Examination Council of Zambia Director cautions Graduating Teachers against Exam Malpractices

2

Examination Council of Zambia (ECZ) Director Michael Chilala has cautioned graduating teachers from various institutions of learning against engaging themselves in examination malpractices.

Dr. Chilala said examination malpractices compromise the quality of education at all levels.

He said this in a speech read for him by ECZ Certification Assistant Director Kunda Kuku during the 6TH Graduation of the Northern College of Education in Kasama over the weekend.

“My message to you all graduates is never involve yourselves in examination malpractices, instead go and help the fight against this enemy of our education system,” Dr. Chilala said.

He also cautioned lecturers against making up fake results of continuous assessments for their preferred students as doing so would adversely compromise education standards.

Dr. Chilala said continuous assessments form a critical part of final examinations and should therefore be handled with the seriousness it deserves.

“Students will no longer be writing three examinations but will be writing once in their final year. This move will empower and give more time to lecturers to prepare students through continuous assessment,” Dr. Chilala said.

He said ECZ has put in place a robust monitoring and modernization programme for continuous assessments to administer teacher examinations more efficiently.

And Acting Kasama District Commissioner Beauty Namukoko urged the graduating students to effectively contribute to the provision of quality education to the learners.

Ms. Namukoko said it is also imperative for teachers to take good care of themselves by desisting from engaging in illicit sex and excessive beer drinking.

She said the new dawn government remains committed to the provision of employment in the education sector as evidenced in the 30,000 jobs to be created next year.

Speaking at the same function, Northern College of Education Principal Margret Phiri reaffirmed management’s commitment to provision of quality education.

Meanwhile, Northern Province Education Officer Grace Sinkolongo urged all education teachers training colleges to produce graduates of high quality for the benefit of the labour market and the learners.

The graduation ceremony was characterized by a variety of entertainment to the excitement of the graduates and hundreds of people that turned up to be part of the celebration.

e.

President Hichilema also called for inclusive governance systems for countries to ensure stability.

He said the Government appreciates the submission of the final election report and his administration is ready to implement remedial measures.

And, Dr. Koroma said the AU mission has changed its style of operations by not only ending observation missions but rendering support to countries that need it after the elections.

He said his team while in the country has since scheduled meetings with Government ministries, the Electoral Commission of Zambia, political parties, and security agencies among others, that participated in the electoral process.

UNZA workers demand that Prof. Mumba be fired, but Management says Vice Chancellor is Going Nowhere

14

Management of the University of Zambia (UNZA) says demands by the three Unions that top management including Vice-Chancellor Prof. Luke Mumba vacate offices at the whim of certain individuals or groupings is a recipe for anarchy and a flagrant breach of the law.

UNZA Management says the law is quite lucid on how a Vice-Chancellor or indeed any member of top management can vacate their offices.

The Three unions resolved and demanded the removal of top management led by Professor Luke Mumba following a general members’ meeting held at the University of Zambia’s Great East Road campus on November 5.

The unions are the University of Zambia Lecturers and Researchers’ Union (UNZALARU), University of Zambia Professional Staff Union (UNZAPRU) and the University of Zambia Allied Workers’ Union (UNZAAWU) and are demanding that Prof Mumba and his team be dismissed for allegedly mismanaging the institution the last five Years.

According to a statement signed by the three union representatives Dr Kelvin Mambwe, Nalucha Mayamba and Mupuna Moonga, the top UNZA management has never worked in the interest of the workers.

“Professor Mumba’s leadership style is inimical to progress and industrial harmony in the University. We, the three (3) Trade Unions at the University of Zambia (University of Zambia Lecturers and Researchers’ Union, University of Zambia Professional Staff Union; University of Zambia Allied Workers’ Union), would like to inform the general public of the current unpleasant state of affairs at the University of Zambia,” the statement read in part.

