President Hichilema and Law Enforcement Agencies Paying a Blind Eye to incidents related to Homosexuality

Lusaka Catholic Archbishop Alick Banda has said President Hakainde Hichilema and the law enforcement agencies seem to be paying a blind eye to the rising incidents related to homosexuality in Zambia.

Archbishop Banda said he has noted increased promotion of gay rights and rising cases of sodomy in Zambia in the last one year.

The Archbishop said homosexuality and promotion of gay rights is slowly taking root in the Zambian society, albeit complacency from the State and the law enforcement agencies.

Archbishop Banda warned that if nothing is done to raise awareness among people, LGBTQ+ will become an acceptable norm in Zambia, despite the existence of laws that criminalises these activities.

He called for action from all Zambians against offensive tendencies like homosexuality that is being manifested through sodomy.

“Corroding the fabric of our society. A call to action – against offensive tendencies
Peace of our Lord Jesus Christ be with you all!My dear brothers and sisters in Christ and people of good will. I hereby wish to
address a thorny issue inter alia other issues that seem to be slowly taking root in our society, albeit complacency from the State and the law enforcement agencies. In the last 12 months, we have witnessed an increase in the number of incidents and events that promote LGBTG+ tendencies contrary to the Laws of Zambia and our Zambian culture. Additionally, there has been an increase in the number of incidents of sodomy where boys and men are raped by fellow boys and men with impunity.On Tuesday the 17th May 2022, the Swedish and Finnish Embassies in Lusaka flew gay pride flags, contrary to the provisions of article 20 of the Vienna Convention which allows foreign missions to only fly the flag and emblem of their country of origin on their premises.On Saturday, the 3rd September 2022, a company called PR Girl Media Limited hosted an event dubbed “Lusaka July 2022” at Lusaka Polo Club. Pictures and videos that emerged from this event showed attendants double dressing in attires of the opposite sex and appearing to promote LGBTQ+ behaviour,” Archbishop Banda said.

“Subsequent to the above events, we have witnessed several cases of sodomy and homosexuality on the increase in our society much to the displeasure and disapproval of the general public. Unfortunately, the law enforcement agents and the President who took oath to protect the Constitution seem to be paying a blind eye. The question that begs an answer is: Is it by design or by default?However, on Friday, the 16th September 2022, when a group of concerned citizens decided to undertake a peaceful protest in order to raise awareness to the ever escalating cases of homosexuality and sodomy in the country, the Police were quick to apprehend them together with journalists who were covering the event. These were detained, arrested and charged with unlawful assembly.The above events are alarming. If nothing is done to raise awareness among our people, LGBTQ+ will become an acceptable norm in Zambia, despite the existence of laws that criminalises these activities and worse still being offensive to our Cultural and Christian values,” Archbishop Banda said.

Archbishop Banda said it is necessary that Zambians act against the proliferation of LGBTQ+ and other vices which are averse and seem to be on the increase corroding the fabric of society such as abuse of authority, abuse of state institutions and arbitrary disrespect of the rule of law.

He announced that the Archdiocese of Lusaka, through its Directorate of Integral Human Development, is embarking on raising awareness against offensive trends which seem to be on the increase in society.

“From the foregoing, it is necessary to act against the proliferation of LGBTQ+ and other vices which are averse and seem to be on the increase corroding the fabric of our society such as abuse of authority, abuse of state institutions, arbitrary disrespect of the rule of law, the hounding of the opposition members and constitutional office bearers perceived not to toll the line, the rise of nepotism, hybrid hypocrisy, deception, and lies, etc.During His memorable sermon on the Mount, our Lord, Jesus Christ declared to His disciples that: “You are the salt of the earth…” (cf. Mt. 5: 13). The primary use of salt in ancient times among other things was to avert decaying of foodstuff. So, when Jesus says, “You are the salt of the earth”, He is calling us to avert moral degeneration. We are therefore, invited to manifest in person and give witness to our Christian calling – to be the salt of the earth and the light of the world.The Archdiocese of Lusaka, through its Directorate of Integral Human Development, is embarking on raising awareness against these offensive trends which seem to be on the increase in our society. To this effect, ADL – IHD will communicate an action plan in the next couple of days, spelling out the way forward. In the meantime, we are inviting all our faithful to pray and fast against all these vices that seem to be accepted by the authorities that be.May Mary the mother of the Child Jesus, intercede for us that our lives may become salt to avert moral degeneration and light to illuminate the world from the darkness of evil,” Archbishop Banda concluded.

