Solwezi council to punish defiant bar owners

1

The local authority in Solwezi district has advised bar and restaurant owners to seriously adhere to the government enhanced public health Covid-19 measures to curb the further spread of the virus.

Solwezi Municipal Council Town Clerk, Bornwell Lwanga said the local authority in the district will not hesitate to take legal action against the proprietors of bars and restaurants who will be found flouting the Covid-19 set guidelines in their operations.

Mr. Lwanga said this in an interview with ZANIS after an operation that was conducted during the weekend to check on bar owners’ compliance to Covid-19 regulations.

He said Covid-19 is real and still claiming many lives in the country hence the need for people to comply with the health guidelines.

“Covid-19 is quite devastating and we are seeing these numbers of people dying going up so people must just adhere to the health guidelines,” Mr. Lwanga said

He has since appealed to people in the district to heed to government directive and take precautionary measures.

He added that the local authority will not allow the situation to get out of hand.

“During our operations over the weekend, we found three bars operating against the Covid-19 health guidelines while many others have complied and we are going to take legal action against the two we found wanting,” Mr. Lwanga said.

Kitwe clerics, journalists, business people mourn KK

Several groupings and individuals in Kitwe have expressed their reflections on the late first president of Zambia, Kenneth Kaunda.

Kitwe Pastors Fellowship chairman Rady Lewila told ZANIS that Dr. Kaunda will be remembered for uniting all the 73 tribes of Zambia with his ‘One Zambia, One Nation’ motto.

Reverend Lewila said Dr. Kaunda will be also be remembered for his love for humanity which he demonstrated through the Humanism ideology that he championed.

He said Dr. Kaunda taught Zambians to love one another way back before the country was declared a Christian nation.

He further eulogized Dr. Kaunda for helping several countries in Africa to gain their political independence.

“Dr. Kaunda championed love for humanity, a reason he managed to help most southern African countries gain their independence. Several African states cannot talk of their independence struggle without mentioning the name of Dr. Kaunda, as such his legacy for love, unity and peace will always be remembered and cherished,” he said.

He also urged politicians to embrace democracy and to be humble enough to peacefully accept when defeated in elections just as Dr. Kaunda conceded defeat and stepped down from the presidency when he lost to Fredrick Chiluba in 1991 and allowed multipartism to prevail.

And the Kitwe Press Club has hailed Dr. Kaunda for championing the growth of the media and freedom of speech.

Kitwe Press Club chairperson Kennedy Mupeseni said Dr. Kaunda promoted the growth of the private media such as the National Mirror newspaper in addition to the public media houses that gave birth to the current Times of Zambia newspaper, the Zambia Daily Mail and Zambia National Broadcasting Corporation among others.

“Dr. Kaunda’s promotion of the growth of the media was instrumental to the promotion of the freedom of speech in the country after the colonial rule as people were able to express themselves through the media,” Mr. Mupeseni observed.

And Kitwe District Chamber of Commerce Trade and Industry deputy vice president Emmanuel Mbambiko hailed Dr. Kaunda for providing free education up to tertiary education level which he said equalized the rich and those that came from poor families.

Mr. Mbambiko also commended the late Dr. Kaunda for his passion to sustain a strong economy after taking over from the colonial masters by promoting industrialization.

Dr. Kaunda’s body is being taken round to all provincial centres to allow people across the country pay their last respect to the country’s founding father.

Dr. Kaunda died on 17th June and he will be put to rest on July 7, 2021.

Meanwhile, a book of condolences has been opened in Kitwe for individuals to offer their condolences over the death of Dr. Kaunda and several people have so far signed.

Church key in enhancing social, economic development-PS

5

-Northwestern Province Permanent Secretary, Willies Mangimela has said government attaches great importance to working with the church in promoting peace and unity in the country.

Mr. Mangimela said the church does not only transform the spiritual lives of people but also imparts good morals and values in people through the promotion of peace and unity.

This, he said enhances social and economic development of the country.

The Permanent Secretary said this in Solwezi during the official opening of the newly constructed ultra-modern Bethel Evangelical Church in Zambia.

Mr. Mangimela has since called on the church to continue preaching peace even as the country heads towards the August 12, 2021 general elections.

