed.

And confirmed reports are coming in that another Zambian truck driver was attacked and killed by unknown people in the neighbouring Democratic Republic Of Congo (DRC). Efforts to get a comment from the SADC Drivers Association proved futile as phone calls went unanswered during broadcast time.

Meanwhile in the Ndola district truck drivers at Sakanya Border Post on the Copperbelt Province have bemoaned insecurities in the Decorticate Republic of Congo (DRC) where cross-border trade has become a deadly cat and mouse game. The drivers revered to Lusaka Times News that even in some cases police officers of that country are allegedly involved in the extortion of armed drivers who are brutalities if they don’t comply with bribes. The groups that dispersed traders during the protest have vowed to have their concerns heard because they feel the issues have been prolonged and are being ignored by leaders in the SADC Region. A clearing agent Joshua Moyo complains that the continued harassment once inside the DRC is affecting businesses such as his because not many are keen to cross the other side of the border. Mr Moyo says the Zambian government must urgently engage its neighbour to end the unprovoked attracts that are disrupting regional trade.

Justin Shonga Fires Brace to Hand Nkwazi First Win of The Season

Chipolopolo Zambia striker Justin Shonga stole the show with a brace in Sunday’s doubleheader at Levy Mwanwanasa Stadium in Ndola where Nkwazi beat Buildcon 4-0.

Shonga’s brace inspired Nkwazi to their first league win of the 2022/2023 season to eclipse the big Copperbelt derby that followed his teams game.

In addition, Shonga stole the thunder from the much-hyped showdown between Zesco United and Power Dynamos that was the big draw of the day.

Shonga put Nkwazi ahead in the 5th minute when he converted a penalty after Kenneth Kasanga was brought down by Buildcon defender Boleke Weta.

He completed his brace in the 29th minute with a trademark Shonga curling shot from the edge of the box.

The brace was Shonga’s first goals for Nkwazi in his second game since rejoining Nkwazi after five years abroad that had taken him to South Africa and Egypt.

Shonga left the field in the 73rd minute but Nkwazi was not done when Elisa Kazangarare added the third goal in the 87th minute and Christopher Zulu completed the rout in stoppage time.

And Nkwazi’s had before four goals in the Buildcon game scored just one in their opening four games of the season.

Nkwazi moves to 16th from 17th on 5 points while Buildcon is now the only team without a league victory this season with just 1 point from 5 games and a match in hand.

Meanwhile, Zesco and Power played out to a tightly contested 0-0 draw in the big Copperbelt derby in the second kickoff at Levy.

Zesco striker Alfred Leku was wasteful especially in the first half while Kennedy Musonda for Power was denied by Ian Otieno.

Power rise from 4th to second on 11 points after failing to oust Prison Leopards who lead on 12 points.

Zesco is 6th on 9 points as they now head to South Africa this weekend to face Royal AM in Durban for the start of their 2022/2023 CAF Confederation Cup campaign in a second round, first leg match at Moses Mabhida Stadium on Sunday.

Lufwanyama teachers uses school trees to burn charcoal

Government has unearthed a scam where some named senior members of staff have been illegally cutting down School trees for their private charcoal business at Bulaya primary school in Lufwanyama district in the Copperbelt province.

A team of district government officials led by Lufwanyama District Commissioner, Justin Mwalikwa, visited the school after a tip off from concerned community members.

Mr. Mwalikwa said he was shocked to discover that many trees, which were acting as a wind breaker for the school infrastructure, have been indiscriminately cut for illegal charcoal business.

He further expressed disappointment that a teacher, who is expected to teach learners on the importance of protecting the trees, is the one doing the opposite.

  Mr. Mwalikwa has since instructed relevant authorities to bring the culprit to book.

Meanwhile, Lufwanyama District Forestry Officer, Darius Angolwishe, who accompanied the DC, explained that over one and a half hectares of land has been destroyed so far for charcoal activities at the school.

Mr. Angolwishe said a kiln of about 24 cubic meters has also been found at the scene containing the first and second generation of trees.

However, the school Parents Teachers Association (PTA) has distanced itself from the act.

Bulaya is one of the government schools which recently had its roofs blown off by strong winds, leaving some pupils injured.

