Student Unions Advocate for Enactment of Tobacco Bill to Safeguard Public Health

5

Student Union Bodies Join Forces to Push for Comprehensive Tobacco Legislation

Several student union bodies in Zambia have come together to call for the long-awaited Tobacco Bill to be enacted into law. The proposed legislation aims to manage and regulate the production, use, and sale of tobacco products in the country, with the primary goal of safeguarding public health.

Speaking on behalf of these student unions, Chandra Choongo, President of the University of Zambia Students Union (UNZASU), emphasized the importance of enacting the Tobacco Bill as a means of protecting individuals from the harmful effects of tobacco smoke. Exposure to tobacco smoke is widely recognized as a significant health hazard.

Mr. Choongo expressed concerns regarding the lengthy period the draft Bill has been under consideration, which spans approximately 15 years, without significant progress toward becoming law. This delay in enactment has spurred the student unions to take collective action and advocate for the Bill’s passage.

The student union bodies voiced their concerns during a press briefing held at the Center for Trade Policy and Development (CTPD). They called on Members of Parliament to prioritize the Tobacco Bill, recognizing its significance for public health and well-being.

Additionally, Mercy Mecha, President of Chreso University Student Union, urged MPs to take a keen interest in the matter, emphasizing the need to address the regulatory gaps associated with tobacco use and sales effectively.

Sylvester Katantoka, Director of the Mental Health Users Network, underscored the potential of comprehensive tobacco legislation to combat tobacco-related diseases. Such a law, he noted, would be a significant step forward in safeguarding the health of Zambian citizens.

The collaborative efforts of these student union bodies and advocacy groups demonstrate the growing consensus on the importance of the Tobacco Bill and its potential to mitigate the health risks associated with tobacco use, production, and sale in Zambia. Their call for action seeks to promote the well-being of the country’s citizens and reduce the burden of tobacco-related diseases.

Media urged to desist from dividing Zambia

11

Minister of Information and Media Chushi Kasanda has called on media houses to practice professionalism through dissemination of accurate and factual information to the general public.

ZANIS reports that Ms Kasanda observed that some journalists have a tendency of disseminating harmful information that contributes to division in the country.

The Minister explained that certain media houses are fond of pushing a negative agenda instead of highlighting the right content that benefits all Zambians.

She stated that the role of the media is ensuring that the general public is kept abreast with real time information such as the Constituency Development Fund, free education, and massive recruitment among other social services being implemented.

She explained that this is the kind of information that people especially in rural areas should receive so that they too benefit from the opportunities by the government.

Speaking at a weekly press briefing in Lusaka, the Minister stated that the government has honored its promise of ensuring freedom of the media.

She said this is evident by the open space that is provided to various political parties on national broadcasters such as ZNBC.

Ms Kasanda reminded the public that content being aired on ZNBC covers all political parties because of the government’s acceptance that all Zambians ought to be provided a platform to air their views.

“The media should change the way of reporting, because media can either build or break a nation through dissemination of information, especially on radio which has a wider coverage,” Ms Kasanda stated.

And the Minister emphasised on the importance of Zambia News and Information Services in publishing factual and accurate Information to all parts of the country.

She stated that ZANIS having the largest presence in 104 districts has been equipped with requisite tools totaling to 60 digital cameras, 40 laptops, including 10 donated laptops for provinces and districts to enhance the mandate of the institution.

The Minister said that ZANIS being a government mouthpiece, conveys accurate information on government’s behalf, thus urging citizens to give feedback on the information publicized by the agency.

She further disclosed that the Ministry is currently in talks with the treasury to release funding for the completion of the eight Provincial studios.

She also underscored some of the success including issuance of radio and TV broadcasting licenses, enactment of media laws to regulate the media sector in a transparent and objective manner.

Ms Kasanda revealed that the Cabinet has already approved the Access to Information Bill in principle, and that an update will soon be given.

Meanwhile, Ministry of Information Permanent Secretary Kennedy Kalunga said that President Hakainde Hichilema realised the importance of ZANIS, thus equipping the institution with video and photography cameras, public address equipment and laptops for officers in Provinces and districts to effectively carry out their work.

Mr Kalunga revealed that ZANIS was neglected in terms of funding, last receiving new equipment during the United National Independence Party (UNIP) regime, a narrative that has been changed by the current administration.

And ZANIS Director Loyce Saili disclosed that the Agency is working with local people and youths in the film industry from various districts to provide content for the ZANIS TV channel.

She said that management has set aside funding that will be used to contract young people to produce short films for the TV, resulting in empowerment and job creation in the provinces.

She said that the institution has already moved into two provincial studios in Mansa and Kasama, awaiting installation of equipment so that the studios are fully functional.

Mr Moono indicated the details in the first offence were committed between May 1st, 2019 and May 31st, 2019 in Sinazongwe District, where whilst serving in her capacity as Council Secretary for Sinazongwe Town Council, Ms Ng’andu abused the authority of her office.

