Innovative Zambian Youths Organization (IZYO) Chief Executive Officer (CEO) Joseph Maimba says the institution will this year host a YESBUD entrepreneurship summit for young people .

Mr. Maimba said this is in an effort to contribute to governments’ efforts to close the unemployment gap among youths in the country.

He said the international summit will be centered on innovation and entrepreneurship to help young entrepreneurs develop new skills.

Mr. Malimba stated that the two day entrepreneurship summit will be held on 5th to 6th April, 2018.

He was speaking during a presentation on the forth coming summit in Lusaka today.

Mr. Maimba stated that the summit will comprise of representatives from international business organisations, Non-governmental agencies and the general public who share a common interest in practical solutions in entrepreneurship, innovation and small business development.

And one of the sponsors Q Systems Zambia Chief Operations Officer, Suneel Burra said there is need for youths to advantage of the summit and the available resources to make a difference in their lives.

Mr. Burra said during the summit youths will be helped on an individual level by not only empowering them with knowledge but also creating a sense of responsibility and confidence in dealing with employment challenges.

Zanaco open 2018 league campaign with win

Zanaco kicked off their 2018 FAZ Division season on Monday with a 2-0 home win over Green Eagles at Sunset Stadium in Lusaka.

The victory also brought to an end Zanaco’s one month long losing drought.

Martin Phiri put Zanaco ahead in the 63rd minute before veteran midfielder Isaac Chansa sealed the home win in the 79th minute.

Zanaco’s wins lifts them 6th where they displace Eagles who are 7th and both sides tied on three points from one and two games played respectively.

Meanwhile, Zanaco had prior to Monday not won since February 24 when they beat Gambia Armed Forces FC 3-1 away in Banjul in a 2018 CAF Champions League preliminary round final, leg match.

Since then, Zanaco collected three successive defeats in all competition.

Zambia Airports Corporation Limited statement on fake pictures of KKIA

Zambia Airports Corporation Limited notes that there are pictures of an airport on social media purporting to be for the Kenneth Kaunda International Airport Terminal 2. Roan PF Member of Parliament Chishimba Kambwili has described as mockery, plans by President Edgar Lungu to evacuate him to South Africa for specialist treatment.

Mr Kambwili who said he is feeling much better now said the whole evacuation was suspicious because President Lungu has never allegedly cared for him health.

He maintained that government would do well to spend the money it wanted to evacuate him to South Africa on the poor people who have been on the waiting list.

Mr Kambwili was speaking to Hot FM Radio from his hospital bed at CfB Medical Centre in Lusaka on Monday morning.

“I was treated against medical ethics because as I was being arrested, government and the police knew exactly that my PB and my sugar levels were very high. And I was denied medical attention, I was locked up in a room that had no ventilation, where there was no where to sit and I had to stand right in front of a window so that I access air from the window,” Mr. Kambwili said.

He said it was therefore shocking that the people who caused his medical condition to worsen by detaining him were the same people who wanted to evacuate him to South Africa.

The Roan MP said the plans by government to evacuate him to South Africa for medical treatment last week was suspicious.

He further stressed that he will not commenting on key national issues despite facing 39 charges in court.

Mr Kambwili said he is ready to face the state in court and described the 38 charges as trumped up.

“What they did was to go to my bank records and get bank records as far back as 2010. So those 39 charges are basically the deposits I used to make which they say are suspicious which is really laughable,” Mr Kambwili said.

The Human Rights Commission is calling on the Anti-Corruption Commission to consider granting the National Democratic Congress Consultant Chishimba Kambwili, bond as a matter of human rights.

HRC Chairperson Mudford Mwandenga said the Commission believes that the offences which Kambwili has been charged with are bondable.Mr Mwandenga said Mr Kambwili should therefore be treated in accordance with the rule of law and in a humane manner considering his health status.

“It is desirable in a democratic state such as Zambia that the rights and freedoms of individuals and suspects alike are always promoted and protected in accordance with the rule of law. All suspects should enjoy the right to equal protection of the law and must be presumed innocent until proven guilty by the courts of law,” he said.

“Over-detention of suspects is universally considered as a violation of human rights and a form of extra-judicial punishment of suspects and must be avoided.”

Mr Mwandenga said based on the circumstances leading to the arrest of Mr. Kambwili, there is every reasonable ground to believe that he is not a flight risk because he had always availed himself whenever he was required for investigations.

“In any event, if a suspect breaches any of the bond conditions, it is within the powers of the Law Enforcement Officers to revoke it accordingly. The HRC is deeply concerned with the challenges a number of suspects are facing in accessing bond, particularly the underprivileged ones who do not even receive any kind of publicity whenever their rights are being infringed upon.”

