ZAMTEL Scoops Top Customer Service Award, Named Best Internet Service Provider

ZAMTEL has been named the Best Internet Service Provider in Zambia for its Velocity internet service at the just ended Customer Service Excellence Awards Gala Dinner.

Zamtel picked up the Customer Choice Award at the event held in Livingstone on Friday night based on a survey conducted by the Chartered Institute for Customer Management from July until October 15th 2021.

Announcing the award, the Institute stated that based on survey results, consumers in Zambia have rated Zamtel’s flagship product Velocity as the best internet service which clearly demonstrates the company’s commitment to customer service.

And commenting on the award, Zamtel Acting Chief Commercial Officer, Mr. Keith Banda commended customers for their loyalty and support which has made Velocity the most popular internet service in Zambia since it was launched in 2019.

“We are proud to receive this recognition and we know it is as a result of hard work, dedication and focus on providing the best internet customer experience. This award is also in celebration of our customer service staff who interface with our customers for their excellent work,” Mr Banda said.

Mr Banda said Zamtel declared 2021 as the Year of the Customer as a further recognition of the role of the customer in the growth of the company.

“Even as we continue to invest heavily in technologies and the enhancement of network capacity and quality, we are aware of the critical importance of excellence in customer service and we are delighted that our efforts in this regard are being recognized by the customer and the industry alike.”

Mr Banda said, “We are inspired by the award and we will continue to seek more exciting ways of creating the best customer experience possible. While it is great to be acknowledged for our efforts, we also take this as a responsibility to sustain the efforts towards taking consumer experience to a newer level by becoming a true digital lifestyle partner.”

How to Restructure Youth Empowerment and MSMEs Ecosystem to Create Jobs

On the basis of the positive feedback from Zambian youths through emails, regarding my recent articles on youth job creation, I have been compelled to continue sharing my thoughts and ideas on this issue. It is my hope that those in the corridors of power may also eventually take note and explore some of these new ideas. Zambian Youths who have written to me have been wondering why Government does not take up some of the suggestions in the articles and implement them because they make sense and appear very practical to them.

“I own a small manufacturing company. Well, I just want to commend you on the article you wrote concerning youth entrepreneurship. Your points are powerful, and if government can follow empowerment procedures on merit grounds, as you stated, millions of youth jobs will definitely be created. If the previous regime wasn’t biased on who to empower, my company would be counting fifty (50) workers by now-imagine,” wrote Philemon Mtonga, a Youth Entrepreneur in an email.

The second motivation for the article was the recent remarks by the Minister of Youth, Sport and Arts, Mr. Elvis Nkandu on Youth empowerment. It raised a number of concerns. The Minister of Youth, Sport and Art ‘s first major statement on Youth empowerment was that his Ministry will send out officers to recover loans from the youth empowerment programmes that were disbursed by the previous Patriotic Front (PF)

“I want to assure you that those that got money wherever they are, let them pay back otherwise, we will not spare anyone that got money from the well-intended projects for other things. What is correct is that a large percentage of those empowerment funds was given to the PF. A lot of that money was given to PF cadres. Those people are Zambians at the end of the day. If there are youths, they also have the right to obtain money from the government but the bottom line is that, that was a loan and if it is a loan, people should pay back,” Nkandu said. “We still have our officers at the ministry who we will send to go and look for those that had acquired these empowerment loans.”

The expectation from the Youth was that, by now, the New Deal Government will have put up a comprehensive statement of its plans as to “how” they will fix the Youth unemployment problem. The Youth are of the view that since the UPND had been in Opposition for 23 years, they must have had a ready-made blue print on how to deal with this problem, but they did not want to share it publicly before they took over power, for fear of PF stealing their intellectual property. The delay in the communication of its strategy on Youth unemployment by the New Deal government, which most experts believe could be rolled out in parallel to “fixing the economy”, is frustrating the youth.

The Republic of Zambia government under the Movement for Multiparty Democracy (MMD) created the Youth Development Fund (YDF) in 2000 in order to address the issue of Youth unemployment through encouraging young people who could not find formal salaried employment to pursue entrepreneurship and self-employment. In 2018, the Patriotic Front (PF) administration commissioned the Zambia Institute for Policy Analysis and Research (ZIPAR) to carry out an evaluation of the programme. And they concluded that the programme failed to achieve its objectives.

“The evaluation found that the YDF created a total of 742 paid jobs from 2011 to 2015. Compared to the amount of resources that were invested in the YDF, the jobs did not sufficiently contribute to reduction in the high youth unemployment rate. Additionally, the welfare of the beneficiaries did not improve compared to that of the non- beneficiaries”, ZPAR study concluded.

The previous PF administration ignored the findings of the ZIPAR Study, and went ahead and implemented a politically motivated, rushed youth empowerment programme in 2020, aimed at winning votes in the 2021election.

YOUTH EMPOWERMENT RESTRUCTURING

The starting point of the New Administration should have been to implement the recommendations of the report and other experts’ views having reviewed the report while in Opposition. The Minister’s statement brings out two major areas of concerns about the current empowerment ecosystem. The first is that he seems to suggest and imply that finance is the first intervention in the Youth empowerment value chain. Secondly, he also seems to suggest that the current arrangement where the Ministry of Youth, Sport and Art will continue to act as a financial institution or a bank despite the fact that they are ill equipped for such a task. Two years ago, in 2019, I penned an article where I outlined why the Youth Development Fund had failed to create jobs. It may be useful for the new Minister to read it.

