Zambians in the diaspora charged to promote economic diplomacy

Zambia’s outgoing Ambassador to Germany, Anthony Mukwita has urged Zambians living in the diaspora to play a critical role in promoting economic diplomacy.

He indicated that economic diplomacy, as championed by President Hakainde Hichilema is intended to foster development in Zambia.

Mr Mukwita said this when he officiated at the virtual celebration of Zambia’s 57th Independency anniversary organized by Zambians living in Germany and attended virtually and in person by scores of members of the diaspora.

He stated that this year’s independence celebration theme “Celebrating a new dawn anchored on good governance” provides the foundation needed to anchor economic diplomacy.

Mr Mukwita explained that in his experience, foreign investors inquire about good governance, national unity and development as prerequisites for investment.

He noted that good governance ensures that there is a fair judicial system that protects investment, national unity and ensures that there is peace and stability.

Mr Mukwita said that the leadership of President Hichilema is committing itself to these ideals and asking the citizens to hold it accountable to them.

‘’This year’s theme for independency is a call on the Diaspora to commit themselves to the ideals of good governance, national unity and development wherever they may be, these ideals must be a mark of distinction and identity so much so that they become synonymous with Zambia”, he said.

Mr Mukwita also paid tribute to the diaspora for their commitment to development of their motherland, noting that the virtual independence celebration was his final official engagement as Ambassador to Germany since October 2017.

“Some of you have humanitarian activities that include building schools, donating educational materials, supporting efforts to combat COVID-19, assisting widows and orphans, and many other worthy causes”, said Mr Mukwita.

This is contained in a statement issued to ZANIS by First Secretary, Press and Public Relations to Zambia’s Ambassador to Germany, Kellys Kaunda.

President Hichilema lays his first wreath at the freedom statue

President Hakainde Hichilema this morning led Zambians, members of the diplomatic corps and defence chiefs in laying wreaths at the freedom statue in remembrance of the departed heroes and heroines who fought for Zambia’s independence.

This was the first wreath laying ceremony President Hichilema graced as republican Head of State after scoping the August 12, 2021 general elections.

The President arrived at the freedom statue at 09:20 hours local time and was received by Defence Minister Ambrose Lufuma.

The wreath laying ceremony was characterised with the playing of solanum music by the defence wings and preaching of God’s word.

President Hichilema, clad in a blue suite, white shirt and red necktie was the first to lay wreaths at the freedom statue, followed by Defence Chiefs and members of the diplomat corps.

Later a 21 gun salute was mounted by the Zambia Army Second battalion in honour of the fallen gallant freedom fighters.

Before departing for the Embassy memorial park where a similar event awaited him, President Hichilema took some time to interact with the members of the diplomatic corps, freedom fighters and residents who showed up for the wreath laying ceremony.

The wreath laying ceremony was held under the theme “Celebrating a New Dawn Anchored on Good Governance, National Unity and Development.”

And in delivering the homily to mark the 57th independence commemorations, Chaplain General in the Ministry of Defence Brig Gen Apostle Vincent Mwenya urged Zambians to strive to work hard for mother Zambia.

Apostle Mwenya emphasized on the need for the Zambians to be industrious and contribute to the prosperity of the country.

He encouraged citizens to reject all forms of idleness but rather to embrace hard work.

The Chaplain General cited dependence on handouts and laziness as some of the syndromes that must be rejected adding that if tolerated the country won’t go forward.

He called on Zambians to collectively work hard in order to attain economic emancipation for mother Zambia.

Horizon Green Village to construct 2,500 housing units in Chongwe district.

Horizon Green Village has launched the construction project of 2,500 housing units in Chongwe district.

Horizon Green Village Chief Executive Officer Saul Kiwempindi disclosed at the launch of the housing unit in Chainda ward, that K2 billion will be spent on the construction of the houses in line with the global agenda 2030 to ensure affordable housing units.

Dr Kiwempindi said the 2500 units will be built in stages and it will have a mini Hospital, a police station, a fire station, green parks and a game ranch.

He disclosed that his company will also construct a waste park, a shopping mall and other commercial facilities.