He said this was in the manner she used Council property being frontend loader, tipper truck, tractors and man-power for personal use without paying the requisite fees, an act arbitrary and prejudicial to the interest of the Sinazongwe Council, a public body.

He added that for the second offence, on dates unknown but between 1st January, 2018 and 31st December, 2018 in Sinazongwe District, Ms Ng’andu willfully failed to comply with applicable procedure relating to the procurement of a motor vehicle, a transaction involving Sinazongwe Council, a public body.

And in another matter, the Commission has arrested and charged former Namwala Town Council Director of Works Arthur Thole and former Namwala Town Council Rural Water and Sanitation Coordinator Kennedy Chifokolo for corruption involving over K200, 000.

He explained that Mr Thole was charged with one count of corrupt acquisition of public revenue or property contrary to Section 34(2) (a) and one count of willful failure to comply with applicable procedure or guidelines relating to procurement contrary to Section 34(2) (b) as read with Section 41 of the Anti-Corruption Act No. 3 of 2012 of the Laws of Zambia.

On the other hand, Mr Moono said that Chifokolo was charged with one count of corrupt acquisition of public revenue or property contrary to Section 34(2) (a) and one count of Conflict of Interest contrary to Section 28 of the Anti-Corruption Act No. 3 of 2012.

“It is alleged that Thole and Chifokolo facilitated the signing of a contract between Namwala Town Council and Geotechno Rock Rollers Limited for the rehabilitation of 28 dysfunctional hand pumps across 14 wards in Namwala, and fraudulently facilitated the payment of K220, 500 to Geotechno Rock Rollers Limited as advance payment in contravention of procurement guidelines and without due regard of the delivery of service,” read part of the statement.

He noted that Chifokolo as a member of the Tender Committee in the evaluation of bids for the selection and award of the same contract failed to disclose in writing his personal and private interest in Geotechno Rock Roller Limited, and did participate in the award of the contract to this particular company.

All the three accused persons have been released on bond and will appear before court.

1,000 youths armed with entrepreneurship skills

1

The Possibility practitioners, an entrepreneurship and mentorship organisation, says the growth of the Zambian economy depends entirely on youths that have entrepreneur skills to create jobs for themselves.

Possibility practitioners’ Chief Executive Officer, Lloyd Mwiinga, said the future of the Zambian economy can only be transformed through youths that have been empowered with knowledge in entrepreneurship.

He was speaking at the possibility practitioners’ symposium at Mulungushi Conference Centre in Lusaka today, where youths mostly students from different universities gathered to learn skills in entrepreneurship.

Mr Mwiinga said the objective of the possibility symposium is to impart business skills in upcoming entrepreneurs for them to be able to run their own enterprise.

He said youths can only contribute significantly to the country’s gross domestic product through setting up small scale businesses.

“The key objective of the possibility practitioners is to bring on board youths from across the country to listen to captains of industries and business executives about entrepreneurship and mentorship,” he said.

He explained that over 1,000 youths have attended the symposium, where some underwent training in entrepreneurship and mentorship and will graduate with certificates.

And K- Solutions engineering and financial solutions mentor, Kawanga Kalumbi, said entrepreneurship is the engine of the Zambian economy and that there is a need to empower youths with entrepreneurship skills.

Dr Kalumbi observed that there is a need to upscale mentorship training to upcoming entrepreneurs because the future of the Zambian economy is anchored on small and medium enterprises.

She said the government alone cannot manage to create jobs for all citizens, and that small enterprise development must be promoted to fill the gaps.

The possibility practitioners was formed in 2017 with the core objective of empowering youths with entrepreneurship and mentorship skills in order for them to set up small enterprises.

Concerns raised over rubble being dumped in drainage during construction on Mosi O Tunya Road

8

Local Resident Calls for Authorities to Investigate the Situation

Concerns have been raised by a vigilant local resident regarding the blockage of drainage along Mosi O Tunya Road, specifically the area between Lewanika Mall and Tokyo Way (Ring Road). The resident has expressed unease about rubble being placed in the drainage channel, potentially hindering the natural flow of water.

According to the concerned individual, construction activity is taking place in the vicinity, possibly for the development of a filling station. However, they noted that no official notice or signage, as required by the Zambia Environmental Management Agency (ZEMA), has been displayed to inform the public about the ongoing project.

The resident has called on the Lusaka City Council (LCC) and relevant authorities to investigate the situation promptly. They stressed the importance of addressing the issue before it escalates and potentially leads to drainage problems in the area.

Preserving effective drainage systems is crucial for managing stormwater, preventing flooding, and maintaining the overall environmental well-being of the city. The concerned resident’s call for action underscores the importance of adhering to regulations and ensuring transparency in construction projects that may impact public infrastructure.

Efforts are expected to be made by local authorities to assess the situation and take appropriate measures to address the concerns raised by the vigilant resident, ultimately safeguarding the drainage system and the surrounding environment.

