President Edgar Lungu before addressing the Nation on New Year’s Eve.

Countrymen and women:

Good evening!

I am delighted to address you all on the eve of the new year, 2018.

Tonight marks the end of our journey in the year 2017. It is a journey which has brought us to a place where we are able to have a clear view of our performance over the last twelve months.

More importantly, tonight, we stand on the verge of yet another journey, a journey into 2018.

The dawn of a new year is cause for celebration. It is also a time to show love and care for one another. A time for self-introspection, reflection, and new resolutions. Indeed, a time for renewed hope, reconciliation and a fresh start.

As we wish ourselves a happy and prosperous 2018, let us do so with a sense of gratitude and responsibility. We are a nation and a people of faith. As such, we take full recognition that God is always in our midst.

Countrymen and women:

Indeed, 2017 was another year in which we can attest to the mercy of God upon our nation. Let me, therefore, thank the lord God almighty, for his abundant blessings on our country in 2017. His grace saw us safely through the year.

In attesting to the kindness of God, our nation, in 2017, scored some successes. Our economy continued to perform favourably.

We are closing the year at the projected gross domestic product growth rate of 4.2 percent compared to 3.8 percent registered in 2016.

Inflation declined to single-digit and reached 6.6 percent in the third quarter. The exchange rate of the Kwacha against major currencies remained relatively stable. This resulted in the general stability of commodity prices on the domestic market.

Countrymen and women:

In 2017, electricity generation increased from 3 million megawatts in the fourth quarter of 2016 to 3.69 million megawatts in the third quarter of 2017. As such, load shedding significantly reduced. This contributed to a rebound in economic activities especially for our brothers and sisters running small businesses, such as welding, bakeries, butcheries, barber shops and hair salons.

With regard to infrastructure development, we continued to undertake major projects in various sectors of the economy including health, education, transport and communication, all contributing to job creation.

Countrymen and women:

Once completed, the projects will provide a conducive environment for our people, better learning facilities for our children as well as increase investment and trade. This will contribute to the country’s gdp and, ultimately, enhance the wellbeing of our people.

The business environment in 2017 recorded significant improvement. Our citizens are now able to access credit using movable assets such as bicycles, sewing machines and fridges among others, as collateral.

In addition, our citizens are able to register and remit taxes on-line from the comfort of their homes and business places.

The improvement in the business environment is attested to by the positive change in Zambia’s ranking from 98 in 2016 to 85 out of the 190 countries according the latest World Bank doing business report. This development will help boost investor confidence in our economy.

Countrymen and women:

In our continued effort to reduce poverty, government scaled up investment in social protection programmes. This year alone, the number of households on social cash transfer programme increased from 242,000 in 78 districts to 590,000 in all the 109 districts of our country. This has resulted in improved livelihoods.

We cannot celebrate 2017 without recognising the glory brought to the country by the under-20 national football team which won the under-20 Africa cup of nations championship for the first time, ever!

The boys further made all of us, and Africa as a whole proud, by achieving the first quarter final appearance at the under-20 world cup tournament in south Korea.

We continue to commend them for exhibiting such a noble spirit and flying high like our national symbol, the eagle.

Despite the successes recorded, we have to address a number of challenges. These include poverty and unemployment, low private sector investment in electricity generation, public security, disease, diminishing levels of patriotism, moral decay, gender based violence and political intolerance.

To address some of the challenges encountered in 2017, government took bold but necessary decisions.

We decided to migrate to cost-reflective electricity tariffs to attract more investment and to meet our growing demand for electricity.

This decision, though painful, has started achieving positive results.

To promote morality, social justice and adherence to the national values and principles, government created the ministry of national guidance and religious affairs.

Countrymen and women:

Let me thank each one of you for your resilience amidst the tough but necessary decisions we took to maintain peace and unity towards national development.

I also thank cooperating partners and the private sector for your contribution towards the successes recorded in 2017.

I am confident that, in the coming year, we will, by working together, overcome obstacles that may come our way.

As we enter the new year 2018, let us be more determined and resolved to working hard to achieve prosperity for all.

In 2018, government will work towards growing the economy by at least 5 percent and maintaining a stable exchange rate and a single-digit inflation rate.

Countrymen and women:

We will strengthen domestic revenue collection and accelerate economic diversification to create new jobs and more wealth for our people.

