Charles Milupi warns of corruption in refinancing Zambia’s $750 million Eurobond

The opposition Alliance for Democracy and Development (ADD) has warned that using a private equity to amortize Zambia’s US$ 750 million Eurobond may be a conduit for corruption.

ADD president Charles Milupi says corruption cannot be very far with the accumulation of extra interest that will come as a result of Zambia selling this Eurobond to a private company.

Mr. Milupi is also worried that the Country will end up paying more as it is obvious that the Turkish company that is hinted to buy off the debt may only want to make money out of Zambia.

In an interview via telephone Mr. Milupi has told QTV News that in his view the decision to refinance the US$ 750 million Eurobond using a private equity is a terrible decision to have been made.

Mr. Milupi states that this decision has also confirmed that government misapplied the Eurobond money.

He says his suspicions therefore are that the Zambian government borrowed this money for consumption and not to invest and create capacity to repay.

The ADD leader has lamented that his worry however is that Zambia is now highly indebted as a result.

He says Zambians should now take heed that issues of debt contraction must be by way of taking matters into Parliament for approval before the Executive is allowed to contract any debt.

The ruling Patriotic Front (PF) has formally began the process of amending its constitution.

Chairperson for legal affairs Brian Mundubile has disclosed during a PF interactive media forum held in Lusaka.

Mr. Mundubile has also confirmed that part of the amendments will include provisions of who takes over party leadership when the incumbent dies or can no longer perform his or her functions.

He states that to this effect a special committee chaired by party National Chairperson Samuel Mukupa has been instituted to get submissions ahead of the actual amending of the party constitution.

Mr. Mundubile who is also Northern Province Minister and Mporokoso Member of Parliament says the committee has been tasked to go round the Country to engage the party membership.

He says the ruling PF is therefore expected to have an amended constitution by 2020.

And Mr. Mundubile has further disclosed that Northern Province will this year hold the first ever Tourism and Investment Expo which will run from the 20th to the 24th of November.

Mr. Mundubile says the Expo will end at the eve of the centenary to mark the end of the second world war which will also be commemorated in Mbala where the war has been recorded to have ended.

He says Cabinet has since approved K15 million to host the event.

Green Party President Peter Sinkamba says it is quite distressing that SADC Heads of State and Government move at lightning speed to cheer outcome of elections when their colleagues are re-elected but turn a blind eye to election processes when it matters most.

Commenting on the plight of Moses Katumbi who has been denied entry into DRC by President Kabila, Mr. Sinkamba said SADC leaders should not be a bunch of cheerleaders but rather, they must provide pollical leadership in the region when it matters most.

“The case in point is the on-going election process in DRC where President Kabila has thrown constitutionality to the wind. He is unconstitutionally illegally holding office and SADC leaders are merely watching. He has barred entry into the country Moses Katumbi, one of the leading contenders in the upcoming election, and SADC leaders are watching. A serious breakdown of human rights, constitutional law and order, is happening, and SADC leaders are aloof. This is quite distressing,” he said.

“If it were re-election of their own, they would have been the loudest congratulating him. Yet, the SADC Protocol on Politics, Defence and Security Cooperation imposes a duty on them to promote democratic institutions and practices within the Region and encourage observance of human rights in accordance with the AU and UN Charters,” Mr. Sinkamba added.

“The SADC Protocol also imposes a duty on these leaders to protect the people and safeguard the development of the Region against instability arising from breakdown of law and order, intra-State conflict, inter-State conflict and aggression. Where need be, the Protocol empowers them to consider enforcement action if peaceful means fail, but regrettably, it appears they are collectively a bunch of failures,” he said.

He has implored the SADC Heads to demonstrate leadership by intervening on Katumbi’s plight so as to enable him to file his nomination papers before the deadline lapses on Wednesday. He said such a move could prevent more blood to be shed in DRC.

“Already there is so much bloodshed in Congo. To allow the situation to deteriorate further than this is serious irresponsibility and failure on the part of SADC leadership,” he said.

The Zambia Police in Kazungula District in Southern province has arrested a 36 year-old man for allegedly killing his 62 year old wife, following a domestic dispute in the early hours of today.

Masilingi Mashekabo of Mambova village in Chief Sekute’s area, allegedly killed his wife by beating her using a paddling stick after a marital dispute.