Dr Kiwempindi said all works will be done by Zambians except were specialized services are required.

He also disclosed that the focus will be on providing affordable houses to civil servants.

And Minister of Infrastructure Housing and Urban Development Charles Milupi, thanked the developer for providing housing units which will benefit Zambians.

ZANIS reports that Mr Milupi was speaking at the official launche of the housing project and said Zambia has a housing deficit of 1,500 million and that the number is expected to double by 2030.

He pointed out that the deficit entails government alone cannot fix all the housing problems but it will provide an enabling environment for private sector to participate in housing projects.

Mr Milipu observed that the housing project will also provide employment to Zambians.

And speaking at the same event, Minister of Green Economy and Environment Collins Nzovu said the project will help to address the housing problem that the country is struggling with.

Mr Nzovu urged the developer to ensure that they utilize solar energy to protect the environment and plant the planned 20,000 trees is around the project.

Meanwhile, Lusaka Province Permanent Secretary Elias Kamanga said over 1000 jobs will created within the province and that such will deter the youths from engaging in illicit activities.

Mr Kamanga appealed to Zambian investors to emulate Horizon properties by partnering with government to deliver decent and affordable housing to Zambians.

And Minister of Health Sylvia Masebo who is also Chongwe Member of Parliament expressed happiness that a private developer has embarked on construction of houses which will create employment for Zambians.

Ms Masebo urged the developer to empower the locals so that they also benefit from any development taking place in their area.

Construction of Mansa ZAF base to commence

Zambia Airforce Commander, Colin Barry has disclosed that his office will soon embark on the construction of the Zambia Airforce base in Luapula Province.

Brig. General Barry says the construction of the base project will ease the issue of accommodation for the Zambia Airforce personnel in the province.

He states that the project will be massive and will create employment for the local people in the province thereby improving their economic status.

Brig. General Barry has however appealed to the Government to support this project.

He says he is keen in improving airports for commercial purposes in various provinces to ease the mode of transport and time covered.

Meanwhile, Luapula Province Minister, Derrick Chilundika says Luapula Province being endowed with so much natural resources has the potential to contribute to the Gross domestic Product (GDP) of the Country.

Mr Chilundika has however stressed the lack of air transport as the main challenge the province is facing to perform as expected, mentioning the hospitality and tourism industries as the most affected.

Government launches the National Numeracy Framework

The government says the successful implementation of the National Numeracy Framework (NNF) will help to address the low outcomes among learners in science and mathematics.

Minister of Education Douglas Syakalima expressed optimism that the launching of the NNF will result in improved learning among the learners from early childhood to secondary level.

Mr Syakalima observed that most learners have not been performing well in mathematics and science a development which is of concern to government.

ZANIS reports that Mr Syakalima said this in a speech read for him by Ministry of Education for Technical Services Permanent Secretary, Jobbicks Kalumba.

Mr Syakalima thanked VVOB Zambia for supplementing government efforts in strengthening the education system in the country.

He said the support rendered to government through the printing of the NNF is highly appreciated.

“We are hopeful that the successful implementation of the framework will result in improved learning in mathematics and science,” he said

And speaking earlier at the same event VVOB Zambia Programme Manager Nico Vromant says the NNF has been designed to address gaps in the curriculum.

Mr Vromant explained that the current curriculum had gaps in the areas of science and mathematics which resulted in most schools recording poor grades in the named subjects.

He urged government to orient teachers on the contents of the NNF.

Action Aid Zambia is disappointed with ACC’s deal with Faith Musonda

Action Aid Zambia is disappointed with the move taken by the Anti-Corruption Commission (ACC) to allow the case involving journalist Faith Musonda who was found in possession of K65 million and US$57,000 and a house in Lusaka’s new Kasama area which have since recovered to go without further investigations after a seizure agreement was entered into.

Section 80 of the anti-corruption act no 3 of 2012 allows the state to grant amnesty to accused persons on condition that they admit wrongdoing and return what they acquired through corrupt practices.

But Action Aid Zambia country director Nalucha Ziba argues that this legal amnesty will not help fight corruption in any way, as the case was supposed to be followed to its latter in order to serve as a deterrent to would-be offenders.

