Amos Chanda to institute criminal and civil legal actions against Charles Milupi

STATE House spokesperson Amos Chanda says opposition alliance chairman Charles Milupi will have criminal and civil legal actions instituted against him.

Announcing at a media briefing at State House yesterday, Mr Chanda said he had instructed his lawyers to commence civil and criminal proceedings against Milupi for accusing Mr. Chanda of running and funding a militia group with sole purpose to perpetrate violence.

“As for Charles Milupi, in my personal capacity, and also as a State officer, he will be hearing from my lawyers pretty soon. I also know that both civil and criminal proceedings may be brought against him. We do not know under any legal terms the Opposition Alliance; it’s a formless and headless grouping of people just desperate to get power! So, there can be no legal suit brought against such as a formless; it has no legal personality! So, Mr Milupi, who we saw in the video, will be hearing from my lawyers pretty soon. They will bring both civil and criminal proceedings against him. So, in his personal capacity, civil and criminal proceedings will be instituted against him,” Mr. Chanda said.

“The Zambian people must learn that, every action must have consequences; every word you say, must mean something; you can’t just go on a platform and accuse other people of doing something.”

“I was not in the country during the Sesheke by-election; in all my life, I have never been to Sesheke. How can I command a militia in a district that I don’t even know how it looks? I have never been! I was not on the campaign…But even those that were performing duties like Mr (Kaizer) Zulu, Mr Kampyongo…Mr Kampyongo commands the police force as a political head of (Ministry) of Home Affairs; there are police commanders who answer to him; he does not command a militia!” he vehemently started.

He said Milupi would have to answer and pay for his reckless statement noting that his counterpart Hakainde Hichilema threw him under a bus because he knew the recourse of such reckless utterances.

“I know Mr Hakainde is a clever man! He was cheering on this senseless man (Milupi) making those allegations without recourse to the consequences of his words. So, those are the steps that have been taken. But just in summary; it is to state that there is no element of truth whatsoever,” said Mr. Chanda.

Northern Province minister Brian Mundubile says the recently held Northern Province Tourism and Investment Exposition has helped attract more global investment in many sectors in Northern Province.

Mr. Mundubile said Elite Foods, a South African organisation has expressed interest to fund some projects in the farming block in Northern Province.

He added that Northern Province has three categories in the faming block such as commercial, intermediate level and small-scale farmers who will benefit from the South African based funders.

The Provincial Minister said Elite food will also offer technical support, technology and will be buying off the produce from farmers.

He said government has already put up a system that will help investors to settle in the farming block.

And Elite Foods Chief Executive Officer Jonathan Ball says his organization is ready to fund the projects in the farming blocks in the Northern Province.

Bloomberg reports that Zambia has reduced hydropower production at the Kariba Dam because of rapidly declining water levels at the world’s biggest man-made reservoir that straddles the border with Zimbabwe, the energy minister said.

“We have noted the poor water situation for the Zambezi system necessitating reduction in generation at Kariba,” Matthew Nkhuwa said, without providing further details.

Water outflows through the turbines at Kariba, which shows how much power they’re producing, has been cut by 27 percent this month.

The dam has dropped to 43 percent of capacity from 85 percent in October, as inflows from the Zambezi River that feeds it dwindle.

Flows at Victoria Falls about 120 kilometers (75 miles) upstream are less than half of what they were a year ago, and near a record low for this time of the year, according to data from the Zambezi River Authority, which manages the dam.

Still, water supplies at other hydroelectric facilities in the country have been favorable, including at Kafue Gorge, the second-biggest power plant in Zambia, Nkhuwa said in reply to emailed questions. These will cover any shortages at Kariba, and the government doesn’t foresee power cuts as a result, he said.

The depletion of Kariba’s waters is “very troubling,” said Will Pearson, a director at U.S.-based advisory company Triskel.

“The levels at Kariba’s reservoir have fallen dramatically in recent months, and the situation will likely exacerbate,” he said by email.

“Unlike Zambia’s last power crisis only three years ago, the ability to tap regional markets will be limited by the power shortage hitting South Africa and the arrears Zesco owes for previous emergency imports from Mozambique and to domestic suppliers.”

Mines in Zambia, Africa’s second-biggest copper producer, account for more than half of electricity demand and any shortages could cut output of the metal.

