Kamanga Says Chipolopolo Coach Search Progressing Well

4

FAZ president Andrew Kamanga says Football House is closing in on the appointment of the new Chipolopolo coach.

FAZ launched a search for the new Zambia boss last month after letting go of interim coach Beston Chambeshi.

Writing in his weekly column, Kamanga said the process of hiring the new Chipolopolo coach is ‘in full swing with key stakeholders fully engaged’.

Kamanga said FAZ hoped to secure a long-term coach for Chipolopolo soon.

“On the national team side of business, we are closing in on the appointment of the senior men’s national team coach. The process is in full swing with key stakeholders fully engaged and hopefully we can have a long-term steward of the Chipolopolo ship in place soon,” Kamanga wrote.

“We are mindful of the urgency of this matter and are giving it our full attention. Our aim is to do better next year for all our national teams,” he said.

Zambia has never had a permanent coach since firing Serbian born coach Milutin ‘Micho’ Sredjovic last July.

Meanwhile, Aljosa Asanovic, who recently served as Chipolopolo technical advisor, is favourite to land the top coaching job.

UPND administration has not backtracked on its campaign promise- Anthony Bwalya

19

Presidential spokesperson Anthony Bwalya has said that the UPND administration has not backtracked on its campaign promise to improve people’s welfare.

And Mr. Bwalya has explained that the removal of subsidies on fuel and electricity will help the government save money to channel towards critical and needy areas.

He has cited areas such as the impending recruitment of thousands of teachers and health personnel.

Mr. Bwalya said that the government needs a bit more time to rectify the situation by dealing with underlying issues such as corruption and the huge debt stock.

He also said that the government will not allow citizens to pay more on electricity tariffs because of structural inefficiencies at ZESCO.

Mr. Bwalya said that the government will ensure the price of electricity is delivered at the optimal cost, adding that the minister of energy has taken note of the concerns of structural inefficiencies at ZESCO which have to be addressed.

Mr. Bwalya was speaking when he was featured on the radio on the phoenix good morning Zambia program.

Mr Bwalya also said that the government has put in place measures that will help to cushion against the anticipated high cost of living on ordinary citizens following the removal of fuel subsidies which subsequently resulted in a hike in fuel pump prices.

Mr. Bwalya said that President Hichilema and government are aware that the removal of fuel subsidies will have adverse effects on ordinary citizens but will in the long run impact positively on the general performance of the economy, explaining that that government has already made tremendous progress in addressing all the economic fundamentals which will eventually ensure that all the loopholes and inefficiencies in the country’s economy are permanently sealed.

Mr. Bwalya is of the view that once the credibility and integrity of the local currency is restored as a result of the new measures by the new dawn government, Zambians should expect a reduction in the cost of living and doing business in the country.

Meanwhile, Mr. Bwalya said president Hakainde Hichilema has made it clear that the country cannot afford any lockdown amid the covid-19 pandemic.

He said this is why the government is calling on the church, traditional and civil leaders to encourage citizens to get the covid-19 vaccine.

Mismanagement of the public service procurement process has potential to cripple government

4

Vice president Mutale Nalumango has said that the mismanagement of the public service procurement process has potential to cripple the government.

Mrs. Nalumango says it is for this reason that the government will continue to explain the public service procurement process for effective management.

She says the success in the management of the public procurement is important because it will assist the government to unlock resources for national development.

Mrs. Nalumango was speaking during the second induction meeting on public service procurement for ministers and permanent secretaries’ in Lusaka.

The vice president said the meeting is part of efforts that are already being put in place to address issues currently affecting procurement where goods, services and works are procured at double or three times the price.

Mrs. Nalumango also urged government officials to ensure they understand the contents of the recently launched market price index by the Zambia public procurement authority(ZPPA).

She said the index is meant to benchmark procurement in individual institutions against an average price to achieve price rationality and value for money.

Mrs. Nalumango said it is unacceptable that the same mistakes should be made in procurement annually adding that the auditor general’s report must be used as a tool to assist in the operations of government.

And acting secretary to the cabinet Patrick Kangwa said the meeting is part of efforts by the government to build a smart and reliable public service.

Mr. Kangwa said officers are required to observe all the ethics that guide the civil service to promote confidence in the public service.

