Government plans to set up an infrastructure fund-Felix Mutati

Minister of Finance Felix Mutati has announced plans to set up an infrastructure fund.

Mr. Mutati says the fund will be used for investment in sectors that include agriculture, industry and infrastructure.

The Minister of Finance has explained that the fund will be set up using resources from the pension scheme among other financial resources to be pooled together.

Mr. Mutati has emphasised that poverty can largely be reduced through economic growth and high investments that create jobs.

He said this during a meeting with South African Deputy Minister of Finance Sfiso Buthelezi and officials from South African funding agencies that include the Land Bank, Government Technical Advisory Board and Public Investment Corporation.

And Mr. Mutati has called for enhanced trade opportunities between Zambia and South Africa.

He outlined that Zambia seeks to learn more from South Africa in the area of financing with interest in taxation and its implementation of the Public Private Partnerships as a source of funding for development projects.

And South African Deputy Minister of Finance Sfiso Buthelezi said time has come for Zambia and South Africa to deepen economic relations for the benefit of the people in the two countries.

Mr. Buthelezi said the political history between the two nations provides a good foundation for improved economic relations and ultimately dealing with the challenge of unemployment, inequality and poverty.

He also expressed concern at the low intra Africa trade volumes which stand at about 16 percent compared to the European Union whose intra-regional trade volumes is double at about 30 percen

Zambia could use cobblestone technology in the road construction sector-UNDP

The United Nations Development Programme (UNDP) has observed that despite Zambia having the mineral resources that can be used for cobblestone technology in the road construction sector, the country is not utilizing the minerals.

UNDP country director Colleen Zamba has attributed this to the fact that the technology has not been fully embraced in the country, and the absence of skills in this area.

Ms. Zamba said that the cobblestone paving is a viable and cost effective way of road paving using the development mineral materials.

Speaking during the Cobblestone technology training course organised by the National Council for Construction, Ms Zamba said that the training in cobblestone paving comes at a critical stage when Zambia is implementing the Pave Zambia 2000 initiative, and meets the programme objective of promoting the use and management of development minerals.

Ms. Zamba said that the training programme in cobblestone paving has been deliberately tailored to target young people and women to enhance gender equality and address the challenges faced by women in the industry.

And National Council for Construction Executive Director Mathew Ngulube has said that the development minerals play a very critical role in the development of the country and construction industry.

Mr. Ngulube also stressed the importance of development minerals in job creation through value-addition, adding that it is for this reason that the NCC organized the training to help participants tap into the existing business potential.

One hundred and forty-seven participants have participated in the country training programs in mine and quarry management and entrepreneurship skills training under the ACP-EU Development Minerals Programme since it was introduced.

Minister of Commerce Margaret Mwanakatwe says government will continue to undertake various reforms aimed at making Zambia an attractive investment destination.

Mrs. Mwanakatwe says her ministry will also ensure that it facilities a level playing field that will see both local and foreign investors contribute to the country’s economy.

She notes that it is the desire of president Edgar Lungu to see an inflow of investment in various sectors of the economy.

Mrs. Mwanakatwe said this in a speech read on behalf by Permanent Secretary Kayula Siame during the opening of Jumbo Wholesale Store in Lusaka.

She added that the country is also enhancing the manufacturing sector to enable local products to be on the market.

Mrs. Mwanakatwe also urged management at Jumbo to consider stocking some local products in their store.

And MassMart board chairman Kuseni Dlamini says the established of the company is an indication of the conducive environment that government has created.

Minister of Health Chitalu Chilufya has bemoaned the maternal death recorded at Levy Mwanawasa University Teaching Hospital on September 10, 2017.

Sithembile Zulu, a sub-editor at the Zambia Daily Mail died a day after delivering a baby girl at the institution.

Dr Chilufya says he is deeply shocked by the turn of events, as he holds that even one maternal death is too many.

The Minister has ordered for a thorough maternal death case review, as well as a postmortem to determine the cause of death.

Dr Chilufya says all procedures should be done on the deceased and scrutinised to ascertain the possible events that could have led to her death.

The Minister has offered utmost condolences to the bereaved family, friends, and the media fraternity.

And Ministry of Health Spokesperson Maximilian Bweupe has explained that 29-year-old Sithembile, in her 2nd pregnancy underwent a caesarian section due to fetal distress on September 8, 2017.

Fetal distress is when the fetus does not receive adequate amounts of oxygen during pregnancy or labour.

Dr Bweupe said the deceased became breathless after taking a bath in the morning, after, which the condition rapidly deteriorated before she passed on despite efforts to resuscitate her.

Government urges refugees to abide by Laws of the country

Luapula Province Minister Nickson Chilangwa says all the Democratic Republic of Congo refugees entering the country through various border points in Luapula province should abide by the laws of this country.

