0

The government has said that it is currently engaged in talks with contractors to expedite the completion of Mokambo road and a new border post-construction project at the Mokambo border in Mufulira District on the Copperbelt.

Minister of Commerce, Trade and Industry, Chipoka Mulenga says the government wants to ensure that the construction of Mufulira Mokambo Road is expedited in order to enhance trade with the neighbouring Democratic Republic of Congo (DRC).

Speaking when he officiated at a training workshop for farmers rearing Broiler chickens by Alejo Community Support Project in Mufulira District. Mr. Mulenga said the government will also construct a new border post at Mokambo border to enhance smooth trade between Zambia and Congo DR.

“I want to assure you that government will support you and we will provide a market for you by ensuring that the road is accessible and you have a new border post.

“We are currently in talks with people who will work on Mokambo road and also build the new border post, and I can assure you that this will be done, “he added.

And Alejo Community Support Project Coordinator, Alex Mutale said the project wants to become a reliable supplier of broilers both on the local and international market.

He said the project, which supports local farmers to embark on sustainable methods of chicken rearing, will next year stock 10 million broiler chickens countrywide.

And Mufulira Mayor, Tanaeli Kamanga urged farmers to develop a mindset of value addition to their products before exporting them as this will earn them more money.

Chibuye urges farmers to graduate to become commercial

1

Roan Member of Parliament Joel Chibuye has urged farmers in his constituency to advance to commercial farming by utilising the new dawn government’s decision to remove duty on all imported agricultural equipment.

Mr Chibuye says as the New Dawn government in its 2022 budget has removed the duty on farming implements, farmers in the country are now empowered to grow the agriculture sector thereby increase food production.

The lawmaker was speaking in Kasununo farming block when he handed over a tractor valued K525 thousand bought using the Constituency Development Fund CDF, to farmers in Roan constituency for communal use ahead of the 2021/22 farming season.

“In the recent budget presentation, the government has removed the duty on farming equipment such as tractors, combined harvesters, ploughs and this coupled with the plenty of land available to us, the onus is on you farmers to take advantage and take up farming on a commercial basis.

“ We may be restricted in our production due to the size of land we cultivate due to lack of equipment but I want to see farmers here graduate and multiply their produce by forming farming cooperatives and be able to buy equipment and other things that can enhance production, ” he said.

He further urged farmers to form cooperatives and take advantage of the government’s intentions to reintroduce farming estates so as to benefit from the various economic ventures.

During his national budget in parliament a fortnight ago, Finance and National Development minister Situmbeko Musokotwane said to improve productivity through mechanization in the agricultural sector, he proposed a zero-rate Value Added Tax on selected agricultural equipment and accessories.

These includes manure Spreaders, Balers, Combine Harvesters, Commercial Sprinkler Irrigation Systems and Animal Feed Grinder Mixer.

Others include Pelleting Machines, Sprayers, Trailers of a specific HS code; and Dryers for agricultural products of a specific HS code.

This measure will result in revenue loss of K19.0 million, Dr Musokotwane said

And speaking at the same occasion, Luanshya Mayor Charles Mulenga appealed to farmers to take ownership of the tractor to transform Roan constituency into a food hub of the district and the Copperbelt province as a whole.

“This equipment, which is here today, has the potential to transform Roan and our district into a food hub, as you are aware, agriculture, if well harnessed, has the potential to foster economic development and create national wealth “he observed.

Speaking earlier, Luanshya Senior Agriculture Officer John Phiri observed that the procurement of the tractor was timely and will help the district attain a bumper harvest due increased production hectares.

Mr Phiri said “with the coming of the tractor am sure that our hard working farmers you will be able to cultivate a bigger hectarage and contribute to the food security of the district and the province if well utilized”.

He further urged farmers to safeguard the equipment and apply it fully to increase food production and community livelihood.

Representing farmers, Noah Mwewa thanked the government for the procurement of the tractor which he said would boost food production in the district.