Meanwhile, President Hichilema has again denied allegations that his government supports gay rights or homosexual rights.

The President said Zambia should discuss more important matters than issues of gay rights or homosexuality.

President Hichilema on Monday morning posted an old video on his official facebook page in which he denied allegations that his government supports gay rights.

“Zambia is a Christian nation. It is clear you will all agree but some times we want to extract sections of our communities and say these are not Christians. Yah, religion in diversity, Churches in diversity but one body of Christ. And I want to say it is not right, I am following what is going on in our country today. To say the New Dawn government is promoting lesbian rights, gay rights, that is not right. We have said it before in opposition and now in government that we do not gay, lesbian rights as a government. The records are there, the media houses carry those records from years back but today, in recent days people are propagating in church preaching about lesbian rights and UPND Government. New Dawn government doing this and that. That is divisit, you know it is not right. Let’s focus on unity, let’s focus on materiality. Things that matter for this country. Keeping our children in school matters more than the petty matters,” President said in the video.

“Good morning fellow citizens
Our position on this issue has been very clear and consistent from our days in opposition. We must focus our energy in addressing pressing issues affecting our people and not be detracted,” he stated in the text accompanying the short video.

Queen Elizabeth’s life of service honoured at historic funeral

The Queen’s life-long sense of duty has been remembered in her state funeral service at Westminster Abbey.

The Dean of Westminster, who led the service, expressed gratitude to a congregation of 2,000 people including world leaders and royalty.

King Charles III led a sombre procession behind his mother’s coffin from Westminster Hall to the abbey.

The Queen’s coffin will now be taken to Wellington Arch, at London’s Hyde Park Corner, to the solemn toll of Big Ben.

As the service came towards its end the Last Post was played – by the same team who performed it at the Duke of Edinburgh’s funeral – before the nation came to a standstill for two minutes’ silence.

The Dean, the Very Rev David Hoyle, began the service by speaking of the Queen’s “unswerving commitment to a high calling over so many years as Queen and Head of the Commonwealth”.

“With admiration we recall her life-long sense of duty and dedication to her people,” he said.

The service was filled with traditional church music and readings from the Bible.

As the Queen’s coffin entered Westminster Abbey the choir sang lines, known as the Sentences, put to music which have been used at every state funeral since the early 18th century.

Prime Minister Liz Truss read to the mourners from John 14 and the congregation sang The Lord’s My Shepherd – a hymn sung at the wedding of the Queen to the late Duke of Edinburgh.

The Archbishop of Canterbury, the Most Reverend Justin Welby, gave the sermon and quoted the singer Dame Vera Lynn – saying “we will meet again”.

The phrase was used by the Queen in a rare address to the nation at the beginning of the Covid pandemic.

The archbishop said: “The grief of this day – felt not only by the late Queen’s family but all round the nation, Commonwealth and world – arises from her abundant life and loving service, now gone from us.”

The Queen’s coffin was conveyed – in the first of three processions throughout the day – from Westminster Hall where she had been lying in state since Wednesday.

The Prince of Wales and the Duke of Sussex walked side-by-side behind their father, the King. The King walked alongside his siblings, the Queen’s children.

The procession to the abbey saw the State Gun Carriage carry the coffin, drawn by 142 sailors, while the sound of pipes and drum rang out.

US President Joe Biden, French President Emmanuel Macron and Canadian Prime Minister Justin Trudeau are among the world leaders at the funeral.

Some 2,000 mourners are bidding farewell to the Queen at the state funeral, including 500 dignitaries – with presidents, prime ministers and foreign royalty among the guests.

There are also members of many European royal families, including Belgium, the Netherlands, Spain and Denmark, as well as the Emperor and Empress of Japan.

