State demanding K5 million from lawyer John Sangwa after his petition against ECZ was dismissed

The State is demanding K5 million from lawyer John Sangwa after his petition against the Electoral Commission of Zambia (ECZ) was dismissed by the Constitutional Court with costs.

Attorney General Likando Kalaluka said that the payment incurred when the State prosecuted the matter must be done immediately.

The Attorney General warned that the payment must not be done beyond 14 days.

He says if the amount remain outstanding for the period of 14 days, the State will invoke its legal rights to move the court for taxation without any negotiations.

“I write to demand for the merge sum of K5,000,000 only as costs incurred by the State to prosecute the matter,” the Attorney General said.

The Constitutional Court recently condemned Mr. Sangwa with costs after he lost a petition in which he wanted the affidavit for Presidents to have a clause indicating that they have not held office twice.

The Attorney General had about 21 lawyers who worked on this petition to have it dismissed.

A vote for the Socialist Party is a vote for those who want to engage in an honest conversation about the way the country is headed and are prepared to stand-up and be counted for doing the right thing.

A vote for the Socialist Party is a vote for a Zambia where the next generation can make a difference in their own lives and the lives of those they care about, not be fodder for politicians and their schemes of deception, manipulation and abuse. I say to you, the Socialist Party is your voice of a generation.

A vote for the Socialist Party is a vote for those small business owners who know more about the real economy than any economist. To be able to create a product customers want to buy at a price they can afford, and jobs along the way. I say to you, the Socialist Party is your voice too. And yes, a vote for the Socialist Party is a vote for a genuine chance to jump-start the economy.

We can create a government that is efficient, effective and orderly, as well as delivering the essential services that people depend upon – free and socialised education and health services, water and sanitation, and so on and so forth.

PF and UPND have both recently released their manifestos. Nobody can tell the difference. They want a rendition of the same old show of 2015 and 2016. PF vs UPND. But if their policies are the same there will be no policy debate about the future of our country. Don’t let them get away with it. I say to you that it can be different. But it can only change, if we show the courage of our convictions and choose to change – real change, revolutionary change.

So yes, the opportunity is for the Socialist Party at this election. The Socialist Party can win this election for the poor, for Zambia. It takes real courage to make real changes in your life.

Young people are coming to the Socialist Party, because they see a party that truly listens to them and has more of them to stand as councillors and members of parliament than any other party. A party that is prepared to break the mould. And a party that is committed to ensuring that there’s real change – revolutionary change, not just any change.

You can really change your future. So, now the stage is set and the election campaign begins in earnest. What you do now really matters. I will travel the length and breadth of this country to make and remake the case. But ultimately, this is your story.

Now Linda Kasonde and Sishuwa also petition President Lungu’s nomination

Former Law Association of Zambia (LAZ) President Linda Kasonde has petitioned President Edgar Lungu’s nomination as presidential candidate for the PF in the August general election.

Ms Kasonde together with Chapter One Foundation says President Lungu does not qualify for elections this as he served two terms.

And another private citizen Sishuwa Sishuwa has also filed in a petition in the constitutional court blocking President Lungu’s nomination.

The two have filed in their petition which is separate from the one filed in earlier by Legal Resources Foundation on behalf of John Sangwa and Robert Simeza.

ZRA pleased with the positive response to its Amnesty on imported motor vehicles

The Zambia Revenue Authority (ZRA) says it is happy with positive response by the general public to its recent amnesty to clear imported vehicles since the exercise started.

ZRA Public Relations manager Tospy Sikalinda says that the Authority is happy with the response form the general public to normalize there motor vehicles across the country.

Mr Sikalinda said the Authority is working together with Road transport and safety agency (RATSA), and the international Police (Interpol) in the operations in various ZRA offices across the Country.

ZANIS reports the ZRA Public Relations manager said in an interview in Lusaka today that this is to ensure that the owners of the vehicle are helped with clearing of the documentation for their vehicles and are cleared.

“ The response has so far been generally good more especially in Lusaka , Copperbelt including Nakonde border town is also doing fine compared to the other boarders towns the response has not been good,’’ he said.