Mrs. Ziba feels this move only weakens the country’s fight against corruption adding that the desire of Zambians is to see a government that will come up with mechanisms to help curb corruption.

She has since called on the government to strengthen institutions that work against corruption especially in dealing with financial crimes.

President Hichilema calls for Unity as Zambia celebrates the 57th independence Anniversary

President Hakainde Hichilema has paid glowing tribute to all the freedom fighters who fought for the country’s liberation from colonial rule.

President Hichilema says the patriotism and selfless leadership exhibited by the brave men and women during the emancipation struggle should never be forgotten.

The Head of State implored the citizenry to emulate the hard work and selfless leadership demonstrated by the freedom fighters.

President Hichilema cited the late former President Dr Kenneth Kaunda and the late veteran politician Simon Zukas as some of the freedom fighters who sacrificed for the freedom the country is enjoying today.

“We cannot forget our brave men and women who made this freedom possible. It is very important that we pay tribute to our freedom fighters all of them without exception.

“We remember Dr Kenneth Kaunda and Mr Simon Zukas who passed on recently but did a great job for the generations to come. This generation of selfless and patriotic citizens sacrificed for the freedom we enjoy today.

“We thank God for them and we must not forget what they stood for, we must never forget their works, we must emulate their hard work and selfless leadership never forget,” he echoed.

The Head of State said this at the eve of the country’s 57th independence commemoration which falls to today the October 24, 2021.

Speaking during his first independence address as the Head of State, after scoping the August 12 2021, general elections.

President Hichilema called on Zambians to set aside their political differences and celebrate the country’s independence from the colonial masters.

He stressed during the national address that the 24th of October is a special day that gives the Zambian people an opportunity to reflect on the freedom and self-rule prevailing in the country.

Mr Hichilema says the Independence Day calls for the promotion of patriotism and national unity among the Zambians.

“The day invokes fond memories of those who fought hard and won us independence from colonial rule. This gives us an opportunity to reflect on our freedom and self-rule,” he said.

“The day also reminds us of the need to promote patriotism and national unity. On this day we have reasons to put aside our differences and celebrate our liberation from colonialism and celebrate our journey to a sovereign and prosperous Zambia,” the President noted.

This year’s 57th independence anniversary is being held under the theme “celebrating the new dawn anchored on good governance, national unity and development.”

Meanwhile President Hichilema assured the Zambian people that his administration will deliver on the campaign promises it made to the people prior to the August 12 general elections.

He promised to improve the livelihood of the people through prudent management of the country’s resources.

The President thanked the Zambian people for putting trust in the UPND alliance leadership.

“As we commemorate our 57th independence anniversary tomorrow lets be comforted by the fact that the new dawn is here. The new dawn brings renewed hope for the better Zambia, he said.

“You our people have put your trust in our administration and we believe that we will make your lives much better, it’s a commitment and a promise,” he noted

“You made the right choice we promised and we will deliver to you our people the rule of law as well as law and order,” he said.

And President Hichilema reiterated his commitment to ending corruption and lawlessness in the country.

The President stated that his administration will uphold transparence and accountability in the management of public affairs.

He further indicated that government agencies, civil society and the private sector will be accountable to the people of Zambia under his leadership.

Mr Hichilema promised in his independence message to make decisions that aim to better the living standards of the people.

He emphasized on the need to better the lives of the people so that they leave a dignified and decent life.

“The new dawn administration promised and will deliver to you, our people transparency and accountability in the management of public affairs, government agencies, civil society and the private sector will be accountable to the people, he said.

“We promise and we will take decisions and actions which offers the greatest benefit to our people. Our people deserve dignified lives, this we shall deliver,” he promised

“We do everything in our power to end corruption, lawlessness, poverty and indebtedness. Which have eroded our dignity and freedom as a people,” he concluded

Leaked Audio: What has Compromised The Anti-Corruption Commission?