“This state has arisen out of mismanagement of the University by those appointed to superintend on the affairs of the University. At the general members’ meeting held at the University of Zambia Great East Road campus on Friday, 5th November, 2021 at which the status of various challenges being faced by the institution were debated, the three Unions resolved and demand as follows…”

Further, the unions are demanding immediate payment, without illegal conditions, of all gratuities and pension owed to serving staff whose backlog stand at 10 years.
The unions have also recommended immediate conclusion of the 2021 collective bargaining, improvement of conditions of service and withdrawal of the court case against UNZAPROSU, which is about the 2021 negotiations for improved conditions of service.
“It should be noted that we the trade unions at the University of Zambia have for the past years desisted to engage ourselves in activities which could have resulted in serious industrial unrest but with the issues highlighted above we are now unable to guarantee any industrial harmony at this institution,’’ they said further.”

“Despite giving chance to dialogue and the due process of engagement and conflict management, nothing meaningful has been achieved.”

The three leaders maintained that the unions would continue to protest until their demands were met.

But in a statement issued today, UNZA Acting Head of Communication and Marketing Damaseke Chibale says Management at UNZA has learnt of the demands by the three Unions namely, UNZALARU, UNZAPROSU and UNZAAWU with a sense of surprise.

Mr. Chibale says Management has always engaged in social dialogue with all the Unions to resolve any grievances that they may have from time to time.

He said this dialogue also includes Collective Bargaining which has been going on since early this year.

Mr. Chibale said Management finds the allegations that it does not dialogue with the Unions to be unfortunate and untruthful.

And Mr. Chibale says the matter regarding the payment of terminal benefits for serving members of staff has been taken to court.

He has clarified that the total debt that the university owes in respect of gratuities and pension benefits stands around K700 million.

Minister Nzovu Seeks Ban Ki Moon Centre Support to Zambia’s Agriculture Adaptation

1

Minister of Green Economy and Environment Hon. Collins Nzovu has held talks with the Ban Ki Moon Centre for Global Citizens (BKMC), seeking support towards Zambia’s climate change mitigation and adaptation efforts.

During a meeting held on the side-lines of the 26th United Nations Climate Change Conference (COP26) in Glasgow, Scotland, the Minister emphasised the need for close cooperation and Zambia’s commitment to scale-up mitigation and adaptation measures to combat climate change.

Mr. Nzovu, who was accompanied by Ministry of Green Economy and Environment Permanent Secretary, Mr. John Msimuko, thanked the Ban Ki-moon Centre (BKMC) for considering Zambia to be a partner in agriculture adaptation.

He told BKMC Chief Executive Officer Monika Froehler and Chief Operations Officer Katrina Harvey that Zambia has prioritised adaptation and building resilience of the agriculture sector.

He further explained that Zambia is in the process of developing its National Adaptation Plan that will focus on strengthening national level coordination frameworks and processes for mainstreaming climate change adaptation into national, sub-national and sectoral development planning.

“Agriculture and water availability are one of the prioritised sectors in the National Adaptation Plan that will need urgent attention and support if we are to achieve our adaptation aspirations,” Mr. Nzovu said. “Zambia looks forward to continued partnerships as we advance the cause of this initiative.”

The Minister welcomed the Ban Ki Moon Centre’s project called Elevating Agriculture Adaptation (EAA).

He said the Elevating Agriculture Adaptation project has come at the right time when Africa is facing many climate change challenges like extreme temperatures, droughts and floods.

Mr. Nzovu said these climate change-induced challenges have huge negative impact on the agriculture sector by reducing productivity, and causing food insecurity.

The Elevating Agricultural Adaptation is a two-year programme that the BKMC will implement aimed at tackling agricultural adaptation of small-holder farmers, and elevating commitments to building climate resilience of small-holder farmers through advocacy and awareness-raising.

Immediate past Secretary General of the United Nations His Excellency Ban Ki-moon and former President of Austria His Excellency Heinz Fischer co-chair the BKMC, which is based in Austria.

