A five year old girl in Kalabo district of Western province has been mauled by a crocodile.
Chief Mwenemendu has confirmed the bizarre incident saying the girl’s remains have been recovered but with one leg, the abdomen and other body parts missing.
The traditional leader in an interview yesterday named the deceased as Kalimba Chipipa of Limbundi village in Mwenemundu chiefdom.
The infant met her fate in Lueti river on Thursday when the reptile snatched her during a swimming spree with siblings as their grandmother was washing clothes.
The girl’s remains have since been buried.
Meanwhile, Chief Mwenemendu has appealed to the Department of National Parks and Wildlife (DNPW) to consider cropping the increasing number of crocodiles in the area.
The traditional leader explained that cropping the reptiles would safeguard human lives.
He disclosed that his chiefdom has this year alone recorded two deaths, three injuries, six fouled attacks and loss of domestic animals.
Chief Mwenemendu said his subjects were living in fear of crocodiles.

The Barclays Bank cup quarter final Zesco vs Nkana
Nkana claimed their maiden Barclays Cup trophy after thumping lower division side Young Buffaloes 3-0 in Saturday’s final played at Heroes Stadium in Lusaka.
Striker Ronald Kampamba sent Nkana to the winners podium with a first half brace while Walter Bwalya scored the other goal.
With President Edgar Lungu in the stands, Sate Sate handed Kalampa a lead after 11 minutes before completing his double seven minutes away from the break.
Bwalya completed the rout with a 47th minute goal that helped him emerge man of the match.
Young Buffaloes showed little resistance as they tested first defeat in the 2018 Barclays Cup.
Nkana showed the intent to win by fielding a stronger squad that had all their stars among them Musa Mohammed, Joseph Musonda, Jacob Ngulube and Harrison Chisala and Richard Ocran.

Minister of Finance Margaret Mwanakatwe says the public listing of ZAFFICO is meant to allow Zambians to buy shares in the State owned Company.
Mrs. Mwanakatwe says it is important that Zambians participate in the buying of shares in ZAFFICO so that the company is in the hands of citizens.
She says stories on the sale of state-owned companies such as ZNBC, ZESCO and the airport are based on falsehoods.
Mrs. Mwanakatwe notes that the country has excellent state-owned assets which should be safe guarded.
She was speaking at the breakfast meeting for Roma Parish in Lusaka.
And Mrs. Mwanakatwe has encouraged young people to take advantage of the facilities that government has put in place to enhance entrepreneurship.
She cited the multi-facility economic zones and industrial parks as areas which young people can take advantage of.
Minster of Higher Education Nkandu Luo has given China Energy Engineering Group, (CEEG) one month to expedite works at FTJ University in Mansa in Luapula Province.
Professor Luo says government has already paid the contractor, 15 percent of the 225 million dollar contract amount for both FTJ Mansa and FTJ Kasama Universities.
She says the contractor should expedite works because the people of Luapula cannot wait to have a University in the province.
Professor Luo says the project will reduce on the cost of accessing higher education for the people in the province.
She said this during the inspection of FTJ University in Mansa before proceeding to Mwense District.
And CEEG Regional Director Liao Chen assured the minister that there will be progress at the site.
Mr. Liao said the site has a challenge with electricity for making blocks for construction works.
THE Anhui Foreign Economic Construction Company (AFECC) has completed the construction of Mwomboshi Dam in Chisamba District nine months ahead of schedule.
President Edgar Lungu is this month expected to commission the country’s biggest irrigation dam which is aimed at boosting crop yield through irrigation.
The project was initially scheduled for completion in the second quarter of 2019 but the Chinese firm has beaten the deadline.
Director of agriculture at the Ministry of Agriculture Peter Lungu said the 1.6-kilometre long structure marks an important milestone in the promotion of integrated agriculture in Chisamba and Central Province as a whole.
The US $28.3 million World Bank funded project has the capacity to hold up 65 million cubic liters, making it Zambia’s largest irrigation dam.