Kamapanda school classroom roof blown off in Mwinilunga

 storm has blown off the roof of a classroom block at Kamapanda primary school in Mwinilunga district.

The strong winds and heavy rains blew the roof off the one by two classroom block on Friday.

The storm also blew off the entire roof of a nearby Jordan church in the same area.

Mwinilunga District Education Board Secretary (DEBS), Derby Jipila, confirmed the development to ZANIS when he, together with members of the District Disaster Management Committee (DDMC), assessed the damage yesterday.

Mr. Jipila said the incident happened on Friday around 16:00 hours when heavy rains, accompanied by strong winds, blew off the roof of a classroom used by early childhood learners.

Fortunately, no one was injured as the learners had already knocked off at the time the incident happened.

Mr. Jipila expressed hope that the District Disaster Management Committee will replace the roof before the onset of the rain season.

Earlier this week, another classroom at Kabanda primary school had its roof blown off by heavy rains and strong winds.

Last week heavy rains blew off another classroom block at Kabanda School in Mwinilunga district.

Hichilema reiterates determination to work with traditional leaders

President Hakainde Hichilema says he is determined to work with traditional leaders in transforming the economy of Zambia.

President Hichilema says the unique cultural heritage of various traditional ceremonies are a valuable product for attracting both domestic and foreign tourists.

President Hichilema said this through Muchinga Province Permanent Secretary, Henry Mukungule, during this year’s Chinamanongo traditional ceremony of the Bisa people in Kanchibiya district.

The President said the Kopa chiefdom has a lot of potential tourism attraction sites such as the recently identified Mumbotuta water falls.

He said the waterfall can contribute significantly to the development of the tourism sector in Zambia if it is well developed and marked.

President Hichilema added that there is also great need to appreciate the Bisa culture which is being exhibited through the Chinamanongo traditional ceremony.

The ceremony helps the Bisa people to appreciate their culture and heritage.

He said as Muchinga province holds its expo and investment forum next year, government expects that such tourism attractions will be well marketed so as to attract tourists and investors to the district and the province at large.

He said government, through the Ministry of Tourism, has been implementing the Zambia Tourism Master Plan (ZTMP 2018-2038), which is a road map to realigning the sector’s vision and strategies to the national vision of the tourism assets.

“The Zambia tourism master plan identifies a number of interventions that could be implemented to enhance the sector’s contribution to the country’s long-term objectives as outlined in the vision 2030,” President Hichilema said.

He has since called on residents of Kanchibiya district to preserve and celebrate their cultural heritage, saying a nation without culture is like a tree without roots.

President Hichilema added that government will remain committed to uplifting the living standards of the people, including those of Kopa chiefdom through fulfilling its campaign promises.

He explained that the free education policy, increase in the Constituency Development Fund (CDF), the employing of over 40,000 teachers and health workers are some of the benefits Kanchibiya residents have received so far.

And speaking earlier, Chinamanongo traditional ceremony organising committee chairperson, George Katongo, appeal to government to consider working on Mpika-Kopa road and other roads in the district.

Mr. Katongo said it is difficult for people in the area to access the palace due to the road that is in a dilapidated state.

He added that the government should also consider constructing more health posts as the population in the district is growing.

“The clinics and mini-hospital we have here can not cater for the increasing number of Kanchibiya residents hence the need for more health posts,” he said.

And Mr. Katongo said there is need for a boarding school in Kanchibiya in order to guarantee the safety of pupils, especially girls.

He has since thanked the government for fulfilling some of its campaign promises to the people of Kanchibiya district saying the district is slowly taking shape.

And speaking on behalf of the sponsors, Chance Kabaghe, SEEDCO Board Chairman, assured the government and the traditional leadership that more companies will come on board to sponsor the Chinamanongo traditional ceremony in future.

Mr. Kabaghe said traditional ceremonies are important in promoting national development.

He said the business community should work together with the traditional leadership and government.

“I therefore call upon other business communities in the district and outside to come on board so that next year’s Chinamanongo will be a success again,” he said.

Among those who attended this year’s Chinamanongo traditional ceremony are chiefs from various chiefdoms in the province, Kanchibiya Member of Parliament, government heads of departments at both provincial and district level.

