UPND’s impeachment motion is abuse of procedures of National Assembly-Siliya

Government has said that the impeachment motion submitted by the United Party for National Development (UPND) to Parliament is misconceived and an abuse of the procedures of the National Assembly.

Chief Government Spokesperson, Dora Siliya said that the allegations contained in the notice of motion do not amount to any impeachable offense recognized in any system of Government.

Ms. Siliya has explained that the allegations contained in the motion neither fall within the scope of impeachable offenses, nor meet the test of substantiality.

Speaking to journalists in Lusaka, Ms. Siliya noted that the allegations set out value judgement and opinions which they are entitled to, adding that a difference in opinion and the opposition’s discontent with the Government cannot form the basis of impeachment.

Ms. Siliya also said that the abdication by the opposition to represent their electorate and instead advance the wishes of one person represents breach of trust that the electorate reposed in them.

And Patriotic Front Chairman for Legal Affairs, Brian Mundubile said that the impeachment motion contains generalities and other matters that are already before the Courts.

And yesterday, Patriots for Economic Progress (PeP) president Sean Tembo charged that the impeachment motion against President Edgar Lungu lacks objectivity and is merely the UPND’s continued persecution of the Head of State and promotion of tribalism, .

“We do not support the UPND motion of impeachment against President Lungu because it lacks objectivity, is onerous and promotes tribalism and undermines national security,” Mr Tembo said yesterday in Lusaka.

Mr Tembo said the impeachment also amounts to persecution of the Head of State and is a fishing expedition among other issues, therefore the party will not be associated with it in any form.

Mr Tembo said UPND should note that there is a thin line between holding the Head of State accountable and persecuting him.

Mr Tembo said the only offence which President Lungu had so far committed and would be to constitute a sound ground for impeachment is violation of article 122 of the Republican Constitution as regards the independence of the Judiciary.

He cited threats issued against the judges of the Constitutional Court warning them not to decide against him over his eligibility to stand for a third term is being challenged before the said court.

He said the UPND impeachment motion only contained the relevant violation of article 122 of the Constitution as its ground.

“As Patriots for Economic Progress, we are in the business of holding the Head of State accountable and it has subsequently become apparent to us that our colleagues in the UPND are in the business of persecuting the Head of State.

“It is for this reason that we saw it necessary to categorically distance ourselves, as PeP, from the UPND motion for the proposed impeachment of President Lungu going to allow ourselves to be part and parcel of the UPND’s inherent desire to settle old political scores under the guise of providing checks and balances,” said Mr Tembo.

Chipolopolo coach Wedson Nyirenda is set to be in the dock at Football House to review his two-year reign.

After 26 games in charge since his appointment in September 2016 in which his has collected 11 wins, eight draws and seven defeats, Nyirenda has come under-fire after failing to win a four-nation friendly tournament that Zambia hosted from March 21-24 in Ndola that they lost 2-0 in the final to South Africa.

The tournament came in the wake of Zambia’s quarterfinal exit at 2018 CHAN in January in Morocco where the team fell short of the final placing target.

FAZ president Andrew Kamanga told Muvi TV’s The Assignment Show on Sunday that Nyirenda’s report card so far read 50-50.

“We are done with rebuilding this tournament was an opportunity for him to fine tune the best team that he can come up with,” Kamanga told Muvi TV.

“Of course questions have been raised from what we saw in the two games; the first one against Zimbabwe and then against South Africa.

“This is why now it has become a matter which is extremely urgent which we have to address. We are calling a technical meeting this week and we want to evaluate him straight out of the tournament.

“We do not want to evaluate him after months have passed. It is something which is fresh and we want to face it head on and deal with it.”

Some highlights of Nyirenda’s reign saw Zambia reach their first COSAFA Cup final last year where they lost 3-1 to Zimbabwe since winning it in 2013 and also recorded an unprecedented home and away competitive win over Algeria in the 2018 FIFA World Cup qualifiers and subsequently finished second in Group B.

Nyirenda also guided Zambia to only its third CHAN qualification after they missed successive tournaments in 2011 and 2014 following a bronze in 2009 and a quarterfinal exit in 2016.

Government approves policy to promote economic growth through industrialisation

Government says it has approved the National Industrial Policy to promote economic growth of the country through industrialisation.

