Mwanakatwe confirms that bids to sell part of ZCCM-IH have been received

Zambia has received bids from Canada’s First Quantum Minerals (FQM) and others for a 17 percent stake in state mining investment arm ZCCM-IH, the finance minister said on Tuesday.

“There are multiple unsolicited offers on the table, including from FQM, which are based on preferential share conversions,” said Margaret Mwanakatwe on the sidelines of a mining conference in Cape Town.

“The offers relate to the ministry’s 17 percent holding in ZCCM-IH and a sale would be subject to cabinet approval,” she said.

Meanwhile, political analyst Sishuwa Sishuwa has claimed that former ZCCM-IH Chief Executive Officer Pius Kasolo was fired for his refusal to sanction the sale of Zambia’s 20% stake in First Quantum Minerals.

Dr Sishuwa said a very reliable source has just told him that President Lungu’s regime is now moving fast and that representatives of Government & FQM are currently in South Africa to conclude the deal which he called extremely nauseating.

“Unless they abandon the deal, the outcome is sealed,” he twitted.

But Former Lusaka Securities Exchange Chief Executive Officer Brian Tembo is doubtful that the deal is on the table.

Mr Tembo has since urged the public to visit the LuSE to understand the provisions of disposal of assets of a listed company to determine the truth around this issue and whether or not the correct process is or has been followed.

“ZCCMIH is listed in London, LuSE and on an unregulated French market. If at all there is truth in the 20% stake sell in one of its investee companies that clearly affects the earnings of shareholders (of which I am one). Listings Rules require that the company notifies existing and potential shareholders through a specific notice : Cautionary Notice.”

“The said notice requires to be sanctioned by SEC/LuSE. This is done as soon as the company gets approached by a buyer or intends to dispose off,” Mr Tembo said.

“In any case the company requires a Board and shareholders resolution to OK the transaction. Minority interests are particularly important in such circumstances. The CEO does not decide to dispose assets so I find those assertions strange but he or she implements lawful Board decisions.”

Ministry of Health Permanent Secretary in charge of training Professor Elwyn Chomba has called on nurse training institutions to ensure they train competent health providers.

She says there is need to widen the training net in a bid to attain universal health care in the country.

The Permanent Secretary said this when she graced the General Nursing Council meeting with nurse training institutions.

Professor Chomba says the Private Public Partnership policy in the health sector is yielding positive results as more private health training institutions has come on board.

She said the country has 37 private training institutions and 38 public and church owned institutions.

And General Nursing Council Registrar Dr Aaron Banda says nurses play a critical role in achieving universal health care.

He called for continued collaboration between government and the private sector in the training of nurses in the country.

Mine Workers Union of Zambia (MUZ) says it will engage KCM management to ensure that its members that have been given abrupt retirement letters are allowed to work up to the age of 60.

The union says it will dialogue with the mining company to ensure that the workers that are not ready to retire now can be given a few more years before they can be retired.

Speaking in an interview with ZANIS in Kitwe yesterday, MUZ president Joseph Chewe said KCM should not retrench workers using the court ruling which ruled that the company could retire workers that have reached the age of 55 and above.

Konkola Copper Mine is currently in the process of giving out retirement letters to workers who have reached the age of 55.

The decision comes as a surprise to workers most of whom were not ready to go on retirement as they were expecting to retire at 65.

Mr Chewe said KCM should realise that people need to prepare and plan for retirement before they can finally be retired.

The MUZ president said the union has consulted its lawyers, the Ministry of Labour as well as the Labour Commissioner and has a few options of pursuing the matter if the planned negotiations with the mine management do not yield positive results.

Last week, Konkola Copper Mine started issuing out retirement letters to workers who have reached the age of 55.

The Football Association of Zambia (FAZ) has commended Zesco United and Nkana Football Club supporters for their exemplary behaviour during Sunday’s Confederation Cup Group C match between Zesco United and Nkana played at Levy Mwanawasa stadium in Ndola.