Sate Sate Kampamba Makes Kansanshi Dynamos Debut

Super Division star Ronald Kampamba has made his debut for Kansanshi Dynamos in their 2-0 win over Green Eagles on Saturday at Nchanga Stadium in Chingola.

Sate Sate played the last 14 minutes of the lunchtime game after coming in as late substitute in the 80th minute to replace fellow striker Jesse Were.

Kampamba joined Kansanshi on a three-year contract last month after leaving his boyhood club Nkana.

Meanwhile, first half goals by Gerald Chisha and Marvin Jere propelled Kansanshi to their second win of the season in this Week 6 encounter.

Forward Jere opened the scoring after 14 minutes and striker Chisha’s goal came six minutes away from the half time break.

Kansanshi moves to eight points in six matches as Eagles remain on seven points after posting their third loss of the campaign.

General public urged to market local tourism

The government says it is the responsibility of every individual to ensure that local tourism is promoted in the province.

Muchinga Province Permanent Secretary (PS) Henry Mukungule says the promotion of tourism by the locals is vital to economic development of Muchinga Province.

ZANIS reports that the Permanent Secretary said this during a phone in radio program at Radio Delight Kwitonta anchored by Cecilia Kayaya , on Friday.

This was part of the activities to commemorate tourism week in the province.

“ Economic development through tourism can only be attained if everyone involves themselves in the tourism sector locally by visiting tourist sites dotted around the province .

” Let us not leave touring of these tourism sites to foreigners only as these sites are ours and we should own them by visiting them regularly,” He said.

He said the government in promoting tourism in the country has reduced viewing fee for the local people than that of foreigners in a bid to encourage them to be visiting these tourism sites adding that the people of Zambia should take advantage of the gesture.

Mr Mukungule adds that Government will soon improve on road networks and signage of local tourism sites in Muchinga for tourists to have easy access to the areas.

And speaking during the same program, Provincial Culture Affairs Officer for Muchinga province Euden Sikaubwe says local tourism helps to promote oneness and unity.

Mr Sikaubwe said local tourism adds value in promoting tourism sites and the area.

Periodical visits to various tourism sites also help to reduce stress which is why the sector has a segment of medical tourism among other tourism segments.

” It is very important to visit tourism sites near us even those in other areas from time to time for the sector to manage tourism well which in turn will bring about economic and infrastructure development,” He said.

The purpose of observing the tourism day and week is to increase awareness about tourism to locals and foreigners as well as increase it internationally.

The 2022 World Tourism Day which falls on September 27 annually is being held under a theme: Rethinking tourism.”

Government’s move to maintaining policy and tax consistency will improve production – Chamber of Mines

The Zambia Chamber of Mines ( ZCM ) has welcomed the government’s pronouncements in the mining sector which were unveiled by Minister of Finance and National Planning, Situmbeko Musokotwane when he presented the 2023 National Budget to Parliament.

Zambia Chamber of Mines President, Godwin Beene says Dr. Musokotwane’s sentiments on how the neighbouring Democratic Republic of Congo has overtaken Zambia in the area of production over the last decade is a sign that improving production to new heights is top of the agenda.

During his Budget presentation on Friday, the Finance Minister also expressed worry that Zambia’s production has stagnated at around 800 thousand metric tonnes of which Democratic Republic of Congo has surpassed Zambia.

The Chamber of Mines president added that Government showing determination to maintaining policy and tax consistency will improve production.

“We believe this is a budget for growth. The Minister himself has been pushing for 3 million tonnes for Zambia. He has attended to artisanal and small scale miners needs in Zambia.

“ He has attended to the need for the mining industry to produce. There is a lot to do but we believe we are on the right track,” Dr Beene said.

And Minister of Mines and Minerals Development, Paul Kabuswe says formalization of artisanal and small scale mining is in line with the Mining Policy which will be launched soon.

Mr Kabuswe disclosed that the policy is complete awaiting cabinet approval stressing that small scale and artisanal mining is a critical component of the ministry.

“You heard that resources have been allocated to make sure that Zambian who have access to licenses can be given equipment Resources have been allocated to the procurement of equipment that should support the artisanals and small scale miners.

“ For me this a very exciting budget because it has gone ahead even before we introducer the mining policy which will also trigger us to look at the Mines and Mineral Act to amend certain clauses,” Mr Kabuswe said.