Southern Province Commissioner of Police Bonny Kapeso who confirmed the incident in a statement identified the deceased as Sarah Samapande, of the same address.

Mr. Kapeso noted that the incident occurred around 01: 30hrs in early this morning.

The couple is said to have been married for two years with no children between them.

The suspect has been arrested and charged with murder and will appear in court soon.

President Lungu calls on every Zambian to transform the country

President Edgar Lungu says every person regardless of age, political affiliation, tribe or social economical class has got a responsibility to make positive contributions to the nation’s wellbeing.

President Lungu says transforming people in the nation should not be left to government alone but calls for concerted efforts from all Zambians.

Mr. Lungu says for this reason, his administration stands ready to work with any person, charity or institution that helps in promoting social-economic change.

ZANIS reports that President Lungu said this in Lusaka last evening during the 10th anniversary of Gospel Artist, Kings Malembe Malembe.

The Republican President said this in a speech read on his behalf by Minister of National Guidance and Religious Affairs, Godfredah Sumaili at the same event.

“ Music has a potential to imparting values to the people and plays an important role in touching and changing lives of people by promoting peace and unity but it should not be used to spread hatred and division in the nation, “ he said.

Mr. Lungu for this reason praised Kings Malembe Malembe for his talent in transforming the lives of people in shaping them to Christ through singing gospel music.

He added that his administration through the Ministry of National Guidance and Religious Affairs shall endeavour to create a favourable enabling environment of religious freedoms for both Christians and non-Christians to co-exist in accordance with the republican constitution.

And National Arts Council of Zambia Chairman Patrick Samwimbila said the music industry has created jobs to the local people especially the youth.

Mr. Samwimbila said music is not just about entertainment but a vehicle to promotion of national values and principles among the people.

He appealed to the Government to consider giving his institute a piece of land for the construction of a Music National Centre where a studio, galleries and crafts would be established.

At the same event , Kings Malembe Malembe’s Fix-Me and Lesa Elmwali track albums were also jointly launched.

Zambia and Kuwait are in the coming month expected to sign several Memorandum of Understanding (MOUs) which will see Zambia exporting human resource in areas such as engineering which the Persian Gulf nation desperately needs.

Foreign Affairs Minister Joseph Malanji has told ZNBC News in an interview in Kuwait City yesterday that Kuwait has asked Zambia to finalise the MOUs so that relations between the two countries can be enhanced.

Speaking after he held a one hour closed door meeting with the Acting Prime Minister of Kuwait SABAH AL-KHALID AL-SABAH, Mr Malanji said Kuwait wants to employ Zambian engineers who are renowned as one of the best in the world.

He added that once the MOUs are signed, the private sector in Kuwait will start engaging their counterpart in Zambia to find ways of working together and developing Zambia.

Meanwhile, Mr Malanji has delivered President Edgar Lungu’s special message to the Emir of Kuwait SABAH AL-AHMAD AL-JABER AL-SABAH.

The Foreign Affairs Minister, who traveled to Kuwait as President LUNGU’s special envoy, delivered the message tyesterday through the Acting Prime Minister Sheikh AL-SABAH.

Mr Malanji expressed optimism that following his visit, economic activities between the countries will improve, adding that interactions between the two countries will also be enhanced from the Permanent Secretary level up to the highest level.

Government has urged the Health Professions Council of Zambia (HPCZ) to protect the members of the general public from the unethical conduct of some health personals in the country.

Copperbelt Province Permanent Secretary Bright Nundwe says government is dismayed with the unethical and unprofessional conduct exhibited by some health practitioners whenever they attend to their patients.

Speaking during a stakeholders meeting in the health sector organised by HPCZ in Ndola yesterday, Mr. Nundwe says government is relying on the council to ensure that it delivers its statutory mandate so as to protect the general citizenry from unprofessional conduct of some health practitioners.

He said the council should not tire to sensitize stakeholders such as health personal on its operations saying it is the only way professional misconduct in some practitioners may be rooted out.

And HPCZ Registrar, Aaron Mujajati said contrary to perception by sections of society that it is an institution targeting closure of some health service providers or firms, it is the council’s role to ensure health facilities provide safety to patients.

Dr. Mujajati said the council will continue to protect the public from all hazards that are associated with consumption of health care services.

The HPCZ Registrar said the council is looking forward to an increase in the number of institutions and individual compliance to required standards.