Mr Mwewa further appealed to the government to also consider opening up more Food Reserve Agency crop selling depots to ease the process of transporting maize to the existing depots.

Mr Mashimango says there is need for his party to ensure that it delivers its campaign promises so that Zambians do not feel cheated.

The councilor said the UPND party was voted into power because people had hope that it would bring change and improve their lives.

And Solwezi central constituency Member of Parliament, Stafford Mulusa said the UPND leadership will not let the Zambian people down.

Responding to the concerns, Mr. Mulusa said throughout Zambia, North-western province is the only area where the UPND was given 95 percent votes at all levels from the councillor to the President.

He encouraged the women and youths to form cooperatives so that they benefit from the K25.7 million constituency development fund (CDF).

“President Hichilema has said out of K25.7 million, K10 million should go towards youths and women programs…so make cooperatives”, Mr Mulusa said.

He asked the people to look forward to 2022 when the UPND national budget will be implemented.

“I am aware my constituency has a lot of challenges which the previous government did not pay attention to…but I assure you the UPND leadership is very committed as you can see from the recent increase of the CDF allocation”, Mr Mulusa said.

He said come next year when the UPND budget starts working all the current social challenges will be swallowed and addressed.

Mr Mulusa warned that with the free education coming in 2022 any parent who will fail to take the child to school shall be punished.

The Solwezi central constituency Member of Parliament is on a two day tour going round the 12 wards to thank the electorates for voting the UPND into power during the 12 Augusts, 202 general elections.

Gay and Lesbian Practices cannot be condoned in Zambia-HH

28

President Hakainde Hichilema has said that gay and lesbian practices cannot be condoned in the country because Zambia is a Christian nation, adding that Zambia can only realign sound democratic values with other countries.

Speaking in an interview with ZNBC News in Lusaka today before departure for Monze on a working visit, President Hichilema dismissed as baseless claims that he has not come out strongly against western countries perpetuating gay, lesbians, bisexual and transgender rights.

Accompanied by Fourth President Rupiah Banda, President Hichilema further told ZNBC News that there is a need to document all Historical Sites in the country before declaring them as Heritage Sites.

And, Fourth President, Rupiah Banda has praised President Hichilema for his stance to enhance national unity and to recognize freedom fighters.

Mr. Banda also observed that historical sites where the struggle for independence was directed must be cherished.

Meanwhile, State House has clarified that President Hakainde Hichilema did NOT taunt or reference his predecessors directly or indirectly during his arrival yesterday from the Conference of Parties 26 summit in Glasgow, Scotland.

Presidential Spokesperson Anthony Bwalya says President Hichilema emphasized how crucially important it is that the new administration shifts the balance of resources from the central government to the communities.

Mr. Bwalya says the President has also indicated that the only way to deliver people-centered development is allowing the people to be in charge of how resources are dispensed at local level as well as be accountable for the use of the resources.

In a statement to ZNBC News today, Mr. Bwalya said President Hichilema and the new dawn administration’s policy on decentralization is aimed at bringing an end to the counterproductive norm of centralized government bureaucracy.

Mr. Bwalya says this has historically acted as a catalyst for corruption and theft for public resources limiting development dividends.

8

The government is saddened with the continued chieftainship wrangles that have perpetrated most chiefdoms in Southern province.

Southern province Minister Cornelius Mweetwa says about nine chiefdoms in the Province have had no chiefs for years due to continuous succession disputes among family members.

Speaking when he officiated at the first-ever Budima cultural festival in Sinazongwe, Mr. Mweetwa said although the government has no intentions of interfering with the process of selecting a chief for any chiefdom, it is now considering bringing royal families together to a negotiating table.

He said lack of chiefs in the nine chiefdoms in the region has had negative effect on development programmes.

