David Silubanje alleges that MPs have been promised US $ 1 million each to back impeachment motion

David Silubanje, a senior citizen says United Party for National Development (UPND) leader Hakainde Hichilema is with the backing of some foreign backers offering $1 million to each Independent Member of Parliament (MP) to support the controversial impeachment motion.

Mr. Silubanje says at during the one on one meetings between UPND leader Hakainde Hichilema and MPs, recently, it has been agreed that each MP who signs up to the petition will receive down-payment of $250,000 , another $250,000 when the motion is tabled after which the balance $500,000 would be paid if the motion succeeds.

Mr. Silubanje stated during a press briefing in Lusaka today that a named Civil Organization in South Africa has provided the funds for the ‘ deal ‘ ,other Legal costs and any eventualities that may arise in the process.

He also disclosed that two PF back benchers he did not name have also been targeted in the scum.

Mr. Silubanje says he felt it was his duty bound to reveal the scum which he said was a matter threatening national security he feels duty-bound to make remarks on the political situation as there is only one country with an obligation to all to protect it.

Meanwhile Mr. Silubanje says it is unfortunate that United People’s Party ( UPP ) leader Mike Mulongoti, was merely maligning President Lungu to justify the monthly allowance that he and minions were getting from the same financiers.

He added that Mr. Mulongoti, who as a former minister had sworn to defend the truth and integrity of the Republican Constitution , could deliberately begin to President Lungu’s citizenship which he said will land the opposition leader in trouble.

Mr Mulongoti, UPND leader Hakainde Hichilema together with estranged MMD leader Nevers Mumba and Alliance for Development and Democracy (ADD) leader Charles Milupi are collectively pushing for impeachment of President Lungu.

And speaking at the same event, PF Deputy Media Director Antonio Mwanza says the reasons by the opposition to forge an impeachment motion lacks merit.

Mr. Mwanza revealed that the reasons presented are petty which goes to show the incompetence of the opposition party.

He said the desperation by the UPND to seek back door machinations to get state power is totally unacceptable and must be resisted by well- meaning citizens of the country.

2018 season serves up Easter Holiday derby bonanza

The Easter Bunny has served up a derby bonanza over the Easter Holiday weekend with two local showdowns alone in Kitwe.

On Friday, Power Dynamos host promoted Kitwe United at Arthur Davies Stadium in the home sides first of two Kitwe derbies over the long Easter Holiday.

The match will also mark Power coach Kelvin Kaindu’s debut derby engagement following his appointment in January.

Power are currently unbeaten and lead the table on 6 points while Kitwe have 3 points after last weekend’s 1-0 away victory over fellow promoted side Kabwe Youth Soccer Academy to see them bounced back from their 2-0 Week 1 home loss to Green Buffaloes.

The derby road show moves to Levy Mwanawasa Stadium in Ndola on Sunday where defending FAZ Super Division champions Zesco United finally kickoff their title defence after missing the first two rounds due to their 2018 CAF Champions League obligations.

Zesco swap dressing rooms with upstarts and big-spending Buildcon in their Ndola derby this weekend.

Buildcon, who have signed Zambia stars Chisamba Lungu, Isaac Shamujompa, Brian Mwila and ex- Chipolopolo striker Given Singuluma, head into the fixture bruised after a 1-0 home loss in Week 1 against promoted side National Assembly.

This is Buildcon’s second season in the FAZ Super Division but have yet to beat Zesco after losing 1-0 away last November and drawing 1-1 at home with the 2017 champions in July.

FAZ has announced that the start of the 2018 Division One, Two and Three leagues will be delayed by one week to enable clubs conclude the registration of players.

Division One, Two and Three games were scheduled to start on April 1st but have been pushed to 8th April 2018.

In a statement, FAZ deputy General Secretary Adrian Kashala said Football House was aware that many clubs are yet to process registration cards for players.

“FAZ wishes to inform its members and the general public that league games for Division One, Two and Three that were scheduled to be played this weekend on April 1, 2018 have been postponed to a later date to be advised,” Kashala said.

“The decision has been arrived at in order to give some of the clubs that are still processing their cards for the 2018 season after completing the registration process. We are mindful of the challenges the lower division clubs face in the process of registration and printing of the cards,” he said.

Kashala added: “Clubs will play Week Two matches on April 8, 2018 while the Week One fixtures will be rescheduled in due course.”

Earlier in the week, FAZ released the fixture for lower division leagues.

First Quantum Minerals Ltd. will ultimately pay around US$1-billion to settle its tax spat with Zambia, according to a Wall Street analyst.

Last week, the Zambia Revenue Authority (ZRA) slapped First Quantum with a US$7.9-billion tax bill, claiming the miner had drastically underpaid certain import duties over a period of five years.

In a subsequent conference call with analysts, First Quantum’s chief executive officer Philip Pascall declined to speculate how much the company may end up paying, saying it wouldn’t be prudent to comment in a public forum.

Shares in the company have lost about 10 per cent of their value since word of the tax claim first surfaced on March 20.

“We expect the company to have to pay something significant to resolve this issue,” wrote Jefferies analyst Christopher LaFemina, in a note to clients on Tuesday.

