Chinese Agriculture Minister Encourages Zambian Farmers to Boost Soya Bean Production for Export

The Chinese Minister of Agriculture, Tang Renjian, has extended a call to Zambian farmers, urging them to ramp up their cultivation of soya beans with the intention of exporting the produce to China. Minister Tang assured Zambian farmers of a guaranteed market, emphasizing that China is eager to purchase substantial quantities of soya beans, regardless of the volume.

Minister Tang conveyed that Zambian farmers need only to prepare their land and engage with experts from the Agricultural Technology Demonstration Center (ATDC) to ensure successful cultivation. He acknowledged the impressive operations of ATDC and indicated the center’s commitment to employing advanced equipment to enhance its delivery of services.

During his visit to the ATDC in Chongwe, Minister Tang, accompanied by Zambian Agriculture Minister Reuben Mtolo, highlighted China’s reliance on imported soya beans as a staple food item, emphasizing the potential for a mutually beneficial trade partnership.

Agriculture Minister Mtolo expressed the government’s willingness to collaborate with ATDC in fostering increased soya bean cultivation for export. He also appealed for support in conducting soil mapping, a crucial step in optimizing crop growth.

Minister Mtolo underscored the importance of joint ventures, suggesting the involvement of Chinese experts equipped with irrigation and other necessary equipment to aid in achieving a globally significant level of soya bean production in Zambia.

Additionally, Professor Annie Sikwebele, Acting Vice Chancellor of the University of Zambia, lauded ATDC’s efforts in establishing an efficient management system to cater to the agricultural needs of the Zambian farming community.

Former 400-meter World champion Samuel Matete has offered advice to Zambians, advocating for the transformation of sports into a viable business industry. Matete emphasized that with proper management, the sports sector holds immense potential to tackle unemployment challenges in the country.

As the first Zambian to achieve a world record in athletics, Matete stressed the importance of nurturing young talents from an early age by promoting sports in schools. He made these remarks during his participation in a fundraising fun run organized by the alumni of Mpongwe’s Ibenga girls secondary school. The event, held at the Raven Country club in Kitwe, aimed to raise funds for the construction of a modern kitchen for the dilapidated school.

Matete highlighted the evolving landscape of sports, noting that it has become a lucrative industry capable of absorbing numerous youths, thereby positively contributing to the nation’s economic growth.

Chairperson of the Ibenga girls’ fun run fundraising initiative, Mwaka Siluonde, expressed gratitude to Matete for his significant support. Siluonde, a former pupil of Ibenga girls, explained that the fundraising drive targets 1.2 million kwacha to revamp the school’s kitchen facilities.

Headteacher of Ibenga girls secondary school, Sister Estella Kasonde, lauded the consistent efforts of the school’s alumni in organizing sporting events. She highlighted the potential impact of the new kitchen, explaining that it would enhance efficiency and hygiene standards for the school.

Facilitate for easy acquisition of land for public workers -Katambi

North-western Province Permanent Secretary Gladson Katambi has urged the council in Mufumbwe district to facilitate the easy acquisition of land for public service workers.

Speaking when he addressed Civil Servants in Mufumbwe district, Retired Colonel Katambi said this helps them adequately prepare for retirement and curb destitution and lack of proper accommodation.

The Permanent Secretary said public service workers have limited time to do other things hence the need for the council to expedite processes for them to acquire land in the district.

“These guys spend most of their time in the offices, so Sir there must be a deliberate policy like I am telling your friends where you have new land give them an opportunity to also acquire land”.

Meanwhile, Mufumbwe Town Council Chairperson Lemmy Masiye says the local authority has committed to ensuring that civil servants are given an opportunity to acquire land.

Maiko Zulu Encourages Fred M’membe Amid Arrest Controversy”

Activist and musician Maiko Zulu has advised Socialist Party President Fred M’membe not to be afraid following his recent arrest and detention in police custody.

Police in Lusaka last week arrested and charged M’membe for the offence of Libel Contrary to Section 191 of the Penal Code Act Chapter 87 of the laws of Zambia

Police further warned and cautioned Dr. M’membe on an alleged offence of Communication of certain Information contrary to Section 4 Subsection 3 of the State Security Act Chapter 111.

But Zulu said he expected Dr. M’membe and the Socialist Party to have a rough ride under the UPND regime.

