President Edgar Lungu assures traders in Lusaka that he will not close the markets

President Edgar Lungu has assured traders in Lusaka that he will not close the markets in the advent of the COVID-19 pandemic as doing so will disrupt people’s livelihoods.

The Head of State said he has received calls by some sections of society to close trading places but has declined as he understands the negative impact that such a decision would have on the citizens.

The President said this when he took time to interact with traders at Mtendere and Bauleni Markets in Lusaka today where he distributed face masks to the traders.

“It is very important that we all wear masks at all times especially that you come into contact with many people every day. We appeal to you to join hands with government in the fight against the COVID-19 pandemic. We need to make sure the virus is contained”, he said.

President Edgar Lungu has since called on all traders to ensure they observe the Ministry of Health COVID-19 guidelines to avoid the spread of the virus.

The Head of State also directed the Disaster Management and Mitigation Unit (DMMU) to ensure the distribution of face masks and hand sanitisers to the traders.

And speaking when he toured Mtendere Clinic and Bauleni Clinic, the Head of State commended the health service personnel for the tireless work devoted towards the fight against the COVID-19 pandemic.

President Lungu further urged the health personnel to exercise patience and understanding when dealing with patients affected by the COVID-19.

Woman shot dead in Kalumbila district

A 57 year old woman of Kakeza village of Musele chiefdom in Kalumbila district of North Western province has been shot dead by unknown people.

North-Western province Commissioner of Police, Joel Njase confirmed to ZANIS that police received a report that a 57 year old, Queen Kakeza was shot around 19:30 by unknown people.

Mr Njase stated that the deceased was found dead with three gunshot wounds with one on her back leg.

“Kalumbila police station received a report of a shooting incident, which was reported by male Alufunso Amos Kakeza by phone that his sister Queen Kakeza aged 57 of Kakeza village near chief Musele, was found between 19:30 hours and 20:00 hours, with three gunshot wounds and one on the back of the leg,” Mr Njase confirmed.

Mr Njase said police have not made any arrest but have instituted investigations.

He said the body of the deceased has since been deposited in Lumwana first level hospital mortuary awaiting post-mortem.

And in another development, Mr Njase has confirmed a suspected case of arson which was reported at Mutanda police station involving one adult male and two juveniles of the same house.

Mr Njase disclosed that Marvis Jatwa aged 37 years of Mutanda Research area reported to police that her tenant, Obed Kajimanga whose age is not yet known as well as two of his children, Patrick Kajimanga, 5 and Prudence Kajimanga, 2, of the same house sustained multiple burns on their bodies and general body pains when the house they were sleeping in caught fire.

“In another development, Mutanda police station recorded an arson case which occurred on July 8, around 21:30 hours at Mutanda Research area, Kalumbila district,” he said.

He said the source of the fire was not ascertained and the victims were rushed to Solwezi General Hospital for medical attention.

CiSCA Asks Police to Arrest Kambwili for Hate Speech

The Civil Society Constitution Agenda (CiSCA) is perplexed by the Zambia Police Service’s reluctance to summon and interrogate Patriotic Front member Mr. Chishimba Kambwili over his hate and tribal campaigns which led to his suspension by the Electoral Commission of Zambia (ECZ) from engaging in all forms of campaigns for close to a week.

The lifting of the suspension by the ECZ and the apology made by Mr Kambwili do not obliterate the offence he committed of hate speech against the Tonga people. The Police must still follow due process, summon Mr Kambwili, interrogate him, and hopefully charge him.

Despite complaints lodged against Mr Kambwili at the Police Service by concerned citizens one of whom is Thabo Kawana Media Director of the UPND Alliance on Kambwili’s hate speech against a section of the Zambian society contrary to the provisions of the Penal Code Section 70, Public Order Act Section 13, and the Electoral Code of conduct as provided for in the Electoral Process Act Section 107 subparagraphs 11 and 15, the police seem very reluctant to prosecute the matter as noted by their failure to summon Mr Kambwili.