“We assume for now that the total cost will be US$1-billion.”

Mr. LaFemina also predicts First Quantum’s cost of capital will go up due to higher operating risk in Zambia and the possibility of additional tax penalties.

“The company’s weighted average cost of capital (WACC), a measure which includes the cost of raising equity or debt, will rise to 10.5 per cent from 8.5 per cent,” he wrote.

First Quantum is far from the only Canadian mining company to be blindsided by tax demands from developing countries attempting to obtain an increasing share of resource riches, as commodity prices rebound.

Earlier this year, the Democratic Republic of the Congo (DRC) government announced plans to significantly increase royalties and eliminate existing stability agreements that protected mining companies from tax hikes.

A number of top mining executives, including Robert Friedland, executive chairman of Ivanhoe Mines, later met with DRC President Joseph Kabila in an attempt to soften his demands, but the tax changes were ushered in regardless.

Last summer, the Tanzanian government presented Barrick Gold Corp. subsidiary Acacia Mining PLC with an astronomical US$190-billion tax bill.

In a provisional agreement announced in October, Barrick said it was prepared to grant Tanzania a 16-per-cent stake in Acacia’s gold mines in the country, and pay it US$300-million. But five months on, a final settlement has yet to be reached and Acacia remains subject to a gold-concentrate export ban in Tanzania.

“What we’re seeing in the DRC, Zambia and Tanzania is just the grab. It’s outrageous numbers [their governments are] throwing out,” Rob McEwen, chairman of McEwen Mining Inc. and former CEO of Goldcorp Inc., said in an interview.

MMD Faction leader Dr Nevers Mumba says he has been arrested for a crime which he has been acquitted-criminal trespass at ZNBC.

In a short message posted on his official Facebook page, Dr Mumba quoting Bible scriptures said he was acquitted of criminal trespass but he has been arrested for a crime arising from the same offence for which he was acquitted.

He said, “I can see the elevation, of a God about to do a great thing for his people, but in order to reach and grasp it, we need to be prepared to pay the very highest price.”
Dr Mumba charged, “We shall overcome, may God deliver Zambia.”

Roan Member of Parliament Chishimba Kambwili has accused Home Affairs Minister Stephen Kampyongo of instructing the Chief of Immigration to hide his confiscated passport in order to keep him detained.

Lusaka Magistrate Court on Wednesday granted Mr. Kambwili bail with two working sureties on condition that he hands over his passport to the Clerk of Court.

As late as 16:30 Hours on Wednesday, Mr. Kambwili was still in detention in a holding cell at the Magistrate Court complex after he failed to produce his passport.

Mr. Kambwili who collapsed afterwards and had to be rushed to UTH complained that the Chief of Immigration is acting on instructions from Mr Kampyongo.

He said his passport was confiscated when officers from the Anti Corruption Commission detained him at Simon Mwansa International Airport in Ndola upon arrival from South Africa.

Mr Kambwili explained that ACC officers deposited his passport with the Immigrations Department but that the Chief of Immigration on Wednesday after switched off his mobile phone after lawyers called him asking him to retain the passport.

He said his lawyers have done everything possible to secure his release but that Immigration officers are acting on instructions from Mr Kampyongo to keep him detained.

The Roan Member of Parliament has warned that President Edgar Lungu and Mr. Kampyongo that they will be held responsible should anything happen to him.

Lusaka’s premier medical facility, Fairview Hospital has been closed by the Health Professional Council of Zambia with immediate effect and revoked its operating license for endangering the lives of patients.

The decision to revoke the license was arrived at after inspectors from the Council carried out an impromptu visit to inspect the compliance levels at the hospital.

HPCZ Assistant Registrar Dr. Joseph Wapabeyi told Journalists in Lusaka that the Hospital has been closed for stocking and dispensing of expired drugs.

Dr Wapabeyi also revealed that three of the doctors at the Hospital are not registered with the Council thereby putting the lives of patients in danger.

And HPCZ Legal counsel Frank Lungu disclosed that the facility has been issued with a 14 day ultimatum in which to address the abnormalities or risk being taken to court.

Socialist Party interim General Secretary Cosmas Dr Musumali has revealed that veteran Journalist Fred M’membe has joined active politics.
Dr Musumali disclosed that Dr M’membe is a member of the Socialist Party.

He said Dr M’membe could no longer continue to play an advisory role to every political party, but that it was time for him to join fully.

Addressing Journalists on Wednesday on the planned launch of the party that was announced in November last year, Dr Musumali said the Socialist Party would officially be launched this Saturday at King Fisher Court in Lusaka’s Jesmondine residential area.

“Comrade Fred M’membe is a member of the Socialist Party. This is a comrade who for years has always worked in the background. There is no political party in Zambia where he has not participated. He was there at the founding of the MMD with Mbita Chitala, Akashambatwa [Mbikusita Lewanika] and others. The National Party, he was part of it. Let’s not forget that he also supported the PF; he worked closely with Mr Sata, but he was aware of his role as a journalist,” Dr Musumali said.

“And now time has come for him to play a different role. He is not going to be an advisor anymore; he is part of the leadership of the Socialist Party,” Dr Musumali said.