Attorney General pushes ahead with the contempt case against Nakacinda

10

Attorney General Mulilo Kabesha has filed a Notice of Motion to commence contempt proceedings against Patriotic Front-PF Chairperson for Information and Publicity Raphael Nakacinda.

The Motion has been filed in the LUSAKA High Court pursuant to Order 52 rule 3 of the Supreme Court.

Mr. Kabesha has also relied on the affidavit filed in the High Court where he has raised allegations of contempt of court committed by Mr. Nakacinda

This is on the backdrop of the High Court’s decision to grant Mr. Kabesha leave to commence a Judicial Review against Mr. Nakacinda a few days ago.

His application followed the remarks by Mr. Nakacinda involving the Judicial Review Case of eight -PF members of Parliament dislodged from the National Assembly by Speaker Nelly Mutti after the High Court in various jurisdictions nullified their elections recently.

He had alleged that President Hakainde Hichilema had been holding meetings with judges to coerce them over the matter.

16

Special Advisor to the President on COVID-19, Roma Chilengi has aid that the severity of the Coronavirus has the potential to wipe out a population if preventive measures such as vaccination exercises are not undertaken.

Speaking during a media engagement meeting in Chinsali district – Muchinga Province today, Professor Chilengi said there is need to improve the COVID-19 vaccination drive through thorough sensitization of the masses.

He has since called for intensified approach towards the fight against COVID-19 amid the emergence of the fourth wave to avoid measures such as lockdowns that have a negative effect on the economy.

Professor Chilengi however said the government has no plans to put the country on lockdown amid the fourth wave.

He also implored the media to play a leading role in discouraging the myths and misconceptions on COVID-19 through their various platforms.

And, Muchinga Province Deputy Permanent Secretary, Jonathan Ng’onga urged the media to uphold utmost professionalism while reporting on COVID-19 as they are important frontline workers in the vaccination drive.

Mr. Ng’onga further called on all Journalists to take the step by getting vaccinated as frontline workers.

Meanwhile, Muchinga Province Health Director Nero Chilembo said the interventions to improve the vaccination drive in the province are recording good results so far.

Dr. Chilembo said the positive outcome in the increase of the vaccination exercise is attributed to the collaborative efforts by various stakeholders such as the media.

The Ministry of Health in Muchinga province targets to vaccinate about 30 percent of people before the end of this year.

Meanwhile, Chief Mubanga of the Bemba people of Chinsali in Muchinga Province has urged fellow traditional leaders to support Government’s efforts to accelerate the COVID-19 vaccination drive.

Zambia Public Procurement Authority orders the use of e-GP System for all procurement

2

The Zambia Public Procurement Authority (ZPPA) has observed with great concern the low usage of the Electronic Government Procurement (e-GP) System by most procuring entities (PEs) that have been trained and added to the e-GP system.

In a circular issued to all Permanent Secretaries and controlling officers, Chief Executive Officers of parastatals and statutory bodies, all Town Clerks and Council Secretaries of local authorities, ZPPA Director General Mrs. Idah Chella stated that section 16(1) of the Public Procurement Act No. 8 of 2020, provides for mandatory usage of the e-GP System by all procuring entities for procurement activities.

In a statement released to the media, Mrs. Chella further said that the transitional period of three (3) years contained in section 113 (7) of the Act only applies to PEs that are unable to use the e-GP System.

Mrs. Chella noted that all procuring entities that have met the requirements for usage of the e-GP System and have been trained and added to the e-GP System, are required to conduct their procurement processes on the System.

However, most PEs that have been trained and added to the e-GP System have not been utilizing the system in their procurement activities contrary to section 16 of the Public Procurement Act.

Mrs. Chella said that failure to comply with any of the requirements of the Public Procurement Act No. 8 of 2020 is an offence in line with section 105 (2) (g) and that any person convicted of an offence under the said section is liable to the applicable administrative and legal sanctions.

The Government through ZPPA is implementing the e-GP system.

The e-GP system is the use of Information and Communications Technology (ICT) in the procurement of goods, works, consultancy and non-consultancy services in the public sector.

The aim of the e-GP system is to provide an electronic public procurement platform supporting end to end procurement processes and good governance in financial expenditure in public procurement.

The use of the e-GP enhances transparency, obtain value for money and achieve economy and efficiency.

