Malaria still number one killer

4

The End Malaria Council in Western Province says Malaria still remains number one killer disease in the country hence the need to come up with new ideas and proposals in order to combat the disease.

Speaking during a review meeting for Faith Leaders Advocacy for Malaria Elimination, Western Province End Malaria Elimination Chairperson Fred Mulozi said the fight against malaria should not be left to the council alone but all stake holders must take responsibility in Malaria elimination.

He added that there is need for unity among stake holders and Cooperating Partners in terms of resources in order to achieve the goal.

Meanwhile Isdell Flowers Cross Border Malaria Initiative Regional Coordinator, Constance Njovu has commended the church for their effort in the fight against malaria adding that the church has a big role to play because it has influence on the population from the community to national level.

“There is need to utilize the church leaders in compacting malaria because there has been an improvement in adherence, mosquito net distribution and indoor residue spraying in communities as knowledge has increased and is being utilized” Mrs Njovu noted.

She stressed that compacting malaria should be everyone’s responsibility adding that every person should play a role in the elimination of Malaria.

And Western Province Faith Leaders Advocacy for Malaria Elimination (FLAME) Chairperson FR. Wilfred Hodari says the community has responded well in the fight against malaria stressing that households are now accepting to have their homes sprayed and are using mosquito nets for the intended purpose.

Last year Zambia recorded 7.2 million malaria cases and 1875 people died from the disease.

Agriculture information key to women succeeding in business – NGO

2

The She Entrepreneur, a non-governmental organisation has urged women in agri-business to seek more information in the sector that can boost their businesses.

She Entrepreneur co-founder, Precious Nkanduluba explained that it is important for women in agriculture to learn more and expand their knowledge in the agricultural sector in order to increase production of their farm produce.

Ms Nkanduluba said this at Asmara’s Hotel, where the organisation hosted a seminar of over 30 women participants who are involved in agriculture business such as small scale farming, poultry, crop production and aquaculture.

Ms Nkanduluba explained that it is vital for women who are involved in agriculture to access information on agriculture that can help them increase their value addition to their crop produce and create a market for their products and in turn add to Gross Domestic Product (GDP).

‘’We are here to help the women who are in agribusiness realize their potential and expand their knowledge on how best they can plan and strategy to increase their value addition to their farm produce,’’ she stated.

And Market Connect Chief Executive Officer Duniya Mupeso encouraged women in agriculture to increase their value addition of their farm products and seek assistance from market Connect on how they market their products.

She explained that women in farming need to learn more strategy on farming and processing of their products, so that their business can be viable to large markets and commercial level.

Ms Mupeso further advised women to engage various stakeholders who can educate them on farming and accountability and management of their farm products.

“As Market connect we will work with you to grow your business and find the right market for your products through sharing knowledge on planning and setting goals in your agribusinesses,’’ she said.

Joe Biden cancels meeting with HH after Nalumango gay rights snub

91

The highly publicized meeting between US President Joe Biden and President Hakainde Hichilema has been cancelled after Vice President Mutale Nalumango told Parliament that Zambia will not entertain gay rights.

According to an earlier programme released by the Zambian Mission in Washington, President Hichilema was due to meet President Biden at the White House on Thursday but that meeting has now been called off.

On Saturday, Foreign Affairs and International Cooperation Minister Stanley Kakubo confirmed that President Hichilema will not meet President Biden but that he will only meet Vice President Kamala Harris on Tuesday in Washington.

But senior Diplomats at the Zambian Mission in Washington have revealed that the decision to call off the meeting between President Hichilema and President Biden came after Vice President Nalumango’s statement in Parliament on Friday.

The Diplomats added that by snubbing a highly publicized meeting with the Zambian Head of State, the White House wanted to send a clear message that it will take a strong stance against nations opposing gay rights.

“We understand that our colleagues are very upset with Vice President Nalumango’s answer in Parliament largely because since President Hichilema came in, indications from the Chargé d’Affaires David Young have been that Zambia is now ready to embrace gay rights with the coming in of the New Dawn but with that statement in Parliament, our colleagues here are very upset hence cancelling the meeting to send a signal to Lusaka,” the diplomat source revealed.

“Nigeria was recently threatened with financial and travel sanctions over the same issue of gay rights and we will not be too surprised if Zambia gets the same bashing from the US over Vice President Nalumango’s statement,” they said.

When answering a question from Kabushi Member of Parliament Bowman Lusambo on government position on gay rights, Mrs Nalumango categorically stated that the Hichilema administration will not accept gay rights.