“As a Commission, we have over the years been working on a bail and bond project aimed at promoting and protecting the right to liberty of suspects and a number of suspects have been assisted regardless of their social status.”

One month old baby dies from suffocation

A one month old baby has died after allegedly being slept over by its mother.

Kapiri Mposhi Police Officer Commanding Munembo Mubita has confirmed the incident today.

Mr. Mubita said the baby allegedly died from suffocation after being slept over by its mother at the family’s residence in Ndeke Compound over the weekend.

He said the relatives took the baby’s remains to Nkole area where they hurriedly wanted to bury it without reporting the matter to police and other relevant authorities.

Mr. Munembo said police however managed to seize the body from its relatives before it could be buried after a tip off from members of the public.

The remains of the baby have since been deposited at Kapiri Mposhi District Hospital mortuary awaiting postmortem.

“We received information of a couple that wanted to bury its dead baby which reportedly died after the mother slept over it and we managed to retrieve the body from the family and we have launched investigations as we suspect foul play in this matter,” Mr. Mubita said.

The police command has since withheld the names of the parents until investigations are concluded.

Meanwhile, Mr. Mubita has advised the public to report cases of death to relevant authorities before burying the remains of the deceased.

He said it was illegal for people to bury the remains of someone who dies from home without notifying the police and other relevant authorities to investigate and certify the cause death.

Medical staff at Chilenje hospital allegedly withheld medical treatment for an accident victim on Saturday night.The man was injured after being hit by a drunken driver in Woodlands at around 22:00hrs.After noticing the barely conscious man was still breathing,four people who happened to be at the scene of the accident
decided to take him to Chilenje hospital.

Upon arrival medical staff allegedly refused to help remove the patient from the vehicle. The good Samaritans then removed the patient and took him into the hospital.However,medical staff further refused to administer treatment because the accident victim did not have a police report. The good Samaritans then decided to go and get a police report and upon returning with it found that the injured man was still laying in reception unattended to.

I work for Pick and Pay Zambia. As we were dropped from work yesterday, around 22:50, we came across an accident where a drunken driver hit a car that was being pushed buy two guys in Woodlands, near St John’s clinic. We were the 4 of us including the driver of the bus.

We noticed that the man who got hit was still breathing and we decided to give a helping hand by taking him to the nearest hospital.

We took him to Chilenje clinic which is now a hospital but the treatment we received from the doctors on duty, you won’t believe it. Firstly, they refused to help us remove the man from the bus to take him inside the hospital and when we did, we where told that they were not going to start treatment on him unless, we provide a police report.

Moreover, we had no idea who the man was, but we decided to go to the police. When we got back the man was still by the reception and was not attended to.

Trying to reason with them, they became very rude and started telling us that we should have taken him to the police first instead of the hospital.

Please post this for me so that people can see how these people treat patients. I was deeply hurt by this.

What to Do If You’re First on the Scene of An Accident

Many first aid authorities use the initialism DR.ABC to help people remember the process that those first on the scene should go through. The five steps are Danger, Response, Airway, Breathing and Circulation. Whether you’re wondering what to do when someone is knocked unconscious, or what to do after an accident involving a vehicle, much of the following will help you have a positive impact on the situation.

Step 1: Identify and Mitigate Potential Dangers

The hazard involved in the accident is potentially still a danger to the casualty, other people, and you as a first responder. As a result, it’s imperative that you ensure the area is safe before you take any further steps, or begin giving aid to the casualty. Use your own judgement and common sense to make the area safe. If you’re attending a road traffic incident, then this may mean attempting to block traffic, or if a machine is involved you should switch it off.

Step 2: Call for Help

Accidents are far easier to deal with, and are more likely to result in a positive outcome, if you are not alone in dealing with them. If appropriate, shout for help in order to have other people arrive on the scene to help you with clearing obstructions or giving first aid to other casualties. However, you should not leave the scene to get help until you have determined the condition of any casualties.

Step 3: Check for a Response

Your priority is now to deal with the casualty, and the first step in this process is to establish the severity of their condition. Check to see if they are responsive by firstly talking to them loudly and clearly, to see if you receive a reply. If you do not, then you can carefully shake their shoulders, or give their earlobe a short pinch. If you suspect a severe bodily injury, then an earlobe pinch is the safest option.

Should you fail to receive a response at this point, you should move onto step 4. If there are multiple casualties, any that are unresponsive must take priority.

Step 4: Check the Casualty’s Airway

Ensuring the airway is open and clear is the first step in keeping the casualty in the most stable condition possible.