To ensure that we leave no one behind, and improve quality of life for our citizens, government will continue to modernise and expand public services. At the centre of government and its ability to deliver, there must be a dedicated and focused public service.

Government will continue to ensure that the implementers of its programmes, our public servants, are placed in appropriate places country-wide and capacitated to deliver the much needed services to our people.

We will also continue to promote a conducive political environment through dialogue, peaceful resolution of disputes and upholding the rights and freedoms of our citizens.

Countrymen and women:

I, therefore, urge the church, religious groups and traditional leaders to continue giving counsel to the state, individuals and other stakeholders.

I also call upon all stakeholders to conduct their affairs in a responsible manner and within the confines of the law.

The task ahead of us is huge. It requires that we work together for the common good. In the book of Isaiah chapter 2, verse 4, we are implored to beat the swords that threaten our unity into plough-shares.

We hold the key to unlocking the potential of what we and this country can be. Together we can transform our country into a prosperous and all-inclusive nation.

Let us build a nation where everyone contributes to the best of their ability; a nation where everyone gets a fair share from their hard work; a nation abundant in compassion, love and care, especially for the weakest members of our society. Let us build a nation that works for all.

As we celebrate the coming of the new year, 2018, it is important that we continue to uphold our national values and principles so that we are defined and identified by what is good and just in our words and deeds. Let us all be champions of integrity, morality, patriotism and national unity.

Let us be promoters of human dignity, social justice and inclusiveness.

Let us make the mantra of “leaving no one behind” a reality. Let us move together in line with our national motto, “One Zambia One Nation”.

Countrymen and women:

Let us also protect the environment and keep our surroundings clean. A clean and safe environment will contribute to a disease-free Zambia. We are all too familiar and tired of cholera and other diseases associated with a dirty environment.

The shame, risk and cost associated with a filthy environment is unacceptable.

Let us act together to contain the cholera outbreak in lusaka by taking such simple but critical actions of regular hand-washing, avoiding unnecessary handshakes and communal gatherings and keeping our food and drinking water safe. Let us keep our toilets and bathrooms clean all the time.

I am concerned with the pace of farming inputs distribution and therefore, I direct all those tasked with this onerous responsibility to do more to get seed and fertiliser to all parts of country.

Country men and women:

It has been a challenging one year coming out of a tightly contested general election that hightened political tension for a considerable portion of the year.

We lost a lot of time getting the country back to work. I am glad that most of the post-election problems have been resolved. But we still have a collective responsibility to transform these challenges, into good lessons for the future.

We all must come to national dialogue in good faith for the sake of mother Zambia. Personally, and we in the patriotic front, pledge full support to any credible process of dialogue.

We are not prepared to lose any more time on political trivialities. We have government to run; we have a country to take care of. People want tangible progress on many fronts and so we should not subject them to fruitless arguments.

We therefore commit to broad-base constitutional, legal and electoral reforms designed to bring about a more open and tolerant political dispensation all round.

As we begin our journey into the new year, we should remain resolved to doing more for ourselves, our communities and the nation than we did in 2017. Let us, once again, commit to working even harder for the good of our nation, our children and generations to come.

Countrymen and women:

As we bid farewell to 2017 and welcome the year 2018, in a few hours, I appeal to everyone to celebrate responsibly and within the confines of the law to maintain peace, preserve life and property, and continue to contribute positively to the development of our country.

To the motorists, I urge you to observe all traffic rules. To those of us who drink, my appeal is do not drink and drive. The escalating incidences of road traffic accidents in our country are a cause for serious concern. It should, therefore, be the resolve of each one of us to reverse this trend by simply observing the rules that govern how we should behave on the road.

To our youth, remember you are the future of this great nation. Everything you do must be done responsibly and in line with our values and principles. Celebrate responsibly, respect elders and show gratitude for the good things around you.

As I conclude, let me implore all of you to work towards galvanising national unity and promoting peace, love, and good health for all.

May there be joy in our hearts, homes and communities. May there be happiness and prosperity for all in 2018. By working together, we can take our country to greater heights.

May God richly bless you all and bless our beloved country, Zambia.

Good night.

Monze Swallows ready for Super Division challenge

Debutants New Monze Swallows will compete in the 2018 FAZ Super Division season with the aim of maintaining their status in the top-flight.