Once the Amnesty period is over on the May 26 ,2021, the Authority will not extend the amnesty to the public and will thus impound all the vehicles illegally imported in the country.

Recently, the ZRA introduced an amnesty to the general public to clear all the illegally imported motor vehicles that were imported in the Country to legally clear their vehicles from on March 20, 2021 to May 26, 2021 as the deadline go make their records cleared.

CSOs receive Grants for Voter Education

United Nations (UN) has handed over a total amount of 17.4 million kwacha to 18 Civil Society Organizations

Ahead of the 12 August polls.

The funds are meant to capacitate the organizations to promote Voter Education and Stakeholder Engagement to increase the participation of Women

, Youth and People with Disabilities in Zambia ahead of the polls.

The grants also aim to benefit other categories of voters such as Persons in Lawful Custody (PLCs), first time voters and rural or hard-to-reach voters in the context of the 2021 General Election and beyond.

ZANIS reports UN Resident Coordinator Coumba Mar Gadio who revealed this at a meeting said the project dubbed “ Democracy Strengthening in Zambia (DSZ) “ is a multi-year Multi-donor basket fund to be implemented between 2020 and 2022.

Stressing that the project aims at encouraging electoral transparency, inclusion, accountability, integrity and peace, Dr Mar Gadio said the project also seeks to strengthen institutions of democracy like the Electoral Commission of Zambia and the Zambia Police Service.

“The UN’s vision through this project is to support elections which are democratic and credible as well as elections whose outcomes which enjoy stakeholder trust and confidence and also widespread legitimacy,” he said.

And British High Commissioner to Zambia Nicholas Wooley said his government fully supports the programme as it is in line with the UK’s resolve to back Zambia’s democratic process.

Mr Wooley who also underscored the importance of civil society organizations in Zambia’s democratic process emphasised that the electorate need to be educated on the process by the organizations.

“Voters need to understand and know their responsibilities, the importance of their vote and knowing the choices before them when they cast

their votes,” he said.

And the Electoral Commission of Zambia (ECZ) Chief Electoral Officer Patrick Nshindano emphasized the need for an inclusive electoral process.

Mr Nshindano expressed hope that the beneficiaries of the funds will add value to the country’s democratic process.

Meanwhile the ECZ’s CEO said he expects that the misinformation peddled during the electoral process will be a thing of the past with the launch of the grants to the civil society organizations.

“As a commission we have observed a lot of misinformation including from established civil society organizations and such partnerships will be able to bridge that gap,” Mr Nshindano said.

And in speech read for her by Director Governance Yengwe Kakusa , Ministry of Justice Permanent Secretary Thandiwe Oteng urged the organizations to put the funds to good use.

ZNUT welcomes formation of MORETA

Trade unions in the teaching fraternity have welcomed efforts towards uniting, to ensure one voice on matters affecting the profession.

Commenting on the formation of the Movement for Restoration of Teachers Affairs (MORETA), an organization aimed at spearheading the merging of teacher Unions, Zambia Union of Teachers (ZNUT) Secretary General Newman Bubala says the Teachers Union is in support of any efforts that will unite the teacher Unions in the country.

“Fragmentation is never beneficial. A united voice for the teaching fraternity will ensure concerted efforts and will yield more as opposed to lone voices.” Mr Bubala has said.

Mr. Bubala however, stated that ZNUT has not yet been engaged by MORETA and are keenly following the unfolding of events in the efforts being implemented by the Movement.

And ZNUT Director Human Resource Auster Kabalo reiterated that integration is necessary.

“One stick can be easily broken. But it is more of a challenge to break many sticks bound together. Coming together with unity of purpose will yield the teaching profession more results as opposed to the variety that currently exists.” Mr. Kabalo emphasized.

The National Union of Public & Private Educators of Zambia (NUPPEZ) also stated its support towards efforts to integrate trade unions in the teaching profession, but expressed unawareness of the Movement for Restoration of Teachers Affairs MORETA as the spearheading body to that end.

