‘Saving Wakanda from Creeping Dictatorship’

Wakanda is a fictional East African paradise made famous by the 2018 blockbuster film ‘Black Panther’. It is a well-developed, high-tech, highly functional country inhabited by warriors who possess mystical powers through a special substance only found in Wakanda called vibranium. Wakanda is a powerful and well-governed country. It is a proud nation which has its own official African language. As a result, it has garnered the respect of countries far outside of its borders.

Back on the real African continent, one struggles to find a country that matches the description of Wakanda in all respects. If anything, there is a growing instability around the continent that is unsettling. What we see is the spread of populism and authoritarianism and what appears to be contempt for democracy, human rights and the rule of law. Unfortunately, the East African nation of Tanzania, a country which like Wakanda has a proud political, cultural and linguistic heritage, typifies this.

Like Zambia, neighbouring Tanzania has long been seen to be a peaceful and stable nation. It has a proud history of having liberated many other nations on the African continent under the great “Mwalimu”, Julius Nyerere. Just as in Zambia, this narrative is under threat. The current government of President John Magufuli, once hailed as the “bulldozer” for his apparent efficiency in dealing with corruption, is fast becoming a dictatorship where fear reigns. It is becoming an inhospitable environment for those who wish to speak truth to power. A recent example of the changing character of Tanzania’s democracy is the victimisation of the Tanzanian organisation ‘Twaweza’ whose name means ‘we can make it happen’ in Swahili. Twaweza did the unthinkable by publishing the results of a local poll on 5th July 2018 showing that President Magufuli’s popularity was falling. Twaweza’s Executive Director, Aidan Eyakuze, has subsequently had his nationality questioned and his passport confiscated. Twaweza recently joined a coalition of civil society groups to campaign against the enactment of a Political Parties Bill which will have the effect of giving the Registrar of Political Parties sweeping discretionary powers to control political parties’ activities and statements with little or no recourse. Such legislation might lead the country once more down the path of a one party “democracy”. There is trouble in “Wakanda”.

Even more worrying are reports by opposition leader and former Law Society of Tanganyika President, Tundu Lissu, of enforced disappearances and unexplained killings. Lissu himself survived an attack in which unknown assailants shot at his vehicle 38 times hitting his body 16 times. At the time of the attack, Lissu was facing several criminal charges which he says are politically motivated. The office of the lawyers defending him was also mysteriously bombed. Lissu is alive but has had to endure several corrective surgeries.

Zambia is surrounded by eight neighbours including Botswana, Congo DRC, Angola, Mozambique, Namibia, Malawi, Zimbabwe and Tanzania. It is fair to say that Zambia, experiencing an apparent wave of populism, corruption and impunity, fits into its neighbourhood quite nicely – albeit as the smiley, friendly, neighbour. Looking around this neighbourhood, there are no credible champions of democracy, constitutionalism and the rule of law. So, when the citizens of any of the countries are under siege by their governments, there is nowhere to turn. Regional bodies made up of the Continent’s political leaders appear to be toothless and are plagued by cronyism. We citizens have no choice but to save ourselves. That is what makes the work of Twaweza so admirable; it is made up of citizens standing up for their country. We must all do our part to make sure that our countries are places that we want to live in: peaceful, democratic, prosperous and liberating. “Twaweza”, we can make it happen.

High levels of corruption should be blamed on President Lungu-Msoni

All People’s Congress president Nason Msoni says the latest released ranking of the global corruption index falls is an indictment on the President Lungu lead PF administration with regards to the fight against corruption.

In a statement, Msoni said the high level of corruption automatically in President Lungu’s government makes him ineligible to re-contest for the coveted office of President of the Republic of Zambia.

“The reported increase of Corruption in Zambia as highlighted and depicted in the latest released rankings of the global corruption index makes extremely sad reading and is a serious indictment on the Presidency.
According to the 2018 Corruption Perceptions Index released by Transparency International on Tuesday, Zambia remains among the world’s most corrupt countries, with a rank of 105. Zambia had a score of 35 and was placed 18th in Sub-Saharan Africa which is ranked as the worst performing region in the world,” Msoni stated.

“In view of the seriousness of the indictment it is now incumbent upon himself to come clean and demonstrate that these sustained accusations against him and his administration are baseless and unfounded.