Mr. Chilangwa says although Zambia will continue to be a safe haven for refugees , it was important for them to abide by the laws of the country.

He said the country is ready for the refugees adding that this is not the first time that the country has received refugees from the DR. Congo.

ZANIS reports the provincial Minister said this over the weekend when he checked on works for the preparation of a transit site at Kenani in Nchelenge were the refugees are supposed to be moved from Ponde Secondary School where they are currently accommodated.

The Minister has since called on the refugees to also respect the values and cultures of the host community.

And Zambia Red Cross Society Nchelenge District Vice Chairperson Grandwell Chilukuta disclosed that the transit site for the refugees almost ready.

Mr Chilukuta disclosed that over 1200 refugees have been received in Chienge district and are expected to be transferred to the transit camp.

He disclosed that the Red Cross Society working with the United Nation Commissioner High for Refugees will move the refugees from Chienge to the transit center and move the refugees to Maheba Refugee camp later.

Public Service Management Division (PSMD) Permanent Secretary Boniface Chimbwali says President Edgar Lungu’s administration is determined to create jobs for youths in the country.

Mr Chimbwali says government for this reason stands ready to support and empower youths for them to be self-reliant thereby become key players in national development.

He said government has therefore, decentralized the recruitment of officers in the civil service to provincial administrations.

Mr Chimbwali said government will send adequate staff to health institutions and schools across the country.

He was reacting to concerns raised by senior chief Mujimanzovu of the Kaonde speaking people of Mushindamo district during the Nkambi traditional ceremony over the weekend.

He has since implored the Northwestern provincial administration to start positioning itself for the huge task of recruiting officers that lies ahead as the country fully implements the decentralization policy.

Government says it will promote the wellbeing of women and men in uniform in order for them to carry out their national duties effectively.

Minister of Defence, Davies Chama says government is determined to ensure that all defence personal in the country are in good health as it was the not only for them to be productive.

He says it is for this reason why government has established the Northern Command Military Hospital in Ndola, which will cater for all cantonment areas in Copperbelt, Luapula, Northwestern provinces.

The minister says the hospital is, however, not only for the military personnel only but also for members of the public in the surrounding areas.

He says government is working hard to complete the hospital and operationalize the remaining facilities that are yet to be completed.
He was speaking in Ndola when he toured the hospital on Friday.

And hospital Commandant, Brigadier General Dr. Bernard Kapatamoyo says the hospital is currently offering out-patient department (OPD), Antiretroviral Therapy (ART), laboratory and radiological services.

Forest department intercepts truck with 136 smuggled mukula tree logs in Mufumbwe District

Alert Forestry Department officers in Kasempa district in Northwestern province have intercepted a truck carrying 136 logs of suspected mukula tree logs from Kikonge area in Mufumbwe district destined for Lusaka.

The truck registration number ALM 2324 and trailer number ACP 64T which was being driven by Lawrence Sinyangwe of Luangwa township in Kitwe was intercepted around 22:00 hour on Friday night.

ZANIS reports that Northwestern province commissioner of police Auxensio Daka confirmed the incident in a statement today adding that the owner of the truck, Errol Rosen, 36, of Chisamba is in police custody charged with illegal possession of forest produce.

And North-western province minister, Richard Kapita has since implored people in the area to be very vigilant and quickly report any suspicious activities because some people are taking advantage of the vastness of the area, especially in the national park.

Mr. Kapita says the forest in the province is being decimated and therefore, there is need for communities around the forests to be vigilant in order to curb the illegal cutting of trees.

Recently, a combined team of security officers in Kasempa intercepted four trucks transporting mukula logs from Mufumbwe to Lusaka, two of which were carrying 140 logs apiece while the other two were carrying 130 logs each.

16 people including a Chinese national who was alleged to be the buyer of the mukula logs on three trucks were detained in police custody then.

And in March, this year police in the same district impounded and detained four truck containers laden with over 400 mukula logs.

Meanwhile, The forestry department in Lusaka has today impounded three for carrying suspected mukula tree logs without valid documents.

ZAINS reports that Lusaka District Forestry Officer Yobe Nyirenda who disclosed this during a press briefing at his office today said the impounded all had no valid papers as required by the forestry act.

Mr. Nyirenda said that the trucks were impounded at check points during the department’s routine patrols.

“What they were supposed to pay to the government is about three hundred and seventy five kwacha per cubic meter for production and twenty seven kwacha for conveyance, so multiplying the 20 cubic meters of timber in a truck is about nine thousand in total, ” he said.

Mr. Nyirenda indicated that the timber is supposed to be properly processed before it can be transported.