Espionage Suspect Claims Abduction and Extortion by DEC Officers

30

Shadreck Kasanda, one of the espionage suspects involved in the recent gold scam case, has alleged that he was abducted by officers from the Drug Enforcement Commission (DEC). He claims the officers demanded a significant sum of money from him, threatening him with aggravated robbery charges if he failed to comply.

Kasanda made these claims while testifying before Lusaka’s Chief Resident Magistrate Court, presided over by Davies Chibwili. According to his testimony, the DEC officers abducted him from the holding cell at the Lusaka Magistrate Court.

Initially, the officers allegedly demanded five million Kwacha from Kasanda, but later increased their demand to a staggering 10 million dollars. He further stated that they warned him that he and his co-accused would be imprisoned if he did not meet their demands.

Kasanda recounted that the DEC officers then drove him to a bank located in the Kabulonga area of Lusaka, where they instructed him to withdraw five million Kwacha.

Following this, he claims the officers transported him to DEC’s Command Centre, where they insisted on the 10 million-dollar demand. They allegedly hinted that his cooperation was necessary to avoid jail time for him and his co-defendants.

Prior to Kasanda’s testimony, DEC Senior Investigations Officer Lydia Chisanga failed to identify the DEC officers involved in the alleged abduction. Chisanga, who is responsible for overseeing the holding cell at the Lusaka Magistrate Court, was summoned to testify following a request from defense lawyers.

Chief Resident Magistrate Davies Chibwili has reserved a ruling on whether the actions of the DEC officers constitute contempt of court. The allegations have raised concerns and cast a spotlight on the conduct of law enforcement agencies in the ongoing gold scam case.

Fuel Prices Up Due to Global Oil Market Fluctuations and Currency Depreciation”

25

The Energy Regulation Board (ERB) of Zambia has announced an increase in the prices of petrol, diesel, and jet fuel, citing a combination of rising international oil prices and the depreciation of the Kwacha against the US dollar.

Effective from midnight tonight, Zambian motorists will feel the pinch at the pump as petrol prices surge by an average of 3 Kwacha 85 Ngwee per litre. This substantial increase means that a litre of petrol, which previously cost 25 Kwacha 55 Ngwee, will now set consumers back 29 Kwacha 42 Ngwee.

Similarly, diesel prices are also on the rise, jumping by 3 Kwacha 52 Ngwee per litre. Previously sold at 23 Kwacha 36 Ngwee, diesel will now be priced at 26 Kwacha 88 Ngwee.

Aviation enthusiasts are also affected, with Jet-A1 fuel prices soaring from 22 Kwacha 56 Ngwee to 26 Kwacha 42 Ngwee per litre.

However, in a glimmer of respite for consumers, the price of Kerosene remains unchanged at 20 Kwacha 44 Ngwee per litre, as Zambia has built up adequate reserves of this essential fuel source.

The ERB Board Chairperson, Raynolds Bowa, announced these fuel price adjustments, emphasizing that they are a direct response to global oil market fluctuations and the weakening of the Kwacha against the US dollar.

Zambia, like many nations, has grappled with the economic repercussions of these external factors, which have cascaded down to consumers in the form of higher fuel costs. The ERB’s decision aims to strike a balance between managing these economic challenges and ensuring a stable energy supply in the country.

As these new prices take effect, consumers and businesses are likely to feel the impact on transportation costs and overall living expenses. The ERB and the government will closely monitor the situation as they work to mitigate the effects of these price adjustments on the population.

Heroes of our time : Kenneth Maduma aka ‘Ken Dumz’

12

By Pennipher Nyirenda (

A few days ago, I had the privilege of visiting veteran broadcaster Kenneth Maduma. I was moved when Mrs. Maduma told me that every so often, he talks about people he worked with, and among those names are the likes of Doris Mulenga, and believe it or not, my name is among them!

It was lovely spending time with him and Mum Maduma, a moment I will treasure forever.
You see folks, I worked with one Kenneth Maduma at Radio Phoenix and ZNBC. Of course, before then, his voice was a huge part of my childhood largely because my mother has always loved radio and we’d listen to ZNBC news using her ‘two-band radio’ while sitting on a mpasa. To date, she has the same routine wherever she is in the house.

Kenneth Maduma(L) and the Late President Sata in 2014

During my stint at Radio Phoenix, I felt extremely privileged when the new stories I had written were read by the one and only Kenneth Maduma.

The yo bally in me nicknamed him “Ken Dumz” and everyone joined in! (Billy Kazoka can attest).
When I joined ZNBC, Mr. Maduma was Director of Programmes and he supported the news team that I was part of. Beyond that, he consistently supported my career even when he was appointed to a diplomatic role.
To appreciate his role in my life, I had a table named after him at my wedding, and I was glad that he made it!
I celebrate you Ken Dumz and want to thank Mrs. Maduma for allowing me to spend time with the family.
