Military coup declared in Gabon following presidential election

14

LIBREVILLE, Gabon – A group of senior military officers in Gabon has declared a coup following the controversial presidential election results. Appearing on the national television channel Gabon 24, nearly a dozen soldiers announced that they were seizing power in the Central African nation, citing concerns over the election outcome and the direction of the country.

In a startling announcement, the officers declared the cancellation of the election results, the closure of all borders until further notice, and the dissolution of state institutions. The soldiers asserted that their actions were undertaken in the name of the Gabonese people, with the aim of defending peace and ending the current regime.

The coup announcement was accompanied by reports of gunfire in the capital, Libreville, adding to the tension and uncertainty surrounding the situation.

The presidential election, which took place on Saturday, saw incumbent President Ali Bongo declared the winner with 64% of the vote. However, opposition groups raised concerns about the electoral process, alleging irregularities and fraud.

Gabon, a country with significant oil reserves and vast forested areas, has been ruled by the Bongo family for over five decades. Ali Bongo took office in 2009 following the death of his father, Omar Bongo, who had been in power since 1967.

Tensions had been mounting in Gabon in the lead-up to the election, with opposition candidate Albert Ondo Ossa and his coalition raising allegations of irregularities, including issues with the ballot papers. Additionally, foreign media had reported restrictions on covering the election, further raising concerns about transparency.

This coup marks a significant development in the political landscape of Gabon and could lead to a period of uncertainty and potential unrest. The government’s response and the international community’s reaction will be closely monitored as the situation unfolds.

President Hichilema Tours Chipata Level 1 Hospital, Addresses Community Concerns

President Hakainde Hichilema visited Chipata Level 1 Hospital in Mandevu Constituency with the focus on familiarization of projects financed by the Constituency Development Fund (CDF) within the health sector. During the visit, President Hichilema interacted with medical staff and gained valuable insights into the hospital’s operations, highlighting the significant impact of CDF-funded initiatives on healthcare infrastructure and equipment.

One notable activity during the visit was the participation in a hospital cleaning exercise, emphasizing the importance of maintaining a clean and hygienic environment in a healthcare facility. President Hichilema and his team actively engaged in this activity to underscore the significance of cleanliness in promoting health.

The President expressed satisfaction with the positive outcomes of the employment of healthcare workers in the previous year, noting the improvement in staffing levels and the delivery of quality healthcare services.

Additionally, President Hichilema commissioned a water borehole, which will serve the residents of Mpulungu and Kabanana Wards in Mandevu Constituency. These areas have long faced challenges related to access to clean and safe drinking water. President Hichilema shared the commitment to extend this initiative to each constituency in Lusaka, recognizing the fundamental importance of water in sustaining life.

During the visit, the President and his team engaged with the community and received feedback on various matters, including free education. President Hichilema reiterated that his election was based on a promise of change, and his administration is dedicated to fulfilling this mandate relentlessly.

The President expressed gratitude to the people of Mandevu for their unwavering support and belief in his leadership.

Eleven Gold Scam Espionage Suspects Remain in Custody Following Court’s Decision

15

The eleven suspects implicated in both the Gold Scam and espionage case will continue to be held in custody until further notice, following a ruling by Chief Resident Magistrate Davies Chibwili at the Lusaka Magistrate Court. The court admitted the Certificate of Denial of bail issued by the Director of Public Prosecutions (DPP), Gilbert Phiri, thereby affirming the DPP’s authority to issue such a certificate in cases deemed prejudicial to the nation’s interests.

Magistrate Chibwili upheld the arguments presented by the DPP, asserting that granting bail to the suspects would be detrimental to Zambia’s interests. This decision follows objections by the defense lawyers, who questioned the validity of the Certificate of Denial of Bail, citing the Magistrate Court’s lack of jurisdiction to handle espionage cases.

However, Magistrate Chibwili clarified that the certificate was properly before the Lusaka Magistrate Court because the case record had been filed with it.

Furthermore, the Magistrate reserved a ruling for the following day regarding fresh arguments presented by defense lawyer Martha Mushipe. She argued that the DPP should provide reasons for issuing the Certificate of Denial of Bail, contending that the denial of bail for the suspects was unconstitutional since the espionage charge is bailable.

