Zambia’s 2017 copper production to drop

Zambia’s copper production is expected to inch lower to 753 992 tones this year from 774 290 tones in 2016 mainly due to lower output from Konkola Copper Mines.

Ministry of Mines Permanent Secretary Paul Chanda told reporters that production at Konkola Copper Mines is expected to decline by 40% this year.

Mr Chanda added that production at Konkola Copper Mine will fall by 40% while output at Lumwana Mine, owned by Barrick Gold, should decline by 15%.

“Konkola Copper Mines appear to be more experienced in processing than mining and as for Lumwana it is because of declining ore grades,” Mr. Chanda told Reuters.

The government had said in June that copper production was expected to rise to 850 000 t in 2017 owing to expansion at existing mines and ongoing greenfield projects.

The Zambia Chamber of Mines, an industry body, said output would depend on power supply, infrastructure and stability of the fiscal and regulatory regime.

“Resolution of the pricing and provision of power remain paramount to the immediate future of mining in Zambia,” Chamber of Mines President Nathan Chishimba told Reuters on Monday.

President Edgar Lungu Launches 7th national Development Plan
United Party for National Development (UPND) Member of Parliament for Nkeyema Constituency in Western Province Kapelwa Mbangweta says he is skeptical whether Government will implement the 7th National Development Plan (7NDP) which President Edgar Lungu launched in June this year.

Speaking when he featured on the People’s Debate Programme on Pan African Radio yesterday, Mbangweta said despite the 7NDP being an aspiring blueprint to give Zambia a facelift the PF led government may fail in the implementation process.

Mbangweta further stated that the PF have made a number of promises to Zambians which have not been fulfilled.

“Iam skeptical whether Government will implement the 7th National Development Plan (7NDP) which President Edgar Lungu launched in June this year” Mbangweta said

Meanwhile Minister of National Development Planning Lucky Mulusa was recently reported having said that the Seventh National Development Plan (7NDP) will build on key reforms that recognize the needs of Zambians.

Mr. Mulusa said among the key reforms that the plan prioritises is decentralization and the ongoing reforms in public service management.

Mr. Mulusa stated that the Ministry will continue to ensure that there is social accountability in the process of development as a way of promoting citizen participation.

UPND President Hakainde Hichilema has announced that all matters before the courts of law involving the UPND will not be withdrawn.

Mr Hichilema told multitudes of people that attended his first public rally since leaving prison in Itezhi Tezhi that the party will not withdraw any court cases.
He said this will be used as basis in setting a good precedence on how on the judiciary must operate.

Mr. Hichilema also assured the people that he does not support the breakdown in the rule of law and as a firm democrat, he will ensure that there is no interference in any court matter which he may directly have filed in or indeed any citizens.

The UPND leader appealed to Zambians not to lose hope saying help was on the way to deliver the country from among other things authoritarian governance.

He further committed that he shall not let the people down but that there is need to stop any dictatorial tendencies that have cropped up in the country.

Mr Hichilema also stated that that he learnt with concern while in prison that the Food Reserve Agency had decided to buy maize at lower price.

The UPND President being a farmer himself used the rally address to give hope to the farmers of Itezhi Itezhi that he will address all their concerns once in government.

He said once elected President, the UPND will create good, timely and responsive agricultural policies.

He said, “We mean business and can assure you of a greater tomorrow, and we wish to state that any matters before the courts of law will be allowed to continue. We know farmers are crying, students are crying, youths are crying, just like the way our God, Almighty, heard our cry in prayer when we were unjustly and brutally arrested and detained. Our God will again hear us, for He has never let his people down.”

Thousands of the people thronged to the rally site while thanking God, Almighty for protecting Mr. Hichilema while in jail.

Meanwhile, Mr. Hichilema also thanked the thousands of the people of Itezhi Itezhi District who attended the rally and appealed to them to vote for the party council chairperson candidate on the 15th August 2017 by – election.

Thousands of the people thronged to the rally venue and thanked God for protecting Mr. Hichilema while in jail.

Mr. Hichilema was accompanied by party National Chairperson, Ms Mutale Nalumango, and the ADD Leader Mr Charles Milupi.

WEEKEND SCORECARD: Power Dynamos correct to ditch Barclays Cup

Barclays Bank and the Football Association of Zambia must not take Power Dynamos’ decision to ditch the Barclays Cup as a rebellious act.