Council of Churches in Zambia urge UPND not to use power to harass former leaders

18

The Council of Churches in Zambia (CCZ) has challenged the new dawn administration to walk the talk in restoring the rule of law and not use power to harass former leaders under the previous regime who may have infringed upon their rights.

According to Radio Phoenix, CCZ said that ome appointees under the new dawn administration were retired in national interest, fired or sidelined by the previous regime on alleged political grounds.

But CCZ General Secretary father Emmanuel Chikoya says now is not the time for pay back but to restore the rule of law and has advised politicians, especially those in office, not to use public office to harass others.

However, father Chikoya told Phoenix that while forgiveness is important, someone must be held accountable for certain matters under the previous regime and is urging those that were involved in corruption and other vices to come out in the open if Zambians are to forgive them.

And father Chikoya is urging the police to stop arresting people and transporting them over long distances as this act alone may see people justifiably conclude that it is the new dawn government’s payback plan on former ruling party officials.

PF Acting SG Expresses Concern over the Perceived Disunity Caused by Race for the Party Presidency

21

Opposition Patriotic Front (PF) acting Secretary-General Nickson Chilangwa has expressed his concern over the perceived disunity and friction within the Party that has been caused by the race for the Party presidency.

The PF is scheduled to elect a party president to take over from former Republican and Party President Edgar Lungu when he relinquishes the party post.

It is not yet clear when former President Lungu will leave the party post.

PF Vice President Given Lubinda, former Information Minister Chishimba Kambwili, PF Chairman for Legal Affairs Brian Mundubile and former Ambassador to Ethiopia Emmanuel Mwamba are some of the PF Party Presidential hopefuls.

Mr. Chilangwa on Sunday called a consultative meeting with some Patriotic Front Presidential hopefuls who included Mr. Lubinda, Dr. Kambwili, Mr. Mundubile and Ambassador Mwamba to guide them on the pending party elections.

After the meeting, Mr. Chilangwa issued a media statement directing that all party members, including aspiring presidential candidates, prioritise party unity and participate in party programmes such as the upcoming Kabwata By-election.

He said the PF Central Committee will in due course guide with a calendar and electoral rules when open campaigns for the position of Party President shall commence.

“I wish to inform the membership of the Party and the general citizenry that this afternoon, Sunday 19th December, 2021 I held a consultative meeting with some Patriotic Front Presidential hopefuls who included PF Vice President Hon. Given Lubinda, Hon, Chishimba Kambwili, Hon Brian Mundubile and Ambassador Emmanuel Mwamba,” Mr. Chilangwa stated.

“In the meeting I expressed my concerns on the perceived disunity and friction within the Party that has been caused by the race for the Party presidency. The meeting was motivated by recent incidents including a matter that occurred in Kasama during the funeral and burial of the late Northern Provincial Chairlady, Doris Mubanga Kalusa (MHSRIEP).”

“As Secretary General I have directed that all party members, including aspiring presidential candidates must prioritise party unity and participate in party programmes such as the upcoming Kabwata By-election and to support the current leadership of the Party and the work of PF members of Parliament among others,” he said.

“I wish to reiterate that the Central Committee will in due course guide with a calendar and electoral rules when open campaigns for the position of Party President shall commence,” Mr. Chilangwa concluded.

The PF is currently rebranding after losing the last August General Elections to the United Party for National Development (UPND).

The former ruling party has said that it is instilling discipline in the party and doing away with hooliganism.

Bus and Taxi Owners Association of Zambia set to announce new hiked fares

16

The Bus and Taxi Owners Association of Zambia (BTOAZ) is today expected to announce new fares, following the new fuel prices announced this week,

In a statement made available to the media, BTOAZ national spokesperson Amis Daudi said the decision to announce the new fares follows a consultative meeting with the government through the Road Transport and Safety Agency (RTSA).

He said this is in line with the established consultative procedure in effecting adjustments to the bus and taxi fares in the country.

Mr Daudi has since appealed to all public passenger transporters to be patient and accommodative to allow the consultative process to end before implementing new bus and taxi fares.

“The BTOAZ remains committed to the promotion and delivery of a safer, convenient, and efficient public passenger,” he said.

This weekend other transport operators on some copperbelt towns already increased fares following Fuel and Petrol increments on Friday last week by the Energy Regulation Board announced new fuel prices with effect from December 17, this year.

Last week government, through ERB, increased the price of fuel after removing subsidies on petroleum products to reflect the correct price of the commodity.