In response, the Magistrate directed the defense lawyers to file a summons for the Gold Scam suspects’ bail application, acknowledging the argument that their espionage case is bailable. The plea for the bail application had been submitted by defense lawyer Makebi Zulu.

This legal development stems from a case involving eleven suspects, including six Zambians and five Egyptians, charged with espionage due to their alleged connection to the Gold Scam that was uncovered at Kenneth Kaunda International Airport (KKIA) on August 13. Among the Zambian suspects are Kenneth Kaunda International Airport Police Commanding Officer Robson Moonga, State Security Officer Francis Mateyo, Commercial Pilot Patrick Kawanu, Accountant Oswald Diangamo, and businessmen Shadrick Kasanda and Dr. Jim Belemu. The five Egyptian suspects include Walid Botros, Mounir Awad, Mohamed Gooda, Yasser Abdelghafor, and Michael Botros.

The court’s rulings on bail and the overall progress of the case will be closely monitored by the public and legal experts.

Government Dismisses Accusations Made by Opposition Leader Harry Kalaba

22

The Minister of Information and Media and Chief Government Spokesperson, Hon. Chushi Kasanda, MP, issued a press statement in response to accusations made by Mr. Harry Kalaba, the leader of the opposition Citizens First Party. The government categorically dismissed the accusations as baseless and emphasized its focus on national development and citizens’ well-being.

Mr. Kalaba had alleged that the government was involved in the production of a video that circulated on various media platforms. This video showed him being confronted by a Zimbabwean journalist regarding his alleged association with a notorious gold mafia.

In response, the government strongly refuted any involvement in the production of the video and expressed its disapproval of Mr. Kalaba’s statements in the media. The government took exception to Mr. Kalaba’s claims that it was engaging foreign nationals to humiliate citizens and damage his political image.

The press statement urged Mr. Kalaba to provide an explanation regarding how he came into contact and engaged in a conversation with the Zimbabwean journalist. While acknowledging every citizen’s right to interact with others freely, the government emphasized that Mr. Kalaba’s attempt to involve the government in a purely personal matter was inappropriate.

Hon. Chushi Kasanda, MP, reminded Mr. Kalaba of the importance of responsible political discourse and encouraged him to refrain from spreading unfounded accusations. The government reaffirmed its dedication to addressing matters of development and the welfare of the Zambian people, asserting its commitment to prioritizing national interests over petty issues raised by individuals.

SA Congratulates Zimbabwe President As Others Criticise the Election

South Africa, Russia and China have congratulated Zimbabwe’s President Emmerson Mnangagwa following his controversial election win over the weekend.

Meanwhile, the US added its voice to growing criticism of last week’s general election which the opposition described as a “fraud”.

The US government said there was systemic bias against the opposition and highlighted credible reports that monitors were forced to alter some election result forms. The electoral commission rejected these claims.

A statement from South Africa’s presidency said South Africa was conscious that the elections took place under a difficult economic environment because of sanctions against Zimbabwe.

It also acknowledged concerns from independent election observers about the legitimacy of the result.

Some monitors said the poll fell short of international standards and the requirements of Zimbabwe’s own constitution.

South Africa, Russia and China are key trade partners of Zimbabwe, and their backing of the poll is significant as Zimbabwe is facing the prospect of further Western isolation and sanctions after criticism of the poll.

The opposition Citizens Coalition for Change is still tallying its own results before deciding on a concrete plan of what to do next. But the congratulatory messages to President Mnangagwa are perhaps a reflection that Zimbabwe’s main allies are ready to move on and accept the results.

The Gold Scandal:Is State House the Command Centre?

Yesterday, Mr Francis Mateyo, a State House security officer, appeared in the Lusaka Magistrate’s Court alongside other accused persons in the gold gate scandal.

Mr Mateyo is part of the UPND cadres, who were encrypted into the State House security after Mr Hakainde Hichilema took over office as Head of State. Mr Mateyo is believed to be a loyalist and a very close, very trusted and strong ally of the Mr Hichilema, right from his days as an opposition leader.

When we first picked up intelligence about the gold gate scandal at KKIA and the alleged involvement of Mr Mateyo, one of Mr Hichilema’s trusted security officers at State House, we immediately raised alarm and advised that it was vital for Mr Hichilema to control the evil, disgraceful and morally objectionable activities being peddled by certain identifiable individuals within State House.