Swallows secured promotion to the Super Division after winning the 2017 FAZ Division One Zone Four championship.

Club assistant coach Mwala Hachuuma is upbeat Swallows will assemble a strong team that will compete favourably in the Super Division.

“We are very confident as a technical bench that we will try and do the right thing so that we play well in the Super Division. We will not put pressure on the boys since this is their first time to play in the Super Division,” Hachuuma said.

“We would like to maintain our place in the Super Division. This will be our main priority so that we will not be relegated in the first time of playing in the Super Division,” he said.

Swallows shrugged off stiff competition from Zone Four old guards Luena Buffaloes, Livingstone Pirates, Kalomo Jetters and Mumbwa Medics to secure promotion.

“It was not an easy thing to win promotion in Zone Four. I hope what we have done is a very big achievement in our lives as coaches and even players,” Hachuuma said.

Do not segregate in counselling politicians-Lungu

President Edgar Lungu has appealed to the Church not to segregate but decisively counsel all politicians in the country.

President Lungu said the church has a critical role in building and promoting peace in the country by fairly counselling all political players in the country’s political arena.

ZANIS reports that President Lungu said this when he attended Sunday mass at Divine Mercy Catholic Church in State Lodge area in Lusaka which was centered on celebrating the Holy Family.

The Head of State pointed out that much as the church talks to him privately and publicly, it should also endeavor to talk to the opposition privately and public as they are key stakeholders in the country’s political dispensation.

“Most times, you talk to Edgar Lungu publicly or privately, but never to the opposition. We are all one family of Zambia, talk to us, privately, publicly, we will listen, don’t discriminate,” said President Lungu.

He said it is paramount that the church other than always talking to the PF, it should also pray for the opposition in the spirit of one Zambia one Nation in order to offer meaningful guidance and contribution to the country’s political and socio-economic development.

President Lungu has since appealed to Zambians to focus on Jesus Christ as they enter the new year of 2018 in order to find inner peace and direction for undertaking daily activities.

“The America President says America first, but I say God first. It’s only through Christ that we can find peace,” said President Lungu.

And speaking earlier as he delivered his homily, Divine Mercy Catholic Church Parish Priest Fr. Tresphord Mpundu Chisanga, urged society to emulate the holy family and exhibit love and care in their families.

Fr. Chisanga said society can learn a lot from the family of Joseph, Mary and Jesus and thank God for the many good things he has lavished upon Zambians.

Fr Chisanga urged President Lungu not to be deterred but remain humble and prayerful and look to God for guidance in the governance of the country.

“There are a lot of challenges in this country of ours, look up to him who has given you this Ministry,” said Fr Chisanga.

Fr Chisanga also praised President Lungu for his continued and unwavering support to the Divine Mercy Catholic Church as it has helped the church to put up infrastructure and other accessories in order to reach out to and service its members.

Government bans over night Church programs, weddings to stop cholera

Government has banned all large public gatherings like overnight prayer meetings, weddings and musical concerts in a bid to contain the spread of cholera.

The government has since directed Churches to cancel all overnight vigils and cross over programs or any gathering beyond two hours.

Some crossover concerts that were lined up in some parts of the city were cancelled.

Chilenje Reformed Church of Zambia was one of the Churches that cancelled its crossover overnight prayers in line with the directive.

A notice from the Church Secretary said,”Brethren, kindly take note that all overnight / cross over prayers have been cancelled by government. This has been communicated through CCZ. Our planned meeting will therefore not take place. We regret any inconvenient. As good law a bidding citizen, let us all adhere to the directive. Let’s meet tomorrow for New Year worship service. God bless.”

Earlier, Ministry of Health Head of Communications and External Relations Stanslous Ngosa said in a statement that banning of large gatherings of more than five people was one of the measures that had been undertaken since the defence forces joined the fight against cholera.

Since cholera broke out in October, Lusaka has recorded almost 2,000 cases with 42 deaths.

“All markets (legal and illegal) in Lusaka shall remain closed to facilitate extensive cleanup until certified clean and conducive for trading. Street vending is banned in Lusaka district until further notice to allow for cleaning, garbage collection and unblocking of drainages,” he said.

