President Lungu calls for investigations on the fire tenders

President Edgar Lungu says those with evidence or any useful information about fire tenders must come forward and those charged with the responsibility to investigate must show interest in the matter.

“There has been an outcry about the recently acquired fire trucks and I think that those charged with the responsibility to investigate must show interest in the matter”

Speaking when he addressed Zambian’s Living in the United State of America at Salvation Army International Social Justice Commission in New York yesterday, President Lungu charged that he is not corrupt and will not be intimidated by accusations of corruption as he carries out his duties.

“I know also that whenever a tender is given to one person the other loser raises questions, but since there is a lot of protests over this one those with information of wrong doing must come forward” President Lungu said.

The film is scheduled to be released on October 20, 2017 by Lionsgate.

UNZA students develops density controlled traffic system prototype

A University of Zambia student studying computer science at main campus has developed a density controlled traffic lights prototype as part of the efforts to locally come up with a smart traffic control system that can dynamically control changing traffic density.

The density controlled traffic lights system works more like the traffic control police who come in handy when different routes on the road have got different traffic densities.

The system works by counting traffic on all routes and dynamically assigns appropriate time slots to each route to avoid unnecessary delays. The prototype can also display the number of incoming and outing cars on a display. The system was designed to replace traffic lights which use static hard programmed times which are not smart enough to detect at any given time the status of traffic on the road.

The student identified as Mike Mudimba plans on adding more features to the system such as production of real time traffic statistics that can be displayed by motorists on their mobile devices, this will aid motorists navigate through traffic. The system may also come in handy in case of emergencies such as creating paths for Ambulances or government motorcades.

The computer science student has further called for funding to enable the full testing and production on live environment.

“We know similar technology exists in first world countries but there is no need to import something we can locally produce. We need to start supporting our own ideas and products”.

U.S. President Donald Trump was met with silence from African leaders Wednesday when he tried to congratulate them for the economic progress the continent has made.

“Africa has tremendous business potential. I’ve so many friends going to your countries, trying to get rich,” Trump told them at a luncheon Wednesday in New York, according to CNBC. “I congratulate you. They’re spending a lot of money,” he said.

Trump reportedly paused for laughter or applause, but none ensued.
The suggestion that wealthy Americans might be trying to enrich themselves in Africa would have been a sensitive one at the event, given that African labor and natural resources were subjected to centuries of European and American exploitation in the colonial era, including during the trans-Atlantic slave trade.

“For American firms it’s really become a place that they have to go — that they want to go,” Trump continued, noting that six of the world’s ten fastest-growing economies are in Africa.

Most U.S. ambassadorships to African nations remain unfilled at this point, CNBC reports, even though all Obama-era appointees were recalled prior to Trump’s inauguration in January. This means that a majority of countries in Africa cannot conduct diplomacy with the U.S. through an ambassador.Trump also appeared to have referred to Namibia as “Nambia” in his speech, at one point saying that “Nambia’s health system is increasingly self-sufficient.” A transcript of the speech from the White House confirmed that Trump was indeed referring to Namibia.

The Ministry of Information and Broadcasting Services says it has procured some tablets meant to help in the newly established Electronic Cabinet System ( ECS ).

Ministry of information and Broadcasting Services Director for Planning and Information Beaton Kaluba says as one of the facilitators for the ECSs, the Ministry has so far purchased three electronic tablets.

In an interview with ZANIS today, Kaluba said the E- Cabinet System will enable the Ministry give advice to the minister on cabinet issues and get her comments electronically.

Once the process is fully implemented, it will be rare that cabinet will have to sit physically for its sessions, the Director added.

The introduction of the E-Cabinet System will also enhance the Green economy in that the gases that are emitted through toners from computers during the printing process will lessen.

however said that the paperwork system will not be phased out completely as it still supports the electronic system.

Mr Kaluba has noted that despite the E-cabinet system being prone to cyber high jacking, it is more efficient and government will find means of ensuring security of confidential documents.

