Thank you for Ending Load Shedding: “Zambia has lost productivity worth billions of dollars due to energy poverty”

31

By Johnstone Chikwanda

A few weeks ago, Zesco Senior Manager for Corporate Affairs Dr. John Kunda was hosted on Zambia National Broadcasting Corporation (ZNBC) TV1 19:00 hours news to give an update to the nation on the state of electricity supply. Using this media platform, Dr. Kunda eloquently informed the nation that load shedding has finally ended in Zambia.

Demand for energy has been increasing in Zambia every year. Not only has there been increased demand for electricity every year but also for fuel. According to national consumption statistics obtained from the Energy Regulation Board (ERB), annual fuel consumption has doubled over the past 10 years. This can only be attributed to national economic growth. Multiple research findings have axiomatically concluded that demand for energy is directly related to economic growth. Comparatively, national security is also directly related to energy security.

Zambia has for a long time experienced excruciating electricity rationing due to energy poverty. Energy poverty is a state of not having enough energy as and when it is needed any time. The bane of this energy poverty is attributed to inadequate investment in the sector over the past 30 years. As the economy grew, demand for energy concomitantly surged upwards thereby creating a vexatious and elusory demand-supply imbalance.

With the vagaries of climate change taking a toll effect on hydro power captive markets such as Zambia, the lessons harvested from prolonged hours of load shedding which lasted up to 16 hours a day will never be forgotten. Naturally, the electricity generation capacity of a country is built around its national arbitrage. Therefore, being consonantly situated in its endowed massive water bodies, Zambia is heavily dependent on hydro-electricity. To this end, the climate change impact has been axiomatic.

To turn around the status quo, energy sector reforms aimed at creating an attractive investment climate had to be launched. Energy sector reforms are a harbinger for improving energy security. Well crafted and implemented reforms can serve as an effective tool for repainting the canvas of a fledgling energy sector. This is what the Government of the Republic of Zambia has done over the past 10 years.

At the heart of the energy reforms lies a journey to remove costly and unhealthy subsidies, diversification and removing industry imperfections. Trapped in a trilemma, painful and difficult decisions which included electricity tariff upward adjustments by 75% in one year a couple of years ago had to be made and implemented. Currently, Zambia’s energy transition is being informed, guided, directed and mentored by the National Energy Policy of 2019, Electricity Act of 2019 and Energy Regulation Act of 2019.

In view of the foregoing, it is not shocking news that in 2020 Zambia attracted projected investment of $1.7 billion in the energy sector as announced by the Zambia Development Agency (ZDA) last week. Indeed, energy sector reforms are serving as a plank for advancing the development of the sector. Solar power and coal-fired power plant have been commissioned. A plethora of off-grid installations has been concluded.

Not only that, but considerable donor funding from the World Bank, United Kingdom, United States of America, European Union and other bilateral support has been poured in Zambia’s energy nexus. One such support includes the World Bank funded Electricity Supply Access Project (ESAP) which has benefited thousands of households just to mention but a few. The entire off grid topography has changed in Zambia as some investors in off grid household solar installation business have connected hundreds of thousands of beneficiaries in different parts of the country.

Zambia’s energy story can not be told without mentioning vertically integrated power utility Zesco Limited. As a front runner at fostering energy security, it has invested heavily in modernizing and expanding its generation, transmission and distribution infrastructure. Among the main projects concluded is the 750 MW Kafue Gorge Lower (KGL) plant; a game changer in Zambia’s energy fortune basket.

Kafue Gorge Lower is a legacy project which required very strong leadership on the part of those who occupy alpha positions both at national level and Zesco Limited. To this end, I wish to commend Government of Zambia under the watch of the current President Dr. Edgar. C. Lungu for driving this project to where it is today and for ending load shedding. I also wish to commend the Chinese Government for its role in this gigantic piece of energy infrastructure which straddle across the 1,576 km Kafue River.

It would be unfair for me not to commend Zesco management and staff for this power plant which will be commissioned this year according to the National Economic Recovery Plan for Zambia. Am very convinced that Zesco Managing Director; a former engineer at Africa’s biggest power utility company Eskom is a happy man not just for concluding the 750 MW KGL among many projects concluded but also for ensuring that load shedding has ended under his watch.