“No large public gatherings of more than five people (not being family) including church programs, weddings, music concerts, funerals, bars or such occasions shall take place in Lusaka unless cleared by the Ministry of Health of the Lusaka City Council,” said Mr. Ngosa.

UPND will deal with all Mukula thieves once in power-GBM

UPND Vice President Geoffrey Bwalya Mwamba says the UPND government will decisively deal with all PF leaders involved in the exploitation of the Mukula tree and other natural resources for personal gain.

Dr Bwalya says the level of criminality in the PF has reached epidemic levels resulting into a total collapse of the economy which they can’t rescue owing to their appetite for self enrichment.

He said the country is yet to see the worst of President Edgar Lungu whom he said has failed to discipline his thieving cartel because of his involvement.

He said there is only a small clique of PF officials that was involved in shoddy deals such as the Mukula trade while several Zambians are going for days without proper food.

” Even those that intercepted those Mukula trucks are PF chaps who are benefiting from this trade. This is not about the country but personal riches. We shall deal with them. That I can assure you”,he said.

The UPND deputy strongman said it is unfortunate that President Lungu has completely failed to address the economic and social misery in the country describing 2017 as a miserable year he would love to quickly forget.

On Saturday evening,The Ministry of Defence Permanent Secretary Mr Sturdy Mwale clarified that ZAFFICO was mandated by government to export the illegally harvested and confiscated Mukula logs on its behalf.

Mr. Mwale said this at a press briefing following an incident where a haulage of Mukula logs was intercepted by some citizens on suspecion that the the logs belonged to a senior government official.

“I wish to inform the nation that the Zambia Forestry and Forest Limited Corporation, ZAFFICO, has been given a mandate by the government of the Republic of Zambia to export the illegally harvested and confiscated mukula logs to China on its behalf. It is in this vain that on 29th December, 2017, ZAFICO was transporting 10 containarised trucks laden with mukula logs from Lusaka to Chirundu and a further 11 trucks from Mporokoso and Nsama to Chirundu. When they were intercepted in Shimabala area, initially by suspected UPND cadres and later by suspected PF cadres on allegation that the consignment belonged to a very senior government official and were being illegally transported without documentation,” said Mwale.

“In the process, ZAFFICO officials escorting the trucks were robbed of some official documents for the movement of the trucks from Lusaka to Chirundu and money amounting to approximately K30,000 a matter which defense and security wings are investigating.”

In August 2017, Muchinga Province Minister Mr. Malozo Sichone revealed that the Zambia Forestry and Forest Industries Corporation (ZAFFICO) is likely to raise US$1 million from the sale of mukula logs that were seized from unscrupulous timber traders in the province.

Government then engaged ZAFFICO to collect and auction the Mukula tree that was illegally cut in Muchinga Province by timber traders.

Mr Sichone further stated in an interview that Muchinga has plenty of mukula logs that were illegally cut by the traders and that ZAFFICO is likely to generate US$1 billion from the logs that they will collect from the bushes.

“Muchinga has plenty of trees, which are of commercial importance. Here in Muchinga, we also have the mukula tree and right now, the Zambia Forest and Forestry Industries have been engaged to auction the logs that were cut illegally,” he said.

Following the mandate bestowed on them by government, ZAFFICO travelled to china and shortlisted some Chinese companies who participated in the auction.

The auctioned Mukula logs (which was initially harvested illegally by unscrupulous dealers) are now being escorted out of the country by members of the Joint Operations Commiittee (JOC) comprising secret service, Zambia Army, ZNS, Police, DEC, ZRA, and Forestry to ensure that, no fresh contraband is added along the way.

So when the intercepted truckers said we bought the logs off the auction, it is true but ZAFFICO remains the official exporter until the contra leaves our borders.

The opposition UPND has called on the government to declare the cholera outbreak a national emergency especially that the military have been called in to assist.

UPND Chairman for Health Dr Christopher Kaliwa said the government should tell the citizens which other parts of the country are affected.

Dr Kalili has also called upon government to immediately implement the World Health Organisation guidelines for the control of cholera epidemics.

“We also urge the timely and adequate release financial resources for this cause. The Public Health Act is outdated and should be amended to conform to current public health concerns,” Dr Kalila said in a statement.