GIAD Industrial Group plans to first set up a tractor assembly plant in Zambia

GIAD Industrial Group, a leading manufacturer of tractor and agricultural accessories is contemplating to spread its operations to Southern Africa, beginning with Zambia.

GIAD Director of Finance and Administration Mamoun Elnour says his company plans to first set up a tractor assembly plant in Zambia, because the country is land linked to other countries in the region.

National Road Fund Agency projects 20, 000 jobs this year

National Road Fund Agency (NRFA) says NRFA Public Relations Manager Alphonsius Hamachila says the agency projects to create 20,000 job opportunities this year.

Speaking on the sideline of the ongoing 92nd edition of the Agriculture and Commercial Show in Lusaka, yesterday, Mr. Hamachila says the jobs would be necessitated from the 400 routine contracts.

Mr. Hamachila says this is one avenue in which the Agency could contribute and generate economic empowerment to the Zambian people.

“The Agency will interpret the 2018 Agriculture and commercial show by generating economic success for the people through creating 20,000 from the 400 road routine contracts that we have,” he said.

He noted that going by the theme for this year entitled “’ Sustainable economic empowerment” the NFRA finds as it sends a signal to economically empower youths especially in the road sector especially at its toll gates.

And Mr. Hamachila the Agency is projecting to raise K 1 billion Kwacha toll fees this year compared to the K667 million collected last year.

He said to achieve this fit, his Agency plans to construct 40 tolling stations in all the country’s provinces by the end of 2018 as it is part of its National Road Tolling Programme.

Mr. Hamachila, hailed the road users for their compliance in paying road tolls which he said is an engine to the successes recorded by the Agency.

Zamtel introduce toll free lines to curb abuse of govt vehicles

Zamtel in partnership with the Ministry of Works and Supply has launched a free call Centre service for the general public to report any suspected abuse of government motor vehicles , toll free.

Zamtel Chief Executive Officer Sydney Mupeta believes the development will help the ministry to control the abuse of government vehicles.

.

The new free call Centre has a capacity to handle over 45,000 calls compared to the current one which has a paltry 16,000 capacity. .

Speaking at the Zamtel Call Centre at the show grounds yesterday, Mr. Mupeta explained that apart from the services the mobile provider is currently offering, the company is with the help of the ministry of works and supply going to build more digital services that would ensure that government vehicles are only used for the intended purpose.

He said, “ real time management of transport will go a long way towards reducing costs towards reducing the GRZ fleet.”

And Minister of Works and Supply Felix Mutati said the call Centre of 3003 will go a long way in eliminating waste of public resources particularly to the misuse of government transport.

Speaking at the same Centre, the minister revealed that 2.1 billion kwacha has been spent in 2017 which is more than enough to replace the entire fleet of government on a yearly basis.

“ At the moment government is sitting on over 12,000 motor vehicles hence the need to bring about regulation on the use of government vehicles, “ said the minister.

The compliance levels , the minister said, will be increased by the involvement of members of the public whenever they observe abuse of the vehicles as the move will be a sustainable way of continued control of the use of government motor vehicles.

Mr. Mutati also disclosed that the number of civil servants who have applied and registered for competence and have been issued with competence certificates has increased to over 1000.

Furthermore, the minister stated that over 120,000 kwacha has been collected for various fines and penalties for the offences committed while over 500 motor vehicles were inspected and consequently impounded 112 a move he said has reduced levels of accidents by 60 percent in the country.

Mr. Mutati revealed that the difference compliance measures put in place has enabled K395 million to be saved which will be channeled to various deserving sectors.

Lusaka City Council says Olympic Swimming Pool Not Sold but Leased out for development

THE Olympic swimming pool in Long Acres has not been sold but has been only leased out for development, Lusaka City Council (LCC) public relations manager George Sichimba said yesterday.

Sichimba said the local authority had observed with dismay reports in some sections of the media that the council had sold the Olympic Swimming Pool to Chinese nationals.

Sichimba said in a statement that LCC had only entered into a 14 – year lease agreement with Futsal Limited to develop the facility to international standards, emphasizing that the local authority had not sold the swimming pool and had no intentions of doing so.

“The lease is in the spirit of public private partnership (PPP) where government is encouraging public institutions to partner with the private sector to enhance service delivery,” Mr Sichimba said.