Ending load shedding is a very big achievement in a continent trapped in energy trilemma with over 600 million Africans with no access to clean energy. It qualifies for recognition and award. Zambia has lost productivity worth billions of United States Dollars over the past decades due to energy poverty. Therefore, gallant women and men who have immensely contributed to defeating load shedding need to be recognized. Not only has this feat been achieved but Government has undoubtedly placed Zambia on the path of becoming a leading net exporter of energy in Sub-Sahara Africa.

Ailing Nkana Seek Rebound at Zanaco

1

Nkana coach Beston Chambeshi admits they have reached the point of no return heading into Wednesdays FAZ Super League away date against Zanaco at Sunset Stadium in Lusaka.

The former FAZ Super League champions have nine points left to fight for starting on Wednesday to try and ensure their survival.

Wednesday’s date also comes four days after Nkana’s promising three-match winning run was ended in Kafue by Young Green Eagles who beat them 3-2 to dent their survival hopes.

“We need to survive and we have seen the character in this team. The boys are not losing hope and we will see how we will handle the last three games,” a confident-sounding Chambeshi said.

“For sure we need to pick nine points in all the games.”

Nkana are fourth from bottom on 37 points and four points off the projected survival threshold where five other sides including their archrivals Power Dynamos are hovering around.

Meanwhile, for Zanaco, Wednesday is about cementing second place to make up for the heartbreak of Zesco United beating them in the race for the 2020/2021 league title with three games to spare.

There is also good news for Zanaco who will be with their big guns Moses Phiri and Roger Kola who have just returned from Chipolopolo’s June international friendly tour of Senegal, Benin and Sudan.

Phiri especially will be hoping to  extend his lead on the top scorers  chart that currently stands on 17 goals as the 2020/2021 FAZ Golden Boot comes into view in the last three games.

The United Party for National Development (UPND) youths have vowed to continue defending themselves against any ruling PF aggression.

Addressing the Press at the UPND National Youth Command Center in Lusaka this morning, party National Youths Chairperson, Gilbert Liswaniso charged that nothing would stand in the way of the party’s quest to form a Government.

Mr. Liswaniso stressed that the UPND would ensure that the PF is not allowed to continue engaging in political stunts when it isn’t allowed to do so.

Liswaniso emphasized that the decision by the ECZ to ban roadshows across the country was aimed at washing the shame of the PF’s dwindling political fortunes.

Mr Liswaniso noted that it was unfair for ECZ to ban both the PF and UPND from campaigning when it was the former who had been perpetrating political violence against UPND.

ZEMA working to address illegal sand mining in Magoye

3

The Zambia Environmental Management Agency (ZEMA) is making strides towards addressing the issue of illegal sand mining in Magoye river in Southern province.

ZEMA Corporate Affairs Manager Friday Phiri said the agency is working with various partners such as the Ministry of Water Development and Sanitation to deal with the issue of sand mining in Magoye area.

“We as ZEMA are working with partners such as the Ministry of Water Development and Sanitation to come up with a comprehensive plan to address the issue,’’ he said

Mr. Phiri said ZEMA has noted that the issue of sand mining has become a livelihood venture for the local people in Magoye.

He said there is, therefore, need to find a balanced plan that will help local people transition from sand mining to other lucrative ventures.

“There is a process that has started which is called the protection and restoration which was developed by ZEMA and various cooperating partners. The idea is to come up with an alternative plan that will take away local people from sand mining so that the river remains protected,’’ he explained.

He added that the Magoye river has changed course due to sand mining activities in and around its basin, a situation that has resulted into the basin becoming shallow.

Mr. Phiri has since called on other environmental protection stakeholders such as the council to take part into coming up with a comprehensive plan that will help end the damage caused to the river.

Meanwhile, Mr. Phiri has disclosed that the new ZEMA e-platform has received positive feedback as clients are able use the platform to make payments.

He said clients are able to apply for licenses on the digital platform.

“The e-platform is live, members of the public are registering, and over 120 industry players are registered and interacting with us online which is a plus for the agency,’’ said Mr. Phiri.