Why Youth Development Fund has failed to create jobs and changes needed

There is a need for the new administration to consider the reasons why Youth empowerment programmes have failed to create jobs and consider restructuring the whole system in such a way that it overcomes past bottlenecks. The planned enhanced Constituency Development Fund (CDF) and the call for Youths especially in rural areas to form companies and cooperatives as the President suggests from his social media feeds, is not adequate. It is similar to previous approaches that were based on the upfront funding model which miserably failed. There are number of actions that are required to be taken to redress this situation.

The first issue that should be addressed is the issue of access to empowerment services. If any programme is to be succeed, it has to ensure that hundreds of thousands and better still, millions of youth have access to such programmes. The net has to be cast wider than before. There is need to have a structure and process that ensures that this is taken care of. How to navigate this conundrum is the New Dawn’s administration’s challenge. They have to think outside the box. However, there is help outside if they seek it.

The second issue that should be sorted out in terms of restructuring the Youth Empowerment Ecosystem, is the clear understanding of the composition of the youth empowerment value chain. This will reduce the risks of failure of youth led businesses. The Authorities need to understand the multiplicity of challenges that the Youth face in business and make a determination on how they will sequence the interventions required. The fallacious belief that finance empowerment upfront is the answer to the creation of jobs should be discarded. Zambia’s 21 years’ experience with the Youth Development Fund (YDF) and other countries’ experiences has proved that it is a flawed approach.

The third factor that is required to be considered in the restructuring of the youth empowerment ecosystem is the identification of the various youth demographics. The Youth population is not homogeneous and any interventions that approaches the problem with a one size fits all solution, as was in case in the past; and as it appears to be with the planned Constituency Development Fund (CDF), is bound to fail. There is a need for a differentiated approach. The type of interventions to be rolled out should depend on the identified youth demographics’ specific needs. For illustrative purposes, the needs for a youth start up business and a Youth going concern are different so are the STEM (Science, Technology, Engineering and Maths) College Youth’s needs which should be focused on imagination and innovation.

In the 21st Century, we have two major tools to solve humanity’s problems. These are knowledge and technology. The Ministry should avoid implementing policies based on guess work. There is need to make informed decisions by commissioning studies and researching. In addition, the technological tools that are available ought to be used in solving youth empowerment.

It is also vitally important that whatever interventions are designed and are implemented, there is need for the Ministry communicate to the Youth population using multiple channels of communications including those that are youth friendly. The communication budget ought to be substantial.

The need to depoliticize the Youth empowerment programmes cannot be over emphasized to ensure that awards are made on merit. All previous administrations have used Youth empowerment as a tool for advancing its political goals, but it in reality, it has proven to be a very ineffective strategy. The Ministry will need to consider sub-contracting the selection of youth beneficiaries for empowerment programmes to independent private sector firms.

The Ministry of Youth, Sport and Arts has to also now realize that with the creation of the Ministry of SMES, its role will have to change. It should do more coordination of Youth empowerment programmes through its own special purpose vehicle implementing Agency the National Youth Development Council (NYDC) rather than implementing them. The disbursement and collection of money for the youth, for example, should be under the SMES Ministry through the Agency CEEC.

MINISTRY OF SMES RESTRUCTURING

The creation of the Ministry of Small and Medium Enterprises is a very welcome development. It shows that the New Deal government intends to place MSMEs and Co-operatives at the centre of economic growth, job creation and poverty alleviation. But for innovation and effectiveness purposes, it would have been preferable to name the new Ministry as: the Ministry of Informal, Micro and Small Enterprises (IMSE). This would have made Zambia one of the few countries to formally recognise the informal sector’s importance in the economy. It would have signalled Zambia’s intention to include the sector into the formal economy with smart interventions. Zambia’s economically active persons are found in IMSE and it should be the target source of millions of jobs and potential economic growth. The medium and large companies should be left to Zambia Development Agency under the Ministry of Commerce and Industry.

The Author has been an ardent advocate of the promotion of local investors than foreign investors as that is the sure way to achieve inclusive growth and development. It is time that government paid more attention to the promotion of local investors while at the same time not neglecting serious foreign investors especially those that want to partner with Zambians. Since 2000, various administration have focused on foreign investors to the disadvantage of local private entrepreneurs, but have jobs been created and poverty reduced? The answer is an emphatic ‘NO’.

Youth entrepreneurship, not foreign investment, key to Zambia and Africa’s inclusive growth and job creation

The new Ministry’s overarching mandate should be to provide leadership in the coordination, integration and mobilisation of efforts and resources for the promotion of formal self- employment, and the development of entrepreneurship. The Ministry should ensure that there is an enabling legislative and policy environment to support the growth and sustainability of MSMEs and Cooperatives. But, in order for the Ministry to achieve these objectives, it has be properly structured from the word go.