Mr Lusambo wanted to know if there was a change in Zambia’s stance on gay rights following the election of President Hichilema.

“When it comes to government position, we respond to official statements that we have made. Social media can say what they want, that is not our position. We have to find it as a fact for us to start finding time on that. I will not come here and start discussing the American President’s statement. The issue of how other nations handle the issues of rights is not exactly how we do it,” Mrs Nalumango said.

She added, “It is very sad that members of this August House know we are members of the international community and within the international community, there is sovereignty of each country and each country has its own laws, rules, regulation, traditions and culture.”

“For these Honourable Members to start thinking because we are friends with one particular nation or we are members of one organization then we pick everything, aint we members of SADC, I will not complete because the Honourable Member who is asking understands exactly what I mean. Nations within the SADC have different positions on gay rights, different members of UN have different positions on gay rights, so is the AU.”

Mrs Nalumango reiterated that Zambia is a Christian Nation and that the declaration will remain on the country’s statutes.

“We are a Christian Nation and that remains on the books. If this government at any one time wants gay rights, you will be the first to know but we are a Christian Nation, we continue to be who we are,” Mrs Nalumango said.

President Hakainde Hichilema’s new dawn government believes in the freedom of expression and dissemination of information

8

The government has reiterated its commitment to ensuring that it creates an enabling environment for the media to operate independently and free from political interference and intimidation.

Northern Province Deputy Permanent Secretary Sineva Kambenja said President Hakainde Hichilema’s new dawn government believes in the freedom of expression and dissemination of information.

He indicated that government is committed to fostering press freedom through creating a conducive environment for the media.

Mr. Kambenja noted that the media has a big role of informing the public on various issues adding that government is committed to ensuring that it is protected from any forms of intimidation and harassment.

Mr Kambenja said when he officiated at the Radio Mano elective general assembly held at Chengelo Nursing School in Kasama.

He said the Provincial administration will support the station to ensure people within and beyond the province are updated on developmental projects occuring in the province.

He further appealed to the community through their delegates to render the necessary support to the station through guidance, suggestions and proposals to enable it realize it’s relevance to the community.

“As we elect new office bearers, let us appreciate the challenges our radio station is facing and put in concerted efforts for it to thrive and also paying of affiliation fees as this is the only signifying factor of you owning the radio station” he said.

Mr. Kambenja further urged the station management to prioritise the concerns, needs and grievances of the community as they are the main stakeholders of the radio station.

And speaking at the same event, Independent Broadcasting Authority (IBA) Director General Josephine Mapoma commended the media for the positive role played before, during and after elections to ensure peaceful elections through the professional conduct that it exhibited.

Ms. Mapoma cautioned the media to adhere to the professional ethics following their new found press freedom as some reports have the ability to cause injury to people.

“Before elections media houses played a big role to ensure that there was peaceful elections in the country and because of that there has been few cases of non-compliance,” she said.

“I know there have been pronouncements to do with media freedom but media freedoms have got limits and IBA was formed in order to create sanity in the broadcasting industry in Zambia there are dos and dont’s, there are standards that you need to follow as a media house and we are happy to note that you have tried your very best to keep those standards, ” she said.

Ms. Mapoma also commended radio Mano management for being one of the few community radio stations in the country that has adhered to the constitution and followed the provisions of the IBA act since its establishment.

She further commended the station for its unwavering efforts of media coverage in the province and urged them to continue upholding professionalism in their execution of duty.

Radio Mano today held its elective general assembly to elect new office bearers and receive financial report for the previous year.

The general assembly is held every after three years and this year’s event was attend by various stake holders from the church, Civil society Organisations, Government departments, Radio Mano trustees and Management, Bemba royal establishment, MISA Zambia and Non-governmental organisations.

The community was represented by delegates from the 150 registered listener clubs affiliated to the station.

Police detain mortuary attendant suspected to have removed skin from corpse

7

Police in Mazabuka district have detained a Mortuary attendant at Mazabuka General Hospital on suspicion that he allegedly tampered with a corpse under his charge, by removing the skin on one hand.

Southern Province Deputy Police Commissioner Alfred Nawa confirmed the development to ZANIS yesterday saying the attendant was picked from the hospital yesterday and whisked away for questioning and his own safety.

He said preliminary investigations after a pathologist was engaged revealed that no shape instrument was used but only nibbling marks.

Mr Nawa who withheld the name of attendant said with that, the man has since be discharged.

The detention follows the incidence where Benson Mooya, 62, of Magoye in Mazabuka district died on Wednesday and was scheduled to be buried on Friday September 17, 2021 but his relatives could not proceed with the burial, as the deceased person had a patch of skin missing from one of his hands.