“When Zambians changed government in 2021, there was relief following the handing back of Prime Television broadcasting license which was suspended by the government. This was done through a welcomed public pronouncement by the Head of State Mr Hakainde Hichilema.However, the olive branch extended to Prime TV fell short of reaching The Post Newspaper which was earlier closed under the Edgar Lungu rule,” Zulu said.

“It was clear from then that Dr Fred M’membe and the Socialist Party were going to have yet another rough ride under the new regime and that is why it’s not surprising today that M’membe seems to be perceived as an ‘enemy of the system’ who risks facing a lot of trials outside the Courts,” said the reggae music specialist.

Dr. M’membe’s arrest is in connection with some statements he publishes on his Facebook page.

“With intent to defame, did publish an article and circulated it on social media to say that fired cop dies of depression and further did allege that the deceased Mr, Moses Kabamba a retired Assistant Commissioner of Police who was a Divisional Criminal Investigations officer for North-Western Division, had risen Blood pressure and died after he heard that the Deputy Inspector General of Police for Operations, Mr, Milner Muyambango had refused to obey instructions given by the Solicitor General Marshal Muchende, to introduce back on the payroll, retired police officers as a way to have their matter settled out of court.

The suspect has been detained in custody and will appear in court soon,” read a police report issued by spokesperson Rae Hamoonga

Chamber of Mines promotes First Aid for safety

The mining industry’s safety record has raised alarm bells, with 12 fatalities and 14 perilous accidents reported by the Ministry of Mines by June. Paul Kabuswe, the Mines and Minerals Development Minister, voiced deep concern over the surge in accidents compared to the previous year. He issued a stern call to stakeholders and mine operators, stressing the urgency of prioritizing worker safety and adhering unwaveringly to mine safety protocols.

Kabuswe highlighted the role of the mining sector, represented by the chamber, in setting an industry-wide example that instills confidence in safe mining practices.

Speaking at the 16th Intercompany Mining First-Aid Competition in Kalumbila District, Kabuswe commended participants for their remarkable first aid skills and stressed the intrinsic link between a secure workplace and healthier, more productive employees. He underscored the broader impacts, including contributions to sustainable development and a favorable industry reputation. He reiterated his message from the previous year, asserting, "Occupational health and safety is not negotiable! We all have a responsibility to guarantee the safety and health of our workforce.

FQM Trident Mining Limited was lauded for hosting the event, under the theme Learn First Aid You Never Know When You Need It. Chamber of Mines President Godwin Beene echoed Kabuswe’s concerns, emphasizing that non-affiliated mining operations were responsible for the majority of fatalities. Beene urged the Ministry of Mines to engage these companies with the Chamber of Mines, providing access to vital safety programs.

The 2023 Intercompany Mining First-Aid Competition showcased over 20 teams, with Lubambe Copper Mine Support Services securing the top position with an impressive 76.93%. KCM Geology followed closely in second place with 75.75%. Teams from Mopani Copper Mine and KCM Nchanga mine secured third and fourth places, respectively.

Chamber of Mines President Beene’s call for collaboration echoed, as he urged the integration of non-affiliated mining operations into safety initiatives. The competition celebrated the dedication of high-performing teams to safety and emergency response. Kabuswe’s message resonated throughout – ensuring safety is a collective responsibility that leads to a healthier workforce, increased productivity, and a more resilient industry.

Profiles of Nation-States

In this article, let us consider the different kinds of nation-states identified in the literature as being characteristic of countries in much of the developing world, and in some industrialized nations as a matter of fact. These are:

1. The Patrimonial State: A nation-state in which government leaders treat the state as their own piece of property;

2. The Predatory State: A nation-state in which government officials look upon the citizenry as prey for their rapacious greed;

3. The Shadow State: A nation-state that is generally characterized by informal political networks and a weak national economy;

4. The Collapsed State: A nation-state in which common people are generally left to their own devices while government officials revel in conspicuous, state-financed luxury, and government officials meddle in the disbursement of public welfare assistance to gain political leverage or achieve partisan objectives;

5. The Repressive State: A nation-state where government officials impose sufficient repression to keep their political opponents weak and maintain their own power, while adhering to enough democratic formalities that they might just pass themselves off as democrats;

6. The Criminal State: A nation-state where the government is oblivious to crimes committed by government leaders and the elite, and where government officials and the elite are engaged in criminal activities, such as corruption, money laundering, drug trafficking, and/or human trafficking;

7. The Outlandish State: A nation-state where ex-convicts, impostors, conspiracy theorists, tax evaders, and/or election-deniers are either permitted to compete for elective positions or are appointed to positions of authority in the executive, legislative or judicial branches of government;