DMMU counsels 42 victims of a hailstorm

The Disaster Management and Mitigation Unit (DMMU) in the Copperbelt province has advised residents to follow set guidelines before building houses.

Copperbelt Regional DMMU Coordinator, George Akalemwa said a lot of families have become vulnerable because of overlooking certain measures and advice from experts.

Mr Akalemwa said this after visiting the 42 families whose houses had their roofs blown off while others had their houses demolished following a heavy hail storm in Luanshya district.

He advised residents not to build in water logged areas but instead follow prescribed instructions from building experts.

He further assured people that his office will embark on disaster risk reduction sensitization programmes as a measure to mitigate disasters.

“One basic thing that we would want communities to do is not to construct houses in a manner that they become a hazard to us and our family members,” he said.

Mr Akalemwa pledged government support through the DMMU but urged communities to play a role in ensuring that they do not build their houses in water logged areas.

And Luanshya Acting district Commissioner, Kasemuka Mwalo observed most people do not follow proper guidelines when erecting a structure hence resulting in having a disaster whenever the rain season begins.

Senior Chief Mushota says that he never condemned the arrest Former Tourism Minister Ronald Chitotela

7

Senior Chief Mushota of the Chishinga people in Kawambwa has distanced himself from media reports that he had condemned the arrest of Pambashe area Member of Parliament, Ronald Chitotela.

Chief Mushota said he was quoted out of context when he gave advice to the UPND government to focus on developing the country.

The traditional leader said his comment did not mean to condemn the arresting of Mr Chitotela and his Kawambwa Central counterpart, Nickson Chilangwa with five others.

“I never said that the UPND government was using the Zambia Police to arrest Mr Chitotela and six others for political witch-hunt which was not necessary at the moment,” Chief Mushota insisted.

Speaking to ZANIS today, the traditional leader said he is a law abiding chief who believes in the rule of law and the separation of power and there is no way he can interfere in the operations of the police.

He has since challenged the Pambashe lawmaker to retract the media report that he had condemned government for focusing on persecuting political opponents instead of delivering development.

“What I said was that the power of the people is the vote and once elections are over we move on, a lot happens during elections period and that is normal,” he recalled.

Last week Tuesday, Police in Kawambwa charged and arrested Mr Chitotela and his Kawambwa Central counterpart, Nickson Chilangwa with five others for suspected malicious damage to property, threatening violence, assault occasioning actual bodily harm and unlawful wounding.

All the seven suspects are on police bond and are scheduled to appear in the Kawambwa subordinate court on November 18, 2021.

Be more Specific when you Accuse Individuals or Clique of Individuals-Fred Mmembe

Socialist Party President Fred M’membe has urged the people in Government to be more specific when they accuse individuals or cliques of individuals.

Writing in a facebook post, Dr M’membe said that those in government are assumed to have all information and wondered why not be direct, name the thieves and arrest them or otherwise exercise restraint.

Dr. M’membe warned if the crime is attached in sensational, lurid, and untruthful fashion, the attack on crime may do more damage to the public mind than the crime itself.

Below is the full post

When those in key government positions accuse individuals or cliques of individuals of thieving there’s a need to be specific or otherwise, restraint must be exercised. They are assumed to have all information. And if so why not be direct and name the thieves, get them arrested and prosecuted?

It is not good to make false accusations against anyone. It is equally not good to make generalised accusations. A false accusation is a claim or allegation of wrongdoing that is untrue and/or otherwise unsupported by facts. False accusations are also known as groundless accusations or unfounded accusations or false allegations or false claims. Being wrongfully accused of criminal offences can lead to serious negative consequences to those wrongfully accused and their families. The psychological consequences of wrongful accusations appear to affect the lives of those accused seriously, even after exoneration.

However, it cannot be denied that there are, in our body politic, economic and social life, many and grave evils. And there’s urgent necessity for the sternest war upon them. There should be relentless exposure of and attack upon every evil man or woman, evil practice whether in politics or business, or in social life. But such attacks are only of use if they are absolutely truthful.