Former prime ministers Theresa May, Tony Blair, David Cameron, Gordon Brown, John Major and Boris Johnson are also at the historic abbey.

This is the first state funeral to be held since Sir Winston Churchill’s in 1965.

Following the service, the coffin will be drawn in a walking procession from the Abbey to Wellington Arch, at London’s Hyde Park Corner, to the sombre toll of Big Ben.

Gun salutes will also fire every minute from Hyde Park during the procession and people can watch in person from designated viewing areas along the route.

Once at Wellington Arch, at about 13:00, the coffin will be transferred to the new State Hearse for its final journey to Windsor Castle. There, the Queen’s coffin will enter St George’s Chapel for a committal service.

Attended by a smaller congregation of about 800 guests, the committal service will be conducted by Dean of Windsor David Conner, with a blessing from the Archbishop of Canterbury.

At a private family service later, the Queen will be buried alongside her late husband, the Duke of Edinburgh, at the King George VI memorial chapel, located inside St George’s Chapel.

Copperbelt minister urges church to apply for CDF loans

Copperbelt Minister, Elisha Matambo, has urged church leaders in the region to come up with business proposals and apply for Constituency Development Funds (CDF) loans that will help the church grow financially.

Mr. Matambo said churches can open up businesses using loans from CDF and from the small and medium enterprise empowerment component under the Citizens Economic Empowerment Commission (CEEC).He said the funds will add up to the country’s economy and also help families and churches in various communities to be stable financially.

The Minister said this during a church service at Glory Worship Ministries International in Lubuto township in Ndola yesterday.
He said cooperatives which have good projects are being given funds amounting to K40 ,000 to start up businesses hence the need for community members to also apply for such loans.

And Mr. Matambo has disclosed that the Constituency Development Funds for Kabushi constituency is still in the Ndola City Council account awaiting approval of projects to be undertaken in the constituency.

“There are a lot of projects that people can apply for which include bursaries for skills training for the youths as well as empowerment for the women and youths hence the need for the people to apply and benefit,” he said.

And Glory Worship Ministries International Bishop, Amos Kanyankula, said the church members have already formed cooperatives and applied for (CDF) under Kabushi constituency but no response has been made yet.

Bishop Kanyankula said the people are still waiting for the approval and release of the CDF in Kabushi.

He has meanwhile thanked the government for restoring peace in the country by banning senseless caderism especially in public places such as markets and bus stations.

He explained that some cadres used to terrorise the church by trying to encroach on its land but he fought through until government removed them.

40 Chirundu teachers benefit from SESTUZ land empowerment scheme

Forty teachers in Chirundu district in Southern  Province have benefited from the Secondary School Teachers’ Union of Zambia (SESTUZ) land empowerment scheme.

Speaking during the official handover of offer letters to the beneficiaries in Chirundu, Teaching Service Commission Chairperson, Daphane Chimuka, said President Hakainde Hichilema is determined to ensure the provision of quality education to every child regardless of their social status and location.

Mrs. Chimuka said this is why the President has identified teachers and the provision of teaching aides as key in the successful implementation of the free education policy.

She stated that the government is working hard to motivate teachers and other public service workers through providing decent accommodation and other conditions of service.

And SESTUZ General Secretary, Wamuyuwa Sitibekiso, explained that his union came up with the initiative of land empowerment scheme across the country as a way of mitigating staff accommodation challenges for teachers.

Mr. Sitibekiso added that the union’s land empowerment scheme is aimed at empowering teachers with plots so that they can use housing allowances to build their own houses before retiring from the service.

Earlier, Chirundu Town Council Secretary, Laura Munkanta, said the local authority is currently engaging traditional leaders in the district to provide land for onward distribution to public service workers in the area.

Murdered Catholic Priest’s Girlfriend Picked Up For Interrogations

A female suspect has been picked by police for interrogation in connection with the brutal murder of a Ndola Catholic Priest.

Father Deodatus Mbebe 50, of Saint Joseph Mission in Kalulushi District was found in a pool of blood with multiple head injuries and a broken right arm.

