Livestock Minister tours Eastern

Fisheries and Livestock Minister Makoza Chikoti says the government is resolved to transform livestock farming into a viable economic sector.

Mr. Chikoti says the Ministry has set as its priority to revive strategic and sustainable livestock infrastructure that remained dormant in the recent past.

Speaking when he paid a courtesy call on Eastern Province Minister Peter Phiri, this morning, Mr. Chikoti said the fisheries and livestock has a huge potential to contribute to the economy of the country and that the government is geared to take it to its higher heights.

“The purpose of our coming is to launch sustainable livestock Infrastructure we have here and dotted elsewhere across the country so that we can actualize the Ministry’s objectives,” he said.

The Minister further said that the other objective of the Ministry is to change the mindsets of people to start taking up livestock rearing at an early age.

“We also want to change the mindset that when you are old and tired that is when you think of keeping livestock. This sector is capable of creating jobs, and a few things need to be put in place,” Mr Chikoti said.

And Eastern Province Minister Peter Phiri said the region is agriculture-based and hence empowerment under fisheries and livestock will improve the living standards of the people.

“Need these things to go to the intended people. In the past the projects were going to cadres,” he said.

Mwata Kazembe reprimanded the PF for tolerating indiscipline among its party cadres

The Mwata Kazembe has strongly reprimanded the Patriotic Front party for tolerating indiscipline among its party cadres.

Speaking when PF vice president Hon. Given Lubinda paid a courtesy call on him, the Mwata Kazembe said indiscipline within the rank and file of the former ruling party cost President Lungu victory in the August 12 elections.

He said the PF needs to do an introspection if they are to emerge as a strong and formidable opposition party.

The Mwata said that despite the confusions in the party, former President Edgar Lungu remained silent without reprimanding wrongdoers.

The Mwata said that the loss should be a wake-up call to the PF and its leaders adding that the postmortem should be able to reveal where the party went wrong.

“The PF started well but I was surprised that along the way it became indisciplined with a lot of infighting and factions and the President couldn’t do anything,” He said.
“Even in a home when parents are not speaking out when children are misbehaving, levels of indiscipline become high. In Kaunda days you could not see indiscipline like what we used to see in PF,” he said.

And the Mwata warned against scrambling for positions in the PF as this may destroy the party. He said as the PF heads to the convention, credible people should be chosen to lead the party into the 2026 elections.

And Hon. Lubinda said that the party learned a lesson from the election loss and is willing to change by ensuring that each member asks him or herself ask themselves where they went wrong.

He assured the traditional leader that once the postmortem report is ready, it will be presented to him so that he would be able to advise.

Zambia on Saturday edged South Africa 4-3 on post-match penalties after a 1-1 draw in 90 minutes.

The dismissal of ZRA Director General Dr. Kingsley Chanda gets Condemnation

PRESIDENT Hakainde Hichilema’s dismissal of Zambia Revenue Authority Commissioner General Kingsley Chanda with immediate effect and replacing him with Dingani Banda has received contamination from Green Party President Peter Sinkamba and Golden Party Zambia (GPZ) leader Jackson Silavwe.

According to a statement issued by State House chief analyst for press and public relations Cecilia Mulenga, President Hichilema was exercising his powers in accordance with Section 19(3) of the Revenue Authority Act.

Reacting to Dr Chanda’s dismissal. Mr Sinkamba said that he received with shocked the news of the firing of former ZRA Director General, stating that Dr. Chanda performed exceptionally well and that at this point when resource mobilization is imperative, it was fatal to change an exceptional performer like him.

“Much I have issues with ZRA that I am taking to court for intervention concerning the winning tax for bets, and withholding tax on rent, overall, ZRA under his leadership has been a marvel,” Mr Sinkamba said.

“I understand that his contract was renewed four months ago or so. If it is true, then the decision to fire him reminds me of issues I raised concerning the appointment of Governor at Bank of Zambia.

“If true, this decision would entail that ZRA will have a heavy burden of paying salaries and other emoluments to two DGs till 2026. Yet, only one will be actually working.

“If true, this sort of wastage of public resources in the New Dawn Government should be brought to an end, especially where the rationale is irrational,” he concluded.

And the Golden Party Zambia (GPZ) leader Jackson Silavwe said that it is an abuse of his prerogative to fire a highly performing officer and is dismayed by the firing of Zambia Revenue Authority (ZRA) Commissioner General Kingsley Chanda.