If there are extensive shortages, this could hit the mining industry and add to the likelihood of cuts to copper production this year, Pearson said. Companies including First Quantum Minerals Ltd. and Glencore Plc operate mines in Zambia.

The Kariba hydropower station is Zambia’s biggest electricity source, with capacity of 1,080 megawatts out of state-owned electricity supplier Zesco Ltd.’s total of 2,337 megawatts. The southern African nation suffered a power crisis with rolling blackouts lasting as long as 12 hours when Kariba’s water levels showed a similar drop in 2015.

Government urges employers to adhere to reserve 10 percent employment for PWDs

Government says employers should adhere to the law by reserving 10 per cent spaces for persons with disabilities (PwDs) during staff recruitment.

Labor Commissioner Chanda Kaziya says there is need for both public and private sector to adhere to inclusive labour laws including PWDs, as disability is not inability therefore the need for institutions to adhere to the law.

“Disability is not inability therefore public and private institutions should know that disabled people foster national development in the country”, Mr. Kalumba said.

He was speaking during a sensitization meeting organized by the Zambia Agency for Disabled Persons ( ZAPD) in Lusaka yesterday.

Meanwhile ZAPD Luanshya Executive Coordinator Lukwesa Kalumba expressed happiness that the Ministry of General Education has taken a lead by reserving the 10 per cent space during the recent recruitment of 2, 000 teacher last year.

About 90 per cent can be accounted for the number of PwDs to have been among recruited teachers.

Mr. Kalumba also applauded SPAR supermarket, Shoprite and government health institutions for having employed persons with disabilities in suitable positions.

He urged the government to raise awareness campaigns in both public and private institutions against discriminating PwDs but to embrace them by employing them and also hold public forums like workshops, conferences, expos and roadshows in an effort to raise awareness.

Kawama bridge in Luanshya collapses

A Bridge connecting Kalende and Movahill in Luanshya’s Kawama ward has been swept off by heavy rains, cutting off the area from the only primary school and cemetery.

ZANIS reports area Councillor Chongo Mubanga confirmed the development saying the makeshift bridge was a temporally measure connecting the area to the rest of the district as the road get flooded during rainy season.

He has appealed to well-wishers to come to the aid of Kalende community by erecting a permanent bridge as the area was a farming community adding that lack of a bridge was negatively affecting farmers.

He added that access to the main cemetery was also challenged.

He said the area holds an estimated population of over 500 people whose majority where farmers and that some have to cross over the bridge to access their farm fields.

And Luanshya District Commissioner Joel Chibuye described the development as unfortunate adding that he would visit the area to ascertain the degree of the problem.

Mr. Chibuye indicated that once he had visited the area, he would engage the Disaster Management and Mitigation Unit (DMMU) if need be.

The Luanshya DC also disclosed that another bridge in Kashinde, Maposa area was reportedly collapsed cutting off the area from health and education facilities.

President Lungu directs Justice Minister to invite ICC, Amnesty International and HRC to probe HH’s militia group allegations

President Edgar Lungu has directed Justice Minister Given Lubinda to invite the International Criminal Court, the Amnesty International, and the Human Rights Commission to probe allegations by the Opposition Alliance that he is funding a militia group.

On Wednesday this week, the opposition Alliance of 10 political parties announced that it will report specific individuals to the international criminal court in the Hague, for orchestrating, perpetrating, facilitating, funding and executing a well-planned wave of political violence across the country, which violence risks the peace and security of this nation.

Alliance Chairperson Charles named the individuals to be reported to the Hague as President Edgar Lungu, Home Affairs Minister Stephen Kampyongo, PF Secretary General Davies Mwila, Special Assistant to the President for Politics Kaizer Zulu, Presidential spokesperson Amos Chanda, Francis Muchemwa also known as America 2, a PF cadre, Mpange Kachingwe, a PF cadre, Abel Mwale, a PF cadre and Eddie Gowa also a PF cadre.

But Presidential spokesperson Amos Chanda said the allegations are false and accused UPND Leader Hakainde Hichilema of having no limits in his pursuit for Presidency.

He said Mr. Hichilema would rather damage the country in order to rule it by manufacturing lies that the PF and President Lungu are funding a militia in the country.

Mr. Chanda however said the opposition will not be entertained at the Hague adding that they have not familiarize themselves with the Rome Statue which establishes the International Criminal Court.

