HH: The ‘Boy’ Who Cried Wolf

72

By Sunday Chilufya Chanda

If the story of the boy who cried wolf reads like fiction, the reality is not far from what Zambians have been treated to since Hakainde Hichilema assumed the limelight as one of the country’s Opposition politicians.

During the campaign trail in Sesheke last week, Hichilema cried the loudest after his impromptu meeting on the roadside which was part of President Edgar Lungu’s route was dispersed.

He rushed to the international media and cried, “Lungu wants to kill me.” On February 20, 2019, Hichilema summoned the media at a grandiose press briefing at which he was flanked by opposition leaders of insignificant political parties.

Hichilema and his political alliance announced they were headed to the International Criminal Court (ICC) because, according to them, their lives were in danger. Particularly Hichilema’s life was in danger.

Since 2014, Hichilema has cried assassination. Infact, he has made such inflammatory statements more than the five times he has attempted the presidency and failed.

On April 15, 2014, Hichilema held a press briefing at which he claimed President Michael Sata attempted to assassinate him.

This followed an encounter with suspected ruling party cadres at Sun FM in Ndola. State House was prompted to react.

Then State House spokesperson George Chellah accused Hichilema of exaggerated outbursts alien to Zambian politics. ‘‘He doesn’t surprise Zambians and the President because assassination is not Zambian and his claims are laughable and extremely exaggerated.

“Mr Hichilema thrives on inflammatory remarks. He thinks he can improve his political party by provoking the Head of State,’’ Mr. Chellah remarked advising Hichilema to carry out a self-introspection and desist from preaching hatred.

The following year, Hichilema was back with his claim with former chief government spokesperson describing the UPND leader as a non-factor.

On October 2, 2015, Kambwili exonerated President Edgar Lungu saying he was not a heartless leader who would consider killing Hichilema.

Kambwili advised Hichilema to offer leadership qualities instead of resorting to cheap propaganda in his fresh assassination allegations.

Then on December 8, 2015, a website linked to Hichilema titled Kachema Kontolola detailed claims that the ruling party plotted to eliminate Hichilema.

“The PF are so determined to hold on to power by whatever means to a point where they care less if HH lives or die”.

“This revelation to kill HH has been exposed by Innocent “The Commando” Kalimanshi or Inno for short, who has been the leader of the PF thugs at Intercity and in charge of executing most of the violence we have been witnessing from the PF until yesterday when he was arrested on assault charges …”

It further went on to claim “The Assassination idea was planned by Mumbi Phiri and Kaizer Zulu to assassinate HH while he visited Mongu. But when Inno did not fully oblige to this, Mumbi and Kaizer were so enraged that they decided to dispose Inno off,” the Hichilema machinery reported.

On December 18, 2016, another UPND sponsored publication claimed a Zambia Police Commissioner Bothwell Namuswa had confessed to being assigned to assassinate Hichilema.

“We had a meeting at which we resolved to disrupt the court proceedings of the petition by provoking the UPND supporters at the courts. It’s was then decided and ordered by State House Special Assistant for Corruption Kaizer Zulu to fire a live bullet at the UPND President Hakainde Hichilema and kill him.”

“Kaiser Zulu was very clear that Lungu thought Mr. Hichilema had a strong case that can nullify the presidency and the only way to stop him was by killing him with a live bullet through causing confusion,” Namuswa, according to the Zambian Observer, told his family members.

In 2017, Hichilema’s wife, Mrs Mutinta Hichilema, joined the bandwagon narrating in an interview how her husband was nearly assassinated.

“They never came to arrest Hakainde here, they came to kill and they are still determined to kill my husband. Anyway my God is watching. The same God that saved my husband that night is the same God who is going to save him even now,” Mutinta told journalists.

And most recently, Hichilema is back with the tired claim which he now uses as the basis to report Zambian leader to the ICC.

Evidently the amount of times Hichilema and his cohorts have cried assassination exposes their attention seeking type of politics much like a fiction boy who cried wolf that never was. Yet such tricks had the potential to undermine the democratic tenets of Zambia if tolerated.