Central Provincial Permanent Secretary Chanda Kabwe inspected the project Wednesday ahead of the commissioning by the Head of State.
Mr Lungu said the project has come with other benefits for the people in area such as roads and electricity.
“This has come with a lot of other benefits already because this area was not accessible before this project but we now have access roads that have been done,” he said.
“We also have power connected to the area and these are just some of the rudimentary benefits that the farming community is getting because of the dam; and traders from as far as Kasumbalesa are now able to come and buy vegetables, tomatoes and unions.”
Mr Lungu said the Government expected the dam to boost crop production and enhancement of food security in the area and would love to replicate the project in other regions of the country.
Meanwhile, Mr Kabwe said President Lungu believed that agriculture was the surest way of lifting people out of poverty and the construction of the irrigation dam had great significance to the head of state.
Mr Kabwe noted that the construction of the dam had come at a time when the population of the province was growing which had created pressure to produce more in order to feed the people.
“We have seen that the population of Central Province is growing; the last census the population was 1.3 million and by 2026 it will be three million so this dam is critical in meeting the food needs of the growing population,” he said.
The Permanent Secretary said the provincial administration was determined to make the province the national food basket by ensuring that farmers were able to diversify in their crop growing.
The project is part of the US $115 million World Bank funded programme which would see the construction of irrigation dams in Chisamba in Central Province, Mufulira on the Copperbelt as well as Siavonga in Southern.

Zambia’s Ambassador designate to France, Dr. Christine Kaseba- Sata
THE Government’s relentless effort in improving the country’s business environment and attracting foreign investment are being recognised globally, Zambia’s Ambassador designate to France, Dr. Christine Kaseba- Sata has said.
And Zambia has won the award of best state strategy in Africa in recognition of the Government’s efforts in improving the business environment and attracting domestic and foreign direct investment.
Receiving the award on behalf of the Zambian Government at the Africa Investment Forum and Awards ceremony held in Paris, France on Thursday, Ambassador Dr. Kaseba-Sata praised the efforts by the Government in creating a favourable climate for investment and economic development.
“Indeed, the results are there for all to see how Zambia is progressing on this trajectory as the country continues to attract increased investment inflows,” Ambassador Dr. Kaseba-Sata said.
“To those still in doubt about Zambia as the best business strategy destination of choice out there, here is the evidence – it is time for you to come and invest in Zambia!”
She highlighted the World Bank’s 2018 edition of Doing Business Report which named Zambia as one of the best 10 performers in the world, ranking 85 out of 180 and fourth in sub-Saharan region in business reforms and efforts to reduce the cost of doing business.
“Zambia remains a business destination of choice, attracting over 2.5 billion united states dollars of foreign direct investment per year on average as compared to a merger 100 million united states dollars per year a decade ago.” She added.
She further hailed the organisers of the Africa Investment Forum and Awards the Leaders League of Paris and Decideurs Magazine in partnership with a consortium of the most influential French businesses associations for recognising Zambia which won the award jointly with Ivory Coast beating other finalists South Africa, Senegal, Nigeria, Kenya and Gabon that were shortlisted for the award.
Ambassador Dr. Kaseba-Sata said the award would motivate the nation to work even harder in implementing strategies and policies that create a conducive environment for business and foster development of the country.
The Awards ceremony was well attended with a turnout of more than 600 major leaders from both private and public sectors from 22 countries.
Africa Investments Forum and Awards was inaugurated in 2017 with the support of the French captains of Industry namely the Council of French Investments in Africa (CIAN), the French Private Equity Association (AFIC), Paris Europlace, Agence Française de Développement (AFD), Syndicat des Energies Renouvelables, among others.
The award of best state strategy in Africa is dedicated to business opportunities on the African continent in various fields such as Energy, Infrastructure and City Planning, Mergers and Acquisitions, Growth Strategies and Real Estate Industries.
The Government has made tremendous efforts in realigning the economy through diversification from a mono-economy dependent mainly on copper exports as the main revenue earner.