FAZ Communication Manager Desmond Katongo says FAZ is delighted that fans from both clubs heeded the Association’s call for unity of purpose.

In Statement issued to ZANIS in Lusaka today, Katongo said the Association is particularly happy that this crucial game was played under an atmosphere free from any form of disturbance.

He further urged fans across the country to adhere to the laws of the game during domestic and international games.

During the same match Nkana Football Club lost to Zesco united two goals to nil.

The Financial Sector Deepening (FSD) Zambia, in partnership with MTN Zambia and Nkanmu Investments limited have announced a new initiative to deliver financial education through a mobile application called ‘Football Yatu’.

The initiative aims to reach over a thousand-young people in Kalingaling and Garden townships with basic financial literacy information that is crucial for them to make informed decision about their financial health.

Football Yatu is an android application that conveys real time access to the Zambian Super League including live scores, latest news and transfer information.

It is free for download on the android play store and currently boasts over Three thousand five hundred active users.

The application has been endorsed by the Football Association of Zambia (FAZ) as a partner in growing the game of football in Zambia.

The application now hosts the FSD Zambia portal where the Digital Financial Literacy training has been uploaded.

The three organisations are supporting 20 young lead facilitators who have been recruited and trained on the financial education topics such as saving, budgeting and insurance and will train over 1000 of their peers.

FSD Zambia Board Chairman Caleb Fundanga said that such initiatives that are deliberate about educating young people on their personal finances are a starting point for expanding the range of economic and social opportunities available to the youth in Zambia so that they are ultimately responsible for their own growth and development.

“The earlier children and youth are educated about finance, the better their lives can be. Early understanding pays off; young people across Zambia have consistently demonstrated that with the right skills and knowledge, they are able to unleash their potential.” Dr. Fundanga said.

And MTN Zambia’s Financial Services General Manager Mr. Edmund Barwuah noted that partnerships with FSD Zambia, Football Yatu and Mobile Money are fundamental in the Mobile Money ecosystem, hence his organisation’s partnerships with them.

“We currently serve more than 2 million mobile money customers, making MTN Zambia MoMo the largest platform in the country. We consider taking financial services to the unbanked and the youth a huge responsibility that demands constant innovation and this forms the basis of our partnership with the two organisations.”

“MTN Zambia is moving into the digital economy and Football Yatu has long been our partner and we are excited to be taking this partnership to the next level as this will spearhead innovative initiatives which will deepen financial access among the youths in the nation” Mr. Barwuah said.

Meanwhile, Football Yatu Founder Charles Nkandu said that the development of the application has increased the spectrum to see beyond football and deploy it to meet many social and economic needs of the Zambian people.

“To be able to host the Digital Financial Literacy Training for the young people in Kalingalinga and Garden township is such an honour for us. Football creates many conversations and has the power to unite and teach. Our work shall continue, and we are so thankful to our partners FSD Zambia and MTN Zambia for making this program possible” Mr. Nkandu said.

Minister of Sports and Youth Development Moses Mawere said the Football Yatu application will supplement government efforts in empowering the youth in Zambia.

In remarks given on his behalf by the Ministry’s Chief Youth Development Officer David Musonda, Mr. Mawere said such initiatives expand the reach of young people to understand their finances.

The National Democratic Congress (NDC) has urged President Edgar Lungu to consider dropping Housing and Infrastructure Minister Ronald Chitotela.

NDC Secretary General Mwenya Musenge said the party’s demand to have Mr. Chitotela dropped follows the arrest of the Cabinet Minister by the Anti Corruption Commission.

Mr Musenge said Mr. Chitotela should not be allowed to occupy public office because he is likely to interfere with vital documents and information at the Ministry of Infrastructure.

“As NDC, we urge the Anti Corruption Commission ACC to expedite investigations linking Hon. Chitotela to corruption. As a party, we implore the ACC to further extend the corruption probe to other cabinet Ministers who have dubiously acquired wealth in a short period of time.