Meanwhile Sinazongwe Member of Parliament Gift Sialubalo says it is unfortunate that Sinazongwe district has no chief at a time that more resources have been allocated for constituency development fund which require the input of chiefs.

Mr Sialubalo has since called on the royal families of Senior Chief Mweemba and chief Sinazongwe to put aside their differences and install Chiefs for the sake of developing the district.

The chiefdom of Sinazongwe has had no Chief since the death of Chief Sinazongwe, three years ago while Mweemba Chiefdom has had no chief since the incumbent traditional ruler’s untimely death in July, 2021.

Minister of Community Development and Social Services Doreen Mwamba bemoaned the escalating levels of abuse, against children’s rights on social media.

Ms. Mwamba explained that the surge in the publication of stories of children in conflict with the law on social media is uncalled for.

The Minister of Community Development and Social Services made the remarks when she launched the first-ever Juveniles Justice Activism Week in Lusaka.

She underscored that despite the rise in juvenile delinquency, and high number of children who come into conflict with the law, the general citizenry should refrain from taking to social media as it is illegal.

Ms. Mwamba envisioned that the Children’s Code Bill once enacted, will address bottlenecks that dwindle the rights of children in the country.

She further expressed optimism that the inaugural event will be commemorated annually, to raise awareness and promote the rights of children.

“This first-ever event which is key to enhancing the rights of children reminds me of the urgency that we have attached towards strengthening laws that protect children. Actively participate in issues of good governance, youths told

1

Senior Youth Development Officer, Musheke Kakuwa has encouraged youths in North-western province to actively participate in issues of good governance.

Mr Kakuwa says it is high time young people took a leading role and actively participated in influencing the decision making process in matters of development.

The Senior Youth Development Officer said this in an interview alongside a youth dialogue meeting on comprehensive sexuality education held in Solwezi yesterday.

“We are not going to allow a situation where decisions are made for young people without them getting involved,” Mr Kakuwa said.

He said his ministry wants to involve young people in the formulation of the eighth National Development Plan and the review of the National Youth Policy of 2015 through such platforms.

“This platform also gives young people an opportunity to air out their challenges and also to build up on these other issues of national importance,” Mr Kakuwa said.

In line with the 2022 national budget the ministry wants to ensure young people are involved in national matters especially at district and provincial levels, he said.

Mr Kakuwa has since called on youths to realize that for them to be recognized they need to take up a responsibility and have a share of the national cake.

He said starting next year the ministry wants to see a change of mindset among young people and drive the economy other than just be followers.

Ignore Social Media at Own peril !

14

By Prince Bill M. Kaping’a Political/Social Analyst

Prior to finally winning the August 12, 2021 general elections, President Hakainde Hichilema was constantly lampooned by his critics and opponents alike that he was good at winning elections on Facebook. The man who is fondly referred to, as Bally, by his ardent followers probably better understood use of Facebook as an effective tool to reach-out to the masses more than anyone else.

In as much as the dictatorial and intolerant regime of Lungu tried to throw spanners into Bally’s campaigns by restricting his movements and denying him permits to conduct rallies; the more he resorted to Facebook. And when the outcome of the polls was finally declared by ECZ, Lungu was left in shock! This is testimony enough that one can only ignore social media at their own peril.

According to Wikipedia, as of January 2020, there were 2 280 000 active Facebook users in Zambia, accounting for 11.6% of its entire population. The majority of them were men – 56.3%. People aged 18 to 24 were the largest user group (810 000).Now, translate this into potential votes…..it’s more than enough to usher a candidate into plot 1 Independence Avenue, provided they may have already secured additional votes elsewhere!

Former US President Barack Obama is probably one of the foremost modern-day leaders who put social media to better use. According to a case study by the Stanford Graduate School of Business; early in his campaign, Barack Obama was a little-known senator running for president against Democratic nominee and household name, Hilary Clinton. But on November 4, 2008, Obama made history as the first African American to win the election against Republican candidate, John McCain, thus becoming the 44th president of the United States.