Below is the full statement

Sunday 31st December 2017

UPND Official Statement on Cholera Outbreak

The UPND wishes to express it condolences and sympathies to those of our citizens who are affected the by the current outbreak of cholera in Lusaka an elsewhere. It is very sad and painful that 53 years after independence live continues to be lost year in year out from preventable diseases such as cholera. Cholera is a disease of poor hygiene often occasioned by lack of clean water and sanitation. If is therefore a disease of poor social development.

It is a barometer of the country’s social economic conditions. There is no doubt that most of our people in Lusaka live in squalor and very little effort over the years has been made to improve their conditions particularly in the areas of water, sanitation and housing. Consequently, with sadness that cholera is now endemic in Zambia.

We are told that the current epidemic started on 6th October 2017 and that cumulatively well over 1600 cases have been reported with 42 deaths.

We have been informed that the epidemic is mainly concentrated in Lusaka. We gather that the outbreak has so far affected over 80 residential areas of Lusaka district. This very frightening given the unplanned nature of Lusaka’s settlements. Add to this the poor drainage and unsanitary conditions that exist in Lusaka we can expect cases to rise if no drastic measures are taken. With more rains and flooding yet to come, we expect that the epidemic is yet to reach its peak.

As UPND we note the measures and interventions being implemented by the Government including the spot visit to Garden Compound by the President and his statement to upgrade townships in Lusaka. We hope this pronouncement will be backed by action by the relevant ministries in the shortest period of time.

However, we are saddened by the perennial occurrence of cholera in Lusaka and other parts of the country even when we know the root causes such as lack of safe and clean drinking water and sanitation, poor drainages, unsanitary trading practices that include the sale of food staffs in undesignated arrears and policies that promote unregulated street vending.

Clearly, If the government had been proactive with the provision water and sanitation, adequate housing and disease prevention which includes continuous surveillance and early warning systems we would not be in this situation. The buck therefore stops at government.

The UPND would like to call upon all our citizens to fully cooperate with health authorities in their efforts to control this cholera outbreak. We appeal to all citizens to heed to the instructions from technocrats in particular to boil and chlorinate drinking water, wash hands after using the toilet, avoid shaking hands and public gatherings and not to buy food and water from the streets.

Lastly we call upon the government to declare this cholera outbreak a national emergency especially that the military have been called in to assist. The government should tell the citizens which other parts of the country are affected. We call upon our colleagues in government to immediately implement the WHO guidelines for the control of cholera epidemics. We also urge the timely and adequate release financial resources for this cause. The Public Health Act is outdated and should be amended to conform to current public health concerns.

We in the UPND would like to reaffirm our unwavering commitment to work with all stakeholders to stop this cholera outbreak. We would like to assure the citizens that we represent an alternative healthcare strategy that will be premised on primary healthcare that emphasises prevention rather than cure. To this end we will commit significant resources to Water and Sanitation and a robust community health strategy that places health delivery in the hand of citizens while at the same time strengthening all aspects of our healthcare systems. With us you will never not be left behind.

President Edgar Lungu has condemned the Lusaka City Council and its Mayor Wilson Kalumba for failing to bring order in the City with both inspectorate and Health departments having gone to sleep.

The President said that the Mayor and his team have been in office since 2016 and there was no excuse or justification for the failure to deal with the crisis.

The President said that said his heart bleeds to see the trading places at City Market and Soweto markets which are contaminated with dirt and faecal matters.

The visibly annoyed Mr. Lungu took a swipe at the Office of the Lusaka Mayor for ‘tolerating’ poor sanitary conditions at markets and on the streets where heaps of garbage is piling and lying un-collected.

Mr. Lungu regretted that there were a lot of unplanned structures at the market as well as on the streets.

“Where is the Mayor and his team plus the LCC’s inspectorate unit? They have been in office for over one year and there are tolerating this garbage. LCC should own up. They allowed the situation to happen and this is the source of cholera,” he asked.

He said the lack of proper sanitation at the Market threatened the lives of thousands of people as the market was the distribution nerve-centre for fruits, vegetables, foods and goods for Lusaka residents.

The President has pledged to use what he called “draconian measures” to bring sanity and order in Lusaka.

“We will demolish illegal and unplanned structures, abolish street vending in certain areas to restore order in Lusaka,” the President said

He said he has directed the Lusaka City Council to immediately demolish illegal and unplanned structures in the City especially those that have clogged drainage systems.