The mortuary attendant’s claims that rats were responsible for the missing skin were rejected by the deceased’s relatives, who further demanded for a thorough examination of the body to determine the cause of the missing skin.

The relatives demanded for answers from Mazabuka General Hospital Management and vowed not to bury Mr. Mooya’s body until a medical specialist examined the body, as they were not convinced that rats had bitten the deceased’s hand.

Mazabuka Central Ward Councillor Crispin Hamangaba has since called on the government to intervene and restore sanity at the health institution

HH should explain why he has scraped off Ministries of Religious Affairs and Traditional Affairs

33

Mr Chishala Chilufya, a politician and devoted Christian has called on the Church to rise to the occasion and defend the church which is under attack from the new government.

He has since advised the church to remain steadfast and brace for harder times.

“Firstly, we want the church to realize that this government has no genuine regard and place for the church going forward. We told the Zambian people to critically interrogate the faith of all aspiring candidates because the church and the entire body of Christ was under threat.

“Now we are where we are because people don’t like to interrogate their choices if leaders. President Hakainde Hichilema had never been categorically clear on his position on many issues relating to the Church. The first act from him was to scrap the Ministry of Religious Affairs. It is clear that the Church must brace itself for harder times under this administration.

Mr. Chishala has also cautioned the traditional leaders to equally be prepared for hard times.

“Look, are we surprised that, the President has scraped off two sensitive ministries. In past governments, these important and critical stakeholders have either had a desk at the state House or a ministry. So what we are witnessing is disgustingly awful.

“These guys dont believe in anything, they don’t want the church or indeed our culture. They are systematically preparing the ground for the introduction of abominable acts such as gay rights. And there will be nowhere we can go. They will abolish the penal code and introduce laws that will create a safe haven for LGBT rights.

He has further challenged President Hichilema to explain to the Zambia people why he has scraped off ministries of chiefs and religious affairs.

“Look, President Hakainde Hichilema must be accountable for his actions. He must explain why he has removed these two sensitive ministries, like the Ministry responsible for traditional affairs. Is it that he wants wizardry and satanism rather than secularism to become a reality. Already we are told that the House of Prayer project will not be completed, we must forget about it. So under this President, we don’t expect respect for the church and our traditional leadership.

Meanwhile, New Congress Party president Pastor Peter Chanda has said that majority Zambians detests gayism.

Reacting to British High Commissioner Nicolas Woolley who said Zambians will decide whether to accept gayism or not, Pastor Chanda said Zambia upholds Christian values as enshrined in the Bible.

Pastor Chanda hoped that Mr. Woolley’s sentiments are not a ploy by the British government to coerce Zambia into coming up with a law that will legalizes gayism.

“We should not open doors to promote gayism in Zambia. This country upholds Christian values as enshrined in the Bible,” Pastor Chanda said before adding “Zambians detests gayism and will not embrace it at all. We can’t have man marrying a fellow man.”

And Pastor Chanda said Zambians expect promises on free education, reduction of mealie meal prices and cost of doing business to be fulfilled by President Hichilema and his Government.

He said it is sad that republican vice President Mutale Nalumango on the floor of the house refused to acknowledge the UPND’s campaign promises prior to the August 12 general elections.

“It is sad to note that Vice President Nalumango stated that she doesn’t recall the promises of reducing mealie meal prices and increase in the maize floor maize price,” Pastor Chanda said.

“President Hichilema should be sincere and come out in the open and say he never understood the governance system of the country when he was making empty promises and be honest to the Zambians about how he intends to govern the country,” he said.

PF Mkushi South MP Arrested By Witness For Losing UPND Candidate

10

Patriotic Front Mkushi South Member of Parliament was on Friday morning arrested at court by a Police Officer who is a witness to losing UPND Parliamentary Candidate Sydney Chisanga.

The arrest happened during the hearing of a Petition at the Kabwe High Court in which Sydney Chisanga who polled 7,459 votes is challenging the election of Davies Chisopa who polled 8,313 votes.

Hon. Chisopa was apprehended and eventually arrested by officers from Mkushi Police Station after he briefly walked out of the Courtroom to get some water while his lawyer was cross-examining the Petitioner.

Arresting officer Fwalanga himself is a second witness for losing UPND candidate and was previously cross-examined on the alleged charges of malicious damage to property and assault.

The incident caused a serious commotion outside the Courthouse.

This arresting Officer had told Kabwe High Court Judge in Charge Justice Kelvin H. Limbani that he volunteered to testify for the UPND losing Parliamentary Candidate.