In a statement last evening, Mr. Silavwe said he does not support President Hichilema’s decision to terminate the employment contract for Dr. Kingsley Chanda, adding that the Head of State has just deprived himself of a brilliant mind, affirming that Dr. Chanda’s performance qualifies him to be a national asset.

The opposition leader said ZRA performed exceptionally well under Dr. Chanda leadership.

Mr. Silavwe said the moment Zambia’s politicians start recognizing local professionals, the country will see unprecedented development.

Of bashing the IMF bailout plan without basis

The other week, there was an excerpt trending on Social Media whereby Rwandan President, Paul Kagame, seems to pour scorn on the idea of contracting debt from Breton Wood Institutions or China.

“You cannot substitute a Chinese loan with an IMF or World Bank and sit back and say you are sorting out the mess, Africa needs to utilize its own resources, Africa needs to work hard with its resources locally, a loan will not help Africa, whether the loan is from China or the western world it is slavery,” it read.

This somehow immediately thrust PF cadres, and of course their sympathizers such as Sean Tembo who fashions himself as leader of a katemba political party PEP, into overdrive. They wasted no time sharing and re-sharing what they deemed brilliant reasoning by the Rwandese leader.

However, internationally acclaimed economist, Trevor Simumba wasted no time puncturing holes in such a cheap hypothesis!

“The rhetoric of President Kagame on Aid does not match the reality on the ground!
According to World Bank statistics this is the actual situation: In the case of foreign aid per capita, Rwanda’s aid per capita is US$100 against Burundi at US$39; Kenya, US$50; Tanzania, US$45; and Uganda with an aid per capita of US$47. Foreign aid as a percentage of central government expenditure in Rwanda stands at 70.9%. There are only two countries in the world with a higher percentage of donor support to central government expenditure than Rwanda. These are Malawi at 127.9% and Micronesia at 120.6%,” he argued.

He further challenged those applauding Kagame to find better examples justifying not getting aid from the IMF or indeed other development partners other than what they were offering.

In another write up that featured in the Munati TV Facebook page, Simumba observed that many people use Singapore as an example to justify not going to IMF or donors for help, but they do not know that the architect of Singapore economic miracle was a UN advisor from the Netherlands. Dr. Winsemius worked closely with the founding generation of leaders to – including first Prime Minister Lee Kuan Yew – to propel the economy into the big league.

The Mast Newspaper further nailed it all in their editorial as follows, “foreign aid is not bad per se. It enhances international development cooperation and development. Our government administration must take advantage of and utilize such aid as international gateways, openings to harness opportunities[U1] for Zambia and Zambians. Yes, the giver may have a long term objective to benefit from their aid. The recipient too must be strategic to exploit the benevolence to its benefit.”

What do we make of this?

While Kagame wants to play to the gallery and make us believe that foreign aid is tantamount to modern day slavery, at 70.9%, his country remains one of the biggest beneficiaries surpassed only by tiny countries as Malawi and Micronesia! If this is tantamount to slavery, how come Rwanda keeps enjoying injection of foreign aid far more than most African countries?

It is quiet hilarious that those in PF, and of course their allies, are quick to dismiss the New Dawn Administration’s initiative to reach out to Brentwood Institutions as a callous attempt without acknowledging possible advantages as adduced by The Mast Newspaper.

Our country may indeed be endowed with vast natural resources that can utilized to turn our economy around. But for this to be reality, we definitely require a solid financial base to extract our minerals from the bowels of the earth and indeed set up industries to manufacture finished products. The same applies to the agriculture sector if we are going to witness a rebirth of factories that are going to churn out clothes from our cotton, shoes from our cattle, cheese from our milk, and starch from our cassava, among other things.

The main reason why most African countries fail to put foreign aid to better use is rampant corruption and mismanagement of resources. More often than not, the money which is meant for developmental activities usually end up in the pockets of a few individuals. In other instances, they tend to inflate the prices of contractual works so that they can share the spoils with the contractors who usually end up doing shoddy works knowing that their heads won’t roll since some senior government officials have benefitted from the loot!

As long as the new administration demonstrates stronger political will to stamp out corruption and other financial leakages, there should be no cause for worry. So far, we’ve seen the new government allowing the opposition to do its politics with any encumbrances, a vibrant civil society is slowly awakening while the media is flourishing.

What’s the meaning of this? There will be proper checks and balances in place unlike what was the case in the previous regime.

Every Zambian agree that properties were stolen during the 1990s privatization process

It is a provoking and hurting conversation but worth repeating. People who condemn involving president Hakainde Hichilema name in past corruption conversations should pay attention. This is just a beginning.