The brave declaration by the competitions’ second most successful club is valid.

FAZ and Barclays should not also think the act has not received any support from Power’s peers.

Power’s bravery has enjoyed a resounding but silent applause.

It is no secret that all participating clubs foot their own logistical costs from the pre-quarterfinals to the semifinals leaving the clubs looking like they are doing the tournament custodians a favour.

It really hurts especially to see a lower tier clubs with minimal budgets like Monze Swallows and Kitwe United travelling to Lusaka and returning home without any worthy token of appreciation.

The competition is entering its 10th year and it still has not radically transformed itself into a lucrative incentive in a tough industry that is perpetually struggling to stay afloat.

During that period, Zambia has won the Africa Cup, the U20 AFCON and been to the FIFA U20 World Cup twice.

The sponsors have been the only biggest winners with the marketing footprint they enjoy.

The pie must now be shared in cumulative fashion by each team from first round to the final if we are to seriously take the sponsors’ tone as being enthusiastic about their relationship with Zambian football.

The solution to this problem is simple.

For the competition to survive, and avoid another bigger and more embarrassing revolt in 2018, the sponsor must seriously consider going the golf and tennis way.

Barclays need to adopt the Platinum, Gold and Silver sponsorship model in case they have a threadbare budget for the competition.

Firstly, they clearly need a silent Platinum sponsorship partner, but with obviously with an equal presence on the backdrop, without them losing the naming rights to the competition.

Golden and silver sponsors can then come in and chip-in with participation fee top-ups, hospitality and logistics throughout the tournament.

Zesco United head out for SuperSport United clash

Zesco United head to South Africa on Wednesday ahead of Friday’s 2017 CAF Confederation Cup quarterfinal, first leg clash against SuperSport United at Lucas Moripe Stadium in Pretoria.

Kickoff of the quarterfinal first leg will be at 19h00.

Zlatko Krmpotic’s 18-member team has only one new face.

Uganda striker Davies Kasirye who joined Zesco from DR Congo side DC Motema Pembe is the only July arrival in the travelling party.

Goalkeeper Dieudonne Ntibahezwa and midfielder Enock Sabakumana are the notable absentees from the list.

The Burundi duo is ineligible after Zesco missed CAF registration deadline for the final knockout round.

Also out is influential Kenyan international midfielder Anthony Akumu who is serving a two-match suspension but defender Daut Musekwa returns after missing the 1-1 away draw against Smouha in Egypt on June 30.

Meanwhile, Zesco will host SuperSport in the final leg on September 23 at Levy Mwanawasa Stadium in Ndola.

Winner over both legs will play victor of the MC Alger of Algeria and Club Africain of Tunisia in the semifinals.

The North Africans will be away in the first leg on September 30 while the final leg will be played during the dates of October 20-22.

United Party for National Development President Hakainde Hichilema this morning addressed a mammoth rally at Mbila, Itezhi Itezhi District, Central Province.

Mr. Hichilema in his address to the people of Mbila area in Itezhi Itezhi District, Central province, announced that he remains committed to ensuring a united, prosperous and equitable Zambia, devoid of violence and hate.

And the UPND President has called on the country to unite more than before and stop any possible injustices as is the case now, in order to foster development.

During his address to the local people of Mbila, Mr. Hichilema also thanked the people, the church, the civil society organizations and the international community for standing up for him when he was arrested and detained on flimsy charges.

And Mr Hichilema has committed that he will use his 127 days incarceration to turn around the country’s future especially economic emancipation and governance.

The President of the UPND is on firm ground that he holds no grudge against those who engineered his arrest, arrested and detained him for 127 days as he believes that if he is to pay back by punishing them, the country would not see the difference between him and those who tortured and brutalised him.

And the UPND President who is in Itezhi Itezhi to drum up support for the Party Council Chairperson candidate, Mr Shalooba, appealed to the people of Mbila area to vote for UPND in the August, 15 elections while emphasising that UPND will provide exceptional leadership across all sectors of governance that is before, during and after being in government.

Mr. Hichilema is accompanied by the Party Chairperson, Ms Mutale Nalumango who also stated that there is need of restoring rule and law in the country.

And the Leader of the Alliance Democracy for Development (ADD), Mr. Charles Milupi who called on the Mbila people to praying for the UPND President and the party in order to continue with the struggle for the country’s democracy.