The first step that the Government and the Minister of Small and Medium enterprises should take is to immediately carry out a restructuring and rationalisation exercise of Zambia MSME’s eco system. At the moment, the core activities of the MSMEs are spread out in various ministries and are uncoordinated. There is need to have these brought under one roof. The Ministry should be able to carry out both non-financial and financial interventions right from the beginning if it is to succeed quickly and avoid a long learning curve. The new Ministry should have two quasi government institutions as policy implementing agencies. These implementing agencies should be under Ministry’s supervision but outside it and operate fairly autonomously like ZRA, RATSA, RDA etc. do for their respective ministries.

The first implementing Agency should be providing non-financial support to SMEs. These services broadly fall under information provision, start- up advice and capacity building. This entity should carry out activities such as business advisory services like information on how to start a business, training course services, facilitation of access to finance, business planning, tender and procurement advice and assistance, export assistance etc. There is a need for the formation of a new entity because the old Small Enterprise Development Board (SEDB), which could have fitted hand in clove in the new ministry, was abolished and its activities housed in Zambia Development Agency (ZDA). The Micro, Small and Medium Enterprise division of ZDA should immediately be transferred to SME Ministry while awaiting formation of new vehicle.

The second Agency should be responsible for providing financial assistance. The mission of this implementing agency should be to provide access to financial products in an efficient and sustainable manner to SMMEs and Co-operatives throughout Zambia by providing loans ( Asset Finance, Bridging Loan, Revolving Loan, Term Loan),providing credit guarantees to SMMEs and Co-operatives, creating strategic partnership with Financial intermediaries and a range of institutions who can assist SMMES and Co-operatives, and developing innovative finance products that ensure that provision of affordable finance becomes a reality. In Zambia, this role should be played by the already existing Citizen Economic Empowerment Commission (CEEC) but its mandate should be expanded so that it enlarges its resource envelope expands its financial products through collaboration with strategic partners.

The issue of Youth unemployment is so important that President HH is well advised to give it more time and focus. He should seriously consider appointing a Youth Empowerment Czar who can advise him and coordinate policy for this serious and critical problem. He should consider taking a leaf out of former US President Barack Obama’s book who appointed a Motor industry Czar in 2008 to save it from total collapse. In fact, he should even consider a “China Czar” and a “Mining industry Czar”. These are key areas for economic recovery requiring special attention.

To conclude, in the event that the Ministers of Youth, Sport and Arts and Minister of SMEs finds some of the ideas in the article sensible and want to share notes further with the writer informally, they should feel free to do so. We could share ideas on a “Comprehensive Youth Empowerment Strategy” that is systematic and covers all youth demographics and challenges. And such strategies ought to involve all Youth cluster Ministries.

The creation of millions of jobs in Zambia is easy if blue ocean buttons were pressed and innovative strategies that have never been tried before are implemented. The current approach and the proposed initiatives like CDF in their current form, will not work in creating jobs but just pour money in a bottomless pit. They need refinement .We can only build the country as “Team Zambia” by utilising all Zambian thinkers regardless of political affiliation. The UPND Alliance needs to start consulting informal think tanks to complement their internal capacity.

A Zambia Police Officer and a Lawyer allegedly disappear with Money collected from a Search Operation

A LAWYER and a police officer are on the run after they allegedly stole US$800,000 during a search party at a suspect’s home. Police spokesperson Rae Hamoonga, in a statement, named the fugitives as Mutemwa Mutemwa State Counsel (SC) of Mutemwa Legal Practitioners and Detective Chief Inspector Mano Kayombo of Lusaka Central Police Station.

According to the statement, Mr. Hamoonga said that said the money is the property of Lloyd Chinjenge of House number 2415 Ibex Hill Lusaka. Mr Hamoonga said the incident occurred on 19th October, 2021 in Salama Park area, Lusaka, when police received information that Chinjenge was in possession of an undisclosed amount of money on his premises believed to have been unlawfully obtained.

He said a search party of officers, among them Detective Chief Inspector Kayombo was constituted to conduct searches on two premises belonging to Chinjenge in Salama Park and another in Ibex Hill.

Mr Hamoonga said both searches were witnessed by Mutemwa Mutemwa Junior on behalf of Chinjenge.

“Not known to the rest of the search party, whilst the search was going on at the ibex hill premise, Mano and Mutemwa SC, who was instructed by Mutemwa Jnr to assist, went to the Salama Park residence and picked up two bags suspected to have contained the sought money from one of the motor vehicles belonging to Chinjenge on his instruction for safe custody. The incident was witnessed by an officer undercover who was left to keep vigil at the said residence.

“The following day, the 20th October 2021 Chinjenge reported to the police that the said lawyers stole the $800,000=00 which he had entrusted them to secure,” Mr Hamoonga said.

He said when police summoned Mutemwa Jnr and under warn and caution, he disclosed that Mutemwa SC and Mano got the money amounting to $400,000.00 and not $800,000. Mr. Hamoonga said Mutemwa has since been arrested for theft.

“Meanwhile both Mutemwa SC and Mano Kayombo are on the run. Investigations into the matter continue and manhunt launched for the two named fugitives,” he said.

And, the police spokesperson has dispelled a report police officers ran away with $3 million after a search at Valden Findley’s home.