Very soon most past corruption conversations in the country will bear president Hakainde Hichilema name. Especially on social media.

Because president Hakainde wants to recover everything stolen from the people of Zambia and the genesis of corruption in the country is the 1990s privatization process, investigations may lead to that period.

Zambians don’t agree on who stole this or that during privatization process of state-owned assets in the 1990, but all agree that properties were stolen during the process.

To complete investigations on such properties president Hakainde help will be needed. Not as a suspect or guilt person but as someone who participated on the 1990s privatization process.

When that happen, every corruption conversation in the country will bear HH name. It is then when the suggestion for amnesty on past corruption will make sense.

Amnesty will put a stop to such. Will completely deleted the past from the mind of Zambians in relation to past corruption.

Meanwhile, president Hichilema has done well by pledging a better democracy where people’s voices and rights are freely exercised. However, the pledge is nothing if the president chooses to be silent on people who cross the line to defend him.

It is doing the same mistake his predecessor did. President Edgar Lungu welcomed criticism but failed to denounce people around him who bullied, threatened, and abused his critics.

Despite his openness to criticism, Zambia witnessed countless unnecessary arrests under president Lungu government. HH seems to lean on a similar path.

Lately, PeP president Sean Tembo has been very vocal. He has thrown several critiques at HH and to defend the president, UPND youth chairman Gilbert Liswaniso was quoted publicly threatening Sean Tembo that youth around the country will rise against him if he doesn’t stop issuing careless and unwarranted attacks on president Hichilema.

The president needed to be quick to condemn such behavior. Apology if he did condemn.

President Hichilema has an early opportunity to do things differently by removing the ACC and Public Protector from his office

President Hakainde Hichilema has been asked to perform more action than words in granting the independence to Anti-Corruption Commission, Public Protector and the Anti-Financial and Economic Crimes Commission which have been which have been placed under his office.

Welcoming the non-interference stance in the operations of ACC, DEC and FIC the Center for Constitutionalism and Legal Justice said President Hakainde Hichilema must free these institutions to run independently as required by the Constitution.

Center Director Isaac Mwanza reminded the United Party for National Development that they were elected on the basis that they will strengthen the rule of law and break away from past practices in which institutions which the Constitution requires to be independent are placed under another office.

“Our view is that the UPND administration must avoid the temptation of justifying their actions and decisions that violate the Constitution based on past similar actions by the UNIP, MMD and PF regime,” said Mwanza.

Articles 216(b) and 238(1) of the Constitution as amended in 2016 require that self-accounting Commissions such as the ACC are not only subject to the control of a person or an authority in the performance of its functions but must also be independent.

Mr. Mwanza said President Hichilema has an early opportunity to do things differently by removing the ACC and Public Protector from his office.

“By now the UPND should have learned a lesson from past regimes on the dangers of keeping these institutions under his office,” said Mwanza.

The Center said once key institutions such as ACC, DEC, FIC, and the public protector are robbed of their real independence from the President and other Executive offices, they abuse themselves or become abused towards impressing the President by targeting the corruption crusade against perceived enemies to those in power rather than work professionally.

Ex ZRA boss Kingsley Chanda’s farewell message, don’t lower the bar

Dismissed Zambia Revenue Authority (ZRA) Commissioner General Kingsley Chanda has urged workers at the authority not to lower the bar despite his departure.

Mr Chanda has appealed to the workers to continue working with the same determination and commitment adding that the country desperately needs revenues.

He further urged then to support the new commissioner general as the authority is critical to the success of government.

“Let me take this early opportunity to thank you for the teamwork and the results we collectively achieved in the last 5 years of my contract. There is no doubt ZRA has been transformed and it’s contribution to the nation is evident.

Please note that the position of CG is a Presidential appointment and the decision by the new President is perfectly in order. I will personally thank him for the opportunity to work with him for a few days in my new contract,” Mr Chanda said.

President Hakainde Hichilema has relieved Mr Chanda of his duties in exercise of his powers in accordance with Section 19 (3) of the Zambia Revenue Authority Act, Chapter 321 of the Laws of Zambia read with Article 270 of the Constitution of Zambia.

The President has since appointed Mr Dingani Banda as the new Zambia Revenue Authority Commissioner General pursuant to Section 19 (l) of the Zambia Revenue Authority Act, Chapter 321 of the Laws of Zambia.