If the casualty is responsive, then help them to clear their own airway if necessary. If the casualty has been determined to be unresponsive, then you will need to manually place them into a position that ensures the airway is open. In an unresponsive adult:

Gently place your hand on the casualty’s forehead, and tilt the head backwards, which will help to open the mouth
Using two fingers of your other hand, lift the chin to help create an unobstructed airway
Note: If you suspect that the casualty has a spinal injury, then you should avoid tilting their head back. Instead, you should use the jaw thrust method, whereby you use two hands to carefully lift their jaw.

If there is something obstructing the airway, use your index and middle finger to clear the airway.

Step 5: Check the Casualty’s Breathing

Once you have established that the casualty has an unobstructed airway, you need to determine if they are breathing normally. This can be done through several means:

  • Listen to their chest and mouth to see if you can hear the casualty breathing
  • Watch to see if the chest rises and falls normally
  • Feel for breaths being taken by placing your cheek beside the casualty’s mouth

Step 5: Check the Casualty’s Circulation

The final step in the primary survey is to identify any major bleeding. If there are extensive wounds, try to control the bleeding using pressure to the area using a cloth. Press down with your palms rather than your finger tips.If a limb is wounded, then raising it above heart level will help to reduce the flow of blood. If you can stop the bleeding at the scene of an accident, you can also help prevent the casualty from going into shock.

Once you’ve made efforts to control the bleeding, you or another person on the scene must then immediately seek medical assistance.

Chipolopolo star Chisamba Lungu has been released from police detention after he was picked up for threatening to shoot a fellow reveler at a named hotel in Kitwe on Friday night following a confrontation with Jerabos.

Lungu, who plays for FAZ Super Division side Ndola Buildcon, is reported to have produced a pistol after being attacked by Jerabos who allegedly stole a wallet from him.

The former Russia based midfielder was released from Kitwe Central Police Station on bond on Saturday.

Police have told the 2012 Africa Cup winning Zambia star to produce a gun license as he faces prosecution.

“Having a gun licence is not a passport to threaten people with it. He will appear in court unless the complainant withdraws the case,” sources close to the case said.

And Chisamba’s friend who witnessed the incident say the footballer was forced to remove a pistol after Jerabos attacked him and stole his wallet which had a driver’s license and money.

“The Jerabo guys started insulting Chisamba telling him that he was finished. Later as Chisamba went to the car park they followed him and searched him before getting his wallet from the pocket.”

“The Jerabos ran away with the wallet which had a drivers licence and over $500 plus K800.That’s when he removed a gun from the car,” the friend narrated.

Former Lusaka Deputy Mayor, Potipher Tembo has castigated Nkoloma ward one Councillor, Tasila Lungu and Lusaka Provincial Minister, Bowman Lusambo for directing the demolition exercise of the mosque’s frontage and part of its fence in Chawama’s Kuku compound.

In an interview with q-news Mr. Tembo says he has registered his displeasure with the manner the mosque was demolished on two different occasions because the move raises questions as to whether the country is tolerant to other religious groups.

He says if there was a problem in the manner the Muslims built the mosque ,Mr. Lusambo in his capacity as a provincial minister could have written to the Lusaka city council which is mandated to carry out demolition exercise of the structures when need be, as per procedure than him directing the exercise.

Mr. Tembo explains that he find the demolition of the mosque in kuku compound to be unfair to the Muslim’s community because the Zambian constitution is tolerant to other religious also.

He has indicated that people in Chawama’s kuku compound hold the Muslims in high esteem owing to their generosity in helping the widowed orphans and the underprivileged in general.

Meanwhile the former Lusaka deputy mayor has recalled that during the time he served as deputy mayor and subsequently mayor for the city he never witnessed a demolition exercise been done by a provincial minister or ward councilor because such an exercise done at the discretion of the engineering department at the council.

He has also called on Ms. Lungu and Mr. Lusambo to involve the Muslim community and other stakeholders next time before undertaking an exercise which is a preserve for the council.

Respected Former Bank of Zambia Governor Caleb Fundanga has raised serious concerns over the country’s worsening debt situation.

In his latest paper titled, “Fit for Purpose? An Analysis of Zambia’s Medium-Term Debt Management Strategy, Dr Fundanga observed the three Eurobonds have completely reversed the country’s almost debt free status attained before 2011.

Dr Fundanga noted that Zambia was one of the countries that benefitted from the Highly Indebted Poor Countries (HIPC) and Multilateral Debt Relief (MDR) Initiatives noting that these initiatives left the country almost debt free.