“As government, we recognize and appreciate the efforts being made by the church in promoting peace and unity and we urge you to continue doing the same even as the country heads towards the August 12 general elections,” he said.

He emphasized the need for people not to take the peace and unity the country has continued to enjoy for granted, adding that Zambia has been a shining example of a beacon of peace for other countries.

Mr. Mangimela said government stands ready to supporting and partnering with the church in spearheading economic development and providing improved service delivery in various social and economic sectors.

“Let us work together to build not only the Christian values and principles in our citizens but also in developing our province and the country as a whole,” he said.

Speaking earlier Solwezi Bethel Evangelical in Zambia Church Bishop, Chrispine Lutuna thanked President Edgar Lungu for the financial support towards the construction of the ultra-modern church building.

Bishop Lutuna, who described the event as momentous, said the church is now being made relevant to the spiritual needs of the community in the district considering the growing population and increased demand for spiritual healing among the people.

“We are so grateful to President Lungu for the support he rendered towards the construction of this building, he made a contribution of K150, 000 following his pledge when he worshipped here during his visit to Solwezi in 2019,” he said.

Bishop Lutuna said the church is highly indebted to all other people who contributed to the completion of the church building.

Zambezi council intensifies night patrols to fight Covid-19

2

The Zambezi town council, working with the Zambia Police and the Zambezi district hospital office, have intensified night patrols in the district.

Zambezi District Public Health Inspector, Jonathan Tezelele said apart from disinfecting the public places to curb the spread of Covid-19, bar owners should comply with health regulations.

Speaking during the disinfection exercise in Zambezi yesterday, Mr. Tezelele said due to the rising number of Covid-19 cases in the district, the local authority in collaboration with other stakeholders such as police and health authorities, have come up with initiatives to patrol bars and nightclubs which he said are the most crowded places.

He said the third wave of Covd-19 is more deadly, adding that no one is safe hence the need for those in authority to protect the ordinary citizens.

He further disclosed that night patrols will be done twice a week while disinfection of public places will be done once a week.

Mr. Tezelele has since warned bar owners to follow the guidelines and warned that those who will found abrogating the law risk their licenses being revoked.

“You are all our stakeholders and we need to work together if we are to stop the spread of this pandemic. I implore you all shop owners, marketers and bar owners to follow the guidelines,” he said.

Meanwhile, Daniel Mukonge, a resident of Deke compound, has appealed to the Zambezi town council to do more in community sensitization in the district.

Mr. Mukonge said the majority of the people in the community still believe that Covid-19 does not exist, hence the low adherence to the stipulated guidelines.

“Some of us have seen people dying from Covid-19 but I can assure you a lot of people in our community are not following the guidelines because they don’t believe that Covid-19 is real,” he said.

Get Ready for Stale Political Rhetoric!

21

By Henry Kyambalesa

In Zambia, it is not uncommon for a political party that is in power to engage in stale and rehearsed political campaigns designed to secure another term of office. Currently, such a political party is the Patriotic Front (PF). Among other things, the party and its leaders have started, or are likely to start, making the following claims:

First, that voters should not experiment with leadership. Unfortunately, some of the current crop of government leaders are deadwood and, therefore, do not hold the key to Zambia’s future. Besides, nobody is born a leader.

In other words, elements of leadership are not born out of the innate or spontaneous attributes of human nature because, as studies of child precocity and personality development have concluded, all human beings are born with a blank slate of mind—a mind that is devoid of the concepts or constructs that reflect the values, attitudes and behaviours we all tend to ultimately exhibit.

Moreover, of what use is a political party that has failed to address the socioeconomic problems and crises facing our country and its people after having been in power for 10 uninterrupted years—problems and crises which include high levels of poverty and inequality, declining gross domestic product (GDP), unsustainable levels of externally secured debts, and worsening corruption ranking by Transparency International (TI), among numerous other socioeconomic problems and crises?

So, rather than make socioeconomic conditions in the country better than they found them, PF officials have instead made them worse. Unfortunately, some of our fellow citizens will parade themselves on August 12, 2021 to reward such officials and their political party with another term of office without even thinking about the socioeconomic hardships they have endured over the last 10 years—hardships which will continue to haunt them over the next 5 years if the ruling political party is granted another term of office.