Yesterday, the Anti-Corruption Commission (ACC) arrested of Mr Ronald Chitotela and charged him with two counts of concealing property suspected of being proceeds of crime. ACC Assistant Public Relations Manager Dorothy Mwanza confirmed the arrest to media in Lusaka.

Ms Mwanza said this is contrary to Section 71 subsection one of the Forfeiture of Proceeds of Crime Act Number 19 of 2010.

She said that details in the first count are that on unknown dates but between the July, 2016 and October 2018 in Lusaka District, Mr Chitotela did conceal a property namely plot number 148 of farm 50A situated in Makeni, Lusaka.

Ms Mwanza said the property was disguised in the names of Diris Mukange property reasonably suspected of being proceeds of crime.

She said that in the second count on dates unknown but between the July, 2016 and October 2018, the Minister did conceal a property namely the remaining extent of Subdivision A of lot 22183/M situated in Ibex Hill Lusaka.

Ms Mwanza said that the property was also disguised in the name of Diris Mukange property reasonably suspected of being proceeds of crime.

She said Mr Chitotela has since been released on Bond and will appear in court soon

Nkana and Zesco switch focus to league duties on Wednesday

Zesco United and Nkana on Wednesday afternoon return to FAZ Super Division action three days after clashing heads in the CAF Confederation Cup Group stage.

Nkana host Napsa Stars at Nkana Stadium in Kitwe fresh from Sunday night’s 2-0 drubbing at Zesco in the opening Group C match.

On the other hand, Zesco welcomes Nakambala Leopards in Ndola in the delayed Week 2 Pool A match of the 2019 transitional season.

Both Zesco and Nakambala have three points each after winning their respective opening matches.

Zesco stunned Green Buffaloes 1-0 in Lusaka while Nakambala edged Kitwe United at home in Mazabuka with the same scoreline.

Meanwhile, Nkana are searching for their first league win in Pool B after forcing a 2-2 draw at Lumwana Radiants in their opening match.

Kalampa are meeting Napsa who beat Nkwazi 2-0 on the first day of the season.

“I think we have come with a positive mind seeking a positive result in this game ” Napsa coach Mohammed Fathi said.

“It won’t be an easy game but I think we are ready to fight for the positive result we are here for,” Fathi said.

Last season, Nkana beat Napsa 2-1 in Lusaka after the first round match in Kitwe had finished 1-1.

Integrated framework for basic social protection launched

The Ministry of Community Development and Social Services has launched the integrated framework for basic social protection programmes.

Minister of Community Development and Social Services Olipa Phiri says the framework aims at improving coherence and create linkages within the social protection programmes.

Ms Phiri said the framework will also improve synergies across the social protection line ministries, and ultimately enhance impact of government interventions.

Speaking in a speech read on her behalf by Permanent Secretary in the Office of the Vice President, in charge of Administration, Stephen Mwansa, at the official launch, Ms Phiri stated that government is committed to the expansion of the social protection sector, as well as invest in efficient and effective delivery mechanisms.

Ms Phiri explained that the implementation of the framework will enhance service delivery to the poor and vulnerable in the communities.

Speaking at the same event, International Labour Organisation (ILO) Technical Officer James Canonge said the United Nations remains committed to supporting government efforts towards the implementation of the National Social Protection Policy, with the aim of realising an inclusive, sustainable and resilient national development pathway that leaves no one behind.

Mr Canonge said the implementation of the integrated Framework possess an enormous potential for improving outcomes that seek to be achieved through various social protection initiatives.

He stated that the framework is a fundamental step towards the creation of a coherent and coordinated social protection system in Zambia.

Proposals for the recent changes to the mine tax regime will be dealt with on a case by case basis

Minister of Mines and Minerals Development, Richard Musukwa has said government will accept proposals case by case any concerns regarding the recent changes to the mine tax regime.