Minister of Commerce, Trade and Industry, Christopher Yaluma said previously industrial policy issues were covered under the Commercial, Trade and Industrial Policy, which covered both trade and industrial development matters.

He added that the revised standalone Industrial Policy would allow for emphasis on industrial development and compel industries operating in Zambia to process local raw materials into finished products.

According to a press statement issued by First Secretary for Press and Public Relations at the Zambian Mission in South Africa Naomi Nyawali, Mr. Yaluma was speaking on the side-lines of the SADC Council of Ministers Conference being held in Pretoria.

The Minister said the revised policy will help promote the creation of more industries in the country.

Mr. Yaluma observed that industries across all sectors that were getting raw materials locally will be expected to start adding value to such materials in order for the country to draw tangible maximum benefits.

The Minister observed that processing of raw materials into finished products as expected by the revised policy will help revive the manufacturing industry in Zambia.

Mr. Yaluma stated that the move will help create employment for the local people as well as increase government’s revenue base.

He added that value addition to local raw materials will further create business opportunities for local Small and Medium Enterprises through supply of goods and services that will result in helping government achieve its goal of wealth creation for all its people.

And Mr. Yaluma said his Ministry has also finished reviewing the Trade Policy which has been submitted to other line ministries for consultations.

He said government was developing the revised and standalone Trade Policy in order to bring it into tandem with among others, the aspirations of the Africa Continental Free Trade Area (ACFTA) which Zambia is expected to sign once consultations are concluded.

He pointed out that once the revised trade policy was approved, it would prevent the dumping of goods and services onto the Zambian market from other countries and enable Zambia become an equal trade partner both at regional and continental level.

Opposition NDC Political Consultant Chishimba Kambwili has been discharged from CFB Medical Centre in Lusaka where he was receiving treatment.

Mr Kambwili was immediately pursued by state police soon after his discharge.

He was under heavy police guard escorted to Woodlands Police Station.

Upon arrival at the police station, police had to fire bullets to disperse Mr. Kambwili’s supporters who escorted him to the police station.

Nuclear technology will turn Zambia into regional food basket

Agriculture in Zambia employs about half the labour force while it remains the sector offering the largest opportunity for rural women to find employment according to the Agriculture Ministry. Despite contributing 6.5% to GDP and accounting for 9.6% of national export earnings in 2016, the industry is one of the most under-developed in the country, boasting tremendous growth potential.
Advancements in science and technology particularly in the nuclear sphere could prove key in exploiting this potential and achieving sustainable growth to the point where the industry can rival mining in terms of exports and GDP contribution.
The ministry, through the Zambia Agriculture Research Institute (ZARI), is currently running multiple research projects in various fields with a collective objective of providing a high quality, appropriate and cost-effective service to farmers in generating and adapting crop, soil and plant protection technologies. Though, a lot of progress has been made, there remains much more to be done in terms of advancing agriculture using science and technology.
“Zambia recently got on the nuclear technology train when it signed an agreement with Russia’s ROSTOM to develop a Centre for Nuclear Science and Technology (CNST) in Lusaka”.
The project is expected to help Zambia sort its crippling energy woes that recently brought many industries to a standstill with power rationing lasting 8 – 14 hours daily when water levels in the country’s Hydro-electric dams hit all-time lows.