Republican President Hakainde Hichilema had assured Zambians that his administration will not use law enforcement officers to haunt the opposition and the current move seem to be departing from those pronouncements as the administration may be seen to be moving towards the same practices they preached against while in opposition.

The lawyers for the PF winning MP had told the Court they could not proceed in the absence of the Parliamentary Candidate who has been petitioned.

Judge Limbani he since issued an Order to the Officer in Charge to present a report to the Court on Monday morning and Hon Chisopa has since been released on Police Bond.

The arrest and use of police officers aligned to the ruling party are now becoming the first test of whether Mr. Hichilema will govern the country using the long arm of the law to silence opponents or nullify their seats.

Why Edgar Lungu must be stripped of immunity; a case for ridding our civil service of rampant corruption

41

Prince Bill M. Kaping’a Political/Social Analyst

Quiet lately, there’s been a crescendo of calls to have Edgar Lungu stripped of his immunity so that he can have his own day in court to account for some of his deeds or misdeeds whilst in office as Republican President.

There are still a myriad of questions that beg express answers – the gassing fiasco, burning down of markets, procurement of fire tenders and ambulances at inflated prices, contracting construction of roads at exaggerated prices, the mukula tree scandal, 48 miracle houses, theft of millions of dollars at KCM, ransacking of our GOLD at Kasenseli mine, failure to hand over power to the speaker, hounding out people from civil service in so called national interest…..of course the list goes on and on.

If the investigative wings were to start sniffing around today for any transgressions of those in the previous administration, we wouldn’t be shocked if the trail of investigations pointed to the previous occupant of Plot # 1 Independence Avenue since the buck stopped at him as former President and commander of armed forces! How is Lungu expected to be questioned when he’s still clothed in the bullet proof of immunity from public prosecution?

Lungu mustn’t be allowed to escape being probed for any atrocities he committed while in office to serve as a warning to the incumbent President and indeed those who are yet to come. In case we’ve forgotten, Lungu stepped up on a podium at Heroes Stadium and proceeded to raise the Bible aloft and solemnly swore to protect and defend the constitution of the Republic of Zambia. If overwhelming evidence exists that he somehow breached the constitution in any ways, he must be held accountable, pronto!

One of the pitfalls we keep on suffering as a nation, is our inherent inability to make our former leaders account for their misconduct whilst in office. The danger of such failure is that we seem to give tacit approval to politicians, be it Presidents and ministers alike, to dip their magnetic hands into our coffers knowing that their SINS would easily be forgiven once booted-out of office in the spirit of national reconciliation. What nonsense!

When MMD lost power to PF for instance, some of the ministers notorious for ‘nchekelemo’ in the previous regime crept into PF before the dragnet could set in. They were duly awarded with lofty positions as ministers! Those who had active cases before the courts like ‘balya bamayo’ even had their court cases expunged from the roll.

Since it is part of their DNA, we have no doubt these characters had little trouble continuing on the same trajectory of looting our treasury. What do you make of their magical accumulation of wealth when the economy was virtually in a coma – awe-inspiring double-storied mansions here and there, impressive fleets of vehicles in their backyards and putting their kids in business class to attend elite schools and universities abroad!

Some of them even had the audacity to mock the Kaunda children for remaining poor when actually their father was Republican President. They went on to brag that a couple of thousands of Kwachas was nothing to them, but pocket money which they easily gifted their children without any qualms about it.

Now that PF has lost power to UPND, we hear they are plotting to sneak into the ruling party when no one is looking……well, if they haven’t already done so! Here’s our warning to them: please, stay right where you are and wait for DEC, ACC or the police to come knocking on your doors!

As for ba Edgar Lungu, there are no two ways about it…….his immunity must be lifted with lightning speed so that he can account for his conduct in office or lack of it thereof. Chapwa!

Zesco United Make All Time Low CAF Exit, Zanaco, Arrows Advance

1

Zesco United made their first ever preliminary round continental exit on Saturday at the hands of Royal Leopards of Eswatini.

Zesco beat Leopards 2-1 but exit on away goal rule after a 1- 0 first leg defeat to finish 2-2 on aggregate.
Tafadzwa Rusike gave Zesco a bright start in the 29th minute with a beautiful bicycle kick.

But  Leopards restored their advantage in the 37th minute through Andy Magagula to see the two sides go level into half time.

Winston Kalengo revived Zesco’s hopes when he restored their lead in the 48th minute when he turned in an assist from Jesse Were.