Regrettably, our well- intentioned counsel was met with the habitual vicious and malicious attack against us. Even the government officially rubbished the alarm we had raised and called a bluff against us. We were denounced, insulted and slandered by Mr Hichilema’s State House controlled rogue or guerrilla media channels – Koswe and Zambia Watchdog.

Our offence was simple: we exposed what had become a very serious and real crime involving one of their own. It’s clear they never wanted the truth about what happened at KKIA to be known. They were determined to put a lid on it and pretend like nothing happened! This explains why even Mr Mateyo’s capture was hidden from the public until yesterday when he was aligned before the courts. The DEC and other law enforcement agencies went to town posturing and parading all other suspects with an exception of Mr Mateyo, why?

The question is: why have things been handled this way? Did they think the gold gate scandal was going to remain hidden from the public? What was the purpose of that arrogance, insults and hostility towards us? With all that has been offloaded so far and many questions still hovering around Mr Hichilema over this scandal: how will the Zambian people believe that justice will be served in this matter and the real culprits brought to book?

And now that it’s obvious that they’re trapped and embarrassed about the way things have turned out; the only word left for Mr Hichilema and his praise singers at this moment is: “You’re on your own”.
But hang on! Not so fast. What has changed? It’s people like Mr Mateyo we cautioned Mr Hichilema about. It’s these same people they sat, drunk and ate with, not so long ago. No wonder, they were so relentless in trying to defend, insult and threaten those who dared to speak the truth about the gold gate scandal. But now that things have gone sour and getting worse rapidly, they shamelessly want to wash their hands off their man.

Clearly, those linked or are close to Mr Hichilema can only be “on their own” once caught, if not caught, they remain trusted and loyal companions of Mr Hichilema and his league. What a mistake? What hypocrisy? What kind of corrupt leadership is this?

Now they are ashamed because one of them has been mentioned in this mess. They are ashamed and speechless because they too have been caught in their own lies, denials, deception and manipulation.
We have not forgotten how haphazard press briefings were called and all manner of lies and theories were made to defend and justify the gold gate scandal, and distance State House from it. Within hours of the scandal blowing up, we saw how the Minister of Mines, Mr Paul Kabuswe became a mineral expert and talked down on all critical voices, including myself with grandiosity and contempt. Similarly, we saw how the Minister of Home Affairs and Internal Security, Mr Jack Mwiimbu warned politicians against scandalizing the Presidency and State House over the gold gate scandal.

So, now that the dirty is out, what has Mr Hichilema, Mr Mwiimbu and Mr Kabuswe got to say about the gold gate scandal? Mr Kabuswe called us foolish. But we ask the same question he asked us during his press briefing at that time: who is looking foolish now?

Well, we have been vindicated. We said it that there was way too much filth and scum in State House. We warned Mr Hichilema but they responded with the usual malice and insults. As the Tongas say: “Yabeja makani baasa”, and the Bembas also say: “Ifyakulya ubushiku fitulila ku malushi”.

But where does this end? Who else is involved? How many “Mateyos” is Mr Hichilema still working with State House today? How deeply involved is State house in this scandal?

That said, we hope Mr Hichilema is treating the Anti-corruption Commission’s US $500,000 bribe investigation against his Solicitor General, and trusted lieutenant and ally, Mr Marshal Muchende, who stands accused of running a bribery scheme, with objectivity and urgency, or else, a similar outcome awaits him.

The power couple took to social media and public appearances to address the rumors with a mix of grace and resilience.

In an Instagram post, Marjorie Harvey shared her perspective on the matter. She began by acknowledging that as a couple, they typically do not address rumors and falsehoods that circulate about them. However, she recognized the responsibility that comes with their platform, expressing a desire to offer support to those who may not have their strength.

LAZ speaks criticizes government for abusing Public Order Act

The Law Association of Zambia (LAZ) has spoken against the abuse of the Public Order Act.

LAZ President Lungisani Zulu has issued a media statement criticizing the Government for not upholding citizens’ constitutional rights of association, assembly, and expression.

He condemned Police refusal for the opposition PF from holding a rally in using security concerns as an excuse, which led to questions about the Act’s consistent application.