“There behaviour is like that of foolish herder who shouts wolf, wolf and when the people came did not find any wolf. We have decided to invite the ICC, Amnesty International and the Human Rights Commission ourselves to demonstrate that when the desperate opposition starts to collaborate with log elements in the Police, they must be able to stand up”, Mr. Chanda has said.

He said Mr. Lubinda is under instruction to invite the ICC, Amnesty International because there is no truth in what the opposition Alliance said.

National Democratic Congress Consultant Chishimba Kambwili has today failed to appear before the Police in Lusaka because he had no lawyers to accompany him.

Mr. Kambwili was summoned yesterday over the racist remarks he made on an Indian National working under the Lusaka Decongestion project and was scheduled to appear at Lusaka Central Police Station at 14:00 hours.

But Mr. Kambwili informed the Police through his Lawyers that he was unable to report himself today because there were no Lawyers to accompany him as all of them were committed.

Zambia Police spokesperson Esther Katongo confirmed that Mr. Kambwili suggested for three different dates on which he could appear.

Mrs. Katongo said Police have however settled for Monday fresh communication will be sent for Mr. Kambwili to appear on Monday at 10: 00 Hours.

The summoning of Mr. Kambwili comes barely two days after Chief Government spokesperson Dora Siliya indicated that the NDC Consultant faces a possible two-year jail sentence for abrogating the Racism Act.

Minister of Justice announces a Two Phase Road map to amend the current constitution

Minister of Justice Given Lubinda has announced a two phased roadmap for the refinement of the Republican Constitution which will commence in March 2019 at a cost of K2 million.

Mr. Lubinda says in phase one, the refinement process will deal with the review of the Public Order Act.

In a ministerial statement to Parliament, Mr. Lubinda has acknowledged that this review requires consensus building by all stakeholders before it is brought to Parliament for enactment.

Mr. Lubinda says in order to reach the desired consensus; there will be a Parliamentarians consultative workshop which will be facilitated by experts to be seconded by the Inter -parliamentary Union (IPU).

He notes that this workshop will be followed by a validation workshop involving representatives of institutions and individuals who made submissions towards the amendment of the Public Order Act.

Mr. Lubinda says his Ministry will thereafter finalise what this workshop will validate before Cabinet could approve any amendments to the Act and the amendment Bill of the Act is published.

He has told the House phase two of the constitution refinement process, which he says may start before phase one is concluded, will deal with the Republican Constitution itself.

Mr. Lubinda says this phase will include presentation to a workshop of Parliamentarians of the Zero draft Constitution Amendment Bill emanating from the Siavonga experts’ workshop of February 2018.

He says this will be followed by presentation of the same zero draft bill to political parties for their input after which the same draft bill will be presentation to the church mother bodies for their input.

Mr. Lubinda says these three steps will be done simultaneously after which the Ministry of Justice will consolidate the recommendations.

The Minister of Justice says this will be followed by the finalization of the recommendations by his Ministry before Cabinet can approve the proposed amendments to the Constitution.

He states that once the Cabinet approves the proposed amendments, a Constitution Amendment Bill will be published before it can be taken to Parliament for enactment.

Agarwal reassures Vedanta’s commitment to KCM and Zambia.

Vedanta Resources Group Chairman Anil Agarwal has said his company is still committed to the 50 year vision at Konkola Copper Mines (KCM) and ultimately the development of Zambia.

Mr Agarwal was speaking on Tuesday in Lusaka during his visit to Zambia where he met with Republican President His Excellency Edgar Chagwa Lungu at State House as part of his plans to promote regular stakeholder engagement with governments in countries where Vedanta operates and garner support for the benefit of employees and the local communities.

Mr Agarwal congratulated president Lungu on his tenure and the economic growth in the country that has been experienced under his leadership. He also discussed the new fiscal regime in place and the need to relook some of the elements to ensure growth for the mining sector and the entire Zambian economy in general. He praised President Lungu for the good economic climate and his exemplary leadership.

The Vedanta Chairman said he was committed to fulfilling the US$1 billion pledge he made during his last visit in 2017 and that he wants to ramp up production at the Konkola Deep Mine in Chililabombwe, the future of KCM. To date over $300 million has been invested in KCM.

Mr. Agarwal said the Vedanta Group is determined to grow business across the globe and Africa continues to have special focus.

He is scheduled to commission the Gamsberg Zinc project in South Africa on 28th February this year which will be officiated by the South African President and Group Chairman.