Speaking when he met First Quantum Minerals (FQM) DIirectors, Hon. Musukwa advised that particular concerns should be brought to the attention of government.

Mr. Musukwa said government had a duty to develop the country from resources that were available.

FQM director, Philip Pascal said they would submit concerns regarding the new tax changes.

He said Kansanshi Mine would particularly be adversely affected by the recent tax changes because of the unique circumstances such the gold export tax.

He said that FQM had invested $5billion the last twenty years in the mines at Kansanshi and Lumwana in NorthWestern Province.

He said over the years, FQM had paid over $3.5 billion in taxes.

Hon. Musukwa is at the 25th Africa Mining Indaba being held at the Capetown international Convention Centre.

Today President Cyril Ramaphosa will grace the event with Ghana’s President, Nana Akufo-Addo.

United States provides Traditional leaders with technology to fight deforestation

COMACO staff train rural community leaders in the use of deforestation monitoring software available on computers recently donated by the U.S. government.

The U.S. Embassy recently donated personal computers to help the non-governmental organization, Community Markets for Conservation (COMACO), train traditional leaders in Eastern Province in the use of satellite-mapping software to enable them to improve monitoring and protection of the forests and wildlife within their chiefdoms.

Data and information collected through the computers’ Geographic Information System (GIS) software will help the traditional leaders better plan their actions for preventing wasteful and destructive land uses, such as charcoal production and unplanned agricultural expansion. The GIS software also provides deforestation alerts and can detect forest fires, examine natural water resource usage, and monitor illegal logging in protected areas.

“We’re honored to assist COMACO with its combined effort to support local resource management, particularly to improve conservation,” said USAID/Zambia Economic Development Office Director Jeremy Boley. “This is a great opportunity to reuse these computers in a way that aligns with a mutual goal shared between USAID and COMACO—community-led participation in the management of Zambia’s natural resources.”

The 16 donated computers provide an important opportunity to pilot technology aimed at safeguarding Zambia’s natural resources for future generations while improving market opportunities for local communities. The computers and training will also help community leaders, particularly local traditional leaders, to monitor better the impact of their efforts to enact and enforce conservation plans.

“This training is a major step up for community-led conservation in Zambia. The participants now have knowledge to visually interpret satellite images of their chiefdoms using Google Earth to monitor deforestation and Global Forest Watch,” said COMACO Assistant GIS Officer Angel Makungu. “These technologies will give them access to a wealth of information that empowers them to better protect their forests with real-time information to find and track fire incidences and the rates of forest loss and gain.”

COMACO has been involved with community-based conservation in the Luangwa Valley for the last 15 years, and previously received support from the American people through The Better Life Alliance initiative, a public-private partnership that strengthened the link between smallholder farmers and agricultural markets and promoted crop diversity and conservation farming. The initiative brought together the U.S. government, the Norwegian government, the non-profit community, the Wildlife Conservation Society, and private sector companies, such as General Mills and Cargill. The Alliance strengthened food security and sustainable rural economic growth in the U.S. Agency for International Development’s (USAID) Feed the Future initiative focus area in Zambia’s Eastern Province.

In partnership with USAID, collaborators in local government and other committed partner organizations and donors, COMACO is able to continue working with rural communities to manage and generate community-level income without endangering local wildlife and other natural resources. COMACO provides various market incentives, some of which are tied to the sale of “It’s Wild!” food products, which has become a popular food brand in Zambia.

Islamic council urges Zambians to support development progress

The Islamic Supreme Council of Zambia has called on all Zambians to remain united, and support the nation’s developmental agenda, irrespective of one’s political, tribal or religious affiliation.

Islamic Supreme Council of Zambia President Suzyo Zimba says there is need to support one another, and remain united, if the country is to achieve its developmental objective.

Mr Zimba said that failure to support progress in the country, might result diminishing development in the land.

He was speaking on the sidelines of holding a National dialogue in the country.He said the country and its people stand to lose out if stakeholders involved do not make the right call, in the interest of the entire nation.