The pump price of petrol was increased to K21.16 kwacha per litre from 17.62 per litre while diesel price rose to 20.15 kwacha per litre from 15.59 per litre, the Energy Regulation Board said in a statement.

“This is following the announcement by the government that fuel subsidies will be removed so as to migrate to cost-reflective pricing,” ERB said.

The current pump prices have been kept artificially low since December 2019 despite movements in international oil prices and depreciation of the kwacha, the regulator said.

Finance Minister Situmbeko Musokotwane said earlier this month that an International Monetary Fund programme to try to get the country’s global debt mountain back under control would include removing unsustainable subsidies on energy and agriculture.

Dr Musokotwane said Zambia was committed to bringing debt to sustainable levels, but that the removal of subsidies would mean price increases, something which has already proved politically contentious.

“The increase is going to come, because as a country we overborrowed,” Dr Musokotwane said had warned Zambians.

Dr Musokotwane said that Zambia still needs to win final approval from the IMF board, having announced a staff-level deal on Dec. 3. In a bid to secure the deal, he is implementing unpopular reforms including cuts to fuel and power subsidies. He’s also engaged creditors to restructure about $16 billion in external debt with formal negotiations due to start in the second quarter.

IMF Zambia mission chief Allison Holland said more details would be given once the programme was approved by the board, adding that reducing the fiscal deficit and removing inefficient subsidies, which Zambia has on power, fuel and farming, were key goals of the programme.

Holland said a greater proportion of spending on health and education was also key, which Musokotwane said would be achieved with money saved on the subsidies.

Non-discretionary subsidies on the consumption of fuel in particular are seen by economists as a wasteful use of state resources.

“When you freeze the (price of the) product, you are merely postponing the problem,” Musokotwane said. “Today we are sitting on unpaid bills for petroleum products of $480 million.”

President Hichilema lied, unfortunately that’s typical of politicians especially when they are in the opposition

42

By Frazer Bwalya Musonda

The year was 2013, the then government of President Michael Sata had removed subsidies on Maize and fuel. I had stayed for more than a year without work after my graduation, and hearing about this pronouncement made me annoyed, I remember this vividly as if it was yesterday. I had earlier moved from Mufulira (my hometown) to Lusaka (in Mtendere compound) to stay with my brother and I remember the mood mukomboni was that of disappointment with King Cobra.

Perhaps I, and the majority of the people I interacted with in Mtendere, had a very limited background in economics and did not fully understand the rationale behind such an unpopular decision by the PF government. A common argument then, was that President Sata had recycled an old politician from the UNIP era to preside over the ministry of finance and perhaps this was the problem.

In order to find closure regarding this issue, a lot of us turned to the economist who was then opposition UPND president, Hakainde Hichilema. President Hichilema was clear on his opposition to the removal of subsidies. In one of his appearances in June of 2013 on Radio Ichengelo in Kitwe, President Hichilema referred to subsidies as “a lifeblood” and that the PF government had removed subsidies for their selfish benefits. “The Euro bond is still idle in the banks, you mean you can only bring about infrastructure development in the country by removing subsidies from essential commodities?” he had questioned. He further argued that as a result of increasing the cost of production through wrong policies, companies were going to lay off workers because they were going to be scared of the long term effects. He later called the PF government a “mediocre government” that needed to be removed from power and that once elected into government, the UPND was going to bring back subsidies.

In the same month, President Hichilema even attacked the World Bank for supporting the removal of subsidies by the Zambian government. He even challenged them to prove him otherwise on his stance against the removal of subsidies. I, and probably, that was the case for the many people I had interacted with in Mtendere then, were super excited to hear such pronouncements from the “son of the soil”. He had made it big in business and now wanted to help this lovely country prosper. To add icing on the cake, President Hichilema even said he was going to reverse the decision by President Sata to remove subsidies once elected in 2016.

He never succeeded at the ballot box in 2016. Fast forward in 2019 when the 2021 elections were fast approaching, specifically in September, President Hichilema mocked the PF government with the famous “Iwe Ka HH” excel spreadsheet. In this spreadsheet, he presented how he was going to reduce the pump price for fuel by K4. He emphasized that fuel was going to be cheaper once those measures on his excel spreadsheet were implemented. The same year in December, President Hichilema claimed that the PF government was broke and thus wanted to “tax us to death”. He even reminded them of the excel spreadsheet he came up with 3 months earlier, that was going to lower fuel prices.