We have noted that the police are quick to arrest then investigate allegations of criminal conduct purported by opposition political cadres but then follow the tedious policing procedure of investigating before arresting a ruling party cadre who is alleged to have committed a crime. Are there now two Zambias? One for the ruling political party cadres and the other for the opposition? It is grossly unacceptable and unconstitutional for the Police and the ruling party to create a situation where some Zambians are more equal than others before the law. The seeming reluctance by the police to enforce the law against people associated with the ruling party like Kambwili despite blatant breach of the law is violation of the principles of the rule of law. No matter the indignation by the many spokespersons of the ruling party against the 2021 Amnesty International Report, a well governed nation is a nation of laws which are applied fairly and equally. It is amazing how the police have developed cold feet in arresting Kambwili when not too long ago, when he was in opposition Kambwili was their regular suspect.

As CiSCA we demand for the immediate summoning of Mr Kambwili to respond to the allegations contained in the lodged complaint against him by Thabo Kawana among other citizens.

If the police do not do the needful CiSCA will petition them, to at once respect the law of the land by enforcing it without fear or favour or consideration based on political affiliation.

Lifting of Kambwili’s campaign suspension is a sign of betrayal by ECZ-Kawanga

Opposition UPND Alliance has charged that the decision by the Electoral Commission of Zambia ECZ to lift the suspension from campaigns of Chishimba Kambwili is a sign of betrayal on the legacy of the late Dr Kenneth Kaunda.

UPND Alliance Media Director Thabo Kawana said this decision is a direct stab on the legacy of Dr Kaunda and a betrayal to the people of Zambia because Mr. Kambwili is on record having completely refused to apologise for his hate speech and tribal sentiments.

Mr Kawana said this decision by the ECZ to lift Kambwili’s suspension even after being reported by the UPND Alliance justifies people’s suspicion that the electoral body is a Public Relations wings of the Patriotic Front.

“The ECZ’s decision is a sign of betrayal because barely we put Dr Kaunda to rest, who is a man who stood against tribalism and hate speech in the country, yet Kambwili has been going round spewing hate speech and that is why we reported him and that is why the ECZ found it fit to suspend him” he said.

“But lifting that suspension is a stab in the back of the legacy of Dr Kaunda. It is also a betrayal to the people of Zambia because Kambwili is on record having gone to ECZ and only apologized for having congregated people in rallies but completely refused to apologize for his hate speech” Mr Kawana added.

He wondered how the ECZ could lift Kambwili’s suspension from campaigns for practicing tribalism and hate speech despite him refusing to apologize.

Mr Kawana however said the UPND Alliance will not be bothered by the decision from the ECZ because Kambwili committed a criminal offense and therefore, the alliance will await police action because he personally reported the matter to law enforcers.

“I am the complainant and I expect the police to call Kambwili to interrogate him and when they find him wanting, which I know they will, they need to arrest and prosecute him through the courts of law,” Mr Kawana said.

The UPND Alliance through its media director reported Kambwili to the police last, a move which also necessitated the suspension of tribal hatred spreader Chishimba Kambwili from campaigns by the Electoral Commission of Zambia.

Micho Bemoans Loss to Lesotho

Chipolopolo coach Milutin ‘Micho’ Sredojevic has bemoaned his team’s 2-1 loss to Lesotho in their opening COSAFA Cup match at Wolfson Stadium in Mandela Bay.

Defending champions Zambia on Thursday made an embarrassing start to their COSAFA Cup title defence despite fielding a strong lineup at the regional championship.

Zambia lost to a Lesotho side that had lost 3-1 to eSwatini in their opening Group A match on Tuesday.

“We have created clear cut chances that we did not convert, that were crucial moments in the game, instead of putting the game beyond opponents’ reach we have conceded that goal,” Micho said during a post match briefing.

Zambia gave up a 1-0 half time lead to lose through Lesotho’s late goals.

“In moments of domination, in moments when we have been totally in control of the game and against the run of play, we conceded that goal that has put us in a position that we need to go back to the drawing board and analyse the second half and prepare very well for the game against Eswatini that is supposed to help us to bounce back,” he said.