“As a growing democracy, we must collectively seek ways to advance the life blood of a democracy being the free exercise of the citizens’ rights of association, assembly and expression actually entrenched in the Bill of Rights in the Supreme law of the land, the Constitution. In a democratic society anchored on rule of law, ours is, every person must be treated fairly and in accordance with the law,” Mr. Zulu said.

He also highlighted the reported prolonged detention of suspects without trial.

“Suspects, regardless of their nationality, must not be detained for investigations, and in any event not beyond the prescribed 24 hours before being brought before court. These are principles based on the fundamental human right to secure protection of the law provided for in Article 18 of the Constitution,” said Mr. Zulu

Court dismisses Fred Mmembe’s application

The Lusaka Magistrate Court has dismissed an application for a bench warrant against Inspector General of Police, Graphel Musamba, in a defamation case brought by Socialist Party leader, Fred M’Membe.

Magistrate Chrispine Hampungani ruled that this was the first time Mr. Musamba had failed to appear in court over the matter and therefore should be accorded leniency. The application for the bench warrant had been filed by Dr. M’Membe’s legal representative.

The defamation case revolves around allegations made by Dr. M’Membe, who claimed that Mr. Musamba defamed him by accusing him of inciting anarchy and breaching the peace in Zambia. These allegations were purportedly made during a press briefing held on August 8, 2023.

Dr. M’Membe asserts that the words spoken by Mr. Musamba were defamatory in nature, leading to the legal action taken against the Inspector General of Police.

In a separate legal development, former Zambia Revenue Authority (ZRA) Commissioner General, Kingsley Chanda, and former ZRA Director of Administration, Callitus Kaoma, have pleaded not guilty to charges of Abuse of Authority of Office.

This plea came during their appearance before Lusaka Principal Magistrate Sylvia Munyinya. Both Mr. Chanda and Mr. Kaoma were arrested in June and charged with Abuse of Authority of Office. The charges stem from allegations of their willful failure to comply with the law and procedure in the disposal of 22 disused ZRA vehicles between January 2017 and December 2020.

Former COBUSU President Opposes Expulsion of Student Union President for Canceling Classes After Student Deaths

Former Copperbelt University Students Union (COBUSU) President Christopher Kangombe has opposed CBU management’s decision to expel its student’s union president for illegally cancelling classes after the death of two students last June.

COBUSU President Castro Mulilo has confirmed his expulsion from CBU in a statement.

CBU students Thabo Mumbi and Bwalya Christian Henschel, died after a vehicle ran them over as they walked to their boarding house after classes in June, 2023.

Following the accident, Mulilo as Copperbelt University Students Union president announced the cancellation of classes so that students could mourn their departed colleagues.

Commenting on the expulsion of Mulilo, Mr. Kang’ombe, the Kamfinsa Member of Parliament described the decision as harsh.

“The decision to expel Castro Mulilo, the immediate past President of the students union (COBUSU) from CBU is extremely harsh,” Mr. Kang’ombe said.

Meanwhile, a number of Zambians have taken to social media to demand the reinstatement of Mulilo.

“Two months is not enough time for students and staff to process and heal from the loss of their classmates and colleagues. I believe that the university management should be focused on providing support and resources to help everyone through this difficult time. The decision to expel the president seems hasty and inappropriate,” Angie Ndila wrote.

Angela Mwape commented:”Reaching your final year then this happens sure they would have found another way of punishing him.”

Zambia Affirms Commitment to Primary Healthcare

0

The Minister of Health, Sylvia Masebo, reaffirmed Zambia’s commitment to prioritizing primary healthcare through decentralization during her participation in the 73rd session of the World Health Organization Regional Committee for Africa, currently taking place in Gaborone, Botswana.

Hon. Masebo emphasized the importance of bringing healthcare services closer to all communities, underscoring Zambia’s dedication to improving healthcare accessibility for its citizens. In addition to focusing on primary healthcare, Hon. Masebo also highlighted the potential for collaboration between Zambia and Botswana in the fields of research and development, as well as public health preparedness for pandemics. This cooperative approach aims to strengthen the healthcare systems of both nations.

The official opening of the regional meeting featured President of Botswana, Dr. Mokgweetsi Masisi, who drew lessons from the COVID-19 pandemic. He stressed the need for a robust multilateral governance mechanism to ensure equitable access to vaccines, medicines, diagnostics, and other medical products and tools. President Masisi, on behalf of African Union Heads of State and Government, expressed the commitment to prioritize diversification of local and regional pharmaceutical production.