The liar is no whit better than the thief, and if his or her mendacity takes the form of slander, he or she may be worse than most thieves. It puts a premium upon knavery untruthfully to attack an honest man or woman, or even with hysterical exaggeration to assail a bad man or woman with untruth.

An epidemic of indiscriminate assault upon character does not good, but very great harm. The soul of every scoundrel is gladdened whenever an honest man or woman is assailed, or even when a scoundrel is untruthfully assailed.

My plea is, not for immunity to but for the most unsparing exposure of the politician who betrays his trust. There should be a resolute effort every such man or woman out of the position he or she has disgraced. Expose the crime, and hunt down the criminal; but remember that even in the case of crime, if it is attached in sensational, lurid and untruthful fashion, the attack may do more damage to the public mind than the crime itself. It is because I feel that there should be no rest in the endless war against the forces of evil that I ask that the war be conducted with sanity as well as with resolution.

No Amount of Political or Tribal Talk will Divert My Agenda to Fight Corruption-HH

51

President Hakainde Hichilema has said that no amount of political talk will divert his agenda to fight corruption among people that stole from Zambians.

President Hichilema said that those suggesting that the fight against corruption is tribal are trying to use the assertions to detract the attention of Zambians, from the corruption fight.

The Head of State said that the topic of tribalism is buried because it was a failed political strategy that was used by the PF to win elections but Zambians rejected it, adding that he remains focused to ensure everything that was stolen from Zambians is recovered.

Zambia has a great potential of exporting fish – Chikote

4

Mr Chikote says the alternative ways of making fish feed cheaper is by encouraging more farmers to grow soya beans.

He explained that government is committed to making fish farming an economic activity that will contribute to the country’s Gross Domestic Product.

Speaking when he toured Aler Aqua a fish feed production company in Siavonga district, Mr Chikote said Zambia has a great potential of exporting fish through the creation of an enabling environment for local fish farmers to grow.

He reaffirmed government’s commitment towards improving people’s Livelihoods through the aquaculture industry.

BRE denies assertions that it is selling the Barotse plain

11

The Barotse Royal Establishment (BRE) has dispelled accessions that it has sold the Barotse Flood Plains.

BRE Ngambela (Prime Minister) Manyando Mukela says it is untrue that the plain has been sold to the plain have been sold to the National Heritage Conservation Commission (NHCC) and the United Nations Education Scientific and Cultural Organization (UNESCO), respectively.

Disclosing this during a press briefing held at the Kuta Palace for the Litunga of Western Province in Limulunga District, the Ngambela said it was contrary to the Lozi custom to sell any part of the Barotse plain.

” If there are some individuals that were selling BRE land to others anywhere in Barotseland, then they were abrogating the Lozi tradition, ” he said.

The Ngambela maintained that the BRE has not agreed or signed anywhere with NHCC and UNESCO to enlist the Barotse Flood Plains to becomes a world heritage site as the issue was still under consideration.

He however said that all well-meaning Lozis are free to forward their opinions whether the Barotse Flood Plains can be enlisted by NHCC and UNESCO to become a world heritage site.

WORDS AND DEEDS: The Creation of a US-based Zambian Think Thank

38

By Field Ruwe EdD

Deeds not Words to Words and Deeds

Believe me when I say since my relocation to the United States, I have helped a good number of Zambians with non-monetary venture capital in the form of market and managerial advice. As I pen this article, I am inundated with queries and proposals from Zambian entrepreneurs, innovators, and inventors, and others of varying talent—all culminating in one challenging question “what can you do for us—for your motherland, you there in the U.S.?”

I start my article thus because of a poem sent to me by a reader of my last article: “Like clouds and winds which do not bring rain, so are your words. For often we see that clouds emitting great claps of thunder threaten great rains, yet often do not bring what they portend. Just so are people like you who produce words but do no deeds.” Another wrote simply; “you are the one the president [Hakainde Hichilema] is referring to when he says some intellectuals just talk.”