Chipolopolo now face eSwatini on July 10 in a match they must win with Botswana and South Africa to come thereafter in an uphill battle to retain their COSAFA Cup crown.

UPND play social media politics and assume there is a wind of change-GBM

Patriotic Front (PF) Member of the Central Committee Mr. Geoffrey Bwalya Mwamba has said that the United Party for National Development (UPND) will never form the government as their idea of politics is social media trumpeting.

Speaking when he appeared last evening on the Patriotic Front Interactive Forum with host Nakiwe Simpungwe, Mr. Mwamba GBM, who once served as UPND Vice President and 2016 Running mate, said that the opposition UPND has no countering political ideology and merely plays mere social media politics that has not created any wind of change.

“They play social media politics and assume there is a wind of change. There is no wind of change. Maybe this wind of change is in their backyards, it’s a joke of the year but I know them that is how we were practicing politics in the UPND,” Mr. Mwamba said.

Reflecting on his political journey, the journey having once left PF to join UPND, Mr. Mwamba said that the UPND experience was bitter and unwelcome, calling UPND leader Hakainde Hichilema a selfish, divisive leader who runs the party on sole administration and surrounding himself with handpicked political consultants who do not respect party hierarchy or decisions.

Mr. Mwamba advised anyone toying around with the idea of joining UPND to stop stating that doing so is at the owner’s risk adding that he had ‘seen red’ when he was in the UPND because of the way Mr. Hakainde Hichilema treats people.

Mr. Mwamba said if you don’t belong to the select few confidants of Hichilema, then your stay in the UPND was a miserable one.

Mr. Mwamba said despite adding so much value to the party by using personal resources for 4 years to campaign for Hichilema, he was unceremoniously booted out of the party when Hichilema arranged for the 75 NMC members, most of whom had become his close associates, to pass a vote of no confidence in him when he served as Vice President and Hichilemas running mate.

Mr. Mwamba said that showed him beyond any reasonable doubt that the UPND and its leader were a very hostile and toxic environment to belong to and hence his decision to return to the Patriotic Front and President Lungu where he was received with open arms.

Mr. Mwamba said he had even advised Dr. Chishimba Kambwili not to go to bed with the UPND and was happy his counterpart was also back home in PF where he belongs.

As Lungu’s PF Warbles Peace, Davies Mwila Gambols to Violence

Am I the only one tired of Patriotic Front Secretary General Davies Mwila’s howls of PF’s “commitment to violent free campaigns”? Like starved lions, PF cadres are prowling streets seeking for more and more blood from innocent people as Lungu warbles peace, while Mwila gambols to violence. When Lungu shouts pabwato, Mwila and his pinions pick up paddles to lynch those who reject the invitation to enter the PF blood-painted boat.

President Lungu’s failure to instill the fear of the law in his cadres is villainous and even criminal. It is his constitutional duty to defend the rights of every citizen regardless of party affiliation. Sadly he has knowingly sanctioned the ongoing violence. For example, what did the PF leadership do to the cadres who chased the UPND lady, undressed, and beat her in broad daylight? What did they do to those who beat people in Chawama or petrol bombed innocent people simply for belonging to UPND? No one should be treated less than an animal for supporting HH; we are a democracy and we have the right to campaign for any candidate of choice. Just as PF cadres are proud to wear the Lungu T-shirts, UPND cadres should wear the HH T-shirts with pride. This is the beauty of democracy.

It is deplorable to trololo “peaceful campaigns” while watching PF cadres wreck havoc on fellow Zambians. For so long, the PF cadres have been made to believe they are above the law since putting on PF attire makes them immune from prosecution. And they are right. It is one thing for the Election Commission to suspend Kambwili for hate speech, it is another to arrest those who are terrorizing fellow citizens for exercising their democratic rights. The reason the PF thugs terrorize our streets is because they are shielded by Plot 1–they are untouchables.