Unfortunately, the more Zambia gets better; the more Hakainde gets bitter.

The National Biosafety Authority on Wednesday seized food products containing Genetically Modified Organisms from Game Stores Manda Hill that were placed on the market without a permit.

In its continued Surveillance, Spot and Compliance checks the Authority took away Bokomo Otees and Jungle Ultra Energy as they were not authorized by the NBA prior to their being brought in the country.

NBA Public Relations Officer Sandra Lombe who confirmed the development said Top Class Soups were also grabbed as they did not have a permit to be on the market.

Ms. Lombe said Game Stores brought into the country Bokomo Otees and Jungle Ultra energy without an import permit and a permit to sell the products.

She said just like other traders whose products were seized, all Game Stores across the country were directed to immediately remove the named products from the shelves while Top Class Soups will only be sold when the Stores get copies to place on the market from their suppliers.

Ms. Lombe said an import permit is valid for five years while the permit to place on the market is valid between three to six months to ensure compliance.

And Ms. Lombe said Spar has complied and produced all the necessary permits from its suppliers who include Cold Chain, Zambian Brands, Horizon and InnscorDistributors.

“The supermarket will be allowed to trade in the products which are on the permits as they were previously assessed for safety. However, the Authority will go ahead to destroy all Spar branded GMO products which were seized as they do not have permits”, she added.

She said Spar has started the application process for its branded products that may contain GMOs in order to ensure that the Authority conducts risk assessment on the said products.

Mental Health Bill has passed the First Reading stage in Parliament

4

The Mental Health Bill has passed the First Reading stage in Parliament and the document has since been referred to the Committee on Health Community Development and Social Services, which will invite witnesses to give views on the Bill.

On 15th March 2019, the Committee will submit the report to the Speaker of the National Assembly on their findings, observations and recommendations before going for the second and third reading.

The Bill seeks to provide for respect, non-discrimination, autonomy, right to self-determination and legal capacity of individuals who have mental health problems, illnesses and disorders. It also ensures protection of patients and other people from harm, protect property and regulate patients’ affairs.

The document provides for improvement in the treatment and admission of mental health patients to a mental health facility. The Bill sets out a community based approach to mental health provision which in turn will promote their livelihood.

In addition, the Bill establishes rights and responsibilities of patients, ensures that mental health services are available in correctional facilities. It also establishes the National Mental Health Council which will provide oversight in the management and implementation of mental health services in a way that is compatible with the international best practices.

The Bill also seeks to promote and protect the rights of persons with mental health problems, illnesses and disorders. The Bills also seeks to improve access to quality mental health services and facilitate the development and implementation of community –based mental health services.

Background

The Ministry of Health has been undertaking legislative reform which has resulted in a number of pieces of legislation within the health sector being reviewed, including the Mental Disorders Act, Cap 305, promulgated in 1949 and reviewed in 1951.

It is evident that mental health care in Zambia is governed by an outdated legal framework. The Mental Disorders Act of 1949 is a piece of legislation from the colonial times which labels people with mental health problems, illnesses and disorders as mad, and disregards their views about how they want to conduct their life.

Further, this law uses offensive terms such as “mentally defective”, “idiots”, “feeble minded”, “imbeciles” and “moral imbeciles” to describe persons with mental health problems, illnesses and disorders.

These terms are contrary to the international and regional human rights instruments that Zambia has ratified. In addition, the obsolete law encourages involuntary admissions, indiscriminate detention in police cells of people with mental health problems, illnesses and disorders. Mental health services under this law are not articulated and lack institutional arrangements to facilitate smooth implementation of mental health programmes.

Under this archaic law, Individuals with mental health problems, illnesses and disorders are particularly vulnerable to infringement of their civil and human rights. They are marginalised, stigmatised and discriminated against. Some of the causes of this situation are historical as in the colonial era when mental health care was relegated to the periphery of health care provision.

