Zambia is ready to work with global community- HH

8

President Hakainde Hichilema has affirmed Zambia’s willingness to support and work closely with the global community in resolving climate change.

Addressing World leaders at Glasgow COP26 climate change summit yesterday, President Hichilema expressed confidence that Zambia is ready to reduce emissions by 47 percent if adequately supported by world leaders and global partners.

Mr Hichilema said Zambia is willing and ready to support other leadership and will work closely with the global community in resolving the climate challenge.

“ In this regard, I am happy to report that prior to this summit in July 2021, Zambia submitted a revised and updated nationally determined contribution to the Paris agreement, spelling out the following ambitious efforts.

“ We have pledged to reduce greenhouse gas emissions by 25% based on the 2010 levels by 2030 using a combination of our own domestic resources and other support that we have traditionally received,” he said.

The Republican President expressed his confidence that the global community will deliver the outcome that the world urgently needs for averting a climate crisis if they work together.

He pointed out that science is clear that the world only has a small window of opportunity to ensure that everyone collectively takes decisive action and prevents the negative impact of climate change.

“For developing and vulnerable countries like Zambia, which is among the least developed countries with multiple challenges, climate change brings an additional layer of challenges and aggravates existing ones,” he said.

The Head of state highlighted that Climate change makes it difficult for countries to effectively address several socio-economic challenges in order to lift citizens from high poverty levels.

President Hichilema said a positive outcome from this conference is not an option but an absolute necessity for the sake of humanity.

“We are confident that the global community will share our sense of urgency, if there is any lesson we have learnt from the COVID-19 pandemic, it is the need for our collaboration on this shared planet in order to secure our mutual safety and success,” he said.

He expressed his hope and confidence that if the desired outcome from the COP-26 Summit is achieved, there should be clear, deep and real cuts in greenhouse gas emissions to be addressed by all countries.

Developed countries should take the lead, he explained adding that , there should be adequate and predictable financing to enable developing countries to make impactful contributions to address this critical global challenge.

He further explained that there is need for support with technologies and the capacities that the world needs to shift from carbon intensive development paths to low carbon green economies.

President Hichilema added that placing a premium on adaptation measures and the support required to ensure that the lives and livelihoods of the most vulnerable people on the planet are safeguarded and to protect natural ecosystems.

He further added that putting up those measures will help in resolving the remaining technical holdups that are delaying the unleashing the full potential of the Paris Agreement.

“ Zambia will expedite implementation of activities through development of bankable project proposals to enable the country to access the necessary financing, “ he said.

He emphasized the need for all heads of states to foster a sense of urgency as they work to give political momentum to their negotiators and encourage them to make good use of the next two weeks to give the world the outcome it needs from the conference.

Mr Hichilema noted that all heads of states have an obligation and noble task to deliver for their citizens the much needed and desired changes to preserve the planet and safeguard the environment for future generations.

And United Kingdom Prime Minister Boris Johnson told leaders and delegates that the anger and the impatience of the world would be uncontainable unless they make the COP26 in Glasgow the moment that they get real about climate change.

Dr. Vongo speak against use of antiseptic stuffs to clean the Vagina

10

Both Traditional healers and medical doctors have condemned the introduction of foreign substances in the female genitalia unless it is intended to treat the infection.

President of the Traditional Practitioners Association of Zambia, Rodwell Vongo says that just like conventional drugs, inserting herbs in the vagina should only be used to treat infection.

Dr Vongo noted in an interview with ZANIS, that women expose themselves to infection by inserting herbs to sweeten or tighten the vagina.

“We recommend drugs that should be taken orally to sweeten or tighten the private parts, or indeed to make it warm,” he said.

He stated that times when traditional healers used to give herbs to insert for sweetening and tightening are gone as introducing foreign matters in the vagina now poses a risk of life-threatening diseases.

“We totally agree with the paramedics who say women should not insert herbs down there, times have changed and there are so many diseases now. Women risk developing cancer of the cervix,” he said.

And Ministry of Health Assistant Director for Reproductive Health, Angel Mwiche advised women against listening to advice on social media unless it is proven by research.

In reference to a social media video that has gone viral where a lady is seen advising women to use Savlon antiseptic liquid to clean the vagina, Dr. Mwiche told ZANIS that the vagina is created in such a way that there should be bacteria at all times and that the antiseptic liquid is likely to kill the bacteria.