NUPPZ General Secretary Nelson Mwale indicated that the trade union was in support of efforts to unite the Labour Movement in the Education sector, but the Union was ignorant of MORETA’s efforts.

MORETA was formed to spearhead the Assimilation of the Assortment of trade unions among teachers, to ensure one voice for teachers.

Sangwa petitions ConCourt, seeks to nullify President Lungu’s candidature

As widely expected, Lusaka lawyer John Sangwa has petitioned the Constitutional Court to disqualify the nomination of President Edgar Lungu as the Patriotic Front candidate in the August 12, 2021 polls.

In an elaborate 31 paged petition, Mr. Sangwa is arguing that President Lungu is not eligible to contest the elections as he has held office twice.

President Lungu was elected in January 2015 after the death of president Michael Sata in 2014.

The Head of State completed president Sata’s term in August 2016 and was re-elected to run through to 2021

Zanaco Looking to Go Two Points Behind Zesco United

Zanaco have a great opportunity to move within two points of FAZ Super League leaders Zesco United this Saturday when they host Kitwe United at Sunset Stadium in Lusaka.

Second placed Zanaco have 50 points and are breathing down Zesco’s neck who have 55 points and have lost their last two league games with six and seven matches left to play respectively.

While Zesco have hit some turbulence, and seen their lead dwindle from twelve to five points, Zanaco are enjoying a five-match unbeaten run in which phase they have collected three wins and two draws.
Zesco will be in action this Sunday away to Lusaka Dynamos at Nkoloma Stadium in Lusaka.

But demoted and bottom placed Kitwe United are one of eight sides who collected a draw off Zanaco so far this season.

Moreover, Zanaco have beaten three top five teams in the midst of their recent good run but the recent draws have both come against survival-battling Lumwana Radiants and Green Buffaloes.

It will be interesting to see if that is just a minor concern or a pattern when relegated Kitwe United visit this weekend.

The match will also see Zanaco striker Moses Phiri try to put some distance over the chasing pack in this seasons’ golden boot race that he leads on 15 goals, two goals more than Buffaloes’ Friday Samu.

BRE congratulates Inonge Wina for retiring

The Barotse Royal Establishment (BRE) has congratulated Vice President Inonge Wina on her retirement from active politics.

In a statement, BRE Prime Minister (Ngambela) Manyando Mukela commended Mrs. Wina for her service to the nation, stating that her leadership was commendable.

“We commend her for the long, honourable service she dutifully rendered to the nation. She performed with honesty and great responsibility,” he said.

Ngambela Mukela said although the BRE would have wanted Mrs. Wina to continue her service to Zambia, it has accepted her reason not to be considered as running mate in the forthcoming elections.

“We wish her God’s blessings, good health and success in her private life,” he said.

Recently, Mr. Wina announced that she has reached a stage in her political journey where she needs to take a different role and allow a new generation of leaders to run the affairs of the country.

The Vice President disclosed that she is now 80 years old and could therefore not summon the same energy as she used to have when she was young.

Alliance for Accountability Advocates youth project launched in Solwezi

North-Western Province Permanent Secretary, Willies Mangimela has reaffirmed government’s commitment to prioritizing the needs of youths and young women in the country.

Mr Mangimela said government understands that building inclusive society is a means to attaining national development.

He said this in a speech read on his behalf by his Deputy,

Emmanuel Chihili during a project launch on enhancing youths and young women’s participation in governance organized by Alliance for Accountability Advocates Zambia held in Solwezi today.

“In order to measure the achievements of the Global Goals and Vision 2030 and the National Youth Policy, there is need to put in place monitoring and accountability mechanisms especially by the youths themselves so as to hold each other accountable and ensure that these strategies are achieved,” Mr Mangimela said.

He has encouraged youth leaders to engage fully in the implementation and monitoring of the sustainable development goals, national development policies and their related youth strategies as the results affect their future.

Mr Mangimela assured to maintain 30 percent youth representation in decision making structures at provincial and district development coordinating committees.

He said government is ready and willing to support youth- led initiatives and create an enabling environment for them to participate in democratic processes at all levels.