In the circumstances keeping quiet is not an option as the allegations are too serious to be ignored.On the basis of such serious crimes committed against the Zambian people he is automatically ineligible to re-contest for the coveted office of President of the Republic of Zambia.It is apparent that the Presidency has failed to tackle and to deal decisively with the question of Corruption in government.”

He adds that the high level of corruption vindicates former Foriegn Affairs Minister Harry Kalaba who resigned because of corruption.

“The lack of the political will to fight corruption is apparent by the lack of action on individuals accused and cited by the various institutions such as the Auditor Generals report and indeed the Financial intelligence centre report. Clearly, the report has effectively vindicated the two former Cabinet Ministers in the PF government who alleged corruption in the PF led government which is presided upon by President Edgar Chagwa Lungu.”

“In the circumstances President Lungu bares the highest responsibility as the custodian of public trust and citizens are expecting him to start addressing these embarrassing international indictments against him and his government,” said Msoni.

The opposition leader was reacting the latest release of the corruption pperception index which was released yeaterday by TIZ.

Government has reaffirmed its commitment to ending examination malpractices in the country. General Education Minister David Mabumba said examination papers for this year will be guarded by security personnel to avoid leakages in the country.

Mr. Mabumba said examination malpractices have compromised the standard of education in the country adding that if left unchecked, can jeopardize the sector.

He has since called on traditional leaders to play an active role in the fight against examination vices.

He said this today when he paid courtesy call on senior chief Inyambo Yeta in Mwandi district in Western Province.

And Induna Anasambala told the Minister that he was disturbed with cases of teachers who allegedly impregnated pupils in the area.

The Induna has since implored the Minister to take stiffer punishment against erring teachers.

Meanwhile, Induna Afungateka observed that the transfer of teachers from rural to urban areas has negatively impacted on pupils in rural communities.

The Induna has therefore asked government to lessen transfers of teachers from rural areas so that there is equity in the delivery of education in the province.

Mr. Mabumba is in Western Province to interact with various teachers in schools in order to have firsthand information on challenges they are facing.

Collection of base tax from the marketeers has not started due to technical challenges Zambia National Marketeers Credit Association (ZANAMACA) has disclosed.

The Zambia Revenue Authority (ZRA) announced plans to introduce tax among the informal sector including marketeers, as a way of increasing the revenue base for the country and appointed ZANAMACA as a base tax collecting agent among marketeers.

ZANAMACA, president Mupila Kameya, explained that the exercise which was scheduled to commence about three months ago has not started because ZRA is sorting out the collecting mechanism that will be used.

“The programme has not yet started because we have a small hiccup that our provider ZRA is trying to sort out before we start, “he said.

Mr Kameya told ZANIS in an interview in Lusaka yesterday, that however, sensitizations and data collections with regards to the programme have started.

He noted that the response from the marketeers has been positive, adding that most of them are willing to pay tax owing to the benefits that they are likely to accrue once the country’s revenue base is expanded.

He said through sensitization traders and people in the informal sector have been educated that paying of tax is the responsibility of all law abiding citizens no matter their standing in society.

Mr Kameya added that this is why there is need for people in the informal sector to embrace various social programmes being implemented by government and participate in the country’s economic development.

“So far we have started the collection of data and sensitizations, the marketeers are ready to start paying the tax because they now know the benefits that comes with paying of tax which is the responsibility of all law abiding citizens if we all have to participate in the country’s development.

He disclosed that the process which is expected to begin in Lusaka will be rolled out to all parts of the country to ensure that all the marketeers are captured.

He noted that the registration for base tax will allow members to become compliant and do business legally whilst contributing to the development of the country.

Mr Kameya also thanked government for creating an enabling environment for the business persons to conduct different business activities in the country.

Chinsali municipal council town clerk has called on the technical team looking at the National Road Fund Agency (NRFA) proposed bill to consider the devolution of powers to the local authority.

Joseph Zulu said at the validation of the NRFA proposed bill stakeholders’ meeting in Chinsali that the constitution must be respected.

Mr. Zulu proposed that 20 percent of the revenue collected by NRFA must be remitted to the local authority for the purpose of road maintenance works.

He has since appealed to the technical team to correct the situation by ensuring that the regulation is not in conflict with the constitution as an executive function arising from article 21 of Act number 13 of 2002.

And stakeholders have also appealed to the NRFA not to grab off functions of the Road Development Agency (RDA) which is mandated to procure road infrastructure and supervise the works.