“As Zambia Police, we would like to state that the author of the article “Police Officers Run Away With Close To Us 3 Million After Search At Valden Findley’s House” making rounds on social media is confusing the operations that were undertaken by the Anti Corruption Commission at Mr Findley’s residence and Mr Chinjenge’s by Zambia Police. We further want to urge you the public to always spread verified information from designated official sources that are competent to comment on criminal matters,” Mr Hamoonga

Meanwhile, Zambia Police on the Copperbelt province has detained three suspects in connection with rubbing off “Nathan Chanda” from the wall of one of their stations.

In a viral video, suspected UPND cadres were seen rubbing off Chanda’s name from the wall of the Police Post in Luanshya on the basis that the former area mayor, is a PF member. According to a statement, Police Spokesperson Rae Hamoonga said a docket of discreditable conduct at a police station had been opened against the three suspects.

Police spokesperson Rae Hamoonga said Eugene Hachobe 33 of house number 539/9,M , Elias Chisala 53 of house number 212/9 and Moses Chibanga 41 of house 423/9 all of Roan Township Luanshya were arrested after police investigations.

“This was after a group of people clad in UPND regalia went to Nathan Chanda police post and rubbed off the name ‘Nathan Chanda’ on the wall of the post.This occurred on October 22, this year at 15:00 hours,” he said.

Zambia, Turkey to amend trade investments to realign them to the vision of the new dawn government

Government will propose partial amendments to the trade and economic cooperation agreements signed between Zambia and Turkey in order to realign them to the vision of the new dawn government of attracting Foreign Direct Investment (FDI) that promotes value addition to raw materials, Minister of Commerce, Trade and Industry, Chipoka Mulenga has said.

Mr Mulenga said it is important for Zambia and Turkey to work together to actualise the trade and economic agreements signed between the two countries and to reverse the low trade.

“Right now, it is true that our bilateral engagement through trade and investment is not very impressive. We are sitting at between US$19 to US$ 25 million in terms of trade volume when we are hoping to go beyond US$1 billion.

“I have come to understand that we have signed a lot of bilateral agreements, which have not been actualised by both countries. There are a few amendments that we need to bring to the table and see how we can make this a reality and the new dawn government is very committed to doing that,” Mr Mulenga said.

The Minister was speaking in Istanbul shortly before departure for Zambia after attending the 3rd Turkey-Africa Economic and Business Forum.

Mr Mulenga said government is determined to create jobs for Zambians through promotion of value addition and industrialisation.

“We have come to believe that Turkey has got the technology, ability, science and investment that we think we can partner with them and realise our vision as the New Dawn Government. We have come to understand that through value addition and industrialisation, we are going to create decent, pensionable and contractual jobs for our Zambian people,” Mr Mulenga said

He described his visit to Turkey as successful because he was able to meet and interact with Turkish investors that have expressed interested to invest in Zambia.

“I was very clear on the mandate that I had on the vision or rather the policy that the new dawn government has come up with to attract investment that will bring value addition to our country. For a very long time, Zambia has always depended on extractive industry but we want to go beyond that. As the new dawn government, we want to improve the living standards of our Zambian people by adding value addition to their crops,” Mr Mulenga said.

Meanwhile, Zambia Chamber of Commerce and Industry (ZACCI) president Chabuka Kawesha said his organisation had received substantial investment inquiries mainly in agriculture and renewable energies at the just-ended Turkey-Africa Economic and Business Forum.

“We could see that they drew a lot of excitement and people are looking at Zambia as hub that can be utilised for feeding into other countries within the region. So, it is something that we can capitalise on. And given the flexibility and the willingness that we have seen from the government, I think as private investors, it is now the time to make our mark and to ensure that we establish solid partnerships with all the prospective investors that are looking at our market,” Dr Kawesha said

7 people die in fatal road accident in Kapiri Mposhi

Seven people have died on the spot in Kapiri Mposhi District of Central Province while nine other are battling for their lives.

Central Province Deputy Commissioner of Police, Donald Mwandila, has confirmed the fatal accident in an interview with ZANIS in Kabwe and said nine other victims are battling for their lives in Kapiri Mposhi District Hospital.

Mr Mwandila said the accident happened around 07:00 hours at Green Leaf area about eight kilometers away from Fredrick Chiluba Toll Plaza along the Great North Road following a head on collision between two trucks.

He said the accident happened as the driver of the Fuso Truck who was believed to be carrying a family on transfer tried to overtake improperly and in the process collided with an oncoming freightliner truck which was laden with timber from Kasumbalesa.

“The fatal accident happened around 07:00 hours at Green Leaf along the great North road involving unknown driver of unknown age who was driving a Fuso Truck registration number ABZ 1598 from South to North with 16 passengers on board and Silas Ng’andu aged 63 of Lusaka John Leigh who was driving freightliner Registration ABK 7843/AAG 5236T from North to South with two passengers on board,” Mr Mwandila confirmed.

He disclosed that six people from the Fuso truck died on the spot while one died at Kapiri Mposhi District Hospital.

He added that nine victims have been seriously injured among them three female juveniles, three female adults and three male adults and have been admitted to Kapiri Mposhi District Hospital.

Mr Mwandila said the corpses have been deposited at Kapiri Mposhi District Hospital mortuary.

And a ZANIS crew that rushed to the scene found that both vehicles were extensively damaged.

However, some people who were found helping out at the accident scene have appealed to government to consider bringing back police road blocks so that there is sanity on the road.