Second, that they need more time to complete ongoing development projects and programmes. However, the people expect that any new Republican president would be obliged to adopt and implement projects and programmes initiated by previous administrations which are designed to benefit communities nationwide. And this is the way the government has been administered in Zambia thus far, and it is the only way in which all democratic countries worldwide are administered as a matter of fact!

Besides, there is a need to acknowledge the fact that most of the ongoing development projects and programmes at any given time were started before the ruling political party assumed the instruments of power, and are partly or wholly financed by multilateral institutions, and/or bilateral cooperating partners like Canada (CIDA), China, Denmark (DANIDA), France, Finland, Germany, Ireland, Japan (JICA), The Netherlands, Norway, Sweden (SIDA), the United Kingdom (DFID / FCDO), and the USA (USAID).

Third, that voters should not vote for presidential candidates from political parties which do not have a majority in Parliament because they will not be able to pass new laws. Well, any new Republican president should be able to run the country with existing laws, even enact some essential pieces of legislation which are likely to garner the support of the majority of Members of Parliament.

Fourth, that voters should not vote for presidential candidates from political parties which do not have a majority in Parliament because such candidates will have problems in the appointment of government Ministers, since the Republican Constitution (Amendment) of 2016 requires that such Ministers be appointed from elected Members of Parliament.

Well, a president-elect who wishes to trim the current bloated government to fewer Cabinet-level portfolios would not be encumbered by this; he or she would nominate 8 deserving citizens to Parliament and appoint them as government Ministers, and then figure out how to fill any remaining Cabinet-level portfolios—possibly by “poaching” a few MPs from other political parties.

With respect to Provincial Ministers, we need to provide for the administration of provinces by elected governors rather than by Provincial Ministers.

Fifth, that voters should vote for Parliamentary candidates fielded by the ruling political party because such candidates will have ready access to funding. Well, all MPs have access to Constituency Development Funds regardless of the political parties they belong to, and any additional funds allocated exclusively to ruling party MPs are not likely to be lawful.

Sixth, that voters should not expect development to take place in their areas if they vote for candidates from opposition political parties. Really? We need leaders who recognise citizens’ right to vote for candidates of their choice without being threatened that their communities will be excluded from the development process if they do not vote for candidates fielded by the ruling political party.

After all, elected political leaders are given the mandate by voters to be in government with the expectation that they would serve all citizens irrespective of their political views, political affiliations, ethnic extraction, religious convictions, and/or who or which political party or alliance they decide to vote for.

Seventh, that one can never become president unless he or she is meant to be. No, in a democratic country like Zambia, an individual can become president through genuine and competitive elections. Only in pseudo democracies and totalitarian states would a citizen become president if he or she is meant to be—that is, through coronation! And

Eighth, that Vision 2030 will bring salvation to Zambia. I doubt it. Such a Vision is going to be a mere dream and an empty political campaign tool if we cannot elect new political players who will immediately and seriously start to address such issues as education and training, public health and sanitation, sustained food security, public infrastructure, decent public housing, corruption and other forms of criminal activity, and meaningful development in rural areas, et cetera.

By the way, sound long-term planning—including Vision 2030—is essential to our country’s future, and to the wellbeing of future generations. However, such planning should be balanced with the needs of our generation because in the long run, to paraphrase economist John Maynard Keynes, we are all going to be dead!

In fact, the “long run” can turn out to be a very, very long time indeed! For this reason, there is a need to elect political leaders who have devised a practical schedule for implementing some of their short-term and medium-term policies, projects and programmes to strike a balance between our needs and expectations, and the needs and expectations of future generations.

Apparently, the Patriotic Front—the ruling political party—and the party’s officials have not even stated their short-term and medium-term policies, projects and programmes. And they have not provided a schedule for implementing any of their contemplated policies, projects and programmes.

I understand that the UPND Alliance Media Team will soon make available a schedule for implementing some of the Alliance’s contemplated short-term and medium-term policies, projects and programmes.

I challenge other political parties which are going to field candidates in the forthcoming elections to do the same so that we can examine the viability and practicability of what they intend to do to improve the livelihoods of the common people if they are given the mandate to form government.