from atomic science have been used in soil conservation and agricultural development in many countries across the globe. For example, nuclear technology can be used to detect excessive pesticide and/or other potentially harmful chemical residues in food as well as combat agro-pests and environmental degradation.
EFFECTIVE PEST CONTROL
Pests pose a serious threat to agricultural production. The diseases they spread to crops can reduce the potential yield by as much as 40% or wipe out the whole crop in severe cases leading to millions of dollars in losses. Spraying pesticides can have adverse effects on the environment and often leaves toxic residue on the plants and animals that come into contact with them. Additionally, greater quantities of pesticide are required to achieve the same result as the insects develop a resistance to certain insecticides making the exercise costlier over time.
Australia’s US$600 million a year fruit trade often suffered massive losses due to fruit fly infestations. However, the country has been able to keep the invasive insects under control by use of Sterile Insect Technique (SIT). SIT uses nuclear radiation to sterilise millions of laboratory reared fruit flies which are then released in the affected region to mate with the wild flies. Because the irradiated flies cannot produce off spring to replenish the numbers, the overall population starts to decline as members die off. The irradiated insects are harmless to humans and animals from a radioactive perspective in that the treatment only affects their ability to reproduce and does not make them radioactive.
In certain parts of Zambia, we see a significant prevalence of Tsetse flies which greatly hinders livestock production. The flies spread an illness known as Human Animal Trypanosomiasis (HAT) which aside from reducing productivity can be fatal to both animals and people.
The United Nations Food and Agriculture Organisation (FAO) estimates that HAT (sleeping sickness) kills over 3 million animals in sub-Saharan Africa annually, causing over US$4 billion in losses.
With the introduction of nuclear research in Zambia, SIT could be a viable lasting solution to the nation’s Tsetse fly problem thereby allowing the livestock sector to flourish.
TOUGHER CROPS
Zambia’s Agriculture ministry through ZARI continues to work tirelessly to develop crop varieties that are stable, high yielding, have good storability with acceptable quality and high nutrition amid increasingly unpredictable weather patterns and growing demand for local farm produce both within and across the borders.
The focus areas of the ongoing research have been to develop varieties that are not only pest and disease resistant but can also withstand adverse conditions such as drought or high soil acidity.

In Ghana, Nuclear radiation was used to change the genetics of the cocoa plant to create a variety that is more resistant to disease. On this evidence, atomic science would certainly serve to supplement ZARI’s efforts and speed up the realisation of the institution’s overall goal of developing and adapting appropriate crop varieties and agronomic technologies for all categories of farmers across the country.
Further, radiation can also be used post-harvest to destroy microorganisms and prolong the produce’s shelf life while also meeting international hygiene standards and unlock export opportunities.
The advantage we get from using nuclear radiation in treating harvested products is that there are negligible changes caused to the products in terms of appearance, taste and nutritional value compared to regular preservation methods. The irradiated food does not become radioactive and is safe to eat immediately after the treatment much in the same way food prepared in a domestic microwave oven is harmless despite being literally cooked by radiation.
PERFECTING SOIL CONSERVATION
Over 75 billion tonnes of soil get eroded from global agricultural systems each year. Typically, soil erosion affects mainly the top soil which is generally where most crops get their nutrients and water. Advancements in atomic technology have enabled scientists to develop ways to track and effectively mitigate the rate and scale of soil erosion in any given region. In Morocco for instance, nearly half of the total land area suffers from some form of erosion due to different factors among them deforestation resulting in over 100million tonnes in annual soil losses.
Zambia on average loses about 300,000 hectares of forests per year. Erratic rainfall patterns experienced in recent years characterised by long dry spells followed by heavy downpours have combined with the shrinking vegetation to create new erosion prone areas in the country. The increased erosion could lead to high siltation of hydro-electric reservoirs – making them hold less water thus negatively affecting electricity production in the medium to long term.
Morocco’s scientists at the National Centre for Nuclear Energy, Science and Techniques (CNESTEN), the National Institute of Agronomic Research (INRA) and the National Centre for Forestry Research (CNRF) with help from International Atomic Energy Agency [IAEA] and FAO developed a way to identify erosion prone regions and test the efficacy of counter erosion measures employed in affected areas. The strategies have reduced soil losses by as much as 40% to 60% in some areas while also lowering the amount of sediment ending up in water reservoirs.

By accurately identifying erosion hotspots as well as the average magnitude of the losses, Zambia could develop customised soil conservation methods to protect our farmers from erosion.
Nuclear isotopes can also be used to measure the soil’s water and nutrient storage capacity as well as fertiliser and pesticide waste – information farmers can use to ensure they use inputs efficiently. This method proved highly successful in Benin when 14,000 maize and soybean farmers reported an increase in seasonal yields after it was introduced.
With the coming of a Centre for Nuclear Science and Technology, Zambia is well poised to join over 70 countries that have partnered with FAO and IAEA in using nuclear science to advance its food safety and grow its agricultural sector thereby potentially generating billions of dollars in income and creating thousands of jobs. Zambia’s long anticipated nuclear project could be a major turning point in the country’s economic landscape. Once at full operation, it could help Zambia develop the tools it needs to turn itself into a regional food basket through increased production. Local farmers could finally take full control of their production as opposed to being at nature’s mercy.