During the presentation of K 167.3 billion worth National Budget, Dr Musokotwane made various pronouncements which include restructuring the mineral royalty regime with respect to copper.

The tax will now apply on the incremental value in each adjusted price band as opposed to the aggregate value when the price crosses the respective price threshold.

The Minister also announced formalization of small scale and artisanal mining.

The Finance Minister pledged that to ensure competitiveness with neighbouring D.R Congo in copper production government will restore mineral production by maintaining policy and tax consistency among other measures.

Zanaco Salvage Draw, Nkana Denied Win

Saturday was littered with draws shifting attention to Sunday’s big one between Zesco United vs Power Dynamos game in Ndola.

At Nchanga Stadium in Chingola, Nkana were denied their first league win after three successive defeats when they drew 1-1 with Nchanga Rangers.

Alex Ngonga put Nkana ahead in the 67th minute but a stoppage-time equalizer by Ronald Chibwe seven minutes deep into stoppage time saw the two sides share the spoils.

In Saturday’s match of the day at Sunset Stadium in Lusaka, Zanaco came from behind to earn a 1-1 home draw against defending FAZ Super League champions Red Arrows.

Chipolopolo midfielder Saddam Phiri put Arrows ahead in the 10th minute from the penalty spot.

It took a stoppage-time equalizer from Abraham Siankombo to earn Zanaco the one point.

That match also marked Emmanuel Amunike’s debut as Zanaco technical advisor following his appointment last Thursday.

However, Prison Leopards stay top of the log after they squandered a two-nil lead to end 2-2 at home against Green Buffaloes.

David Obashi and Lubinda Mundia put Prison head in the 1st and 43rd minutes respectively.

But John Kosamu scored in the 81st minute and George Ngoma in stoppage time fired back to keep Prison at the top.

Saturday was a day of stoppage time drama.

Prison lead with 12 points, Nchanga is second with 11 point while Buffaloes are third with 10 points.

Power Dynamos who have 10 points can go top if they can beat Zesco United away on Sunday in Ndola.

Chilufya Tayali charged and arrested for assaulting a Police Officer

Economic and Equity Party (EEP) leader Chilufya Tayali has been charged and arrested for hitting a female police officer who was on duty on the face with a kettle at Chilenje police station while in custody.

Zambia Police Spokesperson Rae Hamoonga said the incident happened today in the hours of 08:00hours in the morning.

“Brief facts of the matter are that the wife to the suspect brought food and she was requested by the female police officer on duty to taste it as a procedure when someone brings food for suspects in custody. Then the Suspect got annoyed and said you think my wife can poison me? From there he got the food and threw it on the floor and later on got a kettle and hit the female officer on the face. She sustained a swollen and painful face,” he said.

Mr Hamoonga has warned the general public that an assault on an individual police officer on duty is an assault on the entire Police Service.

“Such unlawful acts against any Police officer on duty shall not be tolerated as persons committing such unlawful acts shall be made to face the full wrath of the law as by law established,” he said.

President Hichilema’s leadership has promoted unity and love amongst citizens-UPND Youths

The Provincial UPND Youth leaders from across the ten provinces gathered in Lusaka to show solidarity to president Hakainde Hichilema for what they termed exemplary leadership from the time he was elected president a year ago.

Lusaka province Youth Chairperson Mr Anderson Banda appreciated the work done by the Government for not letting the people of Zambia and that president Hakainde Hichilema’s leadership has promoted unity and love amongst citizens.

He said the people waged a negative campaign against the president accusing him of trying to divide the country but the reality is different. He said the opposition in the country has remained with nothing to oppose the UPND Government more especially that 90% of UPND promises are being achieved.

He said the peace the people are enjoying is not by chance but a product of hard-working by the Government of Zambia under president Hakainde Hichilema. And Eastern province Youth Chairperson Mr Nyirenda Lyson said the UPND is well organized and disciplined party that obey and respect the leadership .

Nyirenda commended the Kanyama youths that once staged protest but apologized to the party for taking a wrong route.He said this is not the right time to begin fighting but to get united for the common good.

He said it is not true that all the people can benefit at the one time and urges the youths to hold their fire and support the leadership to deliver to the expectations of many.