The study goes on to highlight that many factors contributed to his success, but a major one was the way Obama and his Chicago-based campaign team used social media and technology as an integral part of their campaign strategy, not only to raise money, but also more importantly, to develop a groundswell of empowered volunteers who felt that they could make a difference.

The other leader who appreciated the effectiveness of social media in influencing public opinion was 45th US President Donald Trump. Speaking on CBS’ 60 Minutes programme shortly after being declared winner of elections against Hilary Clinton, the president-elect specified that social networks helped him win without him needing to spend as much as the Clinton campaign on advertisement.

According to a 2016 report by the United Nations Population Fund in Zambia, young people aged 15-35 made up of 36.7% of Zambia’s population (4.8 million). By this time, this segment of the population may have doubled or tripled! A good number of them are obviously technologically savvy investing much time on social media including podcasting, Twitter, Myspace, Facebook, and YouTube, as opposed to listening to the radio or watching TV.

Well……if you are a politician in Zambia and want to remain relevant in the eyes of this significant portion of the population, you better up your game and hone your social media skills!

Green Eagles End 12 Year Away Winless Run at Zesco United

0

Defending FAZ Super League champions Zesco United’s poor start to the season continued on Saturday when they lost 2-0 at home to nemesis Green Eagles at Levy Mwanawasa Stadium in Ndola.

The result saw Eagles collect their first away victory over Zesco since 2009 when they beat the nine-time champions 1-0 across town at the Trade Fair Grounds.

It was Zesco’s third league loss from nine games played in which they have collected four wins and two draws.

Zesco had themselves to blame for the loss after squandering several chances in the first half.

They even had the ball at the back of the net as early as the 3rd minute but defender Solomon Sakala’s tap-in from a Jesse Were pass was ruled-out for offside.

Two minutes later, midfielder Kelvin Mubanga skied his ball in front of an obliging goal to sum up so early in the match Zesco’s woeful form over the 270 minutes of action in which they had collected just two draws.

And Zesco paid the price for their profligacy when an unmarked Eagles defender Warren Kunda headed in Amity Shamende’s corner in the 58th minute.

Eagles killed off the contest in the 70th minute when Derrick Bulaya beat goalkeeper Gregory Sanjase to an Emmanuel Mukosha cross to stomp in the ball.

Zesco provisionally stay third on 14 points until Sunday when fourth placed Buildcon, also on 14 points, could replace them with a draw or win away at Kabwe Warriors.

Meanwhile, second placed Nkwazi have moved within two points of leaders Green Buffaloes who can restore or extend that gap if they can stay unbeaten at Nkana on Sunday.

Nkwazi drew 0-0 with tenants Kafue Celtic at their shared home ground in Lusaka at Edwin Emboela Stadium to move to 19 points from ten games played while the latter are sixth on 13 points.

I am not in a Hurry to Appoint Permanent Secretaries, I’m First Fixing the Economy – HH

71

President Hakainde Hichilema says he is not a hurry to appoint Permanent Secretaries as fixing the economy is his administration’s topmost priority.

President Hichilema says rather than appointing Permanent Secretaries as expected by sections of society, his administration will not be rushed into making haphazard decisions.

Speaking to journalists shortly after arrival at Kenneth Kaunda International Airport from the United Kingdom, Mr Hichilema said government is managing time and decisions being made are well orchestrated.

Responding to concerns over the delayed appointment of Permanent Secretaries, Mr Hichilema said from the time he took over office in August this year, his preoccupation has been to work on the economy.

“What’s your priority? It’s to get this economy going, the economy goes on. The Budget was one of the key issues,” he said.

The Head of State added that he will not appoint Police Commissioners as this will be the responsibility of the Police Command.

“We want to reduce the direct number of presidential appointments in the Commission. That was an anomaly which was not normal but already you believe it was normal. This was only altered a few years ago,” Mr Hichilema said.