Is it not time the Election Commission disqualified violent Parties from contesting elections? Is it not time the nullifying of Parliamentary results extended to Presidential results? The petitioning of Parliamentary elections in courts, for example, has been celebrated as a way of ensuring fair and peaceful elections. We have had many elections overturned by courts as a result. But what defies logic is that the Presidential election results remain intact. In view of the 50+1 requirement, commonsense demands that once Parliamentary results are declared not free and fair, Presidential results should also be declared not free and fair. So why disqualify Parliamentary results, but not the Presidential results? Until we demand that once Parliamentary results are nullified, Presidential results too shall be disqualified, shedding of blood will remain the main passport to Plot 1.

I don’t want to white wash UPND; it is another violent Party too. Its cadres have not been tolerant of the PF members in UPND strongholds. In fact, people who support the PF are targeted and some have been undressed. But HH is not the President–President Lungu is and must set the tone. If anything HH cadres are generally arrested, while the PF cadres are left to roam our streets with pride like children of Ares, the Greek god of war. PF cadres exploit this legal blindness by the judiciary, and all law enforcement agencies. Even when evidence against the PF cadres exists, the blind police officers will be investigating the issue forever and ever. If opposition cadres foolishly attempt to match this violence, the big man will see to it that perpetrators are not only beaten up, but also rot in jail.

Let the truth be said–the Election Commission won’t sanction the PF for violence, neither would courts nullify presidential results because of violence. Besides, politicians won’t commit to peaceful campaigns until they are punished by voters. Sadly our tribal political system rewards violent politicians. Under no circumstances will Lungu be penalized for the innocent blood his followers will shed to keep him in Plot 1. Mwila will smile as much when he watches UPND cadres undressed; in fact he would love to see more of it. Decency does not have a home in Zambian politics anymore–we have lost ubuntu.

Yet the big man is not God. Neither is the plight of the oppressed hidden from God nor are the tears of every Zambian whose rights are abused for exercising his or her democratic rights. Nothing lasts forever, and even the powerful fall. If they don’t, God has ways to make us pay for the injustices we inflict on others. I pray the victims of political violence won’t give up their fight for what they believe in; it is within their rights to do so. Their tears and shame are on behalf of the nation we all love. We may vote for different candidates, but we all love this blessed nation. When they get out of their homes, let them keep their heads up; they are our heroes!

Veep commends Lewanika General Hospital for investing in an oxygen plant

Vice President Inonge Wina has commended Lewanika General Hospital in Mongu Western Province for investing in an oxygen plant.

Mrs Wina noted that the oxygen plant is contributing to serving people’s lives especially with the outbreak of the COVID-19 pandemic.

She observed that setting up of the oxygen plant at Lewanika General Hospital was a timely investment that has helped other government health institutions within the province not to have shortages of oxygen.

ZANIS reports that Mrs Wina was speaking when she inspected the oxygen plant at Lewanika General Hospital yesterday.

And Western Provincial Health Director Francis Liywalii said that all hospitals in the province are being supplied with oxygen direct from the plant.

Dr Liywalii said the hospital has not recorded any deaths resulting from lack of oxygen since the plant was set up in 2017.

The oxygen plant at Lewanika General Hospital in Mongu was constructed in 2017 at a cost of K800 thousand.

The over 170% Spike in Stock Feed Price Worry Poultry Association

The Poultry Association of Zambia has attributed the high cost of stock feeds on the local markets to an increase in demand for soya beans, maize, and sunflower.

The Association further attributes the spike in the cost of stock feed to an invention of farmers from other countries who have taken advantage of the deprecation of the kwacha to buy soya beans at a cheaper price in Zambia.

Association Executive Manager Dominic Chanda observed that the problem has emanated from the primary production of stork feed from maize and soya beans.

Mr Chanda told ZANIS that soya beans and soya cake is being taken to East Africa en route to China.

“Unless the government can intervene and also put a stop to export of soya beans and also export of soya cake because in the export market our products have become cheaper and this is what is worsening the situation on the local market, “he noted.

Mr. Chanda said the Association expected a boost after increasing the output of soya beans to 38 percent production last year.

He said the government further announced an increase of 411 metric tonnes of soya beans produced this year which also represents 38 percent output.