And UPND Copperbelt Provincial Youth Chairperson Mr Hinyama Wallen urged the youths in the party not to be swayed by negative critiques in the opposition who have taken a route of insults instead of positive criticism.

He said the country under the PF was extremely damaged but the UPND Government is doing everything possible to repair it.He said the two UPND budgets presented so far is addressing challenging issues for the people in Zambia. He added that the Government is in hand sourcing for resources to support the weak and will not stop at anything until what was promised is fulfilled.

Meanwhile UPND North Western Province youth chairperson Mr Bruce Kanema said the country was messed by a criminal gang but it is being repaired by the prudent Government.
Mr Kanema said the enemies of the people that destroyed the country are all over the country criticizing the Government shamelessly even when the performance of the UPND Government under President Hakainde Hichilema is being admired by people from all over the world.

He wondered why some people woke up in the morning to insult the leaders doing their best to correct the wrong done by the previous Government. He condemned people that have ganged up to accuse the UPND of trying to support homosexuality.He said the UPND does not in any way support homosexualities nor have the desire to support that in future.
He said even before he formed the Government some people were accusing him of being a tribalist but today, the opposition and their supporters are accusing President HH of supporting homosexuals.

He warned the critic of the president and the Government to do normal politics otherwise they will have to themselves blame when they continue to insult the Head of state. He said the Youths in the ruling party can defend the President and Government through respecting the rule of law.

He said democracy must be guided and that Democracy doesn’t entertain politics of insults and no one should hide in the name of politics to insult leaders.

And UPND Central province Youth Chairperson Mr Paul Mweemba has disclosed that the central province is slowly becoming the hab of mining activities but regretted that the majority of the mines in the province are done illegally by the people bent on doing wrong .

He said the mining audit is underway and very soon the situation will be brought to normalcy and the youths will begin to benefit. The UPND Youth officials were speaking this today afternoon at the UPND Secretariat.

Government warns newly recruited Teachers

Government has advised newly recruited teachers against a laissez-faire attitude towards work and substandard work.

Ministry of Education Permanent Secretary Technical Services Joel Kamoko warns that government will no longer entertain inept attitude towards work advising teachers to promptly report and knock off at official time.

Mr. Kamoko says that it will be no business as usual in the new dawn government which will require maximum input and commitment to duty from not only the newly recruited teachers but the entire civil service personnel.

The Permanent Secretary said this in Solwezi on Friday in a speech read on his behalf by North-western Province Permanent Secretary, Grandson Katambi during the seventh graduation ceremony for University of Zambia in association with Solwezi College of Education.

“Guest of honor I would also like you to know that it is no longer business as usual where workers do things as they please and do not care and this is common in our schools, they only report at nine o’clock and thereafter you don’t know where they go . They melt.

“This government means business in all areas therefore, there is no room for lazy civil servants in this government,” he said.

He said the new dawn government requires hard working teachers and committed civil service.

” You should begin to conduct meaningful research which will form decisions at college level and indeed beyond, focus on research which will give information about some of the challenges you are facing,” Mr Kamoko said.

Officiating at the event University of Zambia acting Vice Chancellor, Professor Anne Sikwibele said teachers are agents of change who shape and mold learners into responsible citizens.

“We entrust teachers with the responsibility of inculcating good morals in learners so that the learners become good citizens of the nation” Prof. Sikwibele said.

Stressing that it is not about the numbers of teachers being employed to feel positions in schools in the country but quality, Prof. Sikwibele commended Solwezi college of education for striving to produce quality teachers that will benefit the nation.

And Examination Council of Zambia Director, Micheal Chilala, said the country has been grappling with high illiteracy levels for a long time which is unacceptable for learners who are going to school but are unable to read in English and worse still local languages.

In a speech read on his behalf by Council Secretary, Teza Musakanya, Mr. Chilala urged the graduates to go and serve selflessly

Meanwhile Solwezi College of Education Principal, Andrew Mutobo said the 181 teachers who have graduated in early childhood education, primary and secondary diploma, respectively, are of high quality and ready to serve society.

Dr. Mutobo urged the graduates to be good ambassadors of the institution through positive contributions to society.

Meanwhile, Chinsali District Education Board Secretary (DEBS) Pardon Tesho has emphasised on the need for school infrastructure development following government’s recent recruitment of over 30, 000 teachers.