The problems of mental health have remained and continue to exert negative impact on the health status of people in the country. As such, the Ministry of Health views the stigmatisation of mental patients and marginalisation of mental health services from mainstream health and welfare services as inappropriate and a past legacy.

The Ministry of Health working closely with key stakeholders developed the Mental Health Bill to repeal and replace the outdated Mental Disorders Act. The Mental Health Bill provides a framework for further domestication of the United Nations Convention on the Rights of Persons with Disabilities (CRPD).

Zambia ratified the CRPD, meaning the country should uphold the rights guaranteed in the CRPD. The purpose of the CRPD is to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities and promote respect for their inherent dignity. People with mental health conditions are for the purposes of the CRPD, also regarded as persons with disabilities and thus are entitled to the rights set out in the CRPD.

Domestication of the provisions of the CRPD provides a framework that aims to remove barriers which may hinder people’s full and effective participation in society on an equal basis with others.

This is according to a statement issued by Ministry of Health Head of Media Relations Stanslous Ngosa.

Felix Mutati’s MMD Faction suffers Defeat in the Constitution Court

THE Constitutional Court has dismissed the petition in which Raphael Nakacinda wanted the court to declare Felix Mutati as the legitimate MMD president.

According to the majority judgement of Constitutional Court read by the Master of the court, Nakacinda’s petition could not be heard in its current form because issues concerning the Bill of rights were beyond the court’s jurisdiction.

Nakacinda is national secretary of the Mutati faction of MMD.

“The court cannot hear the petition because these are the same matters raised in the High Court and the petitioner has therefore engaged in forum shopping,” the court ruled.

The court stated that if it went ahead to hear the petition, it might end up making contradictory decisions.

“This matter has been wrongly brought before this court because some articles cited fall under the Bill of Rights. I order that paragraphs 2, 23, 34 be expunged from the petition,” the court said and awarded Mumba costs.

Nakacinda petitioned the Constitutional Court seeking, among other declarations, that the decision made in May 2016 to usher in new office bearers led by Felix Mutati was legal.

According to the petition Nakacinda filed in court last August through his lawyers Eric Silwamba, Jalasi and Linyama Legal Practitioners, the petitioner who stated that he was the MMD national secretary, cited MMD leader Nevers Mumba, Winnie Zaloumis, Elizabeth Mulobeka, Lisa Pasi, Georgina Mutale, and Bwalya Lengwe.

Nakacinda was seeking a declaration that Mutati was the duly elected president of MMD at the convention held from May 20 to May 22, 2016 at Kabwe’s Mulungushi Rock of Authority.

Minister of Labour and Social Security Joyce Nonde Simukoko says her Ministry is currently having challenges in monitoring child labour programmes due to lack of monitoring tools such as motor vehicles.

And Mrs. Simukoko says all child labour programmes did not provide adequate monitoring tools to ensure continuity of the projects.

She was speaking when the new International Labour Organisation Country Director George Okutho called on her this morning, to familiarise himself with the operations of the Ministry of Labour and Social Security.

In his brief, Mr. Okutho said this year, ILO will be celebrating 100 years of its existence, and it would be a time to reflect on what the organisation has been doing in terms of social dialogue, tripartism, development cooperation, legislation and what can be done better in future.

He said ILO will support Zambia in conducting background work such as analysis and surveys to help the country effectively participate at the labour conference.

And Mrs. Simukoko said ILO is an important partner in development and that the Ministry will work closely with the organisation to drive the labour agenda forward.

She added that the Lesbians, Gays, Bisexuals and Transgender item that was proposed at last year’s conference will not be supported by Zambia at the upcoming International Labour conference in June as it is contrary to the national values of Zambia.

In addition, the Minister explained that only 54 districts out of 110 have labour inspectors in Zambia who lack transport to carry out inspections.

She said although Government bought 19 vehicles to beef labour inspections last year, many district offices donot have vehicles.

Ministry of Tourism and Arts Permanent Secretary Reverend Howard Sikwela says his Ministry will not hesitate to close down Casinos operating illegally in the country.

