Zambia’s free education evokes a stalemate debate

The most celebrated United Party for National Development (UPND) achievement, free education, evokes a stalemate debate. It is very hard to tell which side is winning.

No Zambian is against free education. It is the most important point to keep in mind as one follows the debate.

While in opposition UPND promised free education from primary school to university. President Hakainde Hichilema has delivered free education from primary school to secondary school.

College and university education is not free yet, making the promise incomplete. However, that is not what is generating the debate. The debate is on quality education.

Free education has boosted enrolment in schools. Leading to overcrowding. Because there are not enough schools, some feel Hichilema’s free education does not point to quality education.

It is a varied point. Overcrowding means teachers are burning out. A tired teacher cannot deliver quality education.
Those in support of the current form of free education argue that better bad quality education than no education. They too, have a varied point.

A lot of children who left school because of a lack of support are back in school. They may not be getting a quality education, but at least are being educated.

Reflecting on the debate, aiming at quality education is not a bad idea. We live in a world of competition where quality education is a must as it prepares students for the competition.

On the other hand, quality education aligns with President Hichilema’s pronouncement that Zambia is in the Champions League. If it is, it needs quality education to stay in the league. Otherwise, will go nowhere in the league.
For quality education, Zambia needs more schools, more teachers, better school environments, and above all good government.

Zambia needs to make sure no child goes to school with an empty stomach. Free breakfast and lunch need to be introduced in lower primary schools. Later on, may be expanded to upper grades.

Free uniforms, textbooks, and other important needed school materials would be a plus. Children should not be just present in class but present and equipped.

Free education needs to be a complete package. Hichilema administration should start thinking about introducing free healthcare for students and teachers.

Please don’t misunderstand the author. He is not against UPND’s free education. Zambia needs free and quality education.

Seven Suspects Arrested in Connection with AKA and Tibz Murders

South African authorities have made significant progress in the investigation into the murders of renowned rapper Kiernan Forbes, known as AKA, and his close friend Tebello “Tibz” Motshoane, as seven suspects have been apprehended in connection with the killings.

AKA and Tibz were tragically gunned down outside a restaurant in Durban a year ago, sending shockwaves through South Africa. Lt Gen Nhlanhla Mkhwanazi, the KwaZulu-Natal provincial police commissioner, revealed that hitmen were hired to target AKA, but no motive has been disclosed thus far.

According to police reports, the suspects, all under the age of 36, played various roles in the plot to assassinate AKA. These roles include alleged gunmen, spotters, and facilitators who sourced firearms for the attack, as well as the alleged mastermind behind the killings.

Lt Gen Mkhwanazi emphasized that while AKA was the intended target, Tibz was not, indicating a clear premeditated plan. The suspects, some of whom are also linked to unrelated murder cases, are due to appear in court on Thursday.

Six of the suspects were arrested on Tuesday evening, with a seventh apprehended on Wednesday morning. Among them, two alleged gunmen were found in a hideout in neighboring Eswatini. Plans are underway to extradite them to South Africa to face murder charges.

Exhibits recovered during the arrests include firearms linked to the murders, empty cartridges, and four vehicles believed to be used in the attack. Police Minister Bheki Cele acknowledged the widespread disturbance caused by the killings, expressing hope that the arrests would bring a sense of relief to the nation.

While the motive behind the murders remains undisclosed, Minister Cele assured the public that details would emerge during court proceedings. AKA, renowned for his musical achievements both locally and internationally, received posthumous recognition at the BET Hip Hop Awards last year.

As investigations continue and suspects face legal proceedings, the arrests represent a significant step towards justice for AKA, Tibz, and their families, as well as closure for the South African community shaken by these tragic events.

National Assembly Speaker Directs Minister to Address Concerns Over Lungu’s Statement

Speaker of the National Assembly, Nelly Mutti, has instructed Home Affairs and Internal Security Minister, Jack Mwiimbu, to deliver a ministerial statement on Tuesday, March 5, 2024, regarding a statement made by former President Edgar Lungu.

Former President Lungu’s remarks, made on Tuesday, February 27, 2024, suggested the possibility of Zambians rising against President Hakainde Hichilema, potentially forcing him out of office before 2026.