And the Director has disclosed that in line with the E- Cabinet System, the Ministry in the 2018 budget is in the process of purchasing equipment for ZANIS in all districts to ensure easy processing of Data and for information to be submitted easily.

Lusaka businessman arrested for obstruction-Immigration

The Department of Immigration in Lusaka says a total of forty four persons around the country were arrested between 15th and 18th September, 2017 for various offences.

Among the arrested are foreign nationals including Peter Kashala (39), a Zambian businessman of house number 2727, Libala stage 4, who was on 18th September, 2017 arrested and charged with offence of obstructing immigration officers in the execution of their duties, contrary to section 53 of the immigration and deportation Act, 2010.

The department said that Kashala Peter on 13th September 2017 at around 14:00 hours while working with his wife and other unknown persons, did obstruct Immigration Officers from arresting a female prohibited immigrant on the premises of house number 2727 Libala stage 4, Lusaka District.

Mr. Nshinka said the suspect is currently detained at Lusaka Central Correctional facility pending prosecution, the department is pursuing the suspect’s wife who is currently on the run.

This is according to a statement availed to ZANIS in Lusaka on Wednesday by the Immigration Department Public Relations Officer Namati Nshinka

Meanwhile 19 foreign nationals from Congo, Burundi, Malawi, Zimbabwe and Tanzania around the country, were arrested for unlawful stay and seven for unlawful entry and five others were arrested for engaging in employment without permits while 6 Ethiopians were arrested for failing to appear before an immigration officer upon entry.

He said that during this period, the department secured a total of ten convictions.

They include those of three Burundians in Mpulungu who were convicted for offences of unlawful entry and unlawful stay. They were each sentenced to pay a fine of K900 or in default six months simple imprisonment for unlawful entry and K800 or in default six months for unlawful stay.

He also said that similarly, in Chingola, a Congolese couple was convicted for similar offence. The husband was sentenced to pay a fine of K8, 000 or in default two months simple imprisonment, while the wife was sentenced to pay a fine of K200 or in default two months simple imprisonment among others.

He added that in the same statement that other court outcomes in Katete, two Malawians were convicted for unlawful entry. Two were each sentenced to pay a fine of K1, 500 or in default six months simple imprisonment.

He also added that One was sentenced to pay a fine of K3000 or in default twelve months while the fourth person was sentenced to pay a fine of K3, 000 or in default six months simple imprisonment.
He stated that in Chinsali one, Tanzanian was convicted and sentenced to a fine of K1000 for unlawful stay.

He also stated that the Department removed twenty nine illegal immigrants from the country and deported one. Meanwhile in Chingola one Chinese national was deported from Zambia.

The department have noted with concern an upswing in incidences of obstruction, particularly by Zambians. Obstructing an immigration Officer is a serious offence which is punishable by law.

He however urged for the total cooperation and support from all citizens and residents in order to effectively rid the country of illegal migrants and contribute to internal security.

The second International Scientific Laboratory Expo held under the theme” “Accurate Laboratory Testing’’ has been opened in Ndola on the Copperbelt province.

The event is designed to showcase how scientists play a greater role in accurate laboratory testing.

ZANIS reports that Ndola Mayor Amon Chisenga who officially opened the Expo said the event would present a prestigious platform for both local and International Exhibitors to network and exchange concepts on how to enhance accurate laboratory testing.

Mr. Chisenga said Government recognized that accurate Scientific Laboratory Testing was fundamental for the country as it promoted Instrumental Analysis, Biotechnology and Quality Assurance among other things which provide a basis for the development of scientific methods.

He noted that the platform would also avail an opportunity for business entities dealing in scientific laboratories and related fields to create business partnerships and learn new initiatives that can accelerate growth in scientific knowledge.

Mr. Chisenga commended the Zambia International Trade Fair (ZITF) for hosting the event.

He also commended Scientific Laboratory Expo organisers for the role it was playing in promoting accurate laboratory testing as a way of improving scientific expertise in the country.

And ZITF Acting General Manager Moses Chitoshi expressed gratitude to the Scientific Laboratory Expo for selecting Trade Fair to host the event.