The stakeholders said submissions that were made by the public must be respected if the proposed bill has to meet correct objectives.

And team leader, Mwaanga Shilambwe, assured the meeting participants that the technical team will put into consideration all corrections and submissions made by public.

One of the prominent submissions from Muchinga province was that a percentage of toll fees from a particular plaza should be allocated to the maintenance of the road where the plaza is situated.

Another submission was that the toll fee should be reduced as the current one is too high.

The people who made submissions also proposed that government should find other means of revenue collection instead of imposing high fees on the motorists and commuters.

The stakeholders further proposed that the toll fees should not be left as an executive function but be suggested by the board members through consultations.

Kalabo receives over 7000 bags of maize for school feeding programme

Government has allocated 7000 bags of maize, to Kalabo district under the Home Grown School Feeding programme.

The District Education Board Secretary (DEBS) office in the district has revealed that the maize which translates into 7,860 by 50 kilogram bags, would be distributed to 85 Primary and Community schools across the district.

DEBS Statistician Officer Joel Sinyama has told ZANIS in an interview that the maize is aimed at improving learner attendance in schools.

He said the respective schools will receive their allocation, according to pupil enrolments.

He however implored management at the various beneficiary schools to supplement government efforts, by engaging into Production Unit ventures such as gardening, livestock production, and fish farming.

Mr Sinyama explained that the Home Grown School Feeding programme is not a stand-alone intervention dependent on government sourced food, but that it requires the supplement of other organic foods which must be provided by beneficiaries themselves.

He noted that schools are required to supplement the provision of pulses which have not been provided by government in the current allocation of food for the programme.

He was speaking during a District Disaster Management Committee (DDMC) meeting on the 2012-2019 National Contingency Plan.

Meanwhile, District Public Health Officer Maimpa Mumba has advised the office of the DEBS to ensure that the people who will be engaged to cook and serve the food to pupils, obtain the necessary food handling certificates.

Mr Maimpa who is also Public Health Association of Zambia President said it is paramount that food handlers are screened and certified in accordance with the law on public health.

Operation USA a non-profit humanitarian organization based in California, USA says it will start supplying free medical equipment to Zambia to help combat various diseases in the country.

Operation USA Chief Executive Officer, Richard Walden, says his organization is more than ready to assist Zambia with reliable medical equipment aimed at supporting the provision of quality healthcare in the country.

ZANIS reports that Mr Walden said this when he interacted with First Lady Esther Lungu in Los Angeles California.

He said Operation USA is stocking more than enough medical equipment for donations, adding that his corporation will be open to work with the Esther Lungu Foundation to make various medical kit available to the Zambian people.

The Operation USA Chief said he will be waiting for the Esther Lungu Foundation to make a request on the type of equipment needed to support the Foundation’s programs in maternal, neonatal and child health.

Meanwhile, First Lady Esther Lungu has commended Operation USA for the organization’s readiness to support the provision of quality healthcare services in Zambia.

Mrs Lungu said the Esther Lungu Foundation will move with speed and consult experts in the Ministry of health on the issues that are urgent and requiring immediate attention for a detailed request to be made to the donor.

The First Lady expressed gratitude at the offer from the American organization and called for closer collaboration.

Construction of more than 80 secondary schools progressing well

Construction of more than 80 secondary schools under the Zambia Education Enhancement Project (ZEEP) is progressing well.

General Education Permanent Secretary, Jobbicks Kalumba says the schools which are being constructed in seven provinces of the country have reached an advanced stage.

Mr Kalumba in an interview with ZANIS explained that the World Bank funded project will be completed by the end of this year.

He also said that there is a likelihood of World Bank pumping in more money in the project to ensure that the construction works are completed.

Mr Kalumba, added that the country does not have enough secondary schools especially in the rural parts of the country, therefore the construction of these schools will improve on the quality of education.

Among the Provincial beneficiaries of the schools include Muchinga, Eastern, Central, Luapula, Southern, Northern and Lusaka provinces.

Government has clarified on the new combined HIV/AIDS drugs that have been introduced by the Ministry of Health in the Public health Institutions.

Ministry of Health Permanent Secretary for Technical services Kennedy Malama said the ministry does not intend to transition everyone who is on anti-retro viral drugs to the new DTG drugs because it will be done in a phased up manner.