And Alliance for Accountability Advocates Zambia Executive Director, Chilufya Chimfwembe said the organization is aiming at ensuring that there is enough youth representation in decision making structures.

“When we talk about representation in decision making structures, we are talking about the provincial and district development coordinating and area development committees to ensure there is development in our communities”, Mr Chimfwembe said.

He said they want young people to effectively participate in governance issues in their communities and hold leaders accountable.

Meanwhile, Alliance Accountability and Advocates Zambia Media and Publicity Officer, Chisha Chola said after the capacity building, they expect to see each and every youth participate in decision making spaces and governance issues especially young women.

“So all these methods we are using of capacity building the young people will help them break through the barriers and have confidence to participate in governance issues,” Mr Chola said.

He said once the capacity is embedded in young people they will be able to talk about issues that affect them in communities.

Nkana Enter Crucial Last Six Match Stretch

Nkana hosts Prison Leopards at Nkana Stadium in Kitwe this Saturday in the first of their last six matches left that they need to secure their FAZ Super League survival.

The FAZ Super League title holders are currently third from the basement inside the bottom four relegation zone at number 16 on 31 points, five points behind Napsa Stars and a further seven points adrift of Prison Leopards who are thirteenth.

Nkana need to attain the traditional threshold of 41 points in these remaining six matches to hopefully have done enough to secure their survival.

Beston Chambeshi’s side also has the privilege of playing a third successive home game where they have so far posted mixed results after losing 2-1 against Lusaka Dynamos last Sunday before Wednesdays’ 4-1 win over Napsa.

With striker Alex Ngonga looking charged-up and menacing in attack, and goalkeeper Kelvin Malunga displaying dependability between the post, Chambeshi will feel confident that Nkana can avenge the 2-0 first leg loss they sustained away in Kabwe against Prison on December 30.

However, another home victory will still keep Nkana at number 16 but earn them 35 points that will put them within six points of the projected cut.

Meanwhile, Napsa also back in action on the same date hoping to rebound from the Nkana loss in a match.

Napsa hosts a tricky Green Eagles at Sunset Stadium in Lusaka.

Tenth placed Eagles, who drew 1-1 with Napsa in the first leg on December 30, are out of a top four finish and continental contention for the first time in three seasons but on 40 points are now clearly chasing a dignified finish in their final four games.

Eagles will be hoping to collect another three points against another struggling side following Wednesday’s 3-0 home win over Indeni who are just above Napsa at number 14.

Independent Candidates are selfish-Prof Luo

PF presidential running mate Prof Nkandu Luo has charged that Independent candidates are selfish.

Prof. Luo said a lot of aspiring candidates who apply for adoptions do so for selfish motives and that was why they end up running as independents to satisfy their desires.

Professor Luo said it was worrying that a lot of people in Zambia still looked at being Member of Parliament merely as lucrative job and not a responsibility charged to lead and represent the people in Parliament.

“One of the things we miss as a people is that when you apply for adoption, it doesn’t mean that you will be successful all of you. You will be subjected to assessments and the best one gets picked so there are a lot of things that are taken into consideration before the MCC settles for a particular candidate,” Professor Luo said.

She said being a Member of Parliament was a very difficult undertaking because Parliament required people who could debate issues.

Professor Luo added that the back benches in Parliament are the most important and they must always research and be able to protect the integrity of the party they represented.

“I was mesmerised by a huge number of people applying to contest on various positions. People should have the euphoria to apply into colleges and universities to contribute to the nations education and development sector instead of just trying to get to Parliament at any cost,” she advised.

Doctors to stage go slow on Monday

All the juniors country wide will from Monday stage a go slow to press for the payment of arrears, gratuity and settling in allowances accrued from 2015.

A go slow by medical doctors means only emergency cases will be attended to.

Resident Doctors Association President Dr Byran Sampa revealed that the resolution to go on a go slow was arrived at after a virtual meeting held on Wednesday evening.

The meeting was held to chart the way forward after the earlier ultimatum issued to government to address the doctors grievances was ignored.