Speaking at his office this morning, Reverend Sikwela said the Ministry has closed down Jacaranda Royal Casino in Ndola on the Copperbelt for non-compliance and operating illegally.

Reverend Sikwela directed the closure of the casino following various correspondences via letters and several visits to the Casino last year that yielded no results.

The Casino was served with the notice and purpose of closure prior to the operation.

And Reverend Sikwela said effective 2019, the 20 percent monthly service charge that casinos were paying to the tourism department will now be payable to the Zambia Revenue Authority.

He urged casino operators to be in touch with the authority for any clarifications on how to go about this payment.

Kambwili remains NDC Consultant-Akafumba

NDC Vice President Mr Joseph Akafumba (c) addressing a media briefing

Opposition National Democratic Congress Vice President Joseph Akafumba has charged that Chishimba Kambwili remains the party’s Consultant.

Addressing a media briefing on Thursday after General Secretary Mwenya Musenge announced that Dr Kambwili has been fired as the party’s Consultant, Mr Akafumba said Mr Musenge’s actions are null and void.

“ I with the deputy secretary general of NDC held a press briefing to clarify issues circulating on social media, in this regard most centred on our party consultant Dr Chishimba Kambwili, I assured the nation that Dr Chishimba Kambwili is still NDC consultant and what ever claims the Secretary General Mwenya Musenge made on UNZA Radio remains null and void” Mr Akafumba said.

“With this regard, I will be chairing an MCC meeting this morning at the party secretariat in Lusaka at 11:00 Hours. All member of central committee to be seated by 10:30 Hours.

Meanwhile, NDC youth leader, Charles Kabwita rejected his appointment as new Secretary General yesterday after Mr Kambwili, in a bid to regain control of the party, appointed the youth leader as new Secretary General claiming that he had fired NDC Secretary General, Mwenya Musenge.

But Kabwita turned down the offer stating that Kambwili has no such powers as a consultant to make such an appointment.

Musenge has insisted that Kambwili is fired as a consultant and his expulsion from the party will be confirmed by the Central Committee.

He said 30 out of 38 members of the central committee voted for this decision.

The racist and xenophobic attacks on an Indian national appear to be the last straw that broke a fractious relationship with the Roan MP.

Asante Kotoko wary of Nkana

1

Asante Kotoko coach Charles Akunnor says they are wary of their CAF Confederation Cup hosts Nkana despite the latter coming into this Sunday’s Group C tie bruised after their Kitwe derby loss.

Nkana head into their match against the Ghana giants smarting from a 2-0 home loss against nine-man Power Dynamos in a league match on February 16 at Nkana Stadium.

“We have seen Nkana play Zesco and Al Hilal and of course in their last game in the local derby that they lost. They are a good side,”Akunnor said in Ndola on Thursday on arrival ahead of Sunday’s clash in Kitwe.

“But we believe in the way we play and will continue with it and have come here with a lot of respect for them.

“But we are what we are and we will play our game to the best of our abilities.”

Nkana lost 2-0 away to Zesco United in their Group C opener on February 3 away in Ndola but rebounded on February 13 when they defeated Al Hilal 2-1 on February 13 at Nkana Stadium before Power stunned three days later at the same venue in the Kitwe derby.

Kotoko come into the match on the back of a 2-1 home win over Zesco in Kumasi on February 13.

Meanwhile, all four teams are tied on 3 points after round two of games separated only by goal difference with Zesco United first, Al Hilal second, Kotoko are third and at bottom sit Nkana .

Lufune bridge on Great North Road collapses

The Collapsed Lufune bridge on Great North Road

Hundreds of trucks and other vehicles are marooned following the collapse of Lufune Bridge at Danger Hill along the Great North Road in Mpika Town of Muchinga Province .

ZANIS reports that Muchinga Province Minister Malozo Sichone and Mpika District Commissioner Moses Katebe have confirmed the development in separate interviews this evening.

Mr. Sichone says the bridge at Lufune gave in this afternoon as a result of heavy rains being experienced in the area.