Government commended for stopping KCM from outsourcing work

KCMThe National Union of Miners and Allied Workers -NUMAW- has commended government for its action to stop Konkola Copper Mines -KCM- from transferring workers to a Chinese investors.

NUMAW president James Chansa says the decision taken by Minister of Mines Christopher Yaluma to halt KCM’s plan to transfer over 900 workers to contractors is an indication that government has the welfare of miners at heart.

Speaking to ZNBC News in an interview, Mr. Chansa noted that had government not intervened in the matter, the miners would have lost employment in the name of KCM management’s workforce transfers.

He said government’s decision should set a precedence adding that no mine should think of transferring its workers to contractors in future.

Mr. Chansa said the decision is an assurance that the miners’ jobs are secure.

On Monday, Minister of Mines Christopher Yaluma directed Konkola Copper Mines to stop its planned transfer of 910 workers to contractors.

Low levels of tax compliance due to the poor quality of tax education-Mutati

Government has attributed the low levels of tax compliance to the poor quality of tax education. Minister of Finance Felix Mutati says tax education has a direct bearing on compliance and onward enforcement.

Mr. Mutati says this is evident in the achievements of countries such as South Africa. He says Zambia will replicate the modernized approach to tax education through clearer messages that would make people understand the value of paying tax.

And Mr. Mutati says Zambia has set a target of increasing domestic revenue earnings beyond the current 17 percent, a move inspired by South Africa. He said this after touring a South African Revenue Service -SARS- Branch in Pretoria, South Africa.

And Zambia Revenue Authority Commissioner Modernization and Corporate Strategy Dingani Banda, said ZRA can learn from the SARS integrated operational structure which is linked to other government departments and banks.

EXPELLED Patriotic Front (PF) Member of the Central Committee Mwenya Musenge has formed a political party to be called National Democratic Congress Party (NDCP) which is expected to be registered in the next three months.

The PF losing parliamentary candidate for Chimwemwe constituency was speaking yesterday during a press briefing held in Luanshya at the residence of PF expelled Roan Member of Parliament (MP) Chishimba Kambwili.

He said the three months which the Registrar of Societies had told him to wait before his party could be registered was too long time for him to wait because he wanted to start working soon.

“We have taken all our relevant documents to the Registrar of Societies regarding forming our political party to be called National Democratic Congress Party (NDCP), but we have been told that the process of registering our party will take three months,

“But, the three months which we have been told to wait is a long time for us to wait. We want to start participating in the by-elections and other political activities.

Mr Musenge, who disclosed that he was the secretary general of the party, said the vacancy for president was still open for those who were interested in joining the party.

He said if his party formed government it would stand for transparency and accountability in the way public resources would be used in Zambia.

He said his party had set a strong and firm foundation and was ready to form a government which would provide a proper and democratic leadership to Zambians.

ZICA appeals for a reduction on PAYE Tax

As part of its 2018 National Budget Recommendations, the Zambia Institute of Chartered Accountants (ZICA) is calling on the Ministry of Finance to consider granting tax relief to Zambian employees through reduction in Pay As You Earn (PAYE) tax rates and widening the tax bands for purposes of taxing income for salaried workers.

The accountancy body has observed that Zambia’s salaried employees are presently the highest taxed persons in comparison to other countries in the region. Statistics also show that Zambian workers have been the highest contributor to the national treasury averaging at about 25% of the total tax revenue in the last three years compared to 7% contribution by corporate entities in income taxes.

A comparison of effective PAYE rates among African countries shows that Zambia ranks highly at 34% for Annual income of $50,000. The Institute further established that an individual employee with a monthly salary of US$3,000 would bear a PAYE tax burden of close to $1,000 in Zambia whereas their counterparts in Kenya will pay around $420, close to $340 in Ghana and around $575 in Botswana.

These statistics, reveal the fact that the current PAYE system creates a disconnect with the economic objective of empowering this category of citizens as their disposable income is adversely affected. The current PAYE regime also negates the Seventh National Development Plan theme of “Accelerating development efforts towards the Vision 2030 without leaving anyone behind”
ZICA notes that the key deliverable of poverty and vulnerability reduction as well as reduced developmental inequalities may not be achieved if workers are continuously subjected to high taxes.