The directive from Speaker Mutti comes in response to a Matter of Urgent Public Importance raised by Bweengwa Member of Parliament, Kasautu Michel, seeking clarification on the government’s position regarding Mr. Lungu’s statement.

In addressing Michel’s concerns, Speaker Mutti underscored the importance of addressing the matter transparently and ensuring that the public is appropriately informed. As such, Minister Mwiimbu has been tasked with providing clarity on the government’s stance regarding Mr. Lungu’s statement during the upcoming parliamentary session.

Dr.Never Mumba, President of the Movement for Multiparty Democracy (MMD), has criticized former President Edgar Lungu’s recent assertions suggesting potential unrest against the current administration, labeling them as irresponsible. Dr. Mumba emphasized the importance of upholding the dignity of the Office of the Former President.

In a statement posted on his Facebook page, Dr. Mumba urged Mr. Lungu to approach criticisms of the current government with transparency, considering his own record while in office. Dr. Mumba noted that Mr. Lungu’s previous tenure witnessed instances of police brutality and tear-gassing of citizens, making his accusations against the current government hypocritical.

Similarly, the Centre for Policy Dialogue (CPD) has condemned Mr. Lungu’s remarks, warning against the potential divisive impact of such statements. Caroline Katotobwe, CPD Executive Director, expressed concern over the possibility of Mr. Lungu’s comments exacerbating tensions and fostering anarchy. Ms. Katotobwe emphasized the importance of prioritizing national interests over political agendas, highlighting the need for constructive and inclusive politics.

Meanwhile, Mr. Lungu may face legal repercussions for his statements, as police authorities indicate they are assessing the implications of his remarks. Police Spokesperson Rae Hamoonga reiterated that police stations are protected places by law and will not tolerate misconduct within their premises. Mr. Hamoonga emphasized that engaging in illegal activities within police stations could result in arrest, stressing that such behavior is unacceptable.

The recent incident at Kabwata Police Station, where tear gas was deployed to disperse PF faction cadres, underscores the importance of maintaining order and upholding the rule of law. Faction Secretary General Raphael Nakcinda was detained briefly before being released on police bond.

As tensions simmer, authorities urge all parties to exercise restraint and engage in constructive dialogue to address grievances. The focus remains on fostering unity and stability while upholding democratic principles and the rule of law.

The State House was honored to welcome His Excellency Eng. Abdurahman Abdulmohsen A. Alfadley, the Minister of Environment, Water, and Agriculture of the Kingdom of Saudi Arabia, and his delegation today. President Hakainde Hichilema expressed gratitude to His Royal Highness Prince Mohammed Bin Salman Bin Abdulaziz Al Saud, Prime Minister of Saudi Arabia, for sending the delegation to Zambia and for the generous gift of a hospital constructed in Lusaka.

Discussions between the two parties centered on strengthening the economic relationship between Zambia and Saudi Arabia in alignment with Zambia’s Foreign Policy of Economic Diplomacy. Government Stands Strong To Economic Recovery Plan Amidst Drought

President Hakainde Hichilema has assured the nation that Government stands resolute to continue on the economic recovery agenda despite the drought which most parts of the country are experiencing.

The Head of State said government is already looking into ways in which the drought effects can be reduced.
The President, who was speaking when a team of visiting Executive Directors from the African Development Bank (AfDB) called on him at State House yesterday, said some parts of the country may not harvest any crop from last year’s farming season as a result of the drought.

President Hichilema expressed concern that the drought being experienced in the country is likely to affect the country’s economic recovery agenda as it is likely to affect key sectors of the economy.

President Hichilema, who described the drought as the worst that the country has faced so far, said the dry spell poses a threat to food security in the country.

He added that the drought will greatly affect the water and energy sectors including other sectors that heavily depend on water and energy such as mining.

The Head of State however, called on the African Development Bank to support the government in its economic recovery agenda amidst the drought.

Meanwhile, leader of the delegation of the AfDB Executive Directors Edmond Dejon Wega explained that the team is in the country to appreciate the works that the bank is doing in Zambia and the challenges being faced.