Mr. Tesho says the demand for infrastructure development in Chinsali Town is increasing especially in some schools around the Central Business District ( CBD).

Mr. Tesho says this is where the private sector plays comes in as it plays an important role in supplementing government’s efforts in infrastructure development.

The DEBs said this through the Education Standard Officer Gibson Phiri during a donation of 1,000 building blocks by Unifi , a local financial entity, for the construction of an administration block at Choshi Primary School, on Friday.

He said the move by Unifi signifies the collaborated efforts of the private sector in improving the working environment of teachers.

“We want to call upon other private entities to emulate the step that Unifi has made in the donation of these building blocks,” He added.

He further appealed to the members of Staff at Choshi Primary school to use the building blocks for their intended purpose.

And Unifi Branch Manager Ouzman Kasakula, said the donation is meant to supplement the efforts of Government after the recent massive recruitment exercise.

Mr. Kasakula said the institution will continue to render help where necessary, stressing that their engagement with the Ministry of Education also increases their clientele.

“The school had applied to us and we managed to help them with 1,000 building blocks,” He added.

Meanwhile, Choshi Primary School Head teacher, Joram Mulenga says the donation is a significant step towards the construction of an administration block which the school has been lacking.

Mr. Mulenga also assured the donors that the building materials will be put to good use.

Choshi Primary School has over 900 pupils with only 24 teachers operating at the institution without an established administration block.

Proposed 2023 National budget rated as progressive.

Cross section of society  has rated as progressive and a clear developmental road map for Zambia the proposed K167.3 billion Kwacha 2023 national budget unveiled by the Minister of Finance and National Planning Situmbeko Musokotwane at Parliament on Friday.

British High Commissioner to Zambia Nicholas Woolley says  it was clear from the budget government’s commitment to enhance the development agenda into the eighth national development plan.

Mr. Woolley observes that  the new proposed national budget shows a clear focus on various reforms that the government has identified to unlock economic growth while dealing with the country’s debt situation.

Speaking in an interview in Lusaka, The High Commissioner also noted a visionary budget that prioritized the social sectors through the development of education, health and expansion of the social protection scheme.

The British Envoy also noted a clear desire for investment policies that will unlock investment in business, renewables and clean energies sectors.

“In all these issues, Zambia is in close partnership with the United Kingdom, referencing the agreement between Zambia and the United Kingdom to generate further trade to invest in green growth,” Mr. Woolley stated.

 Midlands West Conference president Gabriel Mulambwa described the budget as a response to the plights of especially the poor.

Pastor Mulambwa cited the increase of the constituency development fund from the current  K 25.7 million to  K 28.3 million and the re-introduction of meal allowances,  as major developments.

He noted whatever attends to the general citizenry is good news for the church, thus looking forward to the implementation stage.

“As members of parliament deliberate on it and endorse the proposed budget, we look forward to 2023 as a progressive year,”  the clergyman indicated.

Meanwhile, Zambia Congress of Trade Unions (ZCTU) president Chishimba Nkole says his union is happy that the news dawn government received the submissions positively.

Mr. Chishimba said that the government has proved that it indeed went through the proposals as the budget met the union’s expectations especially in areas like tourism, and pay as you earn threshold.

Mporokoso Member of Parliament and leader of the opposition Brian Mundubile supported the plans by the government to improve water and sanitation for public facilities especially in rural parts of the country.

Mr. Mundublibe noted the importance of clean and safe water in operating facilities such as health institutions and schools, as well as rural communities.

Nalolo Member of Parliament Imanga Wamunyima called for an increased expenditure of the CDF by working on the bottlenecks mitigating the full use of the funds.

Mr. Wamunyima said the CDF Act should be amended so that it can address the current challenges being faced in the utilization of the CDF.

VEEP urges the church to help address the prevailing social ills as, sodomy, teenage pregnancies, alcohol abuse

The government says it is concerned with the high levels of moral decay such as, sodomy, teenage pregnancies, alcohol abuse, and gender based violence ( GBV ) in the country.

Vice President, Mutale Nalumango says the church should therefore join hands with government to aggressively fight the prevailing social ills.

ZANIS reports that speaking when she joined hundreds of Adventists at Pamodzi Central Seventh Day Adventist Church during a fundraising function, Mrs. Nalumango said government is concerned with the levels of the vices.