Copperbelt Acting Police Commanding Officer Sharon Zulu said Father Mbebe’s body was found in Pamodzi Township in Ndola with a concrete block next to his side.

Ms Zulu said the body was found on Saturday around 21:30 hours by members of the public who declined to disclose their particulars.

She said Father Mbebe was only identified yesterday by Father Felena Lambe ,Major Superior for the Franciscan of Malawi and Zambia.

Ms. Zulu said the body was found 50 meters away from Justina Luchele’s home and two of his phones, a Catholic robe, shoes and two wrist watches were found in her home.

She said investigations further revealed that the lady is a nurse at Arthur Davison Children’s Hospital and the two have been in a relationship since 2002.

Ms. Zulu said the lady explained that the deceased left her place around 16:00 hours while driving her vehicle going to Ndola bowling club and never returned.

On Sunday at 07: 00 hours Muleba Simon, Fibobe ward councilor who happens to be a childhood friend to Father Mbebe received a phone call from Ms Justina Luchele inquiring about the whereabouts of the boyfriend.

The funeral gathering is at Franciscan Centre in Ndola and burial is set for this Wednesday at St. Theresa Mission in Ibenga, Mpongwe.

Zambia has lost the number one copper exporter hegemony to DRC

It began with whispers, speculation and gossip, that Zambia was losing global competitiveness of exports of copper to DRC. That speculation has transmogrified into reality. I’m no expert on copper production processes and quantities. Others are. On September 8, I read an article by Chimwemwe Mwanza, “DRC is now the continent’s biggest copper producing nation by volume.” And I’m sure there’re other experts and even national statistics confirming and converting the speculation into facts.

As my expertise is limited to global, regional and bilateral trade, I compliment Chimwemwe’s excellent revelation with what I know about the two countries’ competitive rivalry for continental hegemony in exports of the same. Using Unctadstat data, I confirm that DRC has overtaken Zambia in global exports of copper as shown in Figure 1 below. It’s simple logic: DRC is producing more, therefore, it is exporting more given that the product is produced largely for export.

A decade ago, Zambia led DRC in exports of copper to the world by wide absolute values. For example, when Zambia exported about $7 billion in 2014, shown in Figure 1 below, DRC exported less than $2 billion. The significant shift began in 2018 when DRC assumed control with Zambia trailing behind for the first time in the last fifteen years, the period I’m aware of. Why this happened is a question for new leaders to answer and reverse. We can mix with DRC but we must not forget about global and even regional competitiveness and why outcompeting others must be Zambia’s objective number one.

Export markets are mainly in Asia and Europe

The main export markets for the two neighboring competitors are mainly Asia and Europe as shown in Table 1 below. In 2021, DRC exported copper worth $7.7 billion to Asia compared to Zambia’s $4.0 billion. While Europe continues to be Zambia’s key market, it is not for DRC. Equally, while Africa remains a significant market for DRC, for Zambia, it is not.

But who dominates world exports of copper?

The myth by many Zambians may be that Africa is the largest exporter of copper beating Chile. At school, I learnt about only Chile and Zambia as major producers and exporters. Even prior to writing this article, this week, my perception was the same as is for many Zambians who think that Zambia is one of the largest producers and exporters. Amazingly, statistics show unsung heroes like Asia, Europe and Americas shown in Figure 2 below with Africa at the bottom with only US$24 billion exports, largely coming from DRC and Zambia.

Concluding

Indeed, the repeated song, “We have many natural resources to develop from, from within Zambia or Africa” is being challenged by these statistics showing strong competition of ownership of copper. The many countries in Asia producing copper make it competitively difficult for African countries like Zambia and DRC to impose policies to foreign investors. What happens when you impose and they go to Asia? Finally, one hopes that with improved policies and hard work, Zambia will soon recapture its hegemony in the production and export of copper from DRC. It’s mind-boggling to understand how Zambia surrendered its supremacy.

Zambezi River Authority to Construct an K 11 million mini-hospital in Siavonga Town

Zambezi River Authority (ZRA) has embarked on the construction of a modern mini-hospital worth over K 11 million in Chief Simamba of the Bagande people of Siavonga Town, Southern Province.