Mr Wega disclosed that the delegation is scheduled to meet with Zambian Cabinet Ministers and other Senior Government Officials in an effort to identify opportunities for collaboration and to deepen the already existing relationship with Zambia.
He commended President Hichilema and his government for the achievements made in the efforts to recover the economy of the country and affirmed the bank’s continued support to the country.

The delegation is expected to be in the country for about 8 days before proceeding to Botswana on a similar mission.

Zambia and Ghana Battle To Stay in Olympic Race

Zambia and Ghana are upbeat ahead of this evening’s Paris 2024 Women’s Olympics third round, second leg qualifier set for Levy Mwanawasa in Ndola.

The Zambia Women’s Team beat Ghana 1-0 in the first leg match played in Accra last Friday.

During the pre-match media briefing, Zambia coach Bruce Mwape declared his team ready to face Ghana.

We just need to be cautious because the game is not yet over until it is over. We still have 90 minutes to play here in Ndola,” Mwape said.

“It is important for Zambia to qualify to the Olympics for the second time,” he said.

Ghana coach Nora Huptle predicted a good game against Zambia.

“We have had good preparations and we are confident,” Swedish trainer Huptle told journalists in Ndola.

“I cannot tell you about our tactics but we are always adaptive. You will see our approach on the pitch,” he said.

The match is scheduled to kick off at 18h00.

Minister Mutati Advocates Industry-Aligned Skills Training at NORTEC

Minister of Technology and Science Felix Mutati has advocated quality skills training that responds to the needs of the industry.

Officiating at the ground breaking ceremony for the construction of the open air Automotive workshop at Northern Technical College in Ndola, Mr. Mutati said good infrastructure and equipment is key in skills development.

He disclosed that the Automotive workshop project is valued at around $4,000,000.

“We are going to have modern workshops, fully equipped. Not only physical but also at the intellectual level and for us to be equipped at the intellectual level, let us design a programme for our lecturers at NORTEC to upgrade their skills, including secondment to other companies and countries where they can be better and strongly equipped to deliver the skills,” Mr. Mutati said.

“So we need to have a deliberate programme. We also need to have a deliberate programme where our students can have exposure to the real industry. They can go and mingle with industry, including the lecturers so that you know what industry wants and you train to respond to the demands of industry,” he said.

Mr. Mutati further challenged NORTEC to become a center of excellence for heavy equipment repair in Africa.

NORTEC Principal Martin Kasonso hailed the construction of the workshop being funded by the Swedish government, UNIDO in partnership with VOLVO.

Government Removes Buyback Option From NHIMA

Minister of Labour and Social Security Brenda Tembatamba announced the removal of the buyback option under the National Health Insurance Scheme (NHIMA).

Ms Tambatamba says the buyback policy, which was introduced in 2020 and waived the waiting period that was required for members of the scheme to access services has been removed due to the high cost implications on NHIMA.

The Minister, who was delivering a Ministerial statement in Parliament, explained that whilst the introduction of the buyback policy was well intended, a large number of members from the informal sector opted to pay premiums only when sick and in urgent need of medical services, as some even required expensive medical procedures including cancer treatment, which in some cases cost as high as K8,000 per member.

“Despite the good intentions of the buyback programme, a large number of members from the informal sector only registered as members of the scheme when they were already sick. As a result, they would only pay the required average premium of K200 (which is K50 by 4 months) and then access all the services such as laboratory services, drugs and in some cases even very expensive services such as CT and MRI scans,” she noted.

She added that most of the members even stopped paying premiums once they received the medical service and only returned to pay the K200 premium arrears under the buyback option when they fall ill again.

Ms Tambatamba lamented that such practices are affecting the sustainability of NHIMA and feared that if continued, they may render NHIMA bankrupt as the trend proved that the number of claims so far exceeded the premiums received.

“The actuarial evaluation on scheme sustainability conducted, revealed that the surge in claims was mainly emanating from the buyback option clause which was prevalent in the informal sector. The actuarial study also revealed that if the same trajectory is maintained, the scheme will run bankrupt. The removal of this option is primarily to save the fund from bankruptcy and from grinding to a halt under our watch,” she said.

Ms Tambatamba disclosed that the new approach which will be implemented in this regard is aimed at encouraging the informal sector and the public at large to pre- register their membership and to ensure that members’ contributions are consistent to avoid a repeat of the situation.