He said the Ministry will embark on intensified counseling because there is a criteria on which newly diagnosed patients are put on drugs and the Ministry is focusing on newly diagnosed HIV patients to be put on (DTG)

“We are still rolling out the new one and we are calling it combination of Dolutegravir (DTG) lamivudine with tenofovir, the old drug includes three (ARV) so we have introduced the ‘D’ Dolutegravir and people have accepted the drug and are happy according to the information we are receiving”

Dr Malama told ZANIS in an interview in Lusaka yesterday, that the Ministry of health is not moved by emotions or preferences which are not backed by evidence and if there is need to change drugs there has to be a number of reviews on the patients

He has since appealed to patients who are adherence to the old drugs not to rush and switch to the new drugs especially when they are able to reach viral load suppression.

The Ps added that the Ministry of Health is still investigating and comparing the two drugs.

Information and Broadcasting Minister Dora Siliya says Zambia is determined to create employment through the use of digital migration technology.

Ms. Siliya who is also Chief Government Spokesperson says Government will help its citizens to create wealth by fully embracing Digital Technology.

Speaking when she toured the Multichoice Africa facility in Randburg, South Africa Ms. Siliya says the use of local content in Television was cardinal in ensuring that citizens remain engaged with the government.

She says government is happy with the support that Multichoice group of companies has rendered to Zambia by providing a platform on which Zambian content was being broadcast.

Ms. Siliya noted that the opening up of Zambezi channel on the Multichoice platform has given Zambia chance to showcase its talent through popular local soaps such as Mpali and Zuba among others.

And Multichoice group chief Executive officer Calvo Mawela says Zambia has been an important market for its growth and further expressed happiness for governments support rendered.

Mr. Mawela pledged his Company’s Support in ensuring that Zambia attains its digital migration goals.

This is according to a statement issued to the media by First Secretary for Press and Public Relations at the Zambian High Commission in South Africa, Naomi Nyawali.

Nkana toil at Lumwana, Zesco stun Buffaloes

Nkana stuttered in their opening Pool B league match of the transitional 2019 FAZ Super Division season after rallying twice to snatch a draw away at Lumwana Radiants on Wednesday while defending league champions Zesco United left Lusaka a with a victory.

Wednesday’s results were a contrast of Saturday’s 2019 Charity Shield final in Kitwe that saw Nkana beat Zesco 5-4 on post-match penalties following a 1-1 draw at fulltime at Arthur Davies Stadium.

In Lumwana, Nkana toiled to a 2-2 away draw and were down one-nil in the 17th minute when John Kaiku put Lumwana 1-0 into the break.

Kelvin Mubanga leveled matters in the 66th minute but Victor Mubanga put Lumwana back into the lead in the 73rd minute.

Fred Tshimenga salvaged a point with an 86th minute goal but the day didn’t end there for Nkana who had striker Festus Mbewe sent-off in stoppage time.

Nkana start the season in fourth place in Pool B on 1 point, behind Buildcon, Napsa Stars and Power Dynamos who are joint leaders on 3 points.

On the same date in Lusaka, Jesse Were’s 20th minute goal handed defending champions Zesco a 1-0 away win over Green Buffaloes at Edwin Imboela Stadium in Lusaka see them go third in Pool A on 3 points but only on goal difference behind second placed Mufulira Wanderers and leaders Zanaco.

The win was Zesco’s first away league victory over Buffaloes since April 2014 after three draws and a loss against the army side in Lusaka.

Meanwhile, Wednesday’s result is one Buffaloes coach Charles Bwale would love to forget very quickly on his first day on the job.

180 more teachers needed in Monze Town

About 180 more teachers are needed in Monze Town in Southern Province to adequately address the shortage of teaching staff in the area. District and ensure effective delivery of quality education to learners.

ZANIS reports that Monze District Education Board Secretary Mr. Webster Mwiinga who revealed this in an interview noted that the Town needs a total of 2,145 teachers adding that currently there are 1,945 teachers in the area.

While 20 teachers have been deployed to the District during the recent teacher recruitment exercise by government, more teachers were needed to contain the staff shortages especially in the rural parts of the District.

Mr. Mwiinga explained that because of teaching staff at some schools, the pass rates for both grade sevens and nine in most schools currently between 40 to 43 percent, a development he described as discouraging.