Vodafone Zambia to launch next generation voice over data – ‘Vodafone calling’

Digital Service Provider granted license allowing provision of voice over data services – a first for Zambia.

Vodafone Zambia is set to launch 4G voice services (Voice over LTE – VoLTE) commercially within the next three months under a newly acquired license from the Zambia Information and Communication Technology Authority (ZICTA).

CEO, Lars Stork commented: “We have consciously built in support for VoLTE in our 4G network and the tests we have conducted have shown tremendous results.

“VoLTE is the next generation technology for transporting voice traffic as an IP data stream in LTE. Today our LTE network is solely used for data traffic, however our vision and strategy is to offer best in class data and now also voice over data on our 4G network,” Mr. Stork continued.

He went on to highlight how the opportunities for a superior and seamless user experience of voice integrated in 4G LTE are significant.

“Services and applications have been developed and we will continue to innovate to be the leading digital service provider in the country. Not only does VoLTE enable a high definition (HD) voice and data experience simultaneously for our customers, but the technology is also more cost efficient giving them more value, prolongs the battery life of their smartphones, and has a much faster call setup time,” he said.

According to London-based market research and consulting firm, Hot Telecom, global VoLTE users are expected to grow to 2.3 billion by 2020.

The recent acquisition of a Voice over IP license with endorsement from the Zambia ICT Authority (ZICTA) allows the operator to provide a range of its world-class data services including voice, video, messaging, and fixed communications.

The rollout of the service also sets the stage for future enhancements through Rich Communications Services (RCS), which enable things including large file transfer, more robust group messaging, and more location sharing.

FAZ has awarded the record 12-timechampions a walkover victory following Sunday’s rescheduled Week 20 game against Forest Rangers following a no-show by the latter at Nkana Stadium in Kitwe.

Forest failed to travel for the game in Kitwe as Nkana warmed-up for the Ndola side.

The match officials were in position before the 3 points were handed after Forest failed to appear at kickoff time.

Nkana now visit National Assembly on Friday while Forest hosts Lumwana Radiants on Good Friday.

State want to kill our brother, says Kambwili’s family

The family of Roan PF Member of Parliament Chishimba Kambwili has spoken out publicly about the manner in which government wanted to have the outspoken Lawmarker evacuated to South Africa for speacialist medical treatment.

In an interview, Mr Kambwili’s elder brother Pastor Mutale Kamwbwili charged that the plan by the state to evacuate his brother to South Africa was part of the plan to have him killed.

Pastor Mutale said the offer by the state was ill intentioned, full of evil and full of bad plans because they were the ones that allegedly worsened Mr Kambwili’s medical condition after a prolonged detention.

He charged that the Kambwili family turned down the offer because it was not genuine.

“The offer was ill intentioned, full of evil and full of bad plans because they were the ones that worsened Kambwili’s condition. They denied him police bond which is his constitutional right because the charges he is facing are bondable offences. As a Zambian, he has a consitutional right to be given a bond but they refused to give him and they detained him from morning in a very bad room, confined room, no ventilation, stinking, the room was very filthy from morning to 17 Hours,” he narrated.

“It took the lawyers, Mundia & Company to go to the High Court, there was an order from the Hight Court to take him to a Hopsital of his choice and we brought him here at CfB. Now they have seen that Zambians are condemining over the mistreatment of Chishimba.”

He added, “They deny him bond, after the condition worsens that is when they come back and say we are ecavuating him to South Africa, unless we are a foolish family we were going to accept. This is an artifical worsening of his condition, they know that he is diabetic, he is hypertensive, they knew his condition meant that he couldn’t be where they kept him. In short this worsening of his condition was artificial. Edgar Lungu just wants to kill Chishimba Kambwili, that is all.”

Pastor Mutale said the family has always been taking care of his brother and they do not need help from the state.

“We have been taking him to South Africa as a family and we don’t even ask for help, remenebr in 2017 ater the campaigns, he was sick, he was at Ndola Central Hospital, Lungu never came to visit him, not even a government oficial, not even a State House offcial, that is when I started telling my brother that something is wrong with this guy,” he said.