He said while the province has been receiving heavy rains since October last year, the collapsing of Lufune Bridge is very unfortunate as the Great North Road is like an artery vein supplying blood to the economy of Zambia.

The Provincial Minister says government has since moved in to mobilize a team of engineers who will soon be moving on site.

He has also advised trucks and fuel tankers to use the Nakonde /Mbala via Kasama/Mpika Road in the meantime.

And Mpika DC Katebe said in a separate interview that the bridge collapsed around 14 :00 hours today adding that said he received report last week from a Village Headman that the bridge was at the verge of collapsing.

Mr. Katebe added that the Road Development Agency (RDA) was informed last week that the bridge is at the verge of collapsing and no action was taken.

He said it’s sad that the road has been cut off and only small cars can pass at the moment using a by-pass.

The District Commissioner said an alternative route will be improvised tomorrow to allow the flow of traffic.

He has since urged motorists travelling between Mpika and Nakonde going to Tanzania to use an alternative routes.

Kambwili Acted Like A “KAPONYA”, It’s Good NDC Has Fired Him-MMD Youths

23

Movement for Multiparty Democracy MMD Youths have welcomed the move by NDC General Secretary to fire Chishimba Kambwili for his xenophobic attacks on an Indian national.

MMD National Youth Treasurer Geoffrey Mulenga said the move by NDC should be welcomed because the behavior and actions of the NDC consultant was not befitting of a national leader.

“As MMD youths we welcome the move by NDC to relive PF Roan Member of Parliament Chishimba Kambwili from his political consultancy services.

“His behaviour and conduct over the last few years since his fallout with President Lungu has been that less befitting a leader he proclaimes to be and went against the leadership tenets we as a nation espoused to see in today’s modern politics in Zambia.

“Of course one that is guaranteed of free speech but with utmost respect and restraint with the civility befitting leaders,” he said.

Mulenga said the actions of Dr Kambwili were not only childish and uncalled for but that it should not be tolerated in a country celebrated for it’s hospitality towards foriegners.

“We think Kambwili’s behavior was uncalled for, Childish and it shouldn’t be tolarated because as you are aware in this country we have a lot of graduates as teachers and nurses and just recently the Ministry of Foreign Affairs announced that Mauritius is looking to Zambia to recruit teachers to go and teach in that country and nurses to go and practice health in Angola now as a person who has once held a position of Foreign Affairs Minister and Labour Minister.

“We think he should know the procedure of handling those issues and it was uncalled for, for him to approach that innocent Indian who he did not even ask if he is a Zambian of Indian origin he just went there and started yelling at an innocent person and unfortunately for him this person was mature enough not to answer back suppose he was just in that vehicle resting? He has his role that he plays but that machine is driven by a Zambian? How is he going to feel if tomorrow he finds the same machine being driven by a Zambian?

“We ourselves use this Kamloops Road and we use this Munali road which they are upgrading and what we have discovered and observed is that 3/4 of those machines are being driven by Zambians,” he said.

He wondered what the Indian community had done to Kambwili for him to act the way he did on an innocent individual who could even be a Zambian of Indian origin.

“Why should Kambwili come out as if he has got a grudge against the Indian community. Indians have been part of Zambia for a long time in Chipata Indians are there, in Lusaka Indians are here, in Kawambwa you will find Indians and these people have been here for so long and he cannot tell us that he is aware that Indian who was sitting in that Machine is from India.

“I think the behavior was uncalled for and as a young person looking forward to having the country create employment for youths in other countries which are willing to take up these young people who have graduated in teaching and nursing it would not settle well if those people went to work in other countries and they are treated like the way Kambwili did,” he said.

He further said Kambwili should know how bilateral loans work as he has not only gone to school but is a former minister in two ministries that deal with such matters.

“I also think the roads being done by Indians are being done under a mutually beneficial Bilateral Loan that was agreed between the two(2) countries and he doesn’t know the conditions. That is a loan between Zambia and India and we are told that Honourable Kambwili graduated from Copperstone University, isn’t he supposed to be aware about these things, he was Foreign Affairs Minister he knows how governments operate. Maybe he should stop condemning this government today because he was the one who was a failure because he himself was the ‘KAPONYA’,” he said.