Green leaf Chairperson, Enoch Kapindula, said there is need to bring back the police on the roads because there was too much misbehaving by drivers immediately after the directive by the minister of Home Affairs to ban road blocks.

Kwachitika soka ku Kaumbwe – is PF on a resurgence?

It’s astonishing that the race to 2026 has begun in earnest – barely three months after UPND dislodged the PF from power. In the past, bye-elections especially those coming on the heels of a Presidential election were often characterised by extreme apathy, yet public interest in the outcome of last week’s polls was high – a significant departure from the norm. Against expectation, turnout across all the seven bye elections spread across the country was relatively impressive.

That PF’s Aaron Mwanza emphatically walked away with the big cheese which is the Kaumbwe parliamentary seat in addition to Patrick Banda scooping the Lusangazi council chairmanship, stunned many a pundit. In fairness, you have got to hand it to the PF for a disciplined campaign. Raphael Nakachinda and his team campaigned as though their lives depended on Kaumbwe and Lusangazi.

Even Party Vice President Given Lubinda and Chishimba Kambwili had to cast aside their rivalry for a joint campaign appearance. The fact that ethnic innuendos somewhat crept in the campaign trail is immaterial to the outcome of the result. Say what you may, the Zambian electorate is becoming too sophisticated to be deceived by ethnic rhetoric – the more reason PF adopted a compelling strategy that spoke to the hearts and minds of the electorate. This is what enabled their clean sweep in Petauke – this despite facing challenging circumstances including biased election monitoring.

While it is tempting to use last week’s elections as a thermometer to measuring Zambia’s political temperature, the PF leadership better not give in to euphoria – this moment is too important to be lost for introspection regarding both the future of the party and its choice of leadership. It might well be that its members are now beginning to show genuine contrition for failed leadership and want to redeem themselves with the hope of having another shot at governing come 2026.

Hence the restraint in Lubinda’s mature but powerful victory speech. For once, his demeanor, tone and manner of delivery had an absence of arrogance. Easily, one could have mistaken this for a concession speech. Never one to miss a moment for sarcasm, Za yellow was quick to warn pundits against writing off the PF, at least not just yet.

“Kwachitika soka ku Kaumbwe, vibanda vamu Kaumbwe vauka kuvotela vibanda vinzao,” remarked Lubinda. Loosely translated as tragedy had just happened in Kaumbwe with ghosts rising from their grave in the middle of the night to cast their vote in favour of a dead party. The fact that Lubinda could use sarcasm in his moment of triumph to unleash such undisguised joy is telling of changing times. Gone is the era of cadres distributing wads of cash to the electorate in celebration of victory.

What does PF’s victory mean?

As the poster child of Zambia’s sugar daddy or blesser type of politics, the PF this time around lacked vitenje, relief maize and brown envelopes to dish to the electorate. Having built a cult personality around Edgar Lungu, this is the first time in seven years that it engaged in major campaigns without the former republican President.

Most important, Lungu’s absence from the campaign trail provided the biggest indication to date that it was ready to dispence with his leadership. Never mind that PF merely retained its own seat, the fact that this came on the heels of an excruciating Presidential defeat buoys its reason for existence.

And for an almost leaderless party, its performance impressed. Does the Kaumbwe and Lusangazi victory therefore signify a resurgence of the party? Truth though is that Petauke is still a bastion of the PF and the fact that political allegiances and other dynamics on the ground have barely shifted – three months post-election, gave the PF a head start.

Post the August polls, PF firmly set its eyes on these elections. In fact, its campaign officials barely left Petauke. While the UPND was transitioning into a governing role, Nakachinda together with his campaign team were busy traversing the breadth and scale of Petauke district. They spoke the language of the electorate and showed more empathy to the plight of farmers that were battling to source grain bags critical to protecting and packaging their harvest. Failure by the Food Reserve Agency (FRA) to procure their produce and late delivery of farming input also topped the list of their concerns.

In a farming district such as Petauke, such issues are emotive precisely the reason why the PF hinged its strategy on a narrative of grievance politics. And the ‘we told you that Hichilema is a liar’ strategy found resonance with the electorate. Honestly, blame for failure to deliver on the concerns raised by the electorate lies solely on the PF which until the August 12 elections was the governing party.

Notwithstanding the deception in PF’s narrative, the electorate opted against punishing PF for their woes. Never mind their reasoning, fact is that PF is no longer in power as such their plight now rests squarely in the hands of the new government. For their misery, why would the electorate punish a political formation that no longer controls the levers of power? This strategy which was a masterstroke for PF is likely to play out in future elections but whether it is sustainable is a different discussion altogether.

While this victory is precisely the tonic PF needed to energise its base, there is hardly evidence to suggest that this electoral outcome represents an upward trajectory for the former governing party. To shift the current political landscape would require the PF to wrestle a parliamentary or council seat in a major UPND stronghold. For now, it seems as though the PF has merely survived to live another day.

As for the UPND, their strategy was lethargic and lacked substance. It’s either that the party completely dropped the ball in Petauke or was simply over-confident hoping the August winds of change would miraculously extend to Kaumbwe and Lusangazi. It might do the party a lot of good to introspect. As ancient Greek philosopher Aristotle once warned, arrogance was the result of emotion or behaviour that we experience or exhibit when we achieve something great, however we must not allow it to cloud our judgement.