And responding to criticism by sections of society which saying the increased Constituency Development Fund (CDF) from K1.6 million to K25.7 million per constituency is illegal, President Hichilema explained that the budget is legal under the Budget Act.

He further expressed surprise with such levels of debate.

“Sometimes it’s difficult to understand where people come from, what their conceptualization in their mind when they raise issues like that. How can there be no legal framework. How can anyone argue like that,” he said.

And President Hichilema dismissed suggestions that most appointments and reinstatements are being done on a tribal basis stating that his administration has unprecedentedly created inclusive appointments representing all the regions of the country.

And the Emirates aircraft plane carrying President Hichilema and his entourage touched down Kenneth Kaunda International airport from the United Kingdom at 14:50 hours.

The President arrived back home after he attended the World Leaders Summit of the United Nations Framework Convention on Climate Change (UNFCCC) in Glasgow Scotland.

During his visit to the United Kingdom, President Hichilema held high level meetings in London with members of the House of Commons and UK policymakers, potential investors, as well as the Eurobond holders.

And the President told journalists that his Government will continue to engage the Eurobond holders until a lasting solution is reached.

2

Minister of Green Economy and Environment Collins Nzovu, has called for strengthened global partnerships and renewed commitment to accelerate climate change financing.

Mr Nzovu made the call when he delivered country perspective remarks during the Commonwealth-organised side-event, dubbed “Accelerating Climate Finance Access for Nature-based Solutions in Supporting Climate, Land and Biodiversity Targets” at the on-going COP26 conference in Glasgow, Scotland.

Mr Nzovu said accelerating financing efforts on climate, land and biodiversity is critical, to ensure the country achieves aspirations for a green economy.

“It is our shared hope that through this exchange, we will strengthen our partnerships and realise a renewed commitment by the Commonwealth Secretariat, and the three Rio Conventions: United Nations Convention to Combat Desertification (UNCCD), Convention on Biological Diversity (UNCBD), United Nations Framework Convention on Climate Change (UNFCCC).” The Minister noted.

The Minister informed the delegates from across the world that Zambia has set ambitious targets on climate change.

He added that the country recently revised and updated its Nationally Determined Contribution (NDC), which is a State Party to the Paris Agreement, in reducing national emissions, as well as adapting to the impacts of climate change.

On biodiversity, Mr Nzovu said Zambia subscribes to the Aichi Targets and is actively engaged in formulating a new post-2020 Global Biodiversity framework.

“Similarly, we are working towards achieving a no net loss on land degradation by 2030.

However, we are constrained to achieve most of these targets in time due to inadequate financial resources, making it difficult for us to make our fair contribution to global efforts in addressing these multiple challenges.” The Minister said.

Other participants at the side-event were the Minister of Environment Forestry and Tourism of Namibia; the Minister of Finance, Economic Planning and Trade of Seychelles and the Minister for Climate Change and Special Assistant to the Prime Minister of Pakistan.

Farmers commend the government for its venture into agri-businesses

2

Farmers in Lusaka District have commended the government for its venture into agri-businesses. One of the farmers Mrs Paulina Zulu says The farmers commended the Government for ensuring that farming inputs are delivered on time.

Mrs Banda says according to the Food Agriculture Organisation of the United Nations, over 70 percent of the world’s food needs are met by small farmers.

She was speaking when Lusaka Acting District Commissioner Maureen Chilende and a team of officers from the District Agriculture office visited depots in the industrial area, issuing farming inputs to farmers.

Stressing that agriculture is a sector that has an impact on practically every aspect of life, Mrs. Banda explained that most farmers are always happy when the new dawn government’s move to distribute inputs on time as it farmers ample time to plant their crops.

She further highlighted that agriculture is one economic sector that employs most of the people in the country adding that it is the main source of income for many people living in poverty.