Introduction

The audio recording which has been circulating on social media in recent days, detailing how the decision by the Anti Corruption Commission (ACC) to prosecute former Health Minister Dr Chitalu Chilufya was arrived at, must be of grave concern to everyone who believes in the rule of law and brings into question the independence of the Anti-Corruption Commission which, together with the Drug Enforcement and other Commissions, are key governance institutions in the fight against corruption as well as in curbing financial and economic crimes.

Going by the content of the now notorious audio recording of a senior staff meeting of the ACC, it is clear that there is now a serious crisis of confidence both at the Commission itself and in the nation at large. We need to examine the circumstances which have given rise to this crisis of confidence.

So, what has led to the ACC being in the position where it has found itself now, with the leaked audio recording?

1. Lack of autonomy by the ACC

The Anti Corruption Commission has failed to achieve the required autonomy from those who surround the political leadership under whom the ACC has been placed. The quest to grant the ACC an autonomous status – not just in word but in deed – seems to be eluding Zambia once again as the new administration of President Hakainde Hichilema has just copied and continue to implement the same style of previous regimes of putting the ACC under the office of the President.

Between 1995 and 2010, I did a lot of work with the Anti Corruption Commission. This period spans from my high school days, through to my work in civil society. All along, the focus by civil society and the ACC itself, was to seek the autonomy of the Commission.

In 1996, the MMD government of President Frederick Jacob Titus Chiluba, made strides to give the ACC some form of functional independence when they repealed the Corrupt Practices Act No. 14 of 1980 which made the Commission subject to the control of the President. Section 5 of the then new 1996 Anti-Corruption Commission Act (now repealed) read:

“5. The Commission shall not, in the performance of its duties, be subject to the direction or control of any person or authority.”

Did this give the Commission the independence it required? The direction, in terms of how the ACC was to carry out the tasks under the Act, were still made by the President in accordance with the then Section 63 of the Act. It is only true that members of the public, apart from MMD members, never believed President Chiluba when he said that his administration was not going to interfere with the operations of the ACC, despite it being placed under his office.

In 2012, the Patriotic Front (PF) government under President Michael Chilufya Sata, retained the functional independence of the Commission and went one step further to delink the Commission from the President by amending the Act so that the President would no longer make regulations for the Commission, and allowed the Commission itself do that.

In 2016, the PF government under the 6th President of Zambia, Edgar Chagwa Lungu took an early step to entrench the Commission’s autonomy by way of a Constitutional amendment which not only recognised the ACC as a creation of the Constitution, reaffirming that, like other Commissions, would not to be subject to the direction or control of any person or authority but also proclaimed its independence status.

Indeed, the new provision in the Constitution as amended in 2006 now combines the institutional independence of the Commission with the functional independence it has always been vested with since 1996. Article 216 of the Constitution now reads:

“216(b). A commission shall be independent and not subject to the control of a person or an authority in the performance of its functions.”

The question can still be asked whether the Commission could have been said to have finally gained the long-fought for institutional independence under the 10 years of the PF rule.

Although numerous pronouncents were made by the Republican President and his administration that the ACC was to function independently, the latest recording of the Director General and her staff, speaks volumes about what happens behind closed doors when the Commission is placed under another office. During the PF reign, the ACC was under the Office of the President and many pronouncements, as are being made today, were made that the ACC has an autonomous status.

2. The ACC under the New Dawn Administration

The newly elected President, Hakainde Hichilema, appeared not to have had a plan on how to free these institutions and truly make them autonomous and separate from his office. Like his predecessors, he prides himself by placing the Anti Corruption Commission under his office and offering the same promise offered by his predecessors about the independence of these institutions.

I watched with much sadness how Mr. Hichilema’s Vice President, Mrs. Mutale Nalumango, energetically responded in Parliament that her new Dawn Administration has just placed the ACC where the outgoing PF administration had left it, and gave the same promise we have been hearing, from President Chiluba to President Lungu. When you think that you have heard something different, the change remains the same.

At the rate this administration is going, of doing the same thing and saying the same words previous administration have said about the Anti Corruption Commission, the similar scandals such as the one which exposed how Dr. Chitalu Chilufya was to subjected to persecution using the ACC, will continue behind the ACC boardroom doors. The Anti-Corruption Commission should not be independent because our politicians say so, but should be independent because that is what the Constitution and to the law, demand.