In passing, I wish to extend a brotherly piece of advice to President Edgar C. Lungu to publicly denounce statements by some PF wayward stalwart(s) that Muchinga Province is his “bedroom,” and that they “are always ready to take care of the bedroom, to even kill the cockroaches as well as the rats that enter [the] … bedroom.”

Our country is a unitary State; any member of the Zambian family, therefore, is free to visit, live, work, and/or canvass for votes anywhere within its boundaries—including Muchinga Province. The late Mr. Michael C. Sata, former Republican president, did not demarcate Northern Province to create Muchinga Province as a “bedroom” for any individual or political party.

LCC urges bereaved families to hold short funeral services.

1

The Lusaka City Council has called on all bereaved families to conduct their funeral services in the shortest time possible.

LCC public Relations Manager, Mwaka Nakweti says the local government strongly advises all bereaved families to hold funerals within the shortest possible period to avoid putting people at great risk of contracting the COVID-19.

ZANIS reports that Miss. Nakweti in a statement says the fight against COVID19 is not for local authorities only but also for all members of the general public who should play their part in complying with the health guidelines.

‘’We are calling on all bereaved families to conduct their funeral services in the shortest time possible, we strongly advise against the families holding services for hours; this puts everyone congregating at great risk of contracting COVID- 19,’’ she said.

She has also cautioned members of the public handling the Brought in Dead (BID)bodies to make sure they wear protective clothing correctly when doing so.

‘’ We also urge members of the public handling BID bodies to do so with utmost care by wearing their masks and gloves correctly, reports have indicated that transmission of Covid19 from a corpse is possible and should not be taken lightly,’’ she said.

She has disclosed that regarding alternative burial sites, Lusaka City Council has provided for a budget allocation which is pending approval for the purchase of about fifty hectares of burial land.

And a spot check at Leopards Hill Cemetery and Memorial Park, revealed that a number of mourners conducted funeral services for their deceased loved ones right at the grave site.

At the adjacent memorial park , security officers were only allowing 50 mourners with face masks before attending the service for their deceased relatives.

Kanganja warns against political violence

Inspector General of Police, Kakoma Kanganja has expressed his displeasure over the continued violent conduct by political cadres.

Describing the violence by the political Carders as a manifestation of total disregard for human dignity, Mr. Kanganja has called on police officers to ensure that all culprits are brought to book.

He cited the recent wounding of Lusaka’s Chalala resident named Richard Sinkala, aged 38 years old, as a source of concern.

The attack on Mr Sinkala happened along ring road in Lusaka on 28th June, 2021 when he was wounded using a machete by suspected political cadres for wearing a T- Shirt of an opposing political party and sustained a deep cut at the back of the head and two deep cuts on both legs.

Mr. Kanganja has called on all Police Officers to follow up and conclude all matters of political violence without undue delay and has reminded them of their constitutional mandate to protect every person living within the boundaries of Zambia.

He has further called on Police Officers to use the provisions of the law in determining action to be taken against offenders and not looking at their faces or political affiliation.

Mr. Kanganja has appealed to the general public with information about criminals behind political violence experienced in some parts of the country to report to the police in confidence so that perpetrators of crime are brought to answer to charges.

He has warned political party leaders at various levels to desist from shielding criminals committing offences under the guise of politicking and has directed officers to conduct thorough investigations and arrest all those that have a tendency of shielding thugs.

Mr. Kanganja reiterated the need for political party leaders to guide their cadres on how they should conduct campaigns as opposed to the politics of intimidation, harassment and thuggery which he said is slowly becoming a common feature during campaigns period.

Solwezi’s Messenger market gutted

3

Zesco in Solwezi district of Northwestern province has denied any contribution to the cause of the fire that burnt to ashes makeshift shops at Messengers market in the early hours of Monday.

ZESCO principal engineer operations, Mayson Chalewa says contrary to suggestions by sections of society connecting the inferno to have been caused by the Utility firm, the makeshift shops that got gutted were not yet connected to ZESCO power.

ZANIS reports Mr Chalewa said in an interview that investigations by his office have revealed that that the cause of the inferno was external and not from ZESCO.

“In the first place there is no official report which was done to ZESCO over this incidence… and then our investigations have shown that this incidence is from an external source and not from ZESCO because apparently this market has got only one metering point whose point is just meant to supply flat lights just for lighting for the market”, Eng. Chalewa said.