Under the Seventh National Development Plan launched by His Excellency President Edgar Lungu to run from 2017 to 2021, the Government aims at developing Zambia to a prosperous middle-income nation by 2030.
The Government has prioritized agriculture, tourism, investment in the energy sector, infrastructure development and manufacturing as key growth sectors to raise Zambia to achieve job creation, address poverty while reducing the people’s socio-economic vulnerability, reduce developmental inequalities and enhance human development.
Chief Justice Ireen Mambilima has called for capacity building in the judiciary in order to effectively dispense justice in various specialized divisions of the courts that the new 2016 Constitution has introduced. Justice Mambilima said judicial administration has become a distinctive field and as such Judges and support staff need to specialize in handling of cases. She says the judiciary should also embrace the use of Information Communication Technology (ICT) in case flow management to provide efficiency in the dispensation of justice in the country.
The Chief Justice says Government has signed a Memorandum of Understanding (MOU) with the National Center for State Courts (NCSC) to prepare a prototype of case management to see areas of improvement in the judicial system in Zambia. She said the MOU among other things would require rollout of specific software to assist in the management and allocation of cases among the Judges. Justice Mambilima further commended the U.S. Federal Judicial Center for pledging to provide training needs assessment in an effort to build capacity to judicial members in the country.
Justice Mambilima said this when she and her delegation which included Constitutional Court Judge Mugeni Siwale Mulenga and other judicial staff paid a courtesy call on Zambia’s Ambassador to the U.S. His Excellency Dr. Ngosa Simbyakula, S.C. at the Embassy of Zambia in Washington D.C. This was after the delegation attended the annual Law, Justice and Development Week 2018 – Rights, Protection and Development organized by the World Bank in Washington D.C during the week.
The Chief Justice commended the World Bank for its commitment to prioritize infrastructure development for the Judiciary as outlined in the country’s 2017-2021 Seventh (7) National Development Plan. Justice Mambilima is delighted to note the World Bank is focusing on supporting human rights and protection in its development efforts around the world.
And Senior Vice-President and World Bank Group General Counsel Dr. Sandie Okoro in her message to the delegates that comprised of Chief justices, legal practitioners, civil society and other interest groups from member countries noted that the world is experiencing a surge in fragility, conflict and violence.
Dr. Okoro said an estimated 65.6 million people globally have fled their homes either as refugees, internally displaced persons, or asylum seekers as a result of conflict and persecution. She said human rights and development are deeply intertwined, and the World Bank Group would continue to support its members realize human rights in its efforts to better the lives of vulnerable people.
Ndola Chamber of Commerce and Industry has called on government to upscale investment in skills training so as to equip youths with various lifesaving skills.
Speaking during an interview with ZANIS in Ndola, Muwani Simwichi a member of the chamber, noted with great concern over the number of young people that are engaged in excessive alcohol consumption in Northern and Muchinga provinces.
Ms Simwichi said as government is busy engaging private sector in different ways, aimed at wooing investors, it is also important that skilled labour force is made available for sustainable productivity.
“I have been to many parts of Northern province and my main concern is that majority of youths engage in alcohol and that’s the only thing they think of” she said.
Ms Simwichi said government should introduce a lot of training programmes for the youths and by so doing, investors will be assured of the availability of a reliable workforce that can contribute to the growth of their businesses.
And Chamber President Ashu Sagar said creating employment that is not fed by skilled labour is defeating the purpose of investment attraction which government has embarked on.
Mr Sagar said government should work tirelessly to create artisan skills for young people.
He said that this coupled with investment Expos will without doubt allow the country to attain its middle income status by the 2030.
Mr Sugar said the lack of artisan skills in some parts of the country is something that has given investors a second thought whether to invest in such areas or not.
The Ndola Chamber of Commerce and Industry President stressed that there is a shortage of artisan skills in the country and has since implored government to create skills centers in each province.