He continued, “This guy has gone in Churches telling Zamnians that I am a Christian, I an humble when you look at his fruits, I am not insulting the Republican President, I respect his office but when I look at his fruits, showing to us, Zambians is the fruits coming from Lungu showing a Christian fruits, he is not acting according to his fruits. We are disappointed in him. We don’t know that was there plan in the air between Zambia and South Africa, maybe they could simply push him away from the window and claim that he committed suicide. Us we believe in Christ, them they believe in Sangomas from Luapula, kwa Mpheto in the DRC. If they want to arrest me, they should also come to arrest me since they want all us arrest.”

Pastor Mutale also criticised President Edgar Lungu accusing him of being ungrateful.

“Mind you, Edgar Lungu must come back his senses that he is President today because of Chishimba Kambwili. Had it not been for my brother to campaign for him, today Edgar Lungu was not going to be republican President, it was going to be HH,” he stressed.

Kansanshi mine plc has refuted allegations made by Sub chief Ng’ombe of Kabitaka south in Solwezi district that the mining firm is threatening to evict villagers in the area.

Kansanshi mine Public Relations Manager Godfrey Msiska says his company has not asked sub Chief Ng’ombe’s subjects to leave despite them having encroached its land.

Mr Msiska said the mine acquired the land from Solwezi Municipal Council and that the local authority was currently dealing with the problem concerning the villagers settled on it.

“We can confirm that we acquired the land in question which is in Kabitaka south,known as lot Number 522/2 from Solwezi Municipal Council some years back,” he said.

He said in a statement availed to ZANIS that the meeting which has been called for by Sub chief Ng’ombe and his head men should be restricted to the community which is claiming to be disadvantaged, their traditional leaders and the council adding that Kansanshi and Government should only attend the meeting as observers.

Meanwhile, Solwezi Municipal Council Assistant Public Relations Manager, Esther Chirwa said Kansanshi mines are the legal owners of land in question.

Ms Chirwa said Sub chief Ng’ombe and the aggrieved members of his community should request for a meeting with the council through the office of the Mayor or Town clerk in order for the local authority to address their concerns.

Newly constructed hospitals to offer mental health services – Dr Bweupe

Government says it is constructing new general hospitals that will offer mental health services to address the mental cases in the country.

Ministry of Health Director of Policy and Planning Maximillian Bweupe says the construction works for the general hospitals with mental health facilities have started in all parts of the country.

Dr. Bweupe said that the Ministry is also training professionals like psychiatrics, clinical officers as well nurses that will be specialized in handling people with mental health problems.

Speaking in an interview with ZANIS in Lusaka today, Dr. Bweupe said that mental health services are at the moment limited to provincial hospitals around the country.

Dr Bweupe disclosed that the Infrastructure being constructed makes it possible to cater for mental health people to be attended to.

However DR. Bweupe said that the Ministry is looking forward to amending the mental health act which is the governing act for providing mental health services to the mental health patients.

DR Bweupe said apart from the centralized Chainama Hills Mental Hospital, government has extended mental health services to all provincial hospitals.

PF youths urge its MP to quickly table motion to limit terms for presidential candidates

Patriotic Front Lusaka Province Youth Chairman Kennedy Kamba has urged PF Chifubu MP Frank Ng’ambi to quickly table the motion in parliament that bar presidential candidates who have lost three times from contesting elections.

In what seemed like a retaliatory move to UPND’s tabling of the motion to impeach President Edgar Lungu, Mr Kamba assured Mr. Ngambi of support from the youths.

Mr. Kamba said that democracy was about term limits and not people holding on to positions for ever, before adding that that limiting the terms that one can contest the presidency also allows others to take up leadership positions.

Mr. Kamba said that the PF has been to the convention three times since its formation in 2001 while some opposition parties have never had a convention.

The PF youth leader further said that Article 60 of the Zambian constitution clearly states that all political parties should regularly hold conventions.

Last week, the opposition UPND filed a motion in parliament to impeach President Edgar Lungu for allegedly violated the constitution and the mover of the motion, Mazabuka Central Member of Parliament Gary Nkombo confirmed that the motion will be debated March 28, at which Roan PF MP Chishimba Kambwili will second the motion when it comes up for debate.

According to a document obtained from the Clerk of the National Assembly, the UPND has obtained the signatures of one-third of the 167-member parliament who are in support the motion.