“The pH of the vagina should be acidic and by design, that tends to kill bacteria that is not supposed to be living in the vagina, but if someone uses Savlon, they will be killing a substance that produces the acid and this will expose the vagina to other bacteria,” he said.

He stated that a smelly vagina comes as a result of Sexually Transmitted Infections (STIs) and that people should not insert any substance to improve the smell.

“Anyone who experiences a bad smell should seek medical treatment,” he said.

He stated that people can avoid STs by sticking to a single sexual partner because they collect different bacteria by having many sexual partners.

“Health practitioners examine the problem and treat patients’ in-line with the findings. You could be treating something which is not even there when you use savlon,” he said.

Lafarge cement price reduction elates ZACA

4

The Zambia Consumer Association (ZACA) has expressed happiness over the decision by Lafarge Zambia Plc to reduce the price of its cement by between 5 and 10 percent.

ZCA General Secretary Juba Sakala said the reduction is inevitable because the local currency, the Kwacha, has been appreciating against other major convertible currencies for the past two months.

Mr. Sakala said with the help of the Competition and Consumer Protection Commission (CCPC), Lafarge has managed to reduce the price of cement to at least K120 per 50 kilogramme bag.

“Initially, Lafarge Zambia, was supposed to reduce the price of cement to 4 to 5 dollars which should have been less than K100,” he said.

He added that the CCPC’s order to reduce the price of cement by four to five dollars has not been resolved.

Mr. Sakala noted that fortunately, Lafarge Zambia Plc has reacted by reducing with a 10 percent price cut per bag of cement.

He has since encouraged other leading companies to emulate Lafarge Zambia Plc.

From October 31, Lafarge Zambia has reduced the price of cement to between five and 10 percent.

Lafarge Zambia Corporate Affairs and Communication Sarah Banda said in a statement made available to the media that the reduction in the price of cement was caused by the recent appreciation of the Kwacha against major convertible currencies as well as the positive outlook of national economic growth.

10

MINISTER of Transport and Logistics Honourable Frank Tayali has taken a swipe at the Controller of Government Transport for negating its responsibility of curbing the rampant misuse of Government vehicles.

He said he is very disappointed that on a number of occasions that he has called for statistics regarding the Government fleet, information has not been made available.

He described the conduct as unacceptable to note that it is not possible to track who was using government transport adding that there could be non-government officials using government transport.
The visibly upset Minister said when administrations change it does not mean Government changes as well because it has been one institution since 1964 adding that when administrations change it does not mean that staff should go to sleep.

He said this when he visited the offices of the Government Transport Control Unit offices as part of his familiarisation programme of Departments and Units under his ministry.

Hon. Tayali wondered why there have been so many accidents happening when the Unit is there to monitor the use of vehicles more so by officers on private errands.

The Minister said Controller of Government Transport Mr. Ernest Kunda working together with the Road Transport Safety Agency (RTSA) has a role to play in curbing the numerous accidents.

The Minister revealed that he got a tip-off from Mpika where a Government vehicle was captured on a video where a driver from the Ministry of Health was loading passengers and charging them.

He said there is a notorious driver from the Ministry of Health driving a white Land cruiser and wondered why such kind of negligence was being tolerated.

The Minister told Mr. Kunda that as a Controller, he should not be susceptible or liable to such kind of negligence.

He strongly cautioned Mr. Kunda that the Mpika incident clearly shows that he is not in control of Government transport if such abuse can happen.

The Minister was accompanied by Acting Permanent Secretary Mr. Stephen Mbewe, Acting Director Planning Ms. Inreen Tembo, and other senior government officials from the ministry.

Other Departments the Minister visited are Office Equipment and Pontoon and Mechanical Services formerly Engineering Services Corporation (ESCO) Limited and the Provincial Maintenance Office.

His brilliant angled effort from the corner of the penalty area got Albion back in the game before Leandro Trossard equalised in the second half.

Mwepu had opened his account for Albion on Wednesday in the Carabao Cup tie against Leicester City.

“I was almost speechless after the game,” he said.

“The goal was really amazing, an unbelievable feeling at the end of an amazing week for me. If you play Liverpool and you score that goal who wouldn’t be really happy?

“I think the way we played showed the spirit in the squad. The gaffer is always trying to give us that motivation, always trying to make sure we give our best.

“But we have to keep going strong so everyone in the team is really pushing. If we keep this mentality and hopefully we get more results going forward.”

Head coach Graham Potter was delighted with Mwepu’s contribution after he paired him with Yves Bissouma in central midfield, with Adam Lallana occupying a more advanced role.