Mr. Chitoshi said the event was a milestone for ZITF as it tried to fulfil its strategic plan of hosting various activities off the Trade Fair period.

He said Trade Fair was looking forward to partner with all sectors of the economy in promoting activities that were economically viable and would only be done by hosting specialised Shows like the Scientific Expo.

Reaffirming Zambia’s commitment to international cooperation to address the challenges facing the planet, the country’s President today called on world leaders to come together and act boldly for the sake of the shared future.

“In this globalized and inter-dependent world, no country, however wealthy or powerful, can resolve all these challenges single-handedly,” said President Edgar Chagwa Lungu, addressing the general debate at the 72nd session of the General Assembly.

“Common solutions are, therefore, required through a strong United Nations,” he added.

In particular, he noted the challenges brought on by the impact of climate change – intensified through the increase in natural disasters – and how future generations remain most vulnerable out of no fault of their own.

Underscoring the importance of UN in addressing challenges in an interlinked and interdependent world, the Zambian President called for reforms, in particular to the Security Council to make the Organization more effective and efficient.

The Security Council needs to be more representative, democratic and accountable to all UN Member States, he said, adding that as Africa constitutes the second largest bloc of the UN Membership, proposals to reform the Council “should heed Africa’s legitimate call.”

Also in his remarks, President Lungu noted important gains registered by the country, based on both the African Union 2063 Agenda and the global 2030 agenda for Sustainable Development and that the agendas have been integrated into the national development planning framework. He also spoke of improvements in agriculture, employment generation, manufacturing as well as on deepening of democracy, rule of law and human rights.

“Zambia continues to make tremendous strides in the campaign to end child marriage [and] we are also repealing a number of discriminatory and outdated statutes related to children [to make it compatible with] the provisions of the Convention on the Rights of the Child,” he said, urging everyone to concentrate on efforts to protect children and youth.

As a member of the United Nations and a State Party to the Treaty on Non-Proliferation of Nuclear Weapons, Zambia supports calls from the international community for nuclear disarmament and subsequently urges the Democratic People’s Republic of Korea not to engage in provocative acts but to participate in the denuclearization of the Korean Peninsula.

The Republic of Zambia, therefore, calls on the Democratic People’s Republic of Korea to abandon its nuclear programmes and comply with the respective resolutions of the United Nations Security Council

Vodafone Group Plc is preparing a bid for a new mobile-phone license in Zambia that will enable the U.K. company to add voice services to its data product in the southern African country, according to a person familiar with the matter.

Winning the auction would give Newbury, England-based Vodafone a way of expanding Zambia operations run by local partner Afrimax, said the person, who asked not to be identified as the company hasn’t made its intentions public.

The successful bidder would be competing with Johannesburg-based MTN Group Ltd, the country’s market leader with more than 48 percent market share, India’s Bharti Airtel Ltd and state-owned Zamtel.

The government has given the green light to Zambia’s telecommunications regulator to start the process of awarding the country’s fourth mobile-phone license, Transport and Communications Minister Brian Mushimba said on Monday.

The new operator could be in place within a year, he said.

The impending auction represents a rare opportunity for international mobile-phone companies to expand in a growing African market without making an acquisition.

Zambia, Africa’s second-biggest copper producer with a population of more than 16 million, had 12.4 million active mobile subscribers at the end of June, 10 percent more than a year before, according to data from the finance ministry.

“At an appropriate and opportune time, Vodafone Zambia will make a comprehensive statement,” Vodafone Zambia spokesman Mukuka Mulenga said in emailed response to questions.

Vodafone operates in Africa mainly through majority ownership of Johannesburg-based Vodacom Group Ltd., MTN’s cross-town rival.

It retains a standalone business in Ghana, while Afrimax also operates a Vodafone-branded data provider in Cameroon.

EPP President Chilufya Tayali has come out in support of the Tender for the Purchase of the 42 Fire Trucks. In a statement released to the media, Mr Chilufya said that said that the public was being unfair, unreasonable and unpatriotic to demonize Zambians involved in this tender.