He further revealed that they have also discovered that marketeers have done a lot of illegal connections and urged them to desist from pausing illegal connections, adding that electricity could be dangerous.

“Our plea is that we would want to urge people to desist from pausing illegal connections because you know electricity is very dangerous to this people”, Eng. Chalewa said.

He has since urged anyone who wants power to get to ZESCO planning unit to apply for power and they would be advised on how to do proper wiring.

And Solwezi District Commissioner, Rosemary Kamalonga said government sympathizes with marketeers for the loss of property.

Mrs Kamalonga who inspected the scene this morning said whoever is taking confusion in the market must stop immediately because soon police will pounce on that person.

“Those people that are perpetrating confusion in Solwezi must stop immediately…there should be no politics when it comes to business…business is business….will pounce on you…whoever is bringing confusion in this market must stop immediately” she said.

Describing the situation at the market as bad, Mrs Kamalonga, urged marketeers to be on the alert and report any unknown persons patronizing the market.

Stating that nobody should take advantage of the election time and COVID-19 situation to bring poverty on others, Mr. Kamalonga called for peace and coexistence, adding that Zambia belongs to all.

Meanwhile, Messenger market vice chairperson, Matiyasi Wisipito said the fire was discovered by two people around 02:00 hours on Monday.

Mr. Wisipito said they do not understand the cause of the fire.

“We are appealing to government and well-wishers to help us…the people have lost everything….they have children..where are they going to get the money to send them to school”, he said.

He has appealed to the government to help the people whose shops were burnt because that was the source of their living.

And Solwezi municipal council director engineering, Angel Simwaba said their investigation into the matter has revealed that it is not an electrical fault but suspected sabotage.

Mr Simwaba said when the fire department received the call around 03:00 hours they immediately rushed to messenger market and managed to put out the fire before it could spread to other buildings.

He said the council has reported the matter to police and the docket has been opened.

Late KK was selfless – Kasama Traders

Traders at New Town market in Kasama district have described Dr. Kenneth Kaunda as a selfless leader who contributed immensely to the development of the country.

The traders through their representative, Catherine Sichone say late Dr. Kenneth contributed positively to the growth of all sectors in the country including markets.

Chief Liteta nods ZAMPHIA

6

Chief Liteta of Chibombo District in Central Province has called on his subjects to cooperate with the Zambia Population-based HIV Impact Assessment (ZAMPHIA) teams.

Chief Liteta said he fully supports the ongoing survey because HIV and AIDS has killed a lot of his subjects.

ZANIS reports that the traditional leader was speaking when the ZAMPHIA Community Mobilisation Monitoring team paid a courtesy at his palace this morning,

“I am aware of the programme and I fully support it. HIV has killed a lot of people including my close relatives,” the traditional leader said.

The traditional leader has observed that the survey will help the government come up with robust interventions and save the lives of the people from the dreadful disease.

He has urged his village headpersons to go out and talk to their subjects to address the myths surrounding the ongoing ZAMPHIA programme.

He said people should not politicize the survey and advised his village headpersons to provide leadership and ensure the programme succeeds.

He added that most people who are still dying of HIV and AIDS were defaulters after being initiated on the AntiRietral Viral (ARV) drugs.

And Chief Liteta has urged people in his chiefdom to adhere to the five COVID 19 golden rules.

The traditional leader said people should strictly and correctly mask up, observe social distancing, sanitize, wash hands regularly and avoid crowded places.

He said COVID 19 is lethal and should not be politicized, adding that the virus has the potential to wipe out everyone.

Meanwhile, Kabwe District Health Promotions Officer, Norah Wakung’uma, said the Zambia Population-based HIV Impact Assessment (ZAMPHIA) is one of the interventions the government is using to end HIV by 2030.

Mrs Wakung’uma said people who will participate in the survey whether positive or negative stand a chance to benefit from various health care services.

She observed that the new drug is very effective and reduces the viral load to undetectable and un transmissible levels.

3740 empowered in Mkushi

More than 3,000 vulnerable persons in Mkushi District have benefitted from Government facilitated Social Cash Transfer welfare support since the beginning of this year.