Now just after 100 days in office after winning the August 2021 elections, President Hichilema has removed subsidies on fuel, one of the main things he strongly opposed as an opposition leader. He has remained relatively quiet on this issue and has relegated everything to his Finance minister (also a recycled politician). With the advent of social media, I have been seeing a lot of discussions regarding this topic. One thing I have picked up from these discussions is how UPND hardcore supporters are trying to justify this move even when they know deep down their hearts that it’s against what they campaigned for.

Because Facebook shows one’s friend’s activities, I stumbled upon a video in my news feed, recorded live by Mubita Nawa. He, trying to justify the removal of subsidies, came up with the “30 eggs” analogy. I was very eager to listen…. Mr. Nawa talked about how the PF hid “15 eggs” out of the “30” as the main problem. He mentioned in detail the problems “egg by egg” as, Euro bonds, domestic debt etc.… but the moment he mentioned “meal allowances for students, retirees camping at Chief Justice for 6 months, PF making prisoners to vote”, I immediately knew the analogy wasn’t well thought over. My thinking was, “This is a guy who jumped onto the UPND campaign team when it was clear they were going to win, made a social media presence and yet hasn’t been rewarded with a job”. Perhaps he is just trying to be relevant.

In the video, Mr. Nawa claimed that HH, then in the opposition, genuinely and sincerely looked at the “30 eggs” (implying all resources available in the country) and made promises thinking all the “30 eggs” were available. What Mr. Nawa forgets is that HH and the UPND actually never believed the official debt figures for Zambia then. 11 months after President Hichilema released the “excel spreadsheet” detailing how fuel pump prices were going to be reduced by K4, he had claimed that Zambia’s debt was $18 billion while the official figure was $12.7 billion. The argument by Mr. Nawa that President Hichilema found a lot of debt (that he never expected) does not make sense at all. President Hichilema in his estimations was 1.4 times higher than what was prevailing on the ground. It actually made me sad seeing people tagging others and saying “this explanation from Mr. Nawa is making sense”. The eggs analogy was a flop PLEASE.

On the other side, the eloquent Anthony Bwalya has also tried to defend the position of the government. In a video that UPND sympathizers have even captioned “CLIQUE OF THIEVES EXPOSED: PF SUBSIDY THEFT TACTICS” that was sent to me on WhatsApp by a friend, Mr. Bwalya argues that subsidies were not meant for the ordinary Zambian. That they were benefiting former ministers who owned trucks for fuel transportation and had inflated transportation costs. My immediate thought after I heard that statement from Anthony was, why not remove these former ministers from transporting the fuel and then realize a normal transportation cost? That way subsidies remain and the problem is solved. How then does removing subsidies ensure that these thieving former ministers are curtailed?

For me, the problem is not the removal of subsidies that has annoyed me about President Hichilema, but his lies (a virtue he said the PF possessed- Chipantepante he used to call it). He is not addressing this issue with the zeal he had when he requested a meeting with the media a few days in office and his representatives are definitely not doing a good job. The Vice President recently said “We have to increase fuel prices “a bit” so that we can reduce them”. I have gone through that statement a lot of times and it still doesn’t make sense. Our area MP in Kankoyo has even adopted a hashtag #shrink2grow trying to justify this. Of course, he has allowances from Parliament and won’t be affected any single bit by the removal of subsidies.

Lastly….Ironically, the K4 reduction that was proposed from the famous excel spreadsheet has actually resulted in a K4 increase in fuel prices today. This was previously called “Chipantepante”

Prison Leopards and Red Arrows have been knocked-out of league action due to Covid-19 cases in their respective camps.

Arrows were due to host Indeni on Sunday in a doubleheader at Sunset Stadium in Lusaka while Prison were expected to play Kafue Celtic on Saturday.

“We have postponed the between Red Arrows and Indeni originally scheduled for Sunday, 19th December 2021 to a later date due to an outbreak of COVID-19 amongst the players and staff of Red Arrows,” FAZ General Secretary Adrian Kashala said.

Meanwhile, the development throws into doubt two Wednesday league dates involving the two clubs.

Zesco United were due to visit Prison in Kabwe while Zanaco had an away Lusaka derby against Arrows at Nkoloma Stadium.