The anti-Chinese chaos that has reigned in Kitwe’s Chimwemwe Township in the last two months is a source of great worry and requires unassailable introspective reflection by all peace-loving citizens says Green Party leader President Peter Sinkamba.
Reacting to the news that Zambia Police Command in Ndola has summoned UPND leader Hakainde Hichilema to report himself in Ndola next week for investigations related to the riots that took place in Kitwe’s Chimwemwe Township earlier this week connected to the alleged sale of ZAFFICO, Mr. Sinkamba said neither witch-hunt nor vengeances will make Zambia a prosperous and great nation.
“You may recall that barely two months ago, there were riots in Chimwemwe after word went round that a Chinese National had killed a Zambian. An angry mob looted Chinese-owned shops during a riot. And now, another riot erupted in Chimwemwe after word went round that Government has sold ZAFFICO to the Chinese. Irate residents and saw millers blocked government road starting from Nakandoli market through Kawama to Kamatipa compound burning tyres and logs on the road while charging at the police. It is also reported that a Chinese shop by the name of Lowsking investment was looted.
“These riotous events of the last two months are a source of great worry and require unassailable introspective reflection by all peace-loving citizens,” Mr. Sinkamba said.
“As T.H. White once said, the destiny of man is to unite, not to divide. If you keep on dividing you end up as a collection of monkeys throwing nuts at each other out of separate trees,” he added.

“So I beg my colleagues both in the ruling Party and the opposition UPND to introspectively reflect on the destiny of the country. I think that neither witch-hunt nor vengeances will make Zambia a prosperous and great nation but unity, unity and unity,” Mr. Sinkamba said.
He has also appealed to the Inspector General of Police Kakoma Kanganja and Command on the Copperbelt to exercise maximum restraint on the on-goings in Kitwe Townships in the last two months. He said whilst he does not condone ugly riotous conduct that the City is witnessing in the recent past, he also does not support acts of witch-hunt which may unduly scale-up tension in the nation generally, and Kitwe in particular.
“The problem in Kitwe is a political and policy issue. There is no doubt that the Chinese Government is the biggest single bilateral investor and employer on the Copperbelt. It has invested greatly in the mining sector through its State Owned Enterprises such as NFCA, Chambishi Copper Smelter, Luanshya Copper Mine etc. And it is running multi-million dollar airport and road projects in the province.
“In addition, it has invested through small-scale mineral processing facilities dotted around the Copperbelt. In fact, the Black Mountain business, where local businessmen are prying their trade has come about due Chinese small-scale mineral processing facilities dotted around the Copperbelt area. So, no doubts about it, the Chinese are key players in the Copperbelt economy.
“However, it appears to me that the resentment against the Chinese is a policy issue. The residents find themselves short-changed on the benefit-sharing. They feel that the Chinese are not sharing benefits equitably. The Government has failed to put in place a benefit-sharing mechanism that is mutually beneficial. And this is where Government energies must be directed. Government needs to find the winning formula that mutually beneficial to the Chinese and local populations if hostilities on the Copperbelt have to be nipped in the bud,” Mr. Sinkamba said.
“Otherwise, we need the Chinese money in the country. The whole world is competing for that money. We need to be part of the big players in the competition for that money. However, we need to do so in a manner that mutually beneficial to the local populations and the Chinese. And this is only possible if Government puts in place appropriate policy interventions. Government should a leaf from President Donald Trump on trade tariffs,” he added.
Minister of Religious Affairs and National Guidance Godfridah Sumaili has described the move by Paramount Chief Gawa of the Chewa people to ban cultural practices such as sexual cleansing, spouse exchange and spouse inheritance as progressive.
Reverend Sumaili the move is in line with the country’s Christian values.
She has told ZNBC News in Lusaka today that some cultural practices have far reaching consequences especially on women and girl children.
The Minister has urged other traditional leaders to emulate Paramount Chief Gawa Undi and ban cultural pracices which are against national values and principles.
Early this week, Paramount Chief Kalonga Gawa Undi of the Chewa people banned sexual initiations like spouse exchange, commonly known as Cidyerano, among other retrogressive cultural practices.