“There is need for a tax system that grants relief to this category of tax payers while at same allowing the wealthy to pay a little more, therefore we propose a reduction of the top tier PAYE tax rate from 37.5% to 35%. We are also proposing widening of lower tax bands to reduce the crushing tax burden on workers. The PAYE tax brackets have not been reviewed in a long time thereby placing a strain on individuals on payroll,” says ZICA’s Technical and Standards manager Bruce Mwewa.
He explains that reducing the top tier PAYE tax rate and widening of PAYE tax brackets would give reprieve to salaried taxpayers who are already subjected to other tax obligations in form VAT on consumption and withholding tax for those in rented housing. This would further lead to increased savings, thus stimulating economic activities.

Mwewa believes that the tax relief will create a strong middle class which is a prerequisite for economic growth. With sufficient disposable income, the middle-class consumers would generate the necessary demand for goods and services produced by the economy. In this regard, the institute holds the view that the middle-class consumer creates the business opportunities to spur investment.

ZICA further observes that the amount of allowable monthly pension deduction has been static at K255 for a number of years, hence its value has been eroded by inflation. The Institute therefore appeals to government to consider pegging this amount to the maximum ceiling for NAPSA contributions.

“Increasing the pension thresholds would mobilize savings for infrastructure development and ensure that the ageing population would have sufficient funds at retirement,” avers Mwewa, adding that government needs to consider an enabling environment that allows this category of salaried taxpayers to get some relief on tax from mortgage interest as this relief would encourage uptake for home ownership.

The National Treasury, through the office of the Minister of Finance is expected to present the 2018 Budget to Parliament on September 29.

Shepolopolo arrive in Zimbabwe for 2017 Cosafa Women’s Cup

Shepolopolo are set to compete at the 2017 COSAFA Women’s Championship that starts on Wednesday in Bulawayo, Zimbabwe.

The Zambian women have settled down in Bulawayo after arriving there on Sunday ahead of Wednesday’s opening Group match against arch rivals Malawi.

Zambia will also face hosts Zimbabwe and Madagascar in Group A.

Coach Albert Kachinga’s side on Monday trained at Barbourfields Stadium.

“We are ready. The girl’s response in training is very impressive,” Kachinga said.

“We are going to respect our opponents but our target is to reach the competitions finals,” he said.

Kachinga said Zambia are seeking to win the regional championship.

“The girls also want to be part of the success by bringing glory to Mother Zambia by winning the tournament,” Kachinga said.

Zambia faces Malawi in their group A opening game before meeting champions Zimbabwe two days later while the concluding group match is against Madagascar.

In The Kitchen With Kanta: Pulled Pork

For me authentic pulled pork is the king of American barbecue. It is succulent soft and full of flavour. Traditionally the pork shoulder is used, however pork belly is also used, and different people use various cuts of pork. The traditional way to eat it is with a burger bun topped with some tangy coleslaw; or you can have the pulled pork in a tortilla with some mayonnaise and lettuce. If you buy the pork with the skin on, then you should cut it off yourself, or try and buy a cut without the skin.

Ingredients

  • 6kg pork shoulder, without the skin
  • 2 tbsp salt
  • 2 tbsp brown sugar
  • 1 tbsp smoked paprika
  • 2 tsp liquid smoke (optional)
  • 2 tbsps barbecue sauce
  • 2 tbsps cooking oil (vegetable oil)

Method

Preheat the oven to 125C. Pat the meat dry with a paper towel. Rub cooking oil onto the whole pork shoulder and fry it on a high heat, until it is completely browned on the outside.

Now mix together the salt, sugar and paprika (and liquid smoke if you are using it) and rub it into the meat.

Put the pork on a rack, add 250ml of water to a large baking tin, and place the wrack over the water. Cover the pork with foil and make sure it is completely sealed. Put the pork into the oven and cook for about 5-6 hours, until the internal temperature measures 89C and the pork is soft enough to pull apart. Pour off the juices and reserve them. Leave the pork to rest for 30 minutes.

Use two forks, or your fingers to pull the pork into shreds. Pour any meat juices from the tin into a bowl, add the barbecue sauce, and stir well. Now add the sauce to the pulled pork, and mix well to make sure each peace is fully coated.

Serving

Serve hot, with a burger bun, some tangy coleslaw and a side of fries. Enjoy.