“As an Association we expected that after boasting a 38 percent increase in terms of the output for soya beans which moved to 295metric tonnes of soya beans which were produced last years and this year government also announced that soya beans increased to 411 metric tonnes this year which represents 38 percent increase,” Mr Chanda noted.

He expressed worry as the Association anticipated stability in the prices of the soya cake and soya beans owing to the bumper harvest recorded this year.

‘’ We saw the prices increase by almost 173% which has not happened in the history of this country and it is important to start discussing the fundamental factors that are pausing the prices to go up on the market,” he observed.

Mr. Chanda noted that the price of soya cake has increased from K225 per 50 kg bag of soya beans to K610 per 50 Kg bag on the market.

He noted that the increase in price represents over 171% making the price of the stork feed go up as the soya cake is used to make the feed.

Japan to tighten border control for travelers from Zambia

The Japanese government has announced that it will tighten border controls for travelers from some countries including Zambia, Indonesia and Kyrgyzstan to prevent the spread of highly contagious new variants of the coronavirus.

In a set of changes to border control measures taking effect today, those arriving from such selected countries will be asked to stay in designated facilities longer and take more coronavirus tests.

Those arriving from Zambia will be newly subject to a 10-day quarantine, and the quarantine period for travelers from Indonesia and Kyrgyzstan will be extended to 10 days from six days and three days, respectively.

Travelers from the United Arab Emirates are asked to observe a six-day quarantine, up from three days.

A three-day quarantine will be newly applied to arrivals from Argentina, Belarus, Bolivia, Chile, Colombia, Cuba, Ecuador, Fiji, Libya, Seychelles, Suriname, Paraguay, Trinidad and Tobago, Uruguay, Turkey, Venezuela, as well as the Republic of Karelia in Russia, the Russian oblasts of Saratov and Nizhny Novgorod, plus the American states of New Mexico, Utah and Wyoming.

A three-day quarantine is requested for travelers from Egypt, reduced from six days.

Three-day mandatory stays at designated facilities will be lifted for arrivals from Estonia, France, Luxembourg, Nigeria, and the U.S. states of Delaware, Kansas, Maine and Minnesota, as well as the Canadian province of Ontario.

Travelers from the countries and regions are still required to undergo a 14-day self-isolation after arriving in Japan, the ministry said.

Zamtel CEO urges more people to get Covid vaccination, hails Government for Vaccine roll out

Zamtel Chief Executive Officer Sydney Mupeta has appealed to Zambians to get fully vaccinated against Covid-19 as the country begins administering another round of vaccines today.

Speaking at OYDC shortly after receiving his second dose of the AstraZeneca Covid-19 vaccination on Thursday, Mr Mupeta said vaccination offers an added layer of protection against Covid-19.

He said it is important that more people receive the vaccinations whilst adhering to Covid-19 protocols in order to allow life and businesses to return to normal.

“It is encouraging that traffic has increased this time around compared with the time I did the first jab, there are a lot more people here now which means there is a general acceptance towards vaccination,” he said

He added, “Yes it is true the vaccination will not give you a 100 percent protection from Covid-19 but it offers an added layer of protection and increases your body’s disease fighting mechanism.”

Mr Mupeta also commended government through the Ministry of Health for roll out the Covid-19 vaccination campaign.

He said vaccine hesitancy should not be encouraged going by the high number of people that have lost their lives due to Covid-19.

Mr Mupeta pledged Zamtel’s continued support to the Ministry of Health in its Covid-19 response in order to supplement government’s efforts.

ECZ lifts Kambwili’s suspension

The Electoral Commission of Zambia has lifted the ban slapped on Patriotic Front (PF) member Chishimba Kambwili not to participate in the election campaign.

On June 30 this year, ECZ announced the indefinite suspension of Mr Chishimba Kambwili, subject to review, from participating in any campaign activities in line with paragraph 11(i) (d) of the Electoral Code of Conduct.

The suspension was due to Mr Kambwili’s failure to adhere to the Electoral Code of Conduct, particularly, the use of hate speech and holding of campaign rallies despite the guidance provided.

However, ECZ corporate affairs manager Patricia Luhanga said Mr Kambwili has shown remorse through the apology he rendered to the Commission.