Cidyerano is a sexual practice where men exchange their wives for sexual variety, while ‘Fisi (hyena) concept’ is a sexual exercise in which parents employ a mystery man (hyena) to test sexual skills of a girl who has reached puberty.
The traditional leader said all bad initiations in the Chewa chiefdom will no longer be allowed.
Paramount Chief Gawa Undi identified seven cultural practices which have been banned to align Chewa customs with modern time.
He said this in a message to all Chewa people in Zambia, Malawi and Mozambique.
Minister of Tourism and Arts Charles Banda says Tourism is the world’s fastest growing industry saying the use of Information Communication Technology ( ict ) has helped actualize this.
Speaking during the graduation ceremony of 106 students at Zambia Institute of Tourism and Hospitality Studies (ZITHS) at Fairview Hotel today, Dr Banda said there is need for human resource that can adapt to any changes that come along in the name of the improvement in the provision of value for money service. I am sure you will be that kind of a worker.
Dr Banda said this implied the increasing reliance of the tourism industry and tourists on emerging forms of ict, that allow for massive amounts of data to be transformed into value propositions.
He said ICT has provided an opportunity in the sustainable development of the tourism industry in general.
The minister said government is vigorously pursuing the new notion of doing government business through the introduction and implementation of the smart Zambia program the e-government and the sector has embraced this reform by going smart in the manner business is managed in the industry.
And ZITHS Executive Director Wilson Silungwe said under the leadership of the minister , the school received another K396, 500 from the Tourism Development Fund for improving the food and beverage service training.
He said this money was meant to procure restaurant items. So far the items have been paid for, awaiting delivery.
Dr. Silungwe said the transformation of the institute from the Hotel and Tourism Training Tnstitute to the Zambia Institute for Tourism and Hospitality studies was fulfilled.
He said the change had legal, economic, business and even academic implications for the better.
The ceremony was under the theme: “ Towards a Smart Zambia through Tourism and Hospitality education”.

Zambia’s Ambassador to Ethiopia Susan Sikaneta listens to UNHCR High Commissioner Fillipo Ghandi during the Open Session of AU Peace and Security Council in Addis Ababa, Ethiopia.
Zambia’s Ambassador to Ethiopia, Susan Sikaneta says Zambia has pledged to develop the necessary legislative and policy frameworks to establish and strengthen a culture of democracy and peace on the African continent.
Ms. Sikaneta disclosed that through the ratification of the African Charter on Governance, election and Human Rights (ACDEG), the Zambian government and its people will achieve this task.
Ms. Sikaneta was speaking when a consortium of civil society organizations under the auspices of Action Aid International paid a courtesy call on her in Addis Ababa Ethiopia.
The Zambian Envoy expressed optimism that the charter would help resolve some of the governance issues that where a source of conflict on the continent.
Ms. Sikaneta said the charter sets out international standards of good governance and democracy in such areas as rule of law, free and fair elections, and condemning unconstitutional changes of government.
Zambia is one of the thirty (30) out of the fifty five (55) countries that has ratified the ACDEG with a pledge to establish public institutions, which promote democracy and constitutional order.
The ACDEG is the main normative instrument to set standards for better governance in Africa and It was adopted on the 30th of January 2007 but was enforced in February 2017.
And the Zambian Envoy says Africa could only achieve its desired developments through its laid sworn flagship programmes under Agenda 2063 by adhering to good governance and democracy.
‘’ Zambia has a strong voice at the African Union on matters of peace and security, and this is well documented. Our President led the process in 2916 of advising on the drafting of the AU Master roadmap of silencing the Guns in Africa by 2020,’’ she said.
The Ambassador further said most African countries are emulating Zambia’s record of peace and unity under the leadership of President Edgar Lungu.
In August 2018, Zambia led the discussion on strengthening the African Charter on Democracy, Elections and Governance as a way of doing away with governance deficit and guaranteeing development on the continent.