And Lusaka District Commissioner Captain Davison Mulenga says there is need for continued sensitization on what the law says on the forestry business.

“Lusaka is a no go area for such illegal business, we don’t want what is happening in other districts to be replicated here, no” Captain Mulenga said.

And one of the owners of the impounded timber Evelyn Puuka indicated that she has all the valid documentation but was not aware that she needed to have her papers stamped by the forestry department.

Ms. Puuka pleaded with government to be lenient with her since it’s her first time dealing in this business of which she did not know about the hammer stamp.

She lamented that her truck was impounded last week Tuesday without being charged adding that the development has greatly affected her business and family welfare.

Property worth thousands of kwacha lost in an inferno in Luwingu district

Goods worth thousands of kwacha have been destroyed when unknown persons set two thatched houses alight in Chikoyi village in Chief Chipalo of Luwingu district of the Northern Province.

Luwingu District Commissioner Patrick who confirmed the development in an interview said unknown people torched the two houses whilst the occupants were fast asleep.

He said the incident happened around 02:00 hours on Sunday yesterday an no life was lost.

And the victims Beauty Mpundu a widow and Mable Bwalya all of Chikoyi village have appealed to well-wishers to help them with beddings, mealie meal and school uniforms for their children.

The Opposition United Party for National Development (UPND) has expressed concern over the happenings at Konkola Copper Mines (KCM).

UPND leader Hakainde Hichilema has said that the issue of subcontracting by KCM must be carefully managed to avoid job losses as was the case last year when thousands of miners lost their jobs.

Mr Hichilema said that the UPND will do everything possible to safeguard the interest of the miners so that they can keep their jobs.

Mr Hichilema further reaffirmed his commitment to defend and support the miners and any Zambian so that they keep their jobs and continue with their lives.

The UPND leader said that the UPND is expecting no job losses in the mining sector especially when the copper prices are doing fairly well on the world market.

Mr Hichilema said that the sub-contracting process by KCM must be done in the interest of the miners, while considering all possible outcomes.

Government directs KCM to stop outsourcing labour

Mines Minister Christopher Yaluma has directed Konkola Copper Mines to immediately stop outsourcing labour.

KCM has reportedly employed 910 expatriates with intentions to increase the number further.

Mr. Yaluma has since warned the mining company to stop employing expatriates forthwith.

He says government will not allow a situation which will lead to Zambians losing jobs because of foreigners.

Mr. Yaluma has since directed KCM to fire the said foreign employees and hire Zambians.

The Mines Minister says government has engaged KCM to understand why it wants to outsource labour when the country has the human resource to perform various tasks in the mines.

Minister of Transport Brian Mushimba says Zambia’s soon-to-be-revamped National airline will maintain its old name Zambia Airways.

Mr Mushimba says plans to revamp the airline have reached an advanced stage, with an expected launch to take place next year.

He says his ministry has already compiled a document presenting three scenarios over the national airline that is currently being vetted by the Ministry of Finance before it is pushed for cabinet review.

Mr Mushimba was speaking during TV2’s Morning Live News and Current Affairs Segment.

Mr Mushimba emphasized that Zambia is economically stable for the much anticipated development.

Ms Chimanse takes over from Chris Akufuna.

Before her latest appointment, Chimanse was Communications and Public Relations Manager at Zambia Development Agency.

She also worked at the Zambia Export Processing Zones Authority as Marketing Communications Manager.

Chimanse is holder of a Mass Communication degree from UNZA.

The Zambia Development Agency’s performance during the first half of the year 2017 has recorded an increase in both value of Investment Certificates of Registration issued and projected jobs compared to the same period in 2016.

The Agency issued 192 investment certificates in the first half of the year worth USD 12.581 billion and 28792 projected employment.

The agriculture sector recorded the highest pledged investment worth 7,024.6 and projected employment of 4,584 followed by the energy sector with 4,376.4 and projected employment of 14,555 thousand.

This is according to a statement issued by ZDA Public Relations Officer Russel Haamubbi.

The other sectors that contributed are the manufacturing, mining, tourism, transport, real estate, construction, energy, health, agriculture and Information Technology and Communication (ITC).

Of the investment certificates that were issued in the first half of the year, 45 enterprises have begun actualizing their investments.

Of the investments that were monitored in the first half of the year, USD 236.39 million has been actualized.

The manufacturing sector has the highest number of actualized investments followed by construction, service and real estate sectors.

Others are the energy sector, tourism, transport and agricultural sectors respectively.

The Agency is projecting a further increase in pledged investments and projected employment by the end of the year looking at the stable economic fundamentals and the political stability the country is enjoying.

In addition, the Agency has done a number of investment promotion activities both within the country and around the globe.