Zambia stands out as a stable, democratic and peaceful country in the region – DFID Chief Cameron

27
DFID Director General LINDY CAMERON shakes hands with Minister of Finance MARGARET MWANAKATWE after a bilateral meeting in Bali-Indonesia

United Kingdom Department for International Development Director General Lindy Cameron has said Zambia stands out as a stable, democratic and peaceful country in the region.

Ms. Cameron has also commended the Zambian Government for the tough stance taken in protecting public resources and further stated that the effort is a huge signal to the local and the international community that the leadership is resolved to stem the wastage of public resources and advance public service delivery.

She said this during a bilateral meeting with Minister of Finance Margaret Mwanakatwe at the latter’s office in Lusaka, today.

The DFID Director General also stated that her organization is looking forward to the conclusion of the on-going audit process at the Ministry of General Education so that the partnership with Zambia is advanced with a special focus on private sector development and poverty reduction.

“It is inspiring to listen to your fiscal sustainability plans,” Ms. Cameron said adding that, “I am confident that working together, we will develop programmes that will achieve a better impact, not only on the growth of small and medium enterprises, but also on activities that will have a lasting positive impact on poverty reduction.”

The Senior United Kingdom Government official also took the opportunity to invite Mrs. Mwanakatwe to the UK-Africa Investment Forum which will be held in London in November, 2019.

She stressed that through events such as UK-Africa Investment Forum, DFID is willing to work with the Zambian Government in mobilizing partnerships with other bilateral and multilateral players to galvanize support for poverty reduction programmes in Zambia through private sector growth.

The DFID Director General also pledged her organisation’s assistance in helping Zambia to prepare for the 2019 UK/Africa Investment Forum and hoped that through the collaboration, optimal benefits would be derived for private sector players in both countries.

In addition, she stated that the authorities in her Government seek to use London as a hub for development of private sector partnerships. Mrs. Mwanakatwe added that the agenda for new partnerships with African private sector institutions is a priority in their aspiration to generate long-term development cooperation.

Among the other issues Ms. Cameron discussed with Ms. Mwanakatwe were the 2019 budget measures, debt management, and the social sector investment.

Speaking at the same meeting, Ms. Mwanakatwe said Zambia is rationalizing taxation levels to ensure that optimal revenue mobilisation is attained in the quest to achieve the country’s aspirations espoused in the Economic Stabilization and Growth Programme and the Seventh National Development Plan.

The Minister informed Ms. Cameron that through quarterly reports, the Government has embarked on a progress tracking system that will help to strengthen expenditure monitoring and demonstrate that tax-payers money is being used prudently for sustained economic growth.

“We need a clear picture on the size of the economy,” she stated, adding that, “due to its changed structure from 2010 to date, we have set aside funds in the 2019 budget to rebase the Gross Domestic Product in order to attain an all-round measurement about what is happening in our economy.”

Mrs. Mwanakatwe also told the DFID Director General that the Zambian Government has in 2019 decided to systematically scale down its borrowing from the market in order to create room for the private sector to access affordable credit and expand their businesses.

The Minister said the Zambian Government will remain firm in its resolve to ensure that fiscal consolidation has a resounding impact on implementation of the Seventh National Development Plan, the Economic Stabilisation and Growth Programme, and the National Budget – manifested through an improved macro-economic environment, enhanced public service delivery and the uplifted well-being of the citizenry.

Mrs. Mwanakatwe, on behalf of the President of the Republic of Zambia, Mr. Edgar Lungu, and on her behalf, took the opportunity to assure fellow citizens and the international community, through DFID, that the measures that have been put in place in the 2019 National Budget and the Economic Stabilization and Growth Programme, were undertakings to set a sound foundation for improved economic management, sustained growth and enhanced well-being of the people – without leaving anyone behind.