Clerics urged to help fight early marriages, GBV, CORRUPTION

1

The clergy in Mpika district have been urged to be advocates of ending early child marriages, gender based violence (GBV), corruption and other vices. Acting Mpika District Commissioner Kaniki Bwalya said the clergy and Bible school graduates should be in the forefront of speaking against early child marriages, corruption and GBV among other vices.

Ms. Bwalya said this when she officiated at the Evangelical Bible College of Western Australia fourth graduation ceremony held in Mpika district.

She explained that these vices affect the community as well as the church hence the need for the clergy to preach against them.

“As the church, it is important that you preach against these vices which are affecting our communities and the church as a whole,” said Ms. Bwalya.

Ms. Bwalya has also urged the churches that are not registered with the Registrar of Societies to register.

She said according to law, it is illegal for any church to operate without being registered with government.

She further said government has started the process of ensuring that churches are led by trained clerics hence pastors should take advantage of Bible schools in the district and be trained.

“I would also like to urge pastors who are pastoring without being trained to quickly take advantage of the available Bible schools and get trained,” she said.

And Evangelical Bible College of Western Australia Director, Howard Mwindula has urged the 18 graduands to uphold good morals and ethics.

Dr. Mwindula said the graduands should display a Christ like behaviour that is expected of a pastor now that they have completed their theological studies.

“Everybody is seeing that you have graduated, whether you are a pastor or not, because you have gone to theological college, people will see you as a Pastor, therefore your behaviour should change,” said Dr. Mwindula.

He added that the graduands need to make sure that their behaviour and conduct is exemplary.

A huge amount of capital is required to resuscitate KCM and Mopani Copper Mine-Musokotwane

24

The government says it will address the issue surrounding the operations of Konkola Copper Mine ( KCM ) and Mopani Copper Mine ( MCM) within the quickest possible time. Finance and National Planning Minister Situmbeko Musokotwane says this is because a huge amount of capital is required to resuscitate the two mines.

Speaking at the post-budget symposium in Lusaka, Dr. Musokotwane disclosed that discussions to bring a lasting solution to the matter are already underway adding that the general public will in due course be informed on the way forward.

Government has through Zambia Consolidated Copper Mines Investment Holding ( ZCCM-IH) taken over Mopani Copper Mines and is in the process of identifying an equity partner while KCM is in liquidation.

Meanwhile, the Minister said the government is currently subsidizing fuel to the tune of 21 million United States dollars on a monthly basis. Dr. Musokotwane admitted that government is in dilemma regarding the issue of fuel.

Getting fuel from Indeni is expensive in comparison with purchasing finished oil produce from the Port of Dar es Salaam through the TAZAMA pipeline.

“If we want cheaper fuel, then of course it means that we cannot buy from Indeni but If we want Indeni it means we must accept more expensive fuel, these are the choices we have to make,” he said.

Meanwhile, the government has defended its decision to increase the Pay As You Earn (PAYE) tax threshold to 4, 500 kwacha in the 2022 National Budget, an increment of only 500 kwacha.

Speaking at a post-budget symposium in Lusaka yesterday, Minister of Finance and National Planning Situmbeko Musokotwane explained that the budget was too tight, noting that the demand for areas needing resourcing his high.

The Minister noted that it is for this reason that in the area of education, that the most efficient way to handle the issue, was to make secondary school education free for all scholars.

Dr Musoktwane revealed that even though the tax threshold was increased by only 500 kwacha, implementing the free education policy, will cushion the spending burden of workers.

He said adjusting the tax band beyond the set threshold can only benefit those in formal employment alone at the expense of groupings that do not have formal jobs.

“If we adjust the tax, we are not benefiting them in any way band (those who are not in formal employment). We actually thought that by making education free, we are targeting a bigger group of people to be beneficiaries, a low level civil servant out there who was previously paying school fees for the children, in one go, you have given money to them.” Dr Musokotwane explained.

And Dr Musokotwane said the move by government to stop importing desks in next year’s budget, will create employment.

He disclosed that youths will be trained in craft skills to enable them the expertise to carry out such works.

Dr Musokotwane appealed to banks to soften conditions for youths to acquire loans in order for them to carry out projects in their localities.

“A loan of 10, 15 thousand kwacha can a do a lot to enable a youth to take up a contact to make hundred desks in the constituency, in the ward, this is where the jobs will go,” he said.