In his address, Dr. Tedros Ghebreyesus, Director-General of the World Health Organization (WHO), encouraged African countries to consider several critical factors in developing their health systems. These include Primary Health Care, Climate Change, Reproductive Health, and Water and Sanitation. Dr. Ghebreyesus’ remarks underscored the importance of a holistic approach to healthcare that considers both medical and environmental factors.

Furthermore, in a significant announcement, the Republic of Botswana and the World Health Organization designated the Botswana National HIV Reference Laboratory as a WHO Collaborating Centre of Excellence. This recognition reflects the laboratory’s outstanding work in the field of HIV diagnosis and opens doors for deeper collaboration between the laboratory and WHO to advance the health and well-being of people living with HIV.

Hon. Sylvia Masebo will continue her participation in various meetings during the event, covering topics such as Malaria Financing, Universal Health Care, Non-Communicable Diseases, Diagnostics, and Antimicrobial Resistance (AMR).

Gold gate suspects charged with espionage

23

The eleven individuals, including Egyptian nationals and Zambians, have been arrested and charged with espionage under Zambia’s State Security Act. This development follows their alleged involvement in a Gold Scam investigation led by the Drug Enforcement Commission (DEC). The suspects were presented before the Lusaka Magistrate Court for an explanation of the charges, marking a significant moment in this unfolding case.

Among the arrested, a notable figure emerged: Robson Moonga, the Commanding Officer of the Kenneth Kaunda International Airport (KKIA) Police. Moonga, alongside five Zambian nationals—Shadreck Kasanda, Jim Belemu, Patrick Kawanu (a pilot), Oswald Diangamo, and Francis Mateyo—found themselves facing these grave accusations. Additionally, five Egyptian nationals, including one Michael Botros, are part of the group facing these charges.

The charges brought against these individuals stem from their activities on August 13th, 2023, when they allegedly entered the Kenneth Kaunda International Airport with intentions deemed detrimental to the safety and interests of Zambia.

During the DEC’s operation, a considerable amount of evidence was seized from an aircraft at the airport. This evidence included a staggering 602 pieces of suspected fake gold, collectively weighing 127.2 kilograms. In addition to the gold, authorities reportedly discovered weapons on board, raising further concerns. The aircraft was also said to be stashed with a substantial sum of five million dollars in cash.

Despite the magnitude of the charges and the compelling evidence collected by the DEC, the suspects did not enter a plea during their appearance at the Lusaka Magistrate Court. This is because the case falls beyond the jurisdiction of the Subordinate Court, which means that it will be referred to the High Court for trial.

Chinese firm to set up electric manufacturing plant

11

A Chinese firm has announced its plans to set up an electric manufacturing plant in Zambia which will be making electric driven equipment.

Guangzhou Yondway New Energy Technology Company Limited Director, Sunny Luo says the firm wants to set up a plant which will be manufacturing equipment such as vehicles and motorbikes.

ZANIS reports that Ms Luo said this today when she and her delegation paid a courtesy call on Minister of Commerce, Trade and Industry Chipoka Mulenga at his office.

Ms Luo explained that her delegation is in the country to explore prospects in new energy products in African countries and Zambia inclusive.

She said once the plant is established, the country will be able to supply the products to neighboring countries such as Malawi, Democratic Republic of Congo, Zimbabwe and Tanzania among others.

Ms Luo has since urged the Zambian government to support its investment by giving them land where the factory can be established.

“We want the government to support our investment, not only giving us land where the plant will be set, but we also want the government to put up a policy that will protect such investments. Whatever will be produced at the factory will be Zambian made. Therefore, we want the government to come up with policies that will protect our investment,” she said.

And Minister of Commerce, Trade and Industry, Chipoka Mulenga who welcomed the delegation said he hopes that preparations to set up the factory will commence before the end of this year.

Mr Mulenga said it will be good for Zambia to start producing the first ever electric driven equipment that will be exported to other countries.

He noted that setting up a plant in Zambia, resonates well with government’s agenda of embracing Public Private Partnerships (PPP) thereby improving the lives of Zambians through job creation.

“I must mention that there is another Chinese company that wants to set up a plant that will be producing electric batteries. So, a way for you has already been made and the government will protect and support your industry,” he said.