We borrowed to develop Zambia, Given Lubinda

The Opposition Patriotic Front (PF) Vice President Given Lubinda, has scoffed at what he described as President Hakainde Hichilema´s desperate attempt to musk his inertia on economic development by blaming the former ruling party on how much it borrowed to develop Zambia.

reacting to a statement the government issued to Bloomberg regarding the extent of the Zambian debt on 21st October which he said needed clarification to the international world and the locals too, Mr. Lubinda said that the statement issued by Mr. Hichilema´s government provided nothing new about the debt stock that stands at about US$13 billion and yet the Hichilema government made it appear as if the debt was reckless.

“Mr. Hichilema as a President of Zambia needs to be reminded yet again that the debt or the money we borrowed went into good use and Mr Hichilema must be grateful about it and not be glib, as the investment of the debt gives him a head start,” said Mr. Lubinda.

Mr. Lubinda said that the PF government under President Lungu borrowed money for the following, among many others, to build 8 public universities in various provinces, to build 650 health posts (490 done to date) that are reducing mortality and maternal deaths in Zambia today, to build 14, 000 class rooms, to build 8000 kms of roads around the country in order to make communication and business efficiency, to erect communication towers which actually enabled Mr HH to communicate with the youth and win him a one-term election, to increase electricity generation capacity and supply from a meagre 1,700 MW in 2011 when we took over from MMD to 3250 MW when we left office in August 2021, to increase agriculture capacity through programs such as FSIP in order to enhance food security, to build international airports that make Zambia a hub for regional and continental trade

Mr. Lubinda further said that Zambia now has three medical universities because of the PF which built specialist and ultra-modern general hospitals in districts that hitherto did not have rural health centers and build maize sheds across the country and ended the perennial wastage of crops due to rain, which has happened this year after 10 years.

Mr. Lubinda said President Hichilema should be grateful that he is starting off on a sound footing of good infrastructure which he must build on instead of crying every day as though he is still in the opposition.

“We borrowed for production, we did not borrow for consumption and Mr. Hichilema must stop trying to get local and international pity via a bad debt campaign, he is looking cheap and desperate and yet his problems are just beginning,” said Mr. Lubinda.

The PF VP said, “whether he (Hichilema) likes it or not, we are bouncing back in the office in 2026 because Mr. Hichilema and his people will not live up to their “over-promising”. We are coming back and we will win, just watch this space.”

Mr. Lubinda urged President Hichilema to “Stop blaming and start working.” adding that farmers are waiting for 12 bags of fertilizer today and at the price of K250 and wondered where Mr Hichilema is with the 2020 to 2021 bumper harvest rotting the 2.8 million still waiting on him regarding his numerous campaign promises.

“It is time for him to show them what he can do. Need he be reminded that the people did not vote for him to use state resources and state authority to demonize the previous government, they voted for him because he made them believe that he had a better agenda than the other parties for Zambia. The sooner he got down to delivering on his promises the better,” he concluded.

Chief Chibwika happy with closure of Kasenseli gold mine

Chief Chibwika of the Lunda speaking people in Mwinilunga district of Northwestern province has welcomed the move taken by government to suspend mining operations at Kasenseli gold mine.

Responding to a press query from ZANIS today, chief Chibwika said he supports the government’s move which seeks to address the concerns of the host community.

He said the suspension of operations at Kasenseli gold mine has brought a lot of relief not only for the people of Kasenseli in Chibwika chiefdom in Mwinilunga district but the country at large whose resources were being looted without due regard.

“This has vindicated me against all those who thought that the chiefdom and I may have entered into some suspicious agreement with those who were running the mine”, chief Chibwika said.

He alleged that lives were being lost at the mine due to lack of care by management of ZCCM-IH and Zambia Gold Company.

Chief Chibwika believes that ZCCM-IH and Zambia Gold should shoulder the blame for the suspension.

“I wish to commend the Minister of Mines Paul Kabuswe and the new dawn government for bringing to a stop a disastrous operations that has been going on without punishment at Kasenseli gold mine”, he stated.

Meanwhile Chief Chibwika called for tight security at the mine and around the mine to curb all illegal settlements.

He urged the community members to be part of the monitoring team of the mine to ensure transparency during the suspension period and afterwards.

“We expect clarity on mine ownership and establishment of a genuine partnership with the community within Kasenseli”, chief Chibwika said.

The traditional leader further also noted that cooperatives must be empowered so as to benefit from the mine.

He also emphasized on the need to follow procedure in the issuance of a licence to a new investor who should be ready to work with the local community.

ZANIS reports that last week Minister of Mines, Paul Kabuswe announced the suspension of operations at Kasenseli gold mine on grounds that the company was not complying with various mining regulations.

Posting of children in vulnerable state on social media displeases Child protection

The Katete District Child Protection Committee (DCPC) has expressed displeasure at the escalating habit of circulating videos and images depicting children in vulnerable and defenseless situations on social media.

Katete District Social Welfare Officer Joyce Msoni has stated that children have the right to integrity and respect which should be protected.

Ms. Msoni noted people in the habit of circulating images of children without the consent of their parents are infringing on the rights of these children.