President Hakainde Hichilema has dismissed Zambia Revenue Authority (ZRA) Commissioner General Kingsley Chanda with immediate effect.

In a statement released to the media by his Special Assistant for Press and Public Relations Anthony Bwalya, President Hichilema has relieved Mr Chanda of his duties in the exercise of his powers in accordance with the Laws of Zambia.

The president has since appointed Mr. Dingani Banda as the new ZRA Commissioner-General.

Mr. Dingani Banda has been leading the Zambia Revenue Authority’s newly created Modernisation and Corporate Strategy Division.

Dr Chanda’s contract was recently renewed and there was debate as to whether it was renewed by the UPND Government or the PF Government.

United Party for National Development (UPND) Alliance Media Director Thabo Kawana refuted the story that suggested that the New Dawn Administration has renewed the employment contract for Dr Chanda.

Mr. Kawana explained that Mr. Chanda’s contract was renewed by the Patriotic Front (PF) led Administration in July this year.

Mr. Kawana expressed worry that leaving such rumors going viral unattended can be harmful to individuals targeted by the stories and put such individuals in harm’s way with an agitated group of people especially political party cadres.

His Position was later confirmed by the Ministry of Finance which issued the statement saying that being the Ministry under which the ZRA falls, it had become inevitable to clarify that the renewal of the running contract for the Commissioner-General of the Zambia Revenue Authority Dr. Kingsley Chanda was initiated by the previous administration and not the new dawn administration of the UPND Alliance.

Therefore the information circulating in the media that the contract renewal was initiated by the current administration is not true and questions may be referred to the ZRA Board, accordingly.

FAZ Complains to FIFA Over Referee in Thursdays Defeat

FAZ have officially written to FIFA to complain about Moroccan referee Noureddine El Jaafari’s handling of Thursdays World Cup Group B away qualifier against Equatorial Guinea that Chipolopolo lost 2-0 in Malabo.

El Jaafari sent-off midfielder Prince Mumba in the 25th minute for a foul on Basilo Ndong and then went on to book three Zambian players who included Patson Daka with whom he had run-ins with the entire match.

“Football is about fair play but what we saw today (on Thursday) was completely outside normal football that we all subscribe to,” FAZ president Andrew Kamanga said.

“For the record, we wish to confirm that at halftime we went to see the match commissioner and we actually played the second half under protest, so that too was recorded.

“So even after the second half, we still went back and filed a formal complaint.

“All because we believe that football should be won fairly on the pitch but what we witnessed today was nowhere near there.”

Chipolopolo are third in Group B after suffering their second successive loss on 3 points.

Equatorial Guinea, whom Zambia host in the final leg of their Group B doubleheader this Sunday in Lusaka, are second on 6 points after three games played.

Tunisia lead Group B on maximum 9 points while their hosts on Sunday Mauritania whom they beat 3-0 on Thursday at home in Rades are bottom on zero points heading into match-day-four.

The regrouping of the PF is giving President Hichilema sleepless nights-Given Lubinda

Patriotic Front vice president Hon. Given Lubinda has advised party members to get over the electoral defeat and focus on reorganizing the party.

Addressing party officials in Solwezi, Hon. Lubinda said the PF must not be allowed to die because it is the only formidable opposition party capable of providing checks and balances to the UPND Government.

He said the country risks sliding into dictatorship if the former ruling party is allowed to die.

Hon. Lubinda the former justice minister added that the regrouping of the PF is giving President Hichilema sleepless nights, the reason he keeps on issuing threats to the former ruling party.

The former Kabwata lawmaker also advised PF members against engaging in any form of intra party wrangles as this is a recipe for anarchy.

Meanwhile, Hon. Lubinda some PF members are hiding not because they stole money but for fear of what they might done to fellow members.

” They are killing us and you are right I know of a lot of our members who are in hiding, they are hiding, ba constituency chairman they are hiding not because they have money no, some of them are hiding for fear of what they did..ulya I troubled him limbi balanjipaya,” Hon. Lubinda said.

And Hon. Lubinda said it is a matter of time before the PF rises again.

” Falling is the nature of life and we are rising again. We need to learn from our mistakes and do an introspection,” Hon. Lubinda said

Placing Investigative Wings Under office of the President does not take away the independence of their operations-Vice President

Vice President Mutale Nalumango has said that placing the Anti-Corruption Commission (ACC), Financial Intelligence Centre (FIC) and Drug Enforcement Commission (DEC) under the office of the President does not take away the independence of their operations.