Davies Mwila describes blanket ban as unfair and launches a scathing attack on Zambia Police

40

The ruling Patriotic Front (PF) Secretary General Davies Mwila has said that the decision by the Electoral Commission of Zambia (ECZ) to ban PF alongside the opposition United Party for National Development (UPND) from conducting political campaigns in Lusaka, Namwala, Mpulungu and Nakonde is unfair and unjust.

In a statement released to the media, Mr. Mwila said that the decision against PF is unjust because PF is actually a victim of the UPND reign of terror and violence.

Mr. Mwila went on to say that UPND has gone on a rampage, burning vehicles, beating and even killing our members in places such as Nalikwanda, and therefore unfair and unjust for the ECZ to punish PF for the violent crimes that the UPND have been committing.

“The Electoral Commission of Zambia should punish the perpetrator and not the victims of political violence,” Mr. Mwila said.

Mr. Mwila also took a swipe at Zambia Police for the poor handling of the violence and describe their failure to enforce law and order as lamentable.

“We also want to register our utmost disappointment and displeasure with the manner in which the Zambia Police have been handling the issue of political violence, ” he said.

“The police have lamentably failed to enforce the law on UPND cadres who have been unleashing violence on innocent Zambians in full view of the Zambia Police, ” Mr. Mwila said.

Mr. Mwila accused Zambia Police of turning a blind eye to acts of violence and described Zambia Police as unprofessional and ineffective in the manner they have been handling issues of violence that have been caused by the UPND.

“Instead of arresting the violent UPND cadres, the Zambia Police have decided to turn a blind eye to such acts of violence,” he said.

” We want to stress that the Zambia Police have been unprofessional and ineffective in the manner they have been handling issues of violence that have been caused by the UPND,’ Mr. Mwila said.

Mr Mwila concluded by calling upon the Electoral Commission of Zambia to rescind its blanket decision and instead ban the UPND who he described as the culprits of political violence and not the Patriotic Front which has been a victim of political violence.

Mr Mulumbi said his Commission is greatly concerned to hear levels of tolerance among political players going down in the country.

He stressed that Zambia is a democracy where different political parties should learn to co-exist despite believing in varied political ideologies.

“We are a democracy where different political parties should co-exist. As Zambians in 1991 we agreed that we are going to be a democracy,” he stressed.

He stated that the commission is aware of the lamentations from some political parties and other stakeholders on the application of the public order act ( POA).

The HRC has continued and will continue to engage all the stakeholders including the police to ensure that the POA is applied fairly.

Nawakwi urges Zambians not to Vote for HH

54

Edith Nawakwi, the leader of the opposition Forum for Democracy and Development (FDD) has urged Zambians not to vote for United Party for National Development (UPND) leader Hakainde Hichilema due to his neglect of Zambians, hundreds of whom have since died.

Speaking in Livingstone and clad in the ruling Patriotic Front(PF) campaign outfit, Ms. Nawakwi said that she is in possession of intel that shows that some companies Mr. Hichilema holds majority shares in are responsible for the “needless” deaths of many pensioners from companies such as BP and KCM whom Mr Hichilema has wantonly refused to pay even on their death beds.

“Pensioners have died while waiting for companies Mr Hichilema heads such as Surtnia Regina, Africa Life and Sanlam,” Ms Nawakwi said.

“If he cant pay simple security guards and retired miners now when he is ab ordinary citizen,” Nawakwi said before adding: “what do you think he will do with these levels of arrogance and callousness as President?”

Welcoming defectors from UPND, MDC and NDC to PF, Ms Nawakwi said that Mr Hichilema has already promised to hurt the Zambian civil service publicly.

“He will scrap 50 percent of civil service jobs, police, teachers, nurses, etc which President Lungu wants to increase,” Nawakwi said,

“He has also promised to cut down by 50 percent civil servants salaries, is that the kind of President you want? I would rather stick with President Lungu who has a heart for the people.”

Ms Nawakwi said as a former Finance Minister, she knows where Mr. Hichilema´s “political bodies are buried” including the various deals he has signed to “auction to foreign interests, especially from South Africa.