She that the Ministry has to this effect embarked on a rigorous sensitisation campaign on the need to contribute consistently and pre-register in order to access the health insurance services.

The National Health Insurance Scheme (NHIMA) was established by Act no. 2 of 2018 as a compulsory scheme to provide reliable health care financing for all Zambian citizens and legal residents, in line with the government’s agenda of bringing services closer to the people and ensuring Universal Health Coverage (UHC) agenda.

The buyback option enabled new members to register and pay their premiums in retrospect as a buy back of four months and immediately access necessary healthcare services.

Similarly, old members whose payment fell into arrears would also settle the arrears and immediately access necessary healthcare services as long as the arrears were within the four months period.

Authorities Respond to Events at Kabwata Police Station, Stress Importance of Lawfulness

In a statement released by Police Public Relations Officer Rae Hamoonga, it was clarified that the actions taken by Kabwata police yesterday were carried out in accordance with legal procedures. Mr. Nakachinda was released following due process, while individuals unlawfully camping at the station were lawfully apprehended. Notably, the arrest of Mr. Emmanuel Mwamba and three others was conducted within the bounds of the law.

Furthermore, police managed to seize three drums used by an unruly crowd, which will serve as vital evidence in ongoing investigations. Hamoonga reiterated that a police station is not a venue for disorderly conduct, emphasizing that individuals engaging in illegal activities within its premises are subject to arrest.

Tear Gas Deployed as Tensions Rose at Kabwata Police Station

Tensions flared at Kabwata Police Station yesterday morning as law enforcement officers resorted to firing tear gas to disperse members of the Patriotic Front (PF) faction who had gathered outside the station. The gathering occurred in response to the detention of Raphael Nakachinda.

Former President Edgar Lungu, who was present among the PF faction members, voiced concern over the actions of the police, suggesting that such behavior could provoke public discontent against the government. Lungu warned that if the conduct of the police persisted, it could lead to President Hakainde Hichilema relinquishing power before the scheduled 2026 elections.

The remarks by Mr. Lungu have drawn criticism from the government, with Information and Media Permanent Secretary Thabo Kawana expressing disappointment. Kawana emphasized that such sentiments should not come from someone who previously occupied the highest office in the country.

Kawana pointed out that individuals inciting unruly behavior are the very people being led by the former head of state at police stations.

During a meeting with United Nations Development Programme (UNDP) Regional Director for Africa and Assistant Secretary General Ahunna Eziakonwa at State House, President Hichilema expressed gratitude for the longstanding cooperation between Zambia and the UN system. He reiterated the government’s commitment to working closely with the UN family to create opportunities aimed at enhancing the well-being of Zambians.

“These institutions are our partners in development. I would therefore like to emphasize our appreciation for recognizing Zambia as a peaceful country, and this recognition should translate into tangible development outcomes for the Zambian people,” President Hichilema remarked.

Acknowledging the adverse effects of climate change on Zambia’s economic ambitions, President Hichilema affirmed that discussions with the UNDP would be held to address climate change challenges. Chitambo District Commissioner Dies in Tragic Road Accident

The Chitambo District Commissioner, Evans Chola, tragically lost his life in a road accident on the Great North Road near the Chilata area of Mkushi District. The incident occurred as Mr. Chola was en route to Kabwe for a Provincial Development Coordinating Committee Meeting earlier this morning.

Reports indicate that Mr. Chola, traveling in his official vehicle, was on his way to Kabwe when the vehicle overturned around 06:00 hours. According to Police Spokesperson Rae Hamoonga, the accident resulted in fatal injuries for Mr. Chola, who was thrown from the vehicle. He was pronounced dead upon arrival at the Mkushi District Hospital.

The driver of the vehicle, identified as Jones Malipilo, 31, and Peter Chilombo, 33, a head teacher at Chiotwe Primary School in Chitambo, sustained injuries in the accident and are currently receiving treatment at the Mkushi District Hospital.

Hamoonga further stated that investigations into the circumstances of the accident are ongoing.

Reacting to the tragic news, Central Province Minister Princess Kasune expressed shock and extended her condolences to the family of Mr. Chola. She described his untimely demise as a significant loss not only to his family but also to Central Province and the UPND party.