8. The Deep State: A type of clandestine or shadowy government within the regular government of a country consisting of influential and astute private citizens and elected and unelected government officials who, together, secretly control, manipulate and/or subvert the policies of a country’s national government, the purposes of which may include the pursuit of ideological objectives or corrupt activities;

9. The Shenanigan State: A nation-state where top-level government officials use their offices and positions as means for pursuing their personal goals and interests by engaging in devious, deceptive, mischievous, unscrupulous, and questionable behavior, maneuvers and/or activities;

10. The Cantankerous State: A nation-state governed by a bully-like executive president or prime minister surrounded by cliques of highly partisan lawmakers, bureaucrats and/or ordinary citizens who are inclined to circumvent national laws, constitutional provisions and the national interest in their support and protection of the president’s or prime minister’s parochial and egoistic agenda;

11. The Docile Nation-State: A nation-state where citizens are, by and large, gullible and, as such, are easily duped and hoodwinked by overtly despotic politicians seeking elective positions in government to garner the support of such citizens; and

12. The Propitious Nation-State: A nation-state governed by a clique or ensemble of diligent government officials and which has the following attributes tendered by Kingsley Y. Amoako: the state as a political order, the state as a system of laws, the state as the embodiment of the nation, and the state as the property of the people.

So, which one(s) of the foregoing profiles or characterizations of nation-states fit(s) your country? Zambia, I believe can be said to be a “propitious nation-state.”

Bakala Celebrates Second Coaching Silverware After Charity Shield Victory i

Forest Rangers coach Ian Bakala is celebrating after his side thumped league champions Power Dynamos to win the season opener Samuel ‘Zoom’ Ndhlovu Charity Shield in Ndola.

Last season’s ABSA Cup champions Forest beat Power 3-1 at Levy Mwanawasa Stadium to scoop the Charity Shield on Saturday.

All the goals in the game came in the first half.

Bakala described the Charity Shield triumph as good.

“It is a good thing and I a happy because it is the first time to win it,” Bakala said.

“As a club we have to celebrate this. In my career as a young coach I have learnt a lot that will bring good spirit this season,” he said.

The Charity Shield is named after the late former National Team and Mufulira Wanderers coach Samuel Zoom Ndhlovu.

Zambia Agro-Dealers Association supports E-voucher in the input distribution

Zambia Agro-Dealers Association(ZADA) says the E-voucher system is the most effective way of empowering small scale farmers because it limits the risk of fraud.

ZADA National Secretary Harry Banda says the E-voucher helps ensure that only the rightful beneficiaries access inputs.

Mr. Banda further maintained that the beneficiary farmer is the actual player who is redeeming the collection of farming inputs

“The E voucher is a more direct and transparent form of FISP,” he noted.

Some small scale farmers in Chibefwe agricultural camps have appealed to the government to boost the distribution of farm inputs under FISP by subsidized transportation of the collected farm inputs after the redeeming process.

Veston Lukona said that farmers from far flung travel long distances to complete the procedures involved in the FISP exercise, saying that there is a need to consider subsidizing the transportation of inputs.

“There is a need to fine tune the E-voucher system by engaging transporters to help reduce the costs incurred by farmers in the entire FISP exercise,” he said.

Meanwhile, Mkushi District Agriculture Committee (DACO) Chairperson Leonard Mashaka stated that his committee is making efforts to strengthen rapport with agro-dealers to ensure smooth implementation of FISP under the E-voucher system.

Mr. Mashaka also mentioned that the committee is considering engaging banks to undertake outreach programs to the far flung communities to cushion farmers from incurring high costs of travelling and lodging in the Boma in the FISP related procedures.

According to data obtained from Mkushi District Agricultural Coordination Officer (DACO) Ackim Milimo, 16,101 small scale farmers are earmarked to benefit from the 2023—2024 FISP exercise.

Mwinilungu council directs all devolved govt.functions to report to the council

Mwinilunga Town Council Chairperson Jonathan Chinyimba has directed all devolved government functions in the town to immediately report to the local authority.

Mr. Chinyimba said devolution of some government functions is a constitutional matter which no one should hesitate to implement.

He explained that President Hakainde Hichilema through the central government has done its part to set the devolution process in motion hence there should be no hesitation by any department to move.

Mr. Chinyimba made the directive during the commemoration of the African day of decentralization held at Mwinilunga new market.