Mr Tayali also took a swipe Former Information Minister Chishimba Kambwili who he described as a very frustrated man failing to handle his dismissal from Govt in a manner that a mature politician ought to, and deliberately misleading the public, taking advantage of their naivety.

PRESS STATEMENT ON THE PROCUREMENT OF 42 FIREFIGHTING TRUCKS AND THE CONSTRUCTION OF LUSAKA – NDOLA DUAL CARRIAGE WAY

We are deeply concerned with perceived naivety in many of our citizens who seem to be easily cheated by unscrupulous politicians.

For a long time, we have been cheated into trusting or believing the very people that have brought us misery simply because they have changed their political affiliation. They ride on our miseries by promising us heaven which they failed to give us when they were in power.

We have the same politicians going in and out of Govt on different political ticket and we expect different results. They keep changing the language, depending on where they are, yet we believe them because of our naivety.

A good example is Chishimba Kambwili who was recently fired and expelled from PF. When Kambwili was in Govt he tormented, us as he defended everything and everyone in Govt to an extent of being tribal and disrespectful to anyone who opposed Govt. But today, Kambwili wants to ride on our naivety and miseries to get back into power.

As EEP we find it hypocritical that Chishimba Kambwili would call for the arrest of all the people in Govt when he was part and parcel of the same Govt for over 5 years. Most of the transactions that Kambwili is hypocritically criticizing were initiated and approved when he was in Govt.

If Kambwili was a principled man, as he wants to pretend to be, he would have resigned and told the nation about the corruption going on in PF. He did not have to wait until he was fired and expelled to stand with the poor Zambians.

We are not here to defend corruption, neither are we stopping anyone, including Kambwili, from speaking out against corruption, but we are warning citizens against immoral politicians who want manipulate them to get back into power.

One of the priorities of EEP when we come into power is to fight corruption, but with integrity, justice, fairness and patriotism, but, we will not go to bed with anyone wolves in sheep skins, in the name of fighting corruption.

In the meantime, as we are in opposition, we want to provide checks and balances to the PF govt, but we want to do this in reasonableness and objectivity. We will always stand for the truth without fear or favor. At the same time we will not allow our citizens to be taken advantage of by hypocritical politicians regardless of their political affiliation.

Having said that, we want to tell the nation, what we know about the two Govt tenders, involving the fire fighting trucks and Lusaka-Ndola dual carriage way. We urge citizens to put aside their political emotions and be reasonable and objective in looking at these two issues, as we have done.

WHAT DO WE KNOW ABOUT THE 42 FIRE FIGHTING FIRE TRUCKS?

This issue came to my attention whilst working at The Zambian Voice (ZV), as a report of corruption in the tender process in 2016, though the tender was floated in 2015. We were told that, Govt had award a contract to Grandview to supply fire fighting machines at an exorbitant price of USD$42 million.

Through ZV, we did a verification and confirmed the reports. Confidentially, we reported the matter to Anti-Corruption Commission ACC. The tender was halted by ACC pending investigations, but it was later cleared to have been correctly awarded to Grandview.

What came to light in that investigation was that, one of the former senior Ministers was behind one of the companies that bid for the tender and he wanted to be favored.
It was this former minister and his company that started leaking information to the public to incite them against Govt and that is how we also came to know about it. This former minister acted so shrewdly, that he is not on the list of shareholders on the company that bid, and they used proxies to leak information, therefore, our hands are tied to mention either the names of this former minister and the company, suffice to say, we know him.

Nonetheless, what we should put our mind on, is the price and justification of the firefighting trucks.

From our point of view, we find the price reasonable and justified according to our needs, though our economy is small for such an expense.

A simple search online on how much a firefighter truck costs, will easily reveal to anyone that, a basic entry is about USD$300,000 going up to more than one million dollars.