ZRA Board Chairperson Gloria Magombo says the Authority through the Zambezi Valley Development Fund ( ZVDF ) will spend over K 11 million for the construction works of the health including purchase of medical equipment and other auxiliary services.

Dr. Magombo, who is also Zimbabwe’s Energy and Power Development Permanent Secretary, said this during the laying of the foundation stone at the site.

Chief Simambo of the Bagande people of Siavonga District was among the many figures who witnessed the event.

“ The ( ZRA ) board through the Zambezi Valley Development Fund will continue implementing various developmental projects in the social sectors as way of mitigating and ameliorating the suffering of the people displaced to pave way for the construction of the Kariba Dam, “ she said.

And Chief Simamba of the Bagande people of Siavonga District in Southern Province has called for an “Investment Indaba” with all investors in Chiefdom to discuss sustainable development.

Chief Simamba bemoaned the low contribution of investors operating in his chiefdom in participating in developmental activities through “Social Corporate Responsibility Programmes (CSRP).

The traditional leader said this in a speech read for him by a representative, Phanuel Simamba, stressing that all investors in his chiefdom should emulate Zambezi River Authority’s gesture of ploughing back in the communities in which it has a presence.

Siavonga Member of Parliament, Darius Mulunda, Zambia’s Ministry of Energy Permanent Secretary, Francesca Zyambo, Siavonga District Commissioner and other senior government officials, ZRA board members attended the function.

Government to continue employing Health Professionals in a phased manner

The government has said that it will continue with the employment of health practitioners in a phased manner.

Southern Province Minister Cornelius Mweetwa says government is fully aware human resource gap under the health sector adding that it is at the core of President Hakainde Hichilema to bridge the gap for smooth delivery of health care services.

Mr. Mweetwa points out that the recent recruitment of 11,200 health workers is a beginning as government wishes to continue employing in a phased manner.

The minister said this during the 71st and 11th graduation ceremony for Registered Nurses, Midwives and Biomedical Laboratory technologists respectively at Chikankata College of nursing and Biological Sciences, Saturday.

He has however, appealed to the graduates not to get frustrated as they wait to be recruited.

Meanwhile, Chikankata College of nursing principal tutor Zondiwe Ndalande appealed to government to quickly find places to deploy the graduates whiles their minds are still fresh.

Ms. Ndalande said the longer period of waiting affects health practitioners as they tend to forget what they have learnt in college.

And the Salvation Army, proprietor the two learning institutions, have assure government of continued training of health staff for line with aspirations of government.

Schools urged revive social clubs and sports discipline activities.

Government has advised school managements across the country to ensure that they revive social clubs and sports discipline activities.

Education permanent secretary Joel Kamoko says as the COVID- 19 pandemic is now over, schools should now return to their usual routine and resuscitate social clubs such as Girl Guide, and scout, among others.

He explains that social clubs are important in educating a child as they help shape up the pupil as well as acquire different life-skills that will help them become meaningful citizens in adulthood.

ZANIS reports that the Permanent Secretary said this today when he featured on ZNBC TV1 live program called Keeping Girls in School Initiative program which is funded by the World Bank and is so far being implemented in 49 districts across the country.

“ You know when you are young you do need extracurricular activities so that they acquire soft skills such as assertiveness, self-esteem and the ability to survive and they will begin to learn that if you have the skills you are able to cope up with any pressure, “ Mr Kamoko said.

Mr Kamoko added that teachers should not just make pupils’ memories’ every day, but that they should activate social clubs adding that talents are also being discovered from such activities.

Values and morals are being shared through such gatherings, emphasised the Permanent Secretary adding that the government will make sure that these are implemented so that children as they grow they should become self-reliant.

Justice Minister Haimbe in the UK for Queen’s funeral

Justice minister Mulambo Haimbe yesterday arrived in Britain ahead of Queen Elizabeth’s funeral.

UK Department for International Trade Minister Jesse Norman received President Hakainde Hichilema’s special representative Milambo Haimbe today at Lancaster House to sign the book of condolence following the death of Queen Elizabeth II.