Malala’s quote provides perhaps the best rejoinder on my behalf: “There’s no greater weapon than knowledge and no greater source of knowledge than the written word.” I might add: The pen is mightier than the nuclear bomb. And so is the tongue. Don’t forget John 1:1; “In the beginning was the Word, and the Word was with God, and the Word was God.”

Words made the world. Listening to his inaugural speech HH seemed to evoke JFK’s famous quote: “Ask not what your country can do for you—ask what you can do for your country.” This citation is an exemplar of the awesome power of words. Americans, friends and foe did not only listen, hear, and feel the words they saw the magnetism of a young dreamer pull them together with a compelling vision. Regardless of their political affiliation they rallied behind his vision and turned words and deeds into the greatest nation on earth.

In Zambia the catchphrase “Words and Deeds,” and not “Deeds not Words” has never been so timely. Coming on the heels of the August 12, 2021, presidential election that ushered in a pragmatic president who has offered hope to a people battered by years of economic mayhem, the mantra “Words and Deeds” is our adorning. When words and deeds are in accord, building a nation is made easier because there is someone to direct and another to execute.

If “Words and Deeds” become the rallying cry of every Zambian then we are on the road to prosperity. If on the other hand, the cult of ignorance, jealousy, conscientious stupidity, witch-hunting, and the strain of anti-intellectualism entwine our humanity like in the past then failure is the apotheosis of our existence on earth. We might as well admit we cannot learn from history and are therefore damned fools.

Hichilema has kicked off his presidency the way Kaunda and Mwanawasa did—with a vision. The ball is in his court. Before he serves it for the win, he needs moral guts, eye on the ball, an arm full of power, and an apt sense for execution. If our hearts beat true to our country then we must rally behind him, each one of us regardless of ideology, and lift his soul at any sign of infirmity. Remember, the common denominator of every successful country is UNITY. Kaunda put it succinctly: Unity is strength.

Change is Never on a Silver Platter

At this juncture, Hichilema’s comprehensive vision, enthroned in his heart as it is, is only a figment of his imagination. It is doable only if he cares to surround himself with learned, thoughtful, talented, and experienced people who can provide him with the evidence-based information needed to enhance his agenda. It is to such sages successful presidents have applied the virtue of listening both in means and ends.

I have reached out to him, first to congratulate him, and also to assure him of my support. I endorsed him because I believed he would be in the State House not merely to make a living or enrich himself. I believed, and still do that it is on his vision he will salvage our beloved country and change lives for the better.

But change does not come easy. Creating a workable and successful policy agenda will be a daunting task. Even the best minds fail to translate a well-articulated and persuasive concept into reality. All U.S. presidents placed in the first quartile of successful leaders turned to think tanks to help set their agenda, among them Bill Clinton, and Barack Obama. To succeed, Hakainde Hichilema will have to do the same.

Hichilema’s rallying cry of a better Zambia, his speech of total commitment to change, and his sincere and rare call to Zambian intellectuals to talk less and act more, is a paradoxical, corollary for help. He knows he does not have all the answers and understands the problems ahead are more difficult than Zambians have yet to fathom.

Standing on the Shoulders of Giants

It is with the afore-stated in mind that I am stepping forward to create a think tank comprising Zambian state-builders in the Diaspora who can help the president to push his agenda through workable ideas and networks. To be called Zambia Development Institute (ZDI), it is a proposed US-based strategic think tank that seeks to commemorate the ideals and concerns of Zambians in their quest for change. Neutral and nonpartisan, the institute will be a dynamic professional and academic agency that will stand the test of time.

The idea of think tanks helping presidents execute their agendas goes back to the Industrial Revolution (1760-1840) that witnessed the last stage of proto-industrialization—the first transformation from agricultural to an industrial economy. Think tanks catalyzing change advocated for life-changing characteristics; technological progress, a shift from rural work to industrial labor, financial investments in new industrial structures, and early developments in social consciousness and theories.