He added that Zambians should accept that God appoints people to leadership at an appointed time, adding that no one has the right to frustrate the governing of the nation, which distracts economic progress when left unchecked.

Mr Zimba further said the National Political Dialogue seems not take off because of different interests from stakeholders involved, adding that the final decision should be centred on the country’s growth and development.

He noted that there is need to ensure that both the political players and the Church need to resolve to work in conformity with one another, before the dialogue can be hosted in the country.

Rev Sumaili challenged to shutdown NAC for funding organisations that promote gays and lesbians rights

Gay rights activist Paul Kasonkomoma has challenged Minister of Religious Affairs and National Guidance to shut down the National HIV/AIDS Council over its dealings with organisations that promote the rights of gays and lesbians.

 In 2014, the Lusaka Magistrate Court acquitted Mr Kasonkomoma on charges of “soliciting for immoral purposes” after arguing for gay rights on a Muvi TV show in April 2013.

Following the decision by Reverend Sumaili to condemn the Lusaka Hustle TV series, Mr Kasonkomoma has challenged the Minister to leave the show alone if she fails to shut down NAC for promoting homosexuality in Zambia.

Mr Kasonkomoma said NAC is funding a number of local organisations using donor funds to promote the rights of homosexuals.

“I Challenge the Minister of Religious Affairs and National Guidance to shut down the National HIV/AIDS Council that employs and/or houses gay persons to conduct LGBTI activities or leave Kuni alone,” he said.

He added, “She too must explain how the Minister of Health allowed the Zambia to accept millions of Dollars for the same purpose.”

“Before Kuni is crucified, Honourable Sumaili should ask the National HIV AIDS Council, the Ministry of Health, FHI360 and University of Maryland what the following organizations do. 1.Friends of Rainka2.Lotus Identity 3. Transbantu Association Zambia and 4. Women’s Alliance.”

And American based Actor Patrick Shumba has defended the producers of Lusaka Hustle and accused Zambian authorities of hypocrisy.

“Those that petitioned the removal of Lusaka Hustle must’ve never watched anything Tyler Perry, CNN, Idols and so many more. My thing is, I don’t care what your beliefs may be but if you must judge, please be fair in your discrimination.

Don’t hate one thing and tolerate another. I’m sure the Sin is Sin saints will flood this post and my inbox. Since you let the other sinners get away with their sins and way of life, leave that guy/girl alone. Only God should be the judge.”

He added, “I’m also certain the we are a country of morals folks will be ticked by this post. What morals? Just relax and let those young people do what they do, make money and live their lives in peace.”

Trident of Kalumbila have taken an early lead in FAZ Division One Zone 2 after recording two straight wins in their opening fixtures.

The North Western outfit over the weekend stunned Chambishi 1-0 away in Chambishi to open a two point lead in Zone Two with six points after two matches played.

Striker Otis Katenga scored a second half goal in this Week Two match.

Trident started the 2019 transitional season with a 2-1 win over Nchanga Rangers at their Sentinel Ground in Kalumbila last week.

Coach Beston Chambeshi insists Nkana will bounce back from Sunday night’s 2-0 thumping at Zesco United in their opening Group C match of the 2018/19 CAF Confederation Cup played in Ndola.

Nkana are now bottom of the group with no point after Al Hilal of Sudan edged Ghana’s Asante Kotoko 1-0 at home.

Chambeshi said his side has picked lessons from the drubbing at Zesco.

“The tournament has just started.This is just the first game. We can’t sleep and say everything is over,” he said.

“We will plan for the next game. We have learnt one or two things from this game. Come next game you will see a different character,” Chambeshi said.

Zesco coach George Lwandamina remained calm despite the big win over Nkana.

“We have just started and you want me to go over celebrating. There are still more games to be played. You have to be cool,” Lwandamina said.

Leaders Zesco visit Kotoko in Kumasi in their next group match on February 13.