“Arising from this, the Commission would like to inform the media and members of the public that it has lifted the suspension of Mr Chishimba Kambwili effective midnight today,” she said.

Ms Luhanga said Mr Kambwili is further advised to use appropriate language when conducting any campaigns.

“The Commission would like to reiterate that use of language which incites hatred or violence in any form against any person shall not be tolerated as it contravenes the provisions of the Electoral Code of Conduct. Additionally, going against Commission decision to suspend rallies and roadshows does not only undermine the work of the stakeholders, it also puts the country at risk in as far as the spread of COVID-19 is concerned,” She said

Meanwhile, Ms Luhanga has disclosed that the Commission is also investigating other matters reported in various districts and that the public would be made aware of its findings or decision.

Political Campaign Rallies still remain banned- Zambia Police

Zambia Police Service Spokesperson Esther Mwata Katongo says that the recent suspension of Political Parties from not holding political rallies and road shows by the Electoral Commission of Zambia (ECZ) is still in effect.

Ms Katongo warned that Political parties found wanting will face the law accordingly.

She appealed to officers that have been deployed countrywide to be alert and ensure that no political party holds rallies and road shows.

Ms Katongo told ZANIS that political parties should adhere until a time when the suspension is lifted.

“Officers deployed to police elections should be alert and ensure that no political party holds rallies until such a time when the suspension shall be lifted,” Mr Katongo said.

She appealed to all Political parties to comply and stop the further spread of the COVID-19 virus.

‘’Those found going contrary to the guidelines spelt out by ECZ should be dealt with sternly,” Ms Katongo noted.

Recently ECZ suspended campaign rallies and road shows, as they are supers readers of COVID 19 pandemic.

One Acre Fund Zambia to help 16, 000 farmers with agriculture skills

One Acre Fund Zambia is this farming season targeted to help 16 thousand small scale farmers with farming skills from the current 14 thousand from three districts in Central Province.

One Acre Fund Government Relations and Policy Officer, Ramona Phiri, disclosed that the organization is in the process of scaling up more farmers in the 2021/2022 farming season.

Ms Phiri said the organization will also expand its services from the three district where the programme has been implemented to the entire central province.

She disclosed that the organization has been working in Chisamba, Chibombo and Kapiri Mposhi and intends to expand to the rest of the province starting with Luano district.

“Currently we have a little over 14, 000 farmers. So, for the next farming season we are hoping to capture at least 16, 000 small scale farmers,” Ms Phiri said.

“And as you should know this by the way we are now expanding out of the three districts that we have been operating in which are Chisamba, Chibombo and Kapiri Mposhi. So, now we are going into Luano which is a big thing for us,” she said.

Meanwhile, Ms Phiri observed noted the COVID-19 pandemic has limited interactions with farmers thereby disputing activities.

“Right now is a very difficult time for us. As you may be aware we deal with farmers and much of our activities involve interaction with farmers,” she observed.

She however noted that the organisation understands its contribution to the economy of Central Province and cannot afford to slacken because of the COVID-19.

Kalumbila district start giving second dose of AstraZeneca vaccine

Kalumbila district Health Office in Northwestern province has started dispensing the second dose of the AstraZeneca COVID-19 vaccine to individuals that got the first dose.

Kalumbila District Health Director, Chiluba Kabalika confirmed the development to ZANIS that over 500 people that got the first dose are expected to receive the second dose.

Dr Kabalika stated that individuals who got the first dose from other health centres should present their vaccination cards so as to have the details verified in the system.

“We have commenced administering the second dose of the AstraZeneca Covid-19 vaccine and our priority are individuals that got the first dose of the vaccine,” Dr Kabalika said.

“For those that received dose one from outside Kalumbila and are due for dose two, they are welcome to get it within Kalumbila if they reside here,” Dr Kabalika said.

She acknowledged that the health office has received overwhelming response as evidenced from the number of people requesting for the vaccine.

“The demand is high because the cases have become severe…during the administration of the first dose, we experienced a lot of apathy which may have been as a result of myths and false information,” she said.