“I want to assure you that government is taking critical steps towards making Zambia a Christian nation that we all desire. A nation where there is peace and harmony, respect for the rule of law and order, and above all, our Christianity is reflected in our everyday actions.

“ When I engaged the leaders of the church mother bodies last week, I was assured of this commitment. For this, government remains grateful, ” she said.

Mrs. Nalumango also assured the church that government will and shall uphold the tenets of Christianity.

She added that the church should collaborate with government in delivering inclusive developmental programmes which are designed to empower people.

Meanwhile, Minister of Lands and Natural Resources Elijah Muchima has assured the over 300 families who were displaced in Chingola’s Kasompe Township after their houses built near the airstrip were demolished of being given alternative land.

Mr. Muchima told journalists in an interview that the alternative land has been identified and is being numbered at the ministry.

He said Government will ensure that all the displaced families are resettled accordingly and issued with title deeds.

“Regarding the issue in Kasompe, there is a good hand from somewhere, there is land which has been set for numbering now at my ministry. We will soon come to Kasompe and those people will be settled nicely and given title deeds,” Mr. Muchima said.

The Chingola Municipal Council recently demolished over 300 structures illegally built on the Kasompe Airstrip, a land on title and belonging to Zambia Civil Aviation Authority.

The development unsettled a cross section of society out of which arose calls for compensation of the affected families that had settled on the piece of land.

And Mr. Muchima says his ministry is set to investigate the matter in which some residents in Ndola’s BwanaMkubwa constituency burnt a front end loader after an attempt to demolish some structures on disputed land.

He said he will soon be constituting a team from his ministry to establish the contention and chart the way forward on the matter.

“As Government, we want to take care of our people, this matter is going to be investigated thoroughly and I will be coming back to Ndola to find out whatever it is then we shall take corrective decision but we do not interfere with the court’s decision.

“Of course if there is court order, we have to discuss with my colleagues in the Ministry of Local Government and Rural Development to see how we can handle the situation. We don’t want our people to be thrown away just like that,” Mr. Muchima said.

Zim tycoon wins 24-year legal battle against the Bank of Zambia, set to get US$139 million refund

HIGH Court of Zambia has ordered the country’s central bank to pay back US$139M to Jayesh Shah. The High Court of Zambia has ordered the Bank of Zambia to pay back US$139, 191, 386 seized in 1998 to Zimbabwean business tycoon, Jayesh Shah, and his company Al Shams Building Materials Limited.

The judgement follows a protracted legal dispute stretching over the past 24 years.

Justice Edward Musona sitting at the High Court Thursday found the bank at fault, bringing an end to the long-running dispute.

“This is proper particularly since the history of litigation, in this case, dates back to 1998. It is 24 years old in the courts. The Bank of Zambia has unduly and unjustly perpetuated this case,” said the judge in delivering his ruling.

He added, “This dispute has been in a back and forth movement, from High Court to Supreme Court.

“This is sad. Litigation must have an end. 24 years in court is too long. Bank of Zambia has abused its immunity against execution. This should end because it is not good governance.

“Now, therefore, I order that leave to appeal is granted but subject to a deposit by the Bank of Zambia into the court of 30% of the judgment sum being US$139, 191, 386 within the period during which an appeal may be lodged. Parties may proceed to uplift this judgment,” ruled Musona.

Shah has vast business interests in Zimbabwe, Zambia and India, among other countries.

The background

On January 16, 1998, Zambia’s Drug Enforcement Commission (DEC) informed Al Shams Building Materials Limited’s bankers – First Merchant Bank Zambia Limited – and the Attorney General that it had seized the firm’s accounts with over US$1 million pending investigations.

According to court papers, just months later, the bank was placed under receivership and on March 16, 1999, the Bank of Zambia ordered its liquidation.

Al Shams Building Materials Limited and Shah instituted legal proceedings in the Zambia High Court, which on October 12, 1999 ruled that the money should be returned to the owners since the seizure was unlawful and illegal.

The court ruled that in the case of First Merchant Bank failing to reimburse Shah and his company, the Bank of Zambia was held liable and, in the alternative, the Attorney General was ordered to pay if the funds could not be found.