Mrs Banda stated that the government should continue on the trajectory of early distribution of inputs to farmers coupled with favourable agriculture policies to adequately revamp and grow the sector.

“Investing in agriculture is not only one of the most effective strategies to improve food security and promote sustainability, it is also essential to our country’s economic development.

And Acting Lusaka District Commissioner Maureen Chilende expressed satisfaction with the pace at which various depots were attending to the farmers.

Mrs Chilende said it is the wish of the government to ensure timely delivery of farming inputs so that farmers begin to plant crops on time.

Government urged to increase on goods that can be produced locally

3

Former Kitwe Chamber of Commerce, Trade and Industry ( KCCTI ) president Raj Karamuchand has advised government to increase taxes on importation of products that that can produced locally.

Mr Karamuchand explains this will promote the growth of local industries and boosting of the economy through increased exports adding that revival of local manufacturing industries and improved agriculture sector depends highly on the protection of local producers from cheap imports, currently flooding the Zambian market.

The former KCCTI president said in an interview that local manufacturers are capable of reviving several manufacturing companies such as the textiles using the existing infrastructure such as that at Mulungushi Textiles in Kabwe and Kafue and the locally produced cotton.

He also noted that local farmers can also be producing a variety of vegetables that can be supplied to chain stores contrary to the current situation where the multi-national chain stores are getting vegetables from neighbouring countries when local farmers produce the same products.

“As local manufacturers we can start producing several products that can be exported to bring a lot of foreign exchange and also to create employment. We can even partner with foreign investors who have the capital while us we provide land and other resources, government should just increase tax on imported products so that our products can be affordable,” Mr. Karamuchand said.

Meanwhile Emerald and Semi-Precious Minerals Association of Zambia (ESMAZ) president Victor Kalesha says the 2021 national budget has not spelt out any much incentives to effect increased production in the sector.

Mr. Kalesha said the budget stresses much on value addition of the minerals and not production.

“Our expectation was that measures would be put to increase production before talking about value addition which cannot happen before production, we are yet to see how our plight has been tackled otherwise we are not seeing anything much for us unless it is embedded under what has been provided for the Medium Scale Entrepreneurs,” Mr. Kalesha said.

He complained that the small scale gemstone miners will not enjoy the conducive wind fax tax if the challenges around their production is not addressed.

Last week, during the presentation of the 2022 national budget, Finance Minister Situmbeko Musokotwane announced several measures aimed at reviving the Zambian economic among them stimulating the manufacturing industry and increasing production in the mining sector.

Haimbe challenges the private sector to support the girl child

3

The new dawn government has challenged the corporate world to support the well-being of the girl child in society.

Justice Minister Mulambo Haimbe says the private sector needs to embark on initiatives meant to power the girl child as she is a key player for this nation’s future social-economic development.

The Minister was impressed with the waterless lavatory innovation which utilizes a type of technology that allows human waste to transform into manure that can be used in farming.

Speaking in Lusaka yesterday when Savenda Group in partnership with Leedsfit Holdings handed over a girl’s waterless lavatory block to Chainda Primary school, Mr Haimbe commended the two firms for the gesture worth emulating by other firms.

“Innovations such as these that are meant to foster the well-being of the girl child and indeed to foster the general principle of health and sanitation are always welcome,” Mr Haimbe said.

Speaking on the same occasion, Leedsfit Holdings Group Director Kevin Situmbeko said the waterless lavatories are non-contaminable.

“The sanitary pads will be thrown in there and they will dry together with the fecal, the liquid is separated and we are able to harvest whatever remains there. These toilets are very affordable and we’d like to thank Savenda for being s company that supports the girl child,” Mr Situmbeko said.

And Savenda Group Director for Special and Medical Projects Norman Brown said his firm is committed to supporting projects that empower the girl children.

And Chainda Primary School Headteacher Mubita Mubita used the occasion to ask authorities to solve the massive flooding at the school that occurs during the rainy season.