“All the devolved government departments have the responsibility to be reporting to the standing committees of the local authority, this is the constitution and no one can run away from that” he said.

Speaking at the same event, District Commissioner Harrison Kamuna said the government understands that commerce and trade requires capital injection hence its decision to decentralize resources to the grassroots through CDF.

Mr. Kamuna said with the increased CDF, Mwinilunga is strategically positioned to greatly contribute to boosting trade in the Africa Continental Free Trade Area due to the huge markets of various products and services in the neighboring Angola and the Democratic Republic of Congo.

“Commerce, trade involves money and the President for example in local government has put money from K1.6 million to K28.3 for people to be involved in trade” said Mr. Kamuna.

Meanwhile, Town Council Social and Economic planner Bental Hanyanga said African day for decentralization and local government week provides an opportunity for the general public to have a close interaction with the local authority.

Mr. Hanyanga encouraged members of the general public to approach various departments at the local authority to learn about services available for them.

This year’s African day for decentralization and local governance has been observed under the theme “Removing the hurdles to free trade dynamic: What are the enabling conditions for the effective participation of African subnational and local governments in boosting the Africa Continental Free Trade Area.

Zambian govt. concerned with the planned SADC truck drivers protest-Tayali

The Zambian government says it is aware of the anticipated and planned work protest by truck drivers using the Zambian route into the Democratic Republic of Congo(DRC) slated for August 15th, 2023.

Information gathered so far indicates that the intended work protest is meant for truck drivers destined for the DRC to boycott entering that country for alleged unfair treatment of the drivers.

In a statement to ZANIS, Minister of Transport and Logistics Frank Tayali says while it is every person’s right to protest when aggrieved, the government is concerned with the disruption to traffic flow that is caused by congestion when such protests are undertaken at Kasumbalesa in Zambia.

Mr Tayali says the government has been therefore, making every effort to ensure that the situation at Kasumbalesa and in the DRC is resolved amicably through dialogue with all concerned stakeholders.

The Minister said In the event that SADC drivers feel strongly or remain compelled to protest, they are requested to ensure that such protests are undertaken in their respective countries and not in Zambia.

He said he does not expect to see any disturbances on the Zambian roads concerning the matter at hand.

Mr Tayali has earnestly called upon the truck drivers’ representatives under COMESA, SADC and EAC to adequately advise their members not to use Zambia as a base to stage any form of such protests.

The Minister further advised the local Zambian truck drivers who may be harbouring such motives to desist from becoming part to the intended work protests but rather submit their grievances with the local authorities through their associations.

Suspect shot in the belly for trying to run away from police custody

A 29 year’s old man who was charge for the offence of aggravated Robbery has been shot in the stomach after he attempted to run away from police custody on his way to court.

Copperbelt Province Police Commanding Officer Peacewell Mweemba has confirmed the incident to ZANIS in a statement.

Mr Mweemba said the suspect was going for a court hearing with his fellow offenders whom he is jointly charged with for aggravated robbery under the guard of a police officer.

He added that the two are jointly charged with others for the Aggravated Robbery which occurred along Kabwe road after they stole a minibus which was in transit.

He explained that the two suspects escaped from lawful custody when they were being escorted to the court cell after appearing for mention at Subordinate Court.

Mr Mweemba narrated that the two accused person’s had appeared a magistrate court for mention and were later committed to High court for further proceedings.

“The two accused person’s where being escorted to the court cells by police officer together with other suspects and on the way they escaped by scampering in different directions and this prompted the police officer to fire two warning shots which led to Lamose Cheswe  to stop running and he was apprehended while Abel Chungu 29 continued running until he was shot from the back.” He explained.

The commanding officer noted that the suspect Chungu sustained a bullet wound on the stomach and he was later rushed to Ndola Teaching Hospital for treatment where he has been admitted under police guard and has described his condition as unstable.

He said, on the other hand, the other suspect, Cheswe has since been taken back to Peter Singongo remand Correctional facility and will officially be charged for the subject offence while the other suspect will equally be charged after he gets discharged from the hospital.

UPND Leadership agree on plan to address Zambia’s pressing needs

The UPND National Management Committee (NMC) held a meeting yesterday during which discussions centered around key actions to effectively respond to the priorities of the people of Zambia.

During the meeting, representatives from the UPND’s NMC and government officials engaged in a constructive dialogue aimed at identifying and strategizing on ways to meet the urgent needs of the citizens. The discussions underscored the shared commitment of both parties to collaborate in order to deliver tangible and meaningful results that improve the lives of Zambians across the nation.