The ultimatum expired on Monday.

In a memo seen in Lusaka and addressed to all 3,500 doctors, Dr Sampa is instructing all doctors to stop work until all issues are addressed.

The doctors want government to pay the K150 million owed in arrears arising from unpaid gratuities and settling in allowances.

The doctors also want government to clearly state when it shall commence the recruitment of doctors as 530 qualified doctors still remain unemployed.

Dr Sampa who was just recently elected as RDAZ President said the doctors are resolved to press on with their demands because government has shown lack of willingness to address the issues.

“From 2015, these issues have been with government, the team which was there before me even produced a Position Paper which was even tabled in Cabinet but up to now, nothing is happening. We have escalated the matter to the highest office in the land and we cannot continue like this,” Dr Sampa said.

He said efforts to engage the Ministry of Health point to a lack of funding from the Treasury as one of the key issues affecting the Ministry’s operations.

“We need to recruit new doctors. The current Doctor-Patient ratio stands at 1 to 12,000 and this is unacceptable. The 530 unemployment doctors can all be absorbed by the system and we can’t still have a shortfall of 3,000 more doctors. Government just needs to do the correct thing and employ these doctors who were trained a high cost.”

NHIMA to mobilise more on the scheme

National Health Insurance Management Authority (NHIMA) says it will soon embark on a robust door to door campaign for more Zambians to join the national health Insurance scheme.

NHIMA Director General, James Kapesa, says the Authority is targeting to capture more people in the informal sector to register with NHIMA for quality healthcare.

Mr Kapesa said there is a need for more people especially in rural communities to appreciate the importance of joining the NHIMA program for improved health services.

ZANIS reports that Mr Kapesa said this at Kalene Mission Hospital in Ikelenge district as he concluded his tour of health care providers accredited to NHIMA in Northwestern Province.

The NHIMA Chief observed that much more needs to be done to facilitate information exchange between NHIMA, implementers of the scheme and the community for awareness to take place.

Meanwhile Kalene Mission Hospital Acting Medical Officer, Dr Mweene Mophini, called on NHIMA to ensure that more people in Ikelenge district are captured and mobilised to join the national health Insurance program for the hospital to increase its claims on health care.

Local framer advocate for conservation farming

A small scale farmer of Lusu East Ward in Sesheke district has urged other farmers to practice Sustainable and Conservation Agriculture.

Mr Lubinda Lubinda of Katete area said sustainable and conservation farming is good as it has a lot of benefits.

He was speaking at Mazaba primary school during a training dubbed Sustainable Agriculture organized by ActionAid Zambia.

“Practicing sustainable and conservation farming is good because it helps return nutrients to the soil and improves the yield,” said Mr. Lubinda.

He said that it also saves on time as farmers tend to clear and plant their crops within a short time.

“The new methods of farming also reduces on the cost of buying fertilizer and chemicals,” he added.

Meanwhile, ActionAid Zambia Western Hub-Humanitarian Project Officer, Nalishebo Namakando has advised farmers to adapt to the effects of climate change by planting early maturing and drought resilient crops that can easily grow even in harsh conditions.

Mr Namakando said it was time for people to practice smart agriculture in order for them to survive during times of climate change.

He said it is important for farmers to adopt agro-ecological methods so that they produce increased yields compared to those using conventional methods.

“We need to move with time hence the need for us to move to smart agriculture in order to contribute to food security in our areas,” Mr Namakando advised.

And Mazaba Agriculture Extension Officer, Vitaris Sialubala has called on farmers to desist from ploughing and burning their fields.

Mr Sialubala said doing so, kills nutrients in the field and damages the soil.

“Sustainable Agriculture is the product of keeping livestock and growing crops hence you must stop burning and ploughing your fields so as to preserve the environment,” he added.

The Extension Officer further said sustainable agriculture also helps farmers in harvesting huge produces on smaller land.

56 farmers from Kaliki, Katete, Njokomalomo, Lusu East, Maziba, Mazaba and Nga’mbwe have benefited from the training.