He has therefore directed that space be created for drainage and unplanned structures be demolished without compensation.

Outside City market, traders have constructed stores and shops over the main Lumumba road drainage system chocking it into blockage.

President Lungu said unplanned structures would be demolished without compensation.

He said his government has planned for modern markets but this had been overcome by street vending and unplanned structures.

He said he had directed that the exercise be completed in the next seven days to clean up Soweto, City Market and CBD areas.

President Lungu on Sunday afternoon joined the armed forces and the keep Lusaka Clean Taskforce to help clean up the City.

In October 2017, Cholera broke out in Lusaka and has since claimed 41 lives with over 1,550 people treated for the disease.

At least one hundred and ninety three (193) Zambians visited India for medical tourism.

Zambia’s High Commissioner to India Judith Kapijimpanga said the majority were ordinary citizens who were self sponsored.

“The Government sponsored patients were referred mainly to Apollo Hospital New Delhi, Hyderabad and Chennai with whom the Government of Zambia entered into a Memorandum of Understanding (MOU) with,” she said.

Mrs. Kapijimpanga said others were sent to Yashoda hospitals in Hyderabad after Government recently signed a memorandum of understanding (MOU) with Yashoda Group of hospitals in Hyderabad.

She said among the common problems were; heart, renal, sickle cell anaemia, tumour and cancer conditions.

“I regret to mention that the Mission recorded a total of seven (7) deaths and we facilitated the repatriation of the remains of the deceased through authentication of necessary documents as required by the laws of India,” Mrs. Kapijimpanga said.

She said the Mission was happy to note that two MOUs were signed between the Zambian Government and two Indian multi specialty hospitals, Yashoda and Apollo.

“We are in talks with Cytecare Cancer Hospital that has offered to retrain Zambian cancer oncologists at no cost to the Zambian Government,” Mrs. Kapijimpanga said.

KBF calls for a PF Party Indaba

PF deputy elections chairperson Kelvin Bwalya Fube
Kelvin Bwalya Fube

Prominent PF Member Kelvin Bwalya Fube has proposed that the party holds a party indaba to resolve a lot of issues affecting the general membership of the party.

Mr Fube said the general memebefship of the PF is currently not happy with the way things are moving in the party.

He has since appealed to the general membership of the Patriotic Front to calm down and be patient for a little while.

Mr Fube said that while he is alive to the frustrations, grievances and anger that many of the general membership of the Patriotic Front are feeling, he agrees that members have every right to complain and demand answers from the leadership when things do not seem right.

In an open letter, Mr Fube has proposed the weekend of 12th/13th and 14th January 2018 as the feasible earliest time for such an indaba.

Below is the full letter from Mr Fube

I HUMBLY CALL FOR A PF PARTY INDABA – KBF

To My Dear PF Family,

Season’s Greetings.

Allow me to outrightly apologize to those who shall be offended by my call for an indaba. I have learnt that people will always construe things according to the positions they have chosen to take. This I cannot help. My concern is the unity and future of the Party.

I have come to the conclusion that silence is not always golden. I am therefore, humbly appealing to the general membership of the Patriotic Front to calm down and be patient for a little while. I am alive to the frustrations, grievances and anger that many of the general membership of the Patriotic Front are feeling. I agree that members have every right to complain and demand answers from the leadership when things do not seem right.

I know that we as a party have got problems and we must face them and deal with them together. I accept and believe that we as the Patriotic Front Party have the best members because our members have fought for the party and given it all they have without complaint and without revolt. This we must applaud as leaders and take responsibility for the unhappiness of our members because they as members have played their part repeatedly and it is we the leaders who must reciprocate.

That being said, I am appealing to the general membership, especially our youths to take a “Michael Sata Chill Pill” and reflect. During this reflection period let us please allow the leadership an opportunity to attend to the concerns that the membership has raised and brought to the fore over the last few weeks.

In view of the foregoing, it is now my humble appeal to His Excellency the President Mr. Edgar Chagwa Lungu to sanction my call for a leadership/membership indaba. The purpose for this important gathering is to bring together

# Central Committee

# Parliamentary representatives

# Women’s representatives

# Youth representatives

# Party stalwarts

# Special groups representatives

# Any other groups that may be deemed necessary.

Whereas it is my earnest belief that the indaba is an urgent opportunity, I am alive to the time of and season of the year and therefore propose the weekend of 12th/13th and 14th January 2018 as the feasible earliest time for such an indaba.