“The short answer is depends on the truck. The three most common fire trucks would be a pumper/engine truck, a ladder truck, and a wildland truck of some sort. Specialty trucks like a heavy rescue or hazmat truck would be common also. There are two costs with fire apparatus, the cost of the vehicle and the cost of the equipment that truck carries.
So a fire engine depending on class could be under $1,000,000, whereas a ladder truck could cost up to $300,000 and that is with both trucks unequipped. Adding equipment from basics like hoses to hydraulic extrication tools may add another $50,000 to $100,000. It all comes down to what the department ordering a new (not used) truck wants and what functions they want that piece of equipment to perform.”

Wow, that’s almost like asking how much does a house cost. A basic engine (one that pumps the water, which is what most civilians think of as a “firetruck”), starts around $300,00 – $400, 000 USD and goes up from there depending on extras. A ladder truck starts around $700,00 and escalates from there. A crash truck used at airports can go from $750,000 to 1.5 million dollars. None of these prices include the equipment that goes on the rig – that can ad another 100,000 to $150,000 to the cost.

Some of the specifications on the order included:
1. Different forms of Fire fighting, such as gas, water, or chemical form
2. High tech pump
3. Type of truck which is fast, lean but able to carry a huge volume of water or other forms of fire fighting, self recovery in poor terrains, etc
4. Longer pipes and stronger pipes to navigate barriers.

Our estimations are that, the firefighting trucks could have costed the suppliers between USD$800,000 –USD$850,000 to supply which should have given them about USD$150,000 profit.

In all fairness and reasonability, a person who spend 800 – 850 thousand dollars to supply goods, deserves profit and 150 thousand dollars is in order. If that supplier is even Zambian, we say, thank God, because the money will be within Zambia other than foreigners who take the money away.

We, therefore, feel, the public is being unfair, unreasonable and unpatriotic to demonize Zambians involved in this tender. We should rather, be happy that the price is okay and the tender was given to Zambians. As a party, that is what we want, we want Zambians to be in-charge of this Country and take priority in awarding of Govt contracts at reasonable price and efficient delivery.

We urge the fire departments who have received the firefighting trucks to use them properly and efficiently, knowing the cost of these valuable assets.

LUSAKA – NDOLA DUAL CARRIAGE WAY

Coming to the road the Lusaka-Ndola road dual carriage we find those citizens, especially Mr. Kambwili, who was part of the Govt when this road was being discussed and promised to the people, as being unreasonable and counter-productive based on the fact that, they are being speculative on the cost of road and what it is coming with.

On the part of Kambwili, we find him to be very frustrated and failing to handle his dismissal from Govt in a manner that a mature politician ought to. Kambwili is deliberately misleading the public, taking advantage of their naivety.

Firstly, the road is not 321km, which is the distance between Ndola and Lusaka, but 812km because in includes 45km from Masangano turn off to Luanshya roundabout, Kabwe by pass of 20km and Kapiri Mposhi by pass of 20km all of which are dual, therefore it is multiplied by two.

If you literally divide 812 into 1.2 Billion you will find that the road is costing about USD$1.478 million per kilometer.

But since the road is coming with a bridge at Mulungushi University, Toll plazas, Transit Hotels, Service stations, Weigh bridge, Office space for RDA, among other infrastructure, you may take away an assumed 30% from the total cost which will give you USD$840,000,000.00 as the total cost.

If that total cost is divided by the total Kilometers we can estimate the road to cost at about USD$1 million for kilometer.

If you compare the cost of roads in the region and world over, one would find that most of the 2 lane highway roads cost over one Billion dollars http://blog.midwestind.com/cost-of-building-road/). Therefore, we should not cry foul over the cost of USD$1.2 Billion. Besides, that, this road is highly progressive, looking at so many deaths that have occurred on the same road. The road is also one of the most economic value in the Country.

It is also one of the best deals because the road is being constructed by China using their money, and it will pay itself through tolling over a period of 17 years.
While we are worried of Zambia’s debt stock, this is a commendable project which Zambians, irrespective of their political affiliations, should commend.