Mr Agarwal later had a meeting with the KCM Executive Committee (ExCo) where he wished the team success and called on all employees to put in their best in order to turn around the company.

Health Professions Council of Zambia abolishes Professional Licensure Examinations

The Health Professions Council of Zambia has resolved to with immediate effect abolish conducting Professional Licensure Examinations, both Theory and Practical.

Passing Licensure Examinations has been a prerequisite for HPCZ to issue Certificates permitting Health Practitioners to Practice in any facility within Zambia.

This means that Candidates who were scheduled to sit for the February-March 2019 Examination will not be required to do so but can proceed to register as Health Practitioners.

In a statement, HPCZ Acting Chief Executive Officer and Registrar Bwembya Bwalya said all fees paid by the Candidates for the February-March Examination will be channeled to their registration.

Mr. Bwalya however said Foreign-trained Health Practitioners as per provision of Section 10 of the Health Professions Act number 24 of 2009 will be required to undergo Assessment Examination conducted by a Training Institution in Zambia, recognised by HPCZ.

He said the development does not compromise HPCZ’s quest to enforce high Standards of training, neither should it be perceived as leeway for Training Institutions to be reluctant in offering quality training to their Students because access to skilled healthcare for all, remains a priority for the Health Professions Council of Zambia.

Mr. Bwalya said the Council shall hold individual Lecturers/Trainers accountable for any failure in the training standards adding that there shall be enhanced monitoring of Health Training Programmes to evaluate quality improvement.

He said among other areas to be monitored by the HPCZ include Enrollment, Indexing, Lecturers, Continuous Assessment and Delivery of Curriculum adding that the Council shall further ensure close monitoring of the mode of delivery of the approved Training Programmes to assure quality for the graduates.

Mr. Bwalya has since urged Training Institutions to come up with self-evaluation mechanisms as a way of demonstrating commitment to adhere to set Standards and ensure that there are quality improvement systems in place.

The National Democratic Congress has suspended its secretary general Mwenya Musenge for 21 days saying his announcement that the party had fired its consultant Chishimba Kambwili was done against the constitution of the NDC.

At a media briefing after a central committee meeting this afternoon, NDC vice-president Josephs Akafumba said the party deputy secretary general Bridge Atanga would act in Musenge’s position.

“We have resolved that due to what transpired for our go to UNZA Radio and make that announcement which has put our party into disrepute. We wish to act as follows. 1, we are asking our Secretary General to go on leave, to give him time to reflect and to give him time to cool off. In the place of our secretary general, our deputy Secretary General Mrs Atanga will act. We will write to him, telling him the resolutions of this central committee. So, those are the resolutions of the central committee. The other matters that we discussed are matters of internal house keeping which it will not be prudent for me to reveal. We all acknowledged that the steps that our brother took are outside the constitution which guides us all,” said Akafumba.

“The duration of his leave is plus or minus 21 days. As to what we shall decide thereafter, we will cross that bridge when we get there.”

Meanwhile, Police Spokesperson Esther Katongo has disclosed that Chishimba Kambwili will appear before investigators on Monday. Mrs Katongo said that said Kambwili’s lawyers wrote to the Police claiming that they were unavailable to make it and proposed that Kambwili turns up on Monday.

“We have recieved communication in writing through Hon. Chishimba Kambwili’s Lawyers that their client was unable to report himself today because there were no Lawyers to accompany him as all of them were committed”.

“We are sending fresh communication for him to appear on Monday at 10:00 hours.”

Police in Lusaka summoned Kambwili for questioning in regard to his perceived racist and xenophobic attacks against an Indian national.

In a call-out signed by Lusaka Division Deputy DCIO, P Sapaulu, the police said that Mr. Kambwili must present himself to Room E3 at Lusaka Division on Friday at 14hrs.

Kambwili was expected to report today Friday, 22nd February 2019 at 14hrs.

In a video, Mr Kambwili is heard insulting and issuing racist remarks against a grader operator working on the Lusaka Decongestion Project financed by Exim Bank of India.

Coach Aggrey Chiyangi admits Green Eagles are under-pressure to beat Nkwazi when the two teams clash in Pool B of the 2019 FAZ Super Division on Saturday.

Eagles host Nkwazi in the round 5 match at Independence Stadium in Choma.

Both teams are tied on 9 points from four matches with a superior goal difference putting Eagles at the top.

‘It is going to be one of those games that will be very interesting.The pressure is on us because we are playing at home,’ Chiyangi said.