It was such characteristics that saw the Japanese government create a strong, centralized state in the 19th century. To achieve this, the Japanese government funded Japanese think tanks in England and the United States to directly learn from American innovators and inventors. Other Asian countries followed suit. Similarly, the raison de’etre for ZDI is to mobilize Zambian academics in the Diaspora so they can have direct access to know-how, expertise, research opportunities, lab space, and other incentives that enhance development.

In the coming days, I will be sending the president an executive summary of my initiative outlining ZDI’s vision, mission, and objectives. ZDI’s mandate will be to provide evidence-based recommendations in technological, economical, and socio-economical issues concerned with the reformation of education, the expansion of industrialization, and the alleviation of poverty.

In this regard, ZDI will be innovative and nimble enough to work with U.S. academic professionals in universities and institutions that support Third World development. The institute will be instrumental in helping to facilitate and improve knowledge and skills of the subjects of technology and economic development.

It is also the intention of ZDI to act as a clearinghouse for Zambian goods, minerals, and businesses, talent, and other innovative ideas. To this, the institute will foster interactive and constructive dialogue with Zambians and various U.S. academic institutions, technological entities, industries, and business enterprises, and assist organizations and individuals accordingly where and when appropriate.

Why Boston, Massachusetts, United States

The Greater City of Boston, Massachusetts has been strategically chosen as the base of the institute due to its legacy as the innovation hub behind the might of the United States. Zambian Development Institute will join other Boston-based foreign think tanks in Cambridge, a major suburb of the Boston metropolitan area.

The cradle of technology, Cambridge houses the “Brainpower Duel” Harvard, and Massachusetts Institute of Technology (MIT), and is home to leading tech, manufacturing, and biotech firms. Its Kendal Square is recognized internationally as the innovation district that is propelled by the synergies of imagination and ingenuity.

There you are; this I hope will be my contribution to my beloved country. The year 2022 is pivotal for Zambia. The year will unveil a challenging and meandering path from poverty to prosperity. It will need brains, dedication to duty, perseverance, and resilience to reach the promised land. It will need Zambians’ willingness to work hard, take risks, aim beyond capabilities, and develop a complete disregard for failure. Let’s march together with a finer spirit of hope and achievement.

Sate and Ngonga Score For Nkana Against Unbeaten Green Buffaloes

Ronald Kampamba scored his second successive goal for  Nkana while Alex Ngonga added the other but they were not enough on Sunday to end leaders Green  Buffaloes unbeaten start to the 2021/2022 FAZ Super League season.

The two sides finished 2-2 at Nkana Stadium in Kitwe in a match Buffaloes converted two penalties to leave the Copperbelt still unbeaten after ten games played.

Kampamba put Nkana ahead in the 28th minute when he turned his marked Chilimba Moonga to curl in the ball on the spin that hit the beam before eluding goalkeeper Fred Silwamba.

The goal came a week after Kampamba scored in Nkana’s 1- away win at Lusaka Celtic to open his account for the season.

But Nkana’s lead lasted just ten minutes when Laison Thole handled the ball and Friday Samu stroked it passed Kelvin Malunga who had dived the right way.

However, Nkana were back ahead in the 41st minute when Moonga was again at fault for a handball as he went down in a challenge for the ball with Alex Ngonga.

Ngonga stepped up to hand Nkana back their lead.

But Samu had the final say again from the spot when   Stephen Chulu conceded a penalty with the second handball of the day.

The goal took his tally to 10 goals this season from ten games played while Ngonga scored his 5th goal of the season in the match.

Meanwhile, Nkana are fifth on 14 points tied with third placed Zesco United and fourth placed Kabwe Warriors who beat Buildcon 2-0 thanks to goals from Field Kandela in the 32nd minute and a 9th minute Akakulubelwa Mwachiaba goal.