CONCLUSION

It is clear from our point of view that many citizens do not take time to interrogate information given to them, they tend to be naïve and thereby falling into the trap of unscrupulous people to exploit them not only politically but economically and emotionally.

This attitude is very dangerous on an individual level as well as at a national level.

Immoral politicians are taking advantage of electorates by singing all louder against corruption, yet they have enriched themselves by the same corruption, but since they have fallen out of favor of the power that be, they want to pretend to be fighting for the poor.

If these unscrupulous politicians care so much about the poor, how come they are so rich, while most of Zambians are poor?

We urge all Zambians to woke up and see politicians for who they are, by looking at what they have done in the past, especially if they were in Govt, otherwise they will keep on manipulating them.

Let us support what is good and condemn what is wrong regardless of where it is coming from, including the party in power albeit being in opposition.

Over and above, let us be patriotic and support each other as Zambians, we should not be quick to throw mud at our fellow Zambians regardless of their political affiliation or support. We get nothing in bringing others down, but we stand to gain if we promote or support other Zambians.

Standard Chartered lends Zambia $134 million to finance roads

Zambia borrowed $134 million from Standard Chartered Plc to help fund the road sector, according to a finance ministry official.

The borrowing plan was included in the 2017 budget, Mukuli Chikuba, permanent secretary at the finance ministry, said in a text message on Tuesday.

The loan is the second that Standard Chartered has arranged for the government since a $450 million syndicated loan in the first half of 2016.

Five new loans worth $296 million were contracted in the first half of the year, according to the ministry’s mid-year economic review.
The country’s external debt grew to $7.4 billion by the end of June, the report shows.

Zambia, Africa’s second-biggest copper producer, is in talks to secure a $1.3 billion loan from the International Monetary Fund and plans to present an economic program to the lender’s board by year-end.

Nkana Constituency Member of Parliament Alexander Chiteme has charged that former Information and Broadcasting Minister Chishimba Kambwili is a resentful, greedy and corrupt politician who does not care about the marketeers’s plight in the country.

Chiteme who is also the Deputy Patron for the Presidential Marketeers Empowerment Initiative Fund says Dr. Kambwili was irrational to be inquisitive about the source of the funds after the ruling party dislodged him over gross indiscipline.

Chiteme has since dared Dr. Kambwili to meet him so that he can be unveiled with records regarding the source of the money Marketeers are receiving.

“Chishimba Kambwili is a resentful, greedy and corrupt politician who does not care about the marketeers’s plight in the country” Chiteme said

And Chiteme snubbed United Party for National Development (UPND) Vice President Geoffrey Bwalya Mwamba for branding the Patriotic Front (PF) corrupt relating to the construction of the Lusaka-Ndola Dual Carriageway.

Chiteme said Dr. Mwamba is ignorant about what it takes to construct roads in Zambia and has no relevance to Zambia’s politics which the UPND has since regretted.

The UPND vice president last week in a statement said the construction of the Lusaka-Ndola Dual Carriageway was a contract scandal because initially the road was to run from Livingstone up to Solwezi.

Patriots for Economic (PeP) President Sean Enock Tembo says Finance Minister Felix Mutati’s statement that the economy has stabilized is theoretical because the levels of unemployment in Zambia are shocking.

Mr. Mutati during the launch of the Economic Stabilization and Growth Programme 2017 -2019, Zambia plus, the 2018 -2020 medium term expenditure framework and the 2017 midyear economic report said the country’s economy has stabilized, affirming Zambians will soon see an improvement even in the inflation rate.

In an interview this morning, Tembo said Zambia’s economic improvement is farfetched because prices of essential commodities have also kept on hitting the roof.

“Mr. Mutati’s claims that the economy has stabilized is theoretical because the levels of unemployment in Zambia are shocking” Tembo said

And Green Party President Peter Sinkamba has criticized Finance Minister Felix Mutati’s statement that the economy has improved.

Mr. Sinkamba cited the closure of some banks in the country as an indication that the economy has shrunk.

“How can he claim that the economy has stabilized when banks are closing in Zambia” Sinkamba asked