ZANIS reports that Articles 3 and 16 of the United Nations Convention on the Rights of the Child (UNCRC) which Zambia assented to in 1990 and ratified in 1991 states that human actions should be in the best interest of the child and that children have the right to privacy, honor, and reputation respectively.

Ms. Msoni lamented that such videos and images leave a lasting social and psychological impact on the children with potential negative effects on their future.

She has called on the public to condemn this vice so as to protect the well-being of children.

“We have noted as a child protection committee that there is an increase in circulating recorded videos and images of children in various vulnerable states without due consideration to the effect of such actions on the children,” she said.

She fears that if this is not curtailed, more and more children will become victims of the vice and that such actions may come to haunt the children in the future.

“I know it is very interesting when it is not your children’s images being circulated on social media but when it comes to our children, I know we will do anything to protect their images. So let us desist from it, let us protect their integrity and image, let us stop the cyberbullying of children,” Ms. Msoni said.

She added that as children grow, they learn and explore and they come across different situations and make certain mistakes which they would not do if they were adults.

Suspected foot and mouth disease breakout in Luanshya

Luanshya District has recorded suspected cases of Foot and Mouth Disease (FMD) which has affected over thirty herds of cattle.

District Livestock and Fisheries Officer Thomas Banda told ZANIS that the suspected cases of FMD were recorded in Chitwi farming block in Luanshya

Mr Banda indicated that samples have since been collected and will be sent to Lusaka on for laboratory confirmations.

“We have recorded some suspected FMD which had affected 30 herds of cattle mainly consisting of diary animals with calf’s among the worst hit,” Mr Banda said.

Mr Banda attributed the disease to the movement of livestock without observing the correct procedures.

“We have had cases of FMD in the neighboring districts and it could be possible to spread the infection through the transfer of animals which are infected into the district and that is possible if they did not treat or note the infection,” Mr Banda said.

He explained that FMD is presented by sores in the mouth and in the holves which renders the affected animal incapable of movement and eating, therefore an animal could die of starvation.

He further disclosed that Masaiti and Mpongwe districts had traces of FMD last year but were managed by banning the movement of cattle from and into the district.

He assured farmers that FMD is manageable and animals could safely get out of danger if detected early.

“The disease is not fatal if detected early, animals can came out of FMD safely but only takes a lot of time to recover especially for diary animals milk production reduces tremendously because the poor eating habits,” Mr Banda stated.

He has since urged farmers in the district to look out for FMD symptoms in their animals and also report any suspected cases.

Search at my private residence was illegal and no Money was found-Valden Findlay

Lusaka businessman Valden Findlay says no money was found at his private residence during the search by the police. In a statement to the media, Mr. Findlay said the search was illegal and conducted in his absence.

Mr said that the falsehoods being perpetrated on social media that money was found at his residence and stolen by police officers are false.

“In response to the recent events that have been distorted by social media, I would like to state and correct the position. A search was carried out by the relevant government authorities at my private residence, I take issue with the legality of the Search, which was conducted in my absence and despite the officers being advised by my Lawyers that this was illegal, they proceeded anyway. However, to be clear no money was found at my residence or allegedly stolen by any police officers. This is all “fake news,” Mr. Findlay said.

Mr. Findlay added that he is saddened that in an attempt to tarnish his name and reputation and possibly sell their stories the relevant social media platforms, have not only deliberately published lies about him, but also attacked the integrity of the Zambia Police Service.

“It is indeed sad that such ‘fake news’ undermines public confidence in the truthfulness of journalism by publishing lies that can never be substantiated. Social media has become a common place to attack and settle scores with individuals just because one can. It is unfair in an attempt to gain followers social media platforms have resort to publishing lies about me, knowingly are untrue with no shred of evidence or truth to support these,” he said.

“It is expected that any reputable journalist would verify their source before taking to publishing, why mislead the public and publish rumors, knowing you have no credible source. Most of these social media platforms get away with their fake content because they cannot be taken to task in court due to their virtual existence, they get away with publishing content that is irreparable to an individual,” he added.

He emphasized that he has not committed any crime, but that he has been judged, found guilty, and condemned in the public domain, adding that his silence has been taken advantage of.

“We undermine the power of social media and how it can destroy any individual, their life and affect their family. Our society has been indoctrinated to believe anything that has been published in the social media simply because it has been published,” Mr. Findlay said.

“I would like to state loud and clear that none of the stories published in the social media about me are true, they have been deliberately distorted in an attempt to gain followers. We ought to be mindful that such bad publicity and cyberbullying can happen to anyone and that such baseless rumors have the potential of destroying lives. To date, no shred of evidence to substantiate any of the allegations published has been brought forth. The recent story of money allegedly found at my residence with a police officer on the run and my having paid a bribe is all lies,” he said.

He said the respective authorities should correct the position by issuing a public statement to that effect, as this is not only affecting him as an individual, his family, and his reputation, but also the integrity of our Zambia Police Service worldwide.

Kitwe City Council Arrest 5 People for buying from Street Vendors

Kitwe City Council has said that its council Police last week apprehended 5 people for buying merchandise from street vendors.

According to the statement issued by the Council’s Public Relations Manager Chola Mwamba, the four buyers were cautioned and one has since been fined K200 after admission of guilt.