However,  Were failed to kill off the contest in the 61st minute when Leopards goalkeeper Ncamiso Dlamini kept out the Kenyan strikers penalty.

Ncamiso then made a  stunning stoppage  save to deny Enock  Sakala a debut continental goal and seconds later  Angolan referee  Joao Amado Goma blew  for  the  end of  the game.

Meanwhile, Zanaco are through to the CAF Champions League pregroup stage after beating Akonangui of Equatorial Guinea 1-0 at home in Lusaka at National Heroes Stadium to advance 3-0 on aggregate.

Abraham Siankombo scored the games lone goal in the 69th minute.

In the CAF Confederation Cup, Red Arrows too are through to the next phase following a 0-0 away draw in Eswatini against Young Buffaloes to advance 2-1 on aggregate.

Kabwe Warriors will be hoping to join Arrows in the second round on Sunday when they host CFFA of Madagascar at Levy Stadium.

The two sides are tied at 0-0 heading into Sundays decider.

MPs have no powers to table a motion to remove the Former President’s Immunity-Sangwa

29

Lusaka lawyer, John Sangwa SC has scoffed at pronouncements by Sesheke member of parliament, Romeo Kangombe that he will move a motion to lift former President Edgar Chagwa Lungu’s constitutional immunity.

Sangwa said Article 98(5) only empowers the President to take to Parliament, a report of prima facie case and move the motion.

98(5) “Where there is prima facie evidence that a person who held the office of President or who performed executive functions committed an offence whilst in office or during the period that person performed executive functions, the President shall submit a report, outlining the grounds relating to the offence allegedly
committed, to the National Assembly, requesting the National Assembly to remove the immunity from criminal proceedings of that person.”

Mr. Sangwa said says only the Republican President has the power to move a motion for the removal of the Immunity of a former president and not a member of parliament.

He said when lifting President Chiluba’s immunity, President Levy Mwanawasa had to summon a special session of Parliament.

He said although Justice Minister Wynter Kabimba in 2012 proposed the motion to lift Rupiah Banda’s immunity, this was a great irregularity.

He said the new Constitution has since strengthened the provisions requiring a prima facie case of criminal acts to be established and a two-thirds majority of MPs at the voting stage.

No public workers will be victimised under new dawn administration

5

Lusaka Province Minister Sheal Mulayta has assured public service workers in Lusaka that they will not be victimized on grounds of tribe or political affiliation.

Ms Mulyata said the UNPD government does not want to victimize civil servants but to ensure unity in the implementation of government programmes in-line with the UPND manifesto.

Addressing civil servants in the Lusaka district, Ms Mulyata advised civil servants to familiarize themselves with the UPND manifesto as they have a responsibility to implement the aspirations of the party in government.

“The role of politicians is to provide policy direction and you are supposed to implement the programmes,” she said.

She emphasized the need to improve the work culture of public service workers for the government to achieve its developmental goals.

“This includes discipline, time keeping and zero tolerance to corruption being key in this area, the culture of nchekeleko (getting a cut) has to come to an end.” She stated.

The Provincial Minister stressed the need to ensure value for money in the use of public funds.

She also noted that the government will embrace a multi-sectoral approach in the implementation of programmes.

Ms Mulyata highlighted that the provincial administration will continue to provide resources for the implementation of developmental programmes stating that there is a need to reduce developmental disparities between rural and urban areas.

“Let me also caution councils to ensure prudent utilization of resources for the benefit of citizens.” She said.

And Lusaka Province Permanent Secretary Elias Kamanga warned that the government will bring to book those found involved in activities of corruption.

“This government has made is clear that it will not condone corruption at any level.” He said.

Meanwhile, Lusaka city Town Clerk Alex Mwaba cited floods, illegal land allocation and caderism in markets and bus stations as some of the major developmental challenges in the city.

Mr Mwaba however stated that the running of markets and bus stations have been resolved.

Police recover K65 million cash from New Kasama House

52

Police in Lusaka have recovered K65, 330, 000 suspected to have been stolen or unlawfully obtained from a house in Lusaka’s new Kasama area.

The money was recovered in an operation conducted yesterday 17th September, 2021 after a tip off from members of the public.

Police Spokesperson Esther Katongo said during the search, police discovered 30 travelling bags containing Zambian Kwacha notes.

Bank of Zambia was engaged and counted the money in the presence of caretakers as the alleged owner Faith Musonda is reported to have run away from the house.

A further search was conducted and the team discovered a safe containing USD57,350 which was later seized and handed over to Bank of Zambia for safe keeping and further investigations.

A manhunt has since been launched for the suspect.