He added, “If you attend our launch on Saturday, you will see him. And we have no apologies about it. Comrade M’membe has mentored a lot of politicians who are now Members of Parliament, both from the opposition and in the current government. In fact some of them are occupying very senior positions in the current government, so his input should not be questioned; it speaks for him. And now it is his time to be fully involved.”

And Dr Musumali says his party will shock the world with a magnificent performance in the 2021 general election.

He said members of the party had done so much grass root mobilisation that the party was known all over the country.

Dr Musumali warned critics of the party against underrating its impact, saying it was there to offer political and economic solutions people were looking for.

“The question is, what is it that Zambians are crying for today? We in the Socialist Party are not generating ideas from our heads. If you engage Zambians out there, they will tell you that there is no justice in Zambia today.

 The elite are controlling everything in all government institutions, including the judiciary. Poverty is all over and people are crying,” he said..

“And the people of Zambia have told us that they have found a solution in socialism. We have listened to them, we have told them our message and they have liked it. So, I can confidently say that the Socialist Party will not only shock Zambians in 2021, but the whole world. It is very clear on the ground that people want change, and our job is to facilitate that change. 2021 is far, but we are working diligently. There is a crisis in Zambia and it will not be solved using the usual rhetoric we hear.”

Patriotic for Economic Progress leader Sean Tembo says the opposition UPND members of Parliament have no solid ground to impeach President Edgar Lungu.

Mr Tembo says the issues raised by the opposition do warrant for an impeachment adding that the matters raised in the impeachment motion are baseless.

President Tembo charged that the motion is not reasonable enough to gainer the support of other members of Parliament.

He advised UPND members of Parliament to refrain from using the impeachment to settle old scores.

Mr Tembo said the issues contained in the impeachment motion should have been used during the elections to punish President Lungu.

The Ministry of Health says the National Health Insurance (NHI) Bill is an important part of the sector wide reforms as it provides a sustainable health financing mechanism.

Health Permanent Secretary Kennedy Malama says the bill will ensure Universal Health Coverage to all Zambians across the country.

Dr. Malama said this during the Economic Association of Zambia (EAZ) public discussion on the NHI bill in Lusaka today.

He stated that the NHI will provide health insurance to cover all Zambians and established residents regardless of employment status.

He said it will protect all households from the burden of catastrophic health costs through risk pooling adding that this will give a focus on ensuring progression towards Universal Health Coverage.

He noted that the move will also give an opportunity to access to quality health services to the people at any time regardless of the geographical location.

Speaking at the same event, Economic Association of Zambia (EAZ) President Chrispin Mpuka says his organisations recognizes that the health of a nation is critical to the economic growth of a country.

Dr. Mpuka explained that the NHI will offer a specific mechanism that will improve the health financing in the country.

Namugala explains absence of Impeachment motion on the order paper

National Assembly Deputy First Speaker Catherine Namugala yesterday ruled that there is no timeframe provided for in terms of a private member motion in the new republican constitution.

This followed an impeachment motion initially raised by opposition UPND MP Garry Nkombo ‘s private impeachment motion which is before the National Assembly Speaker, Dr. Patrick Matibini.

The motion was scheduled to be tabled in parliament sitting yesterday afternoon by opposition UPND against duly elected republican President Lungu.

Ms. Namugala said that that the motion did not compel the Speaker to table it within three days noting that nothing illegal had happened.

“An impeachment motion shall be supported by one-third of the members of the house alleging that the Head of State has conducted him/herself in a gross misconduct.

“The motion by Hon. Nkombo has complied with Standing Orders, however, no timeframe is provided for by the private member to which impeachment motion must be tabled on floor of this House,” Ms. Namugala ruled.

Police officers kept their vigil for any possible pandemonium by opposition UPND MPs, most of whom were calling for tabling of the expected impeachment of President Edgar Lungu , at national Assembly grounds.

Ms. Namugala said if they were any police officers within the parliament premises they should vacate ,immediately.

The Deputy First Speaker , who said parliamentarians must not be intimidated in any manner, later presided the normal business of the House.

Mines Minister Richard Musukwa and Home Affairs counterpart Stephen Kampyongo issued their ministerial statements in the House.

Thereafter, the House tackled questions for oral answers starting with PF Kanyama lawmaker, Elizabeth Phiri who wanted to find out whether the Minister of Local Government is aware that garbage has started to accumulate her constituency thereby frustrating the fight against the cholera epidemic.

The lawmaker also wanted to know what measures were being taken by the to ensure that the Ministry of Local Government was taking to ensure that the Lusaka City Council collects the garbage, on a regular basis.

Opposition NDC Consultant Chishimba Kambwili has collapsed at the Lusaka Magistrates Court.

This is after the court refused to accept UPND Members of Parliament to sign as sureties for Mr Kambwili’s bail.

The Roan Member of Parliament was subsequently kept at the Court building from morning when he was granted bail by Lusaka Magistrate Mwaka Mikalile.

Mr. Kambwili had no access to a medical doctor and later started having difficulties to breathe.

He was only later moved to UTH by police officers after his family protested the delays in processing bail.