On Illicit financial flows in Africa, Ms. Sikaneta said it was unfortunate that over 80 million dollars was siphoned out of Africa every year through illicit financial flows.
She said it was unfortunate that it has taken the African Union too long to start the process of recovering the funds that are being kept in banks outside the continent.
Action Aid Zambia Governance Programme Manager, Musonda Kabinga commended government for enacting the International ratifications act whose purpose was to adhere to various treaties and protocols that Zambia is signatory.
He said the move by government to enact such a law showed commitment to implementing treaties that have been signed by government.
Mr. Kabinga however expressed concern that some of the treaties ratified by government took too long to be domesticated thereby disadvantaging the citizenry and has for this reason urged government to ensure that there was speedy domestication and implementation of treaties that are signed on behalf of the citizens.
Action Aid International, Africa Advocacy Advisor Buba Khan on the other hand underscored the commitment of the African leaders to uphold democracy, respect for human and people’s rights and the rule of law on the continent.
He however said it was unfortunate that despite the adoption, critical issues such as delay in signing ratification, domestication and implantation of the charter remained a big challenge.
The Delegation comprised members from Ghana, Tanzania, sierra Leon, Kenya, Rwanda and Mozambique who all commended Zambia for its stance of promoting peace and development on the continent.
They said although no country has absolute peace, Zambia had shown consistency upholding peace and reconciliation, not only in Zambia but the entire continent.

A prominent Mpika businessman in Muchinga Province has been arrested for being in possession of eight unlicensed guns and more than 200 rounds of ammunition.
Muchinga Province Police Commissioner, Chola Katanga confirmed the development to ZANIS in Mpika yesterday and identified the local businessman as Mordechai Sichalwe aged 45.
Mr. Katanga said the suspect was found in possession of eight firearms which include two 9 mm pistols with 163 rounds of ammunition, three rifles, two revolvers and a Saiga shotgun with 284 shells of 12 bore calibres.
He explained that Police received information on October 31, 2018 that Sichalwe had an AK47 in his house and a search was later conducted which led to the recovery of the eight unlicensed guns and 200 rounds of ammunition.
Mr. Katanga further said Sichalwe was also found in possession of two pairs of Camouflage suits and one pair of cream white military boots.
He said the suspect has since been charged for being in possession of unlicensed firearms and unlawful possession of ammunition contrary to Section 26 of the Firearms Act.
And Mpika District Commissioner (DC) Moses Katebe said he is saddened with the development saying the law should take its course in the matter.
Movement for Multiparty Democracy (MMD) President Felix Mutati
The Felix Mutati led MMD faction has postponed its Lusaka province card renewal exercise which was scheduled for tomorrow , November 10th, 2018.
The development has been necessitated by the untimely death the faction’s Vice President Mutolo Phiri’s father who passed on Tuesday at the University Teaching Hospital after an illness.
MMD National Secretary Raphael Nakachinda confirmed in a statement issued to ZANIS in Lusaka today.
“The MMD Lusaka card renewal exercise which was scheduled to take place tomorrow has been postponed because we have got a funeral of our Vice President In-charge for Political Affairs, Mr. Mutolo’s father ( he did not name ) who passed on at UTH,” Mr. Nakachinda said.
Mr. Nakachinda, who regretted the demise of the parent, however said the new date for holding the card renewal exercise would be communicated to the nation later.
He said the deceased parent would be put to rest in Mazabuka district, Southern Province.
Recently, the opposition party successfully held its card renewal exercise at Mpezeni Park in Chipata, Eastern Province where party president Felix Mutati who launched the party’s national card renewal exercise with a call to guard against politics of character assassination.
Mr. Mutati who was this week dropped by President Edgar Lungu as works and supply minister reaffirms that his party shall endeavor to put the interests of Zambian people first as opposed to selfish gain.
Former party leaders among them National Chairperson Mike Mabenga and Chairperson In-charge of local government Rose Zimba attended the colourful card renewal exercise in East Province.