Honourable Haimbe expressed Zambia’s grief and commiseration to the British people over the passing of Queen Elizabeth II.

The late Monarch died last week aged 96 and is set to be buried at St. George’s Chapel within the grounds of Windsor Castle, one of her favourite homes and where many royals have been laid to rest before her.

Her funeral today will be one of the largest gatherings of heads of state and government in one place in British history and up to 4 billion people worldwide are anticipated to witness the funeral on television and other platforms.

Over the weekend, President Hakainde Hichilema flew to New York, US and said that his trip to New York is one of its continued efforts meant to build a good reputation for the country.

Mr Hichilema said building a good reputation for the country is one of the agendas his administration has set.

The head of state said this at Kenneth Kaunda international airport prior to his flight to New York to attend the 77th session of the United Nations general assembly ( UNGA).

The President observed that in today’s world, no country can live in isolation adding that through relations and interactions with other country’s helps in developing other countries.

He said that this channel will continue so that the country’s wealth, peace, security and stability can translate into economic growth and trade investment.

Mr Hichilema said meetings with investors have been lined up in a bit to market the country for economic development.

The plain carrying the Head of State and his entourage among them being First Lady Mutinta and Justice minister Haimbe Mulambo.

And President Hichilema said that Trade and investments is what will rebuild the economy and in turn provide meaningful jobs for our citizens.

Mr Hichilema on his Facebook page maintain that this is the new dawn government’s goal and priority.

“ This is our goal, responsibility and priority which underpins out foreign engagement. Like we have stated before, our travels are targeted and our agenda is clear and that is to unlock the economy that was acutely damaged after years of reckless borrowing and unbridled corruption by the previous administration, “ he says.

The President is scheduled to address the General Assembly during the High level General Debate in New York on 21st September, 2022.

The theme for this year’s General Debate is: A Watershed Moment: Transformative Solutions to Interlocking Challenges.

On the sidelines of the UN General Assembly, the President will participate in several high-level meetings, including:

the 2022 SDG Moment , Transforming Education Summit; High-Level Leaders’ Dialogue Meeting and Climate Finance Dialogue.

The Republican President is scheduled to hold bilateral meetings with Antonio Guterres, United Nations Secretary General; Ms. Kristalina Georgieva, International Monetary Fund Managing Director; Mr. David Malpass, World Bank President, and Ms. Samantha Power, United States Agency for International Development Administrator.

In line with the Government’s commitment to continue creating and fostering meaningful partnerships that will bolster the Zambian economy, Mr. Hichilema will also attend the Zambia Investor Forum, US-Africa Business Forum.

Red Arrows Exit CAF Champions League

Red Arrows has made a preliminary stage exit from the CAF Champions League after drawing 1-1 away to Primeiro de Agosto in Luanda on Sunday.

Arrows bow out 2-1 on aggregate to their Angolan opponents who advance to next months pre group stage while Chisi Mbewe’s side now return home to focus solely on their domestic obligations.

Arrows started off on a promising note when Ricky Banda out the visitors ahead in the 7th minute.

But Agosto made the job difficult and it took just eight minutes after Arrows goal for that to happen when striker Mawiya Jiresse equallised.

The situation now leaves Zesco United as Zambia’s sole representative in continental football this season.

Zesco’s campaign begins in October when they face Royal AM of South Africa in the second phase of the CAF Confederation Cup.

Nkana Suffer Third Straight League Defeat

Nkana on Sunday suffered their third successive league defeat of the season after handing Chambishi its first win of the 2022/2023 campaign.

Chambishi visited Nkana Stadium in Kitwe today seeking to end a four-match losing start to the new season and their wish came true.

Chambishi beat Nkana 2-1 at Nkana Stadium in Kitwe just a week after Nchanga Rangers luckily beat hosts Chambishi 1-0 at Arthur Davies Stadium in Kitwe.

Andy Boyeli put Chambishi ahead in the 27th minute to see them take a one-nil half-time lead.

But Nkana fought back and equalised in the 51st minute through Tresor Mbangi during a promising period by the hosts.