Iness Munyeme, 39, a female of house No. 2268 Luangwa West, Kitwe was apprehended by Council police on 20th October 2021 after she was found buying 5 Bananas worth K10 from a street vendor.

The Local Authority further said that it was disappointed that some residents have continued buying their mechendise from street vendors, a situation that is encouraging traders to abandon their market stands in preference for the street thereby contributing to the increase in street vending, street congestion and street litering as well as loss of revenue in the markets.

However, the Council police will continue patrolling the CBD and arrest anyone buying items from street vendors.

Zambians celebrate First Independence day without KK

Zambians yesterday celebrated the country’s 57th Independence Aniversary for the first time without the founding president Dr Kenneth Kaunda who passed on this year, with National Heritage Conservation Commission Executive Director CCollins Chipote saying that there is need to uphold the values that Zambia’s founding President stood for.

Mr. Chipote said that patriotism, national unity and peace must be championed and passed on to the generations to come, when he launched the KENNETH KAUNDA youth business tourism and education hub which will be led by the Kelvin Nyirongo Hope Foundation at the Chilenje National Monument in Lusaka.

In Northern Province Minister Leonard Mbao said that the government is committed to promoting tenets of good governance that will spur economic growth.

Mr Mbao also stated that it is important for Zambians to live in harmony with each other to promote development.

He said peace is an important ingredient for development as no meaningful development can be achieved without it.

He has since challenged Zambians to uphold the peace that the country’s forefathers fought for during the independence struggle.

Mr Mbao said this when he officiated at the Independence Day celebrations in Kasama that was held at the civic Centre grounds.

He added that it is the desire of the new dawn government to see that people live in harmony with each other.

“We need to learn to coexist. We need to embrace each other regardless of our political, religious or ethnic background,” he said

And Northern Province Freedom Fighters Association Chairperson Teddy Mwenya also emphasized on the need for Zambian to uphold the peace and unity.

Mr Mwenya said people should build on the foundation that the forefathers laid to promote unity in line with the country’s motto of One Zambia one nation.

“Let us learn to coexist because before anything else we are Zambians and we should uphold the one Nation motto,” he noted

Mr Mwenya has also expressed happiness with the turn up of youths at this year’s Independence Day celebrations

In Muchinga Province Minister Henry Sikazwe yesterday led scores of residents in celebrating this year’s independence with call to renounce political and religious affiliation but instead promote love for continued peace and unity.

Mr Sikazwe made the call at Chinsali’s president park this morning during this year’s 57th Independence Day celebrations.

He said government recognizes that poverty is among the challenges affecting people and pledged that government will provide an enabling environment for prosperity.

Mr Sikazwe noted that government will work towards fulfilling the promises echoed during the campaigns that of creating employment and opening business opportunity.

He cited the creation of the Ministry of Green Economy and Environment as well as the Ministry of Small and Medium Enterprise as game changer for the youths and women.

He encouraged the youths and women to form companies and cooperatives in order to benefit from the programmes government will be rolling out soon.

“Government will make sure that it fulfils its campaign promises of job creation and business opportunities,” he added.

Meanwhile, a senior citizen, Hearings Sabi, has called on residents of Chinsali to give the UPND time to put things in order before the results of development begin to show results.

Mr Sabi expressed confidence that the region will witness unprecedented development in all sectors.

He observed that this year’s Independence Day celebration is unique as it is being celebrated for the first time without Zambia’s founding presidents Kenneth Kaunda who fought for the freedom.

Meanwhile, other freedom fighters in Chinsali district have called on government to consider having a representation of freedom fighters in Parliament as well as putting each of them on a monthly salary.

Freedom fighters Provincial vice Secretary Andrew Mulenga said only a few benefited in the past and hence called for the need to recognize the remaining fighters.

Earlier the Provincial Minister led service chief and government officials in laying of wreaths at Chinsali’s cenotaph.

This year’s Independence Day celebrations is being held under the theme “Celebrating a New dawn Anchored on Good Governance, National Unity and Development”

The celebrations were characterized by songs, dances and poems from various schools and community based theatre groups.

Tambatamba tells people to renounce political differences

Labour and social security Minister, Brenda Tambatamba has urged Zambians to put aside all their political differences and work together for the common good of the country.

Speaking during the independence celebrations in Kasempa district yesterday, Ms Tambatamba disclosed that the United Party for National Development (UPND) administration is determined to unify the country.

She said the vigor to renounce political difference is evidenced by President Hakainde Hichilema’s zero discrimination tolerance policy.

Ms Tambatamba who is also Kasempa Member of Parliament said the President has indicated his commitment towards zero tolerance to discrimination against language, political or religious affiliation

“We are determined to achieve the Zambia we want, an all-inclusive Zambia, a prosperous Zambia and a peaceful Zambia,” she said.

“President Hakainde Hichilema is committed to encouraging that no one is discriminated against based on where they came from, the language they speak or the faith they hold or indeed political affiliation,” she said

Meanwhile, Kasempa freedom fighters Association Secretary, Stanley Kyungupengu congratulated President Hichilema for winning the August 12, 2021 general elections.

“We thank President Hakainde Hichilema for your leadership by changing the old government to a new one,” Mr Kyungupengu said.

This year’s independence celebrations is being commemorated under the theme ‘celebrating a new dawn anchored on good governance, national unity and development’.