Zambia’s constitutions requires the support of two-thirds of the National Assembly for such a proposal to succeed.

Some of the alleged constitutional breaches are that President Lungu violated the constitution when he failed to hand over power to the Speaker of the National Assembly when the presidential petition was filed.

Other charges are that President Lungu procured public debt which is beyond the capacity of the nation to sustain contrary to provisions of Article 198 (c) of the Constitution.

Meanwhile the Patriotic Front Media Director Sunday Chanda yesterday said that the impeachment document presented to parliament was fraud and bordered on forgery.

Mr Chanda said that among the 24 Members of parliament that signed the document with the aim to impeach the president, some signed twice and as such the document must be investigated.

Mwanakatwe calls for more women participation in the Zambia’s affairs

Minister of Finance, Margaret Mwanakatwe has called for more women participation in the country’s affairs to spur economic development.

Mrs. Mwanakatwe says President Edgar Lungu has shown commitment to women inclusion and participation in national governance by appointing more women in key and influential government positions.

She said if the Zambian economy is to record a success story, more women should take a leading role in both policy making as well as providing advice to authorities when need arises.

Mrs. Mwanakatwe said to empower girls and women in the country, government this year has enhanced the program of girls’ retention in schools with an allocation of 75 point five million under the Ministry of General Education.

The minister also disclosed that government will this year start the budget consultations early to ensure wider participation and has challenged women organisations to take an active role.

And Non-Governmental Organisations Coordinating Council -NGOCC- chairperson Sara Longwe said the inclusion of more women in influential positions is a key milestone in the quest to fight corruption and misuse of public funds.

Ms. Longwe thanked President Lungu for considering the plight of women and making them sit on key government portfolios.

Meanwhile, Hivos Country Engagement officer Ketty Simasiku thanked government for its commitment towards the improvement of women’s welfare in the country.

ACC presents Kambwili’s charges in Court

The Anti-Corruption Commission (ACC) has dragged Roan Member of Parliament Chishimba Kambwili to court. When the matter came up, the state presented thirty-four counts of possession of property suspected to be proceeds of crime before Lusaka magistrate Mwaka Mikalile.

Among the offenses on the indictment is that on August 18th, 2016, Mr. Kambwili had 495 thousand Kwacha in his account that is suspected to be proceeds of crime. The Roan Parliamentary is in another account accused of having been in possession of 180 thousand Kwacha, property suspected to be proceeds of crime. All the money mentioned in the thirty-four counts is said to have been in an account that is domiciled at the Zambia National Commercial Bank.

When the matter come up Monday morning, Magistrate Mikalile said the suspect was not before court. The court was further informed that though Mr. Kambwili is in hospital, he is under the custody of the police. It was at this point that Magistrate Mikalile adjourned the matter to Thursday this week for plea.

Bauleni Compound sets vehicle ablaze after suspecting driver to be a ritual killer

A mob in Lusaka’s Bauleni Compound yesterday looted two shops and set blaze a motor vehicle after they suspected the driver of being a ritual killer.

The vehicle a Mitsubishi RVR registration number ABE 2270 is property of a 48 year old man also of the same Compound.

This is contained in a statement made available to ZANIS in Lusaka today by Zambia Police Public Relations Officer, Esther Katongo.

Ms. Katongo explained that the incident occurred yesterday at 19 hours when the driver of the motor vehicle saw some children jumping and clinging to his moving vehicle.

She said the owner of the vehicle then stopped and started chasing the children but unfortunately he was accused of being a ritual murderer by some of the residents.

Ms. Katongo said attempts by the driver to explain what had transpired failed as the mob descended on him and started beating him.

Ms Katongo said the victim was only rescued by some members of the public who surrendered him to the police.

She stated that the unruly crowd later looted shops and the value of goods stolen is yet to be established.

Ms. Katongo said the police later moved in quickly to restore order and apprehended one suspect identified as Solomon Zulu believed to be the master minder for the looting and is detained in police custody.

She said investigations have continued while the driver who is the victim was taken for medical attention.

Ms. Katongo has since appealed to members of the public to desist from raising false alarms and taking the law in their own hands as this is illegal and has potential to put lives of innocent people at risk.