He said the LCC realised K30, 000 per month from the lease arrangement and that the sporting fraternity would be able to access better facilities once the improvements to the swimming pool were completed.

He said that the Chinese nationals who were found around the facility had been contracted by Futsal Limited to do some construction works.

Mr Sichimba said that so far Futsal Limited had put up modern Futsal playing fields and a change room.

He said Futsal Limited had big plans of constructing an ultra-modern indoor sports complex which would encompass a new swimming pool.

“LCC is hopeful that once the full construction plan is implemented, the council, Futsal Limited and members of the public will benefit from the partnership. The swimming pool remained idle for many years resulting in the local authority and the public not to realise any benefits from it hence, the decision to lease it out to a company with capacity to develop the facility,” he said.

Mr Sichimba said Indications were that this was one of the best lease agreements LCC had entered into so far. He charged that the emerging phenomenon of people peddling lies of council selling public properties such as markets and other properties when in fact not, was malicious and dangerous because it was causing unnecessary anxiety and anger in residents. He appealed to Lusaka residents and the sporting fraternity in particular to support the undertaking and other similar ventures aimed at improving standards of public properties.

Government has been challenged to explain to the nation why it has opted to resale the US$ 750 million Eurobond four years ahead of its maturity.

Former Finance Minister Ng’andu Magande has said that he finds it very difficult to understand why government does not want to wait until the Eurobond matures in the year 2022 before selling it.

Mr. Magande said that the impression he is getting from this hurried decision, is that government has already projected that the US$ 750 million Eurobond is giving Zambia problems.

In an interview with QTV News by telephone Mr. Magande also wondered whether it was the Zambian government that was interested in selling the debt or the Turkish company that was interested in buying it.

Mr. Magande, who was Finance Minister under the Patrick Mwanawasa MMD government, noted that if it was government that was interested, Zambians should know how the said Turkish company was selected, especially that there are many private equities who deal in the financial market all over the world.

Mr. Magande stated that government should also tell the nation whether or not conditions the Turkish private equity is offering are favorable than what it is paying in interest rates towards the Eurobond.

Mr. Magande further said that Zambian citizens further want to know whether or not conditions the Turkish company is offering are better than International Monetary Fund (IMF) loan conditions.

Buffaloes cut Zesco’s lead again, Monze Swallows tumble after leading

Second placed Green Buffaloes on Sunday restored the two-point gap with leaders Zesco United after a 3-1 away win over over Forest Rangers at Levy Mwanawasa Stadium in Ndola.

Goalsfrom Diamond Chikwekwe, Youremember Banda and Chipili Mungule in the 2nd, 75th and 88th minutes respectively handed Buffaloes the three points.

Austin Muwowo scored Forest lone goal in the 50th minute.

Buffaloes have 59 points from 27 games played while leaders Zesco have a game in hand on 61 points with twelve games to go before the 2018 title is decided.

Forest stay 11th on 35 points after Buffaloes ended their two match winning run.

Meanwhile at Edwin Emboela Stadium in Lusaka, there was not to be a dream start for new Monze Swallows coach Grey Sichoonga.

Sichoonga witnessed as the bottom placed side blow away a 2-0 first half lead away to National Assembly and lose 3-2.

Swallows took a 2-0 lead through Francis Effinah and Goodson Tembo in the 16th and 29th minutes respectively.

Assembly fought back via a brace from new Chipolopolo call-up George Chaloba in the 45th and 58th minutes before Pungi Bondo sealed the win in the 75th minute.

Assembly rise two spots away from the bottom four drop zone to to 15th place on 28 points, exchanging places with Lumwana Radiant’s who have 27 points and only play on Monday away to fifth placed Power Dynamos.

Swallows stay rooted at the bottom of the log on 13 points.

Wedson Nyirenda loses on PSL debut

Wedson Nyirenda made a bad start to on his South Africa PSL debut on Saturday.

Baroka FC lost 1-0 away in Durban to Amazulu to give the ex-Zambia coach his first defeat on day one of the 2018/2019 season.

Nyirenda’s side fell to the lone goal scored in the 18th minute by Siyethemba Mnguni.

Baroka now return home for Week two on August 8 when they hosts Benni McCathy’s Cape Town City in Polokwane.

City were 2-0 winners at home on Saturday over SuperSport United to go second on goal difference behind 2016/2017 champions Bidvest Wits.