However, Chambishi striker Chabala Kasanda stunned the Nkana Stadium crowd with the game-winner in the 58th minute.

Chambishi’s first league win was dampened by Boyeli’s sending off in the 74th minutes for receiving a second yellow card.

Nkana is 15th with 4 points from five games, Chambishi is just below them on 3 points after Sunday’s game.

The result also saw Chambishi extend their dominance over Nkana to three consecutive league victories following last season’s back-to-back 1-0 results.

Meanwhile, at Levy Mwanawasa Stadium in Ndola, two unbeaten sides in the 2022/23 campaign shared the spoils when hosts Forest Rangers and Green Buffaloes finished 0-0.

Fourth placed Buffaloes and Forest who are 5th are tied on 9 points, two points behind leaders Prison Leopards and one behind Power Dynamos and Nchanga Rangers.

The IMF Bailout Loan is Here: What Next?

1. During campaigns, Hakainde Hichilema made a solemn promise to the Zambian people that if he is elected as President, he will create employment and reduce the cost of living. Believing his promises, the people of Zambia elected him President. The majority of those who voted for him are not UPND members but just ordinary independent citizens who want a better Zambia.

2. After he was elected President, Hakainde Hichilema told the people that his economic turnaround plan was premised on the IMF bailout loan. And that as soon as he gets the IMF bailout loan, he will be able to deliver on his promise of employment creation and reducing the cost of living. The Zambian people patiently waited for him to get his IMF bailout loan.

3. Last month, President Hakainde Hichilema finally got his IMF bailout loan, amidst pomp and fare among his fervent supporters. The President used the occasion to boast of how the IMF and other multilateral institutions have faith in him compared to his predecessor. However, what the President omitted to explain is how and when he will begin to reduce the cost of living, now that he has obtained his IMF bailout loan?

4. Some of us have disagreed with President Hakainde Hichilema’s economic management practices from day one. Just when he was inaugurated, we told him that an IMF bailout loan cannot be used as a vehicle for reducing the cost of living and creating employment for the people. We told the President that as a matter of fact, putting the country on an IMF programme will bring about the exact opposite; the cost of living will go up even further due to removal of subsidies, and jobs will be lost due to the expected reorganization of our parastatal companies.

5. We advised the President that if he expected to deliver on his promises to the Zambian people of reducing the cost of living and creating employment, he needed to formulate a homegrown economic turnaround plan as a vehicle for achieving those goals. That he must forget about the IMF bailout loan as it will not take this country anywhere. We further told the President that the formulation of such a homegrown economic turnaround plan must not be a preserve of a few technocrats at Ministry of Finance, locked in their offices, but must be a product of sincere multi-stakeholder engagement.

6. We further advised the President that the first step to turning around our economy should be to avoid additional borrowing whether by domestic debt, external debt or domestic arrears. And that the nation needed to leverage on the high copper prices on the world market to collect as much tax revenue from the mining sector as possible. That we needed to fund our national budget with internally generated resources without borrowing.

7. However, in the past 12 months or so, President Hakainde Hichilema has done the exact opposite of what we advised him. Instead of collecting as much tax revenue from the mines as possible, he has decided to give the mines a defacto tax holiday which is costing the country billions of dollars per annum in lost tax revenues. Instead of making the national dress according to the size of the cloth available, he developed a bloated 2022 national budget, 46 percent of which needed to be funded by debt. Since he could not acquire any more foreign debt, apart from the IMF bailout loan, he proceeded to utilize domestic debt and domestic arrears to fund the 2022 national budget.

8. When the PF administration left office in August 2021, the country’s domestic debt (government bonds, treasury bills etcetera) was about K80 billion. As we speak right now, it is about K190 billion, an increase of K110 billion within 12 months. In fact our foreign debt bondholders recently told off the IMF that the Fund cannot only talk about restructuring Zambia’s foreign debt while they remain mute about the domestic debt. Suffice to say that this K110 billion increase in our domestic debt within a short period has the overall effect of crowding out the private sector because banks, insurance companies, pensions and other institutional investors would rather lend to Government that lend to the private sector.