In addition, the situation at some schools has been compounded by transfer of teachers who are deployed to new schools where staff establishment are yet to be created.

“As a District we still need an additional of not less than 180 teachers to make it 2,145 for the staff shortage to be adequately addressed and ensure effective delivery of quality education to learners.

“ We received 20 staff during the recent teacher recruitment exercise by government but am afraid to say this is drop in the ocean because we still need more teaching staff to improve our pass rates at both grades nine and seven which are ranging between 40 and 43 per cent,” said Mr. Mwiinga.

The DEBS hailed most schools in the District for obtaining exceptionally good grade twelve (12) schools results and paid tribute to teachers for their commitment, dedication and tireless efforts for the achievement.

Canisius, Chikuni Girls, Lwengu and Chisekesi Secondary schools, respectively, are some the schools that scored 100 and 75 per cent pass rates respectively.

Meanwhile, Mr. Mwiinga says some old government schools in the District are in a deplorable state and urgently need rehabilitation to prevent the school infrastructure from collapsing.

He said schools such Bana Kaila in Chief Choongo require urgent attentions adding that although communities were doing some patch up works, it was important to do major rehabilitation works to not only prevent the school buildings from crumbling but also protect the lives of pupils and teachers.

“ Our other major source of worry is the deplorable state of some old government schools that require immediate rehabilitation works before the infrastructure crumbles and thus put lives of both teachers and pupils in jeopardy,” said Mr. Mwiinga.

ZPA suspend two companies from participating in public procurement in Zambia

The Zambia Public Procurement Authority has with immediate effect suspended two companies from participating in public procurement in Zambia.

The two suspended companies are Budocoro Enterprises Limited situated at Plot number 15864, 1080, Kamwala- South and R. Phiri Enterprises Limited situated at Plot Number Cl, Misisi Compound also of Lusaka.

The two companies have been slapped with a one year suspension for conniving to interfere with the participation of other suppliers.

ZPPA Public Relations and Communications Principal Officer John Chipandwe said the suspension includes any successor in interest which employees or is associated with any partner and directors of Budocoro Enterprises Limited and R. Phiri Enterprises Limited.

Mr. Chipandwe said the suspension does however not in any way limit Budocoro Enterprises Limited and R. Phiri Enterprises Limited from performing outstanding contracts that were entered into before the suspension.

He has reminded suppliers of goods, works and services to always adhere to the provisions of the Public Procurement Act, Public Procurement Regulations, 2011 and the Code of Conduct for suppliers, procurement professionals and public officers during public procurement processes.

Zambia Police sends reinforcement to Zambezi District deal with riots

The Zambia Police Service has sent reinforcement to Zambezi District to ensure peace in the District following the riots that engulfed the area.

Deputy Inspector General of Police for Administration Eugene Sibote has explained that the situation in Zambezi arose from the death of an individual, who was detained at a Correctional Facility as Police were following information regarding suspected possession of an illegal firearm.

Mr. Sibote said arising from the death of a suspect, members of the public suspected that he could have been subjected to torture leading to his death and ran amok and consequently damaged several properties including the burning of the Zambezi Police Station Toyota Land Cruiser.

He said the situation is currently reported calm but the traditional Authority has also been engaged over the matter who have assured of cooperation pending investigations.

Mr. Sibote said a team of Police Officers and a Pathologist will be sent to conduct a Post-mortem and an inquiry and has appealed to the people of Zambezi to remain calm whilst the matter is being addressed.

Health Minister calls on Church to continue championing health promotion and disease prevention

Minister of Health Dr. Chitalu Chilufya has called on the Church to continue championing health promotion and disease prevention through their effective platform by providing Information, Education and Communication to congregants.

The Minister espoused the health transformation agenda of supporting human focused development in tandem with the National Development Plan.

Dr. Chilufya said this when he called on Archbishop Dr Alick Banda of Lusaka Archdiocese in Lusaka yesterday in a bid to strengthen partnership between the Catholic Church and the Ministry of Health.

The Archbishop stated that the diocese is looking into appointing a health manager to serve as liaison between the Ministry of Health and the diocese for enhanced collaboration in the provision of health services.

Dr. Banda said the diocese is running hospitals and hospices which require material support from government through the Ministry of Health.

Dr. Chilufya assured the archbishop of the Ministry’s support to the health agenda by the diocese further pledging to provide personnel and drug supplies.