Further, I earnestly besiege the President’s indulgence that a steering committee to spearhead the indaba be constituted; comprising, The Party Secretary General Mr Davies Mwila, The DSG Madam Mumbi Phiri, The Women’s Chairlady Honourable Jean Kapata, The Youth Chairman Honourable Steven Kampyongo, 2 Members of Parliament, The Media Director Mr Sunday Chanda, Colonel Panji Kaunda, Mr Mumba Kapumpa SC and I, including any other persons the President may deem necessary to be part of such a committee.

It is my sincere hope that I have caused no offence and truly hope and pray that the proposed indaba can and will help bridge the gap between the leadership and the general membership.

It is my sincere submission that the President sanctions this indaba.

May the good Lord bless us all.

Sincerely,
Kelvin Fube Bwalya – KBF

Incoherent Statements from Government on the Impounded Mukula Timber Depressing- Green Party

As the Green Party, we are extremely depressed by incoherent statements coming from government officials on the export of mukula logs laden in the 21 containerized trucks impounded three days ago by youths claiming to be PF members are extremely depressing.

First of all, we are alive to the statement made by the Minister of Lands Jean Kapata in July this year when she informed the nation that Government has banned harvesting, transportation, trading and export of Mukula tree in accordance with Statutory Instrument number 94 of 2015.

We are also alive to the statement by the same Minister when three days ago she informed the nation that all illegal cargoes of Mukula logs that have been seized and forfeited to the State will be auctioned. Meantime, Defence Permanent Secretary Stardy Mwale says ZAFFICO has been mandated by government to export the illegally harvested and confiscated mukula logs to China. So, between the minister responsible for forest management and the permanent secretary responsible for defence, who is telling the nation the truth?

The minister responsible for management says the ban for harvesting, transportation, and trading in Mukula logs for export is still in force, while the permanent secretary responsible for defence says the 21 containerized trucks which ZAFFICO was transporting from Lusaka to Chirundu and from Mporokoso to Chirundu is for export to China? So, between the minister responsible for forest management and the permanent secretary responsible for defence, who is telling the nation the truth?

If, policy and law on the ban for harvesting, transportation, and trading in Mukula logs for export has been lifted without knowledge of the minister responsible for forest management, what lawful criteria was used government or ZAFFICO to select the buyers in China? Why China? Why not anywhere else in the world? Has any payment been made? How much is involved? When was the payment done, and in whose favour? Was there any tendering according to the law? Was the auction in accordance with the Laws of Zambia? When were the adverts placed in the Government Gazette, and other public media?

Clearly, the whole episode is depressing and stinks of corruption and other illegalities. Sadly, the Anti-Corruption Commission and other agencies responsible for combating economic and financial crimes are too compromised to credibly investigate the matter.

Kalaba explains why Zambia decided to be absent on the crucial Jerusalem vote

Foreign Affairs Minister Harry Kalaba
Foreign Affairs Minister Harry Kalaba

Minister of Foreign Affairs Harry Kalaba says Zambia has always advocated for a two state solution to the Palestine and Israeli challenges.

Mr Kalaba said that it was normal procedure for a country to abscond from voting on a proposed motion at the United Nations, as doing so is expressing a vote in itself.

Mr Kalaba said Zambia would like to see a peaceful settlement of the impasse between Israel and Palestine.

He said Zambia enjoys cordial relations with both Israel and Palestine adding that both countries have Ambassadors resident in Zambia.

Mr Kalaba also said Zambia being a Christian nation understands and values the important role that Jerusalem plays in the Christian faith, as well as its importance to the people of Palestine.

He said Zambia was not the only country but was amongst the 35 who absconded on the vote to move the capital of Israel to Jerusalem.
And Mr Kalaba called for unity amongst Zambia as the country goes into a new year.

He says Zambians must work at that which united them and avoid that which divides the country.

In his message of love and unity in the Nation, Mr Kalaba said time had come for Zambians to push differences aside but work for a common good and develop the Country.

He was speaking at Bole International Airport when he transited from France.

Mr Kalaba was received by Zambia’s Ambassador to Ethiopia Susan Sikaneta and newly appointed Minister Counsellor John Chanda Chisanga.