9. In essence, President Hakainde Hichilema has further killed the private sector in Zambia. With a dead private sector, one cannot expect to reduce the cost of living or create employment. The hiring of a few thousand civil servants such as teachers, medical personnel, police officers etcetera is just a facade. Real employment creation can only be achieved by the private sector, which has been killed.

10. Lastly, it is necessary to mention that the type of economics which the President and his team practices is very questionable. They are under the illusion that if they use our foreign reserves to reduce the exchange rate, then the prices of goods and services will automatically come down. That only works on paper, in reality it does not work like that. So far, the Bank of Zambia has pumped in more than $300 million to try and support the Kwacha exchange rate, but despite the exchange rate hovering around K16, there is no evident reduction in the prices of goods and services. To the contrary prices have continued to rise. This re-echos the advice that we gave to the President about a year ago that the only sure way to turnaround our economy, create employment and reduce the cost of living is by facilitating the growth and expansion of the private sector and collecting all the tax revenue that is due to us. IMF bailout loan + tax holidays + high domestic debt + killing the private sector = high cost of living and high levels of unemployment. The good thing however is that it is not too late for President Hakainde Hichilema to reflect on the advice that we give him. He must put his ego aside, change course and do what is right for the Zambian people.

Corruption Alert; Fertiliser Tender, Procurement of Corruption in Motion

Last week, Government cancelled a public tender for the supply, delivery, warehousing and distribution of D-compound(basal) and Urea Fertiliser under the Farmer Input Support Programme (FISP).

The tender was conducted under the Open National Bidding procurement method. Six companies were picked as best evaluated. These were; Samar Agro Investments, Stutone Investments, Conchak Investments, Alpha Commodities, Agrizam Investments and Evergreen Fertilisers.

On 9th September 2022, ZPPA Director General Idah Chella announced the cancellation of this tender citing technicalities.

ZPPA said the tender was cancelled because the Ministry of Agriculture Procurement Unit allowed the participation of foreign companies in an Open National Bidding contrary to the Public Procurement Act of 2020, Section 39(2).

The new procurement Act was extensively amended to respond to Zambians who have called for citizen-owned companies to benefit from government procurements. The new Act gives preference to citizen-owned and local companies whenever large-scale government purchases, contracts and works are being procured.

Following the cancellation of this tender, the Ministry of Agriculture strangely abandoned the Open National Bidding method and quickly implemented a fresh process, but under Limited or Direct Bidding ( popularly known as single-sourcing).

Under this procurement, the Ministry has picked six firms; ETG, FSG, United Capital Fertiliser, Alpha Commodities and Agrizam to supply, deliver, warehouse and distribute the fertilizer.

This fresh procurent is against the spirit of the new Public Procurement Act that encourages that all large-scale procurements by Government be given to Zambians or citizen-owned firms or with companies with legal proof of joint venture or participation of citizens.

As can seen above, the Procurement Committee has left out citizen-owned companies that were initially picked and had their contracts approved by the Attorney General pending signing.
Minister of Agriculture, Mtolo Phiri is determined to have these new contracts signed even when both the Act and approval process have not been done in accordance with law.

Within a period of five days, the Ministry of Agriculture has miraculously completed the process from advertising/inviting, selecting, evaluating, and awarding these foreign companies.
It’s a scam, a predermined process.

This raises serious concerns.

When did the ZPPA give consent for the process to be done under Limited Bidding? When was evaluation done? When did Attorney General approve the new draft contracts? Clearly, Hon. Mtolo Phiri and his team are using the urgency of lack of time to perpetuate illegalities, and I dare say engage in corruption.

The Ministry of Agriculture claims that this new procurement was motivated by picking firms whether foreign-owned that allegedly had fertiliser stocks on the ground. If this was true, other named companies with similar capacities would have been on the selected list.
This is procurement of corruption in motion.

I feel pity for officials pushed to do these illegalities as Ministers and State House officials never sign on these documents but it’s the Permanent Secretary and officials that face law enforcement agencies or go to prison for these acts of corruption.

In all this, I recognise that it the national food security which is at stake as the Ministry is late to procure these tenders which they have been fighting over since March this year!