He however observed that in recent years, the Zambian debt situation has completely reversed.

Dr Fundanga stated that with a debt stock of 18.9 percent of GDP in 2011 Zambia’s debt stock grew to 56.3 percent by 2015.

“This very rapid increase has occurred since 2012 due to the issuance of Eurobonds; US$750 million in 2012, US$1 billion in 2014 and US1.25 billion in 2015. The rapid increase in debt has translated into huge annual debt service payments; from US$34.14 million in 2011 to US$484 million in 2016,” he wrote.

Dr Fundanga observed that the domestic debt situation has been equally bad.

“This debt, mainly contracted through issuance of Treasury Bills and Bonds, has grown from ZMK11 billion in 2011 to ZMK33 billion in 2015 with resultant composite yield rates for Bonds rising from 15 percent in 2011 to 25 percent in 2015 whilst Treasury Bills rose from 11 per cent in 2011 to 24 per cent in 2015. When domestic arrears are added to this, domestic debt stock in 2016 stood at ZMK 51.8 billion – with arrears representing 36 per cent of domestic debt.”

The Former Central Bank Chief stated that the PF government has been using debt to drive growth.

He however noted that redemption of any debt works much better if the proceeds of the borrowed money are invested in productive sectors of the economy.

“In the case of Zambia a large portion of the loans went into expansion of public administration such as the establishment of a new province and new districts. Each of these led to employment of more public servants and increases in other related costs. A number of roads were also constructed, but these were at very high costs. Together this spending has not resulted in significant economic growth, or a larger tax base. This makes redemption of loans much harder,” he stated.

Dr Fundanga has however applauded government’s initiative to launch Zambia’s first Medium Term Debt Management Strategy (MTDMS) paper to cover the period 2017-2019.
He noted that a MTDMS is a document designed to help a government implement sound debt management for a period of between three to five years.

According to the World Bank and IMF, who have developed a tool for formulating MTDMS, the primary aim of debt management is to raise the amount of funding required by a country at the lowest possible cost over the medium to long-term, consistent with a prudent degree of risk.

The strategy should be such that it promotes macro-financial stability and financial sector development.

On domestic debt, Dr Fundanga stated that at 36% of Domestic Debt Zambia’s payment arrears are one of the highest in sub-Saharan Africa and reflect poor public financial management and that the huge arrears also reflect a lack of budget discipline.

He noted that the failure to pay suppliers to government negatively affects economic performance as these suppliers also fail to pay those who supply them with goods, including payment of salaries and wages to employees.

Dr Fundanga said payment arrears result in costlier procurement for government as the suppliers factor in delayed payment into price quotations.

“Payment arrears are also a source of corruption as supplies devise various approaches to exit the payment pipeline. The MTDMS could provide more clarity on the Government’s arrears strategy,” he wrote.

And on Eurobond redemption plans, Dr Fundanga said the MTDMS does not provide a concrete plan on how Zambia’s significant Eurobond debt will be redeemed.

“Recent statements from senior government officials have suggested two possible approaches; the first is establishing a sinking fund and the second is the refinancing of maturing bonds with longer dates bonds at a more favourable rate. A sinking fund would have worked better if established immediately at the time of issue of the first bond because annual outlays into the fund would have been modest.”

He observed that re-financing may be a better option at this time, but is subject to the vagaries of international debt markets.

Dr Fundanga charged that the MTDMS was a missed opportunity to offer the markets and international bodies clarity on the Government’s approach to redeeming the Eurobonds.

On controlling the acquisition of New Debt, Dr Fundanga said fiscal consolidation, or strong policies to reduce deficits and accumulation of debt stock, and measures to enhance revenue collection were expected to feature prominently in the MTDMS, but they are not present.

He stated that budget discipline as well as measures to deal with loss making parastatals are central features of fiscal consolidation and prudent debt management.

“While the charging of cost reflective electricity tariffs, removal of fuel subsidies and removal of some agricultural input subsidies have been undertaken by the government, there are still a number of loss making parastatals remaining and these are the same entities responsible for government contingent liabilities (which the MTDMS is silent on, but are classed as public debt by the IMF and international bodies). For Zambia what is particularly worrisome is the increasing number of parastatals being established by the industrial Development Corporation (IDC) including the establishment of a national airline, most likely, with borrowed funds,” he said.

Dr Fundanga said the MTDMS should encompass plans to manage these loans, but at the moment it does not.

He suggested that in addition to ensure Parliamentary oversight in the contraction of new loans the government should facilitate for the enactment of the Public Finance Act.
Dr Fundanga observed that such a law would ensure that no new loans can be contracted without the approval of parliament.