3. Immunity of the ACC Director-General

Lastly, let me comment on the immunity enjoyed by the ACC Director General and officers in light of the exposé we have been listening to these past few days.

Section 17 of the ACC Act states:

“17. (1) No proceedings, civil or criminal, shall lie against the Director-General, Deputy Director-General, Directors, Secretary, an officer or member of staff of the Commission for anything done in good faith in the exercise of the officer’s or member of staff’s functions under this Act.”

Although this sounds like blanket immunity enjoyed by the Director General and ACC staff, the immunity is only for anything done in good faith. The leaked audio now confirms what the ACC investigation officer told the Court about the cases involving Dr. Chilufya; that he found nothing wrong with the acquisitions Dr. Chitalu Chilufya had and his investigation had yielded nothing. Indeed, the good doctor’s prosecution was motivated by malice with full knowledge by the then Acting Director General that she was protected by the immunity conferred by this provision in the Act.

The recent happenings should be a call on Parliament to refine the ACC Act by making provisions with regard to instances in which the immunity of the Director General can be removed, so that they can be answerable for things done in bad faith. If our country was able to remove the immunity of former Presidents a number of times, why shouldn’t the law also provide for removal of immunity of other constitutional office holders as well as the staff of various Commissions so that they can be held to account for acts which can be proved to have been done in bad faith and therefore constitute an abuse of the office or power of the Commission.

Conclusion

It is important, and urgent, that the three arms of government should take steps to restore our country’s confidence in our institutions of governance, particularly in the area of law enforcement. The Executive, under President Hichilema must let go of the Anti Corruption Commission and allow it to operate independently, and not placed under his office as was done in the past and continues to be done under Mr Hichilema’s administration. The Judiciary has a duty to protect the institutional and financial independence won by Commissions such as ACC in addition to the functional independence it has always had. If nothing change under the new dawn administration and the ACC independence remains at the word of mouth coming from these politicians, which we have heard from all regimes, the ACC will remain in its current weak and compromised position used as a tool to prosecute political opponents, as was done to Dr. Chitalu Chilufya, by those who are closely connected to give some instructions behind closed doors.

President Hakainde Hichilema has said that it is unacceptable that Zambia is still poor 57 years after independence.

President Hakainde however said that the new dawn government’s desire is to develop the country hence placing emphasis on economic transformation, adding that his administration is eager to restore macro-economic stability and growth, attain debt and fiscal sustainability and improve the livelihood of the Zambian people, especially the vulnerable.

The Head of State added that it is only through economic transformation that Zambia will become food secure, reduce poverty and create the much-needed jobs, especially for the youths.

In his address to the nation ahead of the country’s 57 years independence anniversary Sunday, President Hakainde said the day gives citizens an opportunity to reflect on freedom and self-rule.

He said the day also reminds citizens of the need to promote patriotism and national unity.

President Hakainde further stated the importance of paying tribute to Zambia’s freedom fighters like founding President KENNETH KAUNDA and SIMON ZUKAS who passed on this year.

He said citizens must never forget the two’s generation of selfless and patriotic citizens who sacrificed for the freedom being enjoyed today.

President Hakainde said the 57th independence day anniversary celebrations theme “celebrating a new dawn anchored on good governance, national unity and development,” is a reminder of the renewed hope that the new dawn administration brings for a better Zambia.

Ministry of tourism holds fanfare for diplomats

Ministry of Tourism and Arts have hosted the first ever diplomatic fanfare in Zambia today at Lusaka’s Showgrounds.

21 countries participated in the event held under the theme ‘Culture is a Window reflecting the History, Culture and Spiritual World of a Nation’.

Officiating at the event, Minister of Tourism and Arts Rodney Sikumba indicated that the event is aimed at strengthening diplomatic ties that Zambia shares with the 21 countries that participated in the event.

He said the Inaugural diplomatic fanfare will help cultural exchange among nations and build a bridge to enhance mutual understanding and friendship between the peoples of different nations.