Mkushi District Social Welfare Officer (DSWO) Rachel Kolala says that 3,740 registered beneficiaries have benefitted from the bi-Monthly disbursements of this welfare program.

A total of K1,088,700 was disbursed towards paying out the beneficiaries for the first half of this year.

She said that the beneficiaries had been drawn from all the 70 Community Welfare Assistance Committees (CWACS) zones of this District.

In a related development, Mkushi District Welfare Assistance Committee (DWAC) Chairperson, Bishop Felix Bwalya had commended Government for being consistent in implementing the SCT program.

Bishop Bwalya pointed out that this type of welfare assistance is having positive impact in the efforts to cushion vulnerable households from poverty.

The clergyman said there was need to acknowledge that the impact of the COVID – 19 pandemic has negatively impacted on the social –economic wellbeing of all communities.

He added that under the prevailing COVID-19 situation, interventions such as the SCT are of great help in reducing poverty.

He said that it is gratifying that Government has been making frantic efforts to ease the impact of poverty by implementing other programs under the Social welfare department such as the Public Welfare Assistance Scheme(PWAS) education support.

KK was exemplary-Wina

Vice President Inonge Wina has described the late first Republican President Kenneth Kaunda as a visionary oriented and exemplary leader.

The Vice President said the late Dr. Kaunda was a role model whose leadership must be emulated by everyone.

Mrs. Wina said this in a speech read for her by Deputy Secretary to Cabinet for Finance and Economic Development Mike Masiye during the funeral service for the late Dr. Kaunda at the United Church of Zambia, St. Paul’s congregation in Mansa today.

She noted that during his reign, Dr. Kaunda ensured that a lot of economic development took place in Mansa and Luapula province as a whole, which contributed to improved lives of the people in the area.

She cited Kawambwa Tea Company as one of the factories that were established in the province during late Dr. Kaunda’s rule.

“Kawambwa Tea Company became the household name of Zambia after its establishment in 1976, a lot of people were employed and this contributed to the development of the province,” she said.

The Vice President added that the late Dr. Kaunda envisioned a country where people have equal access to education and health hence he made sure that schools and hospitals were constructed.

“He was a steadfast leader, a freedom fighter. We therefore continue to look upon him as a role model, a leader of love and peace,” Mrs. Wina noted.

She has since urged all Zambians to live in peace and unity just like the late Dr. Kaunda desired for the nation when he laid a foundation of love.

“Let us continue and ensure that we continue to walk together in peace and unity and promote the ‘One Zambia One Nation motto’,” she said.

And Dr. Kaunda’s first born son Panji Kaunda said his late father’s desire was to see a Zambia that is full of love, peace and unity.

Colonel Kaunda said the late founding father of the nation did not know any tribe but embraced every Zambian.

“To him there was no region. He didn’t concern himself with who came from which part of the country. All this to him was artificial. He loved everybody,” said Col. Kaunda.

Col. Kaunda has since called on all politicians to preach peace as the man the nation is mourning today desired that Zambians should remain united and in love.

“It is important that those in politics preach peace. In every game there is a winner and a loser. Let us not encourage political violence,” he stressed.

He further said even as the country celebrates his late father’s life, it should be remembered that Dr. Kaunda preached love, peace and unity hence the One Zambia, One Nation motto.

Meanwhile, Mansa United Church of Zambia (UCZ) St. Paul’s congregation Bishop Darius Chitalu said the memories and benefits of Dr. Kaunda’s words will remain among the Zambian people.

Bishop Chitalu noted that some of the countries in the world have not experienced peace but God used the late Dr. Kaunda to unite 72 tribes into a peaceful family.

“From 1964, Zambia has not experienced any war of bloodshed. It is my prayer that God continues to give us people who will respect and uphold love,” he stated.

He added that Dr. Kaunda succeeded in his leadership for the country because of his great love for God and people.

The Daily New Covid-19 admissions are higher than the discharges-Dr Malama

6

Zambia has in the last 24 hours recorded 47 Covid-19 deaths among them involving a one year two-month-old baby and an 86 year old female.

Ministry of Health Permanent Secretary in charge of Technical Services, Dr Kennedy Malama told the media that 55% of the deaths recorded are females while 45 are males.