“Despite these potential gaps the MTDMS is a huge step forward and presents a welcome move by the Government in tackling the rising debt challenge. But the MTDMS can only be a success if the capacity, capability and resources are in place to implement the MTDMS. Good debt management requires that the National Debt Office is well staffed. Zambia requires well qualified officers to facilitate the segregation of front, middle and back offices. Further debt office staff should be professional enough to be able to tell the Government when its borrowing is excessive.”

Vodafone did not apply for Voice Licence-ZICTA

ZICTA says Vodafone Zambia did not apply for a licence to provide voice services, allaying speculations that the UK based telecoms provider was sidelined when ZICTA issued a licence to UZI Zambia Limited.

ZICTA Spokesperson Ngabo Nankonde said only two companies namely UZI Zambia Limited and Broadband Square Limited applied for the licence to operate both data and voice licences in Zambia.

Ms. Nankonde clarified that Vodafone which already holds a data licence in Zambia did not apply for a voice licence on their own accord.

She said ZICTA accepted UZI’s application after a technical and business evaluation showed that the company had the best strategy to grow their network in Zambia.

“Given their presence in Angola, we feel they will leverage the relationship to improve Zambia’s connective to the Angola fibre backbone and in turn to the Subsea cables landing in Angola and create a direct route to South North America to through the South Atlantic cable system and thereby connecting Brazil to the United States and providing a shorter connection to the West African cable system,” Ms. Nankonde said.

She added, “So we were looking just beyond presence of a company, we were looking at what they can offer to have cheaper tariffs and improve connectivity.”
Ms. Nankonde said the major shareholders in UZI are based in the Netherlands and have pledged to invest 350 million dollars in their Zambian operations and create 450 direct job opportunities.

“We also examined the level of investment and what technology they are willing to bring in. They are bringing in LTE technology that supports both 4.5 and 5G across the country,” she said.

Ms. Nankonde added, “As ZICTA, we believe that competition is good and we know that a 4th mobile operator will bring competition. It should be noted that what we have given UZI is a notification and once they accept the notification, then they will start working on their plans of extending their services to the rural areas and putting up 100 towers.”

She said ZICTA is interested in good quality of service and extension of services to underserved areas of the country adding that the authority is hoping at the end of this year, Zambia would have a 100 percent coverage.

Tanzania-Zambia Railway Authority (TAZARA) has appointed three Board of Directors replacing those whose terms of office expired.

The newly appointed Directors are Prof. Razack Bakari Lokina, Mrs. Rukia Diwani Shamte and Mr. Stanslous John Sichalwe.

The Ministers responsible for Transport in Tanzania and Zambia, Makame Mbarawa and Brian Mushimba made the respective appointments in accordance with the TAZARA Act.

Mr.Mushimba also renewed the membership for Peter Kazhila whose first term as a Director expired in December, 2017.

In the statement made available to ZANIS today by Tanzania-Zambia railway authority Head Public Relations Conrad K Simuchile, the term of office for Zambia’s other member of the Board from the private sector, Mr. Kazhila, has been extended for another three years.

The TAZARA Act, 1995, provides for the establishment and composition of the Board of Directors and stipulates that it shall consist of six members, including the Permanent Secretaries in the Ministries responsible for transport in Tanzania and Zambia, and four other members with experience in either transport, commerce, industry or finance appointed by the Ministers responsible for transport in Tanzania and Zambia, respectively.

Forest chicken out on Nkana game, Power Dynamos stay top

Nkana start to the 2018 FAZ Super Division season began on a dramatic note on Sunday when Forest Rangers failed to turn up for their rescheduled Week 20 game at Nkana Stadium in Kitwe.

The two parties had agreed to play their Week 20 match today after Forest’s Week 2 match against Zesco United was postponed and the visitors could not also host Nkana in their delayed Week 1 match due to logistical reasons.

And when Forest failed to turn up in Kitwe for the reverse fixture, referee Michael Lialabi abandoned the match after 15h00.

“It is now up to FAZ to make a ruling. As far as the referee is concerned, he has called off the game because the other team has failed to show up,” match commissioner Aaron Nkole said.

Meanwhile, Power Dynamos stayed top of the table after a 1-0 away win over promoted National Assembly at Woodlands Stadium in Lusaka.

Power midfielder Larry Bwalya scored the game’s lone goal in the 50th minute.

Buffaloes stayed second only on goal difference on 9 points after they beat Nakambala Leopards 1-0 at home in Lusaka courtesy of an Eddie Sinyangwe 45th minute goal.