Mr Sikumba further added that the sole aim of the event is to showcase the power of cultural diplomacy through celebrating culture and creative expressions such as arts, music, crafts and traditional cuisine from around the world.

“The holding of this inaugural diplomatic fanfare brings together embassies and high commissions accredited to the republic of Zambia as well as Zambians from all walks of life,” he noted.

Meanwhile The Dean of Diplomatic corps, Zambian Ambassador to Palestine Walid Hassan expressed gratitude to the government of Zambia and all diplomats who participated in the event.

He noted that the event will help to understand different cultures of various nations and help to build an interest in visiting a particular country.

‘’The event has helped to interact with various diplomats and have a better understanding of their culture, music, food and arts thus enhancing the cordial diplomatic ties of the countries which are taking part in this event,’’ explained Dr Hassan.

Minister of Technology and Science Felix Mutati says data centers are a critical part of technological infrastructure required in achieving digital transformation.

Mr Mutati noted that improved access to digital technology and effective use of data and digital systems is key in increasing productivity in the country.

Mr Mutati has since called for the harnessing of the opportunities that come with digital technology.

He urged the business community to embrace the power of digital technology as this will enable them improve service delivery to customers.

ZANIS reports that the Minister said this last evening in a speech read for him by his Assistant Director in the Department of Communications and ICT Development Ministry of Technology and Science Kumzo Nkunika during the launch of the Paratus Zambia Data Centre in Lusaka.

Meanwhile Mr Mutati disclosed that the number of active internet subscriptions in the country has increased from 9.2 million reported at the end of 2019 to 10.3 million recorded at the end of 2020.

He revealed that the current internet penetration rate stands at 57.6 percent.

Mr Mutati attributed the increase in internet use to improved investments among service providers leading to extensive coverage of 3G/4G networks.

He however, expressed the need to increase internet penetration at household level.

And Paratus Zambia Country Manager Marius van Vuuren says the newly established data centre is the first of its kind to be constructed in Zambia.

Mr Vuuren stated that the state of the art data center will significantly contribute to the development of data services in Zambia.

He expressed optimism that the new data center will add value to the digital transformation agenda of government.

Mr Vuuren implored the business community to utilize the data center in the quest to provide better services to their clients.

Minister of Technology and Science, Felix Mutati has concluded a successful visit to the United Arab Emirates (UAE). The Minister while in the UAE attended the Gulf Information and Technology Exhibition (GITEX) which was showcasing next generation technologies and innovations in Artificial Intelligence (AI), 5G, Cloud, BigData, Cybersecurity, Blockchain, Quantum Computing, Immersive Marketing, and Fintechs.

The Minister during the GITEX engaged with among other exhibitors, Huawei Technologies on the Digital Government, e-Tax, e-Classroom and e-traffic control systems. The Minister also visited the Huawei Offices where discussions were held around Huawei’s pioneering role in the roll out of 5G technology.

As part of the programme for the Minister and his delegation, a visit to the Sharjah Research, Innovation, and Technology Park was undertaken as part of a scoping mission to aid the establishment of Innovation and Technology parks in Zambia. The CEO for the Innovation and Technology Park, Mr. Hussain Mohamed Al Mahmoudi indicated the UAEs willingness to partner with Zambia in its digital transformation journey through the establishment of framework that would guide such collaboration.

The Minister and his delegation also met with a consortium of investors specializing in Blockchain technologies and discussed possibilities of partnering with the country to provide solutions that would address service efficiencies and also seal revenue leaks in the provision of Government Services. Some of the possible areas of focus were identified to be in Health (drug procurement and management), Agriculture (input support procurement and distribution chains), Mining (logistics and tracking), and Taxation. This was viewed as an important intervention as it lies at the centre of the New Dawn administration’s determination to provide open Government services in a transparent and cost-effective manner.

On the sidelines of his engagements in the UAE, the Minister met with his counterparts from Malawi and Botswana, who were also attending the GITEX and Dubai Expo 2020 and discussed matters of mutual interest in Technology, Innovation and Science. The three Ministers also discussed possible areas of collaboration among the three countries in furthering digital penetration for the people.