Mrs. Nalumango said that the institutions will continue to operate independently without any form of interference.

She has stressed that President Hakainde Hichilema is committed to fighting corruption.

Mrs. Nalumango was responding to a question raised by Leader of the Opposition in the National Assembly Brian Mundubile during the Vice President’s question time today in Parliament.

Mr. Mundubile wanted to find out on gazette notice number eleven, 23 of 2021 which places the ACC, DEC, FIC under the office of the President.

The Vice President assured Zambians that no form of interference will be allowed in the operations of the DEC, FIC and the ACC.

Mrs. Nalumango was responding to a follow-up question from Shiwangàndu Member of Parliament Stephen Kampyongo who wanted to find out how the institutions will be guaranteed of autonomy.

Meanwhile, Vice President Nalumango has said that it is unfair to ask the UPND Administration to create jobs within a month of forming the government, adding that the creation of employment will be done gradually.

Responding to a question from Chitambo Member of Parliament Remember Mutale who wanted to find out how soon the government will create employment for young people, Mrs Nalumango said that the 2022 National Budget will highlight components of job creation.

The Vice President who urged Parliamentarians not to politicize the creation of employment said it is the government’s desire to create jobs for the young people in the country.

Mrs Nalumango said there are trained nurses and teachers who are not employed and the government intends to create jobs for them.

She further said the government will continue to provide an enabling environment for the private sector to participate in the creation of employment for young people.
Mrs. Nalumango further said that politics must not be used as a means to amass personal wealth at the expense of serving Zambians.

She observed that politics has become extremely lucrative to some people instead of its purpose of improving the livelihood of citizens.

Mrs. Nalumango said young people must not look forward to becoming politicians with the sole purpose of making money, stating that wealth can only be attained through hard work.
She also said people in public office must be willing to undergo a lifestyle audit if they are to continue serving the public.

Responding to a question from Mwembeshi Member of Parliament Machila Jamba who wanted to find out if the law requiring people in public office to have a lifestyle audit has been abolished, Mrs Nalumango said a political office must not be used to acquire wealth.

Small scale Farmers in Mkushi District have saluted Government for upholding Private –Public Partnership(PPP) policy to consolidate poultry farming.

Speaking for the Farmers, Victor Mutambo of Matuku told ZANIS that farmers have appreciated the chicken empowerment program that is being implemented by Aljejo community support project.

Mr. Mutambo said that it is worth noting that this NGO (Non-Governmental Organisation) is empowering farmers with village chickens in a program that also involves facilitation from the Departments of Agriculture as well as Community Development.

He said that the impact of this program is positive as there has been a chronic shortage of village chickens in remote parts of the District over the past 3 years.

Mkushi District Senior Agriculture Officer(SAO) Patrick Mutale disclosed that his office had trained 1,555 beneficiaries for this program in chicken management.

Mr. Mutale said that the beneficiaries are drawn from all the 3 chiefdoms of this District, adding that Alejo had set a target of catering for a total of 11,600 beneficiaries over the next few Months.
In a related contribution, Community Development Officer(DCDO) Priscilla Mangowani said that her office had trained 800 beneficiaries in the techniques of making chicken feed.

Mrs. Mangowani added that other services provided included linkages to Alejo as well as conducting community sensitization.

She described this program as a poverty reduction intervention that is feasible and sustainable for small-scale farmers to manage.

She also encouraged Groups such as HIV Support Groups to take advantage of this program in the bid to seek income easily established income generation ventures.

President Hichilema resolved on FIC,DEC,ACC autonomy

President Hichilema has pledged to not interfere in the operations of investigative wings and government institutions.

This is according to a press statement released by Special Assistant to the President on Press and Public relations Anthony Bwalya.

Mr. Bwalya said State house has reaffirmed President Hichilema’s unflinching resolve not to interfere in operations of statutory bodies such as the Financial Intelligence Centre(FIC),Drug Enforcement Commission (DEC) and the Anti Corruption Commission (ACC).

The President will not interfere in the operations of the investigative wings and other governance institutions ,therefore remains committed to ensuring that they will continue to execute their statutory obligations autonomously.

The statement continued to say the New Dawn Administration under the leadership pf President Hichilema will continue to support these institutions in its drive to bring new efficiencies in the manner they serve the public interest ,particularly in the fight against corruption at the heart of government.

This statement comes under the heels of the backlash faced by the UPND government for placing the newly created Anti Financial and Economics Crimes Commission and Office of the Public Protector under the office of the President.