President Hakainde Hichilema expressed his gratitude for the productive conversation and the spirit of cooperation exhibited by all participants. “We are dedicated to working hand in hand to address the priorities that matter most to our people. Our citizens’ well-being and progress remain at the forefront of our efforts,” President Hichilema stated.

While specific details of the actions and priorities discussed were not disclosed, the commitment to a collaborative approach between the UPND and the Government holds promise for the implementation of effective solutions that address key issues facing Zambia.

Kazungula district records cases of Foot and Mouth Disease

Suspected Foot and Mouth Disease (FMD) outbreak has been reported in Sikaunzwe Veterinary Camp in Kazungula district of Southern Province.

This is according to a statement issued by District Veterinary Officer Matthews Mutale.

Dr Mutale said the suspected foot and mouth disease has been reported in Mopani, Kasaya, Simahala, Ngwezi Maalo, Situwa and Nakalezya zone area respectively.

He explained that the disease is highly contagious and infectious and affects cloven animals.

Dr Mutale has notified livestock farmers, cattle traders, abattoirs, butcheries owners, transporters and the general public of the latest development.

“The movement of cattle, carcasses and other livestock products within and outside Sikaunzwe veterinary camp has been banned,” he said.

Dr Mutale has warned of serious actions against individuals that would be found contravening the aforementioned ban adding that such people will face the consequences of the law.

Anthrax breaks out in Nalolo district

Nalolo District in Western Province has received 3,400 doses of anthrax vaccines after the district recorded some cases of anthrax in a few identified areas.

Nalolo District Fisheries and Livestock Officer, Dr Deborah Wambiji said test results that were conducted last week from both Western Province Regional Laboratory and Central Veterinary Research Institute in Lusaka have confirmed the disease out-break.

Dr Wambinji disclosed in an interview  Nalolo that the disease outbreak has been recorded in Shekela, Muoyo, and Nanjucha veterinary camps.

She said treatment and vaccination of some of the affected herds is ongoing after the district received some vaccines from the Ministry of Livestock and Fisheries, adding that other farmers are still organising funds for the activity.

“Some farmers are still looking for funds for treatment because the disease is classified under management disease where the farmer is required to take responsibility for treatment and vaccination,” Dr Wambinji said.

She further disclosed that the district is expecting more vaccines to cater for all the 286 affected animals including those that may contract the disease.

Dr Wambinji has since advised farmers to report any suspected cases of anthrax to the nearby camp officers and avoid eating meat from animals that die suddenly and are not inspected.

“’We have also encouraged affected farmers to separate the sick animals from the rest of the herd and also to restrict movement of their animals to avoid spreading the disease to other villages,” she stated.

 Anthrax is a disease that affects both animals and humans.

Zambia, South Korea to enhance relations

-President Hakainde Hichilema says Zambia can learn from South Korea on how that country has rapidly transformed its economy.

President Hichilema noted that Zambia and South Korea were at par when Zambia gained independence in 1964..

Speaking when the South Korea, Foreign Affairs Minister paid a courtesy call on him at State House, Mr Hichilema said the Asian country has done something different from Zambia which the country can learn from.

“How is it that South Korea has moved so fast, so much over the years when we have not. It means they have been doing certain things correctly. We would like to work together in that sphere,” Mr Hichilema said.

The President called on South Korea to take advantage of Zambia’s good agronomic conditions despite climate change.

Mr Hichilema said there is need for the two countries to collaborate in the area of value addition for multiple sectors.

He said Zambian is keen to learn valuable experiences from South Korea in green energy and electric vehicle manufacturing.

The Head of State proposed a general investment agreement that will explore different sectors.

“I propose we execute a framework investment agreement, if I may call it that allows us to move rapidly to transactions in specific sectors. The  agreement should open up opportunities on all these areas we have talked about including tourism. South Korea is a mature market in terms of tourism, he said.

South Korea Minister of Foreign Affairs, Park Jin said his country is determined to intensify partnership with Zambia in the area of democracy.

Mr Jin said Zambia’s democracy, human rights record and existence of peace is commendable.

He called on Zambia to support South Korea when they host next year’s Summit for Democracy.

“We are very determined to work closely with Zambia to strengthen democracy as we jointly hosted the Summit for Democracy this year. Korea will host the next summit as well, so we hope for continuation of our excellent partnership in promoting democracy,” Mr Jin said.