The tour of the UAE by the Minister and his delegation was concluded on Thursday, 21st October, 2021 with key milestones achieved. Among them were the commitment of support from Huawei Technologies and SITA of South Africa to support Zambia in re-engineering its Digital Transformation Agenda particularly with regard to fast tracking the e-government system. The Minister also secured a commitment for support and partnership with the Sharjah Research Technology and Innovation Park in the establishment of the Innovation Park in Zambia.

The Consulate of the Republic of Zambia in Dubai and Northern Emirates also hosted the Minister at the Chancery in Dubai on Wednesday 20th October, 2021. The Minister was accompanied by Permanent Secretary, Ms. Kayula Siame, Director Planning Mr. Succeed Mubanga, Director Communications Mr. Yese Bwalya, Acting Director-General ZICTA Mr. Mutale Mwenya and Chief Ececutive Officer National Business Technology Centre Mr. Kasese Chitundu.

During the meeting, Consul General, His Excellency Mr. Duncan Mulima informed the Minister that the Consulate was opened in May, 2019 and that it managed to facilitate a State Visit to the United Arab Emirates. Resulting from the State Visit, three Memoranda of Understanding were signed between the United Arab Emirates and the Republic of Zambia namely Avoidance of Double Taxation, Visa Waiver for Diplomatic Passport Holders and Protection of Investments.

Mr. Mulima also informed the Minister and his delegation of the ongoing Dubai EXPO 2020 and that the Republic of Zambia has a pavilion at the EXPO exhibiting numerous products and investment opportunities in Zambia.

The Minister thanked the Consul General for the hospitality rendered to him and the delegation since they arrived in Dubai.
The Minister also witnessed the signing of a Memorandum of Understanding between the London American City College, United Arab Emirates and Ministry of Education, Zambia.

The Memorandum of Understanding will ensure that the London American City College sets up a small satellite Branch in the Republic of Zambia, Recruitment of the students from the Republic of Zambia and other African countries for pursuing their Bachelors’ and Master’s Degree programs / Diplomas at the London American City College in the UAE and that the students from the Republic of Zambia will be given a Special Scholarship to pursue their higher education with the London American City College in the UAE.

LACC will explore the possibility of encouraging students from UAE to visit the Republic of Zambia for tourism and collaborative study purposes. LACC will make the Republic of Zambia a Tourist Destination for educational tourism. The educational tourism involves the development of the education system as a whole to create a global tourist destination. Students from the LACC UAE will be encouraged to visit Zambia and its universities and colleges for training and research purposes. Similarly, students from Zambia may also be encouraged to visit UAE for training and research.

Zanaco have failed to reach the group stage of the 2021/22 CAF Champions League after being eliminated by Al Merreikh of Sudan at second preliminary stage.

The Bankers have dropped to the CAF Confederation Cup following a 4-2 aggregate loss to Al Merreikh.

Zanaco today beat Al Merreikh 2-1 at home in Lusaka but the victory was insufficient having lost the first leg match 3-0 in Egypt where the Sudanese are playing home matches.

Al Merreikh led at National Heroes Stadium through Edjomariegwe Tony Omayarue’s goal that was cancelled by Emmanuel Manda nine minutes later.

A late penalty denied leaders Green Buffaloes victory against Zesco United in Saturday’s FAZ Super Division match at Levy Mwanawasa Stadium in Ndola.

Forward Kelvin Mubanga converted a 90th minute penalty awarded by Luanshya referee Derrick Kafuli as his side Zesco held unbeaten Buffaloes in this Week 8 match.

Mubanga stepped forward to equalise after Jack Ngulube fouled Zesco’s Spencer Sautu in the box.

Buffaloes led in the 53rd minute when Martin Ndhlovu headed in the opener following a goalless first half.

Meanwhile, Buffaloes stayed top after moving to 20 points from eight matches played.

Zesco maintained second position after increasing their tally to 13 points.

In Solwezi, Kansanshi Dynamos scored a late goal to edge Nkana 1-0 at Independence Stadium.

Striker Lloyd Alufonso scored in the 84th minute as Nkana demonstrated their inconsistency in the season.