Nkwazi last season beat Eagles in Choma with the other match between the two teams ending in a draw.

‘We have to ensure that we get maximum points.We know it is not going to be easy but we have put plans toward the game,’ he added.

Eagles have won their last three matches after starting the season with a loss at Forest Rangers.

Power Dynamos on Saturday host Circuit City in Kitwe in the round five match of the 2019 FAZ Super Division campaign hoping to maintain their newly discovered winning formula.

Power had recorded two straight defeats in Stream B prior to thumping Nkana 2-0 in the Kitwe derby last Saturday.

Coach Kelvin Kaindu’s side are pushing for win against promoted City to remain relevance in the pool being led by Green Eagles, who have nine points from four matches.

Power are three points behind leaders Eagles after posting six points from four matches played.

Eagles are facing the Nkwazi test at home in Choma on Saturday.

Nkwazi are second in the stream with nine points but have an inferior goal difference against Eagles.

Elsewhere in Stream A, leaders Zanaco will be sure of maintaining their unbeaten run in the season when they host Nakambala Leopards on Saturday at Sunset Stadium.

Zanaco top the pool with 10 points after recording three straight wins before forcing a goalless draw at Zesco United last Sunday.

Ministers of National Development Planning, Agriculture and Copperbelt Province have supported the African Development Bank (AfDB) proposal to implement Staple Crop Processing Zone (SCPZ) at Luswishi Farm Block in Lufwanyama District in Copperbelt.
The Staple Crop Processing Zone concept is envisaged to facilitate the development of idle land into commercially viable farm production and processing operations.

African Development Bank delegation, led by Country Manager Manneko Mary Monyau, made a presentation about the SCPZ for Luswishi Farm Block to Honourable Ministers Mr. Alexander Chiteme (National Development Planning), Mr. Michael Katambo (Agriculture) and Mr. Japhen Mwakalombe (Copperbelt Province), Permanent Secretaries Mr. Chola Chabala and Mr. Mushuma Mulenga (both of National Development Planning) and Mr. Songowayo Zgambo (Agriculture) and other officials at the Ministry of National Development Planning on Thursday.

AfDB Chief Agriculture Economist Duncan Mwesige explained that the Staple Crop Processing Zone initiative was aimed at sustainable and balanced agri-industrialisation, promoting investments in the agriculture sector, enhancing rural livelihood opportunities, drive economic growth and reducing rural-urban migration.

“The proposed SCPZ is a timely initiative to create wealth, employment, food security and fits well with the new trends in developing sustainable technologies and innovative products to address the challenges posed due to rapid industrialisation and urbanisation and fast depletion of natural resources faced by the sector,” Mr. Mwesige explained.

He called for private sector to invest in the Staple Crop Processing Zone.

Mr. Mwesige said, through the SCPZ, Zambia can develop a globally competitive agro-industry, promote synergies and productive relationships between business enterprises and farmers.

The AfDB Chief Agriculture Economist added that the SCPZ would assist in achieving the transformation of the agriculture sector and make Zambia one of the leading players in the global food markets and grow wealth for the farming community.

He expressed optimism that the programme would transform.

Mr. Mwesige appealed to the Government to prioritise the tarring of the road leading to Luswishi Farm Block.

AfDB Country Manager Ms. Monyau congratulated the Zambian Government for the improvement of its AfDB portfolio that currently stands at 77 per cent.

And Minister Chiteme expressed Government commitment to improve the welfare of the people, adding that initiatives like SCPZ were welcome to empower the masses.

He stressed that Farm Block development is one of the programme areas identified in the Seventh National Development Plan (7NDP) to help accelerate economic diversification and job creation. The Minister said Farming Blocks were part of the strategies that support reduction of poverty and inequalities in the country.

Mr. Chiteme noted that crop processing would contribute to Government’s efforts to create jobs, food security and economic growth of the country.

Agriculture Minister Katambo assured that his ministry would consider budget lines from which resources could be mobilised towards Government’s counterpart funding towards the SCPZ at Luswishi Farm Block.

Copperbelt Minister Mwakalombe expressed gratitude that the project would contribute to food production and processing in the Province, which could even be supplied to other regions and neighbouring countries. Mr. Mwakalombe said Copperbelt Province was diversifying its economy and would therefore lobby for the speedy implementation of the SCPZ at Luswishi Farm Block.
